SEARCHING FOR THE “RIGHT” HOME
can feel like a daunting task, with development booming across Metro Vancouver. Along with deciding factors such as location and price, look beyond the home and research the development itself. It’s easy to forget about some of the essentials, when you’re busy being wowed by the flashy sales centre. Here’s what you should also consider: Age of the building: If you are not purchasing a new unit, make sure you know the age of the building, as there may be existing warranties. BC Housing’s 2-5-10 New Home Warranty is offered on all new buildings,
and stays with the unit even if there is a transfer of ownership, within the warranty time-frames of 2-5-10 years. For details go to bchousing.org Building amenities: Think about your lifestyle, not just today, but in five or 10 years. It can seem exciting to think you can pop downstairs to partake in a yoga class or share the views from a communal patio deck and barbecue, but you will be responsible for the upkeep through strata fees. Although they are a lifestyle bonus, be sure these extras are something worth paying for in your long-term plan. Community: Look at the complex as a whole development, versus a singular unit. Each complex is designed to attract a certain type of buyer, resulting in a relatively instant community. Amenities and the connections to the community around the complex will give you a
good idea if this is the right community for you. Bike paths linking you to neighbouring parks, or direct access to transit hubs will attract different buyers with different needs and lifestyles. The builder: It’s definitely a good idea to check a builder’s credentials. Do your due diligence. Google-search their name. Speak with residents from past developments. This is particularly important if you’re purchasing pre-sale without the ability to see the finished product. And check to see if the builder has won any industry awards. Feeling pretty high about growth: Andrew Ramlo at UDI by Susan M Boyce
IT WAS A NEW TAKE on the Urban
Development Institute’s state of the market luncheon in Vancouver this past April. Long known as “the guy behind the numbers” for Bob Rennie’s annual address, this year Andrew Ramlo, vicepresident of Market Intelligence for the Rennie Group and executive director of the Urban Futures Institute, took centre stage with an insightful, meticulously researched presentation to a sell-out crowd. Looking beyond average A self-confessed numbers nerd, Ramlo believes using simple averages has created a false idea about housing prices and affordability — a negative impression that the media has been delighted to report on at length. Here’s why. Taking the combined sales of all product types throughout Metro Vancouver, there were 108,023 sales in 2016 with an average price of $886,000. Looking instead at the median price — the midway point between highest and lowest — that average drops to $595,000. Even more telling were the results of segmenting out the top quintile of sales — the upper 20 per cent where the average selling price in 2016 was $2,254,805. Ramlo argued that, since 80 per cent of purchasers aren’t looking for a $2-million home, let alone a $32-million home, it makes sense to recalculate the numbers to reflect a price-range that everyday people might actually be buying. That approach yielded a different story — average prices across all housing types dropped to $544,605. Applying the same analysis to individual housing 34 YPNEXTHOME.CA

types, detached homes averaged $944,104, attached townhomes $610,602, and condo/ apartments clocked in well below the halfmillion dollar mark, at $468,672. “We keep hearing that it takes over $1 million to get into the housing market in City of Vancouver,” Ramlo says. “I’m not saying we don’t have affordability issues — we do. But when you look at it a different way, it’s not nearly as bad as the media is portraying.” He also noted that although the 5,707 total sales posted in March 2017 across all
property types did show a 29-per-cent decline compared to the same month a year ago, those numbers failed to reflect the 52-per-cent increase over February 2017, or the fact that March 2017 was almost 20 per cent above the 10-year average of 4,800 sales. Putting upward pressure on pricing in March 2017, however, was a combination of declining listings and
increasing sales year-over-year. Condos saw the most dramatic drop, with listings plummeting 61 per cent – an all time low – while posting a 49-per-cent increase in sales. Townhouses weren’t too far behind, with a 55-per-cent drop in listings and almost a 30-per-cent increase in sales, leaving single-family detached homes as the only product type showing a decline in both listings (32 per cent) and sales (eight per cent). Boomer equity As the Bank of Mom and Dad becomes an increasingly important factor for more than 40 per cent of first-time homebuyers, Ramlo says it’s time to stop comparing sale prices to average income. His example: a young couple with an annual income of $75,706. They’ve scrimped enough to accumulate $17,472 to cover the minimum five-per-cent down payment required for a $331,976 mortgage on a $349,499 home. Then, Mom and Dad, who are part of the Boomer crowd sitting on an estimated $314 billion of mortgage-free equity, decide to chip in the extra $93,000 so their kids have the 25-per-cent down payment required to avoid the additional costs of CMHC insurance. “There are now two options for that couple: reduce their mortgage to $238,790 — which would be a great thing to do. Or, purchase a house for $442,635 — almost a 30-per-cent increase in both purchasing power on the open market, and the ratio of purchase price to income.” Since most will decide in favour of the latter, the historical matrix of sales price to income is “blown out of the water.” Build more, build soon A somewhat “nerdy” concept that’s both fascinating and under-reported, Ramlo’s insights into the life-cycle of housing occupancy — age-specific household maintainer rate for anyone who wants to get technical — gave a startling view of future housing requirements based solely on the natural aging process. According to the 2016 census,

only 16 per cent of the 20-to-24 age group identify themselves as a primary maintainer — the main person responsible for household finances. So in a sample of 1,000 people today, this group would require 160 homes. Five years later, the now 25-to-29 age group will account for 35 per cent of primary maintainers, and the number of homes required jumps to 350. In another five years, that number rises to 440. Translation: within a single decade, housing occupancy needs can be expected to rise by a factor of 2.75 based solely on existing population, without considering additional demands from immigration. If you think that, as Boomers leave the family home, more housing options will come available, think again. Looking ahead 20 years, Ramlo’s research indicates that while 223,798 homes will be freed up, younger cohorts will step up the ladder of responsibility at a rapidly escalating rate. By 2036, it’s anticipated the under-64 crowd will require 662,364 homes — more than double the overall increase of 438,567 in existing homes. In closing... Ramlo had a timely quote from RJ McDougal back in 1991. “Prices [in Vancouver] are too high. Working people are no longer able to afford to pay the prices being demanded. CONDOS AND TOWNHOMES are a hot commodity in Metro Vancouver, according to the latest report from the Real Estate Board of Greater Vancouver (REBGV). Home sales across all housing types fell in April 2017, totalling 3,553 transactions. This is down 25.7 per cent year-over-year, and 0.7 per cent monthover-month. This is still 4.8 per cent above the 10year average for the month. Condos and townhomes accounted for a larger proportion of all home sales in the first four months of 2017 – 68.5 per cent, compared to 58.2 per cent in over the same period in 2016. “Our overall market is operating below the record-setting pace from a year ago and is in line with historical spring levels. It’s a different story in our condominium and townhome markets,” says Jill Oudil, REBGV president. “Demand has been increasing for months and supply is not keeping pace. This dynamic is causing prices to increase and making multiple offer scenarios the norm.” New listings for detached, attached and apartment properties in Metro Vancouver totalled 4,907 in April 2017. represents a decrease of 19.9 per cent over the 6,127 units listed in April 2016, and three per cent up over March 2017. The total number of residential properties currently listed for sale on the MLS system in Metro Vancouver is 7,813, a 3.5-per-cent increase compared to April 2016 (7,550) and a three per cent increase compared to March 2017 (7,586). The sales-to-active-listings ratio for April 2017 is 45.5 per cent – two per cent below March 2017 and indicative of a sellers’ market. By property type, the sales-to-active listings ratio is 26 per cent for detached homes, 58.2 per cent for townhomes, and 82.2 per cent for condominiums. “Until more entry level, or ‘missing middle’ homes are available for sale in our market, we’ll likely continue to see prices increase,” Oudil says. “There’s been record building this past year, but much of that inventory isn’t ready to hit the market.” The MLS Home Price Index composite benchmark price for all residential properties in Metro Vancouver is currently $941,100 – up five per cent over the past three months and an 11.4-per-cent increase compared to April 2016.
Over the last three months, the benchmark price of condominiums has seen the largest increase in the region, at 8.2 per cent, followed by townhomes at 5.3 per cent, and detached homes at 2.8 per cent. “Homebuyers are looking to get into the market and they’re facing fierce competition,” Oudil says. “It’s important to work with your local realtor to help you navigate today’s marketplace.” Sales of detached properties in April reached 1,211, down 38.8 per cent from year-over-year. The benchmark price for detached properties is $1,516,500, up 8.1 per cent year-over-year and a 1.8-percent increase over last month. Sales of condominium properties reached 1,722 in April 2017, down 18.3 per cent form April 2016. The benchmark price is $554,100, a 16.6-per-cent increase year-over-year and up 3.1 per cent compared to March 2017. There were 620 townhomes sold in April 2017, down 10.8 per cent compared to April 2016. The benchmark price of an attached unit is $701,800. This represents a 15.3-per-cent increase over the past 12 months and a 2.4-per-cent increase compared to March 2017.

Priced out of Vancouver’s hot housing market?

WITH STEADILY DECREASING HOUSING AFFORDABILITY – according to popular
opinion, as well as official sources like RBC Economics and Canada Mortgage and Housing Corp. (CMHC) – there’s no shortage of tips out there on how to save up for a home. Hopeful homebuyers find themselves the targets of a steady stream of advice bombs about how to save more and spend less, complete with suggestions of different housing types at lower price points, and “coming soon” communities in the nether regions that might be within your price range. These are all potentially good and feasible options for maximizing your available funds. But ultimately, if you can’t comfortably afford to buy that home, the choice should be clear. To those finding it tough to buy in this hot housing market, “Don’t do it,” says Brian Brown, vice-president of Lifetime Developments. He admits it’s surprising advice, particularly coming from a real 66 YPNEXTHOME.CA
estate developer. “It’s the advice I give my kids when they want to buy a toy they can’t afford.” Now, let’s be careful not to take Brown’s unhesitating words out of context. Real estate has historically been a good investment and, barring any major catastrophe, will probably continue to be one in the long-term – that is, if you can manage to get your foot in the door. The term “priced out” has become commonplace in housing markets like Vancouver and Toronto. Each of these cities has experienced incredulous rates of price growth, and both display signs of “price sprawl” into suburban areas and even further, into neighbouring cities. To that effect, CMHC released a report earlier this year, exploring how house prices in Toronto impact surrounding areas. According to the report, a oneper-cent increase in Toronto home prices would lead to a 1.4-per-cent price change in Hamilton within one year. In BC, “Evidence of overvaluation has increased from moderate to strong in Victoria, as fundamentals are not keeping up with higher prices. There is also moderate evidence of price acceleration and overheating, leading to strong overall evidence of problematic conditions,” CMHC reported in its latest Housing Market Assessment.
Guess it’s not so bad, being little brother to the big city – unless you’re a prospective homebuyer. So, what to do about housing unaffordability? Last summer, the BC government implemented the 15-per-cent foreign buyers’ tax, and Vancouver resale prices have since eased somewhat. Then, in October, Ottawa intervened with tighter mortgage qualification rules nationwide. And just last month, the Ontario government announced its 16-point Fair Housing Plan, all in an effort to cool the runaway housing market. Only time will tell if these measures will have the desired, long-term outcome. In the meantime, Brown offers some words of wisdom: “Be disciplined. Be prudent. Be responsible,” he says. “The biggest threat to our strong real estate market, and local economy, is a generation of buyers who, in pursuit of the housing dream, throw caution to the wind, assume a crippling mortgage, and take on more debt than they can handle.” Lydia McNutt is an award-winning writer and senior editor of New Home & Condo Guide.
