Mortgage rates on the rise

WELL, IT’S FINALLY HAPPENED. As expected, the Bank of Canada has raised its benchmark interest rate for the first time in seven years, in anticipation of stronger economic growth this year.

Just hours after the central bank broke its news, Canada’s five big banks followed suit and in a mirror move, increased their prime lending rates by 25 basis points.

While not a huge hike, this increase could prove too much to handle for some. The prolonged, record-low interest rate environment prompted many Canadians to pile on record levels of debt, leaving little wiggle room when rates finally did rise – and here we are.

So, what does this mean? Homeowners with a variable-rate mortgage or a home equity line of credit can expect to pay more toward interest and less toward principal. Those with a fixed-rate mortgage don’t have to worry until it’s time to renew.

What should you do in the meantime? If you have a variablerate mortgage, consider switching to a fixed rate. There have been rumblings of another rate increase coming in October.

Pay down your debts. These higher interest rates are still low, in the grand scheme of things. According to mortgage rate comparison site RateHub, 30 years ago on August 1, 1987, the prime rate was 10 per cent – a far cry from today’s 2.95.

Have an emergency fund. With some money stashed away in the bank, you won’t have to borrow if the need arises.

Last but not least, here’s a bit of advice that everyone should follow, regardless of the interest rate – pay attention to where your money’s going.

THE FIRST CAPITAL of British Columbia,

The area is known affectionately as “The Royal City,” thanks to Queen Victoria naming it after Westminster, the part of London that’s home to the Parliament buildings.

There is a lot of pride of place here, and it’s often said that people who move here never want to leave.

Meet the Neighbours New Westminster is home to all types – singles, couples, empty-nesters – but young families are a rapidly growing group, and it’s little wonder why. From splash pads scattered throughout the neighbourhood, to the petting zoo at Queen’s Park, to Motoring Munchkins at the Arenex, New West has an abundance of amenities for tots.

Planes, Trains & Automobiles A fairly small suburb, New West is highly walkable, and it’s easy to find what you need in each of its smaller pockets. New West is also easily accessible by public transit. Adjacent to Surrey, Burnaby and Coquitlam, commutes to these cities are fairly swift. A bridge-free commute downtown makes it predictable, if not super-fast.

The Good, the Bad & the Rest Buildings here reflect the rich history of the former capital, and areas are becoming increasingly gentrified.

Although some believe the hype that it’s only a matter of time before New West is entirely revitalized, others are skeptical. One thing’s certain: some areas here are still a little sketchy, so do some research before moving here to determine whether or not you’ll be living in a neighbourhood that’s on an upward trajectory.

Lifestyle There’s no shortage of things to do here, from strolling the streets in Queen’s Park, and catching the cherry blossoms from the end of March, to the Hyack Festival in May and the Queen’s Park Annual Garage Sale and the Sapperton Day Street Festival in June. All of these events promote a strong sense of community here. New Westminster-ites are proud of where they live, and it’s clear why.

Brick and Mortar This shop is much more than the brick and mortar that hold the store.

Hyper-local goods on sale here range from locally-made jewelry to art. It’s a great place to browse.

The Royal City Farmer’s Market Held at the Quay during winter months and in Tipperary Park in the summer, the Royal City Farmer’s Market is more than a bunch of fruit and veggie stands – it’s a community gathering place.

Queen’s Park This sprawling park has plenty of activities for the whole family: tennis courts, an arena, the Arenex, a playground, and a spray park and petting zoo from May to September.

market. That was the underlying theme when three industry insiders made a recent presentation to the Urban Development Institute in Surrey.

And not surprisingly, affordability combined with lack of supply figured prominently in the panel discussion moderated by Bob Ransford, vice-president of acquisitions and investments with Century Group.

Scott Brown, president and CEO of Fifth Avenue Real Estate Marketing, noted Fraser Valley markets are now more and more behaving like their neighbours to the west, where prices can skyrocket almost overnight and sales are increasingly frenzied. “Not so long ago, it was tough for most developers to imagine selling 100 townhomes in 90 days in the Fraser Valley. This year we’re doing it

Don Campbell, senior analyst with the Real Estate Investment Network, also questions the “strange reality” of today’s market where a recent study showed that in Richmond, the City of North Vancouver, and Burnaby project approval generally takes six to eight months. In Vancouver and West Vancouver, the approval process is up to two years.

“If municipalities really want to address affordability as a policy, why not speed the process up so there’s more supply?”

Campbell predicts transportation will be the game changer for the Millennial cohort. “Millennials want better lifestyle, access to transportation, the ability to work at home, and control of everything in their home from their smartphone.

They’re moving to Langley or the Fraser Valley because it’s affordable and transportation now allows them to live there. Just check out the Bus 555 on Port Mann Bridge which is always full, even at 11 o’clock at night.”

In closing, Campbell sums it up. “The Fraser Valley is going to be a gold mine because eventually, it’s going to come to point where people are going to want dirt. And where do you find dirt? The Valley.” Perhaps it’s not so strange after all, in a market where only 85 years ago when Vancouver’s treasured Marine Building was built, no on ever thought it would one day be lost in a skyline marked with a forest of highrise towers.

He added that only a couple of years ago, achieving $385 per sq. ft. in Port Coquitlam sounded like a fantasy. “Two years later, with buyers getting priced out of the highrises on North Road, we’re selling out in under four months at $500 per sq. ft. or more.”

The luxury condo market remains a highly discriminating one, but one that’s ready to take action when the right product appears. “In White Rock, Landmark Premiere Properties sold out their Foster Martin project in just two hours.” Brown predicts White Rock towers will easily be pushing $1,200 per sq. ft. within two years for product facing the ocean.

Redefining value Many younger buyers, Brown notes, continue to look eastward for better housing values but their perception of what defines value is changing. No longer is the ideal home automatically a larger, single-family house with a large yard since upcoming generations don’t live that way. Now it’s more likely to be a townhome with a lower price point, when buyers can find a home for sale at all. “In the City of Langley, right now, there are only two lowrise wood-frame [developments] actively selling. So, we have a supply issue.”

Foreign Buyers’ Tax Christina Butchart, regional economist at Canada Mortgage and Housing Corp., says media reports citing the Foreign Buyers’ Tax as the most significant driver in the downturn of housing activity are “only a half truth. This slowdown actually began before the tax was implemented.”

However, Butchart notes the tax has negatively affected consumer confidence.

“A lot of people chose not to list, so it created a [short-term] sales pullback.”

Increased stress among first-time homebuyers has little impact on purchasing behaviour CANADIANS HAVE MEASURED OPTIMISM for the housing market and

the economy – with the exception of new homebuyers in Vancouver and the Greater Toronto Area (GTA), according to a recent study by Mortgage Professionals Canada’s Chief Economist Will Dunning.

New homebuyers in Vancouver and the GTA have the highest stress levels around home purchasing decisions and are least optimistic, while those in Atlantic Canada and Quebec have the lowest levels of stress and highest optimism. Canadians generally consider mortgages as being “good debt” with recent homebuyers being most positive.

“Economic growth contributes to higher incomes and consumers’ ability to make solid down payments and manage household debt,” says Paul Taylor, president and CEO of Mortgage Professionals Canada. “Even in the pressured housing markets of Toronto and Vancouver, personal circumstances, rather than a sense of urgency, are influencing purchasing decisions,” says Taylor.

Another key finding of the study is that market pressure is impacting when new homebuyers plan to purchase. The study found that consumers across the board are more likely to look to their personal circumstances, make compromises on their expectations, or delay their home purchases so they can increase down payments and keep household debt in check.

Mortgage stress test not reducing household debt The federal government introduced the mortgage stress test in October 2016 as a way of reducing Canadians’ household debt by assessing whether borrowers can afford mortgage payments should interest rates increase sharply. Rather than decreasing debt load, the stress test is driving some consumers to uninsured lending options, which can sometimes come with significantly higher interest rates, thereby shifting the debt load of the most vulnerable consumers away from the stability of mortgage insurance.

“We agree with a mortgage stress test, but it should be reflective of more realistic future interest rates so Canadians can continue to have access to affordable home ownership,” says Taylor. “Modifying the criteria has a more realistic chance of improving home ownership for consumers.”

The stress test assesses borrowers’ ability to afford payments calculated using the posted interest rate, which is 4.64 per cent and is significantly higher than currently available negotiated rates.

In the Mortgage Professionals Canada survey, 48 per cent of potential buyers expected their down payments to be less than the required 20 per cent, which would make them subject to the stress test, and 20 per cent of these potential buyers would be unable to obtain the financing required.

SMART HOME TECHNOLOGY is in

demand by tech-savvy homebuyers who want convenience, efficiency and full control of their home systems. While a larger, single-family home may come to mind when you think of a typical application for these systems, the same perks are effective in your townhome or condo, and are more accessible than ever. An integrated smart home system can help you make the most of your time spent at home, and empower you when you are on the move.

I spoke with local smart home technology experts and Greater Vancouver Home Builders’ Association member Graytek Connected Home Solutions for the top five ways home automation can enhance condo living.

1. SIMPLICITY Between intercoms, entertainment systems, lighting, thermostats, entertainment systems, and more, most home technologies are fragmented. From one centralized control panel or app, have access to all systems in one place and ditch the countless remotes and wall clutter.

2. ENERGY EFFICIENCY Preset home

VANCOUVER’S CONDO MARKET is almost

too hot to touch this summer, with low inventory, high competition and prices on the rise, according to the latest sales stats reported by the Real Estate Board of Greater Vancouver (REBGV).

Meanwhile, the region’s singledetached housing market appears to be leveling off.

Vancouver area home sales totalled 3,893 in June 2017, down 11.5 per cent from the 4,400 sales tallied in June 2016 (an all-time record), and down 10.8 per cent month over month.

Despite the decline, June 2017 home sales were still 14.5 per cent above the 10-year average for the month of June.

“Two distinct markets have emerged this summer. The detached home market has seen demand lease back to more typical levels, while competition for condominiums is creating multiple offer scenarios and putting upward pressure on prices for that property type,” says Jill Oudil, REBGV president.

There were 5,721 newly listings on the Multiple Listing Service (MLS) in Metro Vancouver in June – a 2.6-per-cent 54 YPNEXTHOME.CA

drop in listings year over year, and down 5.3 per cent compared to May 2017, when 6,044 homes were listed.

New and existing listings on the MLS totalled 8,515, up nine per cent compared to one year ago, and a 4.2-per-cent increase over May 2017.

“Homebuyers have more selection to choose from in the detached market today while condominium listings are near an all-time low on the MLS,” says Oudil. “Detached home listings have increased every month this year, while the number of condominiums for sale has decreased each month since February.”

The sales-to-active-listings ratio for June 2017 is 45.7 per cent. By property type, the ratio is 24.5 per cent for detached homes, 62 per cent for townhomes, and 93.2 per cent for condominiums.

Analysts say that prices fall when the ratio dips below 12 per cent for a sustained period, while home prices often increase when that ratio surpasses 20 per cent over several months.

The MLS Home Price Index composite

benchmark price for all residential properties in Metro Vancouver is currently $998,700. This represents a 7.9-per-cent increase over June 2016 and a 1.8-per-cent increase compared to May 2017.

Sales of detached homes in June 2017 reached 1,320, down 15.5 per cent year over year. The benchmark price for detached properties is $1,587,900. This represents a 1.4-per-cent increase from June 2016 and a 1.1-per-cent increase compared to May 2017.

Sales of apartment properties reached 1,905 in June 2017, a decrease of 9.6 per cent compared to June 2016. The benchmark price of an apartment property is $600,700, up 17.6 per cent from June 2016 and a 2.9-per-cent increase compared to May 2017.

Attached property sales in June 2017 totalled 668, a decrease of 8.5 per cent compared to the 730 sales in June 2016.

The benchmark price of an attached unit is $745,700. This represents a 10.7-per-cent increase from June 2016 and a 0.6-per-cent increase compared to May 2017.
