THE EARLY BIRD... MAKES A PROFIT (AND A PLACE TO CALL HOME)

Everyone’s saying it: One of the best investments you can make is in real estate. And today that property could take the form of a detached home in Kerrisdale, a highrise near Brentwood Town Centre or a stunning waterfront suite in downtown Vancouver. So, why wait? Well, there’s the new mortgage rule introduced earlier this year requiring uninsured borrowers to qualify at a higher minimum rate. Earlier this year, too, the Bank of Canada raised its target interest rate, after two hikes in 2017. And, of course, Vancouver’s real estate prices continue to be some of the world’s highest. Despite all this, there’s still good reason to buy. Though the interest rate has gone up, mortgage rates are still considered to be at record lows. And real estate has proven to yield a substantial return on investment. This year promises homebuyers more help than they may normally be accustomed to. In late 2017, the City of Vancouver passed a new locals-first policy, meant to give locals an advantage when presale homes become available. While the details of the policy are still being explored, some BC developers are already offering locals a chance to buy first. And thanks to new free online resources (page 16) and local events intended to help interested homebuyers achieve their dreams (page 52), there are even more tools and tips at your disposal to help you make an informed buying decision and find the right home.

HOW MUCH IS YOUR HOME WORTH? NEW TOOL HELPS BC HOMEOWNERS CHECK PROPERTY VALUES British Columbians can now help themselves to useful data that can assist them with their homebuying plans. ReMax of Western Canada, in partnership with Landcor Data Corp., has launched the Home Value Estimate Tool, which enables users to discover the estimated values of homes throughout the province. Consumers can quickly find out the estimated market value of their home, or any home they’re interested in that is not currently

for sale, by visiting remax.ca. By typing in any address in British Columbia and then selecting that address from the drop-down menu, potential homebuyers will see three estimated market values depending on whether the home needs repair, is well maintained or could be considered a show home. If the property is for sale, the listing detail page will appear instead. “ReMax understands today’s consumers want as much access

to information as possible,” says Elton Ash, regional executive vice-president, ReMax of Western Canada. “The remax.ca Home Value Estimate Tool gives accurate, up-to-date estimated values of properties within seconds. Anecdotally, we’ve already received a lot of positive feedback regarding the usefulness of this tool during our pilot project in Kelowna.” For more, visit remax.ca

JANUARY SURGE HOUSING STARTS BEGIN 2018 ON A HIGH NOTE: CMHC Good news for prospective homebuyers: Starts for all home types in the Vancouver CMA increased in January 2018, reaching a pace nearly double that of the same month last year. There were 2,599 housing starts across the region in January 2018, compared to 1,334 in January 2017. Overall, housing starts are stable across Canada, according to Canada Mortgage and Housing Corp. (CMHC). January 2018 saw 224,865 units, slightly less than the 226,346 units in December 2017. “The national trend in housing starts held steady for a third consecutive month in January, remaining near the 10-year high 16  NextHome.ca 

set in December,” says Bob Dugan, CMHC’s chief economist. “This reflects higher starts of multiunit dwellings in urban centres in recent months, which has offset lower starts of single-detached homes.” This tread measure is a sixmonth moving average of the monthly seasonally adjusted annual rates (SAAR) of housing starts, meant to make it possible

to compare numbers from one season to another, independent of seasonal influences. CMHC uses the trend measure as a complement to the monthly SAAR of housing starts to account for considerable swings in monthly estimates and obtain a more complete picture of Canada’s housing market, as some factors can vary significantly from one month to the next.

KERRISDALE A CHARMING VILLAGE by STEPHANIE MACDONALD

Kerrisdale may be part of Vancouver but it feels like a charming village. Located in the southwest part of the city, Kerrisdale offers a great selection of independent shops for buying unique gifts or meeting with friends for afternoon coffee. While up for debate, Kerrisdale’s boundaries are generally described as being West 33rd Ave. to the north, Granville St. to the east, West 57th Ave. to the south, and Blenheim St. to the west. The city’s official take on Kerrisdale is that it’s south of 41st Ave. (north of 41st is referred to as Arbutus Ridge). THE VIBE

• The good: This is a beautiful and very friendly little village, very close to the city centre but also close to UBC. The streets are safe and green, and everything you need from London Drugs to sushi is right at your doorstep. Trying to get through life without a budget is like trying to drive a car without a steering wheel. You can lurch your way along, jamming on the brakes every time a threat looms, or you can put the pedal to the metal, but the whole time you’re careening down the road you’ll be worrying about what you’re going to hit. And if you’ve got any passengers, there will be a mess to clean up when you finally reach your destination. Anyone I know who lives on a budget couldn’t get by without it. And it seems it’s only the people who refuse to make a plan who end up bellyaching about getting to the end of the money before they get to the end of the month. If you were building a house, you wouldn’t dream of using an architect who declared, “Relax. I’ve done this before. I promise I’ll put everything in the right place.” No. You’d insist on seeing some drawings. And here’s why you should, as the architect of your financial house, draw up a budget. Whether a spending plan is paper-based or electronic, the discipline of managing your budget will help to keep you organized. Annual bills, like car insurance, won’t surprise you, sending shock waves through your cash flow. And unexpected expenses, which have a category in a spending plan, won’t throw you for a loop.

A spending plan is made up of two parts: income and expenses. Income is the money that comes in: your salary, commission, dividends or interest income, alimony, child support, pension or disability income. It doesn’t include money you think you might get. So, if your bonus is not guaranteed, don’t include it in your budget. Keep it in reserve to boost your RRSP or to get you closer to sunshine next winter. Expenses are the items you have to pay for monthly. (Divide annual bills, such as insurance, by 12 to come up with a monthly amount.) The best way to figure out your expenses is to look at what you’ve been spending. Collect your bank statements, credit card bills and whatever other records you have of where your money went over the past year. Put each bill in an appropriate category – such as utilities, food, clothing, childcare, gifts – total the figures for each category and divide by 12. That’s your monthly average. Add the categories together. That’s what

Food has always been about the context for me. In my cookbooks, you’ll find a lot of looping in and around the recipes in search of the greater value of good eating, its civilizing effects, and so on. I’d reached a point where I wanted to get the recipes out of my way so I could explore those broader areas more deeply and articulate my philosophy. What does The Inviting Life mean to you? It’s about the value of making a welcome home for ourselves and others, of seeing home not just as a place where we lock ourselves away, but as a place we can open up and use for the greater good.


You like the idea of approaching decorating the same way French women dress – “effortless, unselfconscious with individual flair.” How can homeowners find their home style?

Do you have a fail-safe recipe?

Being sensitive to what truly lights us up on the inside is important – and can save us a lot of money. When we choose the things that delight us every time, we build an environment around ourselves that’s a true reflection of who we are. The other thing is not to copy. Take ideas and inspiration, of course, but we should always make things our own in the end.

How can everyone get into the “home-cooking habit” and build a cooking repertoire?

As a chef, what is your ideal kitchen look and layout? I need a clean kitchen, but otherwise, I’ve learned to be fairly flexible because I’ve moved around a lot. I dislike sterility in kitchens, preferring them to feel like rooms, which is why I like a lot of things in view, rather than hidden away in cupboards – baskets of onions, pots hanging on hooks, that sort of thing. Condos are one of the most affordable and fast-growing housing choices in Metro Vancouver. However, if you are looking to purchase, it’s good practice to understand where your monthly strata fees are going. This money is used by the strata corporation to pay the common expenses of the development, and the total amount is determined by factors such as the age of the building, management style, amenities and special assessments.

LET’S LOOK AT THESE EXPENSES THE OPERATING FUND

The operating fund is what is used to pay for common expenses that occur more than once over the course of a year. For example, heating, cable and Internet may be included in the strata fee. These would fall under the operating fund, and although they may increase the strata fee, they will likely be offered at a cheaper cost versus purchasing independently. Meanwhile, just like buying a gym pass in January, high strata fees that cover amenities you may never use might be cause for consideration. CONTINGENCY RESERVE FUND (CRF)

than once a year, such as roof repairs or replacement. The depreciation report will help strata corporations plan for annual and long-term repairs. It will also disclose the financial obligations required now and in the future. Strata corporations control their long-term planning by addressing CRF contributions as part of the annual budget. A majority vote of the owners at the annual general meeting will determine the contribution amount for the fiscal year. LOOKING TO BUY? TAKE A MINUTE TO READ

A wise buyer will look at the strata minutes for the history of the building and the depreciation report to get a look at what will be required over the next 30 years. If the contingency reserve is low and the depreciation report indicates repairs over the next five years, you may be expecting a levy or “special assessment.” Reading the minutes also provides insight into the building’s management style. Are problems being corrected immediately, or

fixed with short-term solutions to keep the maintenance fees low? Is regular maintenance, such as window cleaning and power washing, performed? Higher strata fees in a building may be a result of routine maintenance, which may go a long way towards upkeep and fewer problems down the road. I recommend attending the GVHBA Homebuyer Forum on Wednesday, March 7, 2018 (more on page 52). SURVEY SAYS... THREE KEY DRIVERS MOTIVATE CANADIAN HOMEBUYERS No longer paying rent is top-ofmind when buying a house for Canadians surveyed in a newly released 2018 Prospective Home Buyer Survey by Canada Mortgage and Housing Corp. (CMHC). The three groups surveyed — first-time buyers, previous owners and current owners — say the main reason for buying a house is to stop paying someone else rent (65 per cent for firsttime buyers and 60 per cent for previous owners). The other two top homebuying motivators across all groups were to improve accessibility (physical obstacles and barriers) and to pursue an investment opportunity. Changes to mortgage regulations and possible future interest rate increases were not among the top motivators for participants in the October 2017 online survey of 1,501 first-time buyers, 506 current owners and 500 previous owners. “The survey findings provide insights and valuable information for mortgage professionals about their future clients and their needs,” says Nathalie Fredette, vice-president, Client Relationship Management. “It brings awareness amongst the industry and contributes to financial literacy by helping Canadians make informed and responsible homebuying decisions.” Other areas addressed in the survey were housing expectations, financing and saving for a down payment.
