Local Crisis Response Canines team brings calming comfort to folks in distress By Alan Hodge There’s an old saying- “omne trium perfectum”. Just in case you don’t speak Latin, that basically means good things come in threes. Whatever the lingo, that principle certainly applies to the Cleveland County branch Crisis Response Canines (CRC) team of Robin Ledford, Jane Wood, Jane Williams, their dogs Major, Maggie, and Sunni, and the good work they all do helping folks undergoing trying situations. CRC is a non-profit 501c3 organization based in Turnersville, N.J. comprised of members and their dogs throughout the United States who have dedicated thousands of hours comforting individuals impacted by personal or community crisis events. Ledford explained how the Cleveland County group was formed. “I met the other two members at a dog training class at Shelby City Park,” she said. “We began

in stress. According to Ledford, the training Major, Maggie, and Sunni received helps them remain calm in situations with unexpected sights, sounds, and smells. But why dogs? “Dogs can absorb the heightened energy of people in crisis situations,” Ledford said. “Dogs provide calming and comfort for stressed people, Dogs can help them reset their nervous system.” The Cleveland County CRC team has ranged far and wide to help people in a variety of stressful scenarios. Places they’ve pitched in include the condo collapse catastrophe in Miami, the Covenant School shooting in Nashville, tornadoes in Kentucky, and of course, Hurricane Helene here in North Carolina. Helene saw the CRC team in action at a variety of places including Swannanoa, Hickory, the medical center at Tryon International Equestrian Center,

and even Raleigh. At each of these spots and more, the CRC ladies and dogs spread comfort, hope, reassurance, cheer, and love to everyone they encountered. “We go wherever we are called,” Ledford said. NEIGHBORHOOD CALEN ALENDAR DAR SATURDAY, JUNE 14 What: C.A.R.E. Barks, Bikes, & Brews Poker Run When: 10:00 am until, June 14. Where: VFW, 855 W Sumter St., Shelby, NC. More Info: A poker run on bicycles! Come out, get some exercise, while seeing many beautiful sites in Shelby. Stop along the way at our designated businesses to grab a drink or just hang out for a bit before heading to the next stop. We will start at 10 am signing up and getting bikes on their designated route. Last bike needs to be out by 11:00 am. All participants need to be back in by 3:30 pm. Cards will be drawn at the designated stops and the last card will be drawn when you come back to the VFW where we will declare the best hand and the worst hand and present awards. We will have entertainment too as the bikers come back in. Don’t have a bike? You may also walk, run, or use other transportation to participate. We will be adding an on line form to sign up in advance. All participants will get a tee shirt. HALF N’ HALF - We have already started selling tickets for the half n’ half donations to help those with no voice. Tickets are $5 each or 5 for $20 dollars. The total so far is $3380 and growing which means half for the lucky ticket drawn. We hope to raise a lot more between now and June 14th and we will continue to update totals as we can. Tickets are available from any CARE volunteer. You do not have to be present to win and you do not have to be local. We have Cash App, Venmo, Paypal, Website donation link and more for you to be able to participate. This is going to be a great event so please make plans to attend.

8 ounces uncooked thin spaghetti 1 stick butter (1/2 cup) 1 or 2 garlic cloves, minced 1 pound uncooked shrimp, peeled, deveined 1/2 cup sliced mushrooms Shredded Romano or Parmesan cheese to taste Salt and pepper to taste

• Spoon mixture into crust-lined pan and top with second crust; seal edge by crimping with a fork or “flute” with fingers. Cut several slits in top of crust. • Bake 30 to 40 minutes or until crust is golden

• Cook the spaghetti using the package directions; drain. Melt the butter in a large skillet over medium heat. Add the garlic, shrimp and mushrooms. Saute for 5 minutes or until the shrimp turn pink.

Aiming Outdoorsmen Toward Christ By Gary Miller Many years ago, when I first started Outdoor Truths, I wanted to be connected with some hunting and fishing companies. I felt like any association would help me grow the influence I wanted to have. I was not only able to get some sponsorships, but I actually became a pro-staff member for a few of those companies as well. Even now, I hesitate to even mention the name “pro-staff” GARY MILLER because it involves the word “pro.” And if there is any word that I should never be associated with, it’s the word pro. I laugh even as I write this. But for some reason, the real pros were busy with real pro stuff, so the trophy spike killer was available. So, there I was trying to act like I knew what I was talking about at places like Bass Pro Shops and trade shows. Now don’t get me wrong, I never lied about my adventures or exaggerated my accomplishments, but I did stand in a place where real pros stand and have to talk about things that real pros talk about. But I had to do it with surface level knowledge and experience. It was uncomfortable at times, and very humbling at times, but it was part of the responsibilities that came with the position. Silence and solitude were not an option. I didn’t want silence or solitude, I just felt like I either had very little to offer, or that once I opened my mouth, my real status would be exposed. And this is also the dilemma for those of us who are Christians. It stands out to me that after Jesus rose from the dead, He gave his disciples a responsibility. He said, “You will be my witnesses.” But then He gave them instructions to wait. Don’t do anything. Just wait. There’s no doubt they were ready to tell anyone who would listen, about what they had just witnessed. They needed no impetus. They needed no charge. They needed no motivational speech. And yet the instructions were to wait. But why? Because their witness needed to be empowered. It was that important. It needed to be empowered because they were not pros. In fact, they were not even beginners. They were the first. They had nothing. They knew nothing. And without the presence and power of the Holy Spirit, their normal, simple, and even sinful lives would be exposed as having words with no transformational power. So, they waited, and then the Holy Spirit was given. And when the Holy Spirit came, it first showed up in the form of language. Each foreigner there heard the gospel in their own language, from people who otherwise couldn’t speak that language. There’s no doubt the first command to believers and the first purpose of the Holy Spirit was to give witness. Solitude and silence was and is not an option. I know you feel inadequate. I know your life is not the best example. I know you’re not a pro. But you have the Spirit. And the Spirit takes your story and transforms it in the ears of the listeners. Shelby girl competes in NGA Gymnastics Nationals Reese Dixon, age 7 of Boiling Springs, earned the opportunity to compete in the NGA Gymnastics Nationals in Virginia Beach last week, June 2-7, after placing First All-Around in the North Carolina State Competition and Second in the Southern Regionals Competition. Reese placed First in all participating categories and First AllAround in her age division with a score of 39.250, and has earned a spot on the National Team. She competes in Level 2 out of her home gym of IGA Kids in Forest City who have helped develop her skill and confidence to reach this goal. Reese's favorite event is Floor and she loves her team, her coaches and her gym. Congratulations to everyone who participated in the event with Reese. County Commissioners Approve FY 2025–2026 Budget

Chimney Rock State Park Reopens June 27 Chimney Rock at Chimney Rock State Park will reopen to the public Friday, June 27, exactly nine months after closing due to the devastating effects of Hurricane Helene. The storm caused historic flooding that washed away the Park’s bridge, just as the Flood of 1916 had done a century ago, and damaged the majority of businesses in nearby Chimney Rock Village. The Park’s reopening marks a milestone for the Hickory Nut Gorge community and Western North Carolina as a whole. Guests will be able to access the Park via a temporary bridge located in Chimney Rock Village, just east of the original Park gates. “A lot has changed since Hurricane Helene, but what’s still here is the spirit of Chimney Rock and the people who care for it,” said Emily Walker, Director and General Manager of Chimney Rock Management. “We’ve missed our guests and are thrilled to be able to welcome them back to this place they love.” Reopening the Park safely and quickly has taken a unified effort. Among those involved are North Carolina State Parks, the North Carolina Department of Natural and Cultural Resources, the North Carolina Department of Transportation, Chimney Rock Management, local and state leaders, and numerous contractors, including Wright Brothers Construction. New Visiting Procedures Park operations will be adjusted and subject to change as we support the ongoing recovery efforts in the area. Guests should be prepared for the following changes: • Advance Reservations Required: All guests must reserve tickets to the attraction in advance at chimneyrockpark.com. We anticipate online reservations being available one week prior to reopening. Capacity will be limited as we work to be sensitive to recovery efforts in the Hickory Nut Gorge.

• Open Friday–Monday Only: Initially, the Park will be open Friday–Monday, as we transition back to daily hours. Reservations will be available 8:30 AM to 4:30 PM. Guests can enjoy the Park until 7:00 PM. Opening time for Friday, July 27 will be announced at a later date. New Directions and Detours: The only route open to Chimney Rock is NC 9 through Lake Lure, accessed via Columbus/Mill Spring. The Park’s new temporary address is 174 Chimney Rock Park Rd., Chimney Rock, NC 28710. All other routes remain closed to non-local traffic, including US 74A from Asheville, US 64 from Hendersonville, and NC 9 from Black Mountain. • Guests should plan extra travel time and drive with care. Chimney Rock Village status: Chimney Rock Village has no official reopening date at this time, though businesses hope to reopen soon. Many restaurants and businesses in Lake Lure are currently open and eager to welcome guests back. At the time of the Park’s reopening, there will be no public parking in the Village or access to the Rocky Broad River. The entire Chimney Rock team is excited and grateful to welcome guests back to the Park, and to continue creating elevated experiences in this extraordinary place. About Chimney Rock at Chimney Rock State Park: Chimney Rock at Chimney Rock State Park is recognized as one of the Southeast’s most iconic sites and popular travel destinations. The Park’s 535-million-year-old monolith called Chimney Rock can be accessed via a state-of-the-art elevator or the nearly 500-step Outcroppings Trail. At the top, guests can enjoy 75-mile panoramic views of the Hickory Nut Gorge and Lake Lure. The Park features one of the highest waterfalls of its kind east of the Mississippi River, Hickory Nut Falls. A destination for travel groups and special events, the Chimney Rock section of the Park also hosts innovative educational programs for field trips, scout groups, and summer camps. On Tuesday, June 3, the Board of County Commissioners officially adopted the Fiscal Year 2025–2026 budget. The annual budget represents a team effort including the Board of Commissioners, County staff from every department/office/agency, as well as community partners. The budget document is the single most important annual planning tool for Cleveland County as it allocates and aligns finite resources with the vision, priorities, and goals established by the Board of Commissioners. Of equal importance for the Board of Commissioners is to demonstrate sound stewardship of the taxpayers’ money while balancing the services portfolio through funding appropriations to meet the expectations of our citizens. The Fiscal Year 2025 – 2026 Budget had the additional requirement of balancing the budget based on the results of the revaluation of real property and identifying a revenue-neutral tax rate. In broad terms, the formula for determining a revenue-neutral tax rate has two (2) main variables. The formula includes the value of your property multiplied by the tax rate. The value of your property is determined through an analysis of the real estate market utilizing the schedule of values established by the North Carolina Department of Revenue. Within the formula, the tax rate is the only variable that the Commissioners have oversight and direct input. In accordance with North Carolina General Statute § 105 – 286, all one hundred (100) North Carolina counties are required to conduct a reappraisal of all real property no less than once every eight years. There is an additional standard for Cleveland County and all other counties with a population greater than 75,000. The standard is that if/when the County’s sales assessment ratio is under 85% or greater than 115%, then the County must conduct a reappraisal of all real prop-

erty. The sales assessment ratio compares the actual market values with the County’s assessed value. Cleveland County is on a four-year revaluation cycle, which preempted the sales assessment ratio of 74.98% (2024) from prompting a revaluation on its own. There are over forty (40) unique and distinct taxing districts in Cleveland County, with the Board of Commissioners only having authority to adjust and set three (3) of these tax rates. The taxing districts, over which the Commissioners have no authority to set tax rates, range from the fifteen (15) municipalities to Cleveland Water. The Commissioners have oversight of the County’s tax rate, the School’s tax rate, and the Fire District’s tax rate. However, after setting the tax rates for the School and Fire district, the County only collects and sends the revenues to these districts. The County’s taxing district utilizes those revenues to provide services. The County’s tax rate is 40.5¢ for Fiscal Year 2025 – 2026, which is three (3) cents under revenue neutral* and 14.25¢ under the Fiscal Year 2024 – 2025 tax rate. The School’s tax rate is 14.0¢, which is three (3) cents over revenue neutral and the Fire District’s tax rate is 7.0¢, which is revenue neutral. Overall, the County and School District tax rates equal revenue neutral. As a point of reference, Cleveland County has approximately 81% of its budget directly tied to program mandates and/or funding mandates dictated by the State of North Carolina. The Fiscal Year 2025 – 2026 Budget represents a decrease of approximately $4.5 million under Fiscal Year 2024 – 2025 in the General Fund. Further, the tax revenues expected to be collected in Fiscal Year 2025 – 2026 are approximately $1.5 million under the current year’s tax revenues. Submitted by Karyn Owens-Patton

KMLT presents The Secret Garden The Kings Mountain Little Theater (KMLT) and Eastern Metal Supply will present The Secret Garden on June 20 and 21, beginning at 7:30 pm, and on June 21 and 22 at 3:00 pm. The Secret Garden is based on the 1911 novel of the same name by Frances Hodgson Burnett. The premise of The Secret Garden centers on Mary Lennox, a spoiled and lonely 10-year-old girl born and raised in the British Raj who is sent to live with her reclusive uncle in a large, gloomy estate on the Yorkshire moors after her parents die of cholera in India. The story is set in the early 20th century. As Mary explores the estate, she discovers a locked with additional music by Lucy Simon. It premiered on Broadway in 1991 and ran for 709 performances. The play is presented with

Cleveland County Schools’ free Art of Sound returns with summer meal program for kids Emmy-Nominated headliners and a full day of free music The Cleveland County Arts Council is pleased to announce that the Art of Sound Music Festival returns this year on June 14. Art of Sound supports local and regional musicians and is a gift to the community from the Arts Council. You will have the opportunity to hear a variety of FREE music throughout the day and into the evening. In partnership with the Earl Scruggs Center, the music will begin at 11 a.m. The stage will be outside of 111 S Washington Street on the Court Square in Shelby. The festival will be headlined by Emmynominated group Gangstagrass, showcasing their unique sound combining bluegrass and hip hop. Originally from Brooklyn, N.Y., Gangstagrass features MCs R-Son and Dolio the Sleuth, producer and guitarist Rench, Dan Whitener on banjo, and B.E. Farrow on fiddle. The group is known for performing the theme song “Long Hard Times to Come” for the FX series “Justified,” in addition to multiple #1 debuts on the Billboard Bluegrass charts. They

were also quarter-finalists on “America’s Got Talent” in 2021. Gangstagrass’ set at Art of Sound will tentatively begin at 7:30 p.m. The music will begin on Saturday morning at 11 a.m. with Pickin’ on the Square, presented by the Earl Scruggs Center. Local acoustic trio Finkelstein Three will perform, followed by a community jam session open to pickers of all levels and ages. A drum circle led by Crest Middle School music teacher Justin Harper will get underway at 1:30 p.m. Singer-songwriter Angela Easterling from Greer, S.C., will step up to the stage at 3 p.m. with her rootsy, homespun tunes. A long-awaited reunion from local favorite quartet Mama Said is set for

4:30 p.m., with founding members Sandy Carlton, Phil Ruff, Nancy Owen, and Randy Saxon playing together once again. Next Level Band of Charlotte will bring their party-infused energy to the stage at 6 p.m., covering hits from classic rock, funk, Motown, and more. The full day of free music will be accompanied by local food trucks selling refreshments, including Hopper’s Soul Food and Catering and Little Annie Waffles. Art of Sound has something for everyone – a variety of musical genres, family entertainment, food, friends, and lots of music. All of the performances are FREE, and folks are encouraged to bring chairs, blankets, picnics, and spend the day Uptown. Attendees are invited to visit the Cleveland County Artist Competition and Exhibit in the gallery of the Arts Council, which will be open to the public for the duration of Art of Sound. The Cleveland County Schools (CCS) began its Summer Meal Program for kids and teens on June 2. It will continue through August 1. Free, nutritious meals are available from June through August each year when traditional schools are out. Along with CCS, the North Carolina Department of Public Instruction’s NC Summer Nutrition Programs and the Summer Nutrition Programs (SUN) for Kids North Carolina present the program. The meal kits include refrigerated items like popcorn chicken, ravioli casserole, corn dogs, cheese dippers, BBQ rib sandwiches, chicken tenders, chicken sandwiches, breadsticks, tacos, and various vegetables, fruits, and other items. Menus are available online at clevelandcountynutrition.

org under the menus. The multi-day pick-up boxes include food storage and reheating instructions. Through the program, children and teens in North Carolina, ages 18 and younger, are eligible to receive free summer meals. One meal kit per child in the home. According to the school system’s website, you will not receive a confirmation email if you apply for the CCS program.
