Since our founding in 1901, ChildCareGroup has been driven by our commitment to the belief that every child and every family deserve the opportunity to thrive. Through our holistic Two Generation Approach, we put opportunity into action with exceptional early learning experiences that enable young children to succeed in school and life, while supporting parents in achieving greater economic mobility.
This past year, we’ve seen that commitment at work in meaningful ways. Our early education programs continue to nurture the growth and development of young learners in our own programs, while our mentors and coaches help raise the quality of care among community-based childcare providers. Today, more providers than ever have earned a Texas Rising Star quality rating, expanding access to high-quality early learning for families throughout our service area.
We’ve also taken bold steps to elevate the early childhood workforce, championing fair compensation, investing in our own teaching staff and partnering with local colleges to create apprenticeship programs that open doors to credentials and career advancement. Through our expanding family navigation services, we’ve connected families across North Texas to vital resources that help them stabilize, grow and thrive.
We know that access to safe, affordable, high-quality early learning is a catalyst. It ignites the potential in young children and unlocks opportunities for parents to work, attend school and build a better future. That’s why our work doesn’t stop at direct service. We are committed to strengthening the entire early childhood system, advocating for policies and practices that support educators, families and children alike.

As a longtime grantee of the Office of Head Start, ChildCareGroup is proud to serve 615 children and their families in Head Start and 313 children and their families in Early Head Start. We serve an additional 130 families through the Texas Home Visiting Program. Our diverse delivery model of center-based, school-based and home-based programming ensures that parents have quality early childhood options that meet their family’s needs.

Center-Based
• Serves children ages prenatal to five in Early Head Start and Head Start programs
• Six ChildCareGroup centers: five in Dallas, one in Corsicana
• Funded through the Office of Head Start and private philanthropy
• Serves children ages three, four and five
• Dual enrollment in Head Start and public Pre-K
School-Based
• Five ISD partnerships: Corsicana, Dallas, DeSoto, Duncanville and Garland
• Serves children ages pre-natal to five
• ChildCareGroup parent educator works with parent and child together in their home
Home-Based
Family Navigation and Support
• Funded through Early Head Start, Texas Home Visiting Program and private philanthropy
• Family Navigators provide access to community resources and Ages & Stages screenings
• Funded through: Healthy Outcomes for Prevention and Early Support (HOPES) and Texas Home Visiting Program, part of Help Me Grow North Texas
• Serves families in seven counties: Collin, Dallas, Southern Denton, Fannin, Grayson, Kaufman and Rockwall
Lesson plans are individualized for children to ensure gains across all domains of early learning from beginning to end of year. Early Head Start and Head Start children demonstrate steady progress in the key indicators of kindergarten readiness and long-term success.

*The dip in Social Emotional Behaviors seen at the end of the year reflects higher expectations, not a loss of skills. As the year goes on, classroom routines become more demanding and children are expected to manage their emotions and behavior more independently. With more complex peer interactions, challenges like frustration or self-control become easier to notice and are documented more consistently. This matches what teachers see in classrooms at this time of year and suggests better identification of needs rather than a decline in children’s development.
ChildCareGroup and Dallas ISD are partnering on a longitudinal study measuring mastery on the Pre-K CIRCLE Progress Monitoring (CPM) assessments across three core domains: Rapid Vocabulary, Phonological Awareness and Math. In the most recent cohort, 2024-2025 ChildCareGroup Pre-K students outperformed demographically similar non-ChildCareGroup children in Dallas ISD classrooms.
The CIRCLE assessment is designed to measure skills most predictive of later school success. The significance of this study for ChildCareGroup is that through our robust, Two Generation Approach and our relationship-centered education model, we are providing children with strong foundational skills to equip them for success in school.
Longitudinal Study

MATHEMATICS
The early childhood profession nationwide has faced severe teacher shortages, primarily due to low wages. The result: empty classrooms and families that struggle to find options for childcare. ChildCareGroup addressed this issue by making significant increases in teacher compensation to attract and retain qualified, trained educators and achieve pay parity with local ISD teachers with similar credentials. This has resulted in higher teacher retention and full classroom enrollment. A commitment to competitive wages and to supporting the career development of teachers is part of ChildCareGroup’s strategy to support the early learning workforce.

ChildCareGroup provides access to a range of services designed to strengthen families and remove barriers to success. Our approach ensures that families have access to critical resources that promote health, education and overall wellbeing. 738 families received one or more of these services:
Emergency assistance for food, clothing and shelter and housing support
Physical, mental and behavioral health services, prenatal and postpartum care and nutrition services
Asset-building programs such as financial education and debt counseling, job training and English as a Second Language (ESL) classes
Relationships
Research-based parenting curricula, relationship education and active involvement in child assessments
Guidance for families transitioning from Early Head Start to Head Start and from Head Start to kindergarten
Support for families impacted by incarceration and targeted education on health risk factors, including tobacco use
Activities to engage fathers and father figures in supporting healthy child development


In partnership with Workforce Solutions, ChildCareGroup provides financial scholarships for childcare to enable parents to go to work or pursue an education to increase their long-term economic stability.

Texas Rising Star (TRS) is the state’s quality rating system for childcare providers. ChildCareGroup Mentors support community-based childcare programs through mentoring, coaching and technical assistance, helping more programs achieve certification and deliver highquality care to more children.

When parents have access to consistent, affordable childcare, they can maintain a job or complete their education. Consistent, high-quality early education and childcare directly impacts school readiness. Childcare supports today’s workforce and prepares the workforce of tomorrow.
