Il conflitto alle porte europee sta generando un possibile impatto diretto, come mancata fornitura di materia prima alle aziende italiane del comparto legno. Sono infatti diversi i settori della filiera legno che utilizzano materiale proveniente dalle regioni in conflitto. Nel primo fine settimana di marzo, l'UE ha annunciato sanzioni che limitano il commercio con Russia e Bielorussia. Anche il commercio di legname rientra in queste sanzioni. L’Ucraina, paese alle porte della EU fornisce stabilmente volumi costanti, 181.000 m3/anno 2021 (fonte timber on line) di materiale prettamente destinato al settore imballaggio quali: Abete\Pino: Freschi – essiccati; Tavolame ed elementi per Epal 22x98\22x143; Morali e tavole di fianchi. Valutiamo inoltre un effetto indiretto che impatta sul sistema europeo. Infatti, il volume totale dell’importazione dall’Ucraina in Europa è di 1,1 M di m3, dato che va a inficiare ulteriormente un sistema di fragile equilibrio di domanda\offerta che ha caratterizzato il mercato europeo della produzione di segati. GEOPOLITICAL SURVEY

The conflict on the doorstep of Europe is generating a possible direct impact, such as a failure to supply raw materials to Italian companies in the wood sector. In fact, there are several sectors of the wood supply chain that use material from the regions in conflict. In the first weekend of March, the EU announced sanctions limiting trade with Russia and Belarus. The timber trade is also covered by these sanctions. Ukraine, a country on the doorstep of the EU, steadily supplies constant volumes, 181,000 m3/year 2021 (source timber online) of material purely intended for the packaging sector such as: Fir\Pine: Fresh - dried; Boards and elements for Epal 22x98\22x143; Morals and boards of hips. We also evaluate an indirect effect that impacts on the European system. In fact, the total volume of imports from Ukraine to Europe is 1.1 M of m3, since it further undermines a system of fragile supply/demand balance that characterizes the European market for the production of sawn timber. Shipments of Ukrainian softwood lumber to Italy increased by 1% compared to 2020. Finally, the impact that Eastern European producers of Epal and pallets can receive as availability of finished material should be evaluated, which could further decrease the availability of already assembled packaging available to the Italian market. As for the Russian Federation, the first impact on sawn timber mainly affects the import of Siberian Fir and Larch estimated at approximately 160,000 cubic meters in 2021 (an increase of 72% compared to 2020) which will mainly affect the sectors of the most high quality for coatings (such as roofs and facades). It will be precisely from imports from the Russian federation that the European market will suffer most with a contraction in volumes estimated at 4.5 M m3 on an annual basis. From Belarus, on the other hand, the modest volumes imported into Italy, only 36,000 m3, will have a limited impact on the market, especially in the packaging sector. In summary, the incidence of the ongoing conflict will result in a reduction in imports of the Italian market equal to 10% of the volumes of sawn coniferous wood on average imported, while as regards Europe this incidence could be about 7\8 M of m3, equal to 9% of European production.

Epal e bancali possono ricevere come disponibilità di materiale finito che potrebbe ulteriormente diminuire le disponibilità di imballi già assemblati a disposizione del mercato italiano. Per quanto riguarda la Federazione Russa il primo impatto sui segati va a colpire principalmente l’importazione di Abete e Larice Siberiano stimato in circa 160.000 mc nel 2021 (valore in aumento del 72% rispetto il 2020) che interesserà principalmente i settori dei profili di più alta qualità per i rivestimenti (come tetti e facciate). Sarà proprio dalle importazioni dalla federazione Russa che il mercato Europeo soffrirà maggiormente con una contrazione di volumi stimata in 4.5 M di m3 su base annua. Dalla Bielorussia invece i modesti volumi importati in Italia, solo 36.000 m3 influiranno limitatamente sul mercato, soprattutto nel settore imballaggio. In sintesi l’incidenza del conflitto in corso comporterà una riduzione delle importazioni del mercato italiano pari al 10% dei volumi di segato di conifera mediamente importati, mentre per quanto riguarda l’Europa tale incidenza potrebbe essere di circa 7\8 M di m3, pari al 9% della produzione europea.
