Biz incubator developers face backlash from residents At April 25 public meeting, The Hatchery owners, Ald. Burnett faced blizzard of complaints By IGOR STUDENKOV Contributing Reporter

The owners of a food business incubator under construction on the West Side have vowed to do more to include the public in the development amid complaints from residents and community leaders about what they considered to be the owners’ insufficient community outreach efforts. The officials behind The Hatchery, which is currently being built on the southeast corner of Lake/Kedzie intersection in East Garfield Park, admitted during an April 25 community meeting that they could have done more to communicate their plans with area residents and said that they would be doing more public forums in the future. Last week’s meeting, formally called the Hatchery Update and Community Fair, was held at Jacob Beidler Elementary School, 3151 W. Walnut St., a block north of the food incubator site. Ald. Walter Burnett (27th), along with Accion Chicago and the Industrial Council of Northwest Chicago — two of the owners of The Hatchery — co-hosed the meeting. Last Wednesday’s meeting took place nearly two weeks after East Garfield Park resident Melvin Cox organized a community forum designed to give residents a chance to ask questions to the organizations involved with The Hatchery, but no officials involved with the See HATCHERY on page 4

When Chicago Public Schools closed an unprecedented 50 schools five years ago, officials repeatedly promised that the empty buildings wouldn’t go to charter schools. The move appeased critics who said charter school growth contributed to enrollment declines and budget cuts in neighborhood schools, making them targets for closure.

Since the shutdowns, nearly every closed school that has been sold carries a permanent deed restriction saying the building can never become a charter, even if it’s resold on the private market. But as districtwide enrollment falls and public opposition has slowed charter growth to a trickle, public schools face a new threat: private schools are moving into the vacant CPS buildings and may take public school students with them. Over the past year, four private school

operators have purchased closed school buildings. All of them say they hope to benefit from the state’s new $75 million tax-credit scholarship program, which makes a private education free for many low-income families. And more sales could happen, as another 14 vacant schools without restrictions on becoming private schools are awaiting buyers. While more than 20 schools vacated due

More outreach needed from page 1 development showed up. For some in attendance at Cox’s meeting, that absence was indicative of The Hatchery’s insufficient efforts at community outreach throughout the development process. On April 25, many of the residents who spoke at Cox’s meeting reinforced arguments they had made at Cox’s meeting, claiming that Ald. Burnett and The Hatchery developers didn’t do nearly enough to reach out to the community and that the community benefits agreement that was approved as part of the site redevelopment agreement doesn’t go far enough. Several speakers argued that the project was nothing more than a land grab that would only encourage gentrification and that if the organizations behind the Hatchery really wanted to help, they would support the businesses that were already there. The Hatchery grew out of the Industrial Council’s desire to develop a business incubator specifically geared toward food-related businesses, something its existing business incubator at Hatchery Chicago, 320 N. Damen Ave., can’t accommodate. The current incubator is being used as a temporary site for The Hatchery while the new building is being built. Hatchery’s website lists three owners — Accion Chicago, the Industrial Council and IFF, a non-profit lender. But according to Accion Chicago CEO Brad McConnel, IFF is only staying on to help with the building’s construction. The April 25 event was billed as an opportunity to talk to Hatchery executives and Burnett, and to find out about Hatchery amenities and job opportunities — both in construction and with the small businesses that would move in once the food incubator is up and running. Garfield Park Neighborhood Market, which will be open year-round inside the building, participated in the meeting as well. Angela Taylor, who heads the market, told the residents in attendance that she had apprehensions about Hatchery as well, especially since they were going to be using the lot the market had been using since it started. “I was totally peeved off saying, ‘How dare they come in here and take my lot,’” she said. “So I got into my quiet place and I was praying. And God speaks and He was saying, ‘This is not about you. This is about the community.’” Taylor said that she and her husband decided to sit down with The Hatchery owners to discuss how the community would benefit. She said that they knocked on doors within the four-block radius of the site and encouraged residents to attend an informational meeting. Steve DeBretto, the Industrial Council’s executive director, said that residents may benefit from The Hatchery’s presence as an employer and a resource to area entrepre-

neurs. “We want to help them start businesses and grow businesses and we want to help them connect [to] jobs,” he said. “We have to make sure we have as many jobs as possible come to this neighborhood. It’s not going to happen by itself. I’m not going to pretend it will. And we can do it together.” DeBretto said that the turnout at the April 25 meeting alone showed that ICNC and other organizations should have done more community outreach. “There are a lot of people here that I haven’t even met and that means we have a lot of work to do,” he said. “And [we have to] make sure this whole thing is of [maximum] benefit for people on the West Side.” Priscilla Torrence, ICNC’s director of workforce development, said that they are working with 18 West Side community organizations to ensure that residents of West and East Garfield Parks, as well as Austin, North Lawndale and West Humboldt Park, will have opportunities to apply for jobs. “We’re not going to say all those jobs are going to be from those communities, but we’ll definitely make residents the preferred group of candidates,” she said. “If you have any questions about workforce development, job training, resumes — that’s what our partners are for. We will be able to refer you to somebody. We want to collaborate, not

compete.” McConnel said that Accion Chicago wanted to move offices into the Hatchery — not because of some land grab, but because they wanted to be closer to the community where business loan services they provide were needed most. “There is so much more we can do when we’re physically present in the neighborhoods we serve,” he said. But what the officials said didn’t satisfy many of the residents who spoke during the meeting. Vivian Stewart Tyler, who also spoke at Cox’s forum, argued that the whole project was “pushed down our throats.” “We’re tired of people coming in our community, telling us what we need and we don’t benefit from,” she said. “We don’t want it. It was [done] the wrong way. People weren’t notified correctly. So this needs to be quashed. We don’t need handouts, we need immediate problem-solving.” Anette Britton, who lives less than a block southwest of The Hatchery lot, said that she tried to setup community meetings with local residents, but nothing came of it. “If you work with people who supposedly represent our community and the community was not informed, you’re working with the wrong people,” she said. “The community needs to be represented.” An East Garfield Park resident who identi-

fied only as L. Aaron said that the community benefits agreement didn’t go far enough, arguing that it should require The Hatchery and its owners to do much more for the community and its residents. She suggested adding a soup kitchen, a food pantry and a junior culinary school for area youth, as well as some form of profit-sharing. McConnel responded by reiterating that Accion Chicago provides loans to all types of small businesses and that he thought a junior culinary school was actually a good idea. Several former 27th Ward aldermen criticized The Hatchery owners and Burnett. “The joke is, you’re coming here, you don’t knock on our door, you put Hatchery on here and tell us what we’re going to need,” said Wallace Davis, who was 27th Ward alderman from 1983 to 1987. “We need to recognize, come together and hold all those accountable [who are supposed to] represent us,” he said. “This is the biggest farce and biggest rip-off ever. We’re going to hold you accountable for this one. You really have disjointed this community.” “I don’t understand how you can build a $45 million project and not tell anybody down the street,” said Dexter Watson, Ald. Burnett’s immediate predecessor in the office. “You need to tear down what you’ve built and build it with people in the community. It’s a big deal, because people from the community aren’t benefiting from this,” Watson added. “People who are already having businesses aren’t being helped. All three of you – you’re not doing it right. You really are hurting us. And until you do it the way it should be done, I don’t think you need to do it all.” Ricky Hendon, who served a stint as 27th Ward alderman in the late 1980s before his election to the Illinois Senate, offered an equally caustic assessment of The Hatchery development. “People are losing homes all over the area,” he said. “Why not give a 100 businesses $80,000 so these businesses can survive?” Several residents spoke in favor of the Hatchery, including one who said that she has been in the community long enough to remember the 1968 riots. She accused the Hatchery detractors of being selfish and pushing back against badly needed development. “We have to do something on the West Side of Chicago to help the next generation,” she said. “Stop thinking about yourself. Stop thinking 1960s, 1970s, 1990s. We should be thinking 2030. To come here complaining about development, and [at the same time] complaining about the lack of development —shame on us. I’m here for anything that’s going to help the community.” Jerry Lewis, the owner of JLL Construction — one of the sub-contractors working on The Hatchery — said that his mother invented a sauce that was “stolen” by an investor. She could have benefited from advice and financial literacy classes The Hatchery will provide, Lewis said. DeBretto and McConnel said that they would be doing “many, many” community meetings in the coming months. The Hatchery is scheduled for completion this December, they said. VIEW points Almost 20 years into the 21st century

I

n just about 20 months, we will enter the year 2020. That means we will be one fifth of the way through the 21st century. The first 20 years of this century can truly be labeled the Age of Technological Advancement. The same people who feared going from 1999 to the year 2000 and all that Y2K brought, are more familiar with technology today than they were back then. Twenty years ago, most people didn’t own a cellphone. If you did, you got just so many daytime minutes and if you were really lucky, you had a plan that gave you unlimited nights and weekends. The majority of the world didn’t know what an email address was. And websites? People would look at you like you were crazy. Social media was a term that had most people stare at you cross-eyed and dumbfounded. Rare was the person who had an inkling of what it was. Now the average senior has a smartphone and knows how to use it. They can send texts, visit websites, and even have their own email accounts. And most 2-year-olds can maneuver their way around a cellphone with ease, proving that they were born to comprehend it. As we approach 20 years into the 21st century, my question to black people is this: How will we move those forward those stuck in a mire that for far too many has become their comfort zone? What do I mean? Simply that too many of us have taken the victimization status, wrapped themselves in it, and are not as progressive about moving forward because it’s more comfortable blaming others rather than doing what needs to get done. That fine line between self-help and self-pity has to be addressed. Before I go on, let me give you the context on why I felt the need to write this. I deliver for a major retailer part-time. As I travel all

over the Chicagoland area, I feel the lack of economic boom in a number of different racial and ethnic areas. But in the black areas, I see a lack of attention to home repairs that can no longer be justified with an “I don’t know how to” excuse. It is even harder to comprehend when it involves neighborhoods where we have become residents in just the past 30 years or so. Like the suburbs of Dalton and Matteson. Or the Marquette Park neighborhood of Chicago. In each case, the deterioration of the homes has more to do with those occupying them than other forces. In today’s age of videos on YouTube and Googling, which can teach someone how to do almost anything in regards to home repair, how the houses in those areas can look so worn down and in need of that much repair is concerning. Just this weekend I watched as two children played in the front yard. For me, that’s an immediate warning sign. With nothing better to do, the little girl, about 7 years old, repeatedly bent the poor tree sapling almost to the ground. She represented to me the kind of parents who send their children out to play with nothing to play with. Thus they begin to find things to destroy in their play! Another issue I am seeing that we black people need to self-address is the amount of litter that comes with our neighborhoods. For the life of me, I cannot understand how somebody can drop a bag full of garbage out on the street. Nothing is worse for me than going up on a front porch where I can see that the occupants have left evidence of everything they’ve eaten on that porch. Local pastors race for clean water

According to the World Health Organization, 844 million people, and 31 percent of schools, don’t have clean water. An Austin church has partnered with a church in the suburbs to help provide some relief to those suffering from that international problem. Rev. Steve Epting, past of Hope Community Church, 5900 W. Iowa St., and Rev. Tim Hoekstra, who heads Suburban Life Community Church in Downers Grove, are rallying people from their churches and communities to participate in this year’s Global 6K for Water. “The 6K is just short of four miles, which is the average distance people in Africa must walk for clean water,” said Hoekstra during a recent interview. “We have people register for $50 and they each get a race bib with the picture of a child, because that $50 gives clean water to one person in Africa for their entire lifetime.” Hoekstra said that he and several churches in Austin started the event four years

Michael “Sleepy” Riley, notable bass player and drummer, died April 11 By BONNI McKEOWN Contributor

The sound of Chicago’s mighty blues shuffle comes from the bass player and drummer in the band. The rhythm section don’t usually grab headlines, but without them, there is no Chicago blues. Their reward is usually just a few bucks and the satisfaction of driving the music. When one of these talented West and South Siders leaves this world, musicians turn out in droves to honor them — as they did on April 18 for Michael Lenard “Sleepy” Riley, at New Landmark Missionary Baptist Church, 2700 W. Wilcox. To his friends and fans, Riley’s spirit was in the church that day. Rev. Cy Fields’ eulogy was a sermon full of rhythms and shouts, and Bernard Crump and Bernell Anderson sang moving solos. The church band played extraordinary gospel selections and almost busted out with Sleepy’s favorite song,

Prince’s “Purple Rain.” Later that night at Lori Lewis’s crowded memorial jam at the Water Hole lounge at 14th and Western, every bass player seemed to put out extra energy. Sleepy, who died April 11 after a long illness, was born in Chicago on Sept. 30, 1959, the third of three children of Milton James Riley and Johnnie Mae Riley. Johnnie Mae said they moved here from Florida to a house where she still lives, up the street from New Landmark church where the family attends. Sleepy worked for many years as a longshoreman alongside his late father Milton and brother-in-law Willie Hudson. He and his wife Ella Murray, who died in 2016, were the parents of six children. Before he suffered a stroke in January 2017, Sleepy was playing bass in the band of his uncle, the late saxophonist and singer Eddie Shaw who earlier played with Howlin’ Wolf. Before that, Sleepy played in the AllStar band with guitarists Brian Lupo and the late Willie Davis. Young Michael Riley grew up in a musical family. His mother played piano and he learned to play baritone horn in elementary school. Michael sang in the church choir

and learned R&B tunes. His sister gave him a guitar at age 11 and he learned B.B. King licks. Sleepy formed a beginner band, the Dynamite Five, in 1972 before graduating to the Peace Generation band, which he formed with his neighbor, the late drummer Arthur “SamBo” Irby, known for his singing harmonica imitations. Irby died of a stroke last year. In a 2006 interview, Michael said that the West Side was a big part of his music. He attended school at Mary Mapes Dodge Elementary and Richard T. Crane High School.The West Side had many skating rinks, which allowed teenage bands to practice live. The schools had music teachers and there were talent shows inside of Catholic school gyms. Soon, Sleepy and SamBo, despite being underage, were playing at Peppers Lounge and other clubs. As he grew to manhood, Sleepy played all of the West Side clubs, including Eddie Shaw’s 1815 Club, Duke’s Blue Room and Walker’s. He played in clubs around the city with Tyrone Davis, B.B. King, Bobby Blue Bland, Clarence Carter and Johnnie Taylor. Echoing the feelings of many West Side musicians, Sleepy said 2006, “We need more

Most students denied entry into OPRF from Austin, suburbs By MICHAEL ROMAIN Editor

A recent presentation to the Oak Park and River Forest High School District 200 Board of Education by OPRF Principal Nathaniel Rouse showed that 245 people were prohibited from enrolling at the high school during the 2017-18 school year after residency checks found that they did not live in the school district. Most of those students denied enrollment, Rouse said, were attempting to transfer from, “or already lived in,” Chicago’s Austin neighborhood, Forest Park, Maywood, Berwyn and Bellwood. Rouse’s report showed that the number of residency cases determined ineligible and the number of questionable cases that the district had to look into have risen markedly over the last five years. Between the 2013-14 and 2017-18 school years, the number of questionable cases has increased by around 30 percent — from 853 to 1,102. During that same period, the number of cases determined ineligible increased by nearly 47 percent — from 167 to 245. In his report, Rouse explained that “it’s almost impossible” for the district to know

the schools those students were registered to when they were trying to enroll at OPRF. Questionable enrollment cases at OPRF last year came up during the school’s residency verification period last June, during which the district’s verification staff reviewed information that was submitted online and compared it to residency documentation that families provided. Enrollment and residency verification applies to all incoming freshmen at OPRF, according to a letter the district sent to families on April 18. The residency verification process is “to help ensure that only students who legally reside within the District’s boundaries receive educational services funded by District tax dollars.” Rouse said that enrollment issues are typically prompted by a variety of red flags, including “expired leases with insufficient proofs of address or fraudulent proofs of residency,” claims of “live-in situations” that were ruled invalid after home visits, calls from landlords alerting the district that their tenants had moved out of the area and returned mail, among other things.

(CPS sold three schools, while a private developer resold the fourth.) The Chicago Reporter reviewed CPS real-estate transactions going back to 2001 and found no other instances of sales to K-12 private schools and just one long-term lease. The sales have happened with little public notice or opposition, even from the district’s usually outspoken teachers union, which railed against putting charters in closed schools. While the union opposes using public money to fund private education, it hasn’t put up the same fight over private schools moving in. They’ve been waging other battles, officials say, like opposing a plan to open a controversial charter school in a neighborhood high school. Still, Jesse Sharkey, the vice president of the Chicago Teachers Union, says the district shouldn’t approve sales that could undermine public schools and students. “I think it’s extremely problematic to close public schools and turn buildings over to essentially what are competitors to the public school system,” he said.

Who is buying up closed schools in Chicago? What’s happening in Chicago reflects a national trend as champions of school choice, like President Trump’s Secretary of Education Betsy DeVos, favor spending public dollars on private education. While the charter market is saturated in cities like Chicago — prompting some charter backers to stop spending money here — school-choice funders have shifted their

attention to private school growth. And private operators, including some that previously ran charters, are looking for buildings for this expansion. In Chicago, half a dozen private schools have submitted unsuccessful bids for closed public schools in recent years. Some school-choice supporters say it’s wasteful to spend millions of taxpayer dollars to maintain empty public schools, as Chicago has, if charter or private school operators want them.

“If you asked a parent: ‘Would you rather have this empty building around the corner that’s going to attract vandals, or a quality education option that you may or may not use?’ To me that seems pretty self-evident what a family would say,” said Jonathan Butcher, who analyzes education policy for The Heritage Foundation, a conservative Washington, D.C. think tank that advocates for the expansion of school-choice programs. Private school operators say it makes financial sense to move into closed CPS schools. They’re affordable and need few renovations because they’re already set up to educate students. But Andrew Broy of the Illinois Network of Charter Schools says it’s unfair that private schools are allowed to buy these buildings while charters struggle to find adequate facilities with gyms, cafeterias and auditoriums. Charters often shell out to private landlords or go into debt to build new schools, which reduces how much they can spend in the classroom. “Why [don’t charter] students have access to suitable, safe, publicly financed buildings and others do?” he asked. The private school operators run the gamut from the well-established to start-ups. The elite 44-year-old Chicago Waldorf School is relocating from Rogers Park to the former Trumbull school in Andersonville. The Urban Prairie Waldorf School will open on the Near West Side in the former Montefiore building, which CPS quietly closed in 2016 after sending its special-needs students to other schools. The year-old Field School will relocate from its temporary space in an Oak Park church to the former Key building in Austin. All four plan to expand in their new, larger facilities and hope to attract families from the surrounding area. The Field School, for example, gives preferential admission to families from Austin. The German International School director said she saw an uptick in preschool applications from nearby families after their banners went up. And Chicago Waldorf leaders chose their new building in part because they determined the area had more school-aged children than their previous location. Urban Prairie officials hope to attract parents who work in the nearby Illinois Medical District. School leaders are aware the optics of moving into a closed CPS school aren’t great. But they say they’re taking steps to make the buildings open to the public again by letting neighborhood kids play on the grounds after school or offering low-cost programs, such as summer camps and art classes. “It’s heartbreaking to see these schools get closed,” said Heather Berhalter, who directs community development for Urban Prairie. “But at the same time, we felt like there was an opportunity to go in… and carry on some of that same work.” Despite that outreach, some residents in communities where private schools are opening complain that they had little say in the decision. Aldermen held several community meetings to ensure residents living near the two closed North Side schools were on board with private schools moving in. But no meetings were held for the two shuttered West Side schools that were purchased by private school operators. Ald. Jason Ervin, 28th Ward, says Urban Prairie got buy-in from the Illinois Medical District Commission but a community meeting wasn’t necessary because few people live near the school. The area is experiencing rapid change following the demolition of public housing and the construction of a huge new mixed-income development. “It’s not like there was a whole lot of community use of the school,” Ervin said. “There’s probably not even 15 residents that live within four blocks of that place.” In Austin, 29th Ward Ald. Chris Taliaferro says he asked The Field School to hold a community meeting, but that never happened. Instead, school officials submitted 18 letters of support from residents and people who work on the West Side and promised to hold a meeting in the future. “There was not a whole lot of public or

More school choice in a neighborhood losing families The Key sale has raised some eyebrows in Austin, a predominantly black neighborhood that was hit hard by school closures and has struggled to maintain enrollment. Even its top-rated public schools are losing students as charter and private schools have opened and families have left the neighborhood. The Field School bought Key earlier this year for $125,000. The private Christian school reserves half its seats for low-income students and offers them substantial financial aid. It attracts families from both the West Side and suburbs like Oak Park. The school has only 44 students, but its founder Jeremy Mann aspires to one day enroll up to 350 students from preschool to 8th grade. He intends to pay for this through private fundraising, but knows the state’s tax-credit scholarship could help. He’s seen a similar approach work elsewhere. His school is modeled after a thriving Indianapolis private school that’s grown from one to three campuses as Indiana’s school voucher program made more public dollars available for private schools. Even though Austin is losing families, Mann insists the neighborhood can sustain another school. He’s a school-choice advocate who formerly oversaw special education teachers at Chicago’s office of Teach for America, which places educators in struggling schools but has been controversial because its teacher-prep program is shorter than a traditional one. Mann sees demand for his school’s unique offering: a racially and economically diverse student body that wouldn’t otherwise exist in a segregated black neighborhood. He

and his wife, a nurse practitioner at Lawndale Christian Health Center, live in Austin and plan to send their young children to the school once they’re old enough. “I think different educational options can actually bring greater health [to a community] and they don’t have to be viewed solely as competitive with one another,” he said. He may not see it as competition, but when parents weigh their school options, it can become one. Austin parent Marisha Vance sent her daughter to her neighborhood’s public school, Key, until it closed in 2013. She didn’t like the other nearby options, and since then she’s sent her two children to charter and private schools. Looking for smaller class sizes, Vance enrolled her first-grade son at The Field School this year and was happy to hear it would move into Key, the school she attended as a child. Vance is a single mother, so it’s a sacrifice to pay for her son’s tuition out of pocket, even with the help of financial aid. So when a co-worker told her about the state’s new tax-credit scholarships, she knew she’d apply for one as soon as her son’s private school is eligible to accept it. “I could put that [savings] toward college for my daughter,” she said.

Tax dollars diverted to fund private school scholarships Lawmakers ushered in the state’s new tax-credit scholarship program when they passed historic school funding reform last year. The program works like this: Individuals and businesses give money to organizations that grant scholarships to families. For every dollar they donate, they reduce their income taxes by 75 cents, so money that would normally fund the state’s budget goes to pay for private-school tuition.

Three of the private schools that purchased closed CPS schools say they’re going through the state-vetting process so they can accept tax-credit scholarships; one already has. The scholarships are worth nearly $13,000 a year for a low-income family, which would make tuition free or significantly more affordable. Scholarships are still being awarded, but families will know in the coming weeks if they’ve been chosen. At least 6,000 students are expected to receive scholarships this year. The program prioritizes low-income students and kids from low-performing districts like CPS. 40th Ward Ald. Pat O’Connor, the mayor’s powerful floor leader, said he wasn’t thinking of private schools as competition against his neighborhood’s public schools when his ward debated what to do with the closed Trumbull school. But that was before the state’s tax-credit scholarships were created. “Obviously laws change,” he said. “This thought process was not including the fact that somebody might attend there on a state-funded scholarship. If there’s a private scholarship, I don’t care.” It’s unclear how many students who applied for a tax-credit scholarship are currently enrolled in public schools. Myles Mendoza, who directs Empower Illinois, the influential scholarship-granting organization that helped lobby for the program, says the application doesn’t ask for this information. But other states with similar programs have attracted a significant number of public school students. In Florida, for example, just under one-third of tax-credit scholarship recipients used to attend public schools, while almost half started in kindergarten, many of whom likely would have otherwise attended public school. Illinois’ tax-credit scholarship program is still relatively small and by itself won’t lead to a major expansion of private schools. But some opponents worry it opens the door to spending more public money on private education. Mendoza, for example, says there’s interest in creating a similar program for Illinois preschoolers. In other states, tax-credit scholarships and voucher programs have taken off in recent years. And though some hope Illinois’ program is temporary, proponents say legislators are unlikely to reverse it once they see how many families want in. Already, demand far outstrips the supply of scholarships. Empower Illinois, the largest of the nine groups that give out scholarships, received some 48,000 applications. And if it’s any indicator of the potential for future growth, private investors say they’re closely watching from the sidelines. John Eriksen, who co-founded a Milwaukee-based fund that gives money to private schools to help them expand, says he is “keenly interested in Illinois.” He would consider investing here if the tax-credit scholarship program does well after its first year.
