Developers reveal plans for North Ave. Sears site Retail, apartments planned for site, construction work could start in 2019 By IGOR STUDENKOV Contributing Reporter
During 29th Ward Ald. Chris Taliaferro’s regular community meeting, held April 18 at Rutherford Sayre Park, 6871 W. Belden Ave., residents got their first look at some possible plans that developers are considering for the site of the shuttered Sears, located at the intersection of North and Harlem Avenues. Representatives with Seritage Growth Properties, the site’s owner, and Tucker Development, unveiled preliminary plans for the site that calls for transforming the existing building into mixed-use development, with retail on the first floor and loft-style apartments and town halls above it. The site would also feature a parking lot with more greenery. Although preliminary, the developers’ presentation was meant to outline for residents possible development plans for the site and to solicit public input. Seritage is a spin-off of Sears’ real estate holdings arm. The firm owns 250 of its former parent company’s stores in the Chicago area and elsewhere, said Jeff Martin, Seritage’s vice president of development. When a store closes, Martin said, Seritage tries to figure out a way to redevelop the site. Seritage selected to partner with Tucker Development, a firm based in Highland Park that develops commercial and mixed-use properties in Illinois and New Jersey, according to Tucker’s website. After a year in business, Austin native Reesheda Graham-Washington’s L!VE Cafe, located in nearby Oak Park, is not only profitable — it’s also inspiring someone 2,000 miles away to start her own coffee shop based on Graham-Washington’s blueprint.
“When I first moved here, I didn’t know anybody,” said Cote Soerens, 38. An immigrant from Chile who now lives in Seattle, Soerens said that the local independent coffee shop where she lived at the time was her saving grace. The space allowed her to meet new people, find new opportunities and forge enduring relationships. The experience converted her into a
believer in the importance of vital community spaces. But it wasn’t until she became friends with Graham-Washington roughly three years ago that Soerens discovered a vision after which to model her own coffee shop. LIVE has quickly become the 21st-cen-

Another street in Austin could be named after an African American historical figure. State Rep. La Shawn K. Ford (8th) filed a resolution in the House on April 20 that would designate a section of North Avenue in Austin — from Central Avenue to Cicero Avenue — as the “Harriet Tubman Memorial Avenue.” The resolution is currently in the rules committee, but during a recent phone interview Ford said that he was confident that the measure would pass by the end of May, when the General Assembly’s spring session ends. The younger Tucker emphasized that his company was committed to listening to the community all the way through. “Being involved in the community is something we take a lot of pride in,” he said. “We look forward to getting to know your community.” The current plan calls for the developers to turn the first floor of the existing building into commercial space that will be able to host smaller retail and/or entertainment spaces. The remaining two floors will be turned into “loft-style” apartments. The developers could also build three more floors on top of the building, which would be turned into more modern-style

The lawmaker, an Austin resident, said that his latest resolution is part of a larger goal he has of transforming the built environment on the West Side into a living history lesson. “We already know that our schools aren’t teaching black history and its important that we show our communities that everywhere we turn there should be meaning,” Ford said. “So when people see Harriet Tubman Memorial Avenue, they will have conversations. She was a very powerful woman and she deserves recognition.” In 2016, Ford filed a resolution designating a part of Roosevelt Road — from Cicero Avenue to Austin Avenue — as Muhammad Ali Road. That nonbonding resolution
passed the House in 2017. And in 2014, Ford’s resolution designating a part of Cicero Avenue — from Roosevelt Road to West Grand Avenue — as Mandela Road in honor of former South African president and anti-Apartheid activist Nelson Mandela. Ford said that the resolution honoring Tubman would need to pass both the House and the Senate before the Illinois Department of Transportation gets to work on installing the memorial markers. The significance of Tubman’s gender, particularly in light of current events related to #MeToo, was not lost on the state representative. “Another thing we have to make sure of is that young black and white girls recognize there are powerful women who inspire them,” Ford said. ‘The spirit of Harriet Tubman is great. The idea, developers said, is to create a separation between the homes to the north and the building’s parking lot. They also plan to add landscaping along the remaining portions of the parking lot. The Sears Auto Center on the Elmwood Park side of Harlem Avenue will be part of the development and will be converted into retail. The older Tucker said that developers hope to break ground some time in 2019. He said that it may take up to two years to develop, construct and reopen the site. “We truly believe that this will be a great project,” Richard Tucker said. The developers said that they have already hired a traffic engineer to assess the project’s impact on traffic and indicated that they’ll work with the city and the Illinois Department of Transportation on any traffic-related issues that may come up in

the process. Taliaferro said during the meeting that the development would be “a wonderful opportunity,” particularly in light of the recent wave of retail closures enveloping the country. “Oftentimes, when a store goes out of business, it stays closed for a long time,” Taliaferro said. “It’s wonderful to have a group revitalizing this property [and putting] this community first.” Judith Alexander, the chairwoman of The North Avenue District community group who
also attended last week’s meeting, said that she was happy to see a mixed-use development. She pointed out that an urban planning expert once told her that the North/Harlem intersection experiences a volume of commuter traffic — both with cars and public transportation — that rivals “mass transit stations.” Alexander said that the former Sears site is “a large enough parcel that you can really establish a community.” CONTACT: igorst3@hotmail.com

Austin library focuses on engaging teens

Two months after Austin Branch Library, 5615 W. Race Ave., reopened after months of renovations, the Chicago Public Library’s board of directors held its April meeting inside of the branch’s auditorium. The library board rotates its monthly meetings between its main location at the Harold Washington Center library downtown and various branch libraries throughout Chicago. The April 17 meeting marked the first time the board met in any West Side library since at least 2016. At the start of the meeting, branch manager Jo Anne Willis pointed out the library’s recent physical improvements, noting the newly opened skylight, the new circulation desk and faster Internet. She said that attracting teens has been a challenge — one that they are addressing head-on. As part of the renovation, the library added a teen area, hired a part-time teen librarian and organized more teen-orientated programs. Austin branch library closed for renovations last September before reopening in February, roughly three months later than scheduled. The late start date was due to the fact that the library board was unable to secure Tax Increment Financing district funds, which forced the Austin branch library’s staff to scale back on improvements that they had originally planned. Willis told the board that the Austin library has improved its fiber optic cables that provide internet connection for both the library’s public computers and its Wi-Fi network. The library also made some minor changes to better accommodate teenagers. Now, teen materials are in the southeast portion of the main space and library staff moved some furniture to create a space where teens can

They also hired a part-time teen librarian who, Willis told the board, “has been amazing.” “The whole idea is to get teens into the library,” she added. “That has been a challenge.” To help attract teens, the library has been doing “Fades 4 Days,” where volunteer barbers give free haircut to any interested youths ages 13 to 18. The program is held every second Monday of the month, between 5 p.m. and 7 p.m. The library also expanded its teen programs. Every third Monday of the month, it holds a Hearthstone: Fireside Gathering event, where teens who play Hearthstone digital card game can meet up to play and learn. The library also hold yoga classes on Monday afternoons, between 4 p.m. to 5 p.m., and it holds one-off events such as April 21 rap and poetry open mic that featured poet and librarian Roy Kinsey. The blueprint from page 1 tury equivalent of the town square in Oak Park, where any visitor on any given day is likely to cross paths with anyone from the mayor to the local newspaper publisher to a poet and educator like Jamael Clark, a cafe regular. “LIVE Cafe has a unique personality that embraces everyone,” said Clark, who uses the stage name Isiah Makar. “I’ve had the pleasure of speaking with individuals ranging from educators, researchers, politicians, poets, musicians, investors, lawyers, etc. I think the persona of the business owner influences the culture of the business.” Graham-Washington, who co-founded the establishment with her husband Darrel (who also graduated from West), said she envisioned the kind of space that LIVE is becoming. “This was the theory I had before I opened the cafe, and a year later, it’s starting to prove true,” she said. “LIVE sells an experience and a model more than anything else.” That model, Washington noted, is premised on partnerships that intentionally span the artificial divide separating Oak Park and Austin, where Washington was raised. For the former teacher and school principal, the partnerships are also personal. The cafe recently launched its own line of soy candles that mirror the scents of its six in-house drinks with names like “#woke,” “milk and honey” and “get out and get something” — the result of a partnership with Bright Endeavors, a social enterprise started by the Austin-based nonprofit New Moms, which provides resources for young, single mothers throughout the Chicago area. “I grew up in Austin, but I was also a teen mom myself,” Graham-Washington said. “So before LIVE even opened, I was thinking of a way to partner with New Moms.” Washington said the cafe raised funds for the candle line through a Let Your Light Shine campaign, which was based on donations by community members. The cafe’s radically community-based social and political consciousness permeates other offerings, such as the gluten-free muffins, cookies and brownies (the products of a partnership between LIVE and Flùr, a gluten-free bakery in Riverside) and the quiche (made by a woman who went into business after Washington, who is also a life coach, mentored her for eight months). Another social enterprise, called Bridge to Freedom, supplies LIVE’s chicken and tuna salads. The Austin-based nonprofit helps prepare the formerly incarcerated for daily living after prison. “These stories are examples of the way that LIVE Cafe is passionate about intersectionality and working with all kinds of people,” said Graham-Washington, whose role as the executive director of the Communities First Association — a faith-based community development nonprofit — merges seamlessly with her role as a business owner. “The work I do through CFA has afforded me a national network and platform, but I don’t think you should be working on the national and global level unless you’re also willing to walk the talk at home,” she said. When people ask her what that walk looks like, she points them to what she calls the LIVE blueprint — a model for how small business capitalism can merge with social awareness and community development in a way that doesn’t feel contrived or mass manufactured. Graham-Washington recently laid out that blueprint in a book she co-authored with Shawn Castleberry called Soul Force: Seven Pivots toward Courage, Community, and Change, which was published this year. “The book is about how we make small tweaks in the intentionality we portray in our own lives in ways that result in collaborative community transformation,” Graham-Wash-

When she visited LIVE, her faith in coffee shops as places of community transformation intensified. “I saw the impact that LIVE had on the Oak Park community,” Soerens said during a phone interview Monday from Seattle. “I thought it was unique in blending social enterprise with community development. I saw people from all walks of life and they were having hard conversations on race and equity.” Soerens, who is a CFA board member, is roughly a month away from opening her own version of LIVE, called Resistencia (Spanish for “resistance”), in that city’s South Park neighborhood. “I was born under a Chilean dictatorship in the 1980s,” Soerens said, referencing the brutal reign of General Augusto Pinochet, whose dictatorship, which lasted from 1973 to 1990, has come to symbolize the dangers of free-market radicalism and the kind of corporate ideology that would turn community into a commodity. “We’re the last neighborhood in Seattle without a Starbucks,” Soerens said. “I’d like to keep it that way.” CONTACT: michael@austinweeklynews.com

My tale of automotive woe
finally got my SUV to pass the emissions test. But it cost me almost $2,000 to do so. Why such a tremendous amount? Let me tell you my tale of woe! As I have previously written, my plates expired at the end of November, 2017. That was an interesting year where I experienced unemployment, medical situations, underemployment and finally decent employment. Like a lot of people, I put off having my car serviced simply because I couldn’t afford it. A friend tried to help me out by taking the car to the auto parts store and having them diagnose why the service engine light was on. The recommended fix was a new mass air flow filter that cost $150. I bought it, he installed it, but the service engine light kept glowing. I knew my next option was to put it in the shop. But which one? I posted a plea on Facebook for suggested repair shops. I got a recommendation for one on Division Street that had four stars. But my son decides to take it to a place he heard about, and that was a major rip-off. When I finally got my car back, the shop had taken out my decent battery and replaced it with a used battery that didn’t have enough power to even run the radio. They also took off the brand new mass air flow filter and put the old one back on. Unfortunately I had paid the $600 balance before I learned of the situation. I was able to drive the car for one day, but it died out on me a number of times. So we had the mechanic pick the car back up. One week later, I got the car back and it was running slightly better. However the following day, the car wouldn’t start. A friend accurately diagnosed that the starter had gone out. Another bad piece of news was that it had
gone out during some of the coldest days we had in January. I posted a different plea on Facebook and got the name of a mechanic who could fix the starter at my house. Two hundred dollars later, the car was running again. But the service engine light was still glowing! It took another month for me to raise the money to again put the car in the shop. Nine hundred dollars later, the car did pass the emissions test. I had spent $1,700 on my car. When I finally went to the Secretary of State with my certificate showing I passed the emission test, I had already purchased the $10 7-day pass a total of four times between December 2017 and April. I had also gotten a $60 ticket from the city of Chicago for my car being on the street with an expired plate. I was stopped at least three times by the police for having an expired plate, but each time those officers were sympathetic to my plight. The Secretary of State wanted me to spend $121 on my plate sticker, which included a late fee plus another $2.84 because I paid with a debit card. Then they informed me that my new sticker would come in the mail along with a new set of plates, which will still expire in November. How does the state get to charge me for time during which they wouldn’t give me a sticker? Yet they had no qualms selling me those 7-day passes at $10 each! No other business would allow such deceptive practices. Neither ComEd nor Peoples Gas can charge me for their meter fees while the service is disconnected. We’ve already had stories in the paper about how parking tickets can cause people to go bankrupt. Emissions testing can’t be far behind. I hope some politicians will look into this and offer some substantive changes!

Austin school poised to open renovated auditorium
Catalyst Circle Rock broke ground on $4M auditorium restoration on April 19 By MICHAEL ROMAIN Editor
Community members, educators, elected officials and local civic leaders gathered at the corner of Washington Boulevard and Central Avenue on April 19 to break ground on a new 1,000-seat auditorium inside of Catalyst Circle Rock, 5608 W. Washington Blvd. After a $4 million restoration, the Austin school’s auditorium, will feature a proscenium, a main floor, mezzanine and balcony. Construction work is scheduled to be completed this year, Catalyst officials said in a statement. Once the facility is complete, Catalyst’s Sistema Ravinia orchestra — “the largest African-American elementary school orchestra in the nation,” according to Catalyst officials — will call the auditorium home. “The Center will also be a gathering place for the entire Austin community, a venue for other schools and non-profit organizations, artists and performers, and a forum for individuals and groups,” officials said in the statement.
During the groundbreaking ceremony, Catalyst officials revealed that the new auditorium will be named The Kehrein Center for the Arts — in honor of Glen and Lonni Kehrein, who founded Circle Urban Ministries 45 years ago as an effort to help heal race relations in Austin. Gordon Hannon, the CEO of Catalyst Schools — the nonprofit charter school network that owns the Austin facility — said that there “will be nothing in the community quite like this new Center for the Arts.” Hannon added that no “sizable professional theater spaces exist in the Austin neighborhood nor anywhere on the West Side between the Loop and O’Hare. The West Side is rich in talent but under-resourced with respect to performance venues. I’m thrilled that Austin residents will be able to enjoy the arts right here, in their own backyard.” Catalyst officials said that the school still needs to raise another $1.8 million in order for the remaining work to be completed. Steve Saunders, principal of Eckenhoff Saunders Architects, said that the number is a drop in the bucket compared to what it would cost to build an equivalent auditorium from scratch today — between $35 and $40 million, he estimated. “It is a rare opportunity to restore and re-
