pouse certain ideals?” A healthy democracy depends not only upon unfettered access to the voting booth for all eligible citizens, but also upon the unfettered ability of those elected to exercise the will of the people. An alarming report released this week by the Brennan Center for Justice found that threats, harassment, and physical violence against elected officials have spiked in recent years, threatening the free and fair functioning of representative democracy. The vast majority of state legislators, 89%, reported experiencing some form of abuse in the last three years, with 40% experiencing actual violence or threats of violence. Glynda Carr, president and CEO of Higher Heights, a nonpartisan nonprofit focused on expanding pipelines for Black women at all levels of elected government, told the researchers, ““It is a privilege and oftentimes a joy to be able to hold elected office and serve one’s community. But there is a long way to go, still. This study shows that those with power and resources must do more to foster the conditions for all talented people to be able to step up

and lead.” People of color at both the state and local levels were at least three times as likely as white officeholders to experience abuse related to their race. Women were three to four times as likely as men to experience abuse targeting their gender. “I have been called everything, a c---, a n-----, a b----, you name it,” Wisconsin State Senator Lena Taylor said. An unnamed Black state legislator said, “My first session, it was just a lot about race. There was someone who made a lynching joke and a three-fifths comment. I think the ones that I remember the most are the ones where I was called the nword.” Pervasive intimidation threatens to exacerbate the under-representation of women and people of color in elected office. Just 28% of Congressional seats and 33% of state legislative seats are held by women. Though they represent nearly a quarter of the population, women of color hold only 9% of Congressional seats and 8% of state legislative seats. Those who do brave the harassment to make their way into office

are less likely to tackle to critical issues once they arrive. “I’ve had abolitionists — so, people who believe in the abolition of abortion — make death threats against my family, my children, myself,” said a Republican state lawmaker who failed to toe his party’s line on reproductive rights. Illinois State Rep, Kelly Cassidy opted not to lead gun safety legislation because “my kids were too little, the threats were too common and too on point.” Among the measures the Brennan Center recommends to combat the threat are: • State and local governments should provide officeholders training, conducted by experts, in resisting hate-based violence that includes techniques in bystander intervention. • States should regulate open and concealed carry of guns in places where officeholders engage with the public. • States should protect local and state officeholders’ personal information, such as home addresses, with appropriate exceptions to enable public accountability.

• Legislative bodies, officeholders, and social media companies should prioritize the freedom to safely engage in public discourse as they update policies to reduce serious harm online. The New Rochelle Public Library is celebrating Black History Month with a variety of free programs throughout the month of February. “The Fine Art of Illustration” by Cedric Lucas will be on display through February 25 in the Lumen Winter Gallery, during regular library hours. Westchester based artist Cedric Lucas has been honing his skill as an Artist/ Illustrator since childhood. A graduate of the School of Visual Arts, BFA and MFA from Lehman College, Cedric has 33 years of Art teaching experience in Westchester Schools and has published 12 Childrens books since 1995.

The New Rochelle Public Library is celebrating Black History Month with a variety of free programs throughout the month of February. An African Dance workshop led by Bokandeye African Dance Troupe will take place on Saturdays, February 3, 10, and 17, 3:30 - 4:30 pm, and February 24, 1:30 - 2:30 pm. Participants will learn basic traditional West African dance movements, some which date back to the 13th century Old Mali Empire. The workshop welcomes participants of all ages. On Sunday, February 4, 2:00 pm, the Library will screen the award winning social documentary film The Presumption of Guilt based on Harvard law Professor Charles Ogletree’s best selling book, The Presumption Of Guilt: The Arrest Of Henry Louis Gates Jr. And Race, Class, And Crime In America. In this unique collaboration between author and filmmaker, the camera lens is used to highlight the complex issue of race, class and crime in American society and to shine the light on that dreaded subject that we have failed to confront. America can no longer afford to ignore the issue of racism. PEEKSKILL, NY -- Mount Lebanon Baptist Church of Peekskill hosted a birthday celebration on Sunday, January 28, 2024, for Mrs. Irene Smythe-Bullock, in honor of her 100th birthday. . Mrs. Bullock was born on January 25, 1924 in Petersburgh, Tennessee, to the late Edward Wilson and Julia Thomison, the oldest and only living child of her parents. She married John Buchanan Smythe and from that union they produced seven children, Waymon, Mary, Joel, Barbara, Jerry, Terry and Windell. The family moved to Shrub Oak and later to Peekskill, New York. The marriage ended in divorce and she later married Paul Bullock. From this union, three children were added to the family, Paul Jr., Evelyn and Linda. The family tree currently consist of 26 grandchildren, 81 great grandchildren, 81 great, great grandchildren, and one great great great grandchild, She was also a foster mother to many other children. In 1980, she and her husband were recognized by the State of Arizona for their contributions and commitment to improving the lives of children in their care. A woman of God, Mrs. Bullock immersed herself in church work and was a former member of the First Pentecostal Church in South Phoenix, Arizona. Since relocating to New York, she joined Mount Lebanon Baptist Church, where Rev. Gary L. Colter serves as her pastor. A loving, Christian woman, who attends church service faithfully with her daughter, Mary Rainey, Mrs. Bullock is

held in the highest esteem by the Pastor, the Mount Lebanon Church family and the community. She is affectionately called “Mother Bullock” by those who have had the pleasure of being in her presence. She said she has lived through a lot, but God has been with her every step of the way. Her advice is: “Trust God and he will show you the way.” She remarked that in her younger days, she shed tears of pain, but today she is shedding tears of joy and trusting in God to continue to keep her as He always has. She was presented with gifts and cards by the Church family and friends who came to celebrate this milestone in her life. The Men of Valor Men’s Ministry of Mount Lebanon announced that they have established the Irene Bullock Scholarship in her honor, which will be awarded to a student who meets the criteria she will set. A cheerful, sweet and loving woman, Mrs. Bullock enjoys thrifting, sewing on her brand new sewing machine, taking road trips to visit family in Virginia and Florida, spending time with her family in Peekskill and her many great and great great grandchildren, who are the pride and joy of her life.

Her great grandson, Andre Rainey, expressed it this way, “Everyone who has ever met Grandma Irene loves her dearly! This is in part due to the fact that she loves Jesus Christ with all of her heart and that she continues to share His word and spread love, peace and joy in all that she says and does.” A humble soul, she said she is grateful for all the attention and love that is poured on her by so many but said she didn’t know what she had done to deserve such honor. Truly, she has been blessed and has been a blessing to those around her. Her three favorite quotes are: “Do all the good that you can.” “Love has no miles.” It’s not goodbye, it’s, I’ll see you later.” Mrs. Bullock received a Proclamation from County Executive George Latimer congratulating her on 100th birthday and wishing her life’s richest blessing and good health and continued happiness for many more years to come. On Wednesday, February 7, 7:00 pm, the Library will present a virtual talk with Frederick Douglass National Historic Site Park Ranger Kevin W. Bryant. Frederick Douglass spent his life fighting for justice and equality. Born into slavery in 1818, he escaped as a young man and became a leading voice in the abolitionist movement. People everywhere still find inspiration today in his tireless struggle, brilliant words, and inclusive vision of humanity. Douglass’s legacy is preserved at Cedar Hill, the house where he lived his last 17 years, in Washington, D.C. Mount Vernon City School District to Host Public Hearing on Proposed Charter School Revision MOUNT VERNON, NY - The Mount Vernon City School District has been notified that the New York State Department of Education is in receipt of an application for a charter school revision to increase its grade span, to add kindergarten through Grade 4 to its current Grade 5 through Grade 8 configuration; and to make a corresponding increase to its authorized enrollment from 355 students to 570 students, within the Mount Vernon City School District. The proposed revision is for “Amani Public Charter School.” As part of the approval process, the Mount Vernon City School District is required to host a public hearing and collect comments related to the application. The hearing will take place from 5:30 p.m. - 6:15 p.m. on Tuesday, February 13, 2024, in the Board Room at the Education Center, 165 N. Columbus Avenue, Mount Vernon, New York, 10553. Dexter Scott King, the youngest son of Dr. Martin Luther King Jr., has died at 62. King’s family said he died after a valiant battle against prostate cancer. Family members claimed that King, a tenacious civil rights activist in his own right, passed away peacefully in his sleep at his Malibu home while spending time with his loved ones. Leah Weber King, Dexter’s wife since 2013, shared the news through a statement from the King Center. “He transitioned peacefully in his sleep at home with me in Malibu,” she said. “He gave it everything and battled this terrible disease until the end. As with all the challenges in his life, he faced this hurdle with bravery and might.” Martin Luther King III, Dexter’s older brother, also expressed

deep sorrow, urging everyone to keep the entire King family, especially Dexter’s wife, Leah Weber, in their thoughts and prayers. Reverend Al Sharpton, a prominent figure in the civil rights movement, later shared his condolences. “I am heartbroken to hear that Dexter King left us this morning, but I was comforted by the knowledge that he is reunited with his parents and sister,” Sharpton stated. Dexter’s mother, Coretta Scott King, died in 2006, and his sister, Yolanda Denise King, died in 2007. Dexter, born on January 30, 1961, carried his father’s legacy forward. According to a King Center bio, he attended Morehouse College, majoring in business administration, and in

2005, he took on the roles of chairman, president, and chief executive officer of the King Center. Dexter’s vision for his father’s legacy was clear: to educate the public about and perpetuate Dr. Martin Luther King Jr.’s message of nonviolence globally. Beyond his activism, Dexter made significant contributions to media and entertainment. He starred in and produced films, records, and television specials focused on the civil rights movement. His animated movie, “Our Friend Martin,” received an Emmy Award nomination, and he authored the intimate memoir “Growing Up King” in 2003. Recognized as one of Ebony magazine’s “100 Most Influential Black Americans,” Dexter Scott King worked along with his family to keep his parents’ legacy alive. “On behalf of the National Newspaper Publishers Association (NNPA), representing the Black Press of America, we pause to mourn and to celebrate the life of Dexter King, who in his own way strived to exemplify the outstanding legacy of his father, the Rev. Dr. Martin Luther King, Jr.,” said NNPA President and CEO Dr. Benjamin F. Chavis Jr., a civil rights legend who worked under Dr. King in the Southern Christian Leadership Conference. “We express our sympathy to the King family, and we rededicate the Black Press to keep Dr. King’s dream alive, not only for all Americans but for people throughout the world

County Executive George Latimer Unveils Maxwell Pearce Artwork County Center

WHITE PLAINS, NY -- A creation by Maxwell Pearce is now on permanent display at the Westchester County Center’s Westchester Sports Hall of Fame in White Plains, NY. The piece, recently purchased by Backyard Sports, was unveiled on Monday, Jan. 29. Pearce is a professional athlete, entrepreneur and mixed-media artist who grew up in Tuckahoe. During his off-seasons from the Harlem Globetrotters, with whom he’s played since 2018, Pearce creates historical and contemporary mixed-media sculptures. He often reflects his commitment to weaving together the worlds of activism and sports in his hometown by increasing local youths’ early exposure to basketball as a career, which strengthens and diversifies the pipeline of players. Westchester County Executive George Latimer said: “Helping young people is not only a compassionate and ethical endeavor, but it’s also a strategic investment in building stronger, healthier communities for the future. Kids in Tuckahoe benefit greatly from Max Pearce and his work with them. We are pleased to have a piece of his artwork on display at the County Center as a source of inspiration for Westchester’s youngsters.” Westchester County Parks Commissioner Kathleen O’Connor said: “While the context and outcomes may differ, Max Peace proves that the underlying principles of skill development, dedication, and self-expression create a bridge between the worlds of sports and artistry.” With strong ties to basketball outside of the Globetrotters, Pearce was a semifinalist in the 2018 ESPN College Slam Dunk Championship. While attending Purchase College, he became the first Division III basketball player to be fully featured in two video games (NBA 2k and NBA Live). In 2020, he was an Honorable Mention nominee for the ESPYS Awards’ “Can’t Stop Watching Moment of the Year.”

On February 12, 1909, the nation’s largest and most widely recognized civil rights organization was born. Echoing the focus of DuBois’ Niagara Movement for civil rights, which began in 1905, NAACP aimed to secure for all people the rights guaranteed in the 13th, 14th and 15th Amendments to the United States Constitution, which promised an end to slavery, provide equal protection of the law, and for all men to vote, respectively. Accordingly, the NAACP’s mission is to ensure the political, educational, equality of minority group citizens of States and eliminate race prejudice. The NAACP works to remove all barriers of racial discrimination through democratic processes. The national office was established in New

York City in 1910 as well as a Board of Directors and President Moorfield Storey, a white constitutional lawyer and former president of the American Bar Association. Other early members include Joel and Arthur Spingarn, Josephine Ruffin, Mary Talbert, Inez Milholland, Jane Addams, Florence Kelley, Sophonisba Breckinridge, John Haynes Holmes, Mary McLeod Bethune, Gregory Henry White, Charles Edward Russell, John Dewey, William Dean Howells, Lillian Wald, Charles Darrow, Lincoln Steffens, Ray Stannard Baker, Fanny Garrison Villard, and Walter Sachs. Despite a foundational commitment to multiracial membership, Du Bois was the only African American among the organization’s original executives. He was made director of publica-

tions and research and in 1910 established The Crisis, the acclaimed publication of the NAACP. In 2024 the NAACP is still on the battlefield fighting injustices to minority group citizens. Proposed Toll Rate Schedule for the Central Business District Tolling Program (CBDTP) The Triborough Bridge and Tunnel Authority (TBTA), doing business as MTA Bridges and Tunnels, will hold hybrid public hearings to solicit comments on the proposed toll rate schedule for the Central Business District Tolling Program (CDBTP). The hearings will be held in a hybrid format with options to participate in-person as well as virtually via Zoom’s online platform and conference call feature, with a livestream available on the MTA YouTube channel. Under the MTA Reform and Traffic Mobility Act of 2019 (the “Act”), TBTA will establish the CBDTP and collect tolls from vehicles entering the Manhattan Central Business District, an area defined by statute as south of and inclusive of 60th Street but excluding the FDR Drive, New York State Route 9A (including the Battery Park Underpass), and any surface roadway portion of the Hugh L. Carey Tunnel connecting to West Street. The purpose of the Program is to reduce traffic congestion and generate revenue to fund $15 billion in improvements to subway, bus, and commuter rail systems under MTA’s 2020-2024 Capital Plan and successor plans. The Act established a Traffic Mobility Review Board and tasked it with issuing recommendations for a toll rate schedule within the parameters of the Act, including toll amounts and any credits, discounts, and/or exemptions. These recommendations were published on November 30, 2023. On December 6, 2023, the Triborough Bridge and Tunnel Authority Board voted to proceed with the administrative procedure required to establish and adopt a toll rate schedule. Accordingly, a public comment period is underway and hybrid public hearings will be held in order for TBTA to receive feedback on the proposed toll rate schedule. The public comment period began December 27, 2023 and will continue through March 11, 2024. The proposed toll rate schedule can be viewed at: https://new.mta.info/document/129191. The proposal in summary includes the following: n Passenger vehicles and passenger-type vehicles with commercial license plates would be charged a $15 peak period E-ZPass toll for entering the CBD, no more than once per day. n Trucks would be charged a $24 or $36 peak period E-ZPass toll for entering the CBD, depending on their size. n Buses providing transit or commuter services would be exempted from the toll. Other buses would be charged a $24 or $36 peak period E-ZPass toll for entering the CBD, depending on their type. n Motorcycles would be charged half the respective passenger vehicle toll, no more than once per day. n Tolls would be charged to vehicles only as they enter the CBD – not if they remain in or leave the zone. n Peak period toll rates would apply during the most congested times of the day – from 5am to 9pm on weekdays, and from 9am to 9pm on weekends. Toll rates would be 75% lower in the overnight period. n A tunnel credit against a portion of the peak period CBD toll rate would be provided to vehicles with E-ZPass entering through the four tolled entries that lead directly into the CBD: the Queens-Midtown, Hugh L. Carey, Holland, and Lincoln Tunnels. No crossing credits would be in effect in the overnight period, when CBD toll rates are already 75% lower than in the peak period. n NYC Taxi and Limousine Commission (TLC) taxis, green cabs, and for-hire vehicles (FHVs) would be exempted from the daily system toll on vehicles. Instead, a per-trip CBD toll would be added to each paid passenger trip fare for trips made to, from, or within the CBD at the toll rate of $1.25 per-trip for taxis, green cabs and FHVs, and $2.50 per-trip for FHVs on trips dispatched by a high-volume for-hire service (HVFHS). n Specialized government vehicles would be exempted from the CBD toll (in addition to qualifying authorized emergency vehicles and qualifying vehicles transporting persons with disabilities, as required by the Act). n Low-income vehicle owners who qualify and register with TBTA for the Low-Income Discount Plan would receive a peak period E-ZPass toll rate that is 50% less than the passenger vehicle peak period E-ZPass toll rate, on their eligible vehicle’s 11th trip and trips thereafter in a calendar month. n Generally, CBD toll rates for vehicles using fare media other than E-ZPass, commonly referred to as Tolls by Mail, would be 50% higher than that of E-ZPass customers. Congressman Jamaal Bowman Stops by to Visit Supporters in Greenburgh

When Azline Suber called her U.S. Representative and invited him to come to her home to meet her family, neighbors and friends, she was doubtful that the busy politician would be able to put her request in his schedule. But, lo and behold, last Saturday night, Congressman Jamaal Bowman stopped by Azline’s home. The Congressman was so surprised to see how many people Azline had squeezed into her house to meet their Congressman. Representative Bowman was showered with the “Biloxi, Mississippi love” because that’s how Azline rolls all the time. A native of Biloxi, MS, where she had deep roots in her community as an activist for equal rights,, before moving to Westchester. Azline told the 16th CD Rep that she’s ready to roll up her sleeves and bring that Biloxi work ethic to Westchester. The Black Democrats of Westchester held their Annual Reception at the Marriott Hotel in Tarrytown, NY on January 21, 2023. The event drew seasoned politicians, newly elected officials, and others running for office in 2024 for State and County positions including judgeships, Assembly and Senate seats. Recognized by the Black Dems were A.J. Woodson, Editor in Chief of Black Westchester Magazine, who received the M. Paul Redd Award; Terrance Raynor, Commissioner of Westchester County Department of Public Safety, who received the Thurgood Marshall Award; and Subomi Macaulay, President of the Westchester Black Women’s Political Caucus, who received the May Morgan Robinson Award. A special award was presented to William Alexander by County Legislator Benjamin Boykin. Mr. Alexander was caught by surprise when his name was called but all agreed that he was most deserving of recognition as a warrior who tirelessly worked to help African Americans who were aspiring to hold political office. The Honorable Terri Clements is Chair of the Black Democrats of Westchester. She also represents the New Rochelle district as a County Legislator.

Born in 19th century rural Louisiana to former slaves, Sarah Breedlove rose to become the first female AfricanAmerican self-made millionaire in the United States. Known as Madam C.J. Walker, she developed a line of beauty care products for black women. Walker built a factory, hair salon, mail-order business and a beauty school which trained 20,000 sales agents. Later she became a philanthropist and was active in organizing the NAACP’s Silent Protest Parade in New York in 1917. Presented by Rick Feingold, a teacher of American Business History at Bergen Community College. He has lectured at over 50 libraries in New Jersey and New York and holds an MBA from Penn State University and a B.A. in History from Rutgers University.
