National Infrastructure Simulation and Analysis Center (NISAC)

The National Infrastructure Simulation and Analysis Center (NISAC) was built as a design-build project with Summit Construction on Sandia National Labs.

The NISAC has non-secure offices on the East side of the building and high security offices on the West side. The single story steel post and beam with metal stud infill building has and EIFS finish and TPO roof. The interior of the building has enclosed offices, group meeting areas with skylights. The building also has a very tight room (VTR) for secure communications. The main purpose of the building is to simulate infrastructure emergencies and how to best respond to them.

Cielo Azul Retirement Center

Aragon & Frank were commissioned to design a 240 unit 4 story retirement community. The development was planned with a large central enclosed atrium. The building also has public use rooms such as movie space, counselling rooms, game area, nail & hair salon, fitness center with pool and a full service restaurant. The design consists of a four story wood framed building with 5 wings of apartments and one wing of Alzheimer’s and assisted living connected to the central atrium. The apartments include studio, 1 bedroom, and 2 bedroom designs. All apartments are designed to be accessible and using universal design principles. Each also has an emergency call station. Due to funding problems this project was never built.

Gillespie House

The Gillespie Family wanted to build a new residence in Manti, Utah. The home has two floors with the upper floor having the master bedroom and guest suite along with the full kitchen, foyer, study, and living area. The lower floor has a family room and two additional bedrooms. The site allowed for the lower floor to exit into the back yard at ground level. The building is 2x6 wood studs with engineered trusses and concrete basement walls where the lower floor is below grade. The exterior has brick veneer on the main level and simulated stone on the lower level.

The exterior basement walls included a water protective barrier and French drains to prevent water from accumulating against the foundations.

McCarran Airport had the need to replace the existing tower to provide for the expected increase in future flights.

The most important aspect was to provide all of the support areas for the tower in a limited square footage. The design was for a 22 story tower with a 4 story support building. The complexities of the design required a BIM model to coordinate all systems. The Base Building was designed to be a technological office and the TRACON area for required extensive HVAC and electrical support. Both buildings are constructed of reinforced integrally colored concrete, insulated panels, and metal coil screens. The design was completed through several charrettes with FAA staff and experts whose input was essential in the final design.

Juvenile Treatment Center

The Southern Ute Indian Tribe originally planned to build a detention facility but due to tribal concerns the project was shifted after the 65% design documents to be a Juvenile facility. SUIT wanted to provide a detention and treatment center to serve native youth. The building is built of CMU with kal-wal translucent panel skylights and clerestory windows. There were male and female holding cells along with administration offices, a full kitchen, and medical rooms. When the design was complete and awaiting funding the SUIT council again decided to change the design to office for their justice center employees. The design was revised to impact the design the least and completed as a general office building.

Bahastl’ah Government Center

The 4290 SF community and local chapter government center is located on the Navajo Nation near Twin Lakes, NM. The existing center was old and too small for the needs of the community. The new building is wood framed construction with EIFS exterior walls and a TPO and standing seam metal roof. The building has offices, conference room, restrooms with showers, a full kitchen, and a community meeting room. The council/community meeting room is hogan-shaped with a wood ceiling and the upper soffit walls on each cardinal direction are painted to match the Navajo nation’s flag colors. The design entry canopy is reminiscent of a weaving loom. The building was constructed in seven months.

Ranger Office & Fire Station

The Magdalena Ranger District Office and Fire Station/Warehouse was a designbuild projects that received LEED Silver Certification. The Office building provided new offices for 30 field district staff as well as a large conference room and training center that can also be used after hours by the community. The Office building has efficient HVAC systems as well as natural daylight and views from almost every workstation. The Lobby desk was designed with wood harvested for forests nearby. The Fire Station and Warehouse has a four bay fire truck parking garage, storage for ATV’s, an exercise room, and a 5 station emergency call center. The Fire Station and warehouse was built with CMU block to make it more durable and fire resistant. Both buildings have an EIFS finish and a galvanized metal roof to match local buildings.

Permanent Party Barracks

Type of Project: Unaccompanied Enlisted Housing - Military Type of Construction: Type VB, Two Story, & 3468 SF Location: Fort Leonard Wood, MI Cost: $19,525,000 Date & Duration: September 2012 – November 2013 Company: WHPacific, Inc. Role: Project Architect/BIM Manager

The Army in Fort Leonard Wood, MI issued a design-build contract to Hunt Building Company and WHPacific to build 24 units of Unaccompanied Enlisted Housing. This project was phase IV of development on the base. Each building consists of five units of two bedroom units with a shared restroom and kitchenette.

The project was designed as and received LEED Gold certification. The building has low water use fixtures, increased insulation, high efficiency HVAC system, and natural lighting and views. The exterior was built to match previous phases with vinyl siding and brick veneer and metal roofing. The design was done using BIM and complete clash resolution was required at each submittal.

Airport Terminal Replacement

The existing airport terminal in Las Vegas, NM was on old building from the 1970’s that did not have the space needed for visitors to the airport. The new building has two offices, a general lobby space, new restrooms, and a pilot’s lounge that is accessible after hours. The new building also provided ADA accessibility from the parking area and to the tarmac. The new building also increased the energy efficiency with additional insulation in the ceiling and an insulated finish system on the exterior walls. The exterior of the building has a simulated stone veneer, EIFS and a standing seam metal roof. The entry lobby has a star compass aligned to true north and with the airports designation letters and altitude.

Butterfly Healing Center

After a two year delay to find a site the Eight Northern Indian Pueblos Council agreed to build the Butterfly healing Center in Taos, NM. The center is a 20,000 sf 25 bed inpatient youth treatment facility. The center is a prototype for a new treatment centers and was a design-build facility with WHPacific, Inc. as the prime. The Team used Lean Construction practices to reduce design and construction into only 11 months. The center is a wood framed building with EIFS exterior and TPO roofing. The building has excellent energy performance with R-50 blow-in insulation between the roof trusses. All finishes were durable and built to last. The building has been well received by the community and tribal members.

Nambe Pueblo Head Start Center

The existing Head Start Center at Nambe pueblo does not have sufficient facilities for existing students. The design was completed using Lean Design Principles. The building incorporates a classroom for up to 20 students, a residential kitchen area, teacher conferences and break room, and better security and mechanical upgrades. The building is centered around a cultural space which symbolically reminds students of their native culture and its importance in their lives. The Nambe Pueblo as a member of the Eight Northern Indian Pueblos Council is currently trying to secure funding through congress.

The building contained about 18,000 SF of offices located in Tech Area One at Sandia Labs. This project was the renovation of an existing office building to update and modernize the building. The work included interior renovation of spaces and an exterior facelift for the building. Office building was 30% more energy efficient and incorporated daylighting, and views to the exterior. The Warehouse/Fire Station had three truck bays and an emergency call center. The building was CMU and was built with a corridor connecting it to adjacent office space. Role: Project Architect/Manager/BIM Manager Intel RR7 Interior Remodel, Rio Rancho, NM. WHPacific, Inc. This was a design-build contract with Turner Construction to renovate existing spaces into an arcade, theater, and break room for staff. A design-build project with Gran-Cor Contractors, this was a 5968 sf building located on base.

It was designed to meet anti-terrorism standards and consisted of a mixture of open and private offices and two laboratory areas. Role: Project Architect/BIM Manager Infrared Radiation Experiment Laboratory, Kirtland Air Force Base, Albuquerque, NM. WHPacific, Inc. A design-build project with Gran-Cor Contractors, this was a 5968 sf building sister building to SSL. It was designed to meet anti-terrorism standards and consisted of a mixture of open and private offices and two laboratory areas. Role: Project Architect/BIM Manager Aerial Delivery Building, Kirtland Air Force Base, Albuquerque, NM. WHPacific, Inc. This design-build project with TLW Contractors was for a new parachute drying tower and a 4,688 sf parachute packing addition to the building. There was also 900 sf office addition to the building. The New work included the addition of two science classrooms and a media center and the renovation of the existing restrooms for ADA compliance. This project was a $65 million two story high school located on the West side of Albuquerque. Wayne was specifically involved in the design documentation for the gymnasium, science classrooms, and the media center. Role: Project Architect • CATA Charter School, Albuquerque, NM, Aragon & Frank Architects. This project was the renovation of an existing call center for the use as a Charter High School. The project was the renovation and addition of existing restroom facilities and the addition of walls to create classrooms. Wayne provided design through construction administration services.

This was a 5,000 SF exhibit space addition to the Bosque Redondo Exhibit in Fort Sumner, NM. The City came to us to help them finish the design of a temporary pool cover for their pool. The temporary pool cover was designed to interface with an existing changing/shower facility and was built as an air-inflated membrane structure. Role: Project Architect/Project Manager Armijo Park Restroom Building, City of Truth or Consequences, NM. WHPacific, Inc. This was a 546 sf building with male and female restrooms for a park. Role: Project Architect/Project Manager Butterfly Healing Center Youth Treatment Center, Eight Northern Indian Pueblos Council, Taos, NM. WHPacific, Inc. This building was a design-build project with WHPacific as the lead. The building is 19,960 sf and designed for youth addition treatment and has outpatient and a 25 person in-patient capability. This is the first facility of its kind and could become a model for the Justice department. Lean Construction principles were used to design and build this facility in less than 11 months. Role: Project Architect/Project Manager Nambe Head Start Center, Nambe Pueblo, NM. WHPacific, Inc. This is a 4,100 sf building to replace an older and outdated facility. The design was completed in 3 months and features a kitchen, classroom, teacher’s offices and therapy rooms. Role: Project Architect/Project Manager

Housing: • Cielo Azul Retirement Community, Rio Rancho, NM, Aragon & Frank Architects. Cielo Azul is a state-of-the-art Retirement apartment community consisting of 260+ apartments for senior living. The four story 250,000 SF structure will have an atrium, pool, promenade, and dining facility for its intended 300 residents. Due to funding this project awaits construction.

The BIA prototype housing included designs for 2, 3 & 4 bedroom single family units as well as duplex and 4-plex housing units. These units were designed to high standards and for use anywhere in the lower 48 United States Indian tribes. Role: Project Architect/CAD Manager • Privatization of Military Family Housing, Fort Lee, VA. WHPacific, Inc. This project was a design-build project with Hunt Building Company. This design-build project with Hunt Building Company was for 24 housing units each housing five double occupancy apartment units for unaccompanied enlisted personnel. Aha Macav Housing Entity Duplexes, Fort Mojave, AZ. WHPacific, Inc. There 4,000 sf duplexes were designed for the Fort Mojave Indian tribe in Western AZ. The project included a utility and street extension as well. Role: Project Architect/Project Manager

Religious: • LDS Bernalillo Chapel Restroom and Structural Remodel, Bernalillo, NM, Aragon & Frank Architects. This project involved renovation of existing restrooms and materials center as well as structural upgrades to the metal building structure. . This project was postponed due to budget issues. Role: Project Architect/Project Manager • LDS Church Tohajiilee Addition, Tohajiilee, NM, Aragon & Frank Architects. This project was the addition of a foyer entry and new steeple on the LDS Chapel in Tohajiilee. Role: Project Architect/Project Manager • LDS Montano Chapel Roof Replacement, Albuquerque, NM, Aragon & Frank Architects.

This project was the tear-off and replacement of the existing leaking roof and the replacement with a new modified built up system and metal roof. Role: Project Architect/Project Manager • LDS Santa Fe Chapel Parking Lot Addition, Santa Fe, NM, Aragon & Frank Architects. This job included the addition of 64 parking spaces to the existing lot and landscaping. Role: Project Architect/Project Manager Airports: • Airport Traffic Control Tower (ATCT), Base Building/TRACON Facility, & Parking Structure, McCarran International Airport, Las Vegas, Nevada: This project includes the construction of a new Air Traffic Control Tower of approximately 23 floors, a base building to house the TRACON or traffic control center, and a two level parking structure to support the building. Role: Project Architect/BIM Manager • Snow Removal Equipment Building, Farmington Municipal Airport, Farmington, NM. WHPacific, Inc. This was a 4,723 sf warehouse building with minimal finishes. It was built to house the airports runway snow removal trucks. Role: Project Architect/Project Manager • Snow Removal Equipment Building, Las Vegas Municipal Airport, Las Vegas, NM. WHPacific, Inc. This 4,459 sf building was designed to house snow trucks for the airport.

This building also had an office and bathroom/shower for an on-site DEA officer. Role: Project Architect/Project Manager • New Terminal Building, Las Vegas Municipal Airport, Las Vegas, NM. WHPacific, Inc. This was a small 2000 sf terminal building to replace the demolished 1950’s building with asbestos. The new building fits into the local building style with a pitched metal roof and simulated stone exterior veneer. Role: Project Architect/Project Manager • Terminal Renovations and Abatement, Tucumcari Municipal Airport, Tucumcari, NM. WHPacific, Inc. This was a 4,897 sf renovation to a 1940’s building. The project included abatement of existing toxic substances and insulation of exterior walls and roof to bring the building up to current energy code compliance. This building was designed with a curving metal roof to match surrounding hangars and will house the airports snow removal equipment. Role: Project Design Architect

Snow Removal Equipment Building, Clayton Municipal Airport, Clayton, NM. WHPacific, Inc. This 2,240 sf metal building was designed for the Clayton Airport snow trucks. Role: Project Architect/Project Manager Customs and Border Protection Building, Doña Ana County Airport at Santa Teresa, NM. WHPacific, Inc. – This was a 2,000 sf Customs building to meet the current standards for the Airport flights and inspections.
