The Office of the Superintendent of Financial Institutions (OSFI) recently announced that, effective Jan. 1, 2018, all uninsured borrowers must undergo a “stress test” when applying for a mortgage to ensure they qualify at a higher interest rate. The rule was announced following a string of new regulations – last year’s stress test for borrowers with insured mortgages (those with less than 20 per cent down payment), a foreign buyers’ tax in both Toronto and Vancouver, and not to mention, the Bank of Canada raised its overnight lending rate twice this year. Now, I know what you’re thinking: As if getting into homeownership wasn’t difficult enough, the government has placed yet another rule that might throw a wrench in your 2018 homebuying plans. Yes, there are lots of changes impacting the real estate market. But, before you get discouraged or scramble to purchase a home before the stroke of midnight on Dec. 31, try adopting a new attitude to go along with the new changes. While the new mortgage stress test will impact what you can afford, it’s also in your best interest. The rule was implemented to reduce the risk of mortgage defaults due to high levels of household debt, which reached record levels in the second quarter of 2017, according to Statistics Canada. By qualifying at a higher rate (one that you might not ever have to actually pay), you can ensure that you’re buying a home that you cannot only afford now – but later, too, should interest rates rise.

HOW WILL THE NEW MORTGAGE RULES AFFECT YOU? ALISA ARAGON
On Oct. 17, the Office of the Superintendent of Financial Institutions (OFSI), an independent agency of the Government of Canada that regulates all federally-regulated financial institutions, released new mortgage rules that will take effect on Jan. 1, 2018. The new mortgage rules will require borrowers with uninsured mortgages (those who put at least 20 per cent towards a down payment) to qualify at a higher interest rate. Last October, OFSI introduced the stress test that only applied to insured borrowers, those who put less than 20 per cent towards a down payment. By law, insured borrowers must pay a mortgage default insurance premium. The premium amount depends on the percentage of the down payment. These new changes will have a major impact on borrowers purchasing a property with more than a 20 per cent down payment or are looking at refinancing their current mortgage. The new rules require the minimum qualifying rate for uninsured mortgages (putting more than a 20 per cent down payment or refinances) to be the greater of the five-year benchmark rate published by the Bank of Canada, currently at 4.99 per cent, or the contract mortgage rate of plus-two per cent. So, if the contract rate is 3.14 per cent (the interest rate that your mortgage payments are 40 NextHome.ca | Vancouver / Downtown Vancouver
based on) then you would qualify at the greater of 5.14 per cent or 4.99 per cent. This means that the biggest impact to you will be the amount that you will be able to qualify for. To clarify the differences on what the posted rate is, when you see rates such as 3.04 per cent or 3.14 per cent, these are called discounted rates. The posted rate is before the banks discount their rates to the public. The posted rate is currently 4.99 per cent.
It’s important to note that a “pre-approval” is not the same as a “final approval” and may be subject to the new qualifying rules. From now until Dec. 31, 2017, when people qualify for refinancing or purchase with more than 20 per cent, the lower rate will be used, allowing you to borrow more money. When the posted (higher rates) are used to qualify, then the refinance amount or purchase price will be significantly less than what you can currently qualify for now. Here is a scenario looking at the impact of the upcoming mortgage rule changes: A family earning $100,000 is planning to put a down payment of 20 per cent on a 3.14 per cent five-year fixed rate amortized over 25 years. Under the current rules, this family could qualify for a house
priced at $706,692. After the new rules take effect in 2018, this family would be able to qualify for a house priced at only $576,896 based on a 4.99 per cent stress test. It’s important to note that a “preapproval” is not the same as a “final approval” and may be subject to the new qualifying rules. The new stress test rules will not apply for mortgage renewals if the borrower remains with their existing lender and there are no additional funds advance and the current amortization period remains the same. The new mortgage rule changes might require you to rethink your strategy and get pre-approved again with the stress test factor included. This means that you might have to either increase your down payment or start the process of looking for a home within your new imposed budget. Considering these new mortgage rule changes, it’s even more important now to talk to a mortgage expert, who can assist you with their expertise and guidance, as there are many differences among lenders. But, when it comes to the award-winning designer Jane Lockhart (who is no stranger to NextHome), discussing design trends takes on a whole new meaning because... well, she helps set them. Specializing in new builds – both highrise and lowrise – Lockhart has the unique opportunity to work with builders and their customers directly. Speaking to a sell-out audience, Ferreira said he can’t recall a “more interesting time” as the industry continues navigating through unchartered territory. Ongoing transfers of wealth from local boomers to their children, plus low (though rising) interest rates are creating an unrelenting demand and continued supply shortage that keeps upward pressure on prices across the region. Towers frequently sell out in a couple of weeks yielding staggering sales figures that seem staggering — especially when those numbers would have been higher if more units had been available. Burnaby, he noted, is the frontrunner in concrete highrises so far this year with 1,583 sales, followed by Vancouver with 1,295 and Richmond with 968. But it was Marcon’s Clarke + Como in Burquitlam that Ferreira singled out as a truly “fascinating” example of the severity of the region’s condo supply shortage. The 49-storey tower launched in early summer with 6,000 names on the priority registration list. From that list, 3,600 people made suite requests — a document handed to sales staff that indicates the specific suite they want to purchase. In the smallest of the Tri-Cities, Quantum Properties created a stir when it sold 170 units (at an average of $500-per-sq.-ft.) in just over 10 days at Montrose Square, a wood-frame lowrise located in downtown Port Coquitlam. “It’s almost as though people all of sudden remembered Port Coquitlam existed,” Ferreira said, adding that a few years ago developers would have been lucky to get $300-per-sq.-ft. in that area. Here’s some food for thought though: with price increases of 50 per cent in the past two years, even a 20 to 30 per cent decline would still put homeowners ahead of where they were two years ago. STRESSES RISING
In addition to uncertainty about changing provincial housing policies and rising interest rates, Ferreira expressed concerns about the stress test soon to be applied to all mortgages – not just high-ratio ones. Currently, a hypothetical couple with 20 per cent deposit would qualify for a $573,500 mortgage (based on a 3.29 rate) which translates to a maximum purchase price of $717,000.

But when the clock strikes midnight on December 31, that same couple will need to qualify at 5.29 per cent, reducing their maximum mortgage to $468,000 and the home they can afford to $585,000 – a whopping 18 per cent drop in purchasing power. “These new rules attack demand as opposed to addressing the [lack of supply] issue and will impact first-time and younger move-up buyers – buyers who’ve contributed least to the affordability crisis,” Ferreira said.

WHAT’S AHEAD?
Looking ahead, Ferreira said he believes that while prices will continue rising, they will likely rise less dramatically than the 20 to 30 per cent annual increases the region has sustained for the past few years. He wants to see projects approved more quickly, but said they need to be the right projects. And he had a specific example in mind. “Westbank has developed some of the most iconic buildings in the city – you just have to drive across the

A FIRST LOOK AT ‘LOCALS FIRST’ CAMERON MCNEILL
You may have heard a new term buzzing around the news quite a bit lately. That term is “locals first,” which has gained traction since Mayor Gregor Robertson introduced a motion to city council on October 17 that aims to prioritize new pre-sale homes for Vancouver residents. One day later, the proposed policy passed, seven to two. Since then, we’ve been hearing questions and concerns voiced by many of our clients, some of which you may share. Most news reports don’t help to answer these questions because in reality, no one truly knows what the motion will mean quite yet. To clear up any confusion, here’s what we know so far: The city has approved a group to form and after a period of research, present a policy framework for new development applications, which would give residents who live and work in Metro Vancouver the first opportunity to purchase pre-sale homes in Vancouver, regardless of citizenship. The proposed policy is intended to be put in place by the end of the year, and is a part of the city’s new 10-year housing strategy, which is seeking to relieve the affordable housing crisis in Vancouver. The motion specifically cites an agreement which took place in 2016 in West Vancouver, which prioritized 64 NextHome.ca | South Surrey / White Rock

marketing and sales of a new development to local residents for the first 30 days, then to Metro Vancouverites for the next 60 days. Buyers would also sign a form stating that they intended to live in the units and not flip them, and restricted the bulk purchases of units. As the only example named in the mayor’s motion, it’s safe to assume the specifics of this agreement is something the new group will heavily draw their policy proposal from. The motion has drawn some criticism from many parties as well as much speculation for what the future holds. At this point, we don’t know how this policy will be enacted. If you’re confused what

GIANTS
If there’s one thing absolutely everyone associates with this city, it’s rain. Created by the German artist collective Inges Idee, The Drop, outside the Vancouver Convention Centre, pays homage to the 162 days of “liquid sunshine” that Vancouver receives each year. It was made from steel and covered in Styrofoam and blue polyurethane.
The Ocean Concrete worksite has been a fixture on Granville Island since 1917, so its six gigantic silos are very familiar to Vancouverites. In 2014, Brazil’s most famous identical twin brothers, Otavio and Gustavo Pandolfo – better known as OSGEMEOS – used spray paint to transform these plain silos into Giants, the largest public mural of their career so far. More than 21 metres (70 ft.) tall, these colourful figures are impossible to miss.

LIGHTSHED Vancouver artist Liz Magor designed LightShed to look like one of the old wooden freight sheds that used to be commonplace in Coal Harbour, long before the days of soaring glass apartment towers. The entire piece was cast in aluminum. At night, it glows softly, thanks to internal lights set on timers. LightShed sits on the seawall at Harbour Green Park, at the foot of Broughton Street. DIGITAL ORCA
Thirteen corten steel arcs make up 217.5 Arc x 13, the massive sculpture at Sunset Beach created by French conceptual artist Bernar Venet. The name references the piece’s precise mathematical composition. The sculpture is a popular spot for children looking to climb, as well as for adults needing a seaside rest.
Vancouver’s Douglas Coupland may be best known for penning Generation X and JPod, but he’s also a successful visual artist, having created local pieces such as Golden Tree and Terry Fox Memorial. His whimsical Digital Orca is a killer whale constructed out of giant Lego blocks. Made from powdercoated aluminum on a stainless steel frame, it sits outside the Vancouver Convention Centre.

A-MAZE-ING LAUGHTER One of Vancouver’s most beloved and most photographed artworks, A-maze-ing Laughter, was a gift to the city from Chip Wilson (creator of Lululemon) and his wife Shannon Wilson (co-creator of Kit & Ace). TRANS AM TOTEM Vancouver artist Marcus Bowcott stacked five scrap cars on top of an oldgrowth cedar tree to create Trans Am Totem, to warn people of the dangers of environmental degradation. Located near Science World, this modern day totem pole has been carefully placed between busy streets of traffic, with the SkyTrain zooming overhead, to emphasize the effects of transportation and car culture on our planet.
