African American 40th Anniversary Festival A Great Day For All!

VALHALLA, NY -- Thousands coming from near and far, gathered at Kensico Dam Plaza in Valhalla on Sunday, June 28th for the 40th Anniversary of the African American Heritage Celebration Festival. The day began with a procession led by African drummers, with members of the AAHCC, honorees, and community members following. It was a special day as the past coordinators of the festival over the years were recognized for their dedication and commitment in keeping this tradition alive. The festival was the brainchild of John H. Harmon, Jr., a scholar and historian of history and culture of people of the African Diaspora. Theme for the 2026 celebration was “A Legacy Preserved: Celebrating 40 Years of History, Culture and Impact.”

A highlight of the day was presenting the past and current festival co-

ordinators who have worked to continue highlighting the history and culture of Black people. The honorees included John H. Harmon, Jr.,*, Charles Smith*, Lovette Harper*, Grace Minter, Joseph Muhammad, Sharon Bridgers Muhammad, Delores McNeal, Patricia Sullivan, William Tibbs, IV*, Henry Helm, and Charlene Gairey. (*deceased). Each honoree, and those representing the deceased coordinators, was presented with a Certificate of Appreciation. County Executive Ken Jenkins brought greetings and spoke of the importance of the festival. He thanked the Coalition for their dedication in preserving the legacy of John Harmon in coordinating the African American Heritage Celebration each year, noting that this festival is the largest of the ethnic festivals presented during the summer.

Master of Ceremonies Joseph Muhammad and Mistress of Ceremonies Dr. Delphine Burton kept the program running smoothly and lively, and at times challenged the audience with a Black history quiz. The program included performances by youth, with Anna and Aubrey McKoy of Mount Vernon rendering a stirring rendition of “Life Every Voice’, and Kaitlyn Leslie from the Denzel Washington School of the Arts, wowing the crowd with two original poems. Next came a 10 year old show stopper, Christian “CJ” Johnson who performed an original modern ballet. When the music stopped early on in the performance, this young man never stopped dancing and completing0 his routine to the thunderous applause of all who were watching. He was even referred to as an Alvin Ailey dancer on the rise! There were bands including Jazmyn, Men of Soul, Wayne Tucker Music who rounded out the day with jazz, R&B, and contemporary music. Jalani Roberts livened up the day with music from the steel pans, and Music With A Message, the youth group from the Bronx, returned to sign, dance and perform as they do so well. The X Factor Drumline from Mt. Vernon gave their show-stopping performance, in spite of the blazing sun. There was

also a Karate demonstration by Karate for Change from Yonkers and a dance performance by Total Package Dance Group from New Rochelle. DJ Danny Washington kept the audience participating by leading off line dancing throughout the day. The heat did not deter those who were eager to move for their cardio workout. Ending the day of performances was Joe Boykin and Friends who rendered smooth ballads and old time favorites.

There was something for everyone to enjoy.

The plaza was a shopper’s paradise, bustling with vendors showcasing their wares of handmade jewelry, art work, books, oils and fragrances, colorful clothing and tee shirts, hats, shades, and more. Some came to shop, to enjoy the music and performance, and others to satisfy their palate with the mouth-watering cuisine and cold drinks in the food court.

Because of health disparities in the African American community, the festival also provided an opportunity for free screenings and health information to educate and protect the physical and mental well being of attendees. All services were provided free of charge by health care providers, hospitals, and agencies, including Mt. Sinai Hospital, Montefiore Hospital, the Alzheimer’s

Association-Hudson Valley Chapter, Sunshine Pharmacy, the Urban League, Community Health Center, Trinity Funeral Services, Sickle Cell Resource, and many others.

The African American Heritage Coalition established a scholarship fund in 2025 to assist college students as they continue to pursue higher education. We congratulate the 2026 scholarship recipients, Milana Farrar (Spelman College), Gerald Jato (University of Albany), Sainteche Johnson (Pennsylvania State University), Isaiah Ndzibah (Denison University), Nyla Troncoso (Benedict College), and Corinne Leila Ross (Vassar College). The recipients have all maintained a 3.0 or higher GPA. The 40th Anniversary of the African American Heritage Celebration was a huge success in all ways. Attendees received souvenirs commemorating the milestone, including a towel, magnet and key chains.

The festival is co-sponsored by Westchester County Parks and the Coalition of African American Organizations and is held the fourth Sunday in June each year. Charlene Gairey is the Chairperson of the African American Heritage Celebration Coalition, Inc.

support, and healing to communities of color that continue to face growing mental and emotional health challenges. This observance reminds us that mental health matters, that every life has value, and that our communities must work together to confront the silence and stigma surrounding mental health struggles and suicide prevention.

In light of the recent increase in suicide deaths among young Black males and the growing mental and emotional health crisis affecting many within the African American community, there is an urgent need for education, awareness, compassion, and action. Far too many individuals and families are suffering silently while communities struggle to understand how to respond with hope, healing, and support.

The Southern Baptist Convention’s vote to strengthen enforcement of its prohibition on women pastors landed like a thunderclap in some corners of American Christianity. In much of Black America’s church community, however, it exposed a contradiction that has existed for generations: women are often trusted to do the work of ministry, but not always granted the authority that comes with it.

Now, as the nation’s largest, most influential Protestant denomination moves to formally enforce gender restrictions on who can preach and pastor, Black clergy and church leaders are confronting the much larger question of who gets to answer God’s call — and who gets to decide if it’s legitimate.

At its annual meeting in Orlando, Florida, earlier this month, the SBC voted overwhelmingly to advance a constitutional amendment that would bar member churches from affirming women as pastors. The measure now requires a second two-thirds vote next year to become binding.

Codifying enforcement

If adopted, it moves the denomination from stating a doctrinal position to formally enforcing it through denominational membership standards. More than 3,875 Black congregations belong to the SBC, accounting for just 7% of the SBC’s total membership.

Fifteen HBCUs Launch a National Research Coalition — and It Could Change Everything Courtesy of HBCUNEWS.com | Inner City News

The HBCU research coalition known as AHRI is here, and Black higher education hasn’t seen a coordinated move like this in a long time.

Fifteen historically Black colleges and universities officially launched the Association of HBCU Research Institutions on April 29, 2026, at Howard University in Washington, D.C. The coalition — backed by a $1.05 million grant from the Harvard & the Legacy of Slavery Initiative — is designed to do something that individual HBCUs have struggled to do alone: compete for, and win, a larger share of the nation’s research dollars.

This isn’t just another partnership announcement. It’s a structural shift in how HBCUs approach research, funding, and national visibility — and the timing couldn’t be more deliberate.

Why the HBCU Research Coalition Matters Right Now Here’s the number that puts everything in context: HBCUs receive less than 1% of available federal funding for higher education. That’s across roughly 100 institutions, many of which have been producing groundbreaking research for decades — from prostate cancer studies at Texas Southern University to radiation technology innovation at Hampton University — with a fraction of the resources that predominantly white institutions take for granted.

AHRI exists to change that math.

By bringing 15 of the most researchactive HBCUs under one organizational roof, the coalition can pursue federal grants collectively, build shared infrastructure, and speak with a unified voice in Washington in a way that no single institution could manage on its own.

Harvard formally acknowledged its historical ties to the slave trade in 2022 and committed to repairing that legacy through tangible investment. Funding AHRI is one of the most direct expressions of that commitment yet.

Better Coordination and More Effective Services Needed for Victims of Domestic Violence

ALBANY, NY -- Calls and texts to New York’s domestic violence hotline were often not connected to a person who could help, according to an audit released todayan audit released today by State Comptroller Thomas P. DiNapoli. The audit also found problems with the translations of calls from non-English speakers seeking services from the Office for the Prevention of Domestic Violence (OPDV).

“When a victim reaches out to the state’s domestic violence hotline, they expect someone to be on the other end to help. It can be a life-or-death situation, which is why these lapses are so troubling,” said DiNapoli. “The Office for the Prevention of Domestic Violence responded positively to the audit and acted on our recommendations, and it should continue shoring up critical programs and services so New Yorkers get the timely help they need.”

OPDV’s role is to advance public education and outreach, provide training and technical assistance, monitor data, report on programs and policies, and coordinate the state agencies that administer programs and services related to domestic and gender-based violence. This includes oversight of a confidential support hotline that is managed by a private contractor. OPDV also serves as chair of the Domestic Violence Advisory Council (DVAC); oversees state agency implementation of requirements for gender-based violence policies and procedures; and publishes a gender-based violence data dashboard.

DiNapoli’s audit found significant issues that limited the hotline’s effectiveness. Auditors made 25 test calls and sent 20 text and 20 web-based messages between December 2024 to June 2025. Of those, 20% of the calls were never connected to a representative. Of the text messages, 15% went unanswered and 30% took longer than 30 seconds to respond as required by the contract between OPDV and the service provider. A review of 60-days of call logs showed that of the 2,814 calls made to the hotline, 170 (6%) were not connected.

Proper translation was also a problem, the audit found. Auditors sent 12 texts and eight web-based messages in six languages other than English. Their review determined 25% of the messages were either mistranslated or not translated at all.

The audit found that DVAC, which brings together key state agencies and advocacy organizations, generally met twice a year as required, but only four of the 17 members attended all meetings, with three attending less than half. While these meetings facilitated information sharing and communication, DVAC did not meet its mandate to make domestic violence-related recommendations to the Executive or the Legislature and did not help stakeholders develop policies and priorities for effective domestic violence intervention, public education or advocacy.

Auditors also found OPDV failed to establish a process to sufficiently ensure that recipients of Enough is Enough grants complied with contract requirements and achieved their objectives. The grants are intended to assist colleges with sexual assault and dating violence prevention and response activities for students. OPDV officials stated that they accepted the grant recipients’ reports at face value without verifying compliance. OPDV also did not develop or implement senior center-based

prevention programs as required.

While OPDV made progress in implementing several requirements related to state agency gender-based policies and procedures, it had approved gender-based violence policies for only 72 state entities as of May 2024, and only 76 entities had designated a domestic violence agency liaison, when potentially hundreds more may be required to do so.

The audit also found that OPDV could more effectively inform decision-making and policy development by improving the timeliness and consistency of data collected for its data dashboard, which serves as the state’s primary mechanism for reporting statewide domestic violence data.

The audit makes several recommendations, including: • Develop or revise existing policies and procedures to include written guidance for following up on deficiencies identified during monitoring reviews.

• Ensure that state entities comply with the state’s executive order requirements, including issuing an OPDVapproved gender-based violence policy, designating and training a domestic violence agency liaison, and submitting required data to OPDV. • Enhance oversight of grant recipients to provide assurance that they are effectively meeting program objectives and contract deliverables.

• Develop and promote senior center-based domestic violence prevention programs that include documented program goals and establish ongoing evaluations of program effectiveness.

• Strengthen DVAC’s role in addressing domestic violence issues.

• Improve the timely issuance and consistency of data reported on the Dashboard, including persistent follow-up with state entities that fail to submit necessary data.

In response to the audit, OPDV agreed with most of the recommendations, and said they were taking steps to address the problems identified, including stronger oversight of grant recipients.

This audit is one in a series of audits being conducted

by DiNapoli of state agencies with a role in providing and promoting domestic violence awareness, prevention, assistance and response services.

Students Collect More Than 600 Gallons of Used Cooking Oil Through “Don’t Strain Your MOUNT VERNON, N.Y. — June 28, 2026 — Environmental Leaders of Color (ELOC) celebrated the graduation of its second annual Student Environmental Ambassador Program on Sunday at the Luangisa African Collective in Mount Vernon, where Congressman George Latimer joined local and state leaders in recognizing students for their leadership and measurable contributions to environmental protection.

The graduates were honored for their work in ELOC’s “Don’t Strain Your Drain” initiative, a community campaign that educates residents about the environmental dangers of improperly disposing of used cooking oil and encourages responsible recycling to protect waterways and sewer infrastructure.

Students representing Port Chester, New Rochelle, and Mount Vernon brought more than 320 gallons of used cooking oil—approximately 2,406 pounds—to Sunday’s graduation ceremony alone. Since the program launched, Student Environmental Ambassadors have collected more than 600 gallons of used cooking oil, or approximately 4,718 pounds, preventing it from entering local drains and waterways.

Improperly discarded cooking oil poses significant environmental and infrastructure challenges throughout Southern Westchester. Local waterways, including the Bronx and Hutchinson rivers, are part of a watershed that ultimately drains into Long Island Sound. Just one gallon of cooking oil can contaminate up to one million gallons of water by creating an oxygen-blocking surface film and harming fish, birds, and other aquatic wildlife. Grease accumulation is also a leading cause of costly municipal sewer blockages, making the students’ efforts a direct investment in the health and sustainability of their communities.

man Latimer reflected on the importance of environmental education, noting that no comparable programs existed when he attended Mount Vernon High School.

He praised ELOC for equipping young people with practical knowledge and leadership skills while encouraging residents to recycle used cooking oil rather than pour it down household drains.

“This graduating class has proven that young people are powerful agents of environmental change—their work makes a real, measurable difference in the communities they call home,” said Dr. Diana K. Williams, Executive Director of Environmental Leaders of Color.

Dr. Williams also announced the launch of ELOC’s new eight-

week Pre-SAT and SAT Bootcamp for students in grades 9 through 12. The program, offered for approximately $250, reflects the organization’s continued commitment to academic achievement, environmental leadership, and civic engagement.

The graduation ceremony was attended by Congressman George Latimer; Christine Fils-Aime, Director of Constituent Services and Community Affairs representing State Senator Shelley Mayer; and certificates were presented on behalf of Senate Majority Leader Andrea Stewart-Cousins and Westchester County Legislator David Tubiolo.

More than 7 million student loan borrowers face September 29 deadline: Popular SAVE student loan plan ends, 2 new repayment choices begin

As of July first, the incomedriven student loan repayment plan that lowered monthly payments for more than 7 million borrows while accelerating loan forgiveness is gone. In place of the Saving on a Valuable Education (SAVE) plan are two new choices that now require borrowers to prioritize either the amount of loan payments or the total amount borrowed.

“Borrowers should really do their research to see what plan is going to work best for them,” said Nicholas Kent, undersecretary of Education in a recent interview.

“But the reality is that SAVE borrowers will have to transition to a new repayment plan sooner rather than later.”

Under the Repayment Assistance Plan (RAP), monthly loan payments are based on that borrower’s income and number of dependents.

Alternatively, the Tiered Standard Repayment plan offers fixed terms of 10, 15, 20, or 25 years based on a borrower’s total outstanding loan balance.

The deadline to choose is September 29. Once borrowers complete their new enrollment, monthly payments will begin per the terms of each. After the deadline, any borrower that did not choose will

be placed in a standard repayment plan. Further, pending SAVE applications will be denied.

The SAVE plan’s popularity was due to the meaningful relief that borrowers with modest incomes or long repayment histories received.

Many achieved reduced payments, as the plan factored in income and family size. Hundreds of thousands of borrowers with smaller original balances were able to reach loan forgiveness more quickly.

Reactions to these changes from student loan advocates vary from worsening financial stress to anticipating higher payments and still unresolved student loan servicer issues.

A June issue brief by the Julian Bond Institute found that 45 percent of all student loan borrowers suffered credit distress – missed payments or collections - over the past five years. This financial strain is taking a toll on consumers’ longterm financial goals.

“For many borrowers, they’ll end up having a higher payment in the RAP plan than they would in the IBR plan, and certainly (more) than they would in the SAVE plan,” Abby Shafroth, director of the National Consumer Law Center’s Student Loan Borrower Assistance

Program said.

Now 7.5 million borrowers have weeks to switch repayment plans,” stated Chris Hicks, Senior Policy Advisor at Protect Borrowers. “The companies standing between them and default are the same ones that have spent decades driving borrowers into it. Lawmakers and regulators at every level must step up now to protect borrowers by reining in these servicers—instead of handing them yet another opportunity to profit at borrowers’ expense.”

Hicks’ comments stem from a recently released joint report by Protect Borrowers and the Debt Collection Lab at Princeton University. Entitled, Repeat Offenders, the report takes aim at student loan servicers that are paid more than a billion dollars each year to support borrowers but instead “provided borrowers with the wrong information, taken illegal fees, and wrongly rejected applications for borrowers trying to get in an affordable repayment plan.”

The report also found that in 2025, every nine seconds another borrower defaulted on their loans.

As the lack of effective student loan servicing continues, the report rejects the idea that the new payment plans will relieve the financial stress of unsustainable loan debt.

“This report makes clear that the dysfunction borrowers experience isn’t a series of isolated mistakes, said Bonnie Latreille, visiting Senior Fellow with the Debt Collection Lab at Princeton University and former Student Loan Ombudsman for the U.S. Department of Education.

“It’s the predictable result of a fragmented system that shifts risk onto the people least equipped to absorb it, with no one held accountable.”

The end of SAVE and the start of new repayment plans are the result of a 2025 lawsuit settlement reached last December. The lengthy litigation brought in 2024 by Mis-

souri’s then-Attorney General (AG) Andrew Bailey was joined by his colleagues in Arkansas, Florida, Georgia, North Dakota, Ohio, and Oklahoma in a lawsuit that challenged SAVE, arguing the program was illegal.

The only former SAVE borrowers excused from these payments are those who have been approved for either forbearance or deferment, both temporary and most often used during financial hardships. Forbearance allows a temporary pause in payments but does not pause interest accrual. Deferment also allows a temporary payment pause but can also pause interest from accruing – depending upon the type of loans borrowed. Information on these choices, who is eligible and the terms affecting each is available on Federal Student Aid’s website.

“For a population already managing multiple debt obligations, with little savings and limited cash flow, policy changes that increase payment obligations, narrow repayment options, or resume aggressive collections could not be coming at a worse time”, concluded the Julian Bond Institute brief.
