Making a Budget Impasse, Passable

The high school football fields have come back to life across the West Branch Valley, and next week, I’ll be writing about the Little League World Series and all the good things going on in our area. I would much rather write about sports than the problems facing our Nation and who deserves the credit for them. Incidentally, the Fed raised the interest rate another quarter-point last week, which is not a sign of an improving economy, and gas prices continue to go up. We’re back to that point where it takes me over $100 to fill my tank. The assault on the wallet of the everyday hard-working American continues.

I cannot imagine being a parent trying to get the kids ready for back to school with the cost increases in everything, let alone if you have a big family heading back to the classroom. That doesn’t even get you to the grocery store, and you have got to be kidding me with the prices I see every week. I better leave this topic, or it will turn into a testimonial on how, on top of paying these ridiculous prices, they want you to work for the grocery store of your choosing. This by bagging your own groceries, checking yourself out, and being financially responsible for the cart you use. This is while multiple

grocery store employees huddle together and watch the self-service grocery shopping process.

What will be next? They will probably want you to bring your own grocery bags or pay for the ones you need. I get it; reusable bags are good for the economy, and let’s push the shopper that way. I have enough trouble remembering my wallet, let alone shopping bags. I better stop there.

This is where I should remind everyone to be kind to those working not only at the grocery store but wherever you shop. Please remember they are not setting the policies of their employer. They are there just trying to make a living and do their job. Most will help you with whatever you need. Stay with the Golden Rule I so often mention.

The current event I want to hit on this week is our state’s recent budget impasse and how to solve that problem for the future. I don’t think most, including myself, understand the economic impact this event can have, especially when it occurs at a state level. The funding often cut when this occurs can have a dramatic effect on school programs and agencies that take care of our elderly and children. It can make life tougher on those everyday hard-working folks who are just try-

ing to get make ends meet by taking away programs that are most needed. On both the state and federal levels, a budget impasse can affect the paycheck of those working to keep fellow citizens safe.

The above-mentioned all occur while most elected officials don’t worry about what happens financially if they get to the drop-dead date and no budget has been passed. And yes, I understand Governor Shapiro signed the state’s main budget, and they’re working to get this all ironed out. This is exactly my point; it shouldn’t take until after the date to solve it.

How about our elected get proactive so the budget is actually done and passed before the date required? Wouldn’t this be truly beneficial to the American citizens, whether it happened in Washington or Harrisburg?

I understand this would require compromise and checking the political agendas at the door. As well as the pork belly add-ons that seem to become a part of every budget, becoming a thing of the past.

The answer to this problem is very simple: getting it done is probably impossible. When you reach a month prior to that drop dead budget deadline, our elected, whether in Washington or Har-

risburg, don’t get paid. I know what many of you are thinking: that’s not a big problem for many of our elected, especially in Washington, because they’ve built a lifetime’s worth of wealth, and going without a paycheck will not hurt them.

This is the catch — a month prior to that deadline date, their entire staff and anyone working for them do not get paid. Make them look the people in the eye that need that paycheck each and every day as the clock is ticking. The pay freeze a month prior makes sure it will get done a month ahead of time. I just can’t imagine anyone would allow the staff that completely support them to go unpaid as they sat fat and happy playing partisan budget time politics. We would probably never hear the words budget impasse again.

In closing things out this week, a tip of my Webb Weekly cap with the American Flag on the side to State Rep Jamie Flick for taking the time to sit down with me to explain both the budget impasse and some of the repercussions in a Cliffs Notes manner. I also want to note that Representative Flick went on record that he would not accept a paycheck if a state budget could not be agreed upon. If you missed it, the information about this was on page 40 of last week’s issue.

A New School Year is Coming

OK, OK, don’t come for me, but it’s getting to be that time. No one likes it, no one wants to think about it, but the new school year is right around the corner. Believe it or not, we are just a couple of weeks out from the first Friday Night Lights.

While summer break is a much-needed respite from the rigors of school, it doesn’t mean school should be forgotten entirely. In fact, doing some preparatory steps before a new school year begins can make the year go much more smoothly. Here’s how you and the kiddos can start prepping for the final.

According to Scholastic, summer slide is a concept that was first acknowledged by researchers in 1996. Many comprehensive studies have come out since then and indicated that kids lose significant knowledge in reading and math over summer break, which can have a cumulative effect and lead to skill loss each year. Some research says up to 20 percent of school year gains in reading and 27 percent in math are lost during summer break. Children should be encouraged to read as much as possible during summer break, particularly since many schools require summer reading and subsequent essays or book reports upon returning to the classroom. Let kids read what they want, whether it’s comics, magazines, the newspaper, or even books they’ve read before.

Start enforcing bedtimes

School-aged children (six to 13 years) need nine to 12 hours of sleep every night, according to KidsHealth.org. During the summer, late nights can easily be rectified by sleeping in the next day. But when school resumes, the alarm clock will be ringing earlier than expected. Parents can gradually implement earlier bedtimes as summer winds down so that kids are getting the rest they will need. This is especially true if your child is transitioning from one school to another where start times may be earlier than last year.

Get in the know

Parents can begin to pay closer attention to emails and social media posts from schools as they’ll likely contain information about upcoming school calendars, bus routes (or transportation registration), changes in personnel, or any additional updates. This will help alleviate any surprises on the first day of school.

Accumulate supplies

School may not be on the radar early in summer, but it’s wise to purchase supplies early. Right before school starts there is a mad dash to grab notebooks, pens, clothing, and more, which can make for a stressful shopping experience for all involved. Shopping early helps families avoid that outcome. I know this is hit or miss depending on the district and age. Some provide most of what kids will need, and some encourage waiting until after open houses so that teachers can provide a list. But picking up the basics early can help you get ahead. Plus, who doesn’t like buying school

supplies?

Speaking of supplies, there are also opportunities to help those that may not have access to everything they need for a successful school year.

Even though it is not Christmas, the folk at The Salvation Army are keeping busy! They are starting their school supply drive. Their goal is to collect enough donations to provide at least 100 filled backpacks so that more local children can start the 2023-2024 school year equipped for success!

LH Jams Festival 2023

It’s that time again, the LH Jams Festival is back in Lock Haven! “We are busy pulling together a great schedule of vendors, artists, and musicians for the 8th annual LH JAMS summer festival!” said Steve Getz, LH JAMS Director and CCAC Board President.

“Last year’s festival set attendance records along with our expanded schedule to include the Thursday evening ‘Rockin’ the Roxy’ fundraising concert. In addition to another amazing evening of music, this event helps to offset some of the cost of the festival while raising funds for the CCAC/Jeff Gummo Scholarship for the Arts.” Getz went on to say that even though the majority of the festival is free to the public, they ask you to consider attending this worthwhile event on August 10 along with the rest of the LH JAMS festivities on August 11, & 12.

– Susan Nichols Gephart: Susan Nicholas Gephart is an award-winning pastel and oil painter who has been creating colorful, impressionistic landscapes “plein air” for over forty years. Susan’s colorful, impressionistic plein-air pastels and oils are in private and permanent collections across the country, including The Penn Stater Conference Center, Lock Haven University, and The Southern Alleghenies Museum of Art.

The Back-to-School Mindset

It feels like once the 4th of July fireworks are quelled, stores and advertisements start gearing up for back-toschool way faster than any of us are ready for. However, as of the writing of these words (August 1st), bookbags, lunchboxes, water bottles, new clothes, and underpants have all been purchased for the first days of school. Still waiting on the supply list from school, and haircuts have been scheduled. So, I’m in full-on planning mode, but not just with material things and bus schedules, but also planning for the big changes and transitions to come.

just about anyone can utilize a back-to-school mentality to restart or start anew on a dream or goal.

My youngest is headed to kindergarten and leaving a daycare she’s known since she was a baby. My older daughter, going into 2nd grade, is growing up so fast and will be starting a special coding program in addition to the standard curriculum, so there will be new challenges for sure.

Here are a few ways to prepare for this school year beyond the first day, supplies, and extra-curricular activities.

First off, the back-to-school mindset is a good time to take stock, make new goals, and shed bad habits. Think of it like the runner-up to New Year’s goal setting or a redo of what you had hoped to accomplish on January 1st. Whether you are a parent, a returning student, a new student, work in an academic setting, or none of the above,

Acknowledge the upcoming transition, whether it’s your decision to make a change or a grade/ school change that is inevitable. For parents, ask your child how they are feeling about going back to school. Ask what they are excited for, worried about, and hope to achieve in the first few months of the school year. It’s not only important to ask, but even more important to listen. Come up with practical plans. No one can predict what the school year will hold, but things like setting aside time for homework, rest, family time, and having a visible schedule will be a landing pad of sorts when things start to get hectic and demands start piling up.

For non-students, not only should you also acknowledge a new start but also accept that there will probably be bumps on the path. Make sure you prioritize health, sleep, hygiene, nutritious meals, and time for the things that give you joy, like hobbies, friends, alone time, regular physical exercise, and the appreciation of the physical world around you. These small commitments will form a solid foundation of wellness that will set you up to confront

any challenges that may arise.

When planning a schedule and tasks to meet deadlines, challenges, and steps toward your goal, also allow time for self-reflection. Checking in on your plan and yourself will help you identify how you’re truly doing and what actually matters to you.

This is great for parents as well. By simply asking kids, what was the favorite part of your day? What are you most proud of this week? What are you least proud of? How did certain events make you feel? You can then empower them to come up with solutions in areas in which they may be struggling.

Self-reflection allows for more realistic and flexible planning. Say the goal is to make the basketball team, or switch majors, or learn a new skill. With self-reflection, you can identify the feelings and aspects of that goal and why they are important to you. Is it because you just want to play more basketball or spend more time with your friends? Are you struggling in core classes for your major, or are you just bored? Is a new skill something to apply to your job, or just a personal challenge? Identifying the motivates helps you track your progress and readjust expectations and to-dos in your overall plan.

Next, ask for help when needed and keep

communication lines open with teachers and advisors. Ask your child’s teacher what you can be doing at home to support efforts in the classroom. Ask your supervisor what they are looking for in a candidate eligible for promotion. Ask a leader you admire to be a mentor. Don’t be discouraged if you need to readjust expectations or tasks. You may have thought Duolingo would be enough to learn a new language, but you may need an in-person tutor or an online group to practice with. You may want to take on a part-time job in addition to being on student council, but you find the quality of your schoolwork lacking. The solution may not be obvious or easy, but asking for help will hopefully give you a new perspective on approaching the obstacle.

Lastly, remember to focus on balance, not on trying to juggle everything in order to feel successful. You’ll also have to accept you’ll miss out on some experience. If you set aside time to study, you may miss out on a night out with friends. If you plan time to meditate and reflect, you may not be able to get to yard work that day. It’s OK to miss some things and leave a few things undone as long you’re able to maintain a balance of fun, rest, and work.

Whether you’re going back to school, never left, or just celebrated your 50th class reunion this summer, by tapping into the back-to-school mindset to plan out the rest of your year and into the next, you’ll be ready to take on challenges, set-ups, and achievements.

The

World of Weird Words

Last week, I celebrated the 10th “Weird Words” column with a selection of 10-letter terms. Having thus observed my minor milestone, this week’s installment is devoted to something without which I could never do these pieces: the English dictionary.

Back in pre-internet days, when folks always needed books or libraries for info, I taught a two-week dictionary unit in my freshman English class at Loyalsock High School. I like to think this was not quite as boring as it sounds; but in any case, at that time I began collecting dictionaries — partly to see which were best,

and partly to check out their varying approaches to lexicography.

I’m no expert, but as the proud owner of 56 and counting, here are some observations:

Though others existed at the time, the first reliable English dictionary did not appear till 1755. It was compiled by a single man: Samuel Johnson, a bastion of wit and erudition, and the subject of a sprawling, still-famous biography — Boswell’s 350,000-word Life of Johnson (1791). Taking roughly nine years to complete, Johnson’s dictionary is widely considered one of the greatest feats of scholarship ever achieved by one individual.

Among its noteworthy features are countless comical words no one uses anymore (fopdoo-

dle, frigorifick, frustraneous, to quote a few from the “F” section) — and the occasional humor injected into his definitions: “Oats” is called “A grain, which in England is generally given to horses, but in Scotland supports the people”; and a “lexicographer” is “A writer of dictionaries; a harmless drudge, that busies himself in tracing the original, and detailing the signification of words.”

Needless to say, there how are countless different dictionaries, and if you’re in the market, be aware that the name “Webster’s” — famous because of the American lexicographer Noah and his own 1828 volume — is not trademarked; so anyone can call their dictionary “Webster’s,” even if it’s a pathetic 220-page, dollar-store paperback. (Yes, I have several of these; in one, the “J” and “K” sections cover a mere three pages each!)

Unlike many of these worthless editions, a good dictionary will include not only definitions but also: proper syllable breaks; pronunciation; parts of speech (noun, verb, interjection, etc.); and etymology — that is, the word’s origin and what it used to mean.

In addition, some will offer: sample sentences; inflected forms (i.e., proper tenses like “sank” and “sunk”); restrictive labels (for instance, speaking of tenses, “flied” is an OK past-tense for “fly” — if you’re discussing baseball!); and idiomatic phrases that include the given word. (Under “draw,” for example, you might find “draw a blank,” “draw straws” and “draw the line,” all defined.)

But even definition is not as simple as it seems. In the first place, any decent dictionary will have multiple definitions for many of its words,

with common terms generating a vast array. In the excellent Webster’s New World College Dictionary (the one we used at Loyalsock), “run” and “set” both list more than 100 definitions!

Furthermore, many dictionaries observe the time-tested practice of placing the oldest definitions first. In Webster’s New World, for example, “hose” is initially defined as “a tight-fitting outer garment worn by men,” causing great hilarity among my 14-year-old students. The more common meaning — related to the first because of its tube-like structure — comes third in that entry.

And when deciding which words will actually get included, be mindful of the age-old lexicographer’s dilemma over whether to simply describe the language (welcoming in new words, slang, profanity and weird spellings) — or to prescribe, being more selective and therefore helping safeguard linguistic propriety. However, given the haphazard way words develop — how speakers constantly commandeer, supplement and manhandle our shared lexicon — nearly every dictionary now contents itself with merely describing.

One thing I always examine carefully is etymology — perhaps the most fascinating aspect of our language. My all-time favorite specimen is “bikini.” Invented about the same time as the atomic bomb, it is named not for the Latin base “bi-” (meaning “two”), but after a Pacific-island testing site — “to suggest,” says one dictionary, “the explosive effect on the viewer.” Boom! (Watch for a future column devoted entirely to word origins.)

As you navigate all this, you’ll have to bone

up on the editors’ system of abbreviations. One lexicographer’s rule is to be as brief as possible, so as to cram in the maximum amount of info -— hence the many abbrevs. you will find, especially under “etym.”

On top of such linguistic info, a truly great dictionary will include tons of geographical, biographical, scientific, mathematic, and sundry other material, often in appendices that read like a miniature almanac.

I used to conclude my dictionary unit with a “scavenger hunt” of 68 questions that could be answered from our classroom edition. These included such queries as: world’s most populous city; Elvis Presley’s middle name; future dates of Easter; length of the Susquehanna River; Japanese currency; SOS in Morse code and Braille; types of clouds; time zone of Utah; whether a straight beats a flush in poker; whether you can die from a tarantula bite; proper uses for a comma; and the rotation & revolution of Venus. (Fun fact: On Venus, a day is longer than a year!)

For many teachers and language fans, the gold-standard is Merriam-Webster’s Collegiate, now in its 11th edition. Also worthwhile: the old Random House College, Collins Unabridged, Webster’s New Universal Unabridged (a Barnes & Noble product) and my personal go-to, the peerless American Heritage Dictionary of the English Language.

And one more thing: If you’ve got any old ones moldering away that you plan to toss, give me a buzz and I will take them off your hands. That will define you as “kind” or “generous” — and me as “deranged.”

This is the last of the stories from our staycation at the river, except this one didn’t actually happen at the river.

In ten days with four people, you sure can accumulate lots of towels and dirty clothes. Obviously, we have no washer and dryer in the camper, so the past few years, over our ten-day staycation, I would make a day around day 5-7 to go home and do a few loads of laundry. I keep an eye on the weather and pick the day that looks rainy or gloomy. Taking a sunny day to go home and do laundry when you could be out floating on the boat is hard to do. But guess what? The day I had to go do it ended up being the nicest day of them all. Go figure.

I wandered home around 8 a.m. I thought I could swing by Dunkin’ and grab a turkey wrap with a small bag of tater tots to eat while I watched Kelly & Mark on the TV while waiting on laundry. Dunkin’ is right on my way home, so it was perfect. I ordered my breakfast and was on my way home. I planned on being back up to the river by lunchtime. My husband, Chris, just put our garage door opener in our car. This is how

I was getting in the house. All the doors were locked up tight. I pulled up in the driveway and hit the button to open the garage door attached to our home. Nothing. I was listening to the Bobby Bones show on the radio, and once in a while, they do a rock game where the cast has to guess the rock and roll songs. The people playing only listen to country music, and when Ozzy, AC/DC, Queen, Nirvana, and many others come on, I love seeing if they guess them. Typically, they don’t guess them. Then I’m in disbelief that someone doesn’t know who sings “Free Fallin” by Tom Petty.

I hit the garage door opener once again once the rock game was over. Again, nothing. I just kept clicking like it was a TV remote. It wasn’t responding. I called Chris, and he said it should work. (Like, I didn’t know how to use a garage door opener or something?) Haha. I told him it didn’t take a rocket scientist to figure out how to work it. I was hitting the button towards the garage and getting nothing.

“Well, what the heck!?” he said. “I wonder if the battery died then?”

I thought I would go check some windows. ey aren’t easy to get to, and typically they are all locked, but ngers were crossed that a window wasn’t locked, preferably in the back of the house. Out front, our windows are higher up, and it would be my luck that someone would drive up our dirt road and see my big butt trying to get through a window.

I spotted a window that didn’t look tight, but how do I even get to it? is was too good not to share with a few friends and family on Snapchat, so I started a video saying what happened and that I was on a mission to literally break into the house. Oreo Cream Pu Cake

Ingredients:

• 1 cup water

• 1 stick butter

• 1 cup our

• 4 eggs (not beaten)

• 4 cups milk

• 1 (4.2 ounces) Jello Oreo Pudding

• 1 (3.2 ounces) Vanilla Pudding

• 1 (8-ounce) Cool Whip

• 10 crushed Oreos

Directions:

Heat water and butter until it comes to a boil. Remove from heat and add our by hand until a ball forms. Stir in eggs. Spread in a 9” x 13” greased pan. Bake at 400 for 25 minutes; let cool.

Beat pudding and milk until thick. Spread on cooled crust; top with cool whip.

Add crushed Oreo and refrigerate until chilled.

When asked why they decided to hold their annual Summer Snow Day after such recent challenges, Mikowski responded, “Having Summer Snow Day again this year was really important to us. This, we later learn, will show us how women feel about the real world we live in. But here as elsewhere, “Barbie” must exaggerate to a ludicrous level to make its point; rather than coming across as revolutionary and cutting-edge, it is merely dreary and depressing.

Is this really summer entertainment for young girls?

And do grown-up women really find it fun to watch Ryan Gosling play a brainless and emasculated jackass?

In any case, Barbie and Ken (Gosling) eventually wind up in the real world, where Ken finds “the patriarchy” so inspiring that he returns to Barbie-land and flips it upside down, making the whole realm a sort of 24-hour-a-day man-cave.

And once again, the film must take this to extremes, playing on the worst excesses of men to make us look like jerks who can’t be trusted.

As I squirmed and groaned through these outrageous scenes, I scribbled down in my ever-present notebook the following adjectives for the way men are portrayed: drunk, bossy, selfish, demanding, messy, egotistical, possessive, jealous, combative, pushy, and narcissistic.

Granted, some males are like this — perhaps even many. But if anyone today made a major motion picture stereotyping women in this absurd and insulting way, they’d string him up from the highest tree. Personally, I would have preferred weird or surreal.

Who Do You Say That I Am?

Jesus asked Peter, “Who do you say that I am?” It is the primal question of life and eternity.

Peter answered, “You are the Messiah, the Son of the living God.” See Matthew 16:13-20.

Peter’s answer didn’t just come out of the blue. It was the result of witnessing astounding miracles, experiencing authoritative teaching, and hearing the stories of others who had been touched by Jesus. In other words, God’s grace had revealed this truth to Peter.

God’s grace has been doing the same for you – even if you haven’t noticed.

If Jesus were to ask you today, “Who do you say that I am?” What would your answer be?

If you’re a believer, then you will respond just as Peter did. And like Peter, you came to that conclusion because God’s grace revealed it to you through miracles, authoritative teaching, and stories.

If you’re not a believer, then my effort today is to help you see the grace God is giving you to help you believe.

Miracles

According to Luke’s gospel, before Jesus began calling His disciples, He was already teaching with authority and

performing astonishing miracles. He was generating a lot of attention, but even so, when He called Peter, James, and John to follow Him, He performed a powerful miracle just for them. See Luke 5:1-11. These fishermen were so moved by what they witnessed that Luke writes, “So they pulled their boats up on shore, left everything, and followed Him.” Clearly, Jesus used miracles to demonstrate His worthiness to be believed.

And yes, He still uses miracles today. Some of us believe in Jesus today because He demonstrates His power to us in such dramatic ways that we remain convinced.

I’ve experienced all kinds of miracles. Some of them were extraordinary and unmistakable. Others have been subtle and almost imperceptible – but miracles just the same. To this very day, God continues to build my faith by interrupting my life with clear demonstrations of His power and love. It is His grace to a natural skeptic like me.

Some people suggest they are merely coincidences. I call them God-incidences. I know the difference, and I think you understand what I mean.

the Mount, Matthew records this observation, “The crowds were amazed at his teaching, because he taught as one who had authority, and not as their teachers of the law.” Matthew 7:28-29

What Jesus teaches is powerful and transformational. In a world of blah, blah, blah, the teaching of Jesus Christ stands out. His call to radical love, selfless sacrifice, and divine purpose carries a weight of authority so profound it compels us to believe.

This is probably a wise place for a confession: we Christians aren’t always the best representation of who Jesus is and what He taught. We’re human, and we fail – sometimes in spectacular ways. We’re too often ambitious and selfish. We get hung up in our dogmas and, legalisms, and traditions. We are sometimes judgmental hypocrites. We apologize for not doing a better job. Please don’t judge Jesus and what He taught by His followers. He’s still working on us. And while we may not be perfect, I trust we are honest enough about our struggles to be authentic.

Stories

When the women at the well went back to town after talking with Jesus, she told everyone the story. John records what happened next, “Many of the Samaritans from that town believed in him because of the woman’s testimony, ‘He told me everything I ever did.’” John 4:39 Her story about her experience with Jesus was all they needed to hear to believe.

Our stories are powerful. People can argue with us about the veracity of the Bible and the existence of God, but they cannot argue with our stories about Jesus. They stand as authentic witnesses to His authority and power, grace and love. We need to tell our stories.

When I was a teen, the story of Nicky Cruz, as told in the movie The Cross and the Switchblade, had a profound effect on my life. Nicky was the leader of the Mau Maus, a violent New York City gang. His story of transformation from gang leader to Christian evangelist and leader was powerful. It was a turn-around story filled with grace that God used to help me believe.

The story of Corrie ten Boom, as told in the movie The Hiding Place, influenced me in a different way. Corrie survived a Nazi concentration camp during the Holocaust. County Hall Corner: Defeating the Demon of Addiction

One of the fallacies of seeing history through the lens of Critical Race Theory is that it distorts the truly amazing elements of American history that have impacted the world. One example was our treatment of criminals.

Throughout the world, punishment for crimes was meant to be severe to discourage others who might be tempted to break the law. Pennsylvania was one of the earliest colonies to modify criminal sentences by adjusting sentences to the severity of the crimes — robbery and burglary no longer were punishable by death.

Our commonwealth was also the first to make their prisons a place where incarcerated persons would learn to show sorrow for their wrongdoing and turn to a righteous way of life, known in the Christian faith as “penitence.” Hence, these new prisons were known as “penitentiaries.”

This same spirit lives today in Lycoming County, which recently celebrated the 25th anniversary of the Treatment Courts at a wonderful outdoor event at the South Williamsport Park Complex on Wednesday, July 26th. It was appropriate that Judge Nancy Butts served as spokesperson for the event as it all began back in 1998 when Judge Butts took on the role of initiating a Drug Court, only the fifth in the entire state. The concept was to treat the individual’s addiction issue rather than simply

incarcerating them.

It was not meant to be a ‘free ride’ by any measure. Drug courts were created to get the individual free from their addiction through counseling and frequent interactions with the judge. Almost everyone who had gone through the program and spoke at the anniversary event highlighted that it was “hard work” to meet the requirements, but it was all for their good, and they were thankful for it.

Much of that ‘hard work’ also comes from those that are included in the process, such as the Lycoming County Probation Department, West Branch Drug and Alcohol Abuse Commission, Genesis House, Inc., and Crossroads Counseling, all located in Williamsport.

Those in the program are not sitting in prison, but it is not freedom either. As Judge Butts stated, “They’re essentially locked down, but they’re locked down at home. They can go to church or work. They can go to counseling and medical appointments. They can pay their bills to keep their house.”

Anniversary event spoke of the program’s impact on their lives. But perhaps the most moving of all was District Attorney Matt Gardner, who related a personal experience he had with the death of his brother-in-law in 2016 due to a drug overdose. The pain of that experience has lasted to the present day. Gardner recognized that those with addiction issues impact more than themselves and has since become a strong advocate for the Treatment Courts.

From that beginning in 1998, there are now four different branches: Drug Court, DUI Court started in 2005, Mental Health Court in 2008, and Veterans Court in 2019. If an individual has committed a crime and falls into one of these categories, they must meet certain metrics to be a candidate. But much of it falls on the individuals themselves. The process takes anywhere from a year and a half to

two years to complete, and each of the three phases are celebrated. There were a number of individuals who received their first and second-stage certificates at the anniversary celebration event.

Those who still question the value of this program should be aware that the rate of recidivism (the tendency of a convicted criminal to re-offend) is 60 to 70 percent nationally, yet in Lycoming County, it is half that number. It is hard work for everyone: the courts, the probation department, the service organizations, and, of course, those who are convicted and serving out their “time” by changing their lives to prevent making those same mistakes again. It is hard work, but it is making a difference that benefits everyone.

The difference between try and triumph is a healthy umph!

If ever there was a time for a cold one, it’s today. Just think about how the drops of condensation slowly roll down the outside of the glass as you wrap your fingers around it, and how it feels when chilled liquid hits the back of your parched throat. That first swallow. Imagine that pleasure. Then read “Ice” by Amy Brady and imagine not ever having it again.

Two centuries ago, if you lived in the northern part of America and you wanted a good, cold glass of water, you were in luck. Chances were that someone you knew had taken their lives in their hands last winter and harvested ice from a lake or river, storing it in an

icehouse for later. Yes, it was ice — cold, solid — but it was full of sediment and who-knows-what from its source. Still, it was better than what your penniless Southern brethren had, which was nothing.

All that changed in 1806 when Frederic Tudor figured out how to ship ice south to the islands off the tip of Florida. Problem was, nobody there had seen ice, so nobody knew what to do with it. Enterprising Tudor mixed drinks and made ice cream as a demonstration.

When Dr. John Gorrie discovered a way to manufacture ice, it meant the difference between losing most of his patients to fevers and being able to save some. Even so, people laughed at him, partly because most folks believed in “crowd poison” (which “didn’t exist”), and partly because Tudor created a “smear campaign” against Gorrie. Gorrie, by the way, also figured out how to use ice to cool a room.

brawny icemen, schlepped into home or apartment along with a rumored bit of flirting. Ice was a commodity beloved by bartenders, fraudsters, CEOs, and presidents. It’s been a lifesaver and, says Brady, the catalyst for convenience stores. Without it, we wouldn’t have curling, skiing, skating, sweet tea, or margaritas.

Without it, we wouldn’t have ice cream. Can you stand to think about a summer without ice? Probably not. Author Amy Brady says we Americans have an “obsession” with it and in “Ice,” you’ll see how that happened.

No One Wants to Be Councilman in Montoursville

Williamsport has twenty-seven avowed candidates for nomination as city commissioners, or councilmen with more to hear from.

Montoursville cannot get anyone to run for councilman and will hold a public meeting this evening to discuss the situation and endeavor to prevail upon a few patriots to stand for election.

The present councilmen are Dr. R. H. Born, J. S. English, F.A. Hayes, W. C. Bennett and Jacob Harman. The term of five of these expires on December 31; Mr. Hayes being the only man who holds over, in addition the term of Burgess John Hanner also becomes vacant.

The quintet of councilmen and the burgess have absolutely refused to run again and every man who has been canvassed has begged to be ex-

cused.

The whole trouble is over roads. Montoursville roads, especially the main street are notoriously bad. It will be remembered that the councilmen were ordered before Judge Whitehead, who told them that they must repair the main street. The council did improve it, but it is still pretty bad. It was planned to pave this street, but the proposition to raise the money by a bond issue was defeated in a town vote. To build a pavement it will be first necessary to put in a sewer and the town has not enough money for this, let alone to pay for the pavement. While there are numerous men in Montoursville interested in and desirous for the public welfare, they are not sufficiently interested to be the knocking post of all the other good citizens when the roads are not improved. Nor are they at all anxious to go into court and pay fines for not improving the road, whey they know they can do little or nothing if elected.

Preparations Underway for MLB Little League Classic

The 2023 MLB Little League Classic will take place on August 20 at Muncy Bank Ballpark at Historic Bowman Field. This year’s event will feature the Philadelphia Phillies and the Washington Nationals. Preparations outside the ballpark are ongoing for the event. As in past year’s this will mean some minor unavoidable inconveniences, mainly

The Lunker of the Lower Deschutes Continued

For more than 70 years, I have had the privilege of hunting and fishing across the United States, and the adventures have taken me to virtually every state. This lifetime of enjoying the bounties of nature has frequently presented challenges of one manner or another, but none had rivaled the challenge of the single cast I was about to make!

My son, my nephew, and I, along with our guide, Dan Anthon, were floating the Lower Deschutes River in central Oregon in search of native rainbow trout. We had already made several stops to fish pools and channels where Dan’s previous trips had revealed great locations for trout that were willing to take a fly if properly presented. The technique we had been using was bouncing a nymph along the bottom and using a small indicator on the line to spot a strike when it would occur.

Our casting and drift control had improved as the trip progressed, and now, I was about to be presented with

a new challenge.

We had been having success catching 12–14-inch rainbows, along with the occasional 16-incher. Now, Dan was about to up the challenge and put me to the test! He knew where several larger fish lay along the river’s edge and, in fact, had taken a select number of clients there in past trips. He was very selective in whom he took there and did not fish the spot often in order to protect the big trout that were there. I felt quite privileged when he described what was about to happen.

Just a couple feet off the river bank were three 18-plus-inch rainbows that hung out in the same spot all the time, and downstream of them, several feet was the fish we would target — a 20-plus-inch lunker of a native rainbow. We anchored the boat 20 yards below the fish and began the upstream wade in the 56-degree water. We eased to within 10 yards downstream of the target trout and then paused to assess the surroundings and the challenge of the upcoming cast to him.

dry fly, which imitated the current hatch of flies and appeared to me to be a size 14 spent-wings Adams. The trio of large trout was a mere 8 feet upstream of the one I was hoping to catch, so the fly had to land just downstream of them and be able to drift naturally down to the target fish. The water was flat where the fly would need to land, but then it would pick up speed as it swirled around an exposed rock just off the bank and slightly above where the lunker was lying. There was also the matter of a matt of floating brush at the edge of the bank, under which he held his position against the current. It would be a tricky presentation indeed, and there would be only one chance to make it.

I made one cast further out into the river to judge whether or not I had let out enough line, and the fly landed at the length that was needed. After the line and the fly straightened downstream, I glanced at Dan, took in a deep breath, let it out, and made the cast. The fly just missed the overhanging branch and lit gently just downstream of the trio and in the exact spot needed to create a natural drift downstream to the lunker. I held my breath as it floated naturally down the slack water, then picked up speed as it swept by the exposed rock.

The lunker’s broad back broke the surface as it lunged for the fly, and in one quick swirl, the fish was on! I raised the rod tip to set the hook and instantly felt the weight of this great fish.

He raced upstream, then headed out into the main body of the river, then dashed downstream. NO……………!

The line went slack, and in an instant, we realized that he had circled the exposed rock and had thus broken the leader. My heart sank. And yet, I was thrilled that the fly had been properly presented, and I was able to witness the huge rainbow slash across the surface as it took the fly! He had chosen his holding spot for good reasons.

The chute of water often carried insects, and the exposed rock gave him the opportunity to break a line if he happened to get hooked!

We continued the float down the 10mile stretch of river, with numerous stops to successfully fish for rainbow trout, but I couldn’t shake the image of that monster taking the dry fly! I have relived that moment every day since!

Fishing the Plastic Worm

When I was a kid growing up in western Pennsylvania, when I wanted to go fishing, I did what all the other kids did — I dug some night crawlers and went fishing.

It was in my high school days when all that began to change, and artificial plastic worms were introduced.

I thought it was a big joke until someone gave me a couple of Creme plastic worms, and I gave them a try one day at a local lake. I caught several largemouth bass even though I didn’t know what I was doing with that plastic stuff; I was hooked.

A lot has changed over the years with the soft plastic worms. For instance, they have become softer and more flexible, and they come in a great variety of colors and sizes. Other innovations included the introduction of an assortment of different scents to help entice more strikes. Also, the way you fish plastic worms has evolved over the years since new types of rigs and presentations have evolved.

Probably one of the earliest worm tactics was the Texas Rig. To tie this rig, slide a cone sinker onto the end of your line and then tie on a long-shank hook of an appropriate size; there are a variety of hooks, including weedless for rigging plastic worms.

You make this presentation weedless by pushing the hook down into the head end of the worm and back out again in about a half inch. Turn the hook and push it back up into the worm and parallel to the back; push the hook point just slightly into the back of the worm to make it weedless. To keep the cone sinker from sliding up the line, I stick the end of a wooden toothpick into the top and break it off. This rig can be fished in shallow or deeper water and even around structures and weed edges.

The Carolina Rig is similar to the Texas Rig but with some important differences. With this rig, the slip-sinker is placed above a snap swivel so it can’t drop down to the worm, and an 18-36-inch leader is attached to the business end. You can rig the worm with a hook similar to the Texas Rig. The whole point of this rig is to get the worm up off the bottom and just above the weeds, and for that reason, a buoyant worm is often used. The sinker gets the rig down, but the worm rides higher in the water. Another rig which has been gaining in popularity is the Drop-shot Rig. With this technique, a swivel is placed at the end of your line, and then an additional desired length of line is added below the swivel. A bell sinker or similar type of weight is placed at the end of the added line, and

your plastic worm is attached higher at the swivel. This rig gets down quickly with the weight on the bottom, but the worm rides higher above weeds or other structures where it remains visible as it is jigged in that location.

Finally, another rig that I have referred to in past stories is the one known as the Wacky Rig, and “wacky” is a good name for it since it looks like something a little kid put together. A wacky worm is generally a little shorter than a regular worm and blunter at both ends, and what’s so different is the way it’s hooked; the 3/0 or 4/0 hook is simply pushed up through the middle of the worm — that’s it. A split shot can be added somewhere above the worm for deeper water and to get down quicker.

I like to put an O-ring or a slice of a tube jig in the middle of the worm and then run the hook through that since it helps to keep the worm from breaking apart with multiple hits. If needed, you can also use weedless hooks. This rig should be fished slowly, stirring up the bottom as it’s jigged, and then left to settle again.

It’s also possible to fish a worm with a simple mushroom jig head; simply push the hook in the appropriate length, and you are ready to go. Obviously, there are a lot of approaches to fishing the plastic worm, and these same techniques also apply to plastic lizards and creature baits.

The point is they all work at one time or another; the problem is finding the time to go out and make it happen.

In the real estate world, other than ‘sale is final,’ ‘location, location, location’ seems to be the magic words. Where, as opposed to what is often the sought-after trump card.

In the baseball world, the longsuffering fans of the Pittsburgh Pirates are a prime example of the location conundrum. Its physical property, PNC Park at 115 Federal Street, is one of MLB’s crown jewels. In true real estate jargon, it’s described as “An intimate, classic-style ballpark that embraces the progressiveness of Pittsburgh while saluting the spirit of early originals. Its scenic vistas of downtown and the riverfront create an exciting and dramatic urban sports venue.”

Its curb appeal is inviting. Its lush green lawn is immaculate. Its choices of cuisine are almost endless. There are plenty of things for the kids to do and enjoy, and it provides ample room for entertaining guests.

But even in the most pristine locations, occupants are often caught up in the endless futility of ‘keeping up with the Joneses’ with plans and actions of constant rebuilding and remodeling, never satisfied with what they have before them. While they don’t mind a little refurbishing, those

same Pirates fans have become a bit distraught with the continued tinkering in the neighborhood each July that comes with the explanation of preparing for the future.

There is no question that the ‘future’ is not now for the Pirates, nor has it been for most of the 21st century. This 2023 edition of the Buccos got out of the gate with the ultimate tease, compiling an early 20-8 record while occupying first place for the month of April. Since then, fortunes have reverted to the Pirates of old, with the team battling the Cardinals for last place in the NL Central.

Throughout their 142-year professional history, the Pirates have compiled an overall winning record, and the enamored townsfolks have identified with the black & gold. But since the turn of the century, the remodeling has become a bit of an eyesore.

Only four times since 2000 have the Pirates had a winning record, the last coming in 2018. They’ve not been to the World Series since 1979, haven’t made the playoffs since 2015, and have lost 100 games the past two seasons. In 2021, game attendance dipped below 1 million fans with a per-game average of 10,611, the lowest since 12,577 in 1995 when the team

General Manager Ben Cherington’s reworking of the franchise has begun to infuse some life and energy into the PNC location, with as many as five rookies dotting the starting lineup by late July. A three-game end-of-the-month series with the Phillies drew crowds of 30,000+ as the Pirates took the series 2-1 against their PA foes.

With the passing of the August 1st trade deadline, the team’s makeover continued as a new flag containing the old adage, ‘out with the old, in with the new’ might as well be hoisted on the center field flagpoles right next to Old Glory and the Jolly Roger. Although PNC Park’s turnstiles may qualify as a gated community, it is not one for baseball senior citizens.

When the August 1st trade deadline expired, so had the services of four of the team’s elder statesmen. Abandoning ship were pitcher Rich Hill, at 43, MLB’s oldest current payer; first basemen Carlos Santana, 37; first basemen Ji-man Choi, 32; and catcher Austin Hedges, 31. Of the quartet, Santana had most endeared himself to Pirates fans with an engaging personality, defensive flair, and power bat. In his last at-bat with the team, he belted a decisive ninth-inning home run in a win over San Diego.

In the facility’s spacious walk-in closet, only the belongings of community icon Andrew McCutchen were the property of a 30-year-old.

and plenty of opportunities for kids to play, many of the new tenants relocating to 115 Federal Street will most likely be beating the bushes of the minor leagues for the foreseeable future. On the team’s current active roster, ten players are 25 or younger, with many more seeking Google directions to Pittsburgh from farm team locations.

All told, 75 players went to new addresses via 32 MLB deadline trades, with the Mets surrendering and dismissing Justin Verlander and Max Scherzer making the most headlines. While many of the moves were made by teams vying for playoff spots, the Pirates are seeking a more longterm investment.

“We certainly considered a more passive approach and keeping everybody,” Cherington explained. “We weighed that versus the opportunity to get some young talent or seek young talent that we didn’t have a week ago, combined with opening up opportunity for some guys who have a chance to be here for a longer period of time.”

On the baseball calendar, August 1st resembles the day after Christmas, with teams making gift exchanges, all hoping for something better than what they had. It’s been all too familiar in the Burgh. Along North Shore Drive, between Heinz Field and PNC Park, sits a statue honoring Pittsburgh native Fred Rogers. All Pirates fans long for the day when Mr. Rogers’ neighborhood will be the home of championship baseball.

Icannot believe our summer is coming to a close. We just started. The kids will be heading back soon. The fall sports scene will be kicking up shortly, too. I need to make the transition. We all do. I seriously do not know where the time goes.

I would like to send some praise to two local squads. Last week, I wrote about the girls’ softball team at WALL. They finished second and an incredible showing in the State Tournament. I

did my best to follow every game. Although our gals came up a tad short, I am very proud of this team and what they accomplished. Bravo ladies. I also need to give the Montoursville Juniors some love. My friends from the borough did extremely well. These boys finished second in PA. Juniors is the next step after Little League. I know a great deal of their coaches and players.

I am not surprised by their successes. Congratulations.

Jensen will be heading to Williamsport High School in a few weeks. He will be an incoming freshman. Dude? Say what? Yes. This will be tough. He is all grown up, but thankfully, he still looks and acts like his mom. Jensen is somewhat excited. New chapter. New settings. I am sure he will be fine. WAHS is the best. I have

nothing but love for my Millionaires. My son plans on trying out for the WAHS Golf Team. He has shown a recent interest, and I am thrilled with his new passion. We have played a few rounds lately. Hit some balls at the local ranges. We practice our flops in the backyard after supper. Jensen is staying humble, and his expectations are low. Golf is hard. It is a very frustrating game. Especially for those just getting acquainted. I try to remind him that things will come. Stay positive, kid. Easier said than done.

share golf with your family. Introducing our children is particularly special. You are giving them a gift that they can enjoy for the rest of their lives. Yes. I have been around the game of golf for quite some time. Player. Coach. Trade. And now I scribe. I repeat, golf is hard. I know a great deal about the golf swing, and teaching my own son has been rough. The same goes for any sport. It helps when you have another set of eyes involved. I highly recommend getting some pointers from a PGA pro.

I have come across tons of articles on how to get your kids involved. I am not an expert, but I have been around. KEEP THE GAME FUN. Golf is a game. Remove the frustrations and harp on patience. Allow kids to learn at their own pace.

GIVE PRAISE. This is so important. Compliment the good shots and laugh at the bad. Constant encouragement helps. Pat them on the back. Find and give them reasons to love the sport.

START SIMPLE. Start with the basics. A proper stance and grip will go a long way. There is no right or wrong way to swing the club. That is what makes golf so challenging and fun.

ENVIRONMENT. I don’t recommend

that you take your kids to the course during peak times. Smaller crowds allow your child to explore and take their time. They will feel much more comfortable and won’t disturb others. CAMPS. Do some research. Find a golf camp or clinic that is suited for kids.

I have enjoyed the past few weeks playing and prepping with my son. Jensen is getting better, and he seems to enjoy the sport. It has allowed me to start hanging out at the course again.
