Attorney General James Stops Illegal Housing Discrimination in Westchester County AG James Takes Action Against Real Estate Broker Who Denied Housing to Low-Income Renters

NEW YORK – New York Attorney General Letitia James today announced an agreement with real estate broker Pasquale Marciano and his companies, Century 21 Marciano, Anthony Marciano Real Estate Inc., and New Roc Property Management to stop illegal policies that denied housing opportunities to low-income renters. The Office of the Attorney General (OAG), with assistance from the Housing Rights Initiative (HRI), found that real estate agents, who Marciano oversees, violated local and state laws by refusing to rent apartments to investigators who indicated that they intended to use a Section 8 Housing Choice voucher to pay rent. As part of the agreement with OAG, Marciano, who owns 13 multifamily rental properties throughout New Rochelle with a total of 76 units, must place nine tenants using Section 8 or other government housing subsidies in

units he owns and pay $40,000 to the state, among other actions to make housing more accessible for lowincome renters. “Discrimination against low-income New Yorkers denies opportunities to those most in need of housing assistance,” said Attorney General James. “This agreement will open up housing specifically for low-income New Yorkers and send a clear message that this kind of discrimination is unacceptable in our communities. I want to thank the Housing Rights Initiative for their help with this investigation and consistent work to fight housing discrimination.” Refusing to rent to prospective tenants based on their source of income is illegal discrimination under New York law, and wrongly denies New Yorkers equal access to housing. Owners, landlords, property managers, rental agents, and brokers cannot refuse to accept potential

tenants solely because they receive housing subsidies. Governmentissued rental vouchers, such as the Section 8 Housing Choice voucher program, provide housing assistance to the lowest-income households to rent decent, safe housing in the private market. These programs also aid senior citizens and disabled persons on fixed incomes, displaced families, and homeless individuals with disabilities. At the time of the investigation, Marciano, as the owner and head real estate broker at Century 21 Marciano, oversaw the rental leasing practices of more than 25 real estate sales agents representing Westchester landlords seeking to rent apartments. Tributes continued to pour in throughout Friday for Joe Madison, the talk show host, activist and philanthropist known as “The Black Eagle.” After a lengthy bout with prostate cancer, the popular SiriusXM host died on Feb. 1. He was 74. Madison’s death comes as America observes the start of Black History Month. Dr. Benjamin F. Chavis, Jr., President and CEO of the National Newspaper Publishers Association (NNPA), stated, “On behalf of the National Newspaper Publishers Association, representing the Black Press of America, we express our profound condolences to the family of Joe Madison. As a trailblazer and consistent freedom fighter journalist and broadcaster, Joe Madison embodied the essence and courage to

speak truth to power.” President Joe Biden and Vice President Kamala Harris also offered their thoughts. “Whether it was a hunger strike for voting rights or his advocacy for anti-lynching legislation that I was proud to sign in 2022, Joe fought hard against injustice,” Biden stated. Madison aligned his platform with his purpose, Harris added. “Through his decades-long career in radio, he championed the fight for equity and justice. Our nation is better because of his voice.” According to his official bio, the native of Dayton, Ohio, was an All-Conference running back at Washington University in St. Louis where he was also a baritone soloist in the university choir and a disc jockey at the campus radio station.

He earned his bachelor’s degree in sociology, becoming the first person in his family to graduate college. At age 24, he became the youngest executive director of the NAACP’s Detroit branch before being appointed the organization’s National Political Director and eventually being elected to the National Board of Directors where he served for 14 years. During his tenure at the NAACP, Madison led hundreds of volunteers on a series of successful voter registration marches, including a cross-country “March for Dignity” from Los Angeles to Baltimore. The marches garnered thousands of signatures for an anti-apartheid bill in

JumpStart for Dads Celebrates First Graduates

WHITE PLAINS, NY – January 30, 2023 – Jumpstart for Dads, a program under the auspices of Grandpas United and the White Plains Youth Bureau held its first Dad’s Graduation Saturday, January 27, at the White Plains Youth Bureau. Program coordinators, retired pediatrician Dr. Vito Sessa and Ervan Caesar, implemented a 12-week free virtual training to help dads and expectant dads improve their skills as fathers and husbands. Topics covered included: Being a Man and a Dad, Fathering Skills, Health & Wellness, Managing Emotions, Co-Parenting, Managing Money, Child Development and Behavior. The program was developed to combat the epidemic of fatherless children in our nation and to help support men on their journey to become the best fathers they can be. The program is available in English and Spanish. The graduates of the program were: Ariel Gomez, Chaz Thomas

and Luke Kruger. Youth Bureau director Frank Williams, Jr. stated that we thank Dr. Vito Sessa and Ervan Caesar for taking the leadership in bringing this program to our community. It is our hope that this program can be replicated throughout our nation.

Westchester based artist Cedric Lucas has been honing his skill as an Artist/ Illustrator since childhood. A graduate of the School of Visual Arts, BFA and MFA from Lehman College, Cedric has 33 years of Art teaching experience in Westchester Schools and has published 12 Childrens books since 1995.

Frederick Douglass spent his life fighting for justice and equality. Born into slavery in 1818, he escaped as a young man and became a leading voice in the abolitionist movement. People everywhere still find inspiration today in his tireless struggle, brilliant words, and inclusive vision of humanity. Douglass’s legacy is preserved at Cedar Hill, the house where he lived his last 17 years,

The program will include works by composers David Baker, Coleridge-Taylor Perkinson, Jessie Montgomery and Ludwig van Beethoven. Amadi Azikiwe, violist, violinist and conductor, has been heard in recitals in major cities worldwide and has been a guest of the Chamber Music Society of Lincoln Center. Amadi is a sought-after faculty member at both NYU and the Mannes School of Music. Pianist Mikael Darmanie has performed in diverse settings including The Weill Institute at Carnegie Hall, Rachmaninov Hall in Moscow and is the keyboardist for the band Warp Trio. NNPA NEWSWIRE — The attack marks the third drone strike on the outpost in the past six months, with the first two occurring in the latter half of the previous year being unsuccessful. Lt. Gen. Jody Daniels, chief of the Army Reserve and commanding general of the U.S. Army Reserve Command, said the murders of the three Black reservists cut deeply. Three Black American reservists from the 926th Engineer Brigade, based at Fort Moore, Georgia, lost their lives in a drone attack on a U.S. base near the Jordan-Syria border. Pentagon Deputy Press Secretary Sabrina Singh identified the fallen soldiers as Sgt. William Jerome Rivers, 46, of Carrollton, Georgia; Spc. Kennedy Ladon Sanders, 24, of Waycross, Georgia; and Spc. Breonna Alexsondria Moffett, 23, of Savannah, Georgia. The tragedy occurred at the logistics support base at Tower 22 of the Jordanian Defense Network, where approximately 350 U.S. Army and Air Force personnel are stationed. That base plays a crucial role in providing support for the coalition’s efforts against ISIS, according to Central Command. The U.S. government has determined that Iran was responsible for the attack, prompting President Joe Biden to vow a response. “There will be a response,” Biden declared. In her last conversation with her mother, Sanders reportedly expressed aspirations to elevate her military career upon returning home from the Middle East. She also revealed her intention to purchase a motorcycle. Sanders was actively involved in coaching soccer and basketball in her hometown of Waycross, Georgia, and worked at a pharmacy. She was pursuing college courses to become an X-ray technician. Sanders’ parents shared that she volunteered for deployment to experience different parts of the world. With a history of military service in the family, Sanders had previously deployed to Djibouti and later volunteered for Kuwait, including a stint in Jordan near the Syrian border. Rivers enlisted in the Army Reserve in 2011 as an interior electrician, according to the U.S. Army Reserve Command Public Affairs Office. He served “with courage, honor, and a deep sense of duty, embodying the best of New Jersey and our na-

tion,” said Sen. Cory Booker (D-N.J.). “His death is a profound loss to his family, friends, colleagues, and our entire country, and a reminder of the heavy debt we owe to our military families for their sacrifice.” U.S. Rep. Andy Kim (D-N.J.), who represents Willingboro, said in a statement that Rivers served this country and local community with great honor and bravery. “We are indebted to him and his loved ones for their service and sacrifice,” Kim stated. “We will never forget what Sergeant Rivers and his fellow fallen soldiers, Spc. Kennedy Ladon Sanders and Spc. Breonna Alexsondria Moffett, gave for our nation. May their memory live on in our continued service to our military families.” Moffett reportedly was no stranger to the military as both of her parents were veterans. “I was like no you should, but you know she went anyway, because of her dedication to her county, she really really honored her job,” Saryha Truell, one of Moffett’s lifelong friends, told WTOC-TV. “We are reminded that the brave men and women who defend our great nation put their lives on the line each and every day to keep our country safe,” said Brig. This year’s Grammy Awards included powerful performances from the likes of Stevie Wonder, Fantasia, Joni Mitchell and more, and Shawn “Jay-Z” Carter was honored with the Dr. Dre Global Impact Award. Though it was a celebratory, talentfilled celebration, there were behindthe-scenes drama and onstage moments that have people still talking after what is known as “music’s biggest night.” Fresh off his uninformed tirade two days earlier when he declared his more than three-decade animus toward President Joe Biden because the then-Senator pushed a highly consequential crime bill, Killer Mike spun around in disbelief and joy over his big Grammy Award wins. The hip-hop star has, for some reason, refused to hold the twiceimpeached and four-times indicted former President Donald Trump accountable for things like calling for the death of the Exonerated Five, continued racist attacks on Black and other women of color, caging infants and separating them from their families. But Trump apparently gets Mike’s vote over Biden. “The suspect was placed under arrest and was transported to LAPD Central Division. The suspect has been identified as 48-year-old Michael Render and booked for Misdemeanor Battery 243(A) PC, and is in the process of being released,” authorities said a news release. The thoroughly engaging conversation was moderated by Dr. Traci Alexander, an award-winning journalist, connector, creator, and Executive Producer of the LIT-er-a-ture Lounge. Under the agreement with OAG, Marciano and any customer-facing staff member at his companies must undergo anti-discrimination training. Marciano must also implement an anti-discrimination policy and distribute it to everyone involved in the rental process at his companies. Rental applications must include clear anti-discrimination statements containing the sentence, “we are happy to consider applicants who have housing vouchers or subsidies.” Additionally, Marciano must publicly advertise all vacant units and include that government housing vouchers, such as Section 8, are accepted on every rental listing. Finally, Marciano must ensure that rental application fees are capped at the $20 maximum and, during the five-year period of the agreement, must also waive broker fees for any applicants seeking to use a government housing subsidy for their rental. “Our work with Attorney General Letitia James showcases New York State’s commitment to dismantling the harmful and illegal practice of housing voucher discrimination,” said Josh Murillo, Deputy Director of Housing Rights Initiative. “These efforts will open up apartments for countless families and increase housing opportunities for everyday New Yorkers. In October 2023, Attorney General James took action against another Westchester property owner and manager for discriminating against low-income renters. In 2022, Attorney General James took action to stop “tenant blacklisting” and partnered with HRI to stop the real estate company Compass from denying housing to lowincome New Yorkers. In July 2022, Attorney General James recovered nearly $300,000 of illegally withheld security deposits for Brooklyn tenants. In April 2022, Attorney General James sued Brooklyn-based eviction lawyers for engaging in deceptive rent collection practices and initiating frivolous lawsuits against New York tenants. It is illegal in New York State for any owner, managing agent, broker, or any other representative to refuse to rent, sell, or lease housing to any person based on their source of income. New Yorkers who suspect they are victims of source of income discrimination are encouraged to file a complaint online. This matter was led by Sandra Giorno-Tocco, Assistant Attorney General for Public Advocacy in the Westchester Regional Office of the Attorney General led by Andy Aujla, Assistant Attorney General in Charge of the Westchester Regional Office, Jill Faber, Deputy Attorney General for Regional Affairs and Jane Landry-Reyes, Assistant Attorney General in the Housing Protection Unit, led by Brent Meltzer, Chief of the Housing Protection Unit. This is a longstanding issue that Greenburgh Central feels it gets short-changed because of its wealthy Westchester neighbors. From a 2015 article in Patch. com: “For years, the Greenburgh Central School district has received less education aid than it is entitled to due to the inclusion of wealthier properties from an adjacent school district in the calculation of its wealth index. After graduation, Roberta returned to New York City where she studied for six years with Richie Beirach and briefly with Sofia Rosoff. About Billy Mintz: Billy Mintz was born in Queens, New York. In New York City, he played and recorded with the Lee Konitz Nonet, Kundalini with Perry Robinson and Badal Roy, the Eddie Daniels Quartet, Gloria Gaynor, and the Harold Danko Quartet. In 1981, Billy relocated to Los Angeles where he was a member of the Mike Garson Trio with Stanley Clarke, the Bill Mays Quartet, the Bobby Shew Quintet, and the Vinny Golia Quartet. He also performed with the Mose Allison trio and with Mark Murphy. In 1988 he toured Europe with saxophonist Charles Lloyd’s band. Billy has written two books: Different Drummers (AMSCO Publishing) and Advanced Sticking and Sight-Reading (BM Publications). His articles have been published in Not Just Jazz and Modern Drummer magazines.
