KM Forward presents quarterly update to the city
On Tuesday, May 13, Kings Mountain Forward provided the city council with a glimpse into the impactful work they’ve been doing in the first quarter of 2025. Executive Director Loretta Cozart took the podium to introduce President David Stone, who shared some thrilling data about the Municipal Service District, the heartbeat of Kings Mountain’s vibrant downtown. Stone shared that, building on the legacy of the Mountaineer Partnership and the City of Kings Mountain’s Main Street Program, Kings Mountain Forward is committed to carrying the torch. Board members and local merchants—many

of whom were also part of those other boards—have worked diligently to ensure that progress remains steady, no matter which initiative is leading the charge. David Stone highlighted the remarkable investment of $16.15 million in downtown revitalization from 2018 to 2025, with another $10.65 million on the horizon through 2028. These investments are transforming the landscape and creating an inviting atmosphere for both locals and visitors.

Keep KM Beautiful
KMF and KMHS Football unite to beautify the post office
Last Thursday, May 15, the Kings Mountain High School (KMHS) football team rolled up their sleeves and dived into a beautification project that brought together sports and community spirit! From 3:30 to 5:30 p.m., 21 enthusiastic players, along with their dedicated coaches, poured their energy into enhancing the Kings Mountain Post Office area, all thanks to an initiative by Kings Mountain Forward.
So, what sparked this collaborative effort? Last spring, Cozart, the Executive Director of Kings Mountain Forward, noticed that the post office’s planter beds were in desperate need of some TLC. Once tended to by the Town and Country Garden Club, the area was calling for a fresh touch, and that’s where this team stepped in. With the vision of revitalizing the community, Kings Mountain Forward partnered with the high school and the post office for this rewarding project. Last year, FFA students participated; this year, it’s the football team’s chance

to make a difference in our community.
Under the guidance of Coach and horticulture teacher Nate Blanton, along with his coaching team, the
players showed up ready to work. Their first task was to replace plants in tired planter boxes at the post office entrance, swapping them out for vibrant new
plants that would welcome all visitors. But the biggest challenge awaited them: edging the sidewalks to enhance accessibility for everyone, whether they strolled by or navigated with wheelchairs. Armed with edgers, weed eaters, shovels, and a powerful pressure washer, they transformed the area, moving down Gaston Street and onto E. Gold.
Beverly Gentry of Kings Mountain Post Office shared, “The work these players did here today is just amazing. The flower boxes look awesome, and cleaning the sidewalks makes the post office more accessible for all our citizens. We can’t thank the KMHS enough for their partnership and continued support.”
This project wasn’t just about physical work; it was a fantastic opportunity for the team to bond, learn new skills, and foster friendships. They even took time to encourage community support for Kings Mountain High School and their football program. One player See POST, Page 5A

Charlie Wayne Phillips
KINGS MOUNTAIN:
Charlie Wayne Phillips, born on October 14, 1965, in Orange County, Florida, passed away on May 14, 2025, in Cleveland County, NC, at the age of 59.
He was a man of great spirit and warmth, known for his love of family, sports, and simple pleasures. Charlie was a devoted father and grandfather who cherished every moment spent with his loved ones. His
family was his pride and joy. He is survived by his beloved son, Austin Phillips, and his wife, Brook; his cherished daughter, Christina Robinson, and her husband, Donnie; and his dear stepdaughter, Stacey Putman, and her husband, Brian. His six grandchildren: Nathan, Landyn, Maddox, Palmer, Ryland, and Sadie— brought great delight to his life. Also surviving is his loving girlfriend of seven years, Linda Adams.
Charlie had a deep passion for playing horseshoes, proudly amassing over a dozen trophies through the years. An avid sports enthusiast, he was a loyal supporter of the Duke Blue Devils and the Miami Dolphins. Music held a special place

Charles “Wayde” Ledbetter
SHELBY, NC – It is with heavy hearts and fond memories that we announce the passing of Charles “Wayde” Ledbetter, a beloved husband, father, grandfather, great-grandfather, and friend, who passed away peacefully at 64 on May 17, 2025, leaving behind a lifetime of laughter, love, and unforgettable moments.
Born May 19, 1960 on U.S. Naval Air Station in Bermuda, he was the son of the late Charles William Ledbetter and Diane “Mama D” Shipper. Wayde was the kind of man who could light up the room with a grin and have you belly laughing before your coffee was even done brewing. He lived his life with a twinkle in his eye, a joke in his back pocket, and a heart big enough to hold an entire family and then some.
Wayde found joy in the simple pleasures: the wind in his face on a boat ride, the peaceful rhythm in riding a horse, and the hum of his trusty tractor as he worked the land. But perhaps nothing called to him quite like the ocean. He loved the sea deeply--its calm, its wildness, and everything in between. Whether it was watching the waves roll in or heading out on the water with his grandkids, the ocean was where his soul felt most free.
But nothing brought him more pride or happiness than his family. A devoted husband, a loving father, a playful and wise grandfather, and a proud great-grandfather, Wayde was the cornerstone of countless memories, lessons, and laughs. Whether it was a family cookout, a spontaneous adventure, or a quiet heart-to-heart, he made everyone feel special and seen. He loved big, laughed often, and never took life too seriously--unless you tried to drive his tractor, in which case you had better run.
Though our hearts ache with his passing, we are comforted knowing that he lived fully and loved deeply. His legacy of humor, resilience, and boundless love will echo through generations.

Hackers threaten to release new casino building blueprints
Reports from Cybernews.com and DarkWebInformer.com indicate that the Catawba Two Kings Casino Resort, a $700 million Catawba Nation tribal project in Kings Mountain, has been targeted by hackers. The cybercriminal gang known as Anubis is allegedly responsible for the breach.
On April 23, the hackers posted a ransom threat on their dark web leak site, claiming to possess a "terribly detailed archive" of blueprints for the casino's main floor, parking, hotel tower, and restricted back-of-house zones. They threatened to release the data publicly within 19 hours, a common tactic used by ransomware gangs to pressure companies into paying. Anubis's post on X (Twitter) suggests they might have had the data since late February 2024.
If Anubis's claims are accurate, the hack poses a significant security risk for the casino. The gang claims to have layouts of server rooms, chip vaults, restricted access doors, surveillance camera placements, staff interrogation rooms, and evacuation routes, essentially a complete toolkit for a casino heist or other criminal activities.
The current resort project began in June 2024, and is expected to open in

2026, featuring 4,300 slot machines, 100 table games, and a 400-room hotel. Currently, a temporary facility has been operating since 2021.
Anubis claimed responsibility for the attack and posted a ransom threat on its dark website, accompanied by a countdown timer until the public release of the documents. Cybernews. com first reported the incident, and news outlets covering cyber issues provided conflicting reports on the release timing.
According to its official X (Twitter) profile, the Anubis ransomware
group has been active since December 2024. The group combines old-school extortion with modern monetization strategies, running multiple affiliate programs that offer ransomware-as-a-service and access brokering, allowing third parties to profit from their attacks. Anubis employs double extortion tactics, encrypting victims' files and threatening to leak them unless paid.
As reported in The Herald in Rock Hill, Trent Troxel, Vice President of the Catawba Nation Gaming Authority, stated that the documents in question
are outdated and pertain to previous design and construction plans.
"Although our investigation is ongoing, there is no indication that our network, operations, or customer data have been impacted or that this information was obtained via The Catawba Two Kings Casino Network," Troxel said in a statement. "We take the security of customer data very seriously and will continue to diligently investigate."
Two Kings Casino is collaborating with external cybersecurity consultants to investigate the breach.
Representative Hastings won’t seek re-election
Republican Kelly Hastings, who represents Gaston and Cleveland counties in North Carolina's 110th district in the state House of Representatives, will not seek re-election when his term ends in 2026.
Hastings has served in the state legislature for 16 years. According to a story in The Gaston Gazette, he decided to run for his seat in the General Assembly to provide servant-style leadership and support to his constituents. He feels he has successfully accomplished that goal. Hastings is particularly proud of being the lead and primary sponsor of over 25 bills and resolutions, prioritizing around $2 billion in transportation projects for the area, and reducing the tax burden to protect taxpayers. After leaving the legislature, Hastings plans to continue his career in real estate. This change will also give

him more time to spend with his parents, Norris and Libby Hastings, his wife, Anika, and his daughter, Sophie Hastings. He resides in Cherryville. Hastings expressed his gratitude to the constituents who voted for him, appreciating the opportunity to represent them in Raleigh.
As of now, no contenders for Hastings’ seat in the state House of Representatives have been announced.

Gas prices are projected to be lower this year
By Loretta Cozart
The national average price for a gallon of gasoline in the summer of 2025 is expected to be lower than in 2024, potentially reaching a five-year low.
According to the January Short-Term Energy Outlook from the U.S. Energy Information Administration (EIA), it anticipates an average decrease of 11 cents per gallon (approximately 3%) in 2025 compared to 2024. In 2026, a further drop of about 18 cents per gallon, or an additional 6%, is expected.
The decline in gasoline prices is largely attributed to decreasing crude oil prices and reduced gasoline consumption in 2026, thanks to improvements in fleetwide fuel economy. However, decreasing U.S. refinery capacity during this forecast period may counter some of the downward pressure that the lower crude oil prices could have on gasoline prices.
The forecast for decreasing U.S. retail gasoline prices over the next two years follows a decline from 2023 to 2024, after retail prices surged in 2022. The EIA estimates that the price decreases in 2025 and 2026 will be smaller than the drop between 2022 and 2023, when prices fell by 11%.
The anticipated smaller price
reductions over the next two years stem from the fact that, although crude oil prices are projected to fall, this effect may be somewhat offset by increased refinery margins. In 2023 and 2024, gasoline prices dropped due to falling crude oil prices and narrowing refinery margins. For 2025 and 2026, lower gasoline prices are expected to be primarily driven by lower crude oil prices.
Here are some easy and practical ways to reduce your gas expenses even further:
• Pay cash for gas: Many stores offer discounts at the pump for cash purchases.
• Use gas price apps: Apps like GasBuddy, Waze, or Google Maps can help you find nearby gas stations with the best prices.
• Join gas rewards programs: Many gas stations offer loyalty or rewards programs (e.g., Shell Fuel Rewards, ExxonMobil Rewards+, Kroger Fuel Points) that provide discounts on fuel.
• Use a gas rewards credit card: Credit cards such as the Costco Anywhere Visa Card or Sam’s Club Mastercard offer cash back or discounts specifically for gas purchases.
• Fill up early in the week: Gas prices often increase on Thursdays and weekends, so Monday or Tuesday mornings
their mission forward.
are usually the best times to buy gas.
• Keep tires properly inflated: Underinflated tires reduce fuel efficiency. Regularly check your tire pressure to save on gas over time.
• Avoid idling and aggressive driving: Hard acceleration, speeding, and idling waste gas. Drive smoothly and turn off the engine if you’re stationary for more than a minute.
• Reduce car weight and drag: Remove unnecessary items from your vehicle and take off roof racks when not in use to improve fuel economy.
• Combine errands and plan routes: Group your trips and avoid backtracking to minimize mileage and gas consumption.
• Use cruise control on highways: This helps maintain a consistent speed and reduces fuel consumption on long highway drives.
• Consider a gas discount club: Memberships at places like Costco, Sam's Club, or BJ’s often provide access to lower gas prices at their stations. By planning thoughtfully, you can save money on gas even when prices are lower. Over the course of a year, this can lead to significant savings for conscientious drivers.

As part of the settlement agreement, Cleveland County Schools (CCS) published a statement affirming students’ First Amendment rights and apologized for denying the student’s activity request.
The CCS statement read in part, “Students across America have vast freedom of speech rights, and we are thankful for and support the freedom they enjoy. Cleveland County Schools understands the delicate balance between administrative oversight to ensure a thriving educational environment

At Cleveland County Schools, we are deeply committed to upholding the principles our nation’s founders set forth in the United States Constitution. Particularly, we affirm our commitment to upholding the First Amendment. We recognize that student speech plays an essential role in fostering a vibrant, respectful, and inclusive educational environment.”
The statement continued, “The student in the matter M.K. v. Cleveland County Schools wanted to play a game with her peers about how LGBTQ+ people have contributed to American society. in allowing this student to exercise her constitutional rights.”
The lawsuit claimed that Shelby High School prohibited a student club from playing a trivia game about LGBTQ+ figures due to concerns over NC Senate Bill 49’s legality. The law, passed in 2023, restricts teaching on gender identity and sexuality from kindergarten through fourth grade but does not apply to high school.
Ivy Johnson, attorney for the ACLU of North Carolina, called the settlement “a victory for free speech at a time when student speech in particular has been under attack,” in a statement Monday. “We are glad to have achieved such a positive outcome for the plaintiff and all students at Shelby High School, who can now exercise their First Amendment rights without fear of censorship,” Johnson said.

Richer Than You Think
what is the hope of his calling, what is the wealth of his glorious inheritance in the saints…
Ephesians 1:18

Growing up I never really thought of myself as rich or wealthy. I was the son of an accountant and a public-school teacher – there wasn’t many ways to stretch the thought that we were wealthy. When I went away to college, I learned the art of stretching my budget to cover my needs. And when my wife and I were
Rev. Jason Ballard Associational Mission Strategist of the GCCBA
first married we counted down the bank account as we paid the bills each month, and we celebrated when we paid all our bills and could afford to eat at Applebee’s after church on Sunday (salad and water please!). In my modern, American concept – I wasn’t rich. Then I remember the first time I set foot in a third world country. From the moment I walked out of the airport, I was surrounded by a sea of children begging for money while putting their physical disabilities and needs
on display. I was overcome by the needs of the people that encircled me. Later, I traveled to other countries and again I was confronted by the stark reality of their poverty and my extravagance.
I’m not saying this to make you feel guilty or to draw attention to the stark distance between us and the poor found around the world. To the contrary, I want to point out in this very real example, a comparison to our similar ignorance of our spiritual riches in a world that is just as impoverished of spiritual truth, as those children were of clean water and food.
Each time you and I read God’s word or utter a prayer in public, we are enjoying a blessing that not many in this world are given the opportu-
nity to experience. And I’m not referring to our freedom as an American. I’m simply pointing out the extravagance of having accessibility to the God of the universe along with an intimate invitation to know and understand his heart, and above all, the glorious expense of our salvation in Christ.
So, whether you consider yourself wealthy or your lining up for the salad and water, I pray we all recognize “… the wealth of His glorious inheritance…” so that we might be grateful for all we have received, and truly worship Him for the extravagant giver that He is.

KM High School students get a safe driving seminar
By Alan Hodge
It’s a
but another
Not only
are
same way. Intent on trying to help Kings Mtn. High students avoid that fate, a group of dedicated professional volunteers, as well as school staffers, held a seminar recently where safe driving practices were…driven home.
Non-school entities participating included representatives from Farm Bureau Insurance, the Cleveland County Sheriffs Office, the NC ABC Commission, and the NC Dept. of Insurance. School staff members that helped organize the event included Ag teacher Nate Blanton, career development coor-
dinator Eric Boyd, and entrepreneur course teacher Sabrina Bridges.
About 625 vocational classes’ students in grades 9-12 took part.
The activities revolved around simulated drunk driving exercises where students wore distorting lens goggles that gave a view similar to what a person might see after they had been chugging beers. After donning the goggles, kids took to the wheel of a golf cart and tried navigating a course of orange cones.
The cones suffered mightily.
“The experience gives the kids a chance to see the dangers of drunk driving,” said Sabrina Bridges.
Farm Bureau representative Craig Mayes underlined the importance of the program.
“If we save one life it’s worth all we do,” he said.
The students were surprised at how much the goggles affected their driving.

lose precision in your driving,” said John-Michael Crawford. “You can’t be doing that.”
Another activity the kids got to experience was taking turns in the “Seat Belt Convincer” machine. It was brought by the Cleveland County Sheriffs Office and on loan from CharMeck Police Dept.
This device is a car seat and seat belt combo on a ramp with a rubber bumper at the bottom.
The Convincer simulates a 20mph crash into a solid object. The “driver” climbs aboard, puts on the seat belt, then the operator throws a handle that releases the seat which rockets down the ramp into the bumperstop.
A group of students who had not seen it in action lined up eager for a ride excited perhaps by its carnival ride appearance.

The first volunteer was student Jamarius Hill who waved and smiled to his peers as he clambered aboard- until Deputy Granados threw the handle and the seat went down the ramp giving Hill a heck of a jolt at the end.
“It hurt,” Hill said. “It ain’t no Hill’s friend Amariana Goode braved the next ride.
“It’s crazy,” she said after slamming to a stop. “I don’t want to be in a wreck.”
Another activity had students put on goggles and try to shoot baskets. The balls went everywhere except through the hoop.
“Everything is backwards,” said student Ontario Leach as he missed shot after shot.
ABC Commission representative and former college and pro basketball player Ty Walker counseled the kids as part of the “Talk it Out” program that he messages statewide.
right decisions about underage drinking and substance abuse,” Walker said.
In the classroom, NC Dept. of Insurance Regional Director Debra Turbeville shared information and personal experiences related to safe driving practices.

Overall, the day was a big success and gave the kids a real-world taste of what they should not taste on or off the road- alcohol. not just on prom night but going forward as well.”

CCC celebrates record-breaking graduating class for third consecutive year
Cleveland Community College proudly celebrated a historic milestone on Thursday, May 15, recognizing its largest graduating class for the third consecutive year. A total of 891 graduates earned 1,292 credentials, surpassing last year’s record by more than 200.
“These graduates recognized the value and opportunity their community college offers,” said President Dr. Jason Hurst. “They worked hard and persevered, and now they are ready to start the next phase of their life journey. We are so proud of all these graduates and are excited to watch them flourish.”
Dr. Hurst gave special recognition to the high school students who were among this year’s graduates. Through CCC’s partnership with Cleveland County Schools and Pinnacle Classical Academy, these students earned their college credentials before receiving their high school diplomas. A total of 359 credentials were awarded to these high school students.
Also recognized during the ceremony was CCC’s 2025 Academic Excellence Award recipient, Ben Jeffries. Thirty years after graduating high school, Jeffries enrolled at CCC because he realized he was missing out on job opportunities. “It was a challenge to start college after so many years of being out of school and working fulltime,
but it has been a wonderful experience,” he said.
Jeffries graduated with an Associate in Applied Science in Business Administration and a 4.0 GPA. He plans to continue his education at North Carolina A&T University, majoring in supply chain management.
The commencement ceremony featured a heartfelt keynote address by recently retired Sociology instructor Allen Dunkleman. He recalled enrolling in community college at age 36 because of a persistent friend who believed in him—an act that changed the course of his life.
He also shared how, more than 20 years ago, “this great community college made a dream come true, helped magnify my potential, and has blessed my life beyond measure.”
Dunkleman encouraged graduates to be grateful for and acknowledge those who support and help them throughout their life. He also wished them well saying, “May your experience here at Cleveland Community College, along with your degree, certificate, or diploma, propel you to greater heights as you continue to write and tell your life story.”
Earlier in the week, CCC held two separate pinning ceremonies celebrating students from Health Sciences

FDA moves to eliminate fluoride from children's medication
The U.S. Food and Drug Administration (FDA) announced on May 13 that it is initiating action to remove concentrated ingestible fluoride prescription drug products for children from the market. Unlike toothpaste with fluoride or fluoride rinses, these products are swallowed and ingested by infants and toddlers and have never been approved by the FDA. Ingested fluoride has been shown to alter the gut microbiome, which is of magnified concern given the early development of the gut microbiome in childhood. Other studies have suggested an association between fluoride and thyroid disorders, weight gain, and possibly decreased IQ.
"The best way to prevent cavities in children is by avoiding excessive sugar intake and good dental hygiene, not by altering a child's microbiome. For the same reason that fluoride may kill bacteria on teeth, it may also kill intestinal bacteria important for a child's health," said FDA Commissioner Marty Makary, M.D., M.P.H. "I am instructing our Center for Drug Evaluation and Research to evaluate the evidence regarding the risks of systemic fluoride exposure from FDA-regulated pediatric ingestible fluoride prescription drug products to better inform parents and the medical community on this emerging area. When it comes to children, we should err on the side of safety."
The agency has set a goal date of October 31 for completing a safety review and public comment period and for taking appropriate action regarding the removal of these products from the market. In conjunction with this evaluation, the U.S. Department of Health and Human Services (HHS) plans to disseminate best practices for dental hygiene in children that are feasible, effective, and do not alter gut health.
"Ending the use of ingestible fluoride is long overdue," said HHS Secretary Robert F. Kennedy, Jr., "I'm grateful to Commissioner Makary for his leadership on this vital issue — one that directly safeguards the health and development of our children.
This decision brings us one step closer to delivering on President Trump's promise to Make America Healthy Again."
Several states have implemented policies to stop the fluoridation of drinking water, and fluoride is not added to drinking water in most European countries or other parts of the world. This action by the FDA aligns with Secretary Kennedy's initiative to promote health across America.
Most households in North Carolina connected to community water systems receive fluoridated drinking water. According to data compiled by the United Health Foundation from the Centers for Disease Control and Prevention, in 2022, approximately 88% of the North Carolina population was served by fluoridated community water systems.
U.S. Census Bureau data differs slightly, estimating that 67% of the state's public drinking water is fluoridated.
North Carolina does not have a statewide mandate regarding the use of fluoridation in public drinking water. Instead, local governments control fluoridation policy. City councils can initiate or discontinue fluoridation at their discretion or through a referendum vote.
There have been instances where counties in North Carolina have voted to ban the addition of fluoride in their public water systems. For example, Union County voted to ban fluoride last year, and Lincoln County voted earlier this year to prohibit the addition of fluoride in the county's water. In Davidson County, the Thomasville City Council discussed the issue but did not take a vote.

Kings Mountain uses fluoridation in its public drinking water. The city was scheduled to consider a measure to remove fluoride from the water late last year, but the measure was not addressed.
The City of Kings Mountain's water supply is sourced from Moss Lake, a 15,000,000,000-gallon impoundment located 7 miles west of Kings Mountain on Oak Grove Road. The water is treated at the lake at the T. J. Ellison Water Treatment Plant.

Trump applies "Most Favored Nation" status to lower drug prices
President Donald Trump signed an executive order on May 12 aimed at reducing the cost of many prescription drugs and pharmaceuticals.
Trump announced in Truth Social, "For many years the World has wondered why Prescription Drugs and Pharmaceuticals in the United States of America were so much higher in price than they were in any other nation, sometimes being five to ten times more expensive than the same drug, manufactured in the exact same laboratory of plant, by the same company?" The President posted, "It was always difficult to explain and very embarrassing because, in fact, there was no correct or rightful answer."
“The Pharmaceutical/ Drug Companies would say, for years, that it was Research and Development Costs, and that all of these costs were, and would be, for no reason whatsoever, borne by the 'suckers' of America, alone. Campaign Contributions can do wonders, but not with me, and not with the Republican Party," the President continued.
In the Executive Order, Trump said, "We are going to do the right thing, something that the Democrats have fought for many years," calling the Executive Order "The most consequential Executive Orders in our Country's history."
"Prescription drug and
pharmaceutical prices will be reduced, almost immediately, by 30% to 80%," Trump stated.
"I will be instituting a Most Favored Nation's policy whereby the United States will pay the same price as the nation that pays the lowest price anywhere in the World," Trump said. "Our Country will finally be treated fairly, and our citizens' healthcare costs will be reduced by numbers never even thought of before. Additionally, on top of everything else, the United States will save trillions of dollars."
The United States has less than five percent of the world's population and funds around three-quarters of global pharmaceutical profits. This imbalance is orchestrated through a purposeful scheme in which drug manufacturers deeply discount their products to access foreign markets and subsidize that decrease through enormously high prices in the United States.
As stated in the Executive Order, "The United States has for too long turned its back on Americans, who unwittingly sponsor both drug manufacturers and other countries. These entities today rely on price markups on American consumers, generous public subsidies for research and development primarily through the National Institutes of Health, and robust public financing of prescription drug consumption
through Federal and State healthcare programs. Rather than seeking to equalize evident price discrimination, drug manufacturers agree to other countries' demands for low prices, and simultaneously fight against the ability of public and private payers in the United States to negotiate the best prices for patients. The inflated prices in the United States fuel global innovation while foreign health systems get a free ride."
Trump continued, "This abuse of Americans' generosity, who deserve lowcost pharmaceuticals on the same terms as other developed nations, must end. Americans will no longer be forced to pay almost three times more for the exact same medicines, often made in the exact same factories.
As the largest purchaser of pharmaceuticals, Americans should get the best deal."
"Americans should not be forced to subsidize lowcost prescription drugs and biologics in other developed countries, and face overcharges for the same products in the United States," the President emphasized. "Americans must therefore have access to the most-favored-nation price for these products."
The Executive Order addresses foreign nations freeloading on American-financed innovation."
Enforcing the Executive Order, the Secretary of Commerce and the United States Trade Representative
will take all necessary and appropriate action to ensure foreign countries are not engaged in any act, policy, or practice that may be unreasonable or discriminatory or that may impair United States national security and that has the effect of forcing American patients to pay for a disproportionate amount of global pharmaceutical research and development, including by suppressing the price of pharmaceutical products below fair market value in foreign countries. Under the new initiative, the President will enable direct-to-consumer sales to American patients at the Most-Favored-Nation price. To the extent consistent with law, the Secretary of Health and Human Services (Secretary) shall facilitate direct-to-consumer purchasing programs for pharmaceutical manufacturers that sell their products to American patients at the most-favored-nation price. Within 30 days of the date of the order, the Secretary shall, in coordination with the Assistant to the President for Domestic Policy, the Administrator for the Centers for Medicare and Medicaid Services, and other relevant executive department and agency (agency) officials, communicate Most-Favored-Nation price targets to pharmaceutical manufacturers to bring prices for American patients in line with comparably developed nations.
FDA clears first Alzheimer's Disease blood test
On May 16, the U.S. Food and Drug Administration cleared for marketing the first in vitro diagnostic device that tests blood to diagnose Alzheimer's disease. The Lumipulse G pTau217/ß-Amyloid 1-42 Plasma Ratio is for the early detection of amyloid plaques associated with Alzheimer's disease in adult patients, aged 55 years and older, exhibiting signs and symptoms of the disease. Alzheimer's disease, a brain disorder known to slowly destroy memory and thinking skills and, eventually, the ability to carry out the simplest tasks, is progressive, meaning that the disease gets worse over time. In most people with Alzheimer's disease,
clinical symptoms first appear later in life. Amyloid plaques in a patient's brain are a hallmark sign of Alzheimer's disease. While amyloid plaques can occur in other diseases, detecting the presence of plaques and other evaluations helps the doctor determine the probable cause of the patient's symptoms and findings. These plaques can be detected and visualized using amyloid positron emission tomography (PET) brain scans, often years before clinical symptom onset, to aid in diagnosing Alzheimer's disease. PET scans, however, are a costly and time-consuming option and expose patients to radiation. The FDA announcement marks a significant

milestone in diagnosing and treating this debilitating condition. This new device, known as the PrecivityAD
test, offers a simpler and less invasive method for detecting Alzheimer's, potentially See FDA, Page 5B

"We deeply value the dedication of our private practice physicians and recognize the essential role they play in ensuring health care access for our rural communities," said North Carolina Health and Human Services Secretary Dev Sangvai. "Through this program, we aim to offset some of the financial burden and invest in our health care workforce, particularly in our rural counties."
North Carolina is a leader in rural health care and continues to set the standard for supporting and advancing health and well-being. North Carolina's rural population is the second largest in the country, reflecting nearly one in three people in the state, and more than 4.6 million people live in rural counties. From maintaining healthy lifestyles to treating life-threatening illnesses, people depend on and trust their primary care physicians.
The NC Primary Care Physician Incentive is a part of $50 million in funding allocated by the North Carolina General Assembly to support health care providers, nurses, and mental health services. Before 2025, independent private practices in rural, medically underserved areas of the state were not deemed automatically eligible for the state-funded North Carolina Loan Repayment Pro-
LEGAL
gram. In State Fiscal Year 2024, the NCDHHS Office of Rural Health received one-time funding to launch the incentive. The program is open to primary care physicians in independent private practices located in Tier 1 and Tier 2 counties based on North Carolina's County Distress Rankings. Cleveland and Rutherford are Tier 1 counties. Gaston, Catawba, and Burke are Tier 2 counties. Eligible providers include family medicine, general internal medicine, general surgery (within critical access hospitals only), general pediatrics, obstetrics/gynecology, and psychiatry physicians operating in these 80 counties. Applications for the NC Primary Care Physician Incentive are now available, but funding is limited. Awards will be provided for eligible and complete applications on a first-come, first-served basis. NCDHHS will provide up to 16 awards in each of the state's six Medicaid Regions. For more information, including eligibility criteria and applications, visit the NCDHHS Office of Rural Health website at https://www.ncdhhs.gov/divisions/orh. Additionally, the Office of Rural Health offers various recruitment and incentive programs for medical, dental, and behavioral health providers.

The PrecivityAD test is a groundbreaking development in Alzheimer’s research. Traditionally, diagnosing Alzheimer’s has involved costly and invasive procedures such as PET scans and lumbar punc-
tures. These methods are not only expensive but also uncomfortable for patients. The new blood test, however, provides a much-needed, cost-effective, and patient-friendly alternative.
The PrecivityAD test works by measuring specific biomarkers in the blood that are associated with Alzheimer’s disease. These biomarkers include amyloid-beta and tau proteins, which are known to accumulate in the

brains of individuals with Alzheimer’s. By analyzing the levels of these proteins, the test can provide an accurate diagnosis of the disease.
The approval of the PrecivityAD test is expected to have a profound impact on future health treatments for Alzheimer’s disease. Early diagnosis is key to managing the disease effectively, and this new test makes it possible to identify Alzheimer’s at an earlier stage. This new approach can lead to more timely interventions and better patient outcomes.
“Alzheimer’s disease impacts too many people, more than breast cancer and prostate cancer combined,” said FDA Commissioner Martin A. Makary, M.D., M.P.H. “Knowing that 10% of people aged 65 and older have Alzheimer’s, and that by 2050 that number is expected to double, I am hopeful that new medical products such as this one will help patients.”
“Nearly 7 million Americans are living with Alz-
heimer’s disease, and this number is projected to rise to nearly 13 million,” said Center for Devices and Radiological Health Director Michelle Tarver, M.D., Ph.D. “Today’s clearance is an important step for Alzheimer’s disease diagnosis, making it easier and potentially more accessible for U.S. patients earlier in the disease.”
The FDA’s approval of the PrecivityAD test marks a significant advancement in the fight against Alzheimer’s disease. This new blood test offers a simpler, more accessible, and less invasive method for diagnosing the disease, with the potential to transform future health treatments. By enabling early detection and intervention, the PrecivityAD test promises to improve the lives of patients and their families, offering hope for a brighter future in the battle against Alzheimer’s.

How to Protect Yourself from Identity Theft Scams
Dear Savvy Senior, I am very concerned about Elon Musk and the so-called DOGE team getting access to my Social Security number and personal financial information through their government office raids. What can I personally do to help protect myself from this identity theft mess?
Worried Senior
Dear Worried,
It’s a great question! I’ve been hearing from many older readers around the country that are deeply troubled by the news that the Elon Musk-led Department of Government Efficiency (DOGE) has been granted access to millions of Americans’ Social Security records that include highly sensitive personal information.
The major concern among data privacy experts is what could happen if your Social Security number, bank account information or tax records somehow gets leaked or breeched in all the data shuffling. If your information gets in the wrong hands it could lead to identity theft, which means scammers could use your personal information to open credit card ac-
counts, bank accounts, telephone service accounts, and make major purchases – all in your name.
If you’re concerned about the privacy of your personal information, the best way to protect yourself is to put a “fraud alert,” or better yet a “credit freeze” on your credit file.
A fraud alert is a notification placed on your credit report that signals to potential creditors to take extra steps to verify your identity before extending credit in your name. While a credit freeze completely restricts access to your credit report, essentially preventing anyone from opening new accounts in your name without your explicit authorization.
A credit freeze provides much stronger protection than a fraud alert, but there is a drawback. When you freeze your credit, you won’t be able to open new credit cards or get a new loan while the freeze in place. It does not, however, prevent you from using the credit cards you already have open.
If you do need to get a new credit card or some type of loan, you can always
lift the freeze on your account until you get the card or loan approved, and then refreeze it.
You’ll also be happy to know that a credit freeze is completely free to put in place and lift, as are fraud alerts. And neither action will affect your credit score.
Fraud Alert Set-Up
To set up a fraud alert, you’ll need to contact one of the three major credit reporting bureaus – Equifax, Experian and TransUnion – either by phone, online or by mail. You only need to contact one of these agencies, and they will notify the other two. Here’s the phone and website contact information for each of the three bureaus.
• Equifax: 800-685-1111 or Equifax. com/personal/credit-report-services
• Experian: 888-397-3742 or Experian.com/help
• TransUnion: 888-909-8872 or TransUnion.com/credit-help
If you haven’t been a victim of identity theft, you’ll need to set up an “initial fraud alert,” which lasts for one year, although you can renew it for
additional one-year periods.
Credit Freeze Set-Up
To set up a credit freeze you’ll need to contact each of the three previously listed credit reporting bureaus –Equifax, Experian and TransUnion. A credit freeze lasts until you unfreeze it.
But remember, before you apply for new credit card or loan, you’ll need to temporarily lift the security freeze by following the procedures from each of the credit reporting bureaus where you placed the freeze.
If, however, you don’t want to set up a fraud alert or credit freeze, you can still keep an eye on your credit file by reviewing your credit report regularly. You can get a free credit report each week from Equifax, Experian and TransUnion by going to AnnualCreditReport.com.
