On behalf of The Inland Waterways Association, I am delighted that our annual Festival of Water is here on the River Lee at Waltham Abbey over this August Bank Holiday weekend. We promise a fun and memorable time for the visiting public, boaters, campers and all who love spending time by the water.

With entertainment and attractions for the entire family, we hope you will share in our enjoyment of this wonderful event and our passion for the beauty of the Lee Valley Regional Park. The festival showcases the amazing work of IWA in protecting, maintaining and enhancing the inland waterways across the UK and we seek your support in helping that work continue.

Today, our river remains at the heart of community life with a wealth of activity from boaters, cyclists, anglers, walkers, wildlife enthusiasts, campers and those just wanting peace and quiet in one of nature’s most tranquil settings, a stone’s throw from our capital city.

This is the fourth time in the last 30 years that IWA has chosen Waltham Abbey to host our annual festival. The event is organised and run by volunteers on behalf of our waterways and I urge you, please give generously when you see our donation buckets. Your donations are used to support our campaigns for the benefit of the waterways.

The River Lee has played a vital role in our nation’s history over the centuries with the resting place of King Harold located in The Abbey just a short walk away, the magnificently restored Gunpowder Mills where a network of age-old canals still survive and a true legacy of the London 2012 Olympics with the nearby White Water Centre.

Lea or Lee?

River Lea Carthegena Lock Š Tim Lewis Look at a map of the area and you will see that our local waterway is known by more than one name. Is it the River Lee or is it the River Lea or is it in fact the Lee Navigation?

The Lee Valley Regional Park Authority also uses this spelling for leisure facilities.

However, the spelling Lea is used for road names, locations and other infrastructure in the capital, such as Leamouth or Lea Bridge.

One answer, by no means definitive is that the spelling the Lea relates to the non-navigable section of the River from Leagrave Marsh in Luton to Hertford.

The navigable section from Hertford to the River Thames uses the title the Lee Navigation. The name was established by two Acts of Parliament and only that spelling is used in this context. It is said that when the Act of Parliament was passed, there was a mis-spelling that stuck to this day.

Today, it is generally acceptable to use either Lea or Lee in any context, but be prepared for others to challenge you. Give them the above explanation and take the discussion from there!

River Lee, River Stort and Lee Navigation 1 Amwell Nature Reserve Former gravel pits that have been restored to a diverse wetland nature reserve.

The River Lee (or Lea as it was originally spelled) was an important waterway from Saxon times. In 1424 and 1430, it became subject to the very first Acts for the navigational improvement of any river and became known as the Lee Navigation.

The River Stort is a haven for nature. It is a tributary of the River Lee, which it joins at Hoddesdon, and extends for 14 miles from there to Bishops Stortford.

Shortage of Moorings Perhaps one of the biggest issues facing the London area at this time is the chronic shortage of moorings, both permanent and visitor. This shortage of moorings in London is something that IWA is working to resolve with navigation authorities. We are looking at alternative sites that may be suitable such as off-side moorings and disused basins. We are also working more closely with Local Authorities to try and ensure moorings are put on their planning agendas.

This year, IWA launched the first of its regional “Vision” documents, IWA’s Vision for London. This document looks at the many issues that are being faced on the 145 miles of navigable waterways within the Greater London Area, including both the River Lee and River Stort. water quality Near the end of the River Lee, especially below Tottenham Lock in the summer months, there has been a problem with the spread of duckweed (Lemna minuta). The waterways have turned green and the duckweed has spread into the wider canal and river network.

Duckweed thrives on nutrient-rich waters, which enter the system as run off from fields using fertilizers.

Duckweed limits oxygen transfer and affects other aquatic life, slowly stagnating the water. IWA is campaigning for measures to reduce the amount of nutrient-rich water entering the River Lee and London’s canal system and will support any measures to remove duckweed and stop the spread.

In popular areas, boats are often double, or even triple, moored along the towpath. IWA believes that these long lines of boats stop towpath users from enjoying the waterscape views. IWA is calling for the protection of iconic waterscapes as part of the Mayor of London’s New London Plan. The plan is campaigning for all development to recognise the heritage, environmental and amenity value of the waterways in the capital. Find out more about our campaign on p.18.

The issue of Boaters’ Facilities is one that is close to our hearts in this area. There is a shortage of facilities on the River Lee, with boaters in desperate need of additional water points, rubbish disposal and pump-out facilities.

IWA launched the results of its GapTracker Facilities campaign this year and has had a number of meetings with Canal & River Trust regarding the River Lee. We are pleased to see that additional facilities are planned for the River Lee and are expected to open soon.

towpath use Visitors to the canals don’t only come by boat, it is also the perfect place for cyclists, runners and walkers and for anglers to set up a fishing spot. The Mayor of London has set targets to encourage more people to leave their cars at home and look at more sustainable ways to travel around the capital, including cycling and walking to work. By increasing the number of towpath users, there is also the potential for increased conflict between different waterway users. IWA will campaign for better towpath management to keep them safe for everyone.

Carpenters Road Lock Situated in the heart of the Queen Elizabeth Olympic Park, Carpenters Road Lock is integral to the Olympic Legacy Framework and was restored with funding from the Canal & River Trust, Heritage Lottery Fund, London Legacy Development Corporation and IWA’s London Region. You need to book a passage in advance via the Canal & River Trust website.

The IWA Silver Propeller Challenge aims to bring boats to underused local waterways by encouraging those with watercraft to visit at least 20 places on the list.

Festival Highlights 2019 IWA’s annual celebration of our navigable waterways is here in Waltham Abbey, bringing over 100 boats to the River Lee.

Over 100 Boats

Take a walk along the river and look at all the boats, many decked out with bunting and flags. There are a few historic boats on display as well as traders selling their wares from their boats.

Fun for All the Family

There’s plenty to keep our younger visitors entertained with fairground rides, football darts and human hamster balls. Visit IWA’s Wild Over Waterways stand to pick up a WOW Passport for kids who can win a prize when they have collected all the stamps from around the festival. Canal & River Trust is running children’s activities on board its boat, Jena and Roydon Village Marina has a facepainter and other activities in the tipi.

Take a Trip on a Boat

Lee Valley Boat Centre is running a trip boat over the weekend. You will find the boat just by the footbridge. Trips are free but donations are gratefully received.

Learn to Drive a Digger

Visit the WRG stand where IWA’s Waterway Recovery Group will be running FREE ‘Learn to Drive a Digger’ sessions.

The festival plays host to a wide range of jazz, folk, popular and rock music acts plus dance performances. International street entertainer Chucklefoot is performing daily – a colourful one man band playing banjo, harmonica, tambourine and more.

distribution of the finished product. Via the River Lea and the Thames, gunpowder was carried by boats to the Royal Arsenal at Woolwich and then on to Purfleet, Essex where gunpowder was stored in magazines ready to be sent to the British troops fighting in the Napoleonic wars.

A Blast From The Past

The Royal Gunpowder Mills is a large site filled with buildings that are spread far apart. The idea being that if there was an explosion in one building, it wouldn’t set fire to any of the other production areas.

The least risky way of moving explosive materials between each of the buildings was by water, leading to the creation of a network of canals around the site.

Just next door to our Festival site, is the Royal Gunpowder Mills. Back in the 1660s, these mills produced more gunpowder than anywhere else in England. The peak of production was during the Napoleonic Wars in 1813, when 250 men were employed and the canals were used by nine powder-boats, five barges, two ballastbarges and six punts. Production peaked again during World War I, when around 3,000 women, half the total workforce, worked shifts day and night to secure continuous production.

There are three main channels crossing the site, one of which was the Old River Lea, which was a through route for navigation long before the Royal Gunpowder Mills developed. With the growth of the Gunpowder Mills, tensions began between the millers and the boatmen. It was this conflict that led to the construction of the

Waltham Abbey under pressure make mistakes. However, accidents do happen and at times of war, when production targets were high, there were tragedies at the Royal Gunpowder Mills. On 7th May, 1894, one building exploded, causing three other buildings to also be destroyed. Seven men died.

Gunpowder is made of three key components: charcoal, which was brought by boat from Fernhurst in Sussex and Faversham in Kent; saltpetre, which came up the River Thames and the River Lea from Bengal and sulphur, which came from Sicily. The finished gunpowder then travelled by boat to Woolwich. Over 40,000 barrels of gunpowder were shipped from the site every year, with the majority of them reaching their destination in one piece!

In 1902, there was a similar explosion and twice in 1940 when the production pressures of World War II resulted in the total devastation of a number of buildings.

Explosives manufacture ceased in 1943, with production switched to areas of Britain out of reach of enemy bombers.

Many of the canals were infilled in the 1950s, but some traces still remain. The site was officially closed on 30th June 1991.

Since then, the Ministry of Defence has carried out a decontamination programme and the Royal Gunpowder Mills is now run by a charity which aims to preserve the historical and archaeological heritage of the site.

Later, gunpowder was replaced by chemically based explosives such as the highly volatile nitroglycerin, which is the principle component of cordite, and which had to be moved around the site in slowflowing pipes.

canal camps & volunteers Restoration has been a pillar of IWA’s work since it was formed in 1946. Today, we continue to support, advise, fund and equip restoration efforts across the country. There are nearly 100 canal restoration projects across England and Wales. These are at various stages of development ranging from well-established groups seeking full restoration to isolated pieces of lost canal being restored by a small group of people.

ENJOY A WEEK RESTORING A CANAL (Just £70 per person for seven days full board) IWA’s Waterway Recovery Group is looking for volunteers to help restore Britain’s lost waterways through its Canal Camp working holidays, which take place across England and Wales. Working outdoors, volunteers can find themselves carrying out various activities such as clearing vegetation and bush-whacking, or learning new skills such as bricklaying, stone walling, restoring locks, re-lining canals or creating towpaths.

Each Canal Camp is one week long, costs £70 and includes three meals a day plus endless tea and cake. Basic accommodation is provided, usually in a village hall or scout hut.

The restoration of canals relies on people power to make it happen. IWA has been providing site volunteers for over 70 years through local IWA branches and Waterway Recovery Group.

IWA believes that some of the capitalâ&#x20AC;&#x2122;s iconic canal views also deserve protection.

We are asking you to vote for your favourite views from our top four choices, or you are welcome to nominate another waterscape in London that holds a special place in your heart.

Protection of London Waterscape Views Over the last few decades, much of Londonâ&#x20AC;&#x2122;s waterways heritage has been lost; sometimes this has been due to inappropriate developments.

IWA is campaigning to prevent any future developments from impacting detrimentally on the appearance of the waterways. The waterways need to be recognised for the historical, environmental and amenity value they bring to the area. In his New London Plan, the Mayor of London makes specific reference to the importance of protecting heritage assets and riverscapes. heritage tracker Waterways Heritage is more than just buildings, bridges or locks, it is also signage, canal furniture and remnants of an industrial past.

IWA is launching a campaign to protect and record Waterways Heritage. This will look at heritage that has been lost and heritage that has been saved, as well as uncovering assets that are currently causing concern.

We are looking for the things that make canals such a special and important part of our countryâ&#x20AC;&#x2122;s heritage, things that are unique to canals and that we canâ&#x20AC;&#x2122;t risk losing.

If you are looking to take a one-hour round-trip cruise from Heybridge Basin, then Chelmer Cruises’ newest addition, Blackwater Dawn is the boat for you.

Tickets for the trip can be purchased on the day at Chelmer Cruises’ kiosk at Daisy Meadow Car Park and costs just £5 for adults and £4 for children up to 16 years of age (excluding babes in arms). There is a £15 family ticket for two adults and two children, or one adult and three children.

The boat is also available to charter for private evening cruises.

Boats are based at Paper Mill and Heybridge Basin on the Chelmer & Blackwater Navigation, which runs from Chelmsford through Maldon and on to Heybridge Basin.

Chelmer Cruises has three boats available for private hire. The biggest, Victoria, can hold up to 43 guests and is popular for wedding receptions and parties. It can be chartered as both a moving or static venue depending on requirements. Albert is a narrowboat that holds up to 12 people and is often booked by families who want a private trip along the 13.8 miles of the

Walks run every FIRST and THIRD Sunday of the month, come rain or shine.

Most walks start at 2:30pm.

IWA Towpath Walks Society, in partnership with London Walks, brings you a regular series of guided walks along London’s canals. The walks last over two hours and start and finish at a tube or DLR station.
