What constitutes a big news story? There is, of course, the old saying, ‘If it bleeds it leads,’ which is, frankly, true enough. But more goes into the making of a big news story than gore, shock and awe. Below, we’ve selected stories published in Austin Weekly News for each month of 2019 that were highly consequential when we reported on them and that could also be consequential in 2020.

A number of elected officials and mayoral candidates called for ethics reforms designed to avoid abuses of power, but the proposal presented by Amara Enyia, the executive director of the Austin Chamber of Commerce, was among the most sweeping.

She called for banning aldermen from working other jobs while in office, giving the mayor and the Office of Inspector General power to investigate aldermen without restrictions, audit and review no-bid contracts to see if they violate any laws, and move some “executive and administrative functions” to city departments.

YEAR IN REVIEW Reform sweeps city from page 2 60 percent of the vote in a race that featured three challengers.

In the 28th Ward, Ald. Jason Ervin, who faced three challengers who made the ballot and one write-in challenger, won 62 percent of the vote.

In the 29th Ward, with four precincts still unreported as of Feb. 27, Ald. Chris Taliaferro secured 59 percent of the vote while neither of his major challengers cracked 30 percent.

And in the 37th Ward, Ald. Emma Mitts garnered around 54 percent of the vote, mot much more than the 50.1 percent threshold required to stave off a runoff, but still a comfortable lead over her nearest rival, who garnered roughly 40 percent of the vote.

March | On March 13, amid protests within the gallery and outside of the Chicago City Council chambers, aldermen voted 38-8 to give an $85 million construction contract related IN to the development of the police and fire training center in West Garfield Park to a controversial Los Angeles company.

Later during the same meeting, the aldermen approved zoning changes that will allow two black-owned restaurants to open near the training center, in what would otherwise be a strictly industrial area. The vote does not necessarily requires the businesses — Peach’s restaurant, which specializes in southern cuisine, and a Culver franchise — to locate to the site.

in building the joint fire and police training center at 4301 W. Chicago Ave. But it also opened up a brand new battlefront for those opposed to the development.

April | On April 2, Lori Lightfoot trampled Toni Preckwinkle by a nearly 50-point margin in a historic runoff, giving the current mayor one of the biggest landslide election victories in the city’s history.

Lightfoot’s crowded election night headquarters reflected the multiracial coalition that her campaign patched together

to buoy her to victory — a coalition that included a strong LGBTQ presence and that seemed to channel the organization that propelled the city’s first African American mayor, Harold Washington, to victory in 1983.

Like Washington, Lightfoot ran heavily on reform. She broke out of a crowded field of 14 candidates back in February to advance to the April 2 runoff — in no small part due to the fact that she was barely scathed by the scandals surrounding Ald. ‘Tis the season to acknowledge the devil in your home

hope you had a Merry Christmas!

The date of Dec. 25 is used to celebrate the birth of Christ. I had the opportunity to watch a small snippet of video with Billy Graham. In it, someone asked him if Dec. 25 was the actual date that Christ was born. He admitted that it probably isn’t, but it’s a date that the ancient Romans chose to celebrate the birth of Christ.

So if you’re Christian, whether Jesus’ birth was actually the 25th of December or not, it is the meaning of the day which we should all focus on.

Jesus’ birth, as well as his subsequent crucifixion on a cross were both based on saving mankind from our sins. Based on the amount of crime that we read about in the headlines as of late, especially at this time of year, those sinning criminals make a mockery of Christ’s death.

And the biggest mockery of all? The clueless, usually Christian-professing individual who has these killers, thugs, murderers, lowlife, POS who should have been aborted before they were born individuals living under their roofs while at the same time they are committing carnage in the streets.

Since Jesus died for our sins, and those clueless individuals like to profess that they don’t know about the sinning individuals in their household, this column is here to help.

The mother in the video is as clueless to her son’s behavior as you appear to be. Why do you continue to ignore the fact that you have a person who is creating havoc in the community under your roof ?

How can you pray to God to stop the violence when it radiates directly from your home? How can you go to church and celebrate Christmas while at the same time ignore that you also harbor a child of Satan?

The friend in the video tries to get the mother to be more cognizant of her son’s behavior while the mother continues to be oblivious by choice. You are doing the same.

There is no such thing as a grown man who you can’t say nothing to when he is living under your roof !

The mother’s friend in the video tries to make the mother aware just as this note is putting you on notice. When something happens, you cannot run around and proclaim to all that you didn’t know because this note is informing you so that you do know! This is being done anonymously, because you would not be receptive to someone pointing it out to your face.

Professing to be clueless is no longer an acceptable excuse! In the name of Jesus, the funerals and violence can stop when you control and refuse to tolerate the behavior of the sinner that comes out your front door!

Less than a month later, however, black aldermen in Chicago, led by powerful West Side Ald. Jason Alderman (28th), would lead a failed effort to stall the measure, attempting to delay when new law would go into effect (they hoped to push the date from Jan. 1, 2020 to the summer of 2020), because of the glaring lack of black businesspeople included among licensed cannabis operators.

“The real challenge is that there is not any equity amongst the 11 people that will start the sales effective Jan. 1,” Ervin said, according to WTTW News. “There are 11 dispensaries in the city of Chicago – none of which have any African American, Latino or female-related ownership – and that’s a problem for many people in our city.”

The April election also featured another historic race. The West Side finally got its first citywide elected official after state Rep. Melissa Conyears-Ervin (10th) beat Ameya Pawar, a former alderman, 59 percent to 41 percent, to become city treasurer.

Conyears-Ervin, the wife of Ald. Jason Ervin (28th), was buoyed to victory by a raft of endorsements from dozens of elected officials and major unions, including the Chicago Federation of Labor, the Chicago Teachers Union and SEIU Local 73, among many others.

May | On May 22, Catalyst Circle Rock held the grand opening of its Kehrein Center for the Arts auditorium at 5618 W. Washington Blvd. The event marked a milestone not just for the K-8 charter school that it’s housed in, but also for the Austin community and the greater West Side.

The space had previously been sitting empty for some 45 years and the project to renovate it was more than 10 years, and millions of dollars, in the making.

July | On July 10, the nearly 115-yearold Chicago Defender, once the most authoritative voice in Black America, released its last print issue — the cover boldly announcing the paper’s ambitions to publish its content exclusively online (a photo of a phone displaying the paper’s website on its screen hovered above a hashtag: #DigitalMoves).

“It is no secret that the media and publishing landscape has shifted drastically and the pace of change continues at dizzying speeds,” Hiram E. Jackson, chief executive of Real Times Media, the Defender’s parent company, explained in a statement the

“That is why, over the past few years, we’ve made significant investments in digital media.

Having experienced initially promising returns, we have concluded that we need to do more to continue building a business model for the future,” Jackson said. “It is simply time for the publication to break away from the printed page and put more focus on bringing our readers daily content from the African-American perspective and increasing the impact of our community voice.”

Jackson’s optimism notwithstanding, many African Americans across the country have been mourning the loss of the print product, which, judging by what’s happened to other iconic African-American media companies, could be a harbinger for more bad news to come.

August | On August 13, Mayor Lori Lightfoot released a feasibility study that poured cold water on the hopes of the many people who thought that the West Side might realistically stand a chance of landing the vaunted Chicago casino.

We had gotten our hopes up the month earlier, when the mayor said that the large vacant lot at the corner of Roosevelt and Kostner in North Lawndale was among five potential sites the city was considering for the proposed casino.

The Illinois Gaming Board determined that, at least as things currently stand, the idea of building Chicago’s first-ever casino is not yet feasible — wherever it’s proposed to be built — due to the city’s onerous tax and fee structure, as it relates to casinos (and most everything else).

In 2020, the mayor will likely try pushing for taxing and fee changes to the state law signed by the governor earlier this year that allowed for the city to have a casino in the first place.

September | On Sept. 12, the Chicago Department of Transportation released West Side recommendations contained in the city’s Vision Zero Chicago traffic safety plan—two years after the original plan, which did not include specific West Side aspects, was released.

The recommendations emphasized education over ticketing, as well as improving safety around transit stations and schools, and making streets safer for pedestrians and bicyclists.

Although the plan identifies several specific corridors and intersections that would get improvements, it also emphasizes that the city will continue working with residents to identify traffic issues and figure out the best ways to address them.

October | On Oct. 17, the Chicago Teachers Union announced that it would go on strike for the first time since 2012.

Austin Weekly News reporters spread out to different rallying points throughout the city on the first and second days of the strike, where we IN encountered Chicago Public Schools workers like Ackisha Reynolds, 41-year-old teacher at DePriest who has been in the profession for two decades and who put the teacher’s demands most succinctly.

“We have a big library, but no librarian,” she said. “How do you have a library with no librarian? It’s just a room.”

Reynolds said that she’s been on a pay freeze for the last six years. She was among those teachers who received no back pay after the last strike.

“Once you reach year 14, you’re on a freeze for six years,” Reynolds said. “I have a master’s degree, and about 30 graduate hours past my master’s. Why am I not compensated for my education and years of experience?

It’s not fair.”

The strike ended after 11 days and a $150 billion five-year deal between the mayor and the union.

November | On Nov. 23, roughly 100 community members packed MacArthur’s Restaurant, 5412 W. Madison St., for a press conference held to launch Counting on Chicago Coalition — the result of a $2.3 million grant awarded

by Illinois’ 2020 Census Grant program.

Habilitative Systems, Inc., a human services nonprofit based on the West Side, was named lead agency and will be responsible for distributing funding for various Census-related outreach efforts across the West Side.

The state’s 2020 Census Grant program awarded a total of $29 million in funding across the state. Gov. J.B. Pritzker’s office claims that the funding “is the largest per-person investment made in any state in the nation.”

The $2.3 million that will go to Habilitative and, by extension, the Counting on Chicago Coalition, is the most amount among the roughly two dozen lead agencies and coalitions that received the bulk of the funds, which will be critical to ensuring that the West Side, which was among the most undercounted areas in the state in 2010, is

sufficiently counted in 2020.

December | On Dec. 3, Chicago Police Supt. Eddie Johnson was unceremoniously fired by Mayor Lori Lightfoot for allegedly lying about the circumstances of an incident on Oct. 17, when he was discovered slumped behind the wheel of his SUV. While the details of an investigation into the matter by the city’s inspector general have not been released, media reports at the time indicated that Johnson was out for drinks with a woman who wasn’t his wife. Lightfoot subsequently appointed Los Angeles Police Chief Charlie Beck as interim superintendent.

Johnson’s termination set-off a predictable round of media speculation about who would replace him. Two candidates reportedly on Lightford’s shortlist to become permanent superintendent are former 15th District Commander Barbara West and Austin native Alfonzo Wysinger.

But regardless of who becomes the city’s next top cop, West Siders said during a public meeting on Dec. 12, the department must make hiring more black officers a priority and do a better job of understanding the needs of the community. They also called for a superintendent who would prioritize community engagement and training in violence de-escalation.

Two West Side entities vie for Chicago Prize

Teams from Austin and North Lawndale among six finalists in running to win $10 million from Pritzker Traubert Foundation

Two coalitions of West Side organizations — one on in Austin and the other in North Lawndale — are among the six finalists who are only one step away from getting a $10 million Chicago Prize grant.

The grant was established by the Pritzker Traubert Foundation, a nonprofit organization founded by former U.S. Secretary of Commerce Penny Pritzker and her husband, Bryan Traubert, in order to “improve economic prosperity for low-income families in Chicago by investing in promising solutions,” according to the organization’s website.

The Chicago Prize will provide funding for development that would “spur economic activity, strengthen civic infrastructure, and improve the safety, well-being, and economic mobility of residents” of the South and West side neighborhoods.

Instead of having community organizations apply separately, the foundation asked applicants to develop their proposals in teams of multiple community stakeholders. Each finalist will get $100,000 to support their ongoing work. The winning team, which will receive the $10 million prize, will be announced next spring.

The Austin team is called The Aspire Initiative: Building a Stronger Cradle-to-Career Pipeline. It includes three well-known local Austin organizations: Austin Coming Together coalition, Westside Health Authority and By the Hand Club. The team also includes larger organizations, including United Way of Metropolitan Chicago, the large social service nonprofit; LISC Chicago, a community development support organization; IFF, a nonprofit lender; the Lamar Johnson Collaborative, an architecture and design organization; Purpose Built Communities, a community redevelopment organization; and Applegate Thorne-Thomsen, a law firm.

The team is looking to build a new early learning, health and recreation facility to serve 200 families, investing in quality curricular options at Austin College and Career Academy. The team also wants to redevelop a vacant school into a business incubator and build 60 units of affordable housing on vacant and scattered city-owned lots.

The North Lawndale team is called Now Is the Time: Advancing North Lawndale Together. The team includes a range of neighborhood community organizations and social service providers, including the Lawndale Christian Development Corporation, the Lawndale Christian Legal Center,

New Covenant CDC, the North Lawndale Community Coordinating Council, the North Lawndale Employment Network and Sinai Community Institute and Sinai Health System.

The team is looking to use the funds as an opportunity to implement major projects included in the 2018 North Lawndale Quality of Life Plan, which include the proposed 30,000-square-foot Ogden Commons Sinai

Heath System ambulatory surgical center; a mixed-income housing and commercial development; affordable housing built on vacant lots; the restoration of the 48-unit Lazarus Apartments, and the redevelopment of the former Wintrust Bank branch building near Homan and Roosevelt into a cultural hub and community coffee shop, among other proposals.

When the finalists were announced on

Dec. 11, Darnell Shields, the executive director of ACT, expressed optimism about his team’s chances.

“We are blessed and highly favored in every way, so I know we will succeed,” he wrote on his Facebook page.

In a statement released by NLCCC in the wake of the announcement, Richard Townsell, the executive director of the Lawndale Christian Development Corporation, said that the grant would give a much-needed shot in the arm for a neighborhood crying out for development.

“Over 50 years ago, the Rev. Dr. Martin Luther King Jr. moved his family to North Lawndale to protest the living conditions that black families were living in,” he stated.

“Many of those conditions persist today. Our plan gives us a unique opportunity to finish the work he started in North Lawndale.”

Brenda Palms Barber, the president of the North Lawndale Employment Network, said that the grant money would help bring empowerment to the community.

“What we’re talking about is giving North Lawndale residents the ability to control their own destiny – what their community looks like and how they live together,” she stated. “Investment like this means dignity, respect and freedom. It means better housing, economic mobility and jobs that are pathways to economic resilience.”

Some new state laws to look for in 2020

In 2020, Expect Higher Minimum Wage, Legalized Marijuana

SPRINGFIELD – The state’s minimum wage will increase by $1 hourly, recreational marijuana will go on sale to those over 21 years of age, and some state taxes and licensing fees will increase when the calendar hits January.

The changes are among hundreds resulting from laws passed during a busy legislative session which adjourned in early June.

Minimum Wage: The minimum wage will increase by $1 to $9.25 hourly on Jan. 1, the first such increase since 2010. The wage will increase to $10 hourly in July before increasing $1 each January until it hits $15 by 2025.

Marijuana Legalization: With the legalization of adult-use marijuana in the state, Illinois residents will be allowed to possess 30 grams of cannabis flower, 500 milligrams of a marijuana-infused product and five grams of cannabis concentrate.

Non-residents can possess half those amounts.

Consumption of marijuana will still be banned in public places, however, unless a licensed marijuana facility or certain lounges obtain local government clearance for allowing use at their facilities.

Marijuana legalization will also provide for the expungement of low-level cannabis convictions and criminal records in the state, the first of which were filed in Chicago this month.

New Taxes, Fees for Capital Plan: Some new taxes and fees which will help fund a multi-year $45 billion capital infrastructure plan will also take effect starting in January.

Registration fees for passenger vehicles will increase to $151 from $101, while electric vehicle registration fees will increase to $251 annually from $34 every other year.

The licensing fee for a trailer weighing less than 3,000 pounds will increase to $118 from $18, with every weight class above that also seeing a $100 increase.

A new tax on parking garages will also take effect next month, with a 6 percent rate applied to hourly and daily garages and a 9 percent rate applied to monthly.

The state will also begin taxing the value of traded-in vehicles starting after $10,000 of value, down from $20,000.

Other New Laws ■ The maximum fine for a hitting a construction worker with a vehicle will increase to $25,000 from $10,000.

■ Those violating “Scott’s Law” by failing to reduce speed or change lanes when an emergency vehicle is stopped on the side of the road will see increased fines in the new year

as well. The minimum fine for a first offense will increase to $250 from $100, while the minimum for a second offense will be $750. Money collected from such violations will go to a Scott’s Law Fund to produce driver education materials. The maximum fine will remain at $10,000. The law also increases the severity of violations that result in the death or harm to a first responder to a class 2 felony.

■ Passing a stopped school bus that has its “STOP” arm extended will now result in a $300 fine, up from $150 for the first offense.

The second offense will cost drivers $1,000, up from $500.

■ Public locations must convert singleoccupancy restrooms into all-gender restrooms and designate them for use by no more than one person at a time, or for families or assisted use. Public locations must change exterior signage as well.

■ Public buildings will be required to have baby changing facilities in any of their public restrooms.

■ The burial benefit for a firefighter, state police or local law enforcement officer killed in the line of duty will increase to $20,000 from $10,000.

■ The Illinois secretary of state will be required to allow applicants to choose between “male,” “female” or “nonbinary” when designating the applicant’s sex on their driver’s license or ID card.

■ Any report received by the Department of Children and Family Services alleging the abuse or neglect of a child by a person who is not the child’s parent or immediate family must immediately be referred to the appropriate local enforcement agency and state’s attorney for consideration of criminal investigation or other action.

■ Diesel trucks will be prohibited from idling for more than 10 minutes within one hour if the vehicle is within 200 feet of a residential area.

■ Graduate assistants will no longer be classified as “students,” but rather as “employees,” which grants them the right to collectively bargain.

■ Insurers in the state will be required to cover the costs of medically necessary epinephrine injectors, commonly referred to by the brand name EpiPen, for persons under 18 years old.

Hospitals must post information on how to enroll in health insurance through the Illinois health insurance marketplace.

Patients at the Chemical Dependency Clinic will have a peer support specialist with lived experience to help them manage their recovery and appointments.
