John Michael Montgomery headlines ALWS “Concert on the Corner” Aug. 9 T h e American Legion W o r l d Series (ALWS) will present “Concert on the Corner, on Saturday, August 9, at the intersection of Warren and Lafayette Streets in Uptown Shelby. John Michael Montgomery will headline the concert as part of his “Farewell Tour Performance.” Montgomery takes the stage at 8:30 p.m. Best known for his uncanny ability to relate to fans and his rich baritone, John Michael’s songs are part of the most memorable moments in people’s lives. His love songs, such as “I Swear,” “I Love the Way You Love Me,” and “I Can Love You Like That,” still resonate across the landscape in wedding ceremonies, as well as being covered by pop artists alike. John Michael not only sings love songs, but also hits like “Be My Baby Tonight” and “Sold (The Grundy County Auction Incident),” which highlight his whimsical side, allowing the audience to try to follow along with the upbeat and fast lyrics. John Michael has a long history of music in his family. In his early years, he performed in a band called Early Tymz with his brother Eddie Montgomery and their friend Troy Gentry. After branching out solo in the 1990s, his hits earned him the CMA Horizon award as well as the ACM’s Top New Vocalist award. This set off a long series of awards that included the CMA’s Single and Song of the Year, Billboard’s Top Country Artist, and a Grammy nomination. When asked what he thinks

Scotty Hasting will take the stage to perform his heartfelt, story-driven songs. Despite only first picking up the guitar in 2020, Hasting has toured across the country opening for artists including Lee Brice, Dave Grohl, Kris Janson, Craigh Morgan, Jelly Roll, Tanya Tucker, Parmalee, and more. Hasting narrowly escaped death after being shot ten times in Afghanistan. He is very vocal about his battle with PTSD and how songwriting and playing music bring him peace. Now on a mission to help anyone struggling with loss or their mental health find solace through music, Hasting strives to connect with his audience by producing

music that does not need an explanation. The event is free and open to the public. Guests are encouraged to bring lawn chairs and blankets to enjoy an evening of great family-friendly entertainment under the open sky in the heart of the city. Food vendors will also be on hand for the celebration preceding the anticipated baseball competition the following week. According to its website, the American Legion World Series is a six-day youth baseball tournament held every August in Shelby. Do what you can do and do good things, whatever that may mean or look like to you. Help those you can, but there is only so much you can do. You are one person and you can’t save the world. Don’t live your life in such a way that you end up saying, “I wish I had done this. I wish I had done that.” We all deal with being good stewards of our time and minds. County Commissioners adopt the FY 2025–2026 budget In June, the Board of County Commissioners officially adopted the Fiscal Year 2025–2026 budget. This annual budget represents a collaborative effort involving the Board of Commissioners, County staff from every department, and community partners. The budget document serves as the most important annual planning tool for Cleveland County, allocating and aligning limited resources with the vision, priorities, and goals established by the Board of Commissioners. A key responsibility for the Board is to demonstrate sound stewardship of taxpayers’ money while balancing the funding allocations to meet the expectations of our citizens. The Fiscal Year 2025– 2026 Budget included the additional requirement of balancing the budget in light of the results of the revaluation of real property and identifying a revenue-neutral tax rate. In broad terms, the formula for calculating a revenueneutral tax rate includes two main variables: the value of your property multiplied by the tax rate. The property value is determined through an analysis of the real estate market, utilizing the schedule of values es-

tablished by the North Carolina Department of Revenue. Among these variables, the Commissioners have oversight and direct input only over the tax rate. According to North Carolina General Statute § 105–286, all one hundred counties in North Carolina must conduct a reappraisal of all real property at least once every eight years. Additionally, Cleveland County and other counties with populations greater than 75,000 must conduct a reappraisal if the county's sales assessment ratio falls below 85% or exceeds 115%. The sales assessment ratio compares actual market values with the county’s assessed value. Cleveland County follows a four-year revaluation cycle, which prevented the sales assessment ratio of 74.98% (in 2024) from necessitating a revaluation on its own. There are over forty

unique and distinct taxing districts in Cleveland County. The Board of Commissioners has the authority to adjust and set tax rates for only three of these districts. Taxing districts, which the Commissioners do not control, include fifteen municipalities and Cleveland Water. The Commissioners oversee the County’s tax rate, the school tax rate, and the Fire District tax rate. However, after setting the tax rates for the School and Fire Districts, the County only collects and transfers the revenues to these districts. The respective districts then utilize these revenues to provide services. For Fiscal Year 2025–2026, the County’s tax rate is 40.5 cents, which is three cents below revenue neutral and 14.25 cents lower than the Fiscal Year 2024–2025 rate. The school tax rate is 14.0 cents, which is three cents above revenue neutral, while the Fire District tax rate is 7.0 cents, which is revenue

neutral. Overall, the combined County and School District tax rates are revenue-neutral. For context, approximately 81% of Cleveland County’s budget is directly tied to program mandates or funding mandates dictated by the State of North Carolina. The Fiscal Year 2025– 2026 Budget reflects a decrease of approximately $4.5 million from the Fiscal Year 2024– 2025 General Fund. Additionally, the tax revenues projected for Fiscal Year 2025–2026 are expected to be around $1.5 million lower than the current year’s tax revenues.

What parents can do to save more for college Raising a child is no small task. Though it’s no surprise that parenting requires a substantial investment of time and energy, the financial cost of raising a child might raise more than a few eyebrows. According to the SmartAssetTM 2024 Study, the median annual cost to raise a child in the United States in 2024 is $22,850, and that figure is considerably higher in many states. Commitment and discipline are vital to getting across the financial finish line when raising a child, and that includes finding a way to finance a college education. Data from the College Board, a nonprofit that studies trends in the cost of a college education, indicates the cost of tuition and fees varies widely depending on the type of institution. Tuition and fees at an in-state four-year public school cost a little more than $11,000 during the 2023-24 school year, while it was nearly four times as much ($41,540) at a private nonprofit four-year institution. Financing a child’s college education can seem like a daunting task. However, an array of strategies can help parents save more for college. • Take advantage of a 529 plan. A 529 education savings plan is an increasingly popular way to save for college. The Education Savings Programs at Bank of America reports that 529 plan assets increased from $88.5 billion in 2008 to more than $446 billion in 2023. A 529 plan is a taxadvantaged investment program administered by a state. When funds withdrawn from the plan are used for qualified expenses, such as tuition costs, then the earnings are free from federal income tax obligations. There are distinctions between 529 prepaid

tuition programs and 529 savings programs, so parents are urged to discuss those differences with a financial advisor so they can choose the best plan for their situation. • Redirect extra income to a college savings plan. Parents may have “extra” sources of income that can be used to fund college savings. Annual bonuses, money distributed through state-sponsored property tax relief programs and even money freed up when kids graduate from daycare and into elementary school can be redirected into college savings plans. Redirected daycare expenses may be particularly savvy, as parents know the cost of daycare is considerable. In fact, a recent report from Child Care Aware of America indicated the cost to place two children in child care exceeded annual typical mortgage payments in 45 states. Once kids are out of daycare, parents can redirect some or all the money they had been spending on child care into college savings plans. • Don’t go it alone. A 2023 survey from the College Savings Foundation found that 45 percent of parents would request that family and friends contribute to a child’s 529 plan in lieu of the standard gifts given to children for their birthday, special events like graduation or during the holiday season. This practical yet less traditional approach can pad college savings plans by a considerable amount over the years, and close relatives might be more than happy to help parents fund a better education for their youngsters. College is a costly investment, but parents can look to a handful of strategies to help defray tuition costs.

While the phrase was humorous, there’s nothing funny about how people unknowingly grant the enemy permission to torment and manipulate their lives. Some Christians believe that believers cannot be spiritually op-pressed, yet Paul warns us in Ephesians 4:27 (ESV), “...give no opportunity to the devil!” Another translation says, “Don’t give him a foothold!” This reveals a sobering truth, we can either invite demonic activity through carnality or shut down the enemy’s operations by standing firm in resistance. The Path to Peace One of the most common ways we open doors to the enemy is through unresolved anger that festers into unforgiveness and bitterness. Paul offers crucial guidance in Ephesians 4:26 (AMP), “BE ANGRY [at sin—at immorality, at injustice, at ungodly behavior], YET DO NOT SIN; do not let your anger [cause you shame, nor allow it to] last until the sun goes

down.” Life provides countless opportunities for anger like difficult family members, challenging coworkers, or unreasonable supervisors. God acknowledges that anger itself isn’t sinful, but He commands us not to respond foolishly through profanity, violence, or destructive behavior. More importantly, He instructs us to resolve our anger before going to bed. How do we accomplish this? Through prayer, both for ourselves and for those who have wronged us. We choose forgiveness by faith, not by feeling. We intentionally calm our hearts and invite God’s peace to fill the void where anger once resided. Master Self-Control Many people live enslaved to uncontrolled anger, but self-control stands as one of the Holy Spirit’s fruits in our lives. Proverbs 16:32 (AMP) says, “He who is slow to anger is better and more honorable than the mighty [soldier], And he who rules and controls his own spirit, than he who captures a city.” Consider the tragedy of those still carrying anger from events that occurred years or even decades ago. This represents spiritual bondage that delights the enemy. Satan thrives when we harbor hatred, nurture bitterness, and especially when we refuse to forgive. God’s

desire, however, is for us to experience complete freedom through obedience, forgiveness, and love. Let’s Pray: “Heavenly Father, I worship you because you are slow to anger and abundant in mercy. Add in squash and zuchini. Cook until tender but firm. Remove all from pan and set aside. •Add to pan: fresh diced tomatoes and rest of olive oil, garlic salt and spices. Cook until it becomes sauce. Add in 1/2

BREVARD WILLIAM LOWE Brevard William “Bill” Lowe, 81, passed away on Wednesday, July, 23, 2025. He was born on September 4th, 1943, in Cleveland County. Bill is survived by his wife, Theresa Spangler Lowe; his son, Bradley Lowe, and his wife Tracy of Shelby; and his granddaughter. A funeral service was held July 25, 2025, at Double Shoals Baptist Church with the Dr. Brian Johnson officiating. Burial followed the service in the church cemetery. Family Fun is Brewing at the N.C. Transportation Museum with the Brew & Choo Summer Concert on August 9! The N.C. Transportation Museum is brewing up fun and good times in preparation for their annual family-friendly craft beer and summer concert event. Visitors are invited to come out and enjoy live music, various games, and activities while adults 21+ enjoy local and regional craft beers, from a variety of local and regional breweries, located in the Back Shop. The Brew & Choo Summer Concert is on Saturday, August 9, from 4 – 8:30 p.m. with most activities happening indoors. The Transportation Museum is part of the N.C. Department of Natural and Cultural Resources. Brew & Choo is presented by the N.C. Transportation Museum Foundation, with all proceeds for the event beneﬁting the museum. By Gary Miller This year is going to be odd but special. I’m hunting a new piece of property that I once hunted about 30 years ago. This place holds many memories. I learned about cattle at this place. I killed my first turkey at this place. And many deer stories came from this place. To say it’s special would be an understatement. It’s over 400 acres of individual life chapters that are now compiled GARY MILLER into one story that I’m getting to read in book form. To be honest, I have felt some deep emotions since having access to this property. This last turkey season brought of wave of them. And I imagine deer season will be no different. As I sit in a tree stand on opening day and look around, I’ll not be looking for a deer but for another memory that made me who I am today. The work I do now came from the time I spent there. I actually do a ministry to hunters and fishermen because God used this particular farm as my university. The farmer was a tremendous teacher. He used bulls, bushhogs, and barns to teach me about this way of life. But God used them to teach me about His way of life, and the future life He had for me. Creation spoke to me. Trees rustled prayers. Hay fields waved praise. Creeks flowed promises. And I watched and listened. And then God pasted these things on my life like two pages pasted together – that it would be impossible to pull one page away without tearing off a part of the other. The truth is, I’m not unique. My story is not unique. We all have a story like this one. We all have a time and a place that God used as a school to bring us to where we are today. You have it. It may not be something as delightful as a farm. It might be something that was difficult and demanding. But this too was meant to make you into the man or woman you are today. And it’s for the same purpose as mine was. To create your calling. To mold your message. To make your ministry. To give you a voice to the people in your life that God wastes nothing, and uses everything, to make us into the perfect vessel to hold his timeless message. Gary Miller gary@outdoortruths.org
