t’s a holiday marathon that doesn’t stop until we reach the finish line on January 1. Do you realize the convenience that apartment living offers over the holidays?

I don’t want to hear that your apartment is small, you can’t have many people over. Au contraire. I’ve always had the home that was the holiday destination. Whether for a feast or a fête, there’s never been a lack of room – it just takes some planning. I’ve moved the furniture out of the way and rented a big table and extra chairs. Doesn’t that seem the logical thing to do for the once-a-year you need seating for 15, instead of having a dedicated dining room you rarely use? I’ve been lucky enough to live in buildings where there are party rooms. I book my dates months in advance. I’ve never had a guest list too large for the party room – and it saves me the deep clean of my own place before guests arrive. Many party rooms have upscale features like a fireplace, piano, catering kitchen and bar – even a sound system for dancing.

When I go to parties at the apartments of family and friends, I always check if there’s a guest suite I can rent. They’re often available at a nominal fee. It’s so much more convenient and comfortable than a late night cab ride.

Guest suites come to be like mini-vacations, especially if you’re visiting friends and family who live some distance away. I wouldn’t want to impose on my host further, so it’s an ideal solution!

Apartment entertaining is also fabulous because there are no worries about parking, no last minute driveway to shovel, and most apartments are convenient to public transit so there’s no excuse for guests who don’t drive.

he average vacancy rate in the primary purpose-built rental apartment market in Canada’s 35 major centres1 increased slightly to 2.7 per cent in October 2013, from 2.6 per cent in October 2012, according to the fall Rental Market Survey2 released recently by Canada Mortgage and Housing Corporation (CMHC).

Major centres are based on Statistics Canada Census Metropolitan Areas (CMAs), with the exception of the Ottawa-Gatineau CMA, which is treated as two centres for Rental Market Survey purposes, and Charlottetown, which is a Census Agglomeration (CA).

Renting a Home Know Your rights and responsibilities

W

hether you’re a first-time renter or an experienced tenant, when it comes to renting a home, it’s important to make sure you understand your rights and responsibilities.

To help you through each stage of the rental process, Canada Mortgage and Housing Corporation (CMHC) offers the following tips on how to find the right place to call home, and what you need to know after you move in: The first step in looking for a home is to identify your needs

as a renter. What’s your budget? Which neighbourhood do you want to live in? How many bedrooms do you need?

What amenities are important to you? If you haven’t already created a list of your needs and preferences, CMHC’s Rental Search Worksheet can help give you a head start.

Once you’ve identified what you’re looking for, it’s time to start looking for your new home. There are a number of resources available to help you find a place to rent. These can range from magazines [Editor’s note: Like Renters Guide!) to newspapers, websites, notice boards and wordof-mouth.

When you look at a prospective rental, have a list of questions ready to ask the landlord. For example, you may want to know if the rent includes parking or utilities, what type of lease will you be asked to sign, whether or not you can make any changes to the premises, and whether pets or smoking are allowed.

When meeting a landlord, try to make a good impression.

Dress neatly and arrive on time. Respect the current tenant’s

privacy. And make the landlord’s job easier by bringing your rental history and references, a letter from your current employer, and a cheque so you can leave a deposit in case you’re interested in the home.

If you will be viewing more than one apartment, write down the key features of each place so you can compare them later. CMHC’s Rental Unit Evaluation Worksheet can help you evaluate your options and make an informed decision.

When you rent a place, the landlord will usually ask you to sign a rental agreement, commonly known as a “lease.”Rental agreements vary from one province or territory to another, but they generally include the names of the landlord and tenant, the address of the property, the amount of the rent and what it includes, the date when the rent is due each month, the amount of any security or damage deposits, the term of the rental period, as well as things like who is responsible for maintaining the property, whether there are any restrictions on the tenant, and when and how the landlord can enter the premises.

Once you’ve signed your lease, it’s time to move in! Moving can be a hectic time. A planning checklist, such as CMHC’s Three Weeks to Moving Day, can help you keep track of all the details, and help make sure your move goes as smoothly as possible.

Before you move in, you and your landlord should inspect your new home together. Use an Initial Inspection Worksheet to document everything you notice, so you won’t be held liable for any preexisting damage when you leave.

Once you’re living in your new home, make sure you and your landlord are clear on who is responsible for what, especially with issues such as TheRentersGuide.ca emergency or regular repairs, rent increases, or how to handle any complaints that might arise. In the

event of an emergency (such as a leaking roof or broken furnace on a cold winter day), try to contact your landlord or emergency contact at least twice, and give them a reasonable amount of time to respond. If you can’t reach your landlord and have to authorize emergency repairs yourself, make sure to document and keep all paperwork related to the repair for later reimbursement.

If a problem arises that you can’t work out directly with your landlord, check with your provincial or territorial rental authority to find out if there are any tenant advocacy groups in your community. Do not withhold rent to pay for repairs, as this can be grounds to have you evicted.

When your lease expires, you may sign a new lease, or you might shift to a month-to-month lease. Depending on where you live, your landlord could also give notice that they will be increasing your rent. Eventually, the time will come when you’re ready to end your tenancy and move out. When this time comes, you and your landlord will again inspect the property together, to see if any repairs are needed above and beyond the usual“wear and tear.”Your landlord will also have to return any damage or security deposits you paid when you moved in, plus interest.

Remember: you may need your old landlord to give you a reference in the future. So do your best to leave under good terms. Give them the proper amount of notice in writing. Make any necessary repairs. Allow the landlord to show the home to potential new tenants. And leave the place in as good a condition as you found it, so the next tenants will be able to enjoy their new home as much as you did.

I

n spite of regulations governing new home construction, children are still at serious risk of electrical injuries or death in many homes across the country.

A survey commissioned by the Electrical Safety Foundation International – Canada (ESFI-Canada) found that 20 per cent, or one in five Canadians, have experienced an incident where a child inserted or tried to insert an object into an electrical receptacle or outlet. More than 2,400 children across North America required hospital treatment last year for injuries suffered when they inserted a foreign object into an electrical outlet.

The survey of more than 1,400 Canadians found that this event ranked as the greatest concern among a set of potential household safety risks for children.

Findings show that 64 per cent of Canadians said they would be very or extremely concerned by the risk of a child living in or visiting their home inserting an object into an outlet. The other concerns (in order of ranking) were: gaining access to cleaning products or chemicals; falling down stairs or off high furniture; drowning in a pool or bathtub; and or burns from cooking.

“While regulations require all new homes to have tamper resistant receptacles installed, the same safety requirement doesn’t exist for older homes,” says Peter Marcucci, the board chair of ESFI – Canada.

oving when ice and snow are in the daily forecast isn’t a popular choice for many Canadians. It’s cold and slippery; but with some extra safety precautions, winter moving also has many advantages.

Moving last minute? No problem, if it’s during the cold months.

Choosing to move in the “off season” – sometime between November and March – can save you time and money.

Summer is the busiest season for moving companies. This means you must be well prepared, booking six to eight weeks in advance to ensure your preferred moving company is available. Not only are they higher in demand but generally their rates are also more expensive.

Some companies may be more willing to negotiate their rates during the winter months as they’re competing for business during the slow season. Likewise, less rush and stress for companies in the winter means you get their best employees resulting in a higher quality of service.

With everything booked, now comes the packing. Follow these tips for a relaxed and toasty move – no matter what’s going on outside those frosted windows.

• Have a contingency plan. Keep up to date with local weather forecasts and change your plans accordingly. If a big snowfall or freezing rain is expected the morning of your move day, don’t risk it if you have an alternative.

• Keep cozy. Carry extra warm clothes for you and your family – including hats, gloves and snow pants. Pack these ahead of time and clearly label them so you can locate them immediately.

• Remember your items will be in a non-heated environment for a while. Ensure your plants, electronics and liquids are properly packed and protected from the cold.

• Allow extra time on the move day – cold weather slows things down.

cleared of snow before the movers arrive. Lay plywood down on muddy or slushy areas. Slipping can not only lead to dropped boxes and broken possessions but also personal injury.

• Quality movers will use floor runners to protect your floors in high traffic area but for extra protection inside, cover your floors to protect them from tracked-in snow, mud and salt. You don’t want to be responsible for a mess in your building’s common areas – both in the one you’re leaving and the one you’re moving to.

• Drive safe. Make sure maintenance and service on your vehicles is current. Check the air pressure on your tires and

ensure the trunk is equipped with emergency kits (matches, flashlight, food), blankets, and shovels. Drive slowly with extra caution.

• Be certain that your heating company for your new home is aware of your move in day.

Wintertime moving doesn’t have to be wet and miserable. With these reminders, you’ll be packed up, moved and basking in the warmth of your new home before you know it.

How to take finances from mine and yours to ours, at any age Ready to say “I do” to joint finances? Here’s how to combine dollars and cents at any life stage.

irst comes love, and then comes…a joint bank account.

Whether a couple is cohabitating in their twenties, getting married in their thirties, or remarrying in their sixties, at some point in any serious relationship the conversation about joint finances will surface. Regardless of life stage, successfully integrating finances requires open and honest communication to determine how to best combine and plan for the future together.

According to research from TD Canada Trust, which surveyed adults in committed relationships, the top three personal finance products that Canadians combine with their partner are a joint bank account (64 per cent), a mortgage (60 per cent) and a joint credit card (50 per cent), compared to only 36 per cent of couples who have a joint financial plan.

“Start by discussing debt, saving, spending habits, financial goals, and credit history to determine if there is anything that may affect the ability to secure future loans together,” said Farrell Jones.“Next, work together to create a household budget that meets the needs of expense and debt management and has a little left over to put towards the collective financial goals.”

“A common first step in combining finances with a partner is a joint account for shared household expenses, and like other aspects of the relationship, communication is key to keeping things harmonious,” said Janice Farrell Jones, TD Canada Trust.“It’s important that both parties have a clear understanding of household finances - from day to day spending to long-term savings and investments - and all aspects of each individuals finances - from everyday banking to credit card management - to set the framework for a strong financial future together.”

Paying down student debt and saving for a home in the future, for example, are common goals for many couples in their 20s. As with any financial goal, it’s important to discuss and align on key considerations like timing, affordability and overall expectations. In the case of home ownership, couples should also make sure they agree on whether they are buying for the long or short-term as it will have a financial impact down the road.

Some couples may choose to merge certain aspects of their finances, while retaining individual accounts for additional saving or discretionary spending. Whether a couple decides to combine everything, keep everything separate, or somewhere in the middle, it’s important that both parties are ultimately working towards the same financial goals.

The 60s Likely, many couples in their 60s have a solid financial base, but with fewer peak income earning years remaining, it’s important to have a clear picture of what retirement looks like and what it will take, financially, to get there.

“Spending time with the grandkids will have a much different price tag than travelling the world, so alignment on the retirement vision is essential,” said Farrell Jones.

Whether married or common-law, couples should also ensure their retirement savings strategy takes advantage of spousal RSP contributions to help reach their retirement goals faster while lowering income taxes now and in retirement.

Quick and easy to prepare, this recipe calls for a handful of dry ingredients that are blended together with butter then tossed with cheddar, chopped scallions, minced chives and buttermilk, to form a stiff batter. The dough can be made ahead, covered and set aside until needed, then simply dropped in small mounds onto a parchment lined baking sheet and baked for about twenty minutes, until they become puffed up and golden brown. Preheat oven to 450°F. Whisk together flour, baking powder, sugar, baking soda, and salt in a bowl, then blend in butter with your fingertips until mixture resembles coarse meal.

Stir in Cheddar, scallions and chives. Add buttermilk and stir until just combined.

Drop dough in 12 equal mounds about two inches apart onto a large parchment lined baking sheet.

Bake in the middle of the oven until the tops are golden brown and the biscuits are cooked through, about 18 to 20 minutes.

Serve hot or warm with some fresh butter close by!

Some tipS to make it more loveable Two-Thirds of young Canadians don’T TraCk expenses With a plethora of online budgeting tools available, the habit of tracking spending should be a fairly straightforward routine to get into. However, this is not the case for Gen Y; while they have embraced the importance of saving, they are slower to embrace the habit of tracking where their money goes each week, month and year. According to new research from TD Canada Trust, more than half (55 per cent) of Gen Y save at least 10 per cent of each paycheque, but in contrast, 66 per cent either do not have a budget or do not follow the one they created. Building a budget can be as simple as tracking income against expenses, and following Chun’s simple tips, it doesn’t have to be a chore.

1. Create a budget template “There’s a misconception that budgets mean complex spreadsheets - this doesn’t have to be the case with a personal monthly budget,” said Chun.“An effective budget can be as simple as a sheet of paper with two columns: one for money coming in and one for money going out.”

The key to developing a good template is to allow space to capture all income and expenses in any given month, including discretionary spending.

2. track your Spending “Once you have a template in place, track every single expense,” says Chun.

“A great starting point is to take advantage of virtual tools that are already tracking spending - like online debit or credit card statements - and then build on anything additional that’s not tracked online.

At the end of the month, all the documented expenses simply need to be categorized into essential and non-essential expenses.

“However you track your spending, the goal is to have a full picture of how and where money is being spent,” says Chun.“It can be surprising to some to see how non-essential spending can really add up, but the clarity helps in finding out where adjustments are needed.”

3. review Spending Habits With spending habits in hand, it’s time to see if changes should be made.

While fixed expenses like rent and transportation may not change, look closely at discretionary categories like entertainment, eating out and shopping. Set a maximum monthly spend for each category and, if this results in a surplus at the end of the month, consider putting it towards a savings account or paying down debt.

But RRSPs aren’t just for retirement anymore. The government allows you to use your RRSP as a savings plan for a down payment on a home. It allows you to use your RRSP to finance your on-going education. And those who wish to raise a family or go on sabbatical have long employed the RRSP as an income-averaging tool. It’s even used as an emergency fund by those who have suddenly found themselves unemployed.

It would be fair to say that the RRSP has become Canadians’ favourite savings account.

The problem with an RRSP being all things to all people is that its wider scope, its greater flexibility, its move from a hands-off-don’t-ever-touch-the-money retirement plan to a you-can-use-itwhenever-you-can-justify-it savings account is that the process of identifying your investment strategy has become more complex.

Most people say they don’t have enough money to maximize their RRSP and set aside a non-registered emergency fund, which at least in part, explains the overlap between retirement savings and other types of savings that often takes place within an RRSP. One of the first questions you have to ask yourself when you’re trying to choose investments for your RRSP is,“When am I going to use this money?”If you’re using a portion of your RRSP savings as your emergency fund, then you’ll need to keep that portion of the RRSP assets fairly liquid so you can get at the money if an emergency arises. And if you’re going to tap your RRSP within the next year or three to buy a home, that money isn’t destined for long-term investment.

You’ve got a short- to medium-term investment horizon and must choose investments that suit. So you’ll have to forgo equities in favour of a more conservative investment portfolio. Since you don’t have the time to wait out the bumps in the road that are part of the equity-investment experience, you’ll have to settle for less return.

TheRentersGuide.ca Being clear on how you plan to use your RRSP dollars is especially important when those dollars are being contributed to a spousal plan or the contributing

spouse could find money withdrawn from that plan taxed in his or her hands. That’s because the rules for withdrawals from a spousal RRSP state that if money is taken from a spousal plan within three calendar years of a contribution to ANY spousal RRSP, that money could be taxable in the hands of the original contributor. And that of course would completely defeat the income-averaging strategy the couple had set out to use.

Make spousal contributions by the end of the calendar year, as opposed to the first 60 days of the new year since spousal contributions are measured on a calendar year basis. If you delay your contribution until January, you’ll end up extending the withdrawal period by another calendar year.

If you’ve recently lost your job, you may be thinking of using your RRSP as a source of income while you search for another. That can be a good plan, particularly where you received a severance that is eligible for rollover to an RRSP. Keep a portion of any severance you’ve rolled to your RRSP fairly liquid until your probation period (at a new job) is over. Did you get laid off late in the year? Try to hold off taking withdrawals from your RRSP until the new year if you think you may be in a lower tax bracket.

Most advisors agree you should rollover as much of your severance as you’re eligible to. For those people who have more severance than rollover room, this would be the time to catch up all that carry-forward room.

Perhaps the toughest part about using your RRSP for myriad purposes is keeping track of which of your RRSP dollars are for what. Here, consolidation may work against you. Instead, consider opening up a separate RRSP for each of your purposes and file your statements based on what you’re trying to accomplish. So all those Bank of Montreal statements would go in your “Home Ownership RRSP”, while your TD Canada Trust statements would go to your“Retirement RRSP.” Separate accounts will not only help you stay focused on the purpose for which you are saving, it will allow you to keep your time horizon in perspective.

As you get closer to your objective for that plan your investment horizon changes and so, too, should your asset mix. If you’re planning to return to school seven years down the road, you might remix your portfolio at the five-year, three-year, and one-year marks.

Finally, while the money in your RRSP is your money and you get to decide how to spend it, it’s important not to sacrifice your long-term goals for short-term ones. It’s easy to get focused on a single objective to the exclusion of all others.

But to be balanced, you need to be taking a look at what you want your savings to do for you long-term, as well as shortand medium-term. So, if you’re saving for a home, instead of putting this year’s total RRSP contribution into your“Home Ownership RRSP,” consider dividing it equally between home ownership and retirement. Yes, it will take a little longer to get into your dream home. But when you do, you won’t be behind the eight ball in terms of retirement planning.

Welcome the neW year

with a new attitude

Everyone has a list of things they’d like to accomplish, and a new year is the perfect time for a fresh start. Getting organized is a major resolution, and not an easy one to keep. It’s even difficult to figure out where to start on the road to becoming organized. Start by trying out some of these organizational tactics. Easy to incorporate, these little changes may keep the big goal on track.

Keep your New Year’s resolutions. If you’ve resolved to get organized this year but are already feeling discouraged, detach from the results and focus on the process. We often fail to reach our goals simply because they were unrealistic in the first place. If it took 10 years for your clutter to accumulate, you can’t expect yourself to clear it all in a few days. The key is to do only what you can, but do it consistently. Just 15 minutes a day spent organizing will add up to seven hours a month and 84 hours a year!

Commit to 15 minutes every day and feel good about making organizing part of your daily life rather than dwelling on how much more there is to do.

Tackle quick tasks now. Adopt a “do it now” policy for anything that can be done in less than five minutes. For example, when a form needs to be filled out or a cheque has to be mailed, resist putting it off until the due date – do it now. This ensures that it won’t be forgotten or misplaced and frees up the mental energy that unfinished business consumes.

Time-saving ways to shop. Pressed for time? Rather than wasting time running back and forth to the store, consider shopping online. The time and gas savings usually offset the cost of shipping. Some sites offer free delivery when you spend a minimum amount; to save costs, keep an on-going wish list and buy only when you have several items on the list. You can purchase everything from office supplies to groceries and furniture online, but make sure the site is secure before entering credit card information (look for the padlock in the browser window).

Keep rooms tidy in less than two minutes. Items that don’t belong in a room are the main contributors to visual clutter. Get into the habit of removing ‘move elsewhere items’ when you leave the room, and placing them on their way to where they do belong. For example, if something belongs upstairs, place it at the bottom of the staircase and TheRentersGuide.ca take it to the proper room the next time you go up. You’ll be amazed at how effective this technique can be in keeping rooms tidy with minimal effort.

Tidy doesn’t mean perfect. Organizing is not necessarily

naturally neat, avoid storing everything behind closed doors. Not only can it make you feel ill at ease, it may also be virtually impossible for you to maintain that kind of system. Choose furniture pieces that provide visible storage instead, like a coffee table with shelves underneath. Keep the system low maintenance. If you never seem to get around to hanging your clothes on hangers, place some open bins in your closet.

Purging for “fraidy-cats.” If you keep every paper that enters your home because you’re afraid you might need it someday, here’s a way to ease the fear. Designate a temporary holding tank, a box or bin for papers you don’t need, which you’ll dump once a month. Knowing that these papers won’t be tossed immediately and will be there “just in case,” lessens the anxiety of letting them go.

Store your sheets in sets in the linen closet. For each set, fold the flat sheet, the fitted sheet and one pillowcase. Place the set inside the remaining pillowcase. These tidy packages stack nicely on the shelves and make changing the sheets quick and easy. Fabric softener sheets tucked into the linen closet will keep bedding smelling fresh.

Encourage filing, discourage piling. Keep extra file folders in the back of your filing drawer, and have a label-maker handy. Having these supplies ready to go will encourage you to quickly create new files as you need them rather than pile papers on top of your filing cabinet “just for now.”

Accomplish more in your day by knowing your style.

Understand your high/low energy periods and schedule your daily tasks accordingly. Tackle tough tasks during high-energy periods and less-demanding tasks during low ones. Also consider your work style when planning your day. Do you work best in short bursts or long stretches?

You’ll be amazed at how much more you can accomplish by keeping your style in mind when planning your daily activities.
