Mosquito Spraying Once per Week
Mosquito season is here, and Webster Public Works has been actively spraying within City limits every Thursday evening when conditions warrant and weather permits.
Spraying will continue until the end of summer. Our crew has also placed larvae “dunks” in areas around the City with standing water, drainage ditches, and inlets.
In addition to our efforts, you can also help keep the City mosquito-free!
Remove Mosquito Habitats
• Eliminate standing water in rain gutters, old tires, buckets, plastic covers, toys, or any other container where mosquitoes can breed.
• Empty and change the water in bird baths, fountains, wading pools, rain barrels, and potted plant trays at least once a week to destroy potential mosquito habitats.
• Drain or fill temporary water pools with dirt.
• Keep swimming pool water treated and circulating.
Use Appropiate Pesticides
• Control mosquito larvae using the appropriate methods for the habitat.
• Control adult mosquitoes using insecticides.

Avoid Getting Bitten
• Keep mosquitoes away from exposed skin by wearing long-sleeved shirts, long pants, and socks.
• Tuck shirts into pants and pants into socks to cover gaps in your clothing where mosquitoes can get to your skin.
• Stay indoors whenever possible, especially if a mosquitoborne disease warning is in effect.
• Use EPA-registered mosquito repellents when necessary and follow label directions and precautions closely.
• Use head nets, long sleeves, and long pants when venturing into areas with high mosquito populations, such as salt marshes.
• Replace your outdoor lights with yellow “bug” lights, which tend to attract fewer mosquitoes than ordinary lights.

Resident Spotlight with Monica Hernandez
If you frequent our City events, the chances of running into Webster resident Monica Hernandez are pretty likely.
Monica has been attending every event with her daughters, Madelyn (7) and Gabriela (6) Hernandez, for roughly seven years.
Originally from California, Monica moved to Webster in 2008 with her parents, Mireya and Enrique Hernandez, after Enrique got employed by NASA’s maintenance division.
“We went to look at houses in different neighborhoods, but we liked this little community, Webdale, because it was so calm,” says Monica, “My dad fell in love with it, especially since it’s near NASA.”
Since Madelyn and Gabriela were very young, Monica has attended every Webster event with her daughters, usually
paired in matching outfits.
“We’ve been going to the events since my girls were babies,” says Monica, “I don’t think [Gabriela] was even one when we first started attending.”
Monica states that she loves living in the Webdale community because of how close she is to the City parks, specifically Walnut and Texas Avenue Park, where the majority of Webster events are held.
“Every time there’s an event, my girls always want to go,” says Monica, “Every year, we watch the firework show [at the Fourth of July Festival], attend the Easter egg hunts, and the Halloween carnival.”

“Webster has been so good to my parents, especially with them being seniors,” says Monica, “It’s a wonderful City for seniors because there are so many activities at the community center. My parents have been attending them for the past seven years or so.”
Aside from hunting for eggs and watching Santa ride around Webdale in the Webster fire truck, Madelyn and Gabriela love visiting their favorite local spot, Altitude Trampoline Parkan indoor playground center for kids.

Despite the commercial growth Webster has seen in recent years, Monica says it hasn’t diminished the small-town feel of the City’s residential areas.
“Webster does events you don’t see at every City,” says Monica, “It’s growing, but it’s still very family-oriented.”
Monica is a real estate agent in the greater Houston area with two properties: one located in Houston and one in Webster, where Mireya and Enrique currently reside. She commutes weekly from Houston to Webster.

Looking ahead, Monica plans to continue her family tradition as long as she can and to enjoy the slow-paced lifestyle she and her family have found in their Webdale community. Madelyn and Gabriela are looking forward to the upcoming City events Webster has in store, including the Fourth of July Festival and the Halloween Carnival.
“I think that’s what we like about Webster,” says Monica, “There’s always something to do for every holiday, and I know people from other cities and local areas come here just for the events.”
Q&A WITH MADELYN AND GABRIELA
Q: Which City event do you enjoy the most?
A: Madelyn: I like the [Fourth of July Festival] because of the fireworks, music, and the confetti.
Gabriela: I like the Halloween Carnival because there’s a lot of candy and I can wear a costume.
Q: What are you dressing up as for the Halloween Carnival this year?
A: Madelyn: I want to be a black cat. Gabriela: I want to be Woodstock.

HCA Houston Clear Lake’s Trauma Survivor Day Program
Recognizes Webster EMS Division
Webster Paramedic James Pace and Advanced Emergency Medical Technician (AEMT) Candace Clark were recognized last month in HCA Houston Healthcare Clear Lake’s Trauma Survivor Day program.
Trauma Survivor Day is an event that recognizes trauma survivors and their journeys of healing, resilience, and recovery, as well as their families, hospital staff, and first responders who assisted them.
James and Candace were recognized for their role in a mutual aid call with League City’s Fire Department for a trauma survivor who received medical care after having multiple injuries that required the patient to be transported to HCA Houston Healthcare Clear Lake’s trauma center.
“We do mutual aid for multiple cities around us and help them out when they’re busy,” says James, “We got called down to help League City…when we got there, the [trauma survivor] had obvious injuries and needed to be transported quickly to a trauma center. We made the rapid extrication out of the vehicle and got him to the center.”
For James and Candace, the recognition is a reminder of the importance of teamwork and continued growth in their respective roles.
“It pushes me to grow more, and it makes me want to work together as a team more,”
says James, “It’s an excellent sign of how great our teamwork is, and it pushes us to keep that continued education.”
Both James and Candace have been working for the Webster EMS Division since its inception in April 2025.
Partnership plays a vital role in the life of an EMS professional, especially during challenging calls. Working together and talking through it as a team allows them to grow as a division.
“We have a quick talk after a call to make sure everybody is doing okay,” says Candace, “If we think of an idea we can incorporate in a future call, we have a better understanding of how to handle it.”
To function effectively under high stress, first responders often have to desensitize themselves while on the job. EMS Battalion Chief Bradley Starkey highlights the importance of checking in with his crew after an emotionally challenging call.
“As EMS providers, we’re having to stay focused on making sure that other distractions aren’t taking away from the patient care, and they all do an excellent job,” says Bradley, “Because we get so focused, sometimes a challenging call will hit you a little later…I try to keep up with them all, and they do the same for me.”
Despite the challenges that come with the
job, James finds helping others receive proper medical services the most rewarding part of being a paramedic.
“These people call and trust you to go into their homes to provide great medical care and be there for them,” says James, “My goal is to greet them with respect, be that listening ear, and work with my partner to provide the best care we can.”
Despite popular belief, providing medical care isn’t the only task of an EMS provider. An important part of Candace’s role as an AEMT is to be the patient’s advocate by listening to them and providing the resources they may need beyond medical services.
“It’s like being the calm for that person, regardless of what’s going on around you…the world could be burning, but your whole focus is to remain calm and be that guiding light for somebody,” says Candace, “Sometimes they just need somebody to listen to them.”
The Webster EMS Division has grown rapidly since opening its doors a little over a year ago. It currently serves as a practicum for paramedic students seeking practical experience.
“We’re making growth as a health profession,” says Bradley, “Our little Webster town is making bigger differences for students.”

• City Council held a Public Hearing to receive comments on Planning Case 25P-005, a request to amend the Magnolia Court Business Park Planned Development Guidelines to modify development standards, including permitted uses and parking requirements.
• City Council approved an Ordinance amending the Magnolia Court Business Park Planned Development Guidelines to modify development standards.
• City Council accepted the Annual Comprehensive Financial Report (ACFR) for the fiscal year ended September 30, 2025.
• City Council appointed one member and one alternate member to the City of Webster Planning and Zoning Commission.
• City Council appointed Adriel Montalvan as the new Director of Community Development.
• City Council authorized a purchase order to Hahn Equipment Co., Inc. to replace control panels at wastewater lift stations 6, 11, and 12.

Three More Years Together
Mayor Jasso and Councilmember Graves were sworn into office in May, marking the beginning of a new, three-year term after recent election victories.
