Five years after the Oak Park Regional Housing Center submitted a proposal to construct affordable housing in Austin, the nonprofit has completed its first development project on a stretch of the Soul City Corridor on Chicago Avenue.

Joabe Barbosa has already run every street in Chicago. Now, he is exploring the city’s 77 community areas, highlighting the people, businesses and history that make each neighborhood unique.

After becoming the first person to run every street in Chicago, Barbosa is now exploring the city through a video series focused on its neighborhoods, their histories and the people who call them home. Barbosa posted on Sept. 7 a video in his series on Austin.

According to the Oak Park Regional Housing Center, since February, it has provided rental counseling to more than 1,000 Austin residents. And over 400 people attended a single housing application session this June.

“This was a response to a need,” Oak Park Village Trustee Jenna Leving Jacobson said of the new apartments after the ribbon cutting. “As some of the speakers alluded to, it’s going to make the whole community healthier and safer, and that’s why I’m invested in figuring out solutions to the housing crisis. It’s public safety, and that’s my job in this role.”

On Sept. 25, tenants will begin moving into one-, two-, and three-bedroom units.

Each unit boasts large kitchens and bathrooms with lots of natural light.

“Our residents have the opportunity to live in what I like to call modern suites, right here on the West Side of Chicago,” said Ald. Emma Mitts of the 37th Ward at the ribbon cutting. “These are spaces that provide comfortable dignity and a sense of pride, and our residents deserve nothing less. …When we invest in our buildings and neighborhoods, we’re not simply changing the appearance of a block.

We are creating environments where people can feel proud to live, raise their families, and build their future. And that is why development like this matters.”

Lissette Castañeda, commissioner of the Chicago Department of Housing, gave multiple examples of the types of tenants who would be moving into the 50 affordable units.

“This would be a family of four making $60,000-to-$73,000 a year,” Castañeda said.

“That’s a single mom working two jobs to make ends meet. That’s Grandma on disability and Grandpa on a fixed income from his pension. That’s the young family on their own, trying to ensure they keep a roof above their heads and food on the table.”

During his speech, Mayor Brandon Johnson, who lives in Austin, spoke about the need for affordable housing on the West Side.

“Working people should be able to live wherever they want in this city, and we should make sure we prioritize the communities that raise them,” Johnson said.

He added that Austin used to be the largest neighborhood in Chicago. Today, it’s “the most concentrated, largest community where Black people reside. The only folks that have been pushed out of this city have been individuals who live on the West and South Sides. And if we’re going to build the safest, most affordable big city in America, it starts by repopulating the very communities that bring the soul to this city.”

“This building right here, it increases property value for my mother’s house that she bought in 1974 because this vacant lot that was a brownfield is now a place where people live,” Ford said.

Journey to Austin United Alliance In Jan. 2020, over 600 people attended Chicago Department of Planning and Development community meetings “to help identify the most catalytic investment locations along Chicago Avenue,” said Ciere Boatright, commissioner of the department, at the ribbon cutting. “The consensus was overwhelming. The best spot was the corner of Chicago and Laramie.”

Responding to a Request for Proposals, seven developers submitted prospective designs, which were analyzed at more community meetings.

In 2021, Athena Williams, executive director of the Oak Park Regional Housing Center and an Austin resident, and Austin United Alliance were announced as the winning proposal. The nonprofit, which provides services to housing seekers and housing providers, then began its first development on the long-vacant lots and restoration of the adjacent, decrepit Laramie State Bank.

“Right here, next to this old bank building sat four vacant lots, and they sat empty for years,” said Jessica Caffrey, executive director of the Cook County Land Bank,

which bought the vacant parcels in 2022.

“They were tax delinquent, and nothing was happening. They had racked up years of back taxes that made potential buyers question whether it was worth the investment. But that’s what the Land Bank does, and that’s why we exist. We take properties that everyone else has written off as not worth it, and we make them a great investment for the community.”

The Chicago Department of Housing contributed $30 million to the Laramie State Bank apartments project, and tax credits for low-income housing generated another $20 million, according to Castañeda.

Cong. Danny Davis — who attended the ribbon cutting and to whom Williams dedicated a mural wrapping around the first floor of the building at the start of the ceremony — was one of the original sponsors in 2000 of new market tax credits, which give private investors tax credits in exchange for developing in low-income communities.

Despite city funding and buy-in from Pivotal Housing Partners — a design and development partner that Oak Park Regional Housing Center recruited — the apartment project was not without its hiccups.

“This didn’t come because Athena [Williams] snapped her fingers and pulled everyone together. Athena actually had to deal with opposition, but she stayed the course,” Ford said. “When you see this, you’d think everyone would be for it be-

“When no one really focused and believed in Chicago Avenue, Malcolm [Crawford, executive director of AAABNA] did,” Ford said.

“He made sure that he got on peoples’ nerves, he offended people, he did all the things he needed to do to make sure that Soul City became the destination that it is today.”

There are several more developments planned for Chicago Avenue and the surrounding area.

“Many more improvements are coming to nearby blocks that will ensure that Chicago Avenue thrives on behalf of all the people that live and work nearby,” Boatright said.

“Roughly two dozen planned and pending projects valued at more than $60 million are happening under the leadership of Alderwoman [Emma] Mitts and Mayor Brandon Johnson.”

In six weeks, the same contractors who completed the Austin United Alliance apartments will begin work on the neighboring Laramie State Bank building. This time next year, the historic Art Deco building will have a bank, coworking space, business incubator and cafe.

“This section of Chicago Avenue is currently still under construction, and that’s proof positive of the investments that are being made,” Johnson said. “The West and South Sides of Chicago will never be ignored, not as long as I’m mayor of the City of Chicago. This economic enclave and corridor on Chicago Avenue, Soul City, really embodies the essence of what this project is about.”

Garfield Park native hosts design company’s 40th fashion show at Obama Center Barbara Bates has designed hundreds of prom dresses for West Side teens and donated over $500,000 to Mount Sinai’s imaging center

Born and raised on the West Side of Chicago, Barbara Bates has designed clothes for the likes of Michael Jordan, Oprah Winfrey, Steve Harvey and Whitney Houston.

To celebrate 40 years of her company, Barbara Bates Designs, Bates is hosting a fashion show at the Barack Obama Presidential Center on Oct. 3. Forty models will show her work and that of four designers out of Columbia College.

Though Bates had to rework the show and expand seating after the first round of tickets sold out in May, she said that her community impact in Chicago and on the West Side has been more significant than her influence on the fashion industry.

“My impact is not really the big fashion thing. I don’t get huge fashion awards. It’s been for the community work that I’ve done. It had to do with what I saw growing

up and how I grew up,” the self-taught designer told Austin Weekly News.

Bates used to live down the street from Garfield Park. Once Bates started gaining success from her design career, she began giving back to her neighborhood and other Chicago communities.

“I grew up in an era of tons of drug addiction on the West Side. Drugs were really rampant. Everybody had a family member that got caught up in them in some kind of way,” Bates said. She added that, later in life, she saw old school friends struggle with addiction. “Empathy has stayed with me throughout my entire career.”

Bates was pregnant at age 15, so when someone from her high school asked her to come speak to young, expecting moms at Bethany Hospital in East Garfield Park, she went, though reluctantly.

“I never talked about it in front of anybody. As a matter of fact, I didn’t want to go because I didn’t know what I was going to say. I didn’t understand the impact of shar-

So, Bates told them that, if they graduated high school, she’d make their prom dresses. In 1999, she created a foundation to continue the annual initiative.

“I became the prom dress queen for like

20-something years,” Bates said, estimating that she’s designed 500 of the garments.

Bates is also known at Mount Sinai Hospital in Douglass Park, where her name is on the wall of the imaging center. In 2009, Bates was diagnosed with breast cancer.

Austin’s ‘good bones’ made Aspire Center’s ‘good bones’ worth preserving

Rehabilitated former Emmet School honored with preservation award

The Aspire Center for Workforce Innovation in Austin has received the 2026 Landmarks Illinois Richard H. Driehaus Foundation Preservation Award for Rehabilitation for transforming the former and long vacant Robert Emmet Elementary School into a workforce development and community services hub.

The awards ceremony will take place Nov. 6 at the Art Institute of Chicago. The award recognizes the center’s rehabilitation of the vacant school building and its new role providing job training, financial coaching, legal aid and other services to Austin residents.

Westside Health Authority and Austin Coming Together partnered to co-develop and manage the Aspire Center. At the highly visible intersection of Madison Street and Central, this project turned a discouraging symbol of disinvestment into a community driven asset.

Morris Reed, president and CEO of Westside Health Authority, and Darnell Shields, executive director of Austin Coming Together, reflected on the Aspire Center’s recognition, its transformation of the long dormant school and its role in serving the Austin community.

“This project is very deserving of recognition in terms of the ambitions that we took on to renovate and transform an old school building. That involved adapting a lot of the existing infrastructure to the property while also trying to meticulously preserve certain aspects of the historic building and at the same time, making sure that it could serve and function in a way that fulfilled the uses that the community had hoped for,” Shields said.

For Reed, the recognition represents both a personal honor and an important moment for the Austin community. He said the award symbolizes reinvestment in neighborhoods by preserving, re-energizing and repurposing

“It’d be a waste to demolish good bones just to build something that’s not as great. For me, it was also a comparison to how I perceive the neighborhood. I think Austin has good bones, with its people and its story,” Reed said.

According to Shields, residents helped shape the Aspire Center by advocating for the building’s reuse and participating in Austin Coming Together’s Quality of Life planning process, which guided the project around community needs.

“Community members got to work with urban planners, architects, designers and different types of planning professionals who really helped them shape their vision and synthesize the things they wanted to see happen into very feasible uses for the property. As a co-developer along with Westside Health Authority, we were tasked with bringing that vision to life. The blueprint was really laid out by the community,” said Shields.

Reed emphasized the importance of preserving the former school’s history and identity, noting that many people from Austin and the West Side attended Robert Emmet Elementary.

“They had a lot of interest in preserving some of that history and legacy, providing education not only for themselves but perhaps for a prior generation and creating a lesson for things to come. It was important for us to make sure that people didn’t feel like we were going to disrespect their history of attending this school and their memories of the chairs, the principal’s office and the auditorium,” Reed said.

The award recognizes projects that contribute to economic development and quality of life. When asked how he sees the Aspire Center contributing to those goals in Austin, Reed pointed to improvements in the quality of life in the

immediate area, including what he described as a drastic reduction in crime.

“People can come up here and save. People can come up here and receive financial literacy. People can come up here and find a job. They can get training. Just that alone, this past year, we’ve placed over 150 people in new careers. So, that’s economic development,” Reed said.

As a lifelong Austin resident, Shields said the recognition is especially humbling after spending years looking for ways to make a difference in the community he has always called home.

“It’s hard to describe the joy that it brings to be a part of something like that. It’s such a unifying experience because no one person could do something like this. It’s just really great to be connected to so many people with a common focus that yields something much bigger than us,” Shields said. “That’s exciting and inspiring. It’s something that I think I’ll cherish for as long as I’m here.”

Looking back to when Westside Health Authority acquired the former school in 2018, Reed said the organization saw an opportunity to work with community members on something that had not been done in Austin in a long time.

He said that opportunity ultimately helped shape what the building would become.

“When we first took over the building in 2018, we saw an opportunity to bring others in, not to go solo, but to bring others into a project of this scale. I like the fact that a lot of people take ownership of this project, not just Westside Health Authority and Austin Coming Together, but they talk about their contributions, whether they participated in a community focus group, worked on the project, helped protect the project or helped activate things beforehand,” Reed said.

I need to use this voice to tell women that you need to be afraid. Breast cancer is out here so strong, and people don’t talk about it,’” Bates said.

To raise awareness for breast cancer and encourage people to get regular mammograms, Bates held a fashion show with 50 models who were all survivors of breast cancer. She raised $50,000 and donated it to Mount Sinai Hospital.

“The reason Mount Sinai is that I live in that neighborhood,” Bates said. “When there are hospitals in your neighborhood, they’re small, and they’re not the hospitals you want to go to. You always want to rush downtown to the big hospitals because we assume, because they’re big and fancy, they do a better job.”

She said Mount Sinai invited her to the hospital and taught her some of the history of the hospital and surrounding community.

“It was once an affluent Jewish neighborhood, but now it was an indigent neighborhood with African American and Latino

people that could barely afford the treatment,” Bates said.

After she donated $50,000 to Mount Sinai, the hospital told her that, if she raised $500,000 in five years, they’d name an imaging center after her. In 2021, they did just that.

“We bought them their very first 3D breast imaging machine,” Bates said.

At the Oct. 3 fashion show at the Obama Presidential Center, “We’re asking people to donate $40 that will go straight into Sinai to the breast imaging center, and we’re hoping to pledge $40,000 to them that night,” Bates said.

After 40 years of Barbara Bates Design, Bates said she’s most proud of “the fact that we’re still here. I’ve seen something like Sears go away from here, and I’ve seen Saks Fifth Avenue close on Michigan Avenue,” Bates said. “To get up and be healthy enough to come here and provide work for other people, for their families. …I’m happy to still be here.”

“It was truly real, tailored clothing. It had the little plastic pumps, and the shoes and all of the accessories that went with it,” Bates said. She added that her mother and aunts were also beautiful and stylish.

In high school, Bates won best dressed.

She said she often searched for and bought fabric that her friends, who knew how to sew, would make into a pencil skirt or Aline dress.

Bates became even more known for her fashion sense when she was working as a secretary at First National Bank of Chicago.

“I would have girls come by my desk to see what I was wearing,” Bates said. Soon, she was designing clothes for her co-work-

short. She researched where to get leather from, found a manufacturer in New York and journeyed there to introduce herself.

“I was rapidly becoming the girl that sells these really cool leather outfits,” Bates said. She would meet people at parties and offer to design for them, advertising herself through word of mouth.

In 1986, Bates opened her own design company. Some of its first high-profile clients were basketball players. Bates said she saw Sam Perkins, who played basketball at the University of North Carolina with Michael Jordan, at a leather store and approached him. She made a pair of leather pants for Perkins, who connected her with Jordan.

“I had NBA players from all over coming to my studio to get some of the cool stuff that Michael was wearing,” Bates said.

When asked what advice she has for young people who want to turn a selftaught hobby into a successful career, Bates said connections and networking are paramount.

“People do buy you first, and then they buy your product. So, you want to have the one thing that is worth more than money, and that’s relationships,” Bates said.

“Start honing in on relationships now. Save those relationships. You get to go back to them later on in life and use them in ways that you never really thought of.”

And when it comes to advice for emerging fashion designers, Bates said that clothing doesn’t have to be overly whimsical or revolutionary.

Changing course, judge to appoint receiver for West Sub

Blow to Prasad as judge says new leadership necessary

Saying the legal imbroglio over the shuttered West Suburban Medical Center “has gone on long enough,” Cook County Circuit Court Chancery Judge Patrick Stanton on Friday said he will appoint a receiver to assume control over both West Sub and Weiss Memorial Hospital in Chicago’s Uptown neighborhood.

Stanton said he will make a formal appointment during a hearing in his courtroom on Tuesday afternoon, Sept. 15 (after print deadline).

Asked about the development Saturday morning, Illinois State Senate President Don Harmon, in whose district West Suburban Medical Center is located, said he was waiting to learn more details before commenting.

“We’ll watch this closely,” Harmon said.

“I can offer more thoughts when I know

who the receiver is.”

Ramco Healthcare, which owns the actual hospital properties, has sought to have Kansas City based attorney Mike Flanagan appointed receiver since May. Other community groups not party to the lawsuit have called for Chicago-based Insight Health Systems to be appointed.

In his renewed emergency motion to appoint a receiver filed with Stanton last week, Ramco attorney Scott Kaplan said Ramco did so “in order to protect the ongoing and future operations of Resilience Healthcare at Weiss Memorial Hospital, LLC.” Kaplan made note of the fact that due to numerous “shortcomings” on the part of Resilience Healthcare and owner Manoj Prasad, the Illinois Department of Public Health (IDPH) declined to extend the hospital’s provisional license.

According to numerous media reports, Stanton said in court Friday that the receiver’s role will be to “secure the assets” of both West Sub and Weiss, and work to assure the transfer of the hospital assets as outlined in a settlement agreement reached back in May. In explaining his decision, Stanton said several developments led to his reconsidering his decision on a receiver, including Weiss Memorial’s losing its state license and detailed allegations that Prasad was transferring medical equipment from the two hospitals.

“Based on what’s occurred to date, I think someone needs to take control of this entity and it should no longer be the current parties,” Stanton said.

The judge’s decision is a major defeat for embattled West Sub CEO Manoj Prasad,

who has fought for months to maintain control over both hospitals and their considerable assets.

Stanton had previously denied Ramco’s request for a receiver after a daylong hearing in late May. Ramco had asked that a receiver be appointed, or in the alternative, enforce a settlement agreement that had been hammered out in the judge’s chambers between the parties months ago, with Prasad present for the deliberations along with attorneys for his Resilience Healthcare.

Prasad eventually dropped the attorney who’d been involved with that settlement and has attempted to back out of the agreement.

Kaplan asked Stanton in May to appoint Flanagan as receiver, saying Flanagan has extensive experience serving as a receiver in the healthcare industry, and is “willing and able to act … to effectuate the settlement” and work toward allowing Insight Healthcare to manage West Sub pending the sale of assets to Insight.

In June 2026, he became the first person known to have run every street in all 77 Chicago neighborhoods, covering more than 5,000 miles over 680 days. He also holds a Guinness World Record for the fastest time visiting all 146 CTA stations.

Barbosa interviewed Charles Perry, a Westside Health Authority associate who has spent 17 years working in violence reduction and prevention, during his recent Austin neighborhood video.

“All the interactions I have in the videos are snippets of hour-long conversations I have with people. It’s about seeing that I have good intentions. Not, ‘Oh, I want to put a camera in your face,’ but actually being nice and showing that I have good intentions, which I think is the most important thing,” Barbosa said.

Karen Clapp, a docent with the Chicago Architecture Center and an Austin resident, was also interviewed for the video.

“She was super knowledgeable and super

nice and it was a good experience because she’s a local as well. They’re all super nice and friendly, and easy to get to know,” Barbosa said.

Barbosa visited Forty Acres Fresh Market as well and highlighted the quality of the market and the humility of its owner, Liz Abunaw who works alongside her employees. It also showed how city grants and funding can help support community markets.

While running through the West Side, Barbosa met many people who left an impression on him. One summer, while running and extremely thirsty, he came across three men selling water on the side of the road in West Garfield Park, turning a difficult run into one of his favorite moments running in Chicago.

“There were these three guys selling water on the side of the road and I was so thirsty.

I ran past them, and they were like, ‘Oh, do you want some water?’ I was like, ‘Yeah, sorry, man, I don’t have any money,’ but they offered it to me for free,” Barbosa said. “That was my first time seeing someone be nice to the point of giving something away for free.

I’ve always had great experiences in Austin, West Garfield Park and Humboldt Park.

They’re always the nicest people,” Barbosa said.

Barbosa frequently highlights in his videos how some neighborhoods viewed as more dangerous are often where he has encountered the kindest and most welcoming people.

Joabe Barbosa set out to run every street in Chicago. More than 4,000 miles later, he became the first person known to have completed the feat, visiting all 77 neighborhoods and turning his runs into a massive exploration of the city.

“When I’m in the West Side neighborhoods, there are always a lot of people supporting me. Whereas in other neighborhoods, near downtown or in other areas of Chicago, people just saw me as someone else.

On the West Side, I was truly treated well,” Barbosa said.

Barbosa was at the Chicago Half Marathon that took place on the West Side of Chicago on June 7 and took on a different challenge by intentionally trying to finish last.

He walked much of the race, ultimately finishing second to last, which allowed him to connect with runners at the back of the pack.

Looking ahead, Barbosa wants to find new ways to encourage people to explore Chi-

cago beyond their own neighborhoods. He is in contact with the Chicago Architecture Center and Choose Chicago about creating a challenge that would motivate people to visit all 77 community areas and document their experiences along the way.

“You can give people a reason, like, ‘Oh, there’s this really cool market that you should check out called Forty Acres.’ So giving people reasons to go to different places around Chicago is something I’m learning to encourage people to do and something I’m doing for myself. That’s why I’m doing this neighborhood series, to go to different neighborhoods. That’s my reason to go to different areas of Chicago,” Barbosa said.
