Ford launches voter outreach to ex-offenders Illinois allows felons to vote after release, but many don’t know it, advocates say By IGOR STUDENKOV Contributing Reporter

The message of the Jan. 18 press conference held by state Rep. La Shawn Ford (8th) and community organizations that work with ex-offenders was curt and uncompromising. Under Illinois law, once voters served their prison time, they are eligible to vote. However, many of them don’t realize it and, as the speakers noted, political candidates on both sides of the aisle don’t usually try to reach out to them, let alone find out what they want. And what they want is a change in laws that would make it easier for them to reintegrate back into society and rebuild their lives. The organizations will try to reach out to as many of ex-offenders as possible and try to get them to register to vote. If current political candidates aren’t interested in addressing the needs of exoffenders, then advocates will throw their support behind candidates that do. While many people assume that serving prison time automatically makes a person ineligible for voting, that is only true in some states. Maine and Vermont have no restrictions whatsoever. Fourteen states, including Illinois, don’t allow felons to vote while they serve their time, but they do allow them to vote once they’ve completed their sentences. As Ford noted in the press release issued ahead of the conference, if people served their times and are determined to stay on the straight and narrow, they face a number of obstacles. “A criminal background in America is a disability that prevents citizens from living a productive life in America,” he stated. “Even those who were wrongfully convicted have to carry the burden of a negative image on their shoulders. Years ago when Randel Josserand was a new teacher in Topeka, Kansas, a woman showed up at his door with a Bundt cake and some encouragement. “She talked a lot about the students I should make a difference with,” Josserand said. But he didn’t think that as a white

man it was his place or that he would be accepted in an African-American school. Her response: “I want to see you going into urban settings and work with children of color . . . You lead with your heart. The color of your skin doesn’t matter.” That woman, Linda Brown, helped motivate Josserand, now a top Chicago Public Schools official overseeing West Side schools, to devote his career to

working with African-American and Latino students. “Miss Brown has been an incredible inspiration.” Brown became a part of civil rights history as a third-grader in the Topeka public schools. When she was denied admission into a white elementary school, her father, Oliver L. Brown, challenged Kansas’s school segregation laws. That

Valerie Leonard on measuring a nonprofit’s public benefit In this inaugural edition of ‘Streetwise,’ in which we speak to West Side experts on their field of mastery, North Lawndale native and resident Valerie Leonard talks about how to measure a nonprofit’s benefit to a community. Leonard advises looking at several criteria. Here she is in her own words: Does the organization have sound financial management? Nonprofits are still businesses and should be managed that way. The only difference is that nonprofits have no shareholders; they can’t draw money out for individuals in dividends or shares. Check the group’s IRS Form 990 — it’s a matter of public record — and see who’s getting paid and what their mission is. What do they self-report about their accomplishments on the Form 990 and on the nonprofit directory GuideStar? Are they spending high amounts on things that shouldn’t cost that much and have little impact? Are people taking more money in salaries than the organization is raising each year? Are board members being compensated as contractors or employees, particularly when the organization’s finances as a whole are not strong? Are there family relationships or any other potential conflicts of interest? Grant makers, banks and investors look at cash flow: Can the organization survive

three to six months without new income? Has the organization met its preferred outcomes in previous grants? In an ideal world, organizations would have a debt coverage of 2 — for every $1 owed in loans, they should have $2 of operating income. What would a bank say — would they put the organization on a high-risk list for a loan? The state of Illinois has made its grant rules stricter than the federal system, in some cases. If your organization has received a state grant and is not in good standing with a particular agency, the organization will be listed as not qualified to receive grants until it complies. The state is trying to guard against fraud, but unintended consequences of the rules are that fewer people of color and grassroots groups are eligible, given the capacity issues that often come with operating in under-served communities and the lack of information. What I have found is, people often start an organization in response to the need; they’re thinking of service rather than maintaining the paperwork. I tell nonprofit leaders that even the most sophisticated attorneys and accountants, if they don’t understand nonprofits, can leave you in trouble with your tax exempt status. Willie Wilson continues giving campaign on West Side

The businessman gave $5K to West Side church on Jan. 21 By MICHAEL ROMAIN Editor

Dr. Willie Wilson, the Chicago businessman and former mayoral and presidential candidate, was at Corinthian Temple COGIC, 4520 W. Washington Blvd., on Jan. 21 to hand out $5,000 to the church and roughly 100 checks of $50 each to parishioners. “My wife and I donated $200,000 this past Monday and we got another $100,000 from the governor,” Wilson said. “We’re going to give away all of that money. This past week we were able to help about 1,300 to 1,400 people pay gas bills and property taxes, too. We’ve been doing this for the last year or two. We do this to give back to our community.” Wilson said he and his wife also give roughly $1 million each year to churches in the city. Rev. David Todd Whittley, Corinthian Temple’s pastor, said that the money will go toward helping senior citizens in the church and community. “The Bible says it’s better to give than to receive,” Whittley said. “Dr. Wilson is following the spiritual principal of how to be blessed. He sees a need and he’s willing to support it financially. That’s why I’m standing with him, because he’s willing to come and be a blessing.” Wilson, who has produced the half-hour

We must not turn our backs and pretend this is not an issue with our family, friends and community.” A 2012 survey by the Society for Human Resource Management found that 86 percent of employers use criminal background checks on at least some candidates, while 69 percent check all candidates. In a similar 2010 survey by the same group, 31 percent of respondents said an arrest without conviction would at least be “somewhat influential” in their hiring decision. If ex-offenders have limited opportunities to work, Ford said, it shouldn’t be surprising that so many of them wind up re-offending and going back to prison. That, in turn, affects the community — through more violence more crime and more unemployment. “We’re just asking that the government come up with more programs to rehabilitate ex-offenders instead of just incarcerating them,” Ford said. “[For example], most of the offenders are addicted to some type of drug. I believe that if the governor can put

Wilson also gave a $2,000 donation to the Talk to Me Foundation, an organization that works with incarcerated mothers. “We deal with incarcerated mothers in jails to make sure that they’re being treated fairly,” said George “Jody” Bady, the founder of the Stop the Violence campaign. He said Talk to Me is a component of that organization that was founded by Nicole Davis. “We want to make sure that these mothers get their bonds, their medical needs and that they stay in tune with their children,” Bady said. Wilson is reportedly considering another mayoral campaign in 2019. A poll commissioned last year by Wilson supporters and conducted by Victory Research showed around 37 percent of Chicago voters approving of Mayor Rahm Emanuel’s job performance, with roughly 60 percent responding that the mayor didn’t deserve to be elected. programs in there to get them clean, it will reduce recidivism.” During the Jan. 18 conference, which was held at Herb’s Barbershop, 5116 W Chicago Ave., Ford said that it was an urgent issue that needed to be addressed — especially given the controversy over Deferred Action for Childhood Arrivals (or DACA), a policy established by then-President Barack Obama in June 2012 to provide certain legal protections for foreign citizens who arrived in United States as minors. The policy was rescinded by President Donald Trump last year. Since then, Democratic congressmen have threatened not to vote on a budget extension unless Congress enshrines DACA into law. “[With] DACA, illegal immigrants have rights in America, but we have American citizens who lost [full rights],” Ford said. The state representative was quick to add that he was a progressive Democrat who supported DACA, but explained that there should be as much urgency about helping U.S. citizens as well. “All of the [Illinois] governor candidates need to make a commitment that they will make it [their] priority to tear down barriers to re-entering the community,” Ford said, adding that he wants state and federal legislators to pass laws that allow ex-offenders who haven’t gotten into trouble with the law

for a certain period of time to apply to have their criminal record completely removed. George Williams, a member of Congressman Danny K. Davis’s (7th) reentry advisory committee, said that, under the current system, ex-offenders don’t really have a chance to live honest, productive lives. “The question is, at what point in time do men and women stop serving time?” he said. Quiwana Bell, the Westside Health Authority’s chief operating officer, mentioned that her organization offers re-entry programs and that the service is in high demand. “Re-entry [assistance] is a smart thing to do for sustainable communities,” she said. “Those are our fathers, those are our husbands, and we need them working. The exoffenders, when they come back, they’re just looking for opportunity [but] they are still being criminalized.” Anthony Laury, the director of policy and advocacy at Safer Foundation, an organization that works to reduce recidivism, said that, growing up with a father who had a criminal record, he knew first-hand how that limited job opportunities. In much of the West Side, he added, job opportunities are already scarce as it is, which only makes the situation worse. Laury said that one of the reasons why employees hesitate to hire ex-offenders is that they worry that they may be sued if a

crime occurs in their business. The Safer Foundation is pushing for changes in state law that would limit residents’ ability to sue on the grounds that, by hiring an ex-offender, they created a dangerous environment. This would only apply in a situation where an exoffender served time for non-violent crimes. Raynell Vaughn, Program Coordinator at the Haymarket Center, said that he’s seen first-hand jobs can improve ex-offenders’ lives. “There’s nothing more important to these men than to be able to take care of themselves, to be able to take care of the families, to be able to take care of their children,” he said. “The way they interact with their families, the way they interact with their children changes.” Mark Carter, a founding member of Voice Of The Ex-Offender (VOTE), echoed Ford’s points about DACA, adding that the immigrants in question aren’t U.S. citizens, so they can’t vote in US elections. Ex-offenders, on the other hand, can. By registering them, Carter said, his organization hopes to show elected officials that ex-offenders are a constituency whose voice matters. “We got to jail, serve our time, and they’re treating us like we got life,” he said. “We don’t need representatives who don’t respect us.” CONTACT: igorst3@hotmail.com

A flicker of hope still remains for the family of Yasmin Acree that the missing 15-yearold Austin Polytechnical High school freshman may yet return home safely after being missing for 10 years. The Acree family were joined by well-wishers and community supporters at Greater St. John Bible Church, 1256 N. Waller Ave., the home of senior pastor Ira Acree, who is Yasmin’s cousin, during a prayer vigil. The Jan. 16 event was held nearly 10 years to the day when Acree was first reported missing from her home in Austin on Jan. 15, 2008. The emotionally charged assembly included a prayer, statements from the family and a call for assistance of any sort that may lead to her safe return home. On the somber anniversary, Rev. Acree spoke on behalf of the family for the majority of the evening. He called attention to various elements of the case, including a substantiated claim of police misconduct and the unused confession of convicted rapist Jimmie Terrell Smith. “I couldn’t in my heart-of-hearts rally up a group of people one more time to say let’s disperse some fliers in the neighborhood, because the truth of the matter is we’ve done that and we already know somebody knows something,” said Acree. “We are here basically saying we need the media’s help, but we also want, number one, for the Chicago Police Department to do their job.” Rev. Acree called for Cook County State’s Attorney Kim Foxx to reopen the case. “Time has taught us the State’s Attorney’s Office is not above corruption, so I think it’s important that we reach out to State’s Attorney Kim Foxx,” said Acree. “She’s a clean slate, she seems to be reasonable and a fair person.” Since Yasmin’s disappearance, her adoptive mother, Rose Starnes, passed away in 2014. Shakelia Johnson, Starnes’ only biological child, believes her mother’s death was the result of the emotional agony and stress that Yasmin’s disappearance caused. “Waking up every day and asking questions that will never be answered,” said Johnson. “Here it is I want to fight but I can’t get the strength to do anything for the simple fact that I am dealing with the loss of my own mother and it’s hard. No one calls anymore. Who do you call? Life goes on and you try to forget, but you can’t when you love

Acree said that, regardless of Yasmin’s whereabouts, closure is what the family is seeking most of all. “If Yasmin is alive today it’s a miracle but the reason we’re praying is because we know as people of faith that our God is a miracle worker,” said Acree. “We should be able to get some answers as sophisticated as law enforcement is today. If they can lead us to a resolution on this case that’s all we are asking.” A reward of $10,000 for any information that leads to the whereabouts of Yasmin Acree has been raised. An interview with Valerie Leonard

The nonprofit and development expert talks state of social services, nonprofits in 2018 By BONNI McKEOWN Contributing Reporter

As gentrification issues burst into the 2018 election campaigns for Illinois Governor and Cook County assessor, West Siders wonder: in 10 years, can I afford to live here? What jobs and businesses will be here? What public facilities? To Valerie F. Leonard, fiscal analyst and community economic development consultant, positive answers to these questions are found in well-working nonprofit organizations and community planning that directly involves citizens. Valerie grew up in North Lawndale, the daughter of the late Theodis Leonard and Essie Leonard, both educators and community leaders who came to Chicago from Mississippi in 1957. A Spelman graduate in economics, she earned a master of management degree in finance and marketing from the Kellogg Graduate School of Management at Northwestern University. She helps nonprofit organizations strengthen their capacity in strategic planning, proposal writing, management training and program evaluation, always with the goal of serving the larger community. Her internet radio podcast, Nonprofit “U,” which can be heard on her website valeriefleonard. com, is now downloaded in 62 countries around the world. She teaches online courses for the University of Illinois at Chicago’s Certificate in Nonprofit Management program and conducts grant writing workshops in Chicago and Springfield. Ms. Leonard was one of the first financial analysts to discover that the city of Chicago was directing much of the city’s Tax Increment Finance (TIF) district monies away from poor communities, contrary to the purpose for which they were created. As a result of her advocacy as leader of the Lawndale Alliance in the mid-2000s, the Ogden Pulaski TIF Redevelopment Plan was revised to minimize the potential for displacing local residents. To translate policy into politics, in 2004, she helped spearhead North Lawndale Votes, a voter registration and education initiative. She ran unsuccessfully for alderman of the 24th Ward in 2011. She also opposed the closing of local public schools and pushed to get an advisory referendum on the ballot in certain West Side precincts to establish an elected city school board. The measure passed with 86 percent of the vote. Today she is vice-chair of the social capital committee of the Cook County Commission on Social Innovation, which researches and reports to the Board of Commissioners on such diverse issues as high speed rail, re-investment in manufacturing, jobs for ex-offenders and better food purchasing for public institutions. In 2015, as a founder and member of the executive committee of the North Lawndale Community Coordinating Council (NLCCC), she spearheaded a groundbreaking comprehensive planning process engaging hundreds of citizens. Last year, Leonard directed the Loving Lawndale to Life Campaign, a project sponsored by Carey Tercentenary AME Church and the Chicago Westside Branch NAACP, which grew out of the Chicago Community Trust’s “On the Table” initiative. She’s now expanding her consulting practice to include one-on-one and group coaching for nonprofit leaders, and plans to launch an online community for leaders of emerging nonprofit organizations the first quarter of this year.

COMMUNITY EXPERT: Valerie Leonard is a West Side expert on nonprofits, TIFs and other critical community development issues. Leonard sat down recently for an interview with Austin Weekly News about her work and some of the community’s most pressing needs. AWN: What’s the state of your neighborhood economy and how has it changed since you grew up? VL: My mom recalls that parents were much more involved in schools in those days and schools were overcrowded. We haven’t recovered from the 1968 riots after King’s death. Many manufacturers have left. Now we have many vacant lots, which is a problem but also an opportunity. My parents saw my generation’s role as carrying on a legacy of service, volunteering in church and community. Chicago used to be a mecca for black business. We had WVON, Ebony, Johnson Publishing — none of which are Blackowned now. We had our own insurance companies, media, banks, savings & loans. All of that has been dismantled. I have not studied all the factors. But in many ways we were better off before integration. In the 1930s, we were 7.5 percent of the population contributing 15 percent to the GNP [gross national product]. In 1981, we had grown to 12 percent of the population but contributed only 7 percent to the GNP. We are consumers as opposed to producers!

Statistics from NLCCC’s North Lawndale planning process show our neighborhood has an unemployment rate of 25.4 percent, double the city average. North Lawndale’s average household income is $22,400, less than half the city’s $48,500. As of 2014, several major health care and social services provided almost 27 percent of the neighborhood’s 6,600 jobs surveyed, with 19 percent of today’s local jobs still in manufacturing. We’re vulnerable also because so many people depend on government programs like Medicare, Medicaid, SSI, SSDI, and TANFF. Mt. Sinai Hospital depends on state government reimbursements for 80 percent to 90 percent of its income. So when the state has a financial problem or cutback, it impacts both our jobs and our community services. AWN: What do you see next for the West Side? VL: The West Side, particularly, North Lawndale and Garfield Park, have clearly been on the drawing board for redevelopment for quite some time. The plans are for new development, the likes of which have not been seen since the 1950’s. In a poor community, many people don’t have opportunities to take advantage of new jobs and entrepreneurships from new development. In 2015-16, in the NLCCC planning process, I was trying to put the mechanisms in place to strengthen our existing people and businesses. If we are not intentional in our planning, the people who live here will be left out. Rank-and-file community residents need to be engaged in community planning processes, with a spirit of self-determination, and the effects of displacement minimized. As community residents, you must find your own voices. You are best at representing your own interests. Nearby In Humboldt Park, Blocks Together is working with residents and neighborhood businesses to advocate for changes in education, housing and economic development policies that truly benefit local residents while preparing them for change. Every community should have an organization that does this. AWN: What kind of conditions are nonprofits facing right now? VL: Nonprofits have worked with the government sector to provide a safety net for theleast of these. Unfortunately, that safety net is broken. President Trump’s new tax law doubled the standard deduction, which gives taxpayers less incentive to itemize deductions. This could cut down on individual giving, the greatest source of donations to nonprofits. Nearly three years ago, Gov. Rauner cut social service contract dollars; implemented policies that favor large nonprofits over smaller nonprofits; held up payments owed to nonprofits; and terminated contracts with other nonprofits, causing them to cut services, go out of business or operate at a minimum. To become sustainable, nonprofits will need to raise money from a variety of sources, including fees for services, to reduce their dependence on grants and donations. They may create social enterprises that generate unrestricted income to be used as the organization sees fit. Nonprofits also need to learn more about these issues and lobby for laws and policies more beneficial to their organizations, their clients and the communities they serve. Brown still talks a lot about her dad, Josserand said earlier this month in a talk he gave at Third Unitarian Church to commemorate Dr. Martin Luther King Jr. She and her father, who died just a few years after the 1954 court decision, took great pride in being a spark in the Civil Rights movement. Now 71, Brown still lives in the same house she grew up in Topeka. She’s very reluctant to call herself a civil rights hero, Josserand said. But she’s continue to play an important role. In 1979, she had the Brown v. Board of Education case reopened. It made its way through the court system over 14 years, leading to a decision in 1993 that the Topeka school district wasn’t in compliance and the schools had be to desegregated. West Side needs investment, not UN occupation By BRANDON JOHNSON Candidate, 1st Dist., Cook County Commissioner

A

t this time last year, President Donald Trump took another potshot at Chicago’s crime rate by threatening a takeover, tweeting “I will send in the Feds!” if Chicago’s epidemic of violence couldn’t be contained. A few weeks ago, Cook County Commissioner Richard Boykin did Trump one better when he asked for an international occupation by calling for the United Nations to send its peace-keeping troops into our city. His wild pitch came while on his way to meet with UN Assistant Secretary-General for Peacebuilding Support about persistent violence in the West and South sides. “I’m hoping to appeal [to] the UN to actually come to Chicago and meet with victims of violence and maybe even possibly help out in terms of peace keeping efforts,” Boykin told the press. When Trump calls out violence on the South and West sides, places he hasn’t visited and has no sincere interest in helping, we should call that what it is: scaremongering and racial dog-whistling to some of his supporters. Trump’s rhetoric paints the predominantly African-American and Latino neighborhoods of Chicago as areas inhabited by people not worthy of understanding or assistance--only subjugation. Boykin’s Trumpian call for UN intervention is not what his constituents, the families of Chicago’s west side, need or deserve. Like Trump, his call for foreign troops to invade our communities is rooted in fear mongering: the idea that Chicago’s crime is so out-of-control that only soldiers from Belgium, France, Germany and the like can keep it under control. School closures, public sector layoffs and cuts, the shuttering of public housing and mental health clinics, and prolific mass incarceration helped create the conditions for devastating levels of gun violence. This is large-scale, intentional disinvestment and

has forced tens of thousands of AfricanAmerican families out of Cook County. Boykin is a key architect of this plan. The County budget that he championed will result in over 300 additional layoffs at a time when the black unemployment rate in Chicago ranks among the highest in the nation. Yet instead of pursuing serious strategies to stop gun violence, the commissioner seeks to to flood our streets of Austin with a militarized force with even less accountability than the Chicago Police Department. Six hundred seventy Chicagoans were killed last year. Over 150 of them were Boykin’s constituents, who lived in Austin, Garfield Park, and North Lawndale. Their deaths were not inevitable facts of nature, but the result of bad policy decisions made by out-of-touch elected officials. Sending in the troops is not a real solution to gun violence. What is really required is massive public investment in working families, which means expandinggood public sector jobs, fully-funded public schools, arobust public healthcare system, social services and progressive revenue solutions that lead to job creation and neighborhood investment. For years, Boykin has championed County budgets that bring more violence, pain, and instability to working families. Now there are three grandchildren and six great-grands. Many were on hand for the festivities featuring Tina Turner tribute artist Dorothy Roberson, who sang and danced in her Tina-esque red fringe dress and got everyone rolling on the river to “Proud Mary.” Bryant had asked for “Tina” in recollection of the days when she went to juke joints and heard Ike and Tina Turner perform live. The family are also fans of the late BB King and his Chicago-based singing daughter Shirley. “I like the blues,” the centenarian said, “I like all kinds of music.” Becoming 105 earns one a measure of grandiosity. When asked how it feels to still be living Bryant said simply, “I feel fine, some days.” She still sometimes does her own dishes in her Heritage Woods apartment unit. Life goes on. “We are here to observe and celebrate Madam Bryant’s legacy,” said Bryce Word, a liaison for housing and senior relations for Ald.

Family, friends and fellow residents of Heritage Woods of Chicago, an assisted living community located at 2800 W. Fulton St, piled into the activity room for a birthday party last Wednesday. Birthdays come and go, but this one was special — the 105th for Le’Etter Bryant. Born in Holly Grove, Ark., on Jan. 15, 1913, Bryant first visited Chicago in the mid1930s. Her late husband was a bricklayer and they moved to keep up with his work — Alaska, Seattle, Las Vegas — before finally settling down around 1960 on the South Side Chicago. Bryant did hair and worked as a waitress, according to her daughter Dorothy Richardson, who is actually Bryant’s niece. Bryant became Richardson’s surrogate mother when Richardson’s biological mother, Bryant’s sister, took ill. They’ve been like two peas in a pod ever since. In the late 1960s, Bryant opened Lee’s soul

s of early morning, Jan. 22, the U.S. government had partially shut down because our Congress hadn’t yet voted to fund it. Meanwhile, senators who are supposed to represent the American people made the cause of foreign nationals their major priority. I don’t hide the fact that I oppose illegal immigration. My stance goes against the current tide that has everybody singing Kumbaya and making the young people (dreamers) who are illegally here on par with the second coming of Christ. Those like myself who remember history know that in the mid-1960s, Dr. Martin L. King Jr., along with United Farm Workers leader Cesar Chavez, marched on the border to protest illegal aliens being encouraged to come into the country and then gain work as strikebreakers. Many forces have encouraged, and benefitted from, illegal immigration. Certain folks currently in black leadership (or with a bully pulpit) have tried to waylay the conversation and make it seem as if illegal immigration hasn’t hurt the black community in terms of employment. I even watched a black economist from Howard University attempt to maneuver a conversation where he freely juxtaposed legal immigration with black unemployment as opposed to sticking with the topic, which is illegal immigration and black unemployment. And even more incredulous was his ability to tell black people that seeing jobs once held by black people and now being done by Hispanics, even within the black community, is a figment of our imagination. Two of the most famous and well respected leaders in the black community have spoken out against illegal immigration, prior to the subject becoming the racially charged issue it has morphed into. They knew over 20 years ago how it would hurt the black community. The first person to actively speak out against illegal immigration was the late Coretta Scott King. In 1991, she penned a let-

ter to Senator Orin Hatch asking him to continue to maintain sanctions on employers who hired people without authorization to be in this country. The letter, signed by King and eight others who were heads of organizations, said: “We are concerned, Senator Hatch, that your proposed remedy … will cause another problem — the revival of the pre-1986 discrimination against black and brown U.S. and documented workers, in favor of cheap labor — the undocumented worker.” The other proponent of restricting immigration was the late Congresswoman Barbara Jordan. Prior to her death from leukemia on Jan. 17, 1996, she had been the chairwoman of the U.S. Commission on Immigration Reform. Sadly, her death put a halt to a true bipartisan effort. One of the keystone goals of the committee she led, and one that she promoted, was reducing illegal immigration by no longer allowing what we now call chain migration (the ability of siblings to immigrate because they are related to citizens and legal immigrants). When others say that, they are quickly and automatically labeled “racist.” I have no clue what deal will be worked out for the dreamers. Many of them are not really children but grown adults well into their 30s. Those advocating for them vehemently argue that they were raised here and this is the only country they know while ignoring that the parents who came here illegally left the only country they knew and didn’t know the language here. There are many things we all need to monitor as the deals are struck. The first is what about the tens of thousands who didn’t apply for DACA because they can’t speak English, or didn’t graduate high school (major criteria). And secondly, if the males never registered for Selective Service at age 18 or after being in the country for 30 days as the law requires (legal students and tourists are exempt). Pay attention, America!
