IN JULY 2021, the Foundation held its first in-person event in 18 months. The Summer Celebration was held at Forest Hills Country Club and enjoyed by 100 of our donors, partners, and community supporters.
2021 was a year of future planning, growth and accomplishment. We asked you, our donors, fund founders, and stakeholders how we could better meet the needs in our community. You reminded the Foundation that we are a trusted and important community asset, that we need to be a champion of philanthropy across Wayne County, and that it is critical that we understand and work to address community needs.
With this input, our Board of Directors approved a three-year strategic plan in June 2021 that prioritizes relationship building, impact driven grantmaking, community leadership, and engagement and nonprofit support. We are so grateful to partner with you to ensure Wayne County thrives today and in the future.
We are pleased to share that the assets of Wayne County Foundation grew to $69 million due to both gifts and strong investment performance. More than $4.8 million in gifts were received, 21 new funds established, and $2,143,088 was granted to enhance the quality of life in Wayne County in 2021. Scholarship funds awarded $578,085 to rising or returning college students in 2021.
This year we...
HONORED ROY RIDGE, a philanthropist that quietly supported Wayne County in life and had a vision for the future;
MADE A COMMITMENT TO INCREASED EDUCATIONAL ATTAINMENT through the Indiana University East College Now program;
PROVIDED SUPPORT TO OUR MAIN STREET ORGANIZATIONS and neighborhoods through the NICE! Program. We hope the stories on the following pages serve to illustrate the impact of the Foundation’s work throughout Wayne County and show what can be accomplished when people care enough to give generously to support their charitable interests and the community where they live.
Rebecca S. Gilliam Executive Director David Rodgers Board ChairAs owner of the successful Allied Broadcast Company (later Allied Telecom), a global distributor of audiovisual equipment located in Richmond, Roy Ridge was a public figure in our community for many decades.
Though Ridge was known to be open-minded and kind to everyone he met, many were not aware of Ridge’s penchant for generosity and altruism, which he mostly performed in discrete fashion.
Ridge began his formal relationship with the Wayne County Foundation as he neared retirement age. While he may have been ‘quietly philanthropic’ during his life, his giving legacy was forever cemented in June 2021 when the Foundation received a gift of more than $5.1 million from his estate.
In addition to his gift being the largest the Foundation has ever received, it can also be used in a way that best benefits Wayne County. Unrestricted gifts can be directed by the Foundation to organizations, programs, or projects that address the community’s greatest needs.
For Ridge, Richmond was always home and close to his heart. He grew up in the city, attended Hibberd Intermediate School, was a graduate of Richmond High School’s class of 1955, and eventually embedded his successful business in the community.
‘He was always so proud of the history of Richmond. He was a lifelong learner and would tell anyone who would listen about his hometown,’ shared Wright.
‘He donated money to many organizations across the community, almost always anonymously,’ said Ian Wright, who became a longtime friend of Ridge after working several years for him after graduating from high school. ‘He put a lot of kids through college…sometimes they didn’t even know it was him.’ Ridge, who passed in 2019, was particularly fond of Cope Environmental Center, Richmond Civic Theatre, Richmond Symphony Orchestra, the Richmond Friends School, and higher education in general.
Yet another instance of a good deed performed in anonymity was when Ridge noticed the lights around the county courthouse and municipal building were beginning to burn out; he paid for brand new lights to be installed around both buildings.
Ridge’s love of ‘all things related to electronics and technology’ was fostered at a young age by his father Sam Ridge, who worked for the Phillips Records plant in Richmond. After high school, Roy worked at a local radio station and movie theater before he served in the United States Air Force from 1959-1961. He founded Allied Broadcasting Company in 1974, which he owned until his retirement.
‘Roy’s generous gift to the Wayne County Foundation will be felt in our community for decades to come,’ said Foundation Executive Director Rebecca Gilliam. ‘We are thankful for both his philanthropic spirit, as well as the compassion he showed his community.’
‘He was an amazing mentor…and an even better man,’ shared Wright.
‘He put a lot of kids through college… sometimes they didn’t even know it was him.’
For more than four decades the Wayne County Foundation has helped generous individuals and families create their philanthropic legacies that benefit our community.
The Foundation would like to recognize and acknowledge the generosity and vision of our Legacy Society - donors who have made a commitment to our community through the lasting impact of a planned gift. By completing a statement of intent and notifying us of your gift through a bequest, charitable trust, life insurance, or other planned gift, you can join the Legacy Society with the satisfaction of

The Wayne County Foundation awarded $240,398 to 35 local nonprofit organizations through the 2021 Spring Grant Cycle. The funding was to support local programs or projects aimed to enhance the spirit of the community and improve the quality of life across Wayne County.
The Foundation’s grantmaking is made possible by income from unrestricted and endowed field-of-interest funds.
For the past ten years, the Challenge Match has been supporting organizations by encouraging charitable giving in our community.
2021 marked the final time the Challenge Match program will be facilitated by the Wayne County Foundation. Initially, the program grew out of a need to assist local nonprofit organizations raise unrestricted operating dollars more efficiently through an annual campaign and to enhance the spirit of philanthropy in Wayne County. In the future, we look forward to providing funding in new ways to improve the quality of life in Wayne County!
In December 2021, the Foundation pledged $200,000 over two years to the Indiana University East College Now program. The initiative, which was originally piloted in 2019, provides area high school students with the opportunity to take free college credit courses on the campus of IU East. The program is intended to bolster Wayne County’s educational attainment by introducing area students to the college environment earlier, and encouraging future academic achievement. In an effort to bridge the education gap, the program is designed to primarily serve first-generation college students or students from underserved families.
‘It has been a really great experience because I have had an opportunity to connect with my professor, get acclimated to the college classroom, and achieve a sense of independence.’
$2,143,088 granted to enhance the quality of life in Wayne County.
$578,085 awarded to rising or returning college students from nearly 150 scholarships.
$488,422 distributed from 50 donor advised funds.
$275,000 matching funds offered through the Challenge Match.
$240,398 awarded to 35 local organizations through our Spring Grant Cycle.
$80,000 granted from the Vigran Family Foundation to over 40 different organizations. 21 new funds established at the Foundation.
In 2021, the Foundation awarded over $2.6 million in grants and scholarships. This represented an 8.6% increase over 2020.
One of the many ways in which the Foundation came alongside local nonprofits in 2021 was facilitating our first ‘Accounting 101’ workshop. Nine different organizations participated in the four-month program, which was led by Foundation Chief Finance Officer Amy Waltz (pictured).

2021. What could have been another year of uncertainty turned into a fantastic year for Forward Wayne County (FWC). We didn’t let the pandemic distract our efforts and made strategic adjustments to continue our work. These adjustments allowed us to expand our role as a catalyst for community change and helped us engage multiple new partners and stakeholders.
To share just a few highlights…
Main Streets serve as the economic, cultural, social, and historical centers of Wayne County. They are the sign of a thriving community. In 2021, the Wayne County Foundation, through FWC, granted $28,000 to four local Main Street groups for improvements and beautification.
The groups awarded include Cambridge City Main Street, Heart of Hagerstown, Main Street Centerville, and Main Street Richmond.
“It has been exciting to see these groups come together, share their vision for their communities, and work hard to achieve their goals. And now their communities will visually benefit from their work.”
- Rebecca Gilliam Wayne County Foundation Executive DirectorForward Wayne County (FWC) is a an initiative that serves as a catalyst for change in Wayne County. Moving forward under the Wayne County Foundation’s new strategic plan, Forward Wayne County is now a permanent role within the Foundation as the community leadership arm of its operations.
Throughout 2021, Forward Wayne County granted more than $45,000 back into the community for various projects and initiatives.
Beginning in October 2021, the FWC Employability Coalition launched its Possibilities Career Awareness campaign, targeting five careers across multiple platforms. The campaign shows our residents that there are local high-need jobs, local employers that are hiring, local education providers, and opportunities for career growth in Wayne County. The campaign will continue in 2022.
In 2021, FWC facilitated the NICE! (Neighborhood Involvement & Community Engagement) program, a six-week community development program developed with support from Lilly Endowment Inc. NICE! provided no-cost training on how to bring a group together, create a project by engaging the community, and use the project to better neighborhoods and communities across the county. All told, 22 participants representing various organizations and communities completed the training.
The prestigious Lilly Endowment Community Scholarship is awarded annually to two graduating seniors from Wayne County high schools. Lilly Endowment Community Scholars receive a four-year, full-tuition scholarship and book stipend to the public or private Indiana college or university of their choice.
That since the Lilly Scholar program was introduced during the 1998-1999 school year, more than 50 Wayne County students have been awarded the scholarship.
Please visit waynecountyfoundation.org for a full list of 2021 scholarship recipients.
The Wayne County Foundation is pleased to announce two students were selected to be 2022 Lilly Endowment Community Scholars representing Wayne County. Emily Cox from Lincoln High School and Garrett Walther from Centerville High School have been selected due to their exemplary academic achievement, service to others, and impactful extracurricular involvement. By the end of Emily’s junior year, she had a 4.30 grade point average. Some of her extracurricular activities include Fellowship of Christian Athletes, Key Club, Business Professionals of America, National Honor Society, as well as participating on Lincoln’s volleyball and tennis teams. Emily describes herself as a ‘passionate and goal-oriented’ individual.
Emily plans to attend Indiana Wesleyan University to study nursing.
During Garrett’s time at Centerville, he compiled a 4.01 grade point average, participated in Eastern Indiana Model Legislature, Fellowship of Christian Athletes, Indiana Junior Beef Cattle Association, 4-H, National Honor Society, and track and field. Since he was little, Garrett ‘lives and breathes his family farm in every instant’.
Garrett plans to attend Purdue University to study agricultural economics.
From a highly competitive pool of applicants, the Wayne County Foundation is also pleased to share our 2021 Lilly Endowment Community Scholars – Michael Davis of Centerville High School and Alexis Worl from Lincoln High School.
Michael is currently a first-year student at Purdue University in West Lafayette, where he is majoring in aeronautical engineering technology with a minor in materials science engineering.
‘To me, being a Lilly Scholar is to humbly share all my skills with the people around me and be a leader by setting a good example. I’ve been fortunate enough to receive this scholarship and I want to use it to better the world around me.’
Michael hopes to be a flight test engineer after he graduates.
Alexis is currently a first-year student at Butler University in Indianapolis, where she is double majoring in international business and international studies with a minor in German.
‘I chose Butler because of their amazing business school. Being a Lilly Scholar has been the biggest blessing for me, it has allowed me to focus 100% on my education and not have to worry about how I would be able to pay to go to a private school. I will forever be thankful for this absolutely life-changing scholarship.’
After graduation, Alexis would like to work in international marketing.
