Governor signs papers to extradite Grover man Governor Pat McCrory signed on Monday the extradition papers necessary FENNER to bring the man suspected of killing Shelby Police Offierr Timothy J. Brackeen back to North Carolina following his capture last week in
Rhode Island. Rhode Island State Police and the FBI arrested Irving Lucien Fenner, Jr., of Grover, for the shooting death of Brackeen, who died Sept. 12 after being shot Sept. 10 while trying to serve outstanding warrants on Fenner, according to Shelby police. “I have said all along that I was committed to pursuing extradition in this case using all legal means that are
available. It is vital that this investigation moves forward as quickly as possible, and part of that involves returning this suspect to North Carolina,'' said McCrory. NTE water line now under construction The City of Kings Mountain has contracted with Buckeye Bridge, LLC to install the water and wastewater infrastructure to the NTE Power Plant. Currently the majority of the work being performed is the installation of the water line. Energy Director and Assistant City Manager Nick Hendricks says the water line consists of tapping to the city's existing line near the Hospice Facility on Kings Mountain Blvd. and continues down the Blvd. to Dixon School Rd. intersection, at
which time they will utilize the existing electric right of way, boring under I-85 to reach the NTE site. Currently the water line is 80% complete with the remaining work being the boring of Rail and Road ways. He estimate the water line to be completed by the end of October, 2016. The next segment will focus on the wastewater infrastructure. This will include one lift station upgrade on Tin Mine Rd, and continuing with the infrastructure under I-85 to a new lift
station that will be installed at the NTE power plant site. The water and wastewater infrastructure is within budget and the timeline requirements. Hendricks added that the City is responsible for all of the infrastructure installation because this infrastructure will be turned over to the City for operation and maintenance. NTE is responsible for the reimbursement of all cost associated with both the water and wastewater infrastructure, installation and engineering.
