Youth Community Fund Grants $5,700 to 4 Youth-Serving Organizations Teens Extend Support to Local Historical, Family Bereavement, Fire Safety, and Youth Development Efforts

BRONXVILLE, NY -- At their June 8, 2026 meeting, the Youth Community Fund (YCF), a program of The Community Fund of Bronxville, Eastchester, and Tuckahoe, voted to allocate $5,700 in grants to four local organizations delivering programs and services to the youth in our community. The YCF Executive Committee, led by students Charlie Atkeson, MacKenzie O’Gorman, William Morrisroe, Theodore Schafer, and Charles Watkins, facilitated a discussion that approved grant applications from The Bereavement Center’s Bronxville Tree House, The Friends of

the Ward House, The Boys & Girls Club of Mount Vernon, and Covered Westchester. Beth Larkin, Community Fund Board Member, and Dennise Mulvihill co-chair the program.

Juneteenth, Emancipation, Freedom and Parole

“Old Abe’s Proclamation is beginning to work. The Negroes are counting the days and hours when the 1st of January shall come,” the Chicago Tribune reported on December 28, 1862. This article was published just days before President Abraham Lincoln signed the Emancipation Proclamation on January 1, 1863.

History tells us that in the period preceding Lincoln’s Emancipation Proclamation, many Black leaders were critical of his delayed efforts even though as early as in April 1862, [with the support of Congress] he had already passed a bill freeing Blacks in the nation’s capitol of Washington, D.C. Despite this limited action, Black leaders and others wanted him to move more aggressively on the issue. And so, when Lincoln finally signed the Emancipation Proclamation [Proclamation] the following year, there was widespread celebration among those already free and the enslaved alike.

It was considered good news that the Proclamation took effect immediately. Slaves were emancipated— or, at least some of them were–-as the union army worked to enforce the Proclamation as part of the Civil War effort. We, however, have a tendency to forget the Proclamation only freed slaves in the confederate states, not in slave holding states that were part of the Union or the so called “border” states like Delaware, Maryland, Kentucky and Missouri. Blacks in these states remained enslaved.

We also learned from history, that the union did not secure victory in the war until April 1865, and it wasn’t until June 19, 1865 that the Union army finally arrived in Galveston, TX, to advise the enslaved of their free-

dom. This gave rise to the celebration known and acknowledged today as Juneteenth. To make a point I’ve included this link to information regarding Juneteenth previously hosted on the Smithsonian Institute’s website. The link however, no longer works because in March 2025, President Donald J. Trump signed Executive Order 14253, titled Restoring Truth and Sanity to American History, which removed all references to Juneteenth and other information he has identified as “improper ideology” from the website.

Therefore, as Blacks and others bemoan the two year delay in notifying slaves in Texas of their freedom, it is important for us to also remember that it actually took another six months beyond that date for Congress to ratify the 13th Amendment which finally and officially freed slaves in the Union states listed above.

The Igbo people of Nigeria have a proverb that reads, “Until lions have their own historians, tales of the hunt shall always glorify the hunter.” This is an accurate critique of how the historical narrative is written and controlled by those in power too often to the advantage those in power and disadvantage the oppressed. I say this because as the story of the Emancipation Proclamation is taught, there is little if any discussion about how Lincoln might not have freed the slaves if he could have reasoned an economic alternative. There is very limited discussion regarding how Lincoln freed slaves in Washington, D. C. eight months before the Proclamation was issued possibly to buy more time or how slaves in the Union states were not officially freed by the Proclamation. In summary, the Emancipation Proclamation process was long and drawn out.

This year’s YCF grant will allow Bronxville Tree House practitioners to offer individualized counseling and art therapies to local young people who require it. YCF members believe that this mission is critical to community members’ emotional and mental health.

Mount Vernon community approves $275,542,563 budget for 2026-27 school year

MOUNT VERNON, N.Y. (June 16, 2026) — Voters approved a $275,542,563 revised budget for the Mount Vernon City School District 2026-2027 school year by an official vote total of 1,161-1,075.

The Mount Vernon community came out to vote on the budget in greater numbers than even in the initial vote.

The budget reflects a 1.50% increase to the tax levy and is funded through property taxes, state and federal aid, and local revenue sources. Voters rejected the initial proposed budget in May, which included a 1.99% increase in the tax levy. The budget was reduced after the initial vote to avoid cutting any student services, and its passage ensures that the Board of Education will not need to adopt a contingency

budget, which would include harsher cuts.

“Thank you to the Mount Vernon community for supporting a budget that will support all our scholars and help advance their opportunities,” Superintendent Dr. Demario Strickland said. “I would like to assure the community that this budget is a responsible and purposeful plan, shaped by the realities of a lean fund balance and guided by an unwavering commitment to our students, families, and community.”

Our Response to Trump’s DEI Budget Cuts

It is an established fact that President Donald Trump is out to erase Black history and all our contributions to this America now preparing to celebrate 250 years. As programs and dollars continue to vanish, too many of us are concerned about the loss of Federal dollars that have financed so many of our projects. The real issue is not how much are we losing in programs and dollars, but rather what are we willing to do to replace those losses? Let us not forget that Black people spend over $4 trillion a year in this country. The question is not whether we have money, but rather what we are willing to adjust our spending on so that

we can finance our own programs and projects?

Did we not use our churches as places of learning and cultural interaction before government grants became available? Our churches need to reestablish Food Pantries and Libraries; programs for our children and seniors. We seemed too concerned about creating non-profits rather than using our own dollars to finance what we need and releasing some of what we want. We still have to test those coming to us for help. Not everyone is honest, neither is everyone a crook or thief. As a matter of fact, not every church is church-worthy. As the Bible says, we “must try the spirits” to know who and what we are dealing with.

Bottomline. We defeat Trump by going to the polls and voting our interests. We defeat those who support and think like Trump by not placing them in office. And, we defeat Trump and those who think like and support him by putting our votes and our dollars together as we prepare now for November’s General Election. Let’s not be distracted by Iran, Epstein or Trump. Our focus right now is the Governor’s race, Congressional and Senate Seats and reclaiming our share of this dream.

Juneteenth’s Unfinished Legacy

The slavery that ended should never have happened. Modern forced labor means it still hasn’t.

On June 19, 1865, Union General Gordon Granger rode into Galveston, Texas, and issued General Order No. 3, informing the people of Texas that all enslaved people were now free. The Emancipation Proclamation had taken legal effect more than two years earlier, on January 1, 1863. But freedom had not yet reached the enslaved people of Texas, the far edge of the Confederacy, until that summer day. The news came late. It came, though. We have marked it as Juneteenth ever since, and in 2021, it became a federal holiday.

We rightly celebrate the moment freedom finally arrived. But there is a harder truth folded inside the joy of the day. The bondage that General Granger announced the end of should never have existed at all.

Millions of human beings were stolen, sold, and forced to labor for the profit of others. No proclamation, however welcome, can undo that original wrong. So Juneteenth carries two obligations at once: gratitude for the end of slavery and a moral demand that it never return.

That second obligation is more urgent than most of us realize.

What we can do, and why it matters

The good news is that ordinary people are often the first to notice that something is wrong, and ordinary attention saves lives.

Learn the signs. Trafficking hides in plain sight: a young person who is never allowed to speak for themselves, who works long hours but controls no money, who shows signs of fear, who is closely monitored by an adult who answers every question for them, who lacks identification or appears to be coached.

You do not need to be certain. You only need to notice.

Know the number. The National Human Trafficking Hotline operates around the clock at 1-888-3737888, and you can text “HELP” or “INFO” to 233733. New York also maintains a state Interagency Task Force on Human Trafficking with confirmation and support services.

Report what you see; do not try to investigate or intervene on your own, which can put both you and the victim in danger.

Support survivors and the organizations that serve them. Survivors need housing, legal help, counseling, and a path back to safety and stability. Local nonprofits and service providers do this work every day and are chronically under-resourced.

Volunteer, donate, or simply learn who they are in your county.

Invest in young people before they become targets. The single most powerful protection against exploitation is opportunity. In my work with young people in Westchester, I have seen what opportunity can prevent. Mentorship, education, job training, and stable housing are not separate from anti-trafficking work; they are anti-trafficking work. Every young person who has a future they can see, and adults who show up for

Family Reunion Planning is Being Handed Off to a Younger Generation

The task of planning a family reunion is often given to younger generations now since digital tools make planning easier for them, and they’re more geographically mobile and connected. Older generations are also stepping back due to time and energy constraints, and younger generations focus more on experience-driven and inclusive events.

A Pew Research Center survey found that Black adults turn to their family for emotional support more than other American adults; for example, 34% say they would turn to a grandparent vs 15% for other adults.

The survey also found that Black adults are far more likely to lean on extended family, which shows how important blood ties are.

This is why you’ll see people getting together for a family reunion every few years.

History also recorded but rarely highlights the reparations paid to slave holders in Washington, D.C. and in confederate states and slave holding union states as well, in compensation for the slaves they were forced to free.

And yet, we know that reparations were never paid to the slaves themselves for the 250 plus years of free labor they provided that built the economic engine of America.

Even today, any discussion regarding the payment of reparations to the descendants of slaves seems to border on blasphemy in this nation. For nearly 50 years Congress has turned away from even studying the prospect of reparations for Black people despite the reality this country has awarded reparations to the Japanese people who were wrongfully interred during WW2; we’ve awarded reparations to enemy nations we’ve fought against in war; we’ve awarded reparations to Native Americans for treaty violations; and we’ve even awarded reparations to Jewish holocaust survivors even though they were harmed by Germany and not the United States of America.

Off the top of my head I can hardly think of anything that might rile many on the right in this country more than for the descendants of slaves to receive reparations for the labor of their ancestors and the inter-generational wealth they were denied the opportunity to accrue and pass on to their progeny.

When the Union army finally arrived in Galveston, TX on June 19, 1865, in addition to announcing and implementing the Proclamation and managing reparations for the slave holders, Major General Gordon Granger also declared the acts of the Texas legislature and governor as illegitimate. That being said, he also “paroled” all civil officials associated with the confederate government and confederate military members. Here is why this belongs in the same breath as Juneteenth. In 1865, freedom was delayed but finally delivered, and a community that had every reason to despair chose instead to celebrate, to remember, and to build. The honest way to honor that is not nostalgia. It is to recognize that the work of ending human bondage is not finished, and that no child anywhere should still be waiting for the freedom that Juneteenth promised. We mark the day not only to look back at what ended, but to commit to what must never begin again.

WHITE PLAINS, NY—The Westchester County Board of Legislators celebrated Caribbean American Heritage Month on Monday evening with a ceremony honoring Lyndon Williams, a distinguished jurist, Mount Vernon community leader, and Chairman of the Westchester County Charter Review Commission, and Ted Bitter, a veteran of the war in Vietnam, Peekskill business owner, and youth sports mentor.
