Building on the momentum

ife isn’t measured by time, but instead by moments. And for Austin, a critical moment is upon us.

Despite being Chicago’s largest geographic neighborhood and having the second largest population, Austin has been historically overlooked.

As a lifelong Austin resident, I know firsthand the challenges our community has to overcome, as well as our collective power to change conditions. Many Chicagoans haven’t noticed our resilience and the momentum that’s brewing here.

But the tides are turning. Austin is in the spotlight, and a newfound energy is driving a narrative that we’ve always known to be possible: Austin can be a thriving community that serves everyone’s needs.

Across our neighborhood, new opportunities are arising for residents to not only lend a voice but a hand to move this Austin renaissance forward. At the same time, new partners are investing in our vision, bringing the capital needed to create change.

One of those new opportunities for residents has been the creation of Austin’s five-year Quality-ofLife Plan (QLP), known as Austin Forward Together.

Austin Forward Together is a blueprint for strategic improvement, generated and owned by community organizations, neighborhood leaders and residents, and operated by Austin Coming Together (ACT).

It details actionable steps for our community to enhance Austin’s business corridors through physical redevelopment, as well as to address seven issue areas: Community Narrative, Economic Development, Education, Housing, Public Safety, Youth Empowerment, and Civic Engagement.

Between 2016 and 2018, ACT and a 20-person steering committee partnered with LISC Chicago to convene summits and meetings that brought together over 500 Austin community stakeholders to create this plan.

Since being published in December 2018, we have already seen Austin Forward Together spark productive discussions amongst neighbors and build critical partnerships.

Today, there are more than 40 dedicated volunteer members leading seven task forces to bring the plan to life. In partnership with ACT, these Task Forces have recruited 50 unique organizations as “Implementation Partners” and have initiated more than 30% of the plan’s total actions.

These actions and these moments are what we’ve long been fighting for. Since ACT was founded in 2010, we’ve passionately advocated for strong collaboration in our neighborhood and have wholeheartedly recognized the need to center residents in our work.

As we’ve been charging forward, another group of stakeholders have come along on this journey.

Funders, who provide capital to invest in our vision, have shifted how they think about community investment. They, too, are beginning to understand that our people know best what efforts will catalyze

the greatest impact in our neighborhood.

This means ACT and other organizations we partner with will now have a seat at some of the most important tables in this city. In turn, so do you — our neighbors.

First, the City of Chicago has identified Austin as one of 10 neighborhoods that are primed and ready to be part of Mayor Lori Lightfoot’s INVEST South/ West initiative. In addition to a recent $10 million commitment from BMO Harris Bank, this strategic support will help bring Austin Forward Together to fruition.

We are contenders for another surge of investment, too. Our “ASPIRE Initiative,” a plan to fund four strategic projects as a part of Austin Forward Together, has been selected as a finalist for the $10 million Chicago Prize. This grant from the Pritzker-Traubert Foundation will allow us to create the infrastructure and state-of-the-art buildings that would enable other parts of the QLP Austin Forward Together to proceed.

The projects outlined in the ASPIRE proposal will address low education outcomes, rising rates of poverty and the lack of homeownership in Austin.

“Each Chicago Prize finalist team was chosen because they understand their community and have the skills and vision required to make a difference,” said Cindy Moelis, president of the Pritzker-Traubert Foundation. “Our goal is to empower communities to use their built environment as a tool for change.

Each of these finalists are proposing big plans that make sense at this moment for their neighborhood.”

With these resources and our neighbors’ input, we’re ready to tell Austin’s narrative that we’ve for so long held in our hearts.

ACT awards over $180k

Supporting Plan Implementation Year Two Austin’s Quality-of-Life Plan (QLP), called Austin Forward Together, is a set of goals created by and for the community designed to address 23 strategies with 84 total actions across 7 Issue Areas between 2019 and 2023: Community Narrative, Education, Housing, Youth Empowerment, Economic Development, Public Safety, and Civic Engagement.

Today, there are more than 40 dedicated volunteer members across seven Task Forces, one for each Issue Area. In partnership with ACT, these Task Forces

have signed on over 50 unique organizations as Implementation Partners and have initiated more than 30% of the plan’s total actions so far!

In 2018, ACT’s ability to apply community-driven solutions to foster economic opportunity resulted in a $1 million Vital Communities grant from The John D. and Catherine T. MacArthur Foundation. Part of that investment is being utilized to support necessary infrastructure and the remainder is allocated to Core Members implementing activities in the plan.

In 2019, $64,000 of those funds were distributed to Implementation Partners already working to accomplish some of the QLP Priority Actions.

We are proud to announce that eight organizations were selected during this last funding cycle, for which $181,848 total funds were distributed. Applicants were ACT Core Members who submitted the most thorough proposals for work that is primed and ready to happen now.

C O M M U N I T Y N A R R AT I V E Our goal is to revitalize the image and spirit of Austin by promoting assets such as our historic housing, creating a healthy community and building a more robust environment for local arts and culture.

Funded Action: 3.4* Build a sense of community through activities such as creating and maintaining community gardens.

$21,848

will support the South Austin Neighborhood Association (SANA) in helping the recently created Austin Veterans Community Organization (AVCO) to engage with more Austin-area veterans and encouraging members of the community to take advantage of group therapy, peace circles, and meditation at the Veterans Peace Garden. Funding will also support members of the Austin Garden Collective who are working to maintain safe and beautiful spaces throughout Austin by volunteering in local gardens.

Additionally, funds will assist with improvement and expansion of the physical structures in SANA’s Farm to Table Summer Community Garden, as well as support SANA in their efforts to create new educational programs around maximizing financial resources while maintaining a healthy eating lifestyle so residents can address food insecurity, financial strain, and worsening health.

PUBLIC SAFETY Our goal is to collaborate and create programs that increase a sense of safety, community and quality of life to build a healthy and resilient neighborhood.

Funded Action: 2.2* Create an Austin Restorative Justice Court.

$20,000

will support the coordination and administration work of a project manager for BUILD Inc., as well as marketing and engagement efforts necessary to establish and launch Austin’s first Restorative Justice Community Court (RJCC). Restorative Justice is a philosophy that focuses on repairing the harm caused to people and relationships, aiming to humanize all those involved in a group or conflict. Value is placed on empathy, learning, collaboration, mediation, and the ability to have brave conversations.

Funded Action: 2.3* Expand outreach intervention programs that break the cycle of violence.

$25,000

will allow the Institute for Nonviolence Chicago (INVC) to take their pilot project, the Flip Forward Program, to the next level by focusing their attention on continuing to build relationships with their participants beyond the summer in order to connect and train them for more permanent work, all while providing therapy. Funds will also be used to support joint BUILD/INVC events and activities planned by peacemaker participants that will engage the community, promote peace, and bring resources to those who need them most. Collectively, these efforts will empower community residents who are involved with street organizations to use their influence to change the tide on specific neighborhood blocks.

We will support new and existing local businesses, entrepreneurs, and the workforce; improve our commercial corridors; and attract new investment to build a stronger, more dynamic local economy.

Funded Action: 2.2* Expand and support local resources like bootcamps and apprenticeships in high demand economic sectors.

$20,000

will support West Side Forward’s efforts to implement their first 2020 Bootcamp. They will analyze what skills and supports Austin residents need, as well as what employers are seeking. Understanding the skills gaps of the Westside workforce will create a highimpact Bootcamp aimed at offering advanced training for those already employed. The Bootcamp will drive toward increasing West Side Forward’s capacity to serve 100 more Austin residents through individualized career guidance, leadership skill capability and short yet meaningful training experiences.

YOUTH EMPOWERMENT Our goal is for Austin to have healthier and more engaged youth who are able to reach their full potential.

Funded Action: 3.4* Create paths for youth interactions with mentors and role models.

$25,000

will provide staffing for St. Joseph Services’ Youth Mentoring Program, allowing them to increase the number of youth they serve. The program offers Austin’s young people a safe, mentoring environment that promotes education, peaceful conflict resolution, and positive behavior during times of increased violence. Funding will go towards two staff members who develop the curriculum, create lesson plans, maintain class schedules, and recruit youth into the Youth Mentoring Program at St. Angela’s Catholic School in Austin.

$20,000

will also be allocated to Manufacturing Renaissance (MR) for their pilot bootcamp that offers residents age 18-29 six weeks of technical training and youth development. Bootcamp participants will get exposure to basic mathematics, industrial safety, measurement and blueprint reading, maintenance, plant tours, and the Young Manufacturer’s Association Academy.

The bootcamp provides the training necessary for Austin residents to earn a nationally recognized industry credential from the National Institute of Metalworking Skills (NIMS). In addition, participants will be placed in a six-week paid internship at one of MR’s manufacturing company partners, the goal being to earn full-time permanent employment upon completion.

Funded Action: 2.3* Build a new Manufacturing Training Center in Austin.

E D U C AT I O N

will aid Jane Addams Resource Corporation (JARC) in the development and build-out of an intermediate training space at Freedman Seating. In fall 2019, JARC was unexpectedly asked to halt their manufacturing training and support services that had been operating at the Austin College & Career Academy since 2017. A temporary new facility for this important program means Austin residents will now have the chance to complete their training in welding and computer numerical control without leaving Austin while JARC lays the groundwork for their move into a state-of-the-art manufacturing center.

Our goal is for our local educational system and partners to provide the services, opportunities and support to help all our students stay on track, enrich their education and serve their needs, from early childhood through high school to job and career readiness.

Funded Action: 2.1* Teach academic benchmarks to parents.

will be used for VOCEL’s Child Parent Academy which provides 20 participants with a leading expert-facilitated Parent/Caregiver discussion group, child-parent classes, and childonly classes every week to support the healthy development of Austin youth and families.

Aspiring to the next level Austin’s ASPIRE initiative a finalist for $10 million prize

W

hat can a community accomplish with $10 million?

The residents of Austin have more than a few ideas.

To bring them to life, Austin Coming Together (ACT), Westside Health Authority (WHA), and By the Hand Club for Kids have joined forces to compete for the prestigious Chicago Prize, a grant from the Pritzker Traubert Foundation. Austin’s proposal is one of six community-led projects selected as a finalist for the $10 million award.

As one of the largest grant competitions in the city, the Chicago Prize supports projects that will create long-lasting, positive change in a neighborhood.

Additionally, it promotes strong collaboration between residents and community groups driving the proposed projects forward.

“Chicago’s South and West Sides are home to some of our city’s most effective and creative nonprofits, social service agencies and community development organizations, providing tangible solutions to challenges linked to decades of disinvestment in these communities,” said Dr. Helene Gayle, President and CEO of The Chicago Community Trust. “The Chicago Prize finalists represent the type of community-led collaborative initiatives that have the power to bring transformative change and chart a new course of inclusive economic growth in our region.”

As Bryan Traubert, co-founder and trustee of the Pritzker Traubert Foundation said, the Chicago Prize is a “call to dream big and plan thoughtfully.”

Austin more than answered that call with our proposal, called the ASPIRE Initiative: Building A Stronger Cradle-to-Career Pipeline in Austin.

Defined as “seeking ambitiously, especially for something great,” ‘aspire’ perfectly describes our plan.

With this prize, we aim to build on the momentum of the Austin Quality-of-Life Plan (QLP), known as Austin Forward Together, to lift our neighborhood to new heights.

By mobilizing existing community assets and securing this new investment, the ASPIRE Initiative will grow education and economic opportunities for Austin residents of all ages. The plan includes building a stateof-the art early learning facility; a health and recreation center; supporting a neighborhood high school to enhance student experiences and improve enrollment; creating an economic hub that connects low-income residents to careers, and 60 units of new affordable housing for purchasing.

“ASPIRE is the evolution of Austin Forward Together, in terms of informing the built environment. It is representative of what that looks like in real life, which has never happened before,” said Darnell Shields, Executive Director of ACT. ACT, Westside Health Authority and By The Hand Club for Kids are co-leading the proposal, leveraging support from several other partners, including LISC Chicago, United Way of Metro Chicago, IFF, the Lamar Johnson Collaborative, Purpose Built Communities, and Applegate Thorne-Thomsen.

While each partner has a unique role, strong collaboration is needed to execute this plan.

Executive Director of By The Hand Club for Kids “Our organizations have been working together for some time now, creating a sense of momentum that ASPIRE is helping to sustain,” she added. “The Chicago Prize is affording us the opportunity to collaborate on an even deeper level than we ever have before.”

ACT will play the role of “Community Quarterback” by identifying and engaging partners and ensuring that the voices of residents remain heard. Furthermore, ACT will lead efforts to gather data, drawings, budgets, vendors and other information essential to create a detailed project plan for each of the proposal’s components. ACT has nearly a decade of experience in organizing Austinbased collaboratives that leverage community assets to attract needed resources.

WHA will function as the developer of both the housing strategy and the renovation of the Emmet Elementary School into a career development and vocational training center.

By the Hand Club will lead the development of the early learning center and health and recreation facility.

Their after-school program has been serving Austin youth since 2007 and at other Chicagoland locations since 2001.

The winner of the coveted Chicago Prize will be announced in May.

ASPIRE will revitalize physical assets in Central Austin, a densely populated area bounded by Madison, Central, Chicago, and Laramie Avenues. The proposal is composed of these projects: • Build a new early learning center and fitness and wellness center on land controlled by BTHC at Kinzie and Laramie. This health and wellness site will serve 150 families, boosting access to quality early learning opportunities and preparing children for kindergarten.

• Aid in the ongoing reinvention of the Austin College and Career Academy (ACCA). The City of Chicago has made over $40M of renovations in the historic high school building where ACCA is located.

Our initiative will engage the community in developing a secondary education improvement strategy to enhance student experiences and improve enrollment at Austin’s neighborhood high schools.

• Redevelop the vacant Emmet School on the corner of Madison Street and Central Avenue. This includes renovating the existing school building, adding an atrium space and plaza, and constructing a new building at the southwest corner of the site to house community-focused retail space, a financial center, and an event hall.

• Build 30 new housing units on vacant lots on Pine and Washington, as well as develop 30 additional scattered city-owned lots, to provide affordable housing for purchase and wealth building for Austin families.
