Rally for the Local Journalism Sustainability Act’s Inclusion in the FY’25 State Budget

This Wednesday, March 20, 2024, the Empire State Local News Coalition and a group of publishers representing small newspapers in Westchester County and the Hudson Valley, will be traveling by bus to Albany to rally for the Local Journalism Sustainability Act to be included in the Fiscal Year 2025 State Budget.

fighting for the long-term sustainability of local journalism in New York – released the following statement on the New York State Senate’s inclusion of the Local Journalism Sustainability Act in its FY’25 One-House budget resolution:

incentivize the hiring of journalists and ensure that New Yorkers have access to the quality, independent local news they deserve.

We’re thrilled that the Senate has answered the call, and urge Governor Hochul and the Assembly to support inclusion of this transformative bill in the final budget.”

New York’s Local News is at a Crisis. Nationwide, the news industry has been plagued by challenges that threaten our ability

to continue delivering the stories that our readers rely on. Declining advertising revenue, changes in consumer habits, and competition from social media platforms threaten the long-term viability of local journalism.

More than 3,000 newspapers have shuttered across the country since 2004 – and New York newspapers have been particularly hard hit. In 2004, New York boasted 501 newspapers; today, it’s only 260. In 2022 alone, 30 newspapers closed across the state. A quarter of New York’s counties are news deserts-–down to their last newspaper. Orleans County recently became the first in the state to have none. These closures have also resulted in thousands of lost journalism and newsroom-supporting jobs.

Local news matters. Studies show that when a community loses its source of local news, it experiences decreased voter turnout and civic engagement; increased municipal borrowing costs that lead to higher taxes; and decreased transparency among government and business officials, leading to in-

creased waste, fraud, and abuse. As newspapers shutter, communities become more polarized, leaving us stuck in a never-ending doom loop where we lose sight of our shared values. During this era of intense national partisanship, local news offers a path forward.

Why the Local Journalism Sustainability Act? This bill, which currently boasts bipartisan cosponsors, provides tax credits to local news outlets for the employment of local news journalists. News organizations are incentivized to actually add jobs, returning reporters to many of the state’s newsrooms, which are becoming increasingly desolate. Importantly, the bill is also content neutral, meaning that any legitimate local news outlet--left, right, or in between--can benefit from this bill. The objectivity of the bill’s eligibility requirements means the legislation cannot be weaponized to penalize news organizations critical of government officials.

About the Bill

• The New York Local Journalism Sustainability Act, sponsored

by Senator Brad Hoylman-Sigal and Assemblymember Carrie Woerner, provides a refundable tax credit to news organizations based on payroll of newsroom employees.

• The latest version of the legislation was included in the State Senate’s budget response to Governor Hochul, which means that the bill will be part of final budget negotiations between the Governor and the legislature.

• While this does not guarantee that the legislation will ultimately pass, it is the farthest the Local Journalism Sustainability Act has moved since it was introduced in 2021, demonstrating the growing momentum behind this proposal in just a few months since the Empire State Local News Coalition was founded.

• The most recent version of the bill was amended to reflect changes the Senate Majority Conference requested. Without these changes, the tax credit would not have been included in the Senate’s budget pro-

Attorney General James Delivers Over 9,500 Cans of Baby Formula to New Yorkers

NEW YORK – New York Attorney General Letitia James secured 9,564 cans of baby formula, with a wholesale value of $200,000, to resolve an Office of the Attorney General (OAG) investigation into Walgreen Co. (Walgreens) which illegally raised prices of baby formula during the 2022 shortage. The OAG investigation into Walgreens price gouging of baby formula follows reports and consumer complaints about unreasonably high costs associated with this essential product. Attorney General James secured the Walgreens settlement in the form of baby formula to make it available to New Yorkers in need. In addition to the over 9,500 cans of baby formula, Walgreens will pay a $50,000 penalty to resolve the OAG investigation.

“Baby formula is the main source of nutrients and absolutely essential for thousands of our most vulnerable residents, our infants. During the formula shortage, families were panicked and struggling about how to feed their babies. For Walgreens to take advantage of this crisis and jack up formula prices is not only illegal,

but downright shameful,” said Attorney General James. “The thousands of baby formula cans secured by my office will go directly to help New York families who need it most. Today’s agreement should also send a clear message that my office will not tolerate any company that attempts to price gouge our state’s consumers.”

As part of the settlement with OAG, Walgreens will donate 9,564 cans of baby formula to the Met Council in Queens County, and FeedMore WNY and the Buffalo Prenatal Perinatal Network in Buffalo, Erie County. These nonprofits will distribute the formula to New Yorkers in need. Additionally, Walgreens will pay a $50,000 penalty, and will refrain from any future price gouging.

In February 2022, major baby formula manufacturer Abbott Laboratories, facing contamination concerns, shut down a plant that produced approximately 20 percent of the country’s formula and recalled several of its popular Similac formula products. The Abbott plant closure and recall contributed to a severe nationwide short-

Schumer Calls for New Elections in Israel, Criticizing Netanyahu’s Leadership

Senate Majority Leader Chuck Schumer, the highest-ranking Jewish official in the U.S., has delivered a scathing critique of Israeli Prime Minister Benjamin Netanyahu, calling for new elections in Israel amidst ongoing conflict with Hamas.

Speaking from the Senate floor, Schumer emphasized that Netanyahu’s leadership no longer serves Israel’s best interests. “The Netanyahu coalition no longer fits the needs of Israel after Oct. 7,” Schumer proclaimed in a scathing takedown of Israel’s leader.

Schumer’s declaration marks a significant departure from traditional U.S. support for Israel’s government and highlights a pivotal moment in American-Israeli relations.

As the highest-ranking Jewish elected official in U.S. history, Schumer’s call for Netanyahu’s

County Executive George Latimer Talks to County Press Publisher

Thank you, County Executive George Latimer, for agreeing to come back to the Westchester County Press to answer some questions our readers have been asking. Welcome.

COUNTY EXEC: (Continuing our discussion from last week) If you look at what we’ve done outside of Memorial Field, we have had an active MWBE (Minority & Women Business Enterprises) program. People may not recognize it, we have invested six years in this county administration, a quarter of a billion dollars in assistance to minority-owned and women-owned businesses, $250 million over six years. And that’s a commitment that includes, not just when we do one project like Memorial Field, but what we do with contracts throughout county government. The doors have been open for minority businesses and women-owned businesses. And I think there has been great improvement over the prior administration. I don’t think it was as open and inclusive as it is now.

SANDY: You mentioned the gridlock down in Washington. What would you do to break the gridlock so that Congress can get back to work?

COUNTY EXEC: Obviously, the first thing that no one can know is if I wind up going to Congress, what is the construct of the Congress after this next election? Will we have a Democratic president or a Republican president? Who’s running the Senate and who’s running the House? It could go any combination of ways. If you have one party in control, if it’s the Democrats in control, there’s one set of

things you can do. There is another set of things you do if Republicans are in control. The basic principle is that you have to work across the aisle. You cannot join a group of people on one end of the party and say, “We’re not working with the other side.” You have to find people who, from issue to issue, can agree with you. They may not agree with you on everything, maybe not a majority of things, but if you have a common interest in a particular issue, if you’re going to try to fix what’s broken at the border, and you have a number of legislators who are prepared to do that work, even if you don’t agree on another issue, you have to try and partner in those things. Now if I go down there as a freshman, I’m not going to have any seniority, so I’m not going to get to head a committee, but I’m going to use my knowledge, my ability to marshal facts, and to develop those friendships across the aisle, and within the party as well. It’s a big conference, 200 plus Democrats. Now I start out with the fact that I served with at least nine members of the Congress, either as a state legisla-

Racist Anti-Immigrant Hysteria is Aimed at Blinding Voters to Reality

“The bomb outrage in New York emphasizes the extent to which the alien scum from the cesspools of the Old World has polluted the clear spring of American democracy. While hundreds of detectives scour the haunts of the anarchist and the terrorist in the slums and outlandish foreign quarters of American Babels, the doors of Ellis Island stand open to fresh hordes of warped and half-crazed deserters from Europe.” – The Washington Post editorial board, Sept. 20, 1920

Replace the bombing in New York with the death of Laken Riley … “cesspools of the Old World” with “sh**hole countries” … “polluted the clear spring” with “poisoning the blood” and Ellis Island with the southwest border, and a 1920 editorial could be a 2024 presidential campaign speech.

In 1920, the targets of anti-immigration hatred were European, not Central and South American, but were no less targets of the racial and religious bigotry of the era. The newcomers from Italy, Greece and Eastern Europe were considered inferior -- dirtier, less intelligent, more criminally inclined -- than Americans of northern European and Anglo-Saxon descent. The current GOP presidential nominee’s own father, the son of a German immigrant, was arrested at an anti-Catholic Ku Klux Klan march in 1927.

The racist stereotypes at the heart of antiimmigrant hatred are no more true today than they were a century ago, but bigots and extremists still cling to them just as tightly.

The same baseless hysteria about violent crime that permeated the 2022 midterm elections is front-and-center in this year’s presidential race.

“You have these politicians who are strategically, intentionally, purposefully seeking to

exploit people’s unconscious vulnerability by saying welfare queen, illegal alien, terrorist, gangbanger, terms that they know will trigger unconscious racist views,” U.C. Berkely law professor Ian Haney López, who specializes in race and racism, told PBS.

We do need immigration reform. But not because immigrants are fueling a violent crime wave. To the contrary, violent crime rates have fallen sharply since President Biden took office, and communities with more immigration tend to have less crime, especially violent crimes. One study estimated that about 3 percent of undocumented immigrants had felony convictions, compared to 8 percent of the overall population.

As President Biden noted in his State of the Union Speech, the hypocrisy of right-wing extremists demanding policy changes based on one tragic killing is breathtaking when they continue to block common-sense gun safety measures in the face of tens of thousands of gun deaths every year.

Just as hypocritical was their deliberate sabotage of a bipartisan deal on border security for the contemptable purpose of denying President Biden a victory in an election year. A “popular commentator” told Oklahoma Sen. James Lankford, chief negotiator of the compromise, he would “destroy” him if he tried to solve the

tor or as a colleague, being a county executive. Hakeem Jeffries, who will be the next speaker if the Democrats win. He and I served in the NYS Assembly together. Grace Ming, Adriano Espaillat, ,Joe Morelli, and a few others on the other side of the aisle. These are people I have dealt with in the assembly and we’ve worked together on different things from time to time. When you walk in the door, you have some credibility with other people who know you and know how you think. You’ve got to work within the boundaries of your conference. And this is the loyalty within the Democrats. I understand that they have the Squad out there, and they’re on the edge of the party and

border crisis “because I do not want you to solve this during the presidential election.”

Meanwhile, the asylum seekers fleeing violence in their homelands are subjected to the cruel whims of publicity-hungry southern governors, who use the chaos they inspire to misrepresent the migrants as disruptive and burdensome.

The bipartisan border agreement would have quadrupled the number of Asylum Officers to process the years-long backlog in asylum claims and added 100 more immigration judges to adjudicate those claims. It would have provided $1.4 billion to the cities and states struggling to provide the migrants with critical services, and expedited work permits so migrants are less reliant on those services.

But the extremists who tanked the bill would rather appeal to voters motivated by racial fear and resentment than the voters motivated by common sense and human decency.

“The tragedy is that Republican leadership and important media outlets have convinced a significant portion of Americans that their best future depends on rejecting and indeed actively fighting against a multiracial democracy,” López said. “But we’re already a multiracial society. What we stand to lose then is our democracy and a society that works for all of us.”

But it’s also how you disagree and how you handle that disagreement that either creates

Rep. Bowman Presents Checks for $14.6 Million in Community Project Funding for NY-16

TUCKAHOE, NY Monday, March 18, 2024 — This morning, Congressman Jamaal Bowman, Ed.D. (NY-16) held a press conference to celebrate the federal government successfully securing $14.6 million in funding for 11 community projects in New York’s 16th Congressional District, in addition to the $1 billion that the Congressman has already brought back to the district in his time in office so far. Bowman presented checks to the community organizations and municipalities receiving the funding, which will be used to support communities and organizations in the district with muchneeded greenspace, climate investments, community programming, economic development, affordable housing, and more. • $100,000 to the Hispanic Resource Center of Larchmont and Mamaroneck to renovate the Mamaroneck Community Center for flood mitigation after Hurricane Ida and provide critical social and legal services like workforce development, violence prevention, and youth enrichment programs.

• $1,150,000 to HOPE Community Services to support the construc-

WP/GB NAACP and AKAs Honor Two Community Activists at Women’s History Month Program

WHITE PLAINS, NY -- The White Plains/Greenburgh Branch of the NAACP, in collaboration with Alpha Kappa Alpha Sorority, Pi Iota Omega Chapter, celebrated Women’s History Month on Sunday, March 17, 2024, by honoring two phenomenal women of the community, Lora Stephens and Tiffany Hamilton. The community room at the Greenburgh Public Library was filled with members of the sponsoring groups as well as well wishers from throughout the Westchester community, to show support for the two women who have impacted the lives of some many.

Lori Stephens is the Executive Director of G.O.O.D. For Girls (GFG), a mentoring program for girls ages 12 through 18. Founded at Union Baptist Church in (Greenburgh) White Plains and inspired by Rev. Verlin D. Williams, Pastor, the faith-based program has provided young girls with mentoring,

Mrs. Stephens shared her personal journey as a teenager growing up in Mount Vernon, as a “preacher’s kid”, the daughter of Rev. Richard Dixon, who served as Pastor of Macedonia Baptist Church in Mount Vernon for over 30 years. She stressed the importance of having role models in addition to her parents to guide her along the right path. She learned that a change in her attitude was necessary for her to reach higher heights, as she soared to succeed. Her

mother had taught her that if she saw something that needed to be changed, not to just listen or join those complaining, but to help young girls as they struggled. The words of wisdom have served her well as she became a change agent, a doer, and an inspiration for so many other adults and youth. As the mother of a young daughter, she was unable to find a mentoring program that was suitable for her daughter as she was growing up, but she had a vision and did the necessary research to develop a program of her own. She was led by God to the scripture Jeremiah 25:11. From the scripture, came the acronym, G.O.O.D., (God’s Outstanding Optimistic Destiny) For Girls. Since May 1, 2010, hundreds of girls’ lives have been impacted by this program throughout Westchester County, with a 95% rate of successfully achieving higher education, career development, and thriving in their chosen pro-

fessions. The program has reached such a high level of success because of the willingness of professionals to mentoring the girls, exposing them to different facets of life. She added that mentoring is a gift that keeps on giving. The program has met challenges since the onset of COVID with grants and donations falling short, professional volunteers being unable, and the program staff being overwhelmed, but her faith has been kept strong by relying on yet another scripture, Genesis 12:10, “to have faith during the famine.” . . She is trusting in God to continue to order her steps throughout this journey as there is much work to be dome. She extended an invitation to those present to become a part of this mission by joining G.O.O.D. For Girls. She touched the heart and soul of those listening as she admitted that “she was the girl that G.O.O.D. For Girls was created for.” Mrs. Stephens has proven that she is a powerful force in the development of our young girls.

Formerly employed by the Internal Revenue Service, she now enjoys the benefits of retirement at an early age, giving her more time to pour into the program. She is the proud mother of one daughter, Kayla Stephens, who is on the way to being certified as a mental

Happy 100th Birthday to Ms. Lillian White!!

SLEEPY HOLLOW, NY -- Saturday, March 16, 2024, was a special day as family and friends gathered to celebrate the 100th birthday of Lillian White of Sleepy Hollow, NY. Traveling from California, Georgia, Virginia, Ohio, New Jersey and New York, they came together to pay tribute to the matriarch of the Allen family.

Lillian White, affectionately called Mama Lil’ was born on March 16, 1924 in North Tarrytown (now Sleepy Hollow), NY, the fourth of nine children in the family (three boys and six girls). She was educated in the Tarrytown school district and graduated from North Tarrytown High School in 1942. After graduation, she was employed at the General Motors Auto plant in Sleepy Hollow, on the production line helping to build automobiles as well as aircraft for World War II. She recalled that her task was to work on the wing portion of the planes. She was later employed at Readers Digest, publishing company in Chappaqua, first as a secretary and then as a Supervisor. Mrs. White was the first African American employed at Readers Digest in a professional capacity. She retired after many years of dedicated service.

Mama Lil’ was married and had a son, William C. White. For this special celebration, William worked diligently with his many cousins and family members throughout the country to pull together this joyous occasion, celebrating his mother’s life. An outpouring of love and gratitude was expressed by four generations of the Allen family who recalled the many sacrifices that Mama

Lil’ has made to be there for the family, and the nurturing and inspiration she had imparted to them throughout their lives, generation after generation! Whatever the need and wherever the destination, Mama Lil’ always found the time and the love to do whatever she could to support her family, whether caring for them when sick or just being there to help in any situation. Her kindness and generosity to her son and her many nieces and nephews, and great nieces and nephews and in-laws was shared in the stories of her loving spirit, the innumerable acts of kindness, her marvelous cooking and the family gatherings.

Joining the party was Martin Rutyma, Mayor of the Village of Sleepy Hollow, who thanked Mama Lil’ for her love of the community and her extraordinary life. He wished her a Happy 100th Birthday, and presented her with a proclama-

Marjorie Taylor Greene is not a competent congress member. She shoots her mouth off and she gets on TV. When she gets on TV, she gets greater strength than she should have. Matt Gaetz, Lauren Boebert, same thing. These are people who are not really attentive congress members, but they represent their districts, they shoot their mouths off and people pay attention to them. Whereas, the person that keeps his nose to the grindstone, works on legislation, works on bringing home money for the district, that’s not sexy. So I think that’s why the tendency in Washington, more so than any other government, is to put on a show. Be a performance artist, rather than focus on getting the job done. My experience when I was in Albany, in both houses up there, you keep your nose to the grindstone. You grind it out. You get things done so. You will produce better results for your people. • Under this version, an “eligible news journalist employer” has to employ 100 or fewer journalists and would receive a 50% tax credit against the first $50,000 of each newsroom employee’s salary, and be eligible for up to $200,000 credit in total.

• IMPORTANTLY, each qualifying news outlet that serves a separate market – regardless of its parent company – is counted as its own eligible news journalist employer, and thus the caps apply to each outlet (presuming outlets are not completely overlapping in coverage area).

• The tax credit is capped at $20 million statewide, and will be awarded to qualifying outlets on a first-come, first-serve basis until the money is spent. This is a large number for a new tax credit and paves the way for future expansions should news outlets make use of it. This model proved successful in the implementation of the state film tax credit (which started at $25 million cap and today is at $700 million a year through 2034).

age of baby formula, which was already in short supply due to supply-chain problems caused by the COVID-19 pandemic. This acute shortage lasted through much of 2022 and led to emergency action by the federal government and state and local governments around the country. Millions of infants in the U.S. are reliant on formula as their primary or supplemental food source, and the 2022 shortage created significant hardship for families across New York State.

New York’s price gouging law prohibits vendors from unconscionably increasing prices on goods that are vital to consumers’ health, safety, or welfare during abnormal market disruptions such as the 2022 formula shortage. In May 2022, Attorney General James issued warnings to more than 30 retailers across the state to stop overcharging for baby formula after consumers reported unreasonably high prices. An OAG investigation triggered by consumer reports found that Walgreens engaged in price gouging on at least 20 infant formula products. In the months after the Abbott recall, Walgreens raised retail prices by over 10 percent on those products. For some products, Walgreens’ price increase was over 20 percent, and in one case, it was over 70 percent. The OAG’s investigation found that Walgreens made over 2,400 individual formula sales at these inflated prices, selling over 3,400 cans or bottles of formula and bringing in over $150,000 in revenue.

Attorney General James has been a leader in the fight to protect New York consumers and guard against price gouging. In May 2023, Attorney General James secured a $100,000 settlement with Quality King Distributors, Inc. due to unconscionable price increases for Lysol products during the early days of the COVID-19 pandemic. In March 2023, Attorney General James announced price gouging rules to protect consumers and small businesses from corporate profiteering. The rules would strengthen enforcement of New York’s price gouging law. In April 2021, Attorney General James delivered 1.2 million eggs to food pantries throughout the state which were secured as part of an agreement with the nation’s largest egg producers for price gouging in the early months of the pandemic. Throughout the pandemic, during major disruptions,and ahead of declared disasters, Attorney General James has issued consumer warnings against price gouging on essential supplies.

New Yorkers should report potential concerns about price gouging to the OAG by filing a complaint online or calling 800-771-7755.

This matter was handled by Assistant Attorney General Benjamin C. Fishman, under the supervision of Bureau Chief Jane M. Azia and Deputy Bureau Chief Laura J. Levine, all of the Consumer Frauds and Protection Bureau. Data Scientist Jasmine McAllister also assisted in this matter, under the supervision of former Directors Jonathan Werberg and Megan Thorsfeldt and Acting Director Gautam Sisodia, all of the Research and Analytics Department. Tiffany Hamilton, CEO of the YWCA-White Plains and Central Westchester, delivered a stirring message of inspiration and motivation for all. Her message was focused on “Together!” with an emphasis rather on “To-Get-Her.” She stated that it is time To-Get-Her as the collective, working together. “It is time To-Get-Her who is broken from abuse, time to address mental health issues, time to forgive, and time to focus on others, rather than self. It is time to heal, discover and set free the young girls. It is time ToGet-Her together. She ended her comments as a call to action stating that “there is no more time to waste.”

Mrs. Hamilton is the first Black CEO of the 95 year old YWCA organization and has the vision and the determination to move forward with determination to fulfill its mission. Prior to becoming CEO of the YWCA, she served as the inaugural Chief Diversity Officer of Pace University, where she developed the diversity, equity and inclusion blueprint for the University, with a staff and student population of over 13,000 She also established the Division of Diversity, Equity and Inclusion (DEI), where she leveraged the six offices across three campuses to support DEI. Additionally, Mrs. Hamilton partnered with Pace leader-

ship to establish the Barry M. and Jackie Gosin Center for Equity and Inclusion, and secured a $2 million gift for its founding. Previously, she served as the inaugural Chief Diversity Officer of Westchester Community College, where she executed a plan to address equity gaps in student achievement and refined the hiring process, providing strategies for more effective communication and engagement. She is a highly sought after thought leader.

As an active member of the Westchester Alumnae Chapter of Delta Sigma Theta Sorority, Inc., Mrs. Hamilton is a 25-year member of the Deltas and currently serves as First Vice President and Chair of Program Planning and Development. Her sorors were present to cheer her on and to acknowledge her achievements.

Although becoming pregnant at a very early age, she persevered and is a first generation college graduate in her family. She earned a Bachelor’s Degree in Liberal Arts and a Master’s Degree in Higher Education Administration from the University of MissouriKansas City.
