

Wildlife Law Enforcement enhance
In efforts to ensure a safer July 4 holiday experience on the water, the N.C. Wildlife Resources Commission (NCWRC) Law Enforcement Division officers will participate in Operation Dry Water, a national campaign being observed July 4-6, developed through the National Association of State Boating Law Administrators (NASBLA) and the U.S. Coast Guard.

The focus of the campaign is to heighten enforcement and awareness about the dangers of boating while impaired. The heightened public presence on the water during this holiday weekend often leads to an increase in boating incidents and fatalities. Alcohol use is the leading known contributing factor in recreational boater deaths. Wildlife officers will be increasing water patrols, providing boaters with information on the dangers of impaired boating and enforcing state laws.

Real to Reel International Film Festival opens July
The Cleveland County Arts Council is pleased to announce that on July 23-26, 2025, the 26th Annual “Real to Reel International Film Festival” will once again open its doors to embrace filmmakers and film lovers alike.
Located in the heart of North Carolina between Asheville and Charlotte, Cleveland County is right in the middle of it all. The mission of the Real to Reel International Film Festival is to offer a forum for independent film,

Candidate filing for the November 4, 2025 Municipal Election begins at 8:00AM on Monday, July 7, 2025 and ends at Noon on Friday, July 18, 2025. 49 seats across 15 municipalities and the Cleveland County Water Board will be on the ballot. If more than two candidates file for any City of Shelby seat, Shelby will have a Primary Election on Tuesday, October 7, 2025 to narrow the field.

Driver’s Ed instructor shortage could impact CCS students

Cleveland County Schools (CCS) faces a pronounced shortage of student driver's education teachers due to training restrictions imposed by the North Carolina Department of Motor Vehicles (DMV).
The DMV currently only allows private driving schools to participate in instructor certification. Just over half of the number of instructors needed are presently in place to conduct the training.
The school system's attorney is seeking intervention from the North Carolina Attorney General to help alleviate the problem.
In a recent Board of Education meeting held on June 9, Cleveland County Schools officials confronted the pressing issue that could impact the future of driver’s education in the district. According to an AI meeting summary published by CitizenPortal.ai, the discussions focused on a significant shortage of qualified teachers capable of instructing students in driver’s education.
This shortage could significantly delay those students seeking the training needed to obtain their initial driver’s license this Fall.
Walter Spurling, a Cleveland County School Board member, stated that there are growing issues with staffing the CCS driver's education program because the DMV will not permit school employees to attend the certification classes.
“We have a shortage of teachers who can teach driver’s ed, but there’s no route to train new teachers because the DMV policy right now will not allow our teachers to go through the training process,” Spurling said. “The only people they accept right now are private businesses that teach driver’s ed. We’re kind of in a pickle as to how to get these teachers trained.”
The challenge stems from a restrictive policy set by the DMV, which currently limits the training of new driver’s education instructors to private businesses. This has left the school district in a difficult position, as they are unable to train new teachers to meet the growing demand.
Spurling said the school system’s attorney, Leigha Sink, is submitting a request to the North Carolina Attorney General’s office to establish a route for training new teachers and exploring potential solutions to ease the staffing shortage.
He said that a recommendation and request will eventually be brought before the school board for a vote.
“We will share with other committees next week and will bring it to the board for a vote at the next meeting,” he said.
Currently, the district has only eight certified driver’s education instructors, instead of the usual 14 or 15 needed to serve the student population effectively. This shortage means that over the next year, the number of students able to receive their driver’s permits and licenses may significantly decrease, leading to longer wait times and potential frustration among families.
The board members acknowledged that this issue is not just a local concern but a broader state policy problem, with implications that could affect students across North Carolina.
“What they’re (the DMV) trying to do is privatize driver’s ed, that’s what they’re trying to do,” said CCS Board Chair Joel Shores.
The DMV’s apparent push towards privatizing driver’s education has raised alarms about accessibility and the quality of instruction that students will receive.
The school board’s efforts to address the trainer shortage and
seek solutions reflect efforts to ensure that students continue to receive the education they need to become safe and responsible drivers. The community will be watching the outcome of Sink’s inquiry to the attorney general closely as developments unfold.
The driver’s education staffing issue is an offshoot of a larger ongoing teacher shortage across the state. In August 2022, EducationNC, a news, information, and analysis site focused on education trends, issues, and challenges, reported that vacancies increased in 98 of the 115 school districts, resulting in 9,667 empty positions that year: Jack Hoke, the executive director of the N.C. School Superintendents Association collected and reported vacancy data throughout the state’s school systems, demonstrating an urgent need for more teachers and staff and a severe shortage of supporting counselors, social workers, psychologists, and bus drivers for nearly 2,500 schools.
Hoke commented, “Our public-school districts are the largest employers in many of our counties. They, like all large employers, are used to not being fully staffed all the time. I worry most about bus driver, classroom teacher, and principal vacancies. Those vacancies create real pain points for students and parents.”
DMV service challenges and policy issues are nothing new. In a May 30 news release, North Carolina Governor Josh Stein addressed what he called “North Carolina’s DMV crisis” and called for cross-government partnerships to improve the customer experience at DMV.
“Hundreds of thousands of North Carolinians each year visit the DMV, and they need to be able to take care of their business in a timely manner,” said Stein. “We are tackling this problem head-on, and (North Carolina Department of Transportation) Secretary Hopkins, (DMV) Commissioner Tine, and I are committed to working with our legislature and Auditor Boliek to make the DMV work better for everyone.”


RECIPES
POTATO SALAD
6 eggs
10 red potatoes
1 cup mayonnaise
1/2 cup ranch dressing
1/3 cup dill pickle relish
2 tablespoons prepared yellow mustard
1 1/2 teaspoons salt
1/4 tsp. ground black pepper 1/8 teaspoon paprika
1/8 teaspoon celery seed
1 onion, chopped
1/4 cup pepperoncini
1/4 cup sliced black olives
• Boil eggs (approx. 15 minutes). Peel and chop the cooled eggs.
• Place potatoes into a large pot and cover with water. Bring to a boil over high heat, then reduce heat to mediumlow, cover, and simmer until tender, 15 to 20 minutes. Drain and refrigerate until cold. Peel and cube once cold.
• Stir together the mayonnaise, ranch dressing, relish, mustard, salt, pepper, paprika, and celery seed in a mixing bowl. Add the eggs, potatoes, onion, pepperoncini, and olives; stir until evenly mixed. Cover and refrigerate at least 2 hours before serving.
ITALIAN
GRILLED CHICKEN
16 oz. bottle Italian-style
salad dressing
1 teaspoon garlic powder
1 teaspoon salt
4 skinless, boneless chicken breast halves
• In a deep baking dish, mix the salad dressing, garlic powder, and salt. Place the chicken in the bowl, and turn to coat. Marinate in the refrigerator at least 4 hours or overnight.
• Preheat the grill for high heat. Lightly oil grate. Discard marinade, and grill chicken 8 minutes on each side, or until juices run clear.
BAKED BEANS
2 cups navy beans
1/2 pound bacon
1 onion, finely diced
3 tablespoons molasses
2 teaspoons salt
1/4 tsp. ground black pepper
1/4 teaspoon dry mustard
1/2 cup ketchup
1 TBSP. Worcestershire sauce
1/4 cup brown sugar
• Soak beans overnight in cold water. Simmer the beans in the same water until tender, approximately 1 to 2 hours. Drain and reserve the liquid.
• Preheat oven to 325 degrees Arrange the beans in a 2 quart bean pot or casserole dish by placing a portion of the beans
in the bottom of dish, and layering them with bacon and onion.
• In a saucepan, combine molasses, salt, pepper, dry mustard, ketchup, Worcestershire sauce and brown sugar. Bring the mixture to a boil and pour over beans. Pour in just enough of the reserved bean water to cover the beans. Cover the dish with a lid or aluminum foil.
• Bake for 3 to 4 hours in the preheated oven, until beans are tender. Remove the lid about halfway through cooking, and add more liquid if necessary to prevent the beans from getting too dry.
EASY CROCKPOT PULLED PORK
1 onion, thinly sliced
4 ½ pounds bone-in pork loin end roast Salt and ground black pepper, to taste ¾ cup cider vinegar ¼ cup water
½ (18 oz.) bottle hickory brown sugar BBQ sauce 3 TBSP. brown sugar
• Arrange onion slices in the bottom of a slow cooker. Season pork with salt and pepper and place over onion. Add vinegar and water.
• Cook pork on low for 8 hours. Transfer pork to a platter and shred with two forks. Remove and discard about half the pork juices from slow cooker and stir in shredded pork, BBQ sauce, and brown sugar.

NC Driver’s License offices initiate improved check-in system
On June 27, NC. Division of Motor Vehicles (NCDMV) announced that it is rolling out operational changes at its driver license offices to help customers stay out of long lines and avoid prolonged exposure to the sun during the hot summer months, including a new check-in system called Q-Anywhere, designed to improve the customer experience at driver license offices These changes aim to get the lines moving, streamline the check-in process, and enhance customer comfort while maintaining efficient service.
Under the new system, effective immediately, all driver’s license offices in the state now serve walk-in customers all day. Customers without an appointment no longer have to wait until noon to be seen.
Additionally, examiners will prioritize checking in customers quickly and directing them to wait in their vehicles or at a nearby business until space is available in the office lobby. DMV staff will review customers’ documents to ensure they have all the necessary information for their desired service before processing their check-in. Customers will receive a text notification when there is room in the lobby and another when it is their turn to be served.

The changes to the check-in process are being implemented at 82 of the 115 driver license offices around the state and reflect NCDMV’s ongoing efforts to improve customer service and adapt to seasonal challenges. I was cleaning out my hunting vehicle as I do every year after the deer and turkey seasons. This time, however, I done a more thorough cleaning. I found licenses from several years back and from different states.
For those without cell phones, a restaurant-style paging system is being implemented.
This system is part of a broader effort by the NCDMV to modernize services and reduce wait times, building on previous initiatives like expanded online services.
“We’re committed to making the DMV experience as comfortable and efficient as possible, especially during these scorching summer months,” said NCDMV Commissioner Paul Tine. “By focusing on quick check-ins and allowing customers to wait in cooler, shaded areas, we’re reducing time spent standing in the sun while keeping our offices running smoothly.”

If you do not have to come into the DMV during the next week as we make these changes, please don’t come in. We should have a more comfortable and predictable experience that allows us to serve our customers better once the new system is fully in place.”

NCDMV also wants to remind people that the 20 offices offering walk-in service on Saturday mornings will be closed for the two weeks (June 28 and July 5). Saturday service hours will resume at all 20 locations on July 12 and go through Aug. 23.
All NCDMV offices will also be closed on July 4 in observance of Independence Day.




A long time ago, I thought I would keep a license from every state I’ve hunted in. But I didn’t. I figured they would only remind me of all the times I came home empty handed. The other reason is they are all pretty much the same. The colors or size may be different, but they all contain the same information. Name, address, SS number, height, weight, color of eyes and hair, and date of birth. Pretty boring stuff. Over the past several decades, I have only been checked by a game warden a couple of times. Each time, they take my take my license to make an identification. After that, they check my live-well, or my truck for anything suspicious. Why do they do that after seeing my license? Because my license is only my identification. It’s not my identity. My identification tells him or her who I am. My identity tells them what I am. You see, Identification is how others distinguish you. Identity is how you distinguish yourself. Identification is what’s on the outside; identity is who you really are on the inside. Identification is how others recognize you. Identity is how you recognize yourself. And here’s the thing. If you don’t know who you are, there will always be someone who will be more than happy to tell you who they think you are, or who they think you ought to be. And that can be disastrous. But how do we know what our identity is? Well, it always comes from our creator. That is, when someone creates something, they know why they created it, what they created it to do and be, and what their own relationship to it is supposed to be. So, what does that say about our identity? It says that we can either get it from an outside source, or we can get in from God – the One who created us. One cannot be trusted. The other can. So, what does God say about us? He says our identity is not found in our successes or failures. It’s not found in our past, present, or future. It’s not in our awards, affiliations, or attributes. It’s not in our pain, persecutions, or problems. Our identity is found in what God says about us. What is that? Let me give you a few things found in the Bible.
I was chosen in Christ before the foundation of the world.
I have been redeemed and forgiven of all my sins through the grace of God.

Freedom in Christ
Sometimes, life feels heavy with worries, guilt, or past mistakes. But the good news is, Jesus came to set us free from all that.

Galatians 5:1 (NLT) reminds us, for freedom that Christ has set us free. Now make sure that you stay free.” That’s not just a fancy phrase; it’s a promise we can stand on every day. Freedom in Christ isn’t about doing whatever we want. It’s about living in the liberty of God’s grace— knowing that our past, our sins, and our mistakes don’t define us anymore. When Jesus died on the cross, He took our sins and shame with Him. Romans 8:1 (NLT) declares, “So now there is no condemnation for those who
belong to Christ Jesus.” That means we don’t have to carry guilt or fear—they’ve been paid for and washed away.
A New Way of Living
This freedom calls us to a new way of living. It’s about choosing life, love, and obedience because we’re loved unconditionally. Galatians 5:13 (NLT) says, “For you have been called to live in freedom, my brothers and sisters. But don’t use your freedom to satisfy your sinful nature.” Our freedom isn’t a license to do wrong; it’s a chance to live right out of gratitude for what Jesus has done. Sometimes, the enemy tries to whisper, “You’re not good enough,” or “You’re still bound by your past.” But 2 Corinthians 3:17 (NLT) encourages us, “Now the Lord is the Spirit, and where the Spirit
of the Lord is, there is freedom.” God’s Spirit lives in us, freeing us from guilt, shame, and fear—helping us to walk confidently in His love.
Walk Boldly
So today, I want to encourage you—walk boldly in the freedom Jesus has purchased for you. Embrace His grace and let go of anything that’s holding you back. Remember, your identity isn’t in your mistakes or struggles, but in Christ alone. He has set you free, and nothing can take that away. Titus 2:14 (NLT) says “He gave his life to free us from every kind of sin, to cleanse us, and to make us his very own people, totally committed to doing good deeds.” Let that truth shape your attitude, your decisions, and your outlook. Take a moment to thank Jesus for His sacrifice,

Fireworks safety tips
Summer is synonymous with barbecues, parades, and fireworks. The National Safety Council advises everyone to enjoy fireworks at public displays conducted by professionals, and not to use any fireworks at home. They may be legal, but they are not safe.
Every year, thousands of people are injured badly enough to require medical treatment after fireworksrelated incidents, with many of the injuries to children and young adults. While the majority of these incidents are due to amateurs attempting to use professional-grade, homemade or other illegal fireworks or explosives, less powerful devices like small firecrackers and sparklers can also cause significant injuries.
Additionally, fireworks start more than 31,000 fires each year.
Fireworks Safety Tips: If You Choose to Use Legal Fireworks
If consumer fireworks are legal to buy where you live and you choose to use them, be sure to follow the following safety tips:
• Never allow young children to handle fireworks
• Older children should use them only under close adult
supervision
• Never use fireworks while impaired by drugs or alcohol
• Anyone using fireworks or standing nearby should wear protective eyewear

• Never hold lighted fireworks in your hands
• Never light them indoors
• Only use them away from people, houses and flammable material
• Never point or throw fireworks at another person
• Only light one device at a time and maintain a safe distance after lighting
• Never ignite devices in a container
• Do not try to re-light or handle malfunctioning fireworks
• Soak both spent and unused fireworks in water for a few hours before discarding
• Keep a bucket of water nearby to fully extinguish fireworks that don't go off or in case of fire
• Never use illegal fireworks
• Better yet, grab a blanket
and a patch of lawn, kick back and let the experts handle the fireworks show.
Sparklers Are Dangerous:
Every year, young children can be found along parade routes and at festivals with sparklers in hand, but sparklers are a lot more dangerous than most people think. Sparklers burn at abou t 2,000 degrees – hot enough to melt some metals. Sparklers can quickly ignite clothing, and children have received severe burns from dropping sparklers on their feet. According to the National Fire Protection Association, sparklers accounted for 29% fireworks injuries for children under age 5 in 2022.
Consider using safer alternatives, such as glow sticks, confetti poppers or colored streamers.

John Michael Montgomery to headline ALWS “Concert on the Corner”
The American Legion World Series (ALWS) will present “Concert on the Corner, on Saturday, August 9, at the intersection of Warren and Lafayette Streets in Uptown Shelby.
John Michael Montgomery will headline the concert as part of his “Farewell Tour Performance.” Montgomery takes the stage at 8:30 p.m. Best known for his uncanny ability to relate to fans and his rich baritone, John Michael’s songs are part of the most memorable moments in people’s lives.
His love songs, such as “I Swear,” “I Love the Way You Love Me,” and “I Can Love You Like That,” still resonate across the landscape in wedding ceremonies, as well as being covered by pop artists alike. John Michael not only sings love songs, but also hits like “Be My Baby Tonight” and “Sold (The Grundy County Auction Incident),” which highlight his whimsical side, allowing the audience to try to follow along with the upbeat and fast lyrics.
John Michael has a long history of music in his family. In his early years, he performed in a band called Early Tymz with his brother Eddie

Montgomery and their friend Troy Gentry. After branching out solo in the 1990s, his hits earned him the CMA Horizon award as well as the ACM’s Top New Vocalist award. This set off a long series of awards that included the CMA’s Single and Song of the Year, Billboard’s Top Country Artist, and a Grammy nomination. When asked what he thinks gave him the edge in a career that calls millions but
gives stardom to just a few, he thinks back to the legacy of his parents. “I reckon it was good genes and good blood!”
The night of entertainment begins with local artist Bailey Marie and her band at 5:30 p.m. Bailey is a singer/songwriter and national recording artist. She has performed across the country at legendary places such as the Apollo Theater in NYC and the Roxy in Hollywood. More recently,
she performed at the Lovin’ Life Music Fest in Charlotte as well as the Carolina Country Music Fest in Myrtle Beach.
At 6:45 p.m., rising country star and army veteran Scotty Hasting will take the stage to perform his heartfelt, storydriven songs. Despite only first picking up the guitar in 2020, Hasting has toured across the country opening for artists including Lee Brice, Dave Grohl, Kris Janson, Craigh Morgan, Jelly Roll, Tanya Tucker, Parmalee, and more.
Hasting narrowly escaped death after being shot ten times in Afghanistan. He is very vocal about his battle with PTSD and how songwriting and playing music bring him peace. Now on a mission to help anyone struggling with loss or their mental health find solace through music, Hasting strives to connect with his audience by producing music that does not need an explanation.

Cleveland County ALWS Baseball Inc. is a nonprofit organization founded specifically to plan and implement the annual baseball tournament. This year’s competition runs from August 14 to 19. It is one of four national world series in the country. Teams represent-
ing legion posts from across the United States meet on Veterans Field and compete in a pool play tournament to crown a champion. This national event is more than just a baseball tournament, with specialty days dedicated to supporting military appreciation, youth athletics, and other causes. Last year, approximately 123,000 tickets were sold for the baseball series, including military personnel, veterans, and fans alike.

No illnesses have been reported to date. The recall was initiated after a routine inspection conducted by the North Carolina Department of Agriculture & Consumer Services identified that the product labeling did not declare the presence of milk in the ingredient list. To correct this mistake, labels have been revised and now include Milk in the ingredient list. Consumers who have purchased the affected products and have a milk allergy are urged not to consume it. If sensitive to milk allergy, the product should be discarded immediately or returned to the place of purchase for a full refund.
