Remember when the stress test came into effect earlier this year? The Office of the Superintendent of Financial Institutions proposed these rules in 2017 to help guide prospective homebuyers towards homes that align well with their budget. Is it working? NORGATE WALKING AND SHOPPING BY THE WATERFRONT by MARIA RANTANEN

A hidden gem located in the City of North Vancouver, Norgate was developed as a residential neighbourhood after the Second World War and lies close to the Lions Gate Bridge. Over the years, the municipality has integrated pedestrian-oriented public spaces along the waterfront. Today, this neighbourhood is a combination of residential and 18 NextHome.ca

commercial areas, offering plenty of opportunities to visit local businesses, buy a car or explore beautiful greenspaces. IN THE AREA

PRE-SALES SHIFT TO MORE NORMAL CONDITIONS

MLA Advisory’s Mid-Year Market Review released this July indicates that the once hyperactive pre-sale market is now moving towards more normal levels, while resale inventory continues to experience slower sales. In the first half of 2018, multi-family pre-sale developments experienced strong sales activity with a 74 per cent sold rate for the 7,753 homes that were released. PRE-SALES REMAINED ACTIVE

According to the report, there was an exceptionally high sales rate in January 2018 as 94 per cent of new units entering the marketplace were sold within the same month. In contrast, of the 899 units released in June 2018, 440 units sold within the same month, landing slightly below a 50 per cent same-month sales rate. The two most active submarkets from January to June were West Coquitlam and Burnaby North, with more than 90 per cent of their released inventory sold. Historically, normalized presale activity occurs when projects experience 50 to 65 per cent sales absorptions within the first six to nine months and sell-out periods of 12 to 24 months, depending on the project. So the numbers in the report suggest more normal levels. As the development application process continues to see longer approval times in Greater 20 NextHome.ca

Vancouver and Fraser Valley, the result is limited supply of presale homes in the market, which creates steady demand for new condominiums and townhomes. PRE-SALES TO BRING MORE SUPPLY WITH 7,000+ HOMES

MLA Advisory is predicting more than 7,000 upcoming pre-sale units for the second half of 2018, generating more housing supply for the region. In Greater Vancouver, we are keeping a close watch on the beautiful North Shore, which is expected to bring nearly 1,500 units to market by the end of the year. North Vancouver is seeing a large influx of multi-developments as neighbourhoods continue to transform. Looking eastward to the Fraser Valley, Langley is leading the region with more than 900 anticipated homes to be released over the remainder of 2018. Langley has become a very desirable location due to the relatively lower price points in

comparison to Greater Vancouver, more livable space for young families, as well as the increasing number of amenities and community offerings in place. Over the past two years, government policies, stricter lending regulations and rapid price appreciation have increased competition between developments. A number of factors are influencing consumers’ purchasing decisions, such as transit accessibility, amenities, competitive pricing, welldesigned product offerings and an established developer reputation. GROW AS COMPETITION INCREASES

According to the latest Royal LePage House Price Survey and Market Survey Forecast, market activity and pricing slowed across Greater Vancouver as a result of eroding affordability and new governmental policies weakening prospective homebuyers’ purchasing power. Despite large advances for all housing types on a year-over-year basis, appreciation within the region rose only 0.5 per cent when compared to the previous three-month period.

PRICES BY HOUSING TYPE

Compared to the same time last year, the aggregate home price in Greater Vancouver rose 7.2 per cent to $1.26 million. When broken out by housing type, the median price of a condominium surged by 18.4 per cent year-over-year to $692,452. Meanwhile, the median price of a two-storey home and bungalow both grew at a more moderate pace, rising 5.6 per cent and 4.1 year-over-year to $1.56 million and $1.44 million, respectively.

CONSIDERING CONDOS

During the quarter, inventory began to rise in the region’s detached segment as sales activity slowed and affordability constraints continued to price many purchasers out of the market. As a result, many prospective homeowners continued to look to condominiums in the metropolitan area in search of value, pushing prices higher and intensifying competition within the segment. “Condominium prices continue to grow at unprecedented levels across Greater Vancouver,” says Adil Dinani, real estate advisor, Royal LePage West Real Estate Services. “Purchasers look to condominiums for relative affordability, yet with competition continuing to intensify, property values within the segment now outstrip most detached markets across the country. To put it into perspective, the budget now needed to purchase a condo could have netted someone a two-storey home here in Greater Vancouver four years ago.” LOCATION, LOCATION, LOCATION

When coupled with the new OSFI stress test, which weakened purchasing power, large levels of demand found within the entry-level market have made it

tougher for many looking to purchase a home in Greater Vancouver. As a result, sales activity across the region has declined, and purchasers who could not break into the market looked for property eastwards in cities such as Abbotsford, Langley and Mission, or further out, such as Kelowna. “As prices continue to climb across Greater Vancouver, many purchasers are considering their options and choosing to move to areas across the Lower Mainland where property is more affordable,” concludes Dinani. “Lending practices have tightened even further, and it is now harder to secure an equity loan. The bank of Mom and Dad continues to influence first-time buyer and Millennial purchasing activity; however, buyers in this segment are having to take a very pragmatic approach to their home search.” CONDOS ARE KING?

Over the next three months, Royal LePage forecasts that Greater Vancouver’s aggregate home price will remain relatively flat, rising 1.5 per cent quarterover-quarter to $1.28 million, as the region’s condominium segment continues to put upward pressure on the overall aggregate price. If you’re a future homeowner, it’s very important that you buy from a reputable builder. You’re relying on them to deliver in terms of quality, timing and service. With the help of Vesta Properties, we’ve created some guidelines to help you source a new home and builder. LEARN ABOUT YOUR BUILDER

Look for open and upfront communication and customer service – this means a builder who is customer-oriented and is knowledgeable about their product and processes. Consider asking your builder: • How many years have you been in business? • How many homes do you build annually? • Can I visit your completed communities? • Are you a member of your local Home Builders’ Association (such as the Greater Vancouver Home Builders’ Association)? • Are you registered with a new home warranty program? Don’t be afraid to ask for a few customer references, and ask these customers how they would rate the quality of their home, whether they had any problems with the home and, if so, how were those problems were solved, as well as how they would rate their buying experience. 26 NextHome.ca

Once you have decided on a few builders, take a visit to their sales office or model home. BC HOME SALES CONTINUE TO MODERATE

Statistics released mid-July by The Canadian Real Estate Association (CREA) show national home sales rose by 4.1 per cent from May to June 2018. By contrast, sales in British Columbia continue to moderate. “This year’s new stress-test on mortgage applicants has been weighing on homes sales activity,” says CREA President Barb Sukkau. “However, the increase in June suggests its impact may be starting to lift.” SALES ACTIVITY

Actual (not seasonally adjusted) activity in Canada was down almost 11 per cent compared to June 2017. Sales marked a five-year low and stood almost seven per cent below the 10-year average for the month of June. Activity came in below year-ago 34 NextHome.ca

levels in about two-thirds of all local markets, led overwhelmingly by those in the Lower Mainland of British Columbia. “The national increase in June home sales suggests activity may indeed be starting to turn the corner,” says Gregory Klump, CREA’s chief economist. “Even so, the number of homes trading hands has a long way to go before it returns to levels posted in recent years. Looking ahead, home sales activity and price gains will likely be held in check by higher interest rates.” REDUCED VOLUME OF NEWLY LISTED HOMES

The number of newly listed homes in Canada retreated 1.8 per cent in June, and also stood below levels for the month in recent years. New listings declined in a number

of large urban markets, including those in British Columbia’s Lower Mainland, Calgary, Edmonton, Ottawa and Montreal. With sales up and new listings down, the national sales-to-new listings ratio tightened to 54.3 per cent in June compared to 51.2 per cent in May. IT’S ALL ABOUT TIMING CHUCK RESNICK

Timing is everything, and when it comes to ensuring a successful move, that statement rings true. Using some careful planning and forethought helps “everything” happen efficiently. The point is, as soon as you decide to move, start your thinking process, explore your options and take action. First, are you going to hire movers? It’s best to book the truck or the moving company at least a month ahead, and preferably more. Keep in mind that late spring, early summer and early fall are the most popular times of the year for moves thanks to the more cooperative weather. If you wait too long to book, you may have trouble getting someone during those seasons. Next, are you going to do the packing or take advantage of professional packing services? If you are thinking DIY, start collecting and/or buying boxes and packing material. Remember that professional movers usually sell standard-size boxes that are sturdy and easy to stack, as well as paper that can protect your items without leaving newsprint behind. Last but not least, what do you want or need to move? Now is the time to purge all of those unnecessary items that have been at the back of your closets for months, and often years. WHAT DRIVES HOMEBUYERS IN VANCOUVER?

Many factors go into the decision to buy a home. So what’s motivating homebuyers in Vancouver? According to a new Housing Market Insight (HMI) report by Canada Mortgage and Housing Corp. (CMHC), Canadian homebuyers are influenced by fear of missing out, expectations of future price growth and perceived impact of foreign investor activity. PURPOSE

This report takes a deeper look at the results of CMHC’s homebuyer motivation survey initially presented as part of Examining Escalating House Prices in Large Canadian Metropolitan Centres. The survey was sent to 30,000 recent homebuyers in Vancouver (664 respondents), Toronto (497) and Montreal (998). CMHC conducted this survey to better understand key drivers of rapid price growth. The survey explores homebuyers’ attitudes and perceptions towards market drivers, and also provides insights into some of the choices they make during the purchase process. FINDINGS

Of homebuyers surveyed in Vancouver, 48 per cent spent more than they budgeted on their home purchase. According to the HMI report, this data suggests that fear of missing out could have motivated buyers to spend more than they budgeted. The survey also found that about 55 per cent of Vancouver respondents participated in a bidding war. 44 NextHome.ca

THE POWER OF PERCEPTION

According to the survey, 68 per cent of Vancouver homebuyers surveyed believe foreign investors have a lot of influence in driving up home prices. According to Statistics Canada, non-residents

own only 4.8 per cent of residential properties in Vancouver. “As we can see, psychological drivers can be at odds with economic fundamental drivers,” says Guillaume Neault, senior manager, analytics, CMHC.

We love when things rise in the summer. Temperatures, tides and the voices of kids playing. But one rise Canadians may be feeling stressed about is that of interest rates – especially Canadians who are considering buying a home for the first time. Jason Heath, fee-only certified financial planner with Objective Financial Partners Inc., says getting into the market as rates are increasing is a “double-edged sword.” In January, new mortgage rules were introduced and interest rates went up, meaning lower mortgage approval amounts. “That’s the bad news,” Heath says. “The good news is, for better or for worse, this helps protect borrowers from themselves. Buyers are less likely to get in over their heads. I think it’s important for potential buyers to get pre-approved so they know how much money lenders are willing to lend them. But then they should take it a step further and figure out what they can reasonably afford based on their existing spending and their future goals.” IS HOMEOWNERSHIP RIGHT FOR YOU?

If you answered yes to those questions, then Cooper says purchasing a home may make sense – even if rates continue to increase. “Homeownership comes with many benefits, including forced savings, turning your home into an income source by becoming a landlord, and greater freedom and privacy,” he says. “By making sure you’re ready before taking the plunge, you’re more likely to reap the rewards homeownership has to offer.”
