Plan your finances and stay informed The strata fee is a regular monthly expense you share with everyone in your building, find out the payment date and plan your finances accordingly. For new builds, the strata forms at completion when a move-in date is assigned, at that time the fees will be locked in for a year. After a 12-month period the strata council can reexamine and propose a change to the monthly fee that considers proper maintenance and care of physical assets and long-term planning such as a building’s contingency fund. Stay informed by reviewing meeting minutes, attending annual general meetings and using your property manager as a resource.

Protect your investment, become a member Becoming a member of your strata council can be a smart way to help protect your investment. How to prepare for the unexpected when moving

MOVING YOUR worldly possessions involves a lot of organization, and if there’s one thing professional movers understand, it’s to expect the unexpected. In fact, that’s a major reason why many people choose to hand over the task of moving to companies that do this every day. Some do-ityourself moves go well; others end up unnecessarily stressful because those completing the work don’t anticipate potential glitches. Checklists are great, but every single move is different – and nothing beats experience for transferring household and other goods quickly, safely and efficiently.

For example, if you move in the winter and it’s a snowy, slushy day, how do you protect the floors from water/ salt damage at both ends? What about getting large items around hard-tomaneuver corners without marking walls? What if someone gets hurt? Do you know how to pack delicate items such as lamp shades and glassware to eliminate shifting and potential breakage during a long haul? What if the truck breaks down or gets into an accident halfway to your new home?

Professional movers have resources to draw upon to anticipate and/or handle any number of unexpected happenings.

Training is a great preventative measure – when you shop for a mover, find out if and how the drivers and moving people are trained. Ask whether they have a “Plan B” in case of vehicle problems, 44 YPNEXTHOME.CA

As tempting as a DIY move may be, think through the consequences. IN WARM WEATHER, we all cherish our

patio as extensions of our living space, with plants, flowers, barbeques and furniture; and in winter — well, we close the blinds and pretend it’s not there.

With Vancouver’s mild climate, there’s no excuse to shun the outdoor environment just past your sliding glass door.

Even in autumn and winter, on a sunny day it is often mild enough to sit outside, and that’s when you really get the benefit of a well-planted balcony or patio in a sheltered spot. And even when it’s cold, cheerful, colourful plants lift the spirits. A tiny bit of effort can result in a patio you will not only enjoy looking at (through the window while cozied up on the sofa) but can even provide you with some healthy greens!

There are a few things to keep in mind before you plant. Strong, cold winds can be lethal to many plants and it may be worth erecting a windbreak using woven willow panels or a temporary sheet of fine plastic mesh. Also, your selection of pots is important. Terra cotta, 48 YPNEXTHOME.CA

concrete and ceramic do not fare well in freezing temperatures, so it’s best to use fiberglass or plastic. Plants will also do better in larger pots of at least 18-24 inches.

There are a few types of hardy plants that will look great all winter, and you can mix them up, or stick to a theme, depending on how much sun, cold and wind you expect.

One autumn, when tearing out my patio tomatoes, I planted pots full of deep crimson and black pansies, not expecting much. They thrived all winter long, and I learned there’s nothing more delightful than seeing the cheerful heads of pansies heroically popping through snow. Other flowers that do well in the cold are winter flowering heathers such as “Erica carnea”, which love the wind and the rain. Another pretty choice is the colourful polyanthus, also known as a primrose.

Pansies and polyanthus are hardy, but will suffer if exposed to freezing conditions immediately after you buy

them at a warm, indoor garden centre.

Acclimatize them for a few days by setting them out during the day and bringing them in at night.

Dwarf conifers are very tolerant, and as an added bonus, can be dressed up festively during the holiday season.

They make an attractive container when surrounded by small evergreen ferns.

Some of most hardy, versatile winter plants are also the most delicious!

Ornamental kales are very pretty (and edible), but even the regular kinds of kale can add a verdant splash of green and purple to your balcony garden, and they keep growing the more you pick them.

They even become sweeter the colder it gets. Another healthy splash of colour can be found by planting a container of beautiful and tasty rainbow chard.

Don’t let winter shut your green thumb down. Open your blinds to all the opportunities that winter balconies can offer; from colourful blooms, to mini festive forests to the salad on your table.

How will the new mortgage rules affect first-time homebuyers?

IF YOU’RE A FIRST-TIME HOMEBUYER,

new mortgage rules may make it more difficult for you to get into the housing market.

As of Oct. 17, all homebuyers who get a high-ratio mortgage (down payment of less than 20 per cent of the purchase price) will now have to undergo a mortgage stress test by qualifying at a rate they don’t currently have to pay. This was something that only buyers getting a high-ratio mortgage with a variable-rate term or a fixed-rate term of less than five years previously had to do. The best mortgage rate in Ontario was 2.29 per cent (as of writing). However, the Bank of Canada’s qualifying rate is 4.64 per cent.

First-time buyers – especially in housing markets where there aren’t many affordable single-family homes available – may be priced out of the market due to the new rules, says Gregory Klump, chief economist of the Canadian Real Estate Association.

Let’s use the example of a couple with a combined income of $100,000 who has saved $40,000 for a down payment and qualifies for a mortgage rate of 2.29 per cent. We’ll assume that their monthly property taxes will be $400 and their heating costs will be $150 a month.

When using RateHub’s mortgage affordability calculator, they’ll be able to afford a property costing up to $521,041 because of the new mortgage rules. Under the old rules, they would’ve been able to spend $635,700 – a difference of $114,659.

The reason for the rule change is there have been concerns about rising household debt levels in Canada. The country’s debt-to-income ratio reached 167.6 per cent in the second quarter of this year, according to Statistics Canada. What that means is households have $1.68 in debt for every dollar of disposable income. One government report noted that the country has recently experienced the largest increase in household debt relative to income since 2000.

There were also other rules announced that come into effect on Nov. 30 that may affect smaller mortgage lenders – the ones that often cater to first-time buyers. Those lenders will no longer be able to buy portfolio insurance for certain types of mortgages

they sell to investors. (Note that this is different from mortgage insurance, and not something consumers have to purchase.) The smaller lenders won’t be able to sell those insured mortgages for funding. As a result, they won’t be able to issue as many mortgages and will likely have to raise rates.

The bottom line The rule changes will make it harder for some first-time buyers to get into the housing market. And they may also face higher mortgage rates.

Gil Kelley’s vision for Vancouver: Vancouver’s new city planner sees this city at “a turning point”

IT’S A POWERFUL, IMPORTANT, yet

unenviable position, being Vancouver’s city planner. Generally subjected to, at the best, suspicion, and at worst to outright derision from elected officials and citizens alike; it’s a challenging job. In August, Gil Kelley was hired to take over the position, and became Vancouver’s General Manager of Planning, Urban Design and Sustainability. And Vancouver’s new city planner sees this city at “a turning point”.

It is a positive thing, he says, and a big part of why he took the job.

He’s eminently qualified. He was previously the city planner for Portland, Oregon for ten years and recently moved to Vancouver from doing the same job for San Francisco, a city facing many of the same affordability and livability issues as we are. Sadhu Johnston, Vancouver City Manager says, “Gil will be charged with rejuvenating the city’s global reputation of world-class urban design and will ensure that Vancouver is a livable, green, equitable, and more affordable community as we continue to grow and evolve. Gil’s experience supporting affordability will be a great addition to the City’s efforts to be a more affordable city.”

At a recent event put on by Vancouver’s Urbanarium, a group of architects, planners and other citizens concerned with citymaking and urban issues, architect Bruce Haden made no bones about the challenges faced by the new planner, explaining that “A Director of Planning has often had the near impossible task of being the meat in the sandwich between outraged citizens and outraged architects and developers.” After speaking about the fractured relationship between the city, 58 YPNEXTHOME.CA

developers, planners and citizens, Haden concluded with, “In this context, it’s easy to look for a savior. But, with perhaps a clumsy paraphrasing of the words of JFK, I think the right question to ask is not “what can Gil Kelley do for us?”. The right question to ask is ‘how can everyone in this room help Gil Kelley to succeed?’”

Brent Toderian is Vancouver’s former city planner and principal

of UrbanWORKS consultants, and he says “Vancouver needs to rebuild the intellectual independence of the planning department, and the planning department’s credibility and skills around urban design and public engagement.” He went ton to explain, “So I think our new chief planner is going to need our support because he has a lot to do to rebuild the positioning and the credibility and the

trust for the planning department.”

Though he has only been at the job for less than a month, Kelley took the stage to announce his priorities. Unlike Bob Rennie, who recently intimated that we should just get used to Vancouver being an unaffordable playground for the rich, Kelley sees building a socially equitable city as a necessity going forward. Further, in his speech, titled “On the Leading

Edge of Change,” Kelley laid out his philosophy in respect to what he views as Vancouver’s specific challenges and opportunities.

Building the relationship “between the city and metro areas” will be key, as well as repairing the electorate’s trust in the planning process. He mentioned that he thinks Vancouver’s architecture is looking “a little tired,” and suggested this

may be a result of a permit process that limits innovation. Kelley lamented the lack of affordability so familiar to us, and stated his commitment helping build to an inclusive city, with a diverse job base and economic space. “I think we need to be aggressive with affordable housing,” he said, “and we need to leverage all our resources to make sure the city is inclusive for all residents.”

The groundwork, like the Greenest City 2020 initiative, and the new plan for the city core, as well as the new SkyTrain to UBC, has been partially laid by previous planners and the council, but there are some great opportunities a planner can start on right away, he said.

“The downtown waterfront at the base of Granville Street is really underutilized.

Instead of waterfront you have a parkade and railway tracks. It has a lot of potential to be a great civic space.” Northeast False Creek, Mount Pleasant’s new tech district and Jericho First Nations lands were other great opportunities to build on the sustainable and inclusive city plan.

When asked about how his experience in San Francisco might inform his approach to Vancouver, Kelley told the Vancouver Courier, “I think [it’s] the currency of the issues around the divergence of pay scale with the emerging economic sectors and what that is doing to housing markets, as well as foreign investment and [how] the highly attractive nature of the urban core to people has really, really accentuated the housing crisis”.

We will be keeping a close eye on the progress of the new planner, and will hopefully be able to report great strides in the near future, from a person who seems to share the same values and aspirations for the city that many of us have.

REBGV October Report Reduced home sale and listing activity are changing market dynamics in communities across Metro Vancouver RESIDENTIAL PROPERTY SALEs in the region totalled 2,233 in October 2016, a 38.8 per cent decrease from the 3,646 sales recorded in October 2015 and a 0.9 per cent decrease compared to September 2016 when 2,253 homes sold. Last month’s sales were 15 per cent below the 10-year October sales average.

“Changing market conditions compounded by a series of government interventions this year have put home buyers and sellers in a holding pattern,” Dan Morrison, Real Estate Board of Greater Vancouver (REBGV) president said. “Potential buyers and sellers are taking a wait-and-see approach to try and better understand what these changes mean for them.”

New listings for detached, attached and apartment properties in Metro Vancouver totalled 3,981 in October 2016. This represents a decrease of 3.5 per cent compared to the 4,126 units listed in October 2015 and a 17 per cent decrease compared to September 2016 when 4,799 properties were listed.

Last month’s new listing count was 9.5 per cent below the region’s 10-year new listing average for the month.

The total number of properties currently listed for sale on the MLS system in Metro Vancouver is 9,143, a 4.5 per cent decrease compared to October 2015 (9,569) and a 2.3 per cent decrease compared to September 2016 (9,354).

The sales-to-active listings ratio for October 2016 is 24.4 per cent. Generally, analysts say that downward pressure on home prices occurs when the ratio dips below the 12 per cent mark for a sustained period, while home prices often experience upward pressure when it surpasses 20 per cent over several months.

different property types, it’s the detached market that’s seen the largest reduction in home buyer demand in recent months,” Morrison said. “It’s important to work with your local realtor to help you navigate today’s changing trends.”

The MLS Home Price Index composite benchmark price for all residential properties in Metro Vancouver is currently $919,300. This represents a 24.8 per cent increase compared to October 2015 and a 0.8 per cent decline compared to September 2016.

Sales of detached properties in October 2016 reached 652, a decrease of 54.6 per cent from the 1,437 detached sales recorded in October 2015. The benchmark price for detached properties is $1,545,800. This represents a 28.9 per cent increase compared to October 2015 and a 1.4 per cent decrease compared to September 2016.

Sales of apartment properties reached 1,178 in October 2016, a decrease of 23.7 per cent compared to the 1,543 sales in October 2015.The benchmark price of an apartment property is $512,300. This represents a 20.5 per cent increase compared to October 2015 and a 0.3 per cent increase compared to September 2016.

Attached property sales in October 2016 totalled 403, a decrease of 39.5 per cent compared to the 666 sales in October 2015. The benchmark price of an attached unit is $669,200. This represents a 25.7 per cent increase compared to October 2015 and a 1.1 per cent decrease compared to September 2016.

AFTER A RELATIVELY LONG PERIOD OF STABILITY In our real estate market,

Lower Mainlanders were used to the fact that real estate was just going to keep skyrocketing up. But the last few months have been, exciting, to say the least. With the introduction of both the new foreign buyers’ tax as well as new mortgage regulations from the CMHC designed to cool hot markets, there’s been a distinct slowdown. With decades of experience in real estate in the Fraser Valley, New Home & Condo Guide asked Scott Brown about his thoughts on the current market and where he thinks we’re heading.

New Home & Condo Guide: How has the new foreign buyer’s tax affected the parts of the Fraser Valley that are not included in it? Have you seen an influx of foreign buyers, and has there been a corresponding price drop in areas that are included?

Scott Brown: Interesting question. For starters, it is not readily apparent who a “foreign buyer” really is in these market areas. However, before I comment on the effects, I think it is important to comment on the tax itself. As much as the government refers to the new tax as “foreign buyer tax” I tend to side with industry experts such as Michael Ferreira, a Principal at leading real estate research firm Urban Analytics. At a recent Urban Development Institute presentation Michael commented, “Call it what it is.

This is a Chinese buyer tax. And, despite it Chinese people are still buying”.

Now at our presentation centres in the non-exempt areas as well as exempt areas such as Abbotsford, Chilliwack, Hope and Mission, we recognize a growing trend of interest and activity from consumers who, regardless of residency, are members of what we respectfully call the Chinese community. For the most part the activity we observe in markets such as North Delta, Maple Ridge, South Surrey and Langley is end user/owner occupier driven. These Chinese buyers are attracted to schools, recreational opportunities and the affordability of multifamily housing options. At the same time, there is modest and growing interest from investors from the Chinese community and some of these buyers are foreigners. Prior to this year we observed that the investor group interest tended to be with respect to land and/or businesses instead of homes. Of late, this investment appetite is extending to new homes. That being said, this foreign interest is not a primary factor with respect to recent price increases with a possible exception of a few neighborhoods in White Rock/ South Surrey.

NH&CG: Which has had a larger effect on consumer demand, the Foreign tax or the new mortgage regulations (stress test)?

SB: It really depends on neighbourhood.

From our perspective, the daily media reports of “bubbles” and “corrections” and recent cautions put forth by CMHC, combined with the new tax and the new mortgage approval procedures have had a combined effect on consumer confidence. While demand for new homes remains strong, the uncertain times of late certainly has created new angst for today’s consumers and has impacted the urgency with which consumers act. Simply put, they are

taking more time to make decisions.

There are two exceptions to the rule of late. The first is the Baby Boomer. This growing buyer segment has housing needs that are rapidly changing. So they are continuing to act quickly, absorbing new, large format condominium offerings at projects such as Delsom Estate’s Sunstone Village and Infinity Properties’ The Belmont and Boulevard Group’s The Residences in Abbotsford The second exceptional group is the first-time condominium buyer and the condominium investor. The former realizes that the combination of townhome price increases and greater challenges with respect to financing means adjusting their budget and expectations from a new townhome to a new condominium. The latter expects the new realities to eventually influence rents.

These savvy investors also know that lack of supply and the increased costs for future new builds will likely create an opportunity for capital appreciation.

Both scenarios on are occurring at newly released The Wex in Willoughby Town Centre.

NH&CG How do you think developers are going to react to this new market situation? Will they restrict supply, or keep on building?

SB: We believe the overwhelming majority of developers currently marketing their projects have the wherewithal to adjust to slower absorptions without aggressive price discounting. We do expect developers to carefully manage supply levels to maintain urgency, so expect restricted inventory levels and smaller releases of new homes. Finally, remember our population is growing every year. We still need more supply.
