PRESENTERS ELAINE BLATT is a Senior Policy Analyst at Oregon DEQ. Her primary focus is on sustainable consumption and production of materials, and she led development of DEQ’s strategy for preventing the wasting of food.

She led market research designed to inform development of valuesbased messaging to encourage Oregonians to reduce wasted food (just launched October 2021), represents Oregon in the Pacific Coast Food Waste Commitment to promote food waste reduction among grocers, and developed outreach on food waste prevention for food service businesses. Prior to joining DEQ, Elaine worked on a variety of projects related to sustainable production and consumption, energy efficiency, and supply chain management. She has a MA in Public Policy from the University of Chicago and a BA in Political Science from Carleton College.

KEVIN BOYLAN is the Sustainability Analyst for the City of Beaverton, where he coordinates cross-departmental action to advance the City's climate action goals. One of the things he enjoys most about this work is the opportunity to work with people from around the organization and community on such a wide variety of topics. Prior to joining the city in 2020, Kevin worked in the non-profit sector focusing on climate and resiliency in international development projects. He's also worked in agricultural research and the building sector. He has a master of science in Sustainable Resource Management from the Technical University of Munich and a bachelor of science in Construction Management from the University of Florida. When not working he can usually be found in the kitchen or enjoying the outdoors.

SUSIE SNORTUM was a chef/caterer in Silicon Valley, where she experienced barriers to prepared food donations. She later worked as a small-business consultant and non-profit administrator. Susie started Waste Not Food Taxi in 2015 in response to the logistics issues of getting excess food to the people who need it. Redistributing mostly prepared foods pre-pandemic, her organization of volunteers shifted to excess fresh groceries in 2020 and partnered with Oregon Food Bank later that year.

Waste Not Food Taxi now transports about five tons of perishable food each week directly to low-income housing, underserved neighborhoods, and existing supplemental food pantries. Susie has two married children and one precious grandson. She lives in unincorporated Washington County with her musician husband. Since handing off day-to-day operations to a new director, Susie enjoys writing, cooking, and envisioning further solutions to food accessibility and equity.
