Clark, Annie Willis and Taylor Palmer, were the 2026 Honorees at the Black Democrats of Westchester’s Annual Reception held this past Sunday, January 4, 2026, at the Greentree County Club in New Rochelle.

Taylor Palmer, past president of the Westchester Young Democrats, received the May Morgan Robinson Award; the David A. Ford, Sr. Award was presented to Annie Willis, Chair of the New York State Democratic Women’s Caucus; The Hon. Darcel D. Clark, Bronx District Attorney, received the organization’s Thurgood Marshall Award, and Westchester County Leg-

islator Jewel Williams Johnson was honored and humbled to accept the M. Paul Redd Award. Here are the remarks made by Jewel Williams Johnson: OPENING - THE POWER OF TERROR TRANSFORMED Hi everyone! I must first say, especially to the ladies… you all look good this afternoon, you look absolutely marvelous!

There was a time in this country when terror did not arrive quietly. It bodly announced itself. Beginning in the early 20th century—after the rebirth of the Ku Klux Klan in 1915—burning crosses became one of the most infamous tools of racial terror in America. It was not an ancient tradition.

It was not folklore. It was a calculated invention—designed to intimidate,

HAWTHORNE, N.Y., Jan. 5, 2026 — The American Red Cross is teetering on a blood shortage this winter, which could lead to a disruption in lifesaving care. Donors are urged to make an appointment to give blood or platelets now.

The Red Cross blood supply is under pressure following a busy holiday season when winter weather and packed schedules made it even tougher to ensure hospitals have the blood products needed for critical care. Without immediate action, doctors may have to make difficult decisions about which patients receive blood transfusions and who will need to wait. Donors with types O, A negative and B negative blood are especially needed now.

Don’t wait – make an appointment to give blood or platelets now by visiting RedCrossBlood.org, downloading the Red Cross Blood Donor App or calling 1-800-RED CROSS.

For the seventh year, the Red Cross and the National Football League (NFL) are partnering in January for National Blood Donor Month to urge individuals to kick off 2026 with a blood donation. to expel, and to silence. A burning cross was never just fire. It was a message meant to be understood without words. A threat delivered at night. A warning written in flame: You do not belong. Do not organize. Do not stay. Do not rise.

By the 1910s and 1920s, crosses were being burned in front of Black homes, churches, and meeting halls across the country—especially where Black families dared to move into white neighborhoods, register to vote, or assert dignity in spaces that had long denied it to them. The goal was not merely fear.

The goal was removal. But history also teaches us this: Every time they lit a cross, they misunderstood who lived inside Black homes. Because what they intended as terror has always collided with something stronger—Black resolve.

THE REDDS ANCESTRY AS ARMOR Nearly forty years after the Klan first reignited that ritual of hate, during the Redd’s struggle for fair housing in the early 1960s, a cross was burned in front of the home of their friends and allies, the Sterlings, in an act of terror meant to intimidate those challenging discrimination. Forty years later—and the message was still the same. But so was the mistake. That cross was meant to shrink them. It was meant to silence them. It was meant to

send them retreating. Instead? It anchored them. It rooted them deeper into purpose. It clarified their calling. It transformed fear into fuel. That cross did not deter the Redds. It forged them. And that—that is the lineage we are honoring today. Because what they thought would scare us has always sharpened us.

spaces is not accidental—it is intentional. In a moment when diversity, equity, and inclusion are under siege, this gathering is not coincidental. As Dr. King reminded us, “Human progress never rolls in on wheels of inevitability; it comes through the tireless efforts of men and women willing to be co-workers with God.” This room is full of co-workers. So again—Black Democrats of Westchester—thank you for making resistance look like C-EL-E-B-R-A-T-I-O-N!

FACING TRUTH James Baldwin once said, “Not everything that is faced can be changed, but nothing can be changed until it is faced.” And we Black folks — we have always faced it. And that truth lives in the story of M. Paul and Orial Redd. Like steel in fire. Like ancestors who learned to turn chains into drumbeats. Like Black women who learned to what?... Make a way out of no way. Ida B. Wells warned us, “The way to right wrongs is to turn the light of truth upon them.” And the Redds didn’t just turn on the light—they constructed the dam spotlight!

Through law. Through journalism. Through institutionbuilding. That is the lineage we are honoring today.

As the daughter of a mother born in Washington Heights to the granddaughter of an indigenous woman of the Roanoke people, a Carolina Algonquian-speaking group who called rural Virginia their home, and to a father, my maternal grandfather who journeyed from St. Kitts and Nevis to America in the 1930s with nothing but newspaper wrapped around his bare feet as makeshift shoes and deep ambition and tons of nerve. WHITE PLAINS, NY—The Westchester County Board of Legislators began the 2026 term on Monday night, re-electing Board Chairman Vedat Gashi (D–New Castle, Ossining, Somers, Yorktown) and electing Legislator Terry Clements (D–New Rochelle, Pelham, Pelham Manor) as Vice Chair. Sunday Vanderberg was elected to her fifth term as the Board’s Clerk and Chief Administrative Officer.

The Board’s majority Democratic caucus elected Legislator Judah Holstein (D–Eastchester, New Ro-

chelle, Tuckahoe) as Majority Leader and Legislator Shanae Williams (D– Yonkers) as Majority Whip. The startof-term leadership vote followed the swearing-in of the whole Board by Westchester County Clerk Hon. Thomas M. Roach. Two new legislators— Jenn Puja (D–White Plains, Scarsdale, West Harrison) and Anant Nambiar (D–Larchmont, Mamaroneck, Rye, Harrison) were inaugurated to their first terms.

Gashi said, “I’m grateful for the trust my colleagues have placed in me as we begin a new term. Over the past two years, this Board expanded quality housing opportunities, restored funding for affordable childcare, strengthened protections for domestic violence survivors, and made targeted investments to keep Westchester accessible for working families and seniors. Prior to the invasion of Venezuela, the top media issues were the expiration of funding for the Affordable Care Act (ACA), the Epstein papers being withheld from the Congress, and the harm and possible deaths of Americans because of the reversal of policies on vaccines. Once again, Trump used the oldest page in the playbook: Have a national crisis, i.e., the invasion of Venezuela and the capture of its President and First Lady; the transporting of them to the United States where they were indicted and charged with drug trafficking, and the announcement by President Trump that America would take over

control and governing of Venezuela.

These plays successfully replaced all discussions that were on the table before Saturday night’s invasion.

Once again, the only domestic policy related items coming from the White House are: (1) more ICE agents for Minnesota (with its Democratic Governor), and cuts to Child Care dollars in Democratic states.

We, the American people, must redirect conversations and priorities to the domestic issues of food, shelter, healthcare and survival. Here in California, we have a new Congressional District to which we need to elect Democrats so that we can regain control of the House of Representatives and put an end to the Republican do-nothing attitude against Trump’s trampling on the Constitution. Let’s keep our eyes on our issues and not be distracted by global plans. We must survive and live beyond Donald Trump, and fight his immigration tactics wherever possible Meanwhile, we have issues of ongoing police brutality right here in San Diego. There are no apologies or statements from the police chief. He should be reminded that silence gives consent. How many more large settlements of civil cases against the police do we really need?

Board Welcomes Two New Legislators; First South Asian American and Hindu Member New Term Marks Historic Diversity for Board

WHITE PLAINS, NY—The Westchester County Board of Legislators welcomed two newly elected members at its annual Organizational Meeting on Monday, January 5, the start of the 2026 legislative term. Westchester County Clerk, Hon. Thomas M. Roach, administered the Oath of Office to Legislators Jenn Puja and Anant Nambiar, along with 15 returning legislators. Nambiar’s election follows recent diversity milestones for the Board. In 2023, Legislator David Imamura became the first Asian American member and Chairman Vedat Gashi became the first Albanian American and Muslim to serve.

Chairman Vedat Gashi (D–New Castle, Ossining, Somers, Yorktown) said, “We are excited to welcome two new dynamic legislators to the Board—Jenn Puja and Anant Nambiar. As our first South Asian American and Hindu member, Anant’s election marks another important milestone in our growing diversity. Both he and Jenn bring valuable expertise and perspectives, and I look forward to working closely with them as we address concerns that matter most to Westchester resi-

dents.”

Legislator Jenn Puja will represent District 5, which includes Scarsdale, West Harrison, and portions of White Plains, succeeding former Legislator Ben Boykin, who retired due to term limits. Puja said, “It is an incredible honor to serve as a Westchester County Legislator for the district I’ve called home my entire life. I’m grateful for the trust that residents have placed in me. Together, rooted in shared history and united by a common future, we will move this district forward.”

Jenn Puja joins the Board following six years of service on the White Plains Common Council where she was the youngest woman ever elected to that office. Raised in Harrison’s Silver Lake neighborhood, she grew up with a deep commitment to public service. Jenn is the Executive Director of the Westchester/Putnam Central Labor Body AFL-CIO, a nonprofit organization representing more than 100,000 working families in Westchester and Putnam.

She is also an Advisory Board Member for the Mount Sinai Selikoff Center for Occupational Health and has been a member of the Labor

and Human Rights Committee of the Board of Legislators since 2018. Legislator Puja is a summa cum laude graduate of both Iona College (bachelor’s) and Long Island University (dual masters’). She lives in White Plains with her husband and two children.

Legislator Anant Nambiar will represent District 7, covering Larchmont, Mamaroneck, Rye, and parts of Harrison. He succeeds former Legislator Catherine Parker, who retired due to term limits. Nambiar said, “I am very honored to be elected to represent District 7 on the Westchester County Board of Legislators. I’m also very proud to be the first South Asian and Hindu elected, and look forward to working with my colleagues and the County Executive and team to solve the difficult, important problems that our residents prioritize.”

Anant Nambiar is a dedicated public servant, business leader, and proud resident of Westchester for more than two decades. He has held senior executive roles in the financial industry over a 25-year career, where he led strategy and product management teams and earned 12 U.S. patents for innovation. When

Former Yonkers Public Schools Human Relations Administrator Donald Duncan Passes Duncan served as Director of the Human Rights Department when a court ordered Yonkers to desegregate its schools

Abraham Donald Duncan, III, the firstborn of Abraham Duncan, Jr. and Esther Gaines Duncan, arrived in this world on November 7, 1934, in Bronxville, New York. He departed this life on December 11, 2025.

When he was three years old, his mother died. His father later married Margaret Gee, who helped raise Donald and his brother, Joshua Reginald Duncan.

At age 8, he gave his life to Christ and became a member of Shiloh Baptist Church in his hometown of Tuckahoe, New York, where he later served as a member of the Board of Trustees.

He graduated from Tuckahoe High School and attended Virginia State College in Petersburg, Virginia, for one year before enlisting in the United States Army. He was honorably discharged after serving from 1955 to 1958 as an artillery surveyor.

In 1959, he married college classmate Lillian Christian. They moved from Tuckahoe to Yonkers, New York. From that union three children were born: Gregory, Cheryl, and Ronald. The couple later divorced.

In 1960, Donald became a Freemason in Ionic Lodge, Tuckahoe, New York. He was elevated to Worshipful Master during his lifelong affiliation with the fraternity. He was also a Life Member of the NAACP. From April 1965 to August 1973, he served as a detective in the Intelligence Division of the New York City Police Department.

Donald completed his undergraduate studies with a B.S. in sociology and criminal justice at John Jay College, City University of New York. He later added a master’s de-

gree in human resource development.

Circumstances, opportunities, and preparation seem to have governed his career. His leadership as president of his community parentteacher organization helped prevent the closing of the local elementary school. This led to a position as a human relations administrator for the Yonkers Public Schools. He eventually retooled himself into a private sector human relations leader, becoming director of organizational development and training for an affiliate of Exxon. When a court ordered Yonkers to desegregate its schools, the city recruited Donald back as director of a newly formed human relations department. Many credit the absence of school violence during this period to Donald’s leadership

in training administrators, teachers, and students on cultural awareness.

Because of his demonstrated leadership in education, he was appointed to the board of the National Center for Community Education to help advance school-community partnerships. He also founded Impact Development Systems, Inc., a management consulting firm that advised governmental, educational, and corporate clients throughout North America for over 30 years.

He developed and taught graduate level courses as an adjunct professor at the College of New Rochelle, the College of St. Rose, and The New School for Social Research.

He also published training exercises with University Associates.

The year 1995 was momentous: He married educator Dr. Lois Wilson

Jamieson, became stepfather to her two sons, Alvin and Sean Jamieson, and moved to New City, New York.

In 2003, Donald and Lois moved to Poinciana, Florida. He soon joined New Covenant Baptist Church in Orlando. He served as an advisor to the Rev. Dr. Leroy Rose when Pastor Rose first assumed the pastorship.

He became a co-founder and later president of the African Heritage Cultural Club in his retirement community, Solivita. Donald was also an avid supporter of the Solivita African Heritage Cultural Club Educational Fund, Inc. Known for his intelligence and playfully teasing nature, Donald’s magic tricks — with cards, salt shakers, and sponge balls — delighted those young and old, while leaving them astounded as to how silver dollars appeared from their ears.

For all the roles he held in his life, Donald was most remembered as a mentor. Whether coaching Little League baseball, training the next generation of human relations specialists, inspiring aspiring entrepreneurs, supporting civic club leaders, or encouraging young scholars, he offered a steady, guiding hand and left a lasting impact on countless lives.

He is lovingly remembered by his wife, Lois; children, Gregory (Maria Ponder-Duncan), Cheryl, Ronald, Alvin (Natalie Reeves Jamieson), and Sean; grandchildren, Matthew, Alvin, and Addison; sisters-in-law, Deborah Duncan and Carol Grandberry; brothers-in-law Edward (Lela Wilson) and James Wilson (Annette Wilson); and a host of nephews and nieces, cousins, other relatives, and friends.

New York State Senate Majority Leader Andrea StewartCousins 2026 Opening Session Remarks These are not times for complacency. These are times that demand clarity, responsibility, and focus.

We are beginning a New Year in a moment when the pressures facing New Yorkers feel heavier and more immediate in their daily lives. Families are opening utility bills they can barely afford. They are walking grocery aisles where prices rise faster than paychecks. They are worried about the cost of housing, health care and the overall cost of living. At the same time, many New Yorkers are watching with genuine concern as hard-won rights and constitutional freedoms are challenged across the country.

That is the reality our constituents are living with. It is the responsibility of the Senate, led by this Majority, to meet it head-on.

Understandably, there is a lot we do not know, and a lot we cannot predict. The uncertainty can feel overwhelming. But if there is one truth about our work, it is that we have been here before and every time, this chamber has risen to meet the moment.

In fact, we have already proven who we are in times of crisis.

When the chaos and division of Trump 1.0 tested the foundations of our institutions, it was this chamber that stepped forward to defend New Yorkers.

We will continue to be a clear and unwavering voice for what New Yorkers deserve from their federal representatives. For example, laws like the Shield Act were not abstract ideas.

They are fundamental protections that matter, now, when people need them most. We showed the country that states could hold the line when Washington would not, and that government could still be a force for stability, fairness, compassion, and good.

In moments of crisis, when COVID brought the world to a halt and when a former Governor resigned in scandal, this chamber provided continuity and steadiness. You confronted what was uncomfortable, kept government functioning, and passed critical budgets under impossible conditions.

We did it without losing our values or losing sight of the people we serve.

Those moments were not easy. But

they reminded us of something essential. We know how to lead in uncertain times. We know how to confront the unimaginable. We know how to govern when the ground shifts beneath us, because we already have.

We know how to work together and reach consensus. We represent every corner of this state, from cities to suburbs, small towns to farmland.

We represent districts that are safely Democratic or Republican, as well as districts that are competitive, moderate, and hard-fought. Our strength comes not from pretending one size fits all, but from understanding that New York works best when communities see themselves reflected in the various solutions we advance.

Ideology and principles matter. They guide us. They shape our pri-

orities and our sense of justice. But governing also requires realism. The landscape ahead is complicated. The stakes are high. Navigating what comes next will require discipline, collaboration, and resolve.

In moments like these, we have to be adults in the room. We have to help set the tone and direction for the state. We must give a sense of security to our constituents who are living in unprecedented times of uncertainty. That is what the Senate has done under this Majority’s leadership.

When Washington chose chaos, we delivered stability. When Washington offered rhetoric, we produced results.

When Washington leaned into division, we focused on improving people’s lives in tangible, practical ways.

That is the standard New Yorkers expect from us as we move into this year.

Because I know our community-based organizations and non-profits are the backbone of our communities I, along with the wonderful Jan Fisher, Executive Director of Non-Profit Westchester, insisted on forming the Non-Profit Taskforce to raise, to elevate and address concerns so these organizations that are many times a singular resource, can better serve our communities. Because I know Mental Health is an enormous, a gigantic part of overall well-being, I championed funds in the last three County budgets to re-open the mental health clinics that were shut down by a former County Executive (whisper..

Astorino) And guess what?... the first is now open! With an improved economy and turnover at the federal level… there will be more! Here’s where I veer and preach to the choir and remind us to turnout, GOTV and vote, vote, vote this November! We must reach and motivate as many as we can across the nation!

I also successfully insisted we re-examine the County’s health plan policies so mental health access and co-pays align with the cost of physical health visits. For the last two years the County workforce now pay a $20 co-pay, no matter the doctor, whether a general practitioner or a psychiatrist or psychologist, no more sliding scale starting at $125 for a limited number of mental health visits! Because I know maternal health is a risk and equity is lacking for our Brown and Black sisters.

I, along with the fabulous Dr. Cheryl Brannan, founder of Sister-to-Sister International, hosted a maternal health and respectful care townhall.

Wait… did I say one Townhall?

What have we done Dr. Brannan?

We just hosted our 4th Townhall and we now have total buy-in from every single birthing hospital in Westchester County! But let me be clear— Those “firsts”, those “onlys”? They were never about me standing alone.

I also want to give reverence to my colleagues who push with the same urgency and heart that I do—Legislators Barr, Imamura, Pierce and Ulaj who are here this afternoon. We share the same concerns, and that’s exactly why we stood together to expand child care subsidies, secure a tax break for our first responders, and keep fighting for the everyday needs of the people we serve.

THE VILLAGE - DEEPLY HEARTFELT & PERSONAL I also have a village. And that village has raised me, held me, pushed me, and loved me into who I am today. My district is part of my village—White Plains. Greenburgh.

I have my Circle of Grace Sisterhood — women who know how to hold space, speak truth, and lift each other when the weight gets too heavy. I have my besties—and first, let me give honor to the one who passed on, my biggest encourager, Paulette Chappell-Warren. And I’m thankful—so deeply thankful—that my other besties. Alison Christmas, Andrea Coke, Wendy Barnes and Sunday Vanderberg are here with me today. You, you have been my rocks. My truth-tellers. My joybringers. When I wanted to quit, you reminded me why I started. When I felt invisible, you saw me. When I felt small, you reminded me of my depth. I love each of you more than words can hold.

FAMILY - THE FOUNDATION OF EVERYTHING I have my family—the people who loved me before there were titles, before there were awards, before there was applause. The one and only, my mother, the Honorable Alfreda Williams—Mom, you ensured I knew I was always enough and you taught me that elegance and strength are not opposites. My Godmother, Francine Shorts—Godmother Fran, you have been my compass, my conscience, my second mother. Thank you for covering me in wisdom and love. I also must acknowledge two of my Aunties, Joanne RobinsonBoettcher and Roberta RobinsonFrazier. Our families go all the way back to St. Kitts and Nevis and we had a real conversation when I first learned about today’s award. We first wished it was the award Taylor received for Great Aunt Mother Mae Morgan Robinson. We ultimately decided it was apropos because Taylor is more than deserving. Plus M. Paul Redd was the first unofficial male member of the Westchester Black Women’s Political Caucus, Inc. And then there’s my heart—my Goddaughter, Laquita Alvaranga Johnson. Baby girl, you are my legacy. When I cast votes, I see your face. When I fight, I’m fighting for your future—and now for your two beautiful children, too. I stand in rooms where we were never meant to be so you won’t have to carry the same weight. Thanks to your mom, Andrea, you are my child by choice, by love, by divine assignment. So hear me: you are brilliant. Your light cannot be dimmed. You are worthy.

You are powerful beyond measure.

And if the world ever tries to tell you otherwise—come back to this moment. Remember you come from women who turned pain into power.

I love you more than you will ever, ever know. And my in-laws—You welcomed me into your family not as a stranger, but as a daughter, a sister. You sustain me in phenomenal ways, and I am so grateful for your love, your prayers, and your presence in my life.

THE VILLAGE SUSTAINS This village— all of you— you have been my strength, my voice, you have been my reminder that I do not walk this path alone. And Black Democrats of Westchester, you have been part of that village every single step of the way.

ORIAL REDD SAYING HER NAME M. Paul and Orial Redd understood something Fannie Lou Hamer taught us: “Nobody’s free until everybody’s free.” They didn’t just fight for themselves. They fought for us. They turned housing discrimina-

tion into the Redd Bill. They turned silence into The County Press. They turned exclusion into opportunity for thousands. They turned isolation into institution-building. And let us be crystal clear—this was never a solo act. Orial Redd, she was not behind her husband. She was BESIDE him!

Beside him in court. Beside him in the newsroom. Beside him raising a family. Beside him in public service.

She was the strategist, the partner, the co-architect of every victory. Let me tell you about Orial Redd’s work: She served as deputy Westchester County executive and as Westchester County’s ambassador to Japan in 1985. Like her husband, she was also a member of the Urban League, the Westchester Democrats, and held leadership roles in the local NAACP. The branch the Redds founded. Not only was she an institution builder who didn’t just demand a seat at tables that excluded us—she built new tables, created new spaces, and opened new pathways for generations to come. She was the co-purchaser of The County Press and the co-founder of the Black Dems. And she did all of this work while raising a family, while facing threats, while navigating a world that tried to diminish her at every turn. Orial Redd was not a footnote to her husband’s legacy. She was a FORCE—in her own right. So today, in the presence of this all-women slate, I say this plainly and proudly: It is time to rename this honor to the M. Paul AND Orial Redd Award. Because we know freedom work is never a solo performance—it is a duet. Because Black women have always been the backbone and the blueprint. Because our labor has been essential—even when it was invisible. Renaming this award would not rewrite history… as some are trying to do across our country… Renaming this award would tell it RIGHT. And Black Democrats of Westchester, we trust you to lead that truth.

GRATITUDE - FULL CIRCLE From this little Black girl—Alfreda’s baby, Lacy’s wife—born in a Harlem hospital on 125th Street, Sydenham Hospital, that no longer stands—I thank you. Thank you to my family, my friends, my supporters, my village, thank you for seeing me before there was an “Honor-

able.” Thank you for walking with me. Thank you for showing up for me. Thank you for riding with me.

Thank you for being my team and my shelter —your love, your time, your belief carries me. Thank you for standing with me through it all.

Everyone…… Thank you for choosing community over convenience— again and again! You are not spectators to history. You are authors of it.

And as Dr. King reminded us, “The arc of the moral universe is long, but it bends toward justice.” But let me be clear—it does not bend on its own.

THE 7-LINE POWERFUL CRESCENDO They burned crosses to break us. We turned pain into purpose.

They tried to scare us into silence.

We turned whispers into law. They shut doors in our faces. We built our own houses. They tried to erase our names. We carved them into history. They measured us by fear. We measured ourselves by freedom.

They tried to keep us out. We took the keys—and ran the whole house.

They wanted us small. We became— THE WHOLE FOUNDATION. THE CALL TO ACTION RISING FINALE So let us leave here re-committed—not just to the remembrance of M. Paul and Oriel Redd, but to replication. Let us turn every slight into policy. Every injustice into infrastructure. Every threat into testimony. And let us promise—together—that when the next generation stands where we are standing, they will not wonder whether we were brave. They will KNOW. New Yorkers Deliver Congressman Lawler the ‘Bill’ for Skyrocketing Premiums Ahead of Thursday’s Health Care Vote Hudson Valley Families are Paying the Price for Rep. Lawler’s Inaction— It’s His Responsibility to Clean Up the Mess He Made MAHOPAC & PEARL RIVER, NEW YORK — Today, two groups of Hudson Valley residents visited Congressman Mike Lawler’s district offices in Mahopac and Pearl River to deliver a symbolic ‘bill’, totaling up the increased health care costs that his constituents will now pay thanks to the expiration of Affordable Care Act tax credits. Because Rep. Lawler dragged his feet and refused to support a three-year extension until the very last minute, the credits expired, and thousands of Hudson Valley families are now paying hundreds of dollars more each month for their insurance premiums.

The loss of the tax credits is expected to cost some of the most vulnerable New Yorkers in the 17th Congressional District more than $4.5 million in higher premiums each year.

While the House will vote tomorrow on bringing back the tax credits, Rep. Lawler’s constituents insist that his obligation is not done until the measure is passed into law. New Yorkers are already feeling the pain of higher costs due to Rep. Lawler’s inaction, and it’s his responsibility to clean up the mess that he made.
