ilan is the city with the largest number of consulates in the world. This demonstrates its international vocation. I am happy therefore to use this guide for the second consecutive year to welcome those of you who have decided to choose our city as an ideal place to live, or to study at its pretigious universities, or for a holiday to discover our city’s cultural marvels, from Leonardo Da Vinci’s “Last Supper” to the Brera Academy.

Milan has much to offer, from culture, to sport, to leisure time, which is what makes it attractive and responsive to every need.

Its openness to the world is evident in the exceptional opportunity of Expo 2015. This event - dedicated to the theme “Nutrire il Pianeta. Energia per la Vita” – “Feeding the Planet. Energy for Life” - is now drawing ever closer and it will attract about 20 million visitors.

For our part we are working day by day to improve Milan’s liveability, to make the city even friendlier for its citizens and for all “city users”.

To choose just two of many examples: to expand the bike sharing service, BikeMI, and to extend the Open Wi-Fi, the free wireless network provided by the city for internet navigation in open areas covered by the service.

Health care: service or sufferance?

A guide to the ins and outs of the Italian health system

I

n the World Health Organization’s last health care ranking in 2000, Italy’s health care system was regarded as the second best in the world after France, and according to the CIA World Factbook 2004 Italy has the 10th highest life expectancy, “thanks to its good healthcare”.

Italy is host to many acclaimed medical professionals and supports a high level of medical and research excellence. Unfortunately, as is the case in many countries, spending on health care has been cut over the last couple of years resulting in decreased services, bottlenecks and increases in waiting time for visits to specialists and surgical operations, which often force people to turn to private medical care at their own expense.

The Servizio Sanitario Nazionale (SSN) or na-

tional health service was established in 1978 to provide Italians and foreign residents with tax-funded health care provided by a mixed public / private system. The system is governed by the ministry of health on a national level but is administered on a regional basis through the coordination of local health agencies, Azienda Sanitaria Locale (ASL).

Although tourists have access to all emergency services it is advisable to take out travel insurance to cover any prolonged therapy or hospital stays due to any accidents and misfortunes. All foreigners have the right to claim for damages through an Italian lawyer for any accidents they suffer while in Italy.

Foreigners entering Italy on a study visa or a visa to carry out au-pair services, although they are not considered residents, may register with the national health system for the period of their stay, subject to the payment of a fee. The fee varies from region to region but is on average ₏150 a year for a student and ₏220 for an au-pair, payable on 1 January each year.

In order to register at your local ASL you require a copy of a valid residency permit (permesso di soggiorno), a residency certificate from the municipality (comune) in which you are resident or auto certification of where you are resident, an Italian tax code (codice fiscale) or receipt that you have requested one. In the case of families you need the residency permit (permesso di soggiorno) for each dependent.

After registration you receive a medical card (tessera sanitaria) which allows you access to national medical services. (This card is also a

legal confirmation of your tax code.) At the ASL you will be given a list of available local medical practitioners from which you are required to select a family doctor (medico di famiglia). For children up to six years of age you are allocated a paediatrician. After the age of six, children may remain with the same paediatrician until the age of 16 or opt to change over to the family doctor. If you are dissatisfied with your doctor you have the right to change doctors once a year.

Although visits to your family doctor and paediatrician are free there are co-payments (pagamento ticket) for prescribed medicines.

RENTING IN ITALY

T

his quote holds true pretty much everywhere in the world but it is also important to understand the differences in renting practices in Italy during and at the termination of a rental contract to avoid being faced with unexpected expenses.

In Italy there are generally two types of residential contracts, the first being free market contracts (contratto di libero mercato). These are based on an agreement made between the owner (locatore) and the tenant (conduttore). The contract lasts for four years, with an automatic renewal of a further four years (often called 4+4). The second type is mutually agreed contracts (contratti concertati); these are more flexible contractual forms for particular situations and groups of persons. This

type of contract allows for: residential (uso abitativo) with a duration of 3+2 years which can usually be increased to 4+2 and even beyond; transitory (uso transitorio) which has a duration of 1 to 18 months, and cannot be renewed, and is applicable usually to particular situations such as the need for the tenant to have the apartment available for a short period, for example a temporary work contract; student rentals (uso studenti universitari) with a duration of between 6 and 36 months. This can be used in municipalities where there is a university and in their neighbouring municipalities.

Rental agreements in Italy differ quite a lot from those in most Anglo-American countries, where a lessee is normally responsible for paying a fixed rental, water and energy bills and the owner/lessor is responsible for maintenance of the property and any municipal and condominium levies. In Italy the lessees do not just pay rent but take on

legal affairs more of the financial obligations for the property they are renting. Here are some of the additions to look out for before entering into a rental contract: First and foremost always ask for proof of ownership (visura catastale – property deed) to ensure that the person you are paying the rental to is the bona fide owner and not a family member or a factotum renting out the property without the owner’s knowledge, which could lead to your contract being annulled and leave you looking for other accommodation. The costs pertaining to the registration of the contract should be borne in equal parts by the lessee and owner/lessor.

With regard to the rent (canone), if you are asked to pay a deposit as a guarantee to the owner, always request a separate receipt as at the termination of the contract you are entitled to your deposit plus bank interest for the period it was retained. It is also advisable to include payment dates and method, i.e. bank transfer, cheque or cash. If paying in cash always demand an official receipt in order to comply with Italian tax laws. Also check to see if the owner has included an ISTAT (consumer authority) clause in the contract. ISTAT is the national statistics authority that calculates the value of price increases

every year; the owner of a property may increase the rent each year according to this percentage value.

Over and above water and energy bills you will be responsible for all service charges pertaining to the property such as central heating, lift maintenance, stair cleaning, ordinary maintenance of the courtyard and garden, cold water from central systems, and any costs for the administration of the apartment building and waste tax. To establish the actual amount of the service charges it is advisable to ask the owner or estate agent for a copy of the previous year’s balance sheets, complete with a division of the costs, of which each apartment in a condominium pays a share, based on the size and value of the apartment, usually expressed in millesimi (thousandths of the total).

Terms governing the maintenance of the property differ greatly in Italy. Repairs to the sanitary fittings, electrical system, plumbing, gas and hot water systems are your responsibility, including an annual emissions check on the boiler (caldaia).

Anfiteatro Romano This small ancient amphitheatre, close to Porta Ticinese, is only a few minutes walk from the much more famous Colonne di S. Lorenzo (see below). A small door off the street leads into a beautifully restored cloister, now the home of many associations and clubs. Basilica di S. Ambrogio Built in 379-386 by St Ambrose, the patron saint of Milan, it is one of the oldest churches in the city. It stands on the burial ground of numerous martyrs of the Roman persecutions.

The area along one side of the basilica is now being excavated for mediaeval remains. Piazza S. Ambrogio 15.

S. Maria presso S. Satiro The church, built between 1472 and 1482, was commissioned

by Duke Galeazzo Maria Sforza.

It was originally thought that Bramante had designed it but it now seems that he played only a minor role. However the trompe l’oeil behind the main altar, which makes the church seem much larger than it really is, was certainly the work of Bramante. Via Speronari 3.

Sforzesco Museum, Sala degli Scarlioni (room 15) Not even many Milanese know that the museum houses the Rondanini Pietà, which Michelangelo worked on from the 1550s until the last weeks of his life in 1564. In this his final sculpture, Michelangelo returned to the theme of the Virgin Mary mourning the dead Christ, which he first explored when he was a young man in his famous 1499 Pietà in St Peter’s basilica, Rome. When viewing the sculpture from the rear it looks as if Jesus is holding up Mary with his back, instead of Mary cradling Jesus.

S. Maria presso S. Satiro La chiesa, costruita tra il 1472 e il 1482, è stato commissionata dal duca Galeazzo Maria Sforza. In origine si era pensato che fosse stata progettata dal Bramante, ma ora sembra che abbia giocato solo un ruolo secondario.

Arco della Pace T

his is a very elegant, neat and rather characterless part of the city. It is northwest of the cathedral (Il Duomo) and overlooks Parco Sempione. The streets are wide with trees so there is a feeling of space. There are a few elegant clothes shops and restaurants along the side streets that run off Corso Sempione and the area is littered with various bars for Milan’s famous “aperitivo” happy hour. It is dominated by the Arco della Pace, the triumphal arch at the entrance to Parco Sempione, but it is a far cry from either l’Arc de Triomphe in Paris or Marble Arch in London. The arch dominates the park, which is a central point for joggers and bikers, or for those just out for a stroll and families with young children. This elegant area is only a few streets away from a complete contrast in Milan’s Chinatown, which centres around Via Paolo Sarpi. Here it is sometimes possible to find a bargain of an apartment with all the services of Chinatown at your front door.

L’Arco della Pace domina il parco, che è un punto di ritrovo per corridori e ciclisti, per chi ha voglia di farsi una passeggiata e per le famiglie con bambini piccoli. Questa zona elegante è solo a poche strade di distanza dalla Chinatown di Milano, che ruota intorno a Via Paolo Sarpi.

Qui è possibile trovare, a volte, qualche buon appartamento a basso costo con tutte le comodità che Chinatown può offrire in termini di scelta ed economicità.

his is the most elegant part of the city.

In the winding streets north of the cathedral (Il Duomo) and La Scala opera theatre there are stately buildings, numerous excellent restaurants and up-market shops, selling everything from clothing to kitchenware. The magnificent Brera Museum and its fine arts academy are located here and inside the world-famous art gallery the organisation of the rooms and the care of the art collection are of the highest standards. In this area you are within walking distance of the entire historic centre, even the famous shopping area of the Quadrilatero. The metro connections are close but it is impossible to get here by car unless you are a resident and even then finding a parking space is almost impossible. Bus services don’t penetrate the heart of this area either, but then there is no need for public transport as everything is within easy walking distance.

Nelle strade che si intrecciano a nord della Cattedrale (il Duomo) e del teatro dell’opera, la Scala, ci sono palazzi eleganti, ottimi ristoranti e negozi che vendono tutto l’occorrente, dai capi d’abbigliamento agli utensili per la cucina. All’interno l’organizzazione delle esposizioni e la cura delle collezioni d’arte sono fatte con gli standard di più alto livello. In questa zona siete a due passi da qualsiasi area del centro storico, compresa la rinomata zona dello shopping milanese, il Qua-drilatero. Le stazioni della metropolitana sono vicine. Da sottolineare l’impossibilità di arrivare a Brera in auto e quindi la difficoltà di trovare parcheggio. Il servizi di autobus non entrano nel cuore di quest’area, ma d’altro canto non ve n’è nemmeno ragione, visto che tutto quello di cui si può aver bisogno è a due passi di distanza.

his is one of the city’s fashionable nightlife centres. Clubs, restaurants and trendy shops mingle with modern apartment buildings along Corso Como and the adjoining streets. Just outside this laid-back leisure area, which is packed with fashionconscious young people in the after-work aperitivo hours, there are street markets by day, which have a much more mundane and down to earth feel about them. From here it is an easy and pleasant walk into Brera down Via Solferino. However, there are some busy traffic intersections around Porta Garibaldi and, to the north of the area, around the Porta Garibaldi station. There is a strange mix of styles, from early 20th century to very modern and rather anonymous blocks. The area is well served by public transport but there is also a constant hum of traffic. Just to the north is a large ex-industrial area (Isola) where skyscrapers are going up fast.

his is the smart shopping zone of the city. Trendy people move in and out of the shops in the Quadrilatero (the area between Via Montenapoleone, Via S. Andrea, Via della Spiga and Via Borgospesso) clutching their elegant purchases. However, the area has none of the quiet charm of neighbouring Brera and there is little residential accommodation here. The area is very busy during the day, but quiet at night. There is easy access by metro and it is within walking distance of the cathedral (Il Duomo), but expensive chaffeur-driven cars can often be seen parked along the pavements, waiting for their fashion-conscious clients. During the winter and summer sales periods in January and July the area is packed with bargain hunters. There are two interesting museums here, which were once private homes, Museo Poldi Pezzoli and Museo Bagatti Valsecchi.

uesta è la zona della città dedicata allo shopping. Persone attente alla moda, famose e non, entrano ed escono dai negozi del Quadrilatero (l’area compresa tra Via Montenapoleo-ne, Via S. Andrea, Via della Spiga e Via Borgospesso) stringendo le loro buste griffate. Tuttavia, la zona non ha nulla della tranquillità e del fascino della vicina Brera, in più le possibilità di alloggio sono poche. La zona è molto frequentata durante il giorno, ma tranquilla di notte. La metro è vicina e la zona è a pochi passi dal Duomo.

Purtroppo il traffico è spesso un problema ed è in maggior parte costituito da lussuose macchine con autista parcheggiate lungo i marciapiedi in attesa dei loro facoltosi clienti. Ci sono due musei interessanti in zona, una volta abitazioni private: il museo Poldi Pezzoli e il museo Bagatti Valsecchi.

his is the charming area built around the city’s once vital system of canals. It is a fashionable place to live and the rents are less expensive than along Corso di Porta Ticinese, which is slightly closer to the centre and better connected by public transport. There are low-rise apartment buildings set around quiet courtyards that inter-connect in a maze of little alleyways and streets. This is still an unspoilt residential area with plenty of small local shops and street markets, but there is extensive redevelopment along some of the excavated canals, especially around the Darsena, which was once the centre of the network. Navigli has a strong sense of its own identity and there are numerous projects afoot to restore the network of canals, which were once used to transport goods into Milan. There are now trips along the waterways for tourists but the restoration of this very attractive part of the city has been slow to get off the ground.

La zona dei Navigli ha una forte identità e ci sono numerosi progetti per ripristinare la rete dei canali, che una volta erano usati per il trasporto delle merci. Vengono oggi organizzati per i turisti viaggi lungo i corsi d’acqua, ma la ristrutturazione di questa importante zona della città è lenta e a volte inconcludente.

here is a quiet orderliness about this area of the city. Here the streets are much wider than in the centre around the cathedral (Il Duomo) and the houses are set back from the road. Corso Vercelli is a busy shopping street. Some of the centre-city stores also have branches here, there are good department stores and Via Belfiore specializes in shoes. There is a lot of traffic but the area seems quietly dignified, perhaps because of the neat hotels, the scattering of consulates and the vicinity of the city’s biggest park, Parco Sempione. Leonardo Da Vinci’s Last Supper is in the church of S. Maria delle Grazie, Piazza S.Maria delle Grazie 2, and is a must on the tourist route.

One of the city’s international bookshops is in nearby Via Mascheroni. The area is close to Cadorna station where trains connect to Malpensa international airport and public transport to the city centre is excellent. There is a rather genteel air about this part of town, which is very different from the sense of urgency and business-like earnestness in other parts of the city.

Via Vercelli è una via commerciale ed alcuni dei negozi del centro-città hanno le loro filiali anche qui. In Via Belfiore ci sono alcuni grandi magazzini specializzati nella vendita di scarpe. Nonostante il traffico, la zona sembra tranquillamente dignitosa, forse grazie agli alberghi di lusso, alla presenza di numerosi consolati e alla vicinanza di Parco Sempione, il più grande della città.

Il Cenacolo di Leonardo da Vinci si trova nella chiesa di S. Maria delle Grazie, ed è un must per qualsiasi turista in visita. Una delle librerie internazionali della città si trova nella vicina Via Mascheroni. La zona è in prossimità della stazione ferroviaria Cadorna, da dove partono i treni per l’aeroporto di Malpensa. I collegamenti con il resto della città sono eccellenti. Si respira una signorilità tranquilla in questa parte della città.

andwiched between Corso Como and Porta Venezia and bordering Montenapoleone, Porta Nuova is quite different from all three, and used to be quieter and more elegant. Now the former industrial area to its north, which stretches as far as Piazza Garibaldi, is in the process of redevelopment and skyscrapers are going up fast. There used to be an air of discreet affluence about its treelined streets and some of the city’s most luxurious hotels are in this area, the Hotel Principe di Savoia still being the most famous and prestigious. It is close to the main station but doesn’t have the same down-at-heel air of most station areas in large cities. It is also well connected to all parts of the city thanks to the Repubblica metro stop. It is a short stroll along the bastioni, or old city walls, to the public gardens, Giardini Pubblici (now called Parco Indro Monta-nelli), where the atmosphere is much more relaxing than the larger Parco Sempione on the other side of town.

nserita tra Corso Como, Porta Venezia e la confinante zona di Montenapoleone, Porta Nuova è molto diversa da tutte e tre. È più silenziosa e più elegante. L’area è interessata dal processo di risanamento di quella che una volta era un’area industriale, che si estendeva verso Nord in direzione di Piazza Garibaldi. Numerosi sono i grattaceli in costruzione. Vi si trovano viali alberati e alcuni degli alberghi più lussuosi della città, tra i quali l’Hotel Principe di Savoia è ancora il più famoso e prestigioso. Il quartiere è vicino alla Stazione Centrale, ma non ne subisce le concrete conseguenze. È inoltre ben collegato con tutte le parti della città grazie alla fermata della metropolitana Repub-blica.

Con una breve passeggiata lungo i bastioni, o vecchie mura, si arriva ai Giardini Pubblici (Parco Indro Montanelli), che gode di un’atmosfera molto più rilassata rispetto al più grande Parco Sempione, sull’altro lato della città.

his is a mainly residential area with several important thoroughfares running across it and into the historic centre of the city. Local shops and restaurants are situated around well kept leafy squares, but there are no parks. Off the main roads it is quiet and orderly and there is plenty of street parking. The streets follow a rough grid system and seem a far cry from the maze of little streets around the cathedral (Il Duomo), even though Corso Porta Romana, the main street of 19th-century Milan and once the scene of many elegant coach processions, leads straight into the heart of town. Much of the activity today centres around the Policlinico hospital and the famous Bocconi university, with its magnificent new faculty building designed

by Dublin-based Grafton Architects, so there is a young population by day. There are plenty of good and not too expensive hotels and residences for both business people and tourists and it well connected to other parts of town by buses and the Porta Romana metro station.

i tratta di una zona residenziale, con alcune importanti vie di comunicazione che portano verso il centro storico della città. Il quartiere è pieno di locali, negozi, ristoranti e piazze ben conservate con alberi, ma non vi è nessun parco. Lontano dalle strade principali, il quartiere è tranquillo e ordinato, vi è anche abbondanza di parcheggio lungo le strade.

Queste ultime seguono un sistema a griglia, differenziandosi quindi rispetto al labirinto di vicoli che si trova intorno alla cattedrale, anche se Corso di Porta Romana, la strada principale della Milano del 19° secolo, una volta teatro di eleganti passeggiate, conduce direttamente al cuore della città. Gran parte della vita del quartiere si svolge oggi nei pressi del centro ospedaliero del Policlinico e della famosa Università Bocconi con la sua magnifica nuova facoltà progettata da Grafton Architects con sede a Dublino. Ci Sono molti alberghi con un buon rapporto qualità prezzo e residenze per uomini d’affari e turisti. La zona è ben collegata.

o the southwest of the centrally located cathedral (Il Duomo), this area is characterised by mediaeval- looking little streets with low rise apartment buildings set around pretty courtyards. Corso di Porta Ticinese is full of trendy boutiques and restaurants between Porta Ticinese and Antica Porta Ticinese. Only a few years ago it used to be a charming part of the city but now it is spoilt by its noisy nightlife and its graffiti plastered walls. There are a couple of small parks and it is an easy walk from here to Navigli.

At night it is teeming with young people gathering inside the old gate, around the church of S. Lorenzo, especially in the summer. Public transport from here into the centre of the city is excellent, but if you have a car you’ll have problems finding somewhere to park, unless you are lucky enough to be in an apartment block with a garage or parking space in the internal courtyard. By contrast the area around the Università Cattolica del Sacro Cuore is one of the most tranquil in the centre of the city.

sud-ovest della centralissima cattedrale (il Duomo), questa zona è caratterizzata da stradine con un’atmosfera medievale e da edifici a tre o quattro piani. Corso di Porta Ticinese è piena di boutique alla moda e di ristoranti su Corso di Porta Ticinese e vicino all’Antica Porta Ticinese. Solo pochi anni fa la zona era considerata affascinante ma ora è stata rovinata dall’eccessiva rumorosità della sua vita notturna e dai graffiti sui palazzi. Ci sono un paio di piccoli parchi e con una breve passeggiata si arriva alla zona dei Navigli. Durante la notte la zona è ancora più caotica che durante il giorno, con giovani che si incontrano intorno alla chiesa di S. Lorenzo. Il trasporto pubblico da qui verso il centro della città è ottimo,ma se vi trovate in macchina avrete non poche difficoltà a trovare parcheggio, a meno che non siate tanto fortunati da abitare in un appartamento con un garage o un posto auto nel cortile interno. Al contrario la zona intorno l’Università Cattolica del Sacro Cuore è tra le zone più tranquille.

his is a prime shopping area without the elegance, or the prices, of Montenapoleone.

Porta Venezia is the crossroads of three of the city’s different worlds: the elegance of Porta Nuova; the bustle of Corso Buenos Aires with its increasing immigrant population; and the more conventional Porta Romana. Along Corso Buenos Aires, which is Milan’s largest shopping area, there are large department stores, cheap clothing boutiques and shoe shops, as well as supermarkets. The main street is wide and crowded with pedestrians and traffic, and here the buildings are large early 20th century blocks. However there are some quiet side streets with attractive façades. Although this is not the most attractive area of the city it beats the others on price, public transport, and ease of shopping. Porta Venezia extends into the Giardini Pubblici (now Parco Indro Montanelli) with the Villa Reale, one-time royal residence and now the city’s museum of 19th-century art, and the Pavilion of Contemporary Art (PAC).

i tratta di una zona commerciale, senza l’eleganza, ma nemmeno i prezzi, di Via Montenapoleone. Porta Venezia è la via di mezzo tra tre diversi modi di vivere la città: l’eleganza di P.ta Nuova; il trambusto di C.so Buenos Aires con la sua crescente popolazione di immigrati; e la vita più convenzionale di Porta Romana.

Lungo Corso Buenos Aires (una delle principali zone della città per lo shopping) ci sono grandi magazzini, boutique di abbigliamento a basso costo, negozi di scarpe e supermercati. La strada principale è ampia e piena di pedoni e traffico. Gli edifici sono alti e risalgono agli inizi del 20° secolo. Tuttavia ci sono alcune strade laterali abbastanza tranquille e architettonicamente piacevoli. Anche se questa non è la più attraente zona della città, non la si batte in materia di prezzi, trasporti pubblici, e facilità di shopping. ortona or Solari (both names are used) is one of the up-and-coming areas of Milan. It hit the headlines a few years ago when it became the unofficial location for Milan’s famous design fair, whose official location is the new trade fair area of Rho on the other side of town. There is a choice of tall modern apartment blocks and mid20th century low-rise buildings. There are plenty of small shops and the usual supermarkets, numerous restaurants, a pleasant park and even an independent cinema showing experimental films (Cinema Mexico, Via Savona). The huge exAnsaldo industrial complex between Via Savona and Via Tortona (where La Scala has rehearsal space) is being redeveloped as a cultural centre (designed by British architect David Chipperfield), on Via Tortona there is a large, lively art exhibition space, and close by are international accountants Deloitte. The main disadvantage of this otherwise pleasant area is that there are few public transport links so a car is essential but luckily parking is not difficult.

È salita agli onori della cronaca qualche anno fa, quando è diventata la location non ufficiale, anche detta Fuori Salone, per la fiera di design più famosa di Milano (la Fiera del Mobile), la cui sede ufficiale è il nuovo polo fieristico di Rho, dall’altra parte della città. La scelta abitativa è vasta: sia alti palazzoni che edifici più bassi risalenti ai primi anni del 20° secolo. Ci sono molti piccoli negozi e supermercati, numerosi ristoranti, un parco e un cinema indipendente che proietta film sperimentali (CinemaMexico,Via Savona).

L’enorme complesso industriale ex-Ansaldo tra Via Savona e Via Tortona (dove la Scala ha un teatro di prova) sta per essere riconvertito in un centro culturale progettato dall’architetto inglese David Chipperfield. C’è un vivace e ampio spazio espositivo d’arte in Via Tortona e nelle vicinanze sono presenti anche gli uffici della Deloitte. Il principale svantaggio di questa zona (altrimenti piacevole) è che ci sono pochi collegamenti pubblici con il centro.
