NATURE-INSPIRED LIVING IN BC There’s something about being surrounded by nature that creates a sense of calm. Sure, that can be disrupted the moment a bug whizzes by your ear, but it can be so beneficial to take the time to connect with nature and just be still. If you agree, you’re in good company. As sticker shock continues to drive flocks of homebuyers out towards the suburbs, industry experts and analysts are paying close attention to the Fraser Valley marketplace. Once considered an affordable alternative where people could be assured of getting big-time bang for their homebuying buck, the Valley is changing. Prices are on the rise and, in many areas, square footage is shrinking as the area adopts Vancouver’s trend of designing ever-more compact suites in an effort to maintain a somewhat attractive bottom line. So, it’s hardly a surprise that the three residential housing experts at the Urban Development Institute’s (UDI) 2018 Fraser Valley Forecast Luncheon all expressed concerns about affordability. 26 NextHome.ca | Burnaby / New Westminster

PRICES STILL RISING

Scott Brown, president and CEO of Fifth Avenue Real Estate Marketing, sees no immediate relief from rising high prices throughout the Fraser Valley, although he does anticipate the rate of escalation will slow. He also offers a cautionary note: “There has been such a backlog getting developments through municipal red tape – especially in a couple of cities – that if all these projects got approved at the same time, it’s possible it could create an oversupply.” The list of reasons prices continue to creep up is a lengthy one, including rising interest rates, increasing municipal charges, higher costs for materials and labour, and land costs that, in some Surrey neighbourhoods,

have doubled in only a few years. Brown is also concerned about the increasing number of regulations at all levels of government. He says, “One rule change, the new requirement to qualify at the posted fiveyear rate, eroded consumers’ purchasing power by 15 to 20 per cent overnight.” Brown notes that even the new regulations forbidding dual agency (where a realtor may represent both the buyer and seller of a given property) are potentially another hit to buyers’ wallets. Approximately 80 per cent of new homebuyers now opt for realtor representation – which, he adds, is a savvy move on the consumer’s part. However, since the developer can no longer pass on the savings of having one, often in-house

realtor handling both sides of the transaction, Brown says there’s an impact of approximately half a percentage point on the bottom line. In real numbers, a $500,000 home just went up another $2,500… and that’s before looking at property transfer tax and GST. MORE SUPPLY NEEDED

Eric Bond, a senior CMHC market analyst, agrees that the seemingly insatiable demand for new homes won’t be changing any time soon. And buyers looking for a new condo in the Fraser Valley are going to be particularly challenged. “At the end of May, there were no new condo apartments available – presales had reduced supply to zero.” Bond also notes there is an increasingly imbalanced market

depending on price point. “Anything under $700,000 is hot; demand for properties over $1 million is much lower. In fact, 57 per cent of the Fraser Valley’s available inventory is priced below $1 million, yet it accounts for 81 per cent of the sales. Or looking at it the other way, the 43 per cent of available inventory that’s over $1 million only accounts for 19 per cent of sales.” NO CRASH ON THE HORIZON

Will there be a market crash? Like the rest of the panel, Bryan Yu, deputy chief economist at Central 1 Credit Union, doesn’t think so. He acknowledges there has been a drop in sales activity since the beginning of 2018, but notes that it’s important to remember sales throughout 2017 were robust.

Yu also notes Surrey and Langley, including Surrey’s dynamic new downtown, are still booming. He points out, “Surrey has plenty of room to grow still, and that’s what it’s doing.” Brown has “cautious concern” about the many upcoming municipal elections, noting anti-development governments could quickly change the political landscape. But he does expect demand will stay strong throughout the Fraser Valley and will continue to drive the market forward. Mixed-use, multi-family developments will continue in their rise to stardom as a communitycentric, inviting alternative to conventional neighbourhooods. BC PRICE GROWTH CONTINUES TO LEAD CANADA BC continues to see the highest home prices and appreciation rates in the country, including solid double-digit home price increases in several Greater Vancouver suburbs, according to the Royal LePage House Price Survey and Market Survey Forecast. Royal LePage experts in the Lower Mainland, however, have observed slowing market conditions – particularly as a result of new lending regulations and the BC government’s introduction of extensive new tax measures targeting the region’s housing market, combined with housing affordability challenges. By the end of the third quarter, the aggregate price of a home in Greater Vancouver is expected to rise 1.5 per cent to $1.29 million, compared to the second quarter of 2018. KELOWNA HOMES CONTINUE TO APPRECIATE

In the second quarter of 2018, the aggregate home price in Kelowna grew by 5.4 per cent year-overyear to $623,706. When broken out by housing type, the aggregate price of a two-storey home and condominium rose 3.9 and 3.7 per cent year-over-year to $701,576 and $386,927, respectively. Meanwhile, the aggregate price of a bungalow leapt 8.3 per cent year-over-year to $641,886. Sales activity fell as prospective purchasers came to grips with new regulations aimed at cooling the market, yet this did not deter many Millennials and Vancouver residents, who continue to venture into the region to take advantage of the city’s strong economy and

affordable home prices. “While the speculation tax and new OSFI stress test have hurt many consumers’ purchasing power, fundamentals remain strong in Kelowna’s real estate market,” says Francis Braam, managing broker and owner, Royal LePage Kelowna. “Though it is true that sales in the region are down by almost 20 per cent on an annual basis, they are based on record years. The market continues to thrive, attracting many prospective homeowners into the region with the promise of significant value.” Over the next three months, sales activity and home values in Kelowna will remain relatively unchanged. PRICE APPRECIATION SLOWED ACROSS CANADA

In contrast, price appreciation slowed across Canada in the second quarter of 2018. “It was a spring market that never blossomed,” says Phil Soper, president and CEO, Royal LePage. “As anticipated in our original

2018 forecast, the new federal mortgage stress-test measures slowed the market to a standstill in much of the country, as some families adjusted their expectations in a world with lower borrowing capacity, and others not impacted by the OSFI regulations moved to the sidelines, adopting a ‘wait and see what happens to home prices’ approach.” FORECAST: INCREASING SALES AND PRICES IN SECOND HALF

Looking ahead, Royal LePage is projecting an uptick in home price appreciation in the third quarter and forecasts that the aggregate price of a home in Canada will increase 1.9 per cent over the next three months. “The economy is strong and unemployment is very low,” Soper continues. “We face shortages in our major cities, with many more people looking for homes than the market has available for purchase or rent. Upward pressure on prices will likely return to most markets this quarter.”

Adding blue to your decor is by far the freshest way to create a crisp cottage aesthetic. I love nautical navy but softer, more subtle shades of blue work, too. Layer in this colour with art, pillows and even lighting. Coloured lighting is a big trend that is popping up everywhere.

Add vintage finds and family antiques for character and a relaxed feel. Summer is the perfect time of year for exploring antique markets and wandering around consignment stores to find the right vintage piece.

au naturel

Fabrics such as cotton, wool and jute can add a relaxed feeling to any space. It’s okay if they wrinkle or aren’t perfect – that’s the idea! Jute rugs are fantastic and can withstand a lot of wear. Summer is a time for bare feet and shorts so keep in mind that it’s always nice to have natural materials to stand or sit on. A great cotton slipcovered sofa will make your guests feel so at ease, they may not want to leave.

UNDERSTANDING YOUR STRATA FEES

Condo living definitely has its perks. You can take advantage of amazing locations in the heart of urban centres close to public transportation, be part of a community and not have to spend your days doing yard work or home maintenance, and, best of all, you can enjoy convenient amenities such as fitness centres, party lounges and pools, all at your doorstep. Sounds great, but how does this affect your bottom line? When purchasing a condo, consider your monthly strata fee. WHAT ARE STRATA FEES AND HOW ARE THEY DETERMINED?

Your monthly strata fee is money that’s used by the strata corporation to pay for the common expenses of the development. Your individual fee is assessed by taking the total cost of the strata’s expenses and dividing that by the unit entitlement of your strata lot. This means the larger square footage of your home, the bigger your fee. WHERE DOES THE MONEY GO?

There are two funds that every strata corporation in BC must maintain: An operating fund and a contingency reserve fund (CRF). The operating fund is used to pay for common expenses that occur more than once over the course of a year. These expenses are often related to building

maintenance, such as building insurance, property manager fees, gardening, garbage collection, water, maintaining common property, upkeep of amenities, cleaning and repairs. The CRF is the fund that is typically used to pay for expenses that occur less than once a year, or unusual expenses, such as a lobby upgrade, a new roof or new gutters. HOW MUCH IS A TYPICAL STRATA FEE?

Strata fees vary greatly from area to area and building to building. It is difficult to compare fees directly as they depend on the management style of the strata, as well as the type of amenities that are offered. In general, strata fees in Metro Vancouver range from approximately $0.20 per sq. ft. up to around $0.60 per sq. ft., with $0.37 being the average. The higher price point is typical for buildings with “wet” amenities such as pools, hot tubs, water features and other luxurious expenses such as 24-hour concierge service.

For new communities, developers create an estimated overall budget so that you know what your anticipated monthly fees will be. If there’s a shortfall between the proposed and actual operating expenses in the first year, then the Strata Property Act will enforce a penalty against the developer.
