Kevin Loftin Riverfront Park project moving forward By Alan Hodge alan.bannernews@gmail.com

The Kevin Loftin Riverfront Park in East Belmont took a couple of big steps forward last week when the city council approved both a financing agreement and construction contract for the project. Both actions are contingent upon approval by the NC Local Government Commission. The park will be located on E. Catawba St. on land alongside the river. It’s named for former Belmont mayor the late Kevin Loftin. Total budget of the job will be $2,350,000. This figure reflects $2,310,163 for the work and a little bit of wiggle room to allow for any unforeseen glitches as the project progresses. About $1.5 million of the cost will be fi-

nanced. Last week, the city council gave the nod to BB&T for that. The BB&T deal will be for 15 years at 2.89% interest. “I feel comfortable with this bid,” said Belmont city engineer Jerry Hatton. The construction contract went to J.D. Goodrum Co. Inc. of Cornelius. The firm has extensive experience in park construction. Just a few of the projects the company has tackled includes Rankin Lake Park in Gastonia, Shelby City Park Phase I, Mecklenburg County Sportsplex, Chestnut Square Park in Indian Trail, Community Park in McAdenville, and Veterans Park in Fort Mill. see more

Moving the idea along of putting a referendum on the Nov. 3 ballot that would let voters decide the issue of getting an ABC store in Belmont, the city council heard a presentation last week from Laurie Lee, director, Pricing Div. and ABC Board Audits for the NC ABC Commission. Lee's talk cleared up a lot of things concerning just what it takes to get an ABC store up and running and what it potentially would and would not do for a town- including infusing a torrent of revenues into a city like Belmont's municipal coffers. “An ABC store is not a cash cow,” Lee stated plainly.

Lee showed the council a number of charts and graphs relating to the rules and regulations connected with the ABC process. If voters give the idea an OK, the county commission will have to appoint a three to five member ABC board to oversee the establishment and operation of the place. “You need to pick people of varying backgrounds who have the time to put into it,” she said. Councilman Ron Foulk asked Lee if the council or city would be involved with the store. see more
