A note on this week’s special election issue Before interviewing the candidates, we spoke for hours to Austin residents In the weeks and months before the Feb. 26 election, City Bureau, the South Sidebased journalism lab, deployed a three-person team of reporters to interview more than 30 Austin residents about the issues that matter most to them.

The journalists then posed those residents’ issues to at least six front-running mayoral candidates, and as many aldermanic candidates in the 28th, 29th and 37th Wards, who would take them on.

The result is this special election issue that Austin Weekly News is proud to publish, in partnership with City Bureau. This issue is designed to be a free, sub-

stantive guide to the upcoming aldermanic and mayoral elections for our thousands of West Side readers.

Inside, the reader will find an article in one of six issue categories that is based on resident interviews. Those categories include: schools, crime/policing, blackowned businesses, youth programming, aldermanic

accessibility/trust and income/jobs. Below each story, you’ll find proposals, promises and/or statements regarding each category from aldermanic and mayoral candidates The reader will also find a guide featuring basic voter fundamentals, such as information on early voting, voting by mail and voter reg-

istration.

We hope this is a roadmap that will ultimately leave residents more informed and that much more committed not only to vote, but to take up the responsibilities of a public function that’s even more important than voting — that of being an engaged and empowered citizen.

How we produced the Austin PeoplePowered Voter Guide Our Partnership City Bureau is a nonpartisan, nonprofit civic journalism lab based in Woodlawn. We bring journalists and communities together in a collaborative spirit to produce media that is impactful, equitable and responsive to the public. Through our partnership with Austin Weekly News, in which editor Michael Romain joined City Bureau’s Civic Reporting Fellowship along with reporters Aaron Allen and Annie Nguyen, we produced this special issue.

Our Method More than 30 Austin residents were interviewed in order to determine the six issues most important to the neighborhood. Residents were chosen to approximate the demographics of Austin’s population, across race, age, education, employment and ZIP code.

Residents were asked generally about their greatest concerns for the neighborhood, in addition to a few issue-specific questions.

Reporters reached out to all eligible candidates multiple times through various means over the course of two weeks in order to

schedule an interview. Mayoral candidates that lead recent polls were included, in addition to the two West Side candidates. Of the mayoral candidates, Willie Wilson and Amara Enyia did not respond in time— nor did Emma Mitts, the incumbent of the 37th Ward. When possible, reporters compiled quotes and stances expressed publicly elsewhere; these are marked with an asterisk. Note: Justina Winfrey is running as a write-in candidate for the 28th Ward.

Everything you need to know to vote Feb. 26

Get ready for the upcoming Chicago election! All registered voters will have the opportunity to vote for Chicago’s mayor, city clerk, treasurer and the alderman that represents their ward (i.e. City Council member).

You can vote in person on Election Day, you can vote early at designated polling places or you can vote by mail.

If no candidate in a race gets the majority of the vote after February 26, a runoff election between the top two candidates will be held on April 2. (Many Chicagoans will remember the runoff election in 2015 between Rahm Emanuel and Jesus “Chuy” Garcia.)

For reference, much of this information is available at the official Chicago Elections website: www.chicagoelections.com

Eligibility To register to vote, you must: ■ be a U.S. citizen ■ be born on or before Feb. 26, 2001 ■ live in your precinct at least 30 days before the election ■ not claim the right to vote elsewhere ■ not be in prison/jail serving time for a conviction Note: People in jail awaiting trial are eligible to vote. People who have been convicted of a crime and have finished serving a sentence (including people on parole) can also vote.

Registration You must be registered to vote; however, you can register anytime before or on Election Day. (Just to be safe, we recommend registering in advance!)

Check if you’re registered. You would have received a piece of mail if you are—to be sure, you can go to www.chicagoelections.com and enter your address to see. If you are registered, your voter card (or the website above) will give you your polling place and absentee ballot options.

If you’re not already registered, you can register online, via snail-mail, in-person at Early Voting, on Election Day, or at the Secretary of State’s office. More detailed information for all of these options is available at the Chicago Elections website.

Registering during Early Voting: You must present two forms of ID, one of which must show your current address. Chicago voters may use any of the dozens of Early Voting locations in the city: ■ At Loop Super Site from Jan. 30 - Feb. 25 ■ At any ward site (see addresses below) from Feb. 11 - Feb. 25.

Election Day registration: Same requirements as above, but you can only do this at the polling place assigned to your home precinct.

How to Vote Chicago offers several options for voters: ■ Early voting (in-person) ■ Vote by mail (also called absentee voting) ■ Election Day voting (in-person)

However, you cannot vote online.

Identification: You do not need a photo ID if you are voting on Election Day and have voted from your current address previously. However, you must bring a government-issued photo ID if you’ve changed your address or are voting for the first time at your polling place. You do not need to bring your voter ID card (which you may have received in the mail from the Illinois Board of Elections) at all.

What else to bring: You may bring any voter guides or helpful material, including your smartphone, into the voting booth.

Voting by Mail Anyone can vote by mail. However, in order to receive a ballot, you will have to submit a Vote By Mail application. Applications

can be submitted online or at the offices of the Board of Election Commissioners. The deadline for requesting a ballot is 5 p.m. on Thursday, Feb. 21.

You’ll receive a ballot in the mail with instructions; if you submit this ballot, it is your final vote.

Early Voting There are two windows of in-person early voting starting Jan. 28, described below.

Remember: A government-issued photo ID is not required but is helpful if there is a question about your registration, address or signature, or if there are two voters with the same or similar names at the same address.

ery Early Voting site, and any voter who needs to register for the first time or file an address update or a name change must show two forms of ID, one of which shows the voter’s current address.

Any ballot cast in Early Voting is final.

When schools close, there goes the neighborhood

Austin residents want more funding to keep neighborhood schools open and to repurpose empty buildings for youth programs

Mikey Fresco knows in his gut the feeling of a school shutting down.

In 2012, his mother’s employer, San Miguel Chicago, a network of private schools, announced that it would close its Gary Comer campus at 819 N. Leamington Ave., because there were no funds to support the campus.

“When that school closed, the whole area changed,” Fresco recalled in a recent interview. “It was like everything around the neighborhood died. [That school] was like a piece of our neighborhood and a safe haven.”

Fresco was among the Austin residents interviewed by City Bureau who lamented the loss of neighborhood schools and called for the city to do more to fund them. Those residents also said they want more transparency in how closed schools are redeveloped.

Although Gary Comer was private, Fresco’s testimony is no different from Austin residents who lived through what WBEZ calls a “generation of school shakeups and school openings” in Chicago Public Schools.

Since 2002, WBEZ reported last year, Chicago opened “in the same time period almost the same number of schools it has closed — 193.”

During that time period, nearly 71,000 students in the city “experienced either a school closing or a total re-staffing of their school firsthand.” Eighty-eight percent of those students were black.

The idea was to shutter schools the city deemed “broken” and unfixable while opening new schools — namely charters, contract schools and performance-based schools — that the city hoped would yield better results.

With the proliferation of charter schools came what CPS calls its “student-based budgeting” model, in which the budgets of schools are tied to enrollment — meaning funding follows the child.

Supporters of the model, such as current CPS CEO Janice Jackson,

believe that it’s the “most equitable approach” to school funding, according to a 2018 Chicago SunTimes report.

But many Austin residents City Bureau interviewed said that the model works to undermine the financial viability of public neighborhood schools, contributing to a self-fulfilling prophecy.

With a lack of funding to support vital programming and resources, students’ academic performance suffers, which leads the city to deem the schools failures and call for them to close. Meanwhile, students are traumatized in the shuffle.

“A school closing is never good for me,” said Austin resident Lavieda “Kinei” Warner. “Working with children, what you find is that kids never get to be anchored in one place, where they are getting a well-rounded education. All of that bouncing around, having to travel so far from home.”

Catherine Jones, a 57-year-old education advocate who is also a member of the Local School Council for Douglass Academy High School in Austin, said that the school closings are “disrespectful” to the community.

“I don’t like it when you close a school and don’t work with the LSC to try to get the school more resources,” she said. “We need more resources for students. We need restorative justice. We need more centers for families and for students. I believe that charter schools take away from regular schools.”

To add insult to injury, said Deborah Williams, 51, the city and CPS are not very open about the process of reopening the school buildings they close. Last year, the Chicago Reporter wrote about two closed Austin CPS schools that were sold to private school operators with little or no community feedback.

“The process is not done fairly and transparently. They should have more community input around how those properties can be used and repurposed,” said Williams, a nonprofit professional.

Austin artist Alexandria Eregbu, 27, said that she would like to lend her voice to the redevelopment process.

“I am interested in adding to this conversation the consideration for new, community-organized plans to positively utilize those vacant spaces,” she said.

Karl Brinson, an Austin resident who is also the president of the Westside Branch NAACP, said that closed schools should not be redeveloped without strong community benefits agreements in place.

“Those agreements would guarantee a certain amount of jobs, contracts and employment,” said Brinson, 62. “And they need to be made binding through a City Council ordinance or something similar. They need some teeth.”

Implement plan “doubling down on the neediest schools by expanding wrap-around services, increasing the number of social workers and investing in school-based support.” Offer subsidized rent to local nonprofits in underutilized school buildings.

Willie Wilson*: Create an elected school board. No new charter schools. Consider reopening some closed CPS schools as “trade or vocational schools.”

La Shawn K. Ford: Create an elected school board. High-quality education starts with early childhood programs. Support traditional public high school that kids can aspire to attend. Create and fund high-quality early childhood education programs.

board. No new charter schools. Give more power to Local School Councils to make school-level decisions.

Compared to the rest of Chicago, Austin is a young neighborhood. “Austin has more young people than any other community area, and people under the age of 25 make up the largest percentage of Austin residents,” according to the Austin Quality of Life Plan released by local groups at the end of 2018. In dozens of conversations with residents, the lack of spaces for young people to spend time, develop skills and get paid for work was a top concern for the upcoming election.

“There’s not a lot for kids to do,” said North Austin Library branch manager Arystine Danner, adding that Austin residents often travel outside their community for programming, job opportunities and leisure. “There’s one skating rink, that I know of... Is there a bowling alley around here? No, you’ve got to go all the way to River Road [in the suburbs]. You know, they don’t have anything for the kids to do. And the parks are not safe.”

Youth minister Lakendra Cannon, 29, brought up that people are leaving Austin because of the depleted opportunities for young residents.

“They feel like their children aren’t getting best possible education. Or they don’t have enough funding or supplies,” she said.

Briana Shields, 26, from Free Spirit Media, a program for young adults based in North Lawndale, stressed the importance of investing in opportunities for young Austin residents.

Shields said, “[Youth community spaces] really contribute to just having a positive lifestyle or having more positive experiences… If we don’t have the resources or any established places to have positive experiences...there is a ripple effect of that.”

At the Westside Health Authority on Division, a program called Young Entrepreneurs of Tomorrow is trying to build more of those positive experiences. Y.E.T. is a collective of seven young residents who launched a retail co-op to promote Austin businesses, empower the community and reduce crime.

Y.E.T. and other programs like it are often funded through private foundations and corporations, and elected officials can play an important role in attracting private investment. Austin residents said they want aldermen to build youth centers on vacant lots and Y.E.T. member Mikey Fresco, 22, mentioned the potential for opening programs at

closed schools.

“In the areas where the schools close, just revitalize them and turn them into afterschool programs — incubators for projects for arts and for business, teaching kids how to be business owners,” he said.“[Then] we don’t have to worry about getting jobs because people are creating jobs.”

Youth programming was instrumental to Fresco’s own life. “I was homeless during high school. The only thing that was keeping me focused was my video production class… it gave me a feeling that I belonged still to society,” he said.

Community organizer and photographer Vanessa Stokes, 45, said there are many artists in Austin and she suggested that public officials could invest in the youth, residents and economy by focusing on the arts.

“The public officials can help. Cause if they have their [$1.3 million of aldermanic] menu money, they can devote some of that menu money to public art,” she said. “They should work closer with the chamber [of commerce] or other business districts... to help create people in the community that are building wealth.”

Austin entrepreneurs say candidates must focus on access to capital Business owners also said aldermen, City Hall should communicate better about opportunities for investment

Samantha Oshin sat pensively inside MacArthur’s Restaurant, 5412 W. Madison St., one morning in January. Oshin, who owns a daycare in Austin located in the 29th Ward, was trying to think of the last time the ward’s alderman, Chris Taliaferro, had visited her business.

“I have not seen him since I opened my business,” said Oshin, 36. “But guess what they did? They sent a flyer, ‘Come and help celebrate Taliaferro for reelection.’ Do you think I’m going? No.” Oshin was among at least a halfdozen black Austin entrepreneurs who agreed to be interviewed about their struggles trying to start their own businesses in the community where they live — concerns they’d like incumbent aldermen and their challengers to address before the Feb. 26 election.

Many of those entrepreneurs described a community where access to capital for homegrown businesses is hard to find; where there’s a dearth of information about resources that may benefit them; and where entrepreneurs and residents alike rarely, if ever, actually see their aldermen, anywhere — let alone patronizing local shops.

An alderman’s physical presence factored heavily into how residents interviewed perceived the incumbent.

A single positive interaction with an alderman is sometimes all it takes for a constituent to express satisfaction in his or her job performance.

“I live in Ald. Emma Mitts’ ward [the 37th],” Oshin said. “She’s great. When I opened my business, she was one of the only aldermen to say, ‘This is what you’ll need.

These are the steps.’”

Patty Ringo, a 53-year-old Austin resident who started her own catering company with the help of her church, was thankful to Taliaferro’s office for helping her recuperate money from the city for home repair. Ringo said that the alderman’s intervention saved her $5,000 — money that she could put to growing her business.

Ringo’s experience, however, is the exception to the rule, said Nakia Green.

“I went through an entrepreneur training program with Bethel New Life [a West Side nonprofit], but I

stumbled upon that by Googling ‘business incubators,’ not by talking with my alderman,” said Green, 35. “There’s a disconnect between aldermen and businesses.”

Crystal Dyer, 63, opened Austin’s only black-owned travel agency more than two years ago. She said that, in addition to not having much of a relationship with their aldermen, many small business owners in Austin don’t have a way of directly communicating with City Hall.

“The city needs to open a hub where they can make sure that information is being passed along to citizens who are interested in opening a business,” Dyer said. “I talked to a young man who opened a restaurant who didn’t even know anything about any city grants or anything.

He opened that with his own money.”

What resources do exist for small, black-owned businesses in Austin are woefully inadequate, she said, before pointing out the city’s vaunted Neighborhood Opportunity Fund program as a case study.

The program gives money to new, minority-owned businesses to help pay for costs related to capital projects, including architectural and engineering fees, minor site improvements and financing fees related to securing loans.

Last year, at least five small, minority-owned businesses in Austin received the funding. Stephanie Hart, the owner of Brown Sugar Bakery in Austin, told AustinTalks in September that the grant money helped her open her third location.

Although the program has had a degree of success, Dyer and business owner Malcolm Crawford said that they know small businesses that win city grant money still struggle to get loans from banks.

“The whole objective is to get people who never had the opportunity an opportunity to grow,” said Crawford, who is also executive director of the Austin African American Business Networking Association. “But the banks are coming in to say, ‘Hey I need your firstborn’s DNA type.”

The lack of credit — not only to pay for startup fees but simply for reserves — hits business owners like Oshin particularly hard.

Oshin relies heavily on state funding for childcare expenses of low-income mothers. She said that she often has to wait months for

the state to pay out. She often feels perilously close to having to close her business. To help offset her overhead costs she drives for Uber — an idea she credited to Mitts.

Austin residents say key to public safety is rebuilding relationships between community and police Harassment and heavy ticketing contributes to divides between neighbors and cops

While interviewees disagreed on whether they wanted more or less police presence in the neighborhood, most wanted officers to foster healthier interactions with residents.

Longtime Austin neighbors noted that police-community relations had deteriorated significantly in the past few decades.

“I remember when we had beat cops that were always around and engaged with the community,” said Malcolm Braswell, a North Austin resident and owner of M & J’s Barbershop, 6945 W. North Ave. “They knew who was related to who. When there was an issue, they knew who to talk to. It’s just not the same anymore.”

Braswell said he attends the 25th District CAPS meetings with some frequency, but turnout is regularly low and the seats are filled with the same faces each meeting. He said that residents “need to have a vested interest in what’s going on in the community.

We have the power to look out for each other and police our own neighborhoods.”

Austin is the largest community area in Chicago. It includes three wards and is separated into three police districts (11th, 15th and 25th). While Austin’s issues are often discussed monolithically, residents’ experiences are often dictated by where they live and who they know.

Stephen Vasko is a longtime resident of Galewood, in the northwest corner of Austin. He said although he has seen an uptick in crime in the area over the past 10 years, it is nothing like what he hears about the rest of the ward. He also lamented the absence of beat cops. “Now, if I see a problem when traveling through the 29th [Ward], I see a swarm of police cars at one time. If I’m just driving by, I might not see a police car at all,” he said.

According to a 2018 ProPublica Illinois report, 28th Ward residents have amassed over $64 million in total debt from tickets dating back to 1996 — the second highest in the city, after only the downtown 42nd Ward — contributing to an already long history of mistrust of the police.

Larry Taylor Hill was among several residents interviewed who had strong feelings about the effects that heavy ticketing has had on communities. “Tickets and fines are just a thing to absorb money from poor people, fill the court system and put money in the city treasury. Red light cameras, parking tickets are unfair and unbalanced and used against black neighborhoods,” he said.

“How do you call that justice? That’s just taking advantage of people.”

Other residents simply feel like their needs are not being prioritized. Lakendra Cannon, 29, of the 28th Ward, said, “On the block I live on, we have had several issues where we called the police multiple times. Either they came really slow or were rude to us on the phone, like they are tired of receiving calls.”

This year’s municipal elections come at an

especially delicate time, as the shaky relationship between the Chicago Police Department and communities of color has come under heavy public scrutiny, with scandals and mass protests making national headlines. Currently, one of the most polarizing issues in the city is the planned construction of a new, $95 million police and fire training academy in West Garfield Park, in the 37th Ward. Austin residents were split on the topic. Samantha Oshin, a 36-year-old daycare owner, said, “I think the police academy is a good thing.” She said she wants a bigger police presence near spaces frequented by children.

Others, such as Briana Shields, 26, believe a new academy would not address the roots of crime. “It is not creating any type of benefit toward the lack of resources that we have in the community,” she said.

Residents like Latoya Daniels, 37, have been actively pushing police to rebuild community ties. She regularly attends the 15th District Chicago Alternative Policing Strategy (community policing) meetings and believes community input is vital to success.

Daniels praised the 15th District for its recent efforts. She participates in 100 Blocks, 100 Churches, a weekly event organized by the CAPS office where local churches and groups gather to pray and build relationships with community members. She said, “I was scared when we first started that I was going to run into the ‘bad guys’...the gang bangers and drug dealers. But when we went out together, I found they [were] the most approachable individuals to talk to.”

him feel more unsafe, and he feels that residents are being targeted. “Some people won’t even drive if they don’t have to because they are looking out for the police and making sure they’re not in their way,” he said.

Howard feels that police should start by communicating with residents more, and making efforts to stop automatically criminalizing people. As of now, he said, “There’s a certain way you just have to maneuver in Chicago as a resident of the Austin community. It’s a scary thing.”

Austin residents still searching for jobs, financial security Lack of stable income is a major factor in Austin’s declining population, neighbors say

For Austin residents struggling to make ends meet financially, their greatest concerns for the upcoming election have more to do with immediate, personal needs rather than the big-picture issues dominating news cycles. These residents said that jobs and a stable income seem increasingly hard to come by and that the neighborhood has seen little outside investment over the past few decades.

Daryce Jenkins, 26, knows this struggle all too well. She sat in a meeting room in Hope Community Advent Church, 5900 W. Iowa St., on a brisk afternoon in January and outlined her issues with finding consistent employment. “I’ve been looking for another job about two years now. I’m still in the same place I started,” she said. “You rarely hear back from them or when you do hear back from them, they give you like one interview and you don’t hear back from them again.”

This cycle of frustration forces Austin residents to seek jobs far outside of their community, which presents its own set of issues.

“I work part-time so I’ll take public transportation to and from work since I don’t drive.

I also have a toddler... I don’t have enough to get bus fare. Sometimes I’ll miss days of work just because I didn’t have a way to get there,” Jenkins said.

Adrian Hopkins, 23, who currently works as a cook, also understands the struggles presented by a lack of local options. In an interview during his commute on the Green Line, he said, “There are jobs on the West Side in retail and customer service at the small strip malls and the charter schools.”

These jobs, though, can be scarce and simply aren’t enough to cover daily expenses. “The Whole Foods where I work is 45 minutes away from our neighborhood,” he added.

But residents found it difficult to provide solutions. Some older residents remembered a time when when companies like the Brach’s Candy Factory employed thousands of West Side residents. But those manufacturing jobs left and were never replaced.

Judy Young, 61, is a lifelong West Side resident who said that local high schools should place an emphasis on vocational and entrepreneurial skills. “These kids need to learn trades, something to teach them how to survive once they graduate,” she said, “so when the kids do get out of school, if they decide not to go to college, that there’s some kind of warehouse or a factory that they qualify for.”

structure to bring businesses to the area, jobs remain hard to come by, and without a stable source of income, residents can’t afford to keep businesses around. LaToya Daniels, 37, moved to Austin a decade ago and has started a family in the neighborhood. She said that she has seen this cycle of promising development that opens with fanfare then must shutter within a few years, especially in the main business corridors.

“That’s a lot of investment and infrastructure for you to be closed in less than a year,” she said.

Since 2000, Austin has lost over 20,000 residents, following a citywide trend that has seen over 180,000 black Chicagoans leave the city in that same time span. While this exodus has been attributed to several overlapping issues, a major cause is residents

being financially unable to remain in their neighborhoods. Reflecting on how her neighborhood has changed over the 35 years she has lived in Austin, Judy Young said, “Lots of us are losing our properties. So it’s changing. They don’t have jobs anymore. Or the parents died and the kids weren’t tied to anything and lost the property,” she said. “I want to see them be able to hold on.”

Formally, Chicago aldermen are supposed to vote on legislation and advocate for issues on behalf of their wards, but there’s no official requirement for them to improve resident trust and access to community assets. In one of the strongest themes over the course of more than 30 interviews, Austin residents told City Bureau that they want more transparent, personal and strong relationships with their aldermen.

Given Chicago’s longstanding history of aldermanic corruption with rubber stamping, kickbacks and intimidation techniques, it’s no surprise that residents are insistent on building better relationships with their local officials.

“My major concern is not any self-interest but to see the people in my community be taken care of,” says Lavieda “Kinei” Warner, 32, member of D20 Army Community Battle Group, an anti-gentrification group in Garfield Park. “And that is not directly the alderman’s responsibility, but in terms of our access to resources, in terms of our health and wealth as a community, those are things that I think fall under the purview of an alderman.”

Residents spoke about how there isn’t a satisfying bridge to connect people to resources that exist in the community. Photographer and community organizer Vanessa Stokes gave the example of the Garfield Park Conservatory, among other assets that are either based on the West Side or meant to support neighborhood groups: Westside Health Authority, By The Hand Club, Austin Coming Together, Good Neighborhood Campaign, D20 Army, Y.E.T., The Neighborhood Opportunity Fund, Broader Urban Involvement & Leadership

“A lot people don’t know it’s there or they don’t think it’s for them,” she said.

Other residents noted that they don’t feel heard by their local government and that there is a lack of transparency in who benefits from the decisions made at City Hall.

Briana Shields, 26, from Free Spirit Media, a media program for young adults based in North Lawndale, said, “[With] some of the decisions being made, we don’t see what the bigger picture is.”

She wants local officials to explain their reasoning and long-term goals so that residents can trust their decisions.

Plenty of Austin residents provided solutions to improve aldermanic accessibility. “Just being more involved. Like showing your

face. Being around us more. Not just coming around during election time,” said Mikey Fresco, 22, a member of Young Entrepreneurs of Tomorrow. “When stuff happens, when one of the oldest people on the block died, something like that, be there. Show that you actually know what is going on in the stuff that you are trying to control.”

In addition to showing up, Galewood resident Steve Vasko, 53, also suggested taking it back to the building blocks of a relationship.

“I’ve thought, ‘Are they coming out to the areas without a camera and talking with the people?’

I know it’s very easy to go in and say, ‘Oh sure I’ve gone ahead and done studies and I know what they want.’ But, you know, having peo-

ple come... with no agenda just to have coffee and share ideas, Vasko said.
