It is my honor to present the 2026 San Joaquin County Office of Education (SJCOE) Annual Report — a reflection of the collaborative work, dedication, and innovation that defines our educators, students, and community partners.

Education is the foundation of our county. At the SJCOE, being a service organization means strengthening that foundation to support the success of students, schools, and communities across San Joaquin County.

We are committed to creating an inclusive and supportive educational environment where San Joaquin County’s more than 155,000 students can learn, grow, and thrive. In close partnership with our 14 local school districts and public charter schools, we provide direct services to students while also uplifting and empowering educators through professional development and support. Our mission to educate, innovate, and inspire are at the heart of everything we do.

Whether in the classroom or in our offices, the work of the SJCOE supports education, which strengthens our neighborhoods, our cities, our economy, and our families’ opportunities for success. This report highlights some of the ways this happens at the SJCOE. Supporting Early Education starts by supporting parents and families.

Through a wide range of programs in SJCOE Early Education and Support, the SJCOE provides services that begin before birth and continue as young children first step into a classroom and beyond. Our support for our county’s youngest students includes a critical focus on early literacy. We are working closely with schools across the county to strengthen systems and reading instruction to ensure students are reading by the time they leave third grade.

The SJCOE is Supporting Innovation in the FabLab, a unique engineering makerspace where students and teachers alike walk the cutting edge of STEM (science, technology, engineering, and mathematics) education.

Outside of the lab, the SJCOE continues to expand outdoor learning opportunities in STEM, the arts, and more. Introducing students to the outdoors today supports their education and mental health while opening up a lifetime of experiences in nature.

Educators are lifelong learners, and the SJCOE is Supporting Educators by providing teachers, administrators, and other staff services throughout the year that improve student success. Our Educational Services teams work closely with teachers in the classroom. They also bring their own expertise to the table with experts from across California and the nation at workshops, seminars, and other events throughout the year.

Supporting All Students is done every day in SJCOE classrooms, Special Education Programs, the one.Program, Venture Academy Family of Schools, and programs tailor-made to meet the needs of any student. The SJCOE partners with the California National Guard to teach students in a unique

residential program, helping students at risk of not graduating from high school. The Come Back Kids (CBK) program gives adult students of any age the flexibility to get their high school diploma, and the WorkAbility I program connects students in special education to paid job experiences.

This is not the only way the SJCOE is Supporting Careers. Career Technical Education (CTE) helps students discover their passions and develop realworld skills. Our own CTE programs are part of a countywide system we also support. Additionally, our Greater Valley Conservation Corps (GVCC) and CodeStack Academy provide a wide range of skills that lead to jobs and support the county workforce.

I am proud of what we accomplish at the SJCOE. Each individual teacher, administrator, or support staff member makes a significant impact every day. Taken all together, the work is moving our county toward a brighter future.

THE ROLE OF A COUNTY OFFICE California has a three-level public education system, including the California Department of Education, county offices of education, and local school districts.

Regulations, funding, and policy decisions are generally established at the state level. At the same time, the day-to-day delivery of instruction is the responsibility of approximately 1,000 school districts throughout the state.

The 58 county offices of education are the intermediate level of the public education system. County offices provide a support infrastructure for local schools and districts.

County offices of education also fulfill state mandates to approve school district budgets and Local Control and Accountability Plans (LCAPs), register teacher credentials, complete employee background checks, certify school attendance records, and develop countywide programs to serve students with special needs.

SJCOE

The San Joaquin County Office of Education (SJCOE) is one of 58 county offices of education in California, dedicated to serving students, families, educators, and communities throughout San Joaquin County. From our Stockton campus to our outdoor education centers in San Joaquin County and the Tahoe National Forest, as well as school sites and classrooms across the county, we are focused on providing exemplary service to all we serve.

We care for and educate our county’s youngest learners through early education programs and provide direct instruction to students and adults through our charter schools, special education programs, and court and community schools. In addition, we coordinate and provide services to migrant, foster, and homeless children and youth.

The SJCOE supports San Joaquin County school districts by providing financial oversight, ensuring compliance with state and federal mandates, assisting with the development of Local Control and Accountability Plans (LCAPs), facilitating professional learning opportunities, credentialing, coordinating countywide student events and academic competitions, providing continuous improvement and support, processing payroll, developing technology, and maintaining information technology infrastructure.

We collaborate with community, industry, and education leaders to address countywide educational issues and advocate at the state level. Going beyond the mandated role of a county office of education, the SJCOE develops innovative programs and services that educate, innovate, and inspire children, students, and adult learners throughout our community.

Each independent school district is governed by an elected board of trustees. The San Joaquin County Office of Education (SJCOE) provides a variety of services to support students and educators. HOW SCHOOLS ARE

FUNDED

California public schools are funded through a combination of state, local, and federal funding sources. The primary funding source is the state’s General Fund, which comprises revenues from personal income tax, sales and use tax, corporation tax, and other taxes.

school year. In addition, supplemental funding — based on the number and concentration of low-income students, English learners, or foster youth — is added to the base funding. Local property taxes received by districts also fund a portion of the LCFF.

The state’s education budget is divided into several programs, the largest of which is the Local Control Funding Formula (LCFF). Established in the 2013-14 State Budget, the LCFF fundamentally changed how all local educational agencies (LEAs) are funded, how they are measured for results, and the services and supports they receive to allow all students to succeed to their greatest potential.

This funding method is intended to correct historical funding inequities, increase flexibility and transparency, and simplify education funding. The LCFF process also introduced the annual Local Control and Accountability Plan (LCAP), which emphasizes community engagement and student achievement goals when districts plan their budgets.

The LCFF guarantees a base level of funding connected to each LEA’s average daily attendance (ADA), which is calculated by the number of student attendance days divided by the number of days in the regular

EXCELLENCE Excellence thrives in San Joaquin County schools

Amazing teachers light a spark for knowledge, inspiring principals lead forward to success, and individual students overcome challenges they never thought possible.

Much of it goes unheralded. But recognition programs play an important role in elevating excellence by highlighting outstanding schools each year.

Of the thousands of schools in California, only 408 earned the title of California Distinguished School. Of these, seven schools are in San Joaquin County.

Established in 1985, the California Distinguished Schools Award remains one of the important ways to celebrate exceptional schools, districts, teachers, and classified employees for their innovation, talent, and success in supporting students.

California Blue Ribbon Schools were nominated as National Blue Ribbon Schools before the elimination of the national program in 2025.

Schools in the state Model Continuation High School Recognition Program provide comprehensive services focused on providing students who are at risk of not completing their education. Only 60 schools in the state were recognized as Model Continuation High Schools, including one in San Joaquin County.

TRACY UNIFIED TEACHER SARAH COOK EARNED TOP HONOR Sarah Cook is an outstanding educator with 34 years of experience who teaches second grade at George Kelly Elementary School (Tracy Unified School District). She knows her students well and uses both that knowledge and data from assessments to plan targeted lessons for individuals. She engages her students with games, songs, and excitement for teaching and learning. Outside the classroom, she volunteers on the school’s early literacy, anti-bullying, and curriculum-adoption committees. An advocate for early literacy, she is a champion for research-based reading instruction.

“She continually seeks opportunities to learn and collaborate, modeling lifelong learning for her students and peers,” George Kelly Elementary Principal Brittani Ryan said in Cook’s nomination. “Mrs. Cook’s commitment to excellence, her passion for literacy, and her unwavering dedication to students make her an exceptional educator.”

SUSTAINABLE EXCELLENCE

It’s official. In its policies and practices and its role as a community leader, the San Joaquin County Office of Education (SJCOE) continues to do its part to make the world a cleaner and greener place.

For the third year in a row, the SJCOE in 2026 was named a California Green Ribbon School County Office of Education Sustainability Honoree by the California Department of Education. It’s the second year it received “gold” status.

The Green Ribbon Schools program recognizes outstanding achievements in environmental excellence. In 2026 there were 26 schools and 12 districts recognized. The SJCOE was the only county office of education in the state to receive the honor.

This distinction is just one of the many ways the SJCOE stands out as a leader in the community and beyond. Throughout the year, SJCOE employees and programs are recognized by agencies and peers in statewide and national organizations.

WHAT MAKES A CALIFORNIA GREEN RIBBON SCHOOL?

The program recognizes schools, districts, and county offices of education that go above and beyond in three pillar areas. Here’s a sampling of what the SJCOE has in each pillar.

To celebrate the 2023 award, the SJCOE planted a Valley Oak tree sapling on its Stockton Campus. Native to the county, the tree will serve as a reminder of the continued commitment to reducing the SJCOE's environmental impact for years to come.

EARLY EDUCATION Ninety percent of the brain develops before the age of five. That is why positive early childhood education experiences are critical to shaping future learning, relationships, and lifelong success. This understanding drives the early development support provided by the San Joaquin County Office of Education (SJCOE). The SJCOE supports early learning in several ways, from working directly with students and families to offering training for early educators to coordinating countywide efforts supporting young children.

Through the SJCOE Early Childhood Education (ECE) department – part of Early Education and Support – educators improve their teaching skills. One of the many trainings offered this year included the Ninth Annual Childhood Education Conference. Art matters in child development, which is why the theme of the conference was “Creative Pathways: How Artistic Play Fosters Early Learning and Development.” Through art, rhythm, movement, images, and dramatic expression, children explore emotions, relationships, and cultural traditions. The conference featured guest speakers Bethany Barton (author, illustrator, and Emmy-nominated prop master and set director) and Lee Armstrong (professional puppeteer whose career includes working on the original Fraggle Rock television show).

BUILDING A CULTURE OF LITERACY Early education support includes support for early literacy.

Educators in schools and districts across San Joaquin County are learning more about how to implement structured literacy instruction and the science of reading into their classrooms through comprehensive literacy training.

LETRS, which stands for Language Essentials for Teachers of Reading and Spelling and offered

by Lexia, is an intensive, comprehensive training.

Approximately 255 educators have taken part in LETRS courses through the SJCOE. Educators in the county have also taken LETRS and other literacy-focused training when offered through their districts.

Improving early literacy is one of the annual initiatives of County Superintendent of Schools Dr. Troy Brown, and multiple SJCOE departments are playing a role in moving early literacy forward in San Joaquin County.

VOLUNTEERING FOR LITERACY

Every year, the Stockton community sends a strong message to children about the importance of literacy at the annual Rotary Read-In event.

In February, hundreds of volunteers brought books to K-3 classrooms to read aloud to students in the city, then left the books as a donation. Among the volunteers were employees from the SJCOE. The county office team also showed up to district Read Across America events to read aloud to students across the county in March and other events, like the Love of Reading Day at Venture Academy Family of Schools. Books read and donated during the 2026 Rotary Read-In event include The Invisible Boy, Llama Llama Red Pajama, and We Don’t Eat Our Classmates!

Part of the San Joaquin County Office of Education Early Education and Support department, Head Start San Joaquin (HSSJ) partners with local school districts and nonprofit organizations to provide early education services. Lodi Unified, Stockton Unified, Child Abuse Prevention Council, and Community Action Partnership of Kern are educational providers that offer Early Head Start and Head Start services to 1,583 children from birth to age 5, pregnant women, and their families in San Joaquin County.

SUPPORTING

CAREERS Your future begins in San Joaquin County. By offering and supporting a variety of Career Technical Education (CTE) and adult education opportunities, the San Joaquin County Office of Education (SJCOE) is preparing students and adults alike for success in their future.

In partnership with the San Joaquin County Probation Department and the San Joaquin County Sheriff's Office, the SJCOE County Operated Schools and Programs division provides an opportunity for adults at the San Joaquin County Honor Farm to learn valuable vocational skills like operating a forklift. The program allows them to practice techniques and safety inspections while earning a variety of certifications.

Getting an education, building new skills, and earning certifications prepares students to find careers and helps reduce recidivism in the community.

The SJCOE College and Career Readiness department – part of SJCOE STEM, Workforce Development, and Innovation – coordinates the Apprenticeships Reaching Career Horizons (ARCH) program, California’s first registered apprenticeship program for high school students. Students earn college credit while receiving on-the-job training in paid positions as state-registered apprentices while attending high school in San Joaquin County schools. Currently, ARCH students are apprentices in the occupations of information technology support specialist, teacher's aide/ paraprofessional, marketing/hospitality specialist, and assistant farm manager.

The department also supports experiential learning opportunities for students like AgVenture. For 20 years,

Agventure has welcomed an estimated 200,000 thirdgrade students to free, in-person events across the county to learn how food is grown and the importance of the local agricultural industry. The SJCOE has supported the San Joaquin County Agricultural Commissioner’s Office with the event, providing volunteers and grant writing since its inception.

Produce for the markets was donated by Lipman Family Farms, Peterson Farms, California Gold Family Farms, and the Lodi Unified Nutrition Services department.

San Joaquin County is rich with education programs, skills training, and community resources to help residents achieve their career goals. Go San Joaquin (GoSJ) is the website to connect learners of all ages to those opportunities.

On the website, visitors can explore opportunities across 15 industry sectors and 58 career pathways, find information on SJCOE adult education programs, such as Come Back Kids, and more. The platform serves as a vital link between education and industry, providing San Joaquin County residents with pathways for economic mobility and growth.

GoSJ was founded in 2024 in partnership with the SJCOE, San Joaquin Adult Education Consortium, San Joaquin Delta College, San Joaquin Partnership, and San Joaquin County WorkNet. In 2026, California State University, Stanislaus (Stan State), Stockton Campus joined GoSJ as a regional partner. Explore GoSJ at gosj.org.

Cultivating a pipeline to talent in San Joaquin County is key to its economic future. One of these pipelines is CodeStack Academy, Stockton’s first immersive and accelerated coding school. Innovation in education is not about chasing the next big thing—it is about finding meaningful ways to inspire students and help them discover what is possible. At the San Joaquin County Office of Education (SJCOE), innovation is evident each day through programs that spark curiosity, creativity, and connection.

Students may participate in a field trip to the FabLab, where an idea is brought to life through coding; join the Girls Coding Network to build confidence in an empowering environment; or engage in outdoor, hands-on learning experiences that extend beyond the classroom. These opportunities do more than teach skills; they help students see themselves in new ways.

From early learning to career pathways, the arts, and expanded learning opportunities, the focus remains clear: to create spaces where students feel engaged, supported, and excited to learn.

Innovation may take the form of technology or a new approach to problem-solving, but often, it is simply providing students the opportunity to explore.

FABLAB

The FabLab is a unique engineering makerspace on the SJCOE campus where students and educators come to learn, create, and explore. Equipped with advanced tools such as laser cutters, 3D printers, CNC mills, robotics arenas, augmented reality workstations, and more than 100 computers, the FabLab hosts field trips, events, summer STEM camps, professional learning opportunities, and graduate-level classes through the Teachers College of San Joaquin.

GIRLS CODING NETWORK

The Girls Coding Network, in partnership with the SJCOE, is building a vibrant community that connects, empowers, and uplifts coding clubs across San Joaquin County. Focused on inspiring girls and young women to explore their passion for technology and innovation, the network has maintained a strong presence by participating in more than 20 school and community events, including STEAM Nights, regional festivals, career fairs, and community mixers. The program also presented at the San Joaquin County Superintendents Meeting in March 2026.

Through engaging opportunities and supportive environments, students are encouraged to build skills, confidence, and meaningful connections. Each annual summit brings this mission to life with a unifying theme, beginning with “In My Coding Era” and continuing with “You Glow Girl,” celebrating growth, creativity, and the power of students to thrive in technology.

OUTDOOR EDUCATION

From the High Sierra to the San Joaquin River, the SJCOE provides students with opportunities to explore diverse ecosystems through two outdoor education venues. Durham Ferry Outdoor Education Center, located along the San Joaquin River in Manteca, offers hands-on learning in a rich riparian environment.

Sky Mountain Outdoor Education Center, near Emigrant Gap, immerses students in the Sierra landscape, fostering curiosity, connection, and memorable learning experiences.

EDUCATORS The San Joaquin County Office of Education (SJCOE) supports educators at every stage of their careers, from aspiring teachers to veteran administrators.

Every day, SJCOE teams work to build educator capacity, share innovative strategies, and create lasting positive impacts across our county’s educational landscape. Strengthening schools closes opportunity gaps and opens doors for every student to succeed.

For future educators and those interested in advancing their education careers, Teachers College of San Joaquin (TCSJ) offers a variety of programs to take them to the next step. As the only regionally accredited institution of higher education that is a department within a county office of education, the college serves over 1,000 students and provides a wealth of resources to support educators. Each program offered champions the college’s core values: rigor, relationships, reflection, and relevance.

Educators stay sharp in their skills through support from SJCOE Continuous Improvement and Support. Through a comprehensive, systemic, and datadriven approach to improvement, the department offers a variety of training and professional learning opportunities to educators locally and across the state. Some learning sessions bring educators from different districts and schools together to collaborate, while others are custom-built and delivered on-site. Each helps attendees apply their learning to their unique goals, strengths, and challenges.

Community trust is key to the success of schools. That is why the SJCOE partners with the county’s 14 school districts to host the annual San Joaquin County State of Education event. The event offers a unique opportunity for community leaders, elected officials, and representatives from local agencies to join with the county’s educational community to learn about education across our county. This year’s event, themed “Education for All: Full STEAM Ahead,” highlighted initiatives in local schools focused on science, technology, engineering, the arts, and math education.

CONTINUOUS IMPROVEMENT AND SUPPORT

The work of the SJCOE Continuous Improvement and Support (CIS) department touches every local district and charter school. Wideranging services include helping schools improve while navigating the statewide accountability system and supporting the growing number of community schools in the county. And from instructional methodologies, like Universal Design for Learning, to behavioral support strategies, like restorative practices, the department’s commitment to supporting the whole child and the whole system is as unique as it is inspirational.

COMMUNITY SCHOOLS IN SAN JOAQUIN COUNTY

Across San Joaquin County, school districts and local educational agencies are implementing the community schools model to serve their students and families. A community school reflects an improvement strategy for the whole child through collaboration with teachers, students, families, and partners. The number has been growing since the establishment of the California Community Schools Partnership Program in 2021.

Each community school reflects the unique strengths, needs, and priorities of its community. While no two schools look the same, all are grounded in a shared commitment to collaboration, equity, and student success. The SJCOE supports these schools through quarterly meetings of the Community Schools Network and several trainings focused on helping school staff strengthen their support for their school communities.

UNIVERSAL DESIGN FOR LEARNING (UDL) SUMMIT

Every student has different strengths and challenges, so their learning experiences should be just as unique. That is the premise for the Universal Design for Learning (UDL) framework. A leader in the effort to bring this framework into more classrooms, the SJCOE hosts the annual California UDL Summit. In January 2026, the third annual event welcomed more than 320 educators from across the state and beyond to explore how UDL principles can support every learner by removing barriers to learning. Over two inspiring days, attendees chose from 59 breakout sessions to learn how to create flexible learning environments, curricula, and assessments that accommodate the diverse needs of all learners, including those with disabilities, different learning styles, and different cultural backgrounds.

WORKABILITY I PROGRAM

The Workability I program, overseen by the San Joaquin County Office of Education’s (SJCOE) SELPA department, is designed to empower individuals in special education with their career development by providing comprehensive support and resources tailored to meet diverse needs. The program's goal is to enhance employability by helping students build skills that help them successfully transition into the workforce. Their services include vocational training in their Vocational Skills Lab on the main SJCOE campus.

By prioritizing accessibility and inclusivity, the San Joaquin County Office of Education (SJCOE) creates communities where differences are valued and all students have the opportunity to thrive.

On February 27, 2026, Workability I Program students opened SIP Coffee, a student-run coffee shop on the SJCOE campus that operates every Tuesday - Thursday. The program plans to expand its offerings next school year while helping each student earn a food handler certification to support future employment opportunities.

Events like the Special Olympics highlight the power of belonging through sport, building confidence, and a strong sense of connection. That same commitment is reflected in experiences like Special Education prom, where students celebrate milestones in an inclusive environment, and in adult high school diploma programs, which provide flexible pathways for learners continuing their education. Structured environments that incorporate the routine and discipline of military-style regimens also offer students stability and growth in ways that meet their unique needs.

COME BACK KIDS

Come Back Kids (CBK) is a free, mostly online educational program offered through the SJCOE's County Operated Schools and Programs division that helps anyone 18 years and older earn their high school diploma.

CBK is an independent study program that allows its students the opportunity to complete the necessary coursework to obtain a high school diploma through flexible, individualized schedules. This program will help adults who have wanted to advance in their jobs or education but have found that not having a high school diploma has held them back.

This year, 1,080 students were enrolled in CBK across 10 sites from Lodi to Tracy. In May 2026, 445 graduates walked across the stage with their high school diploma – with the oldest graduate at 68 years of age!

DISCOVERY CHALLENGE ACADEMY

Discovery ChalleNGe Academy (DCA) is a life-changing 22-week residential program in which teens ages 16-18 can earn 65 high school credits to complete their diploma while developing life skills that will help them get back on track for a healthy and productive life. The program is offered in partnership between the California National Guard and the San Joaquin County Office of Education (SJCOE).

VENTURE ACADEMY FAMILY OF SCHOOLS

Chartered by the San Joaquin County Board of Education, Venture Academy Family of Schools (VAFS) is one of the largest charter school systems in the region. Serving 1,662 students from transitional kindergarten (TK) through 12th grade, VAFS offers WACS-accredited programs designed to foster both academic growth and creative exploration. With flexible schedules, 13 academies, and a variety of learning sites, students are empowered to progress at their own pace in an environment that values imagination and innovation. At the heart of VAFS is the belief that students learn best in environments that nurture curiosity and creativity. VAFS boasts a 94% graduation rate, partly in due to those innovative practices. Enrollment is open to students residing in San Joaquin County, as well as in the surrounding counties of Stanislaus, Sacramento, Contra Costa, and Alameda.

STUDENT EVENTS

Showing up can change everything for a student. Whether it’s stepping onto a stage, competing in an academic event, sharing artwork, or trying something new at camp, these moments often become the ones students remember most. They build confidence, spark curiosity, and help students see themselves in new ways.

The San Joaquin County Office of Education (SJCOE) cares deeply about creating these opportunities.

From academic competitions, like the San Joaquin County Spelling Bee, Academic Decathlon, Mock Trial, and Science Olympiad, to creative showcases, like the County Art Show, H2O Hackathon, and Honors Concerts, students are given the chance to shine.

Learning doesn’t only happen on a stage or in a competition. Programs like Artists-in-Schools and Color the Summer Arts Camp give students space to explore, create, and grow in ways that feel joyful and inspiring.

None of this happens alone.

With the support of the SJCOE Educational Foundation (SJCOEEF), these experiences are made richer and more accessible. The SJCOEEF raises funds year-round to support additional opportunities for San Joaquin County students to showcase their talents and stretch their imaginations.

It also takes a village to put on these events, and the SJCOE has a myriad of staff and community volunteers to ensure these programs run smoothly and efficiently for all involved. From keeping time to scoring mock trial presentations to assisting with registration and more, volunteers dedicate their afternoons, evenings, and weekends to ensure students have the best experience as they perform, compete, and showcase their talents.

These events create moments students feel seen, supported, and excited about what’s ahead.

The five members of the San Joaquin County Board of Education each represent a geographic area of San Joaquin County. Board members are elected into office and serve six-year terms. The Board of Education approves the SJCOE’s annual budget and serves as an appeal board with such actions as interdistrict transfers, student expulsions, and charter school petitions. The Board of Education also serves as the county committee on school district organization, which addresses changes in school district boundaries and areas represented by school district governing board members.

Regular meetings of the San Joaquin County Board of Education are held the third Wednesday of each month, at noon, in the Board Room at the Gaylord A. Nelson Administration Center, 2922 Transworld Drive, Stockton, unless otherwise posted.
