2017 could be your window of opportunity. Skyrocketing real estate prices – particularly in Vancouver and Toronto – dominated the headlines in 2016. But that story could change. According to ReMax’s Housing Market Outlook for 2017, home prices across Canada are expected to rise by two per cent – that’s right, they’re still on the up-swing, but at a much slower pace than we’ve experienced in recent years. In 2016, Greater Vancouver saw average home prices increase by 13 per cent to $1.02 million, while in Greater Toronto that magic number jumped 17 per cent to $725,857. Single-detached homes here are well into the millions. Demand remains high in both urban centres, but limited inventory in the freehold market, the new 15-per-cent foreign buyer tax in Vancouver, and the mortgage rule changes implemented by the federal government are expected to slow activity in the short term. This is good news for hopeful homebuyers, and there are many. Home ownership remains a priority for Canadians, according to a recent ReMax survey conducted by Leger. Fifty-three per cent of respondents expressed intent to purchase a home, and 47 per cent intend to do so in the next five to 10 years. If you’re among them, start planning your purchase now. Explore locations and different housing options. An open mind is your greatest asset.

Property Profile | TUDOR HOUSE

cover story

Tudor House Timeless British Rowhomes SOUTH VANCOUVER: a neighbourhood in the midst of transforming into a vibrant, contemporary community while still retaining its cherished charm and authenticity. There’s a timeless allure to the tree-lined streets here — a sense of place that simply feels good. Now there’s an exciting opportunity to purchase a brand new home in this sought-after community. Tudor House is a collection of just 15 rowhomes located on West 63rd Avenue, so it’s near Cambie but still feels quiet and tranquil. And for growing families, this location is in the catchment area for top-ranked schools ranging from a bilingual Montessori School to the acclaimed IB program at Sir Winston Churchill Secondary. 18 YPNEXTHOME.CA

Timeless design Tudor House is designed by Jim Bussey, founder and principal of Formwerks Architectural, a company with almost three decades of history creating exceptional homes throughout Shaughnessy, Point Grey, Kitsilano, Dunbar, and the Westside. Known for their powerful, distinctive architecture, Formwerks is proud to be a trendsetter — a company that transforms neighbourhoods. Three years ago, their Winona Park development was the first to introduce family-sized townhomes with the warm, classical look of French Chateau architecture to the neighbourhood — a premium style usually associated only with single-family living. The project sold out earlier than anticipated, and since then,

other developers have acquired land in the same block where they also plan to build townhomes — a true testament to the neighbourhood’s desirability. “This year, we’re excited to introduce our next project — Tudor House — to the area,” Bussey says. He believes it’s the combination of many things — like pitched roofs, the location of windows and doors, robust timber and brick details, wood stairs, rich contrasting colours, and strong accent lines — that give Tudor architecture its timeless appeal. He adds that historically, Tudor was the first architectural style to focus on creating a truly livable home. “It’s not just about how many bedrooms or the number of bathrooms. It’s about features and functionality — the extra powder room, the utility sink next to the laundry, the built-in bookshelves, linen closet and space for a nursery. Homebuyers today want more than a place to sleep, cook and eat. They

want a home that offers everyday comfort and convenience — so it’s creating those details that sets us apart from other communities.”

Single-family style Inside, Tudor House is designed with many of the design details typically associated only with custom residences. Kitchens are spacious — as wide as 17 ft. — and feature many thoughtful extras like full-height pantries and double French door fridges. It’s all about meeting the needs and desires of homeowners who love to cook. Master suites are, in a word, spectacular. Occupying the entire top floor, these private retreats include not only a massive

walk-in closet and spa-inspired ensuite, but also a spacious den that could be used as a home office, nursery, or anything else your imagination can create. Master bedrooms are also sized to easily accommodate a king-sized bed plus night tables, a dresser and comfy armchairs. Here’s yet another feature you seldom find: every one of Tudor House’s three- and four-storey townhome has its own, private rooftop terrace where your toughest choice might be deciding whether you prefer an early morning coffee to watch the sunrise, or a glass of your favourite vintage to watch the evening sunset. But then, after all, choice is good.

Discover more Tudor House offers spacious threebedroom and three-bedroom-plus-den townhomes ranging from 1,700 to 1,800 sq. ft. and will be located at 459 West 63rd Ave. (between Cambie and Yukon) in Vancouver — just two blocks from the Marine Drive Canada Line and the expanding amenities along Cambie. The grand opening takes place on Jan. 21 at the Tudor House sales gallery, 3 – 1151 West 8th Ave. So, mark your calendar and stop by between noon and 4 p.m. to see it for yourself. Neighbourhood Profile | MARPOLE

Marpole By Diane Duflot

MARPOLE IS A MOSTLY residential

neighbourhood on the southern edge of the City of Vancouver. Its borders are Angus Drive to the west, 57th Avenue to the north, Ontario Street to the east and the Fraser to the south. It has seen much change over the years, largely due to the construction of the Oak Street Bridge and the Arthur Laing Bridge, leading to the southern suburbs via Highway 99 and Vancouver International Airport, respectively. Lifestyle: This neighbourhood has a strong sense of history, particularly within its aging population. Archaeologists have found evidence that Marpole was inhabited as far back as 3500 B.C. This is also one of Vancouver’s oldest settlements, which was called “Eburne Station” in 1860. The area received another boost when the Lulu railway and the BC Electric

20 YPNEXTHOME.CA

interurban train were built in 1908, increasing its accessibility to and from other areas of the Lower Mainland. The vibe: Marpole is a juxtaposition of contradictions: not only does the combination of young students and senior citizens contribute to this feeling, but there so does the pairing of quiet residential areas dotted with ample greenspace with the major arterials that run through the city. Plans to bridge the areas that feel somewhat cut off from each other due to being bisected by busy streets are in the works. Meet the neighbours: The 2011 census recorded Marpole’s population as 23,832 and the median age as 41.6. Because this neighbourhood is a high-traffic area,

it’s less expensive than most areas of the city, and students and seniors are taking advantage of the prices here, as well as many new Canadian. There are also several seniors’ homes in the neighbourhood. The area appeals to the “day trippers” and “night owls” who enjoy the proximity to not only the downtown core but also the vibrancy of nearby Richmond. Marpole is an eclectic mix of residents that have come together to form a real community. In the area: The shopping in Marpole is along the Granville corridor, and although it is mostly smaller, independently owned shops, they are also some larger chains stores here. The lower mainland’s oldest community centre, Marpole Oakridge Community Centre, is located in this neighbourhood, too. There

Hot Spots

is also plenty of greenspace in Marpole: Winona Park has three terraced fields for football, Ebisu Park boasts a climbing rock and Oak Park features basketball courts and water park. Planes, trains and automobiles: Marpole is very well served by public transit, since many of the buses that serve the Lower Mainland’s suburbs pass through here. Although there are major arteries leading out of Marpole, these tend to get congested at rush hour, so it might be best to take TransLink if you will be travelling at that time. Since it is also directly across from the Vancouver International Airport, it’s easy to catch a flight from here.

Quick Facts » Most common housing type: lowrise buildings 47%, single-detached 25%, detached duplex 11% » The neighbours: 45% homeowners, 55% renters » Average household income: $70,291

Real Estate Market Given its central location, Marpole is relatively inexpensive. There’s a real mix of retail stores and restaurants here, but finding some reasonably priced goods or food shouldn’t be too much of a challenge.

Street Corner There’s a strong sense of community here. The people on my street know each other and we take care of each other. It’s a great place to live! –Jane, server I’ve lived in Marpole my whole life, and at my age, I don’t plan on moving. It’s gotten busier over the years, but I don’t mind. I love being near the action. –Martha When I was looking for an apartment, I looked around quite a bit. I could afford to live here, it was a quick commute to school and I like this neighbourhood. –Alec

Advice | MIND OVER MORTGAGE

A year in mortgages: Changes and impacts in 2016

By Alisa Aragon

MORE ADVICE ONLINE ypnexthome.ca/news/advice

THIS PAST YEAR, homeowners and purchasers witnessed significant changes in lending guidelines impacting the housing market. Here are some key dates

February 15, 2016: Increase in down payment The minimum down payment for new insured mortgages increased from five to 10 per cent for the portion of the house prices above $500,000 up to $999,999. The five-per-cent minimum down payment for properties up to $500,000 remained unchanged. Also, the changes allowed for the use of 100 per cent offset should the home have a legal suite. This was great news for Vancouver and Toronto, where housing costs surpassed $1 million. While the down payment requirements changed, homebuyers purchasing a newly built home were exempted from paying the BC Property Transfer tax, regardless if they were first-time homebuyers with a purchase price of $750,000 or less. August 2, 2016: Additional Property Transfer Tax for Foreigners The BC government introduced an additional 15-per-cent tax on residential property transfers to non-residents or foreign corporations for properties in the Greater Vancouver Regional District. The additional tax applied to all applicable transfers registered with the Land Title Office on or after Aug. 2, 2016, 24 YPNEXTHOME.CA

regardless when the contract of purchase and sale was entered. This has been a huge challenge for foreigners who purchased pre-sale properties. October 17, 2016: Mortgage “stress test” The mortgage qualification for insured mortgages with variable or fixed interest rates, regardless of the term, must now qualify at the Bank of Canada’s posted rate, which currently sits at 4.64 per cent. However, the borrower’s actual mortgage payments are still based on the contract rate offered by the lender. This change meant homebuyers qualify for a property of approximately 20 per cent reduction in value. In simple terms, a buyer who qualified to purchase a $650,000 property would now, under the new mortgage rules, only qualify for a property priced at $504,000. The new mortgage stress test doesn’t apply to: » mortgage loan insurance applications received before Oct. 17, 2016 » if the lender made a legally binding commitment to make the loan before Oct. 17, 2016; or » the borrower entered a legally binding agreement of purchase and sale for the property, against which the loan is secured before Oct. 17, 2016. Another change that took effect involves reporting which property is the principal residence to be exempted from paying capital gains. Starting in 2016, there is a form in the personal income tax return to fill out. This has been done so house flippers pay their share of income tax on monies earned by buying and selling homes. This also applies to foreign residents, when they sell property in Canada – even when a family member may have lived in it. They are now required to pay capital gains. November 30, 2016 – Tighter mortgage insurance rules Mortgages that lenders insure for conventional mortgages are now required to meet the same qualifying criteria that previously only applied to high-ratio insured mortgages. Are are the requirements: » properties must be owner-occupied, while rental properties are not excluded » the maximum amortization period is 25 years » the maximum property purchase price is $999,999 or less » a minimum credit score of 600 » maximum gross debt service of 39 per cent of homebuyer income and a total debt service of 44 per cent, calculated by using the Bank of Canada’s conventional five-year fixed posted rate. Considering all the changes that have occurred, and that interest rates have gone up, borrowers can still get near record-low interest rates. To put it in perspective, in 2008, fixed rates were 5.99 per cent. This is still much higher than the current qualifying rate of 4.64 per cent. The new mortgage rules have created a lot of confusion for both the industry and homebuyers. In light of these changes, it is now even more important to consult a mortgage expert, who can provide you with the latest information, and ensure you get the best lender and rate based on your individual needs.

Are micro condos still #trending? You bet they are! By Lydia McNutt ARE MICRO CONDOS still a thing, or a

thing of the past? Well, if you’ve been keeping up on real estate prices in Canada, then you already know that condo is king. So the real question is, how “big” is micro living? Housing costs continue to soar in Canada’s priciest real estate markets – in spite of provincial and federal action to slow activity in Vancouver and Toronto. This has left many hopeful homebuyers priced out of the average detached home market. Even larger condo units are picking up in price.

Housing costs rising, lowrise construction falling, and the come-back of condos According to ReMax, 2016 saw the average home price (across all housing types) increase 13 per cent in Greater Vancouver to $1.02 million, with the average detached home well into the millions. Those numbers are only expected to climb in 2017. What’s falling, however, is the number of new single-detached homes being built in Canada, with their numbers on a downward trajectory since 2009, according to Canada Mortgage and Housing Corp. (CMHC). High demand coupled with low supply leads to rising costs. CMHC predicts condo construction starts to drop in 2017, due to an increase in completed and unsold condo units in 2016, and a smaller pool of first-time homebuyers – a result of more stringent mortgage lending rules. But looking ahead to 2018, the national housing agency calls for a rebound in condo construction starts, thanks to growing demand for this more affordable housing option. 34 YPNEXTHOME.CA

Less home, less cost According to Barbara Lawlor, president and CEO of Baker Real Estate Inc., condos will always be a hot item in expensive housing markets, like Vancouver’s – all sizes and configurations, but particularly micro condos, thanks to their micro price. Lawlor points out that Canada is fairly new to micro condos. “In places like Hong Kong, Japan and Europe, developers have been offering micro condos for many years. In addition, some cities in the U.S. including San Francisco, Boston, Washington and Austin are home to numerous micro suites. I saw online that in Seattle, there is a 90-sq.-ft. micro condo, which makes 300 sq. ft. sound pretty spacious.”

MORE TRENDING ONLINE ypnexthome.ca/news

“Efficient floor plans that might be located in a neighbourhood they haven’t considered before.” Developer Urban Capital launched downtown Toronto’s first micro condo, Smart House, a few years back, and with great success. Urban Capital’s David Wex agrees that the rise of micro condos is a direct response to affordability issues, and it has led to a new way of life. He echoes Brown’s sentiments that new design is all about efficiency. “It’s basically about redesigning the elements in our condos to make sure they are highly efficiently designed, in order to make small spaces work as best they can, allowing them to feel and function like larger spaces. The goal is to deliver super-efficient spaces at an affordable price.” Wex adds, “you can see all elements around us changing to suit this new reality.”

From your four walls to what’s between them, small is here to stay

The new normal Whether by choice or by force, Millennials have adopted a prevailing “less-is-more” lifestyle. “Today’s young people are used to a more minimal existence than their parents and grandparents, and new immigrants are used to compact apartment-style living,” Lawlor notes. The result is smaller vehicles parked in the smaller parking spaces of smaller homes. On a grander scale, it’s a shift in thinking by end-users and developers alike. According to Scott Brown, president of Fifth Avenue Real Estate Marketing, “For many first-time buyers, small is going to be the new big,” he told YP NextHome writer Susan M Boyce, in his 2017 market forecast.

Jane Lockhart, principal of Jane Lockhart Interior Design, has branched off in this micro direction as well, with her own line of Jane by Jane Lockhart condo furnishings. So, how does designing “small but sweet” differ from the old mantra of “bigger is better”? “One word: multifunction,” Lockhart says. Like the homes themselves, “Furniture in small spaces can serve more than one purpose. Benches, ottomans, even chaises can be adapted to hold storage; chairs can become single beds. Reconfiguring and readapting to serve more than one function is the way of the future.” Whether we’re talking tiny homes, or the miniature tables and chairs to fill them, looks like micro living is here to stay. A YEAR IN REVIEW

NEWSMAKERS OF 2016 By Lydia McNutt

When it comes to Canada’s real estate landscape, 2016 certainly had its ups and downs. Here are our top 10 newsmakers of the year – some good news, some bad news, but all essential reading for the smart homebuyer in 2017.

VANCOUVER

1984: $113,722 2016: $897,158

If you’ve been keeping up on the real estate headlines in 2016, then you already know that a big newsmaker was the rising home prices. Markets such as Greater Vancouver and Greater Toronto saw the price of an average detached home skyrocket to more than $1 million. Semis, townhomes and condos also made big gains. With 2016 being a leap year, we analyzed home price growth in four-year intervals, dating back to 1984, market by market. Strong historical home price growth might be expected, given that real estate is a proven performer over the long term. But looking at the growth in these four-year windows shows some pretty staggering appreciation. Here are the average prices in Canada’s biggest markets, across all housing types:

2 BC implements foreign buyers’ tax While on the topic of rising home prices, the British Columbia government introduced a controversial 15-per-cent property transfer tax on foreign nationals who buy real estate in Metro Vancouver, with the aim of curbing low vacancy rates and reigning in the out-of-control home prices. So, why the controversy? Also known as Bill 28, the new tax was criticized by the real estate industry due to: 1. lack of industry consultation and no warning that this was coming down the pipe; 2. the size of the tax; 3. a lack of a grandfather clause, which left many pre-sales buyers on the hook and introduced unnecessary uncertainty into the market; 4. and how the government failed to take into account the fact that it appeared that the market was slowing down previously, regardless of the new tax. The new tax took effect on Aug. 2, but as of Dec. 2, the Greater Vancouver Real Estate Board reported that home buyer and seller activity remained near historical averages.

Again, rising home prices and low lending rates prompted our third newsmaker of 2016 – the mortgage stress test. On Oct. 17, the federal government implemented changes to Canada’s mortgage lending rules to help reduce the risk of a housing market crash. Under the new rules, homebuyers with a high-ratio mortgage (which is required when buyers have less than 20 per cent of the purchase price) must qualify

around the world – the ripple effect was immediate. With the election results revealed, Citizenship and Immigration Canada’s website crashed due to a traffic surge. Could our American neighbours be planning a move to Canada in an attempt to escape Trumpdom? But it’s not as easy as packing your bags and taking a road trip. The Government of Canada plans to welcome 300,000 immigrants in 2017. Of

these, 172,500 will be taken in on economic grounds, which includes applicants and accompanying family members in federal and provincial programs, business immigrants, caregivers, and skilled workers and business immigrants. Another 84,000 will be family members of existing residents. Then, 40,000 will be refugees and protected

at a rate that is much higher than what is currently being offered by mortgage lenders. At the time of writing, the best rate for a five-year fixed mortgage was 2.34 per cent (source: Rate Hub). Under the new rules, buyers would have to qualify at the Bank of Canada’s benchmark rate of 4.64 per cent. This, all in an effort to shield highly indebted Canadians from spending more than they can afford in a more realistic rate environment.

PM Justin Trudeau’s 2016 Budget

Wait a minute… We had a little election of our own recently, didn’t we? Since revealing his inaugural 2016 Budget, we thought it might be a good time to grade this former teacher and Canada’s current PM, Justin Trudeau, on his housing promises – and delivery. We looked at the Home Buyers’ Plan, rental/affordable housing, and housing policy. So, how’s he doing? C– Time to hit the books, Mister Prime Minister.

7 CMHC raises the red flag on Canada’s housing market This was all over the news before Canada Mortgage and Housing Corp. (CMHC) even made the official announcement. The federal housing agency upgraded its risk rating for Canada’s housing markets from “moderate” to “strong” in its Housing Market Assessment, citing problematic conditions overall due to four key factors: 40 YPNEXTHOME.CA

6 Rogers Real Estate drops $1.5 billion on downtown Mississauga development Rogers Real Estate will be developing a vacant, prime piece of property in downtown Mississauga, Ont. into a 10-tower, 15-acre, 4.3 million-sq.-ft. masterplanned community that will also include more than two-acres of public parkland. The cost? A whopping $1.5 billion. Dubbed M City, this will be the first major residential condominium development by the Rogers family. The project has been quietly in the works since 2007, when Rogers Real Estate enlisted developer Urban Capital Property Group to manage the process of turning this long-held family asset into a legacy community.

1. over-heating, when sales greatly outpace new listings in the market for existing homes; 2. acceleration of housing prices; 3. over-valuation of house prices in comparison to levels that can be supported by housing market fundamentals; and 4. over-building when the rental market vacancy rate and/or the inventory of new builds that are unsold is elevated. Of Canada’s 15 major markets assessed, nine – or 60 per cent – showed

moderate or strong evidence of overvaluation, seven showed evidence of overbuilding, and four showed evidence of price acceleration and overheating. CMHC highlighted that this problem isn’t exclusive to Canada’s priciest markets – Toronto and Vancouver – but is slipping into the suburbs. For example, check out the price growth in Victoria, Abbotsford, Kelowna outside of Greater Vancouver, or Greater Toronto’s Hamilton, Oshawa and Barrie communities, which are also experiencing double-digit gains.

Fort McMurray wildfires

Top 50 real estate investment cities

A wildfire had been reported southwest of Fort McMurray, Alberta on May 1. That, in itself, is not unusual. Fort McMurray is an area in the Regional Municipality of Wood Buffalo in northeastern Alberta, surrounded by the Athabasca oil sands and Boreal forest. By May 3, the fire had quickly spread through the town, destroying 2,400 homes and buildings and forcing Alberta’s largest wildfire evacuation. The fires continued to burn across northern Alberta and into Saskatchewan. When they were finally deemed “under control” on July 5, it was two months, 1.5 million acres, and a cost of $3.58 billion – the costliest insured natural disaster in Canadian history, as per the Insurance Bureau of Canada. The effect on real estate in The Prairies was doubly dark, adding to the area’s existing economic woes due to prolonged low oil prices.

For those looking to invest in Canadian real estate, the talented editors of our sister publication, Canadian Property Investor, pinpointed the top 50 investment hotspots based on vacancy and rental rates for a two-bedroom unit, complemented by data on population, employment and wage growth, average home prices and economic development. What should our National Housing Strategy look like? Wrapping up our list for 2016, but perhaps tops for 2017, the National Housing Strategy is a biggie. The federal government recently kick-started efforts to begin building a National Housing Strategy that addresses issues, from affordable housing to rental housing to home ownership, and create a plan that is equitable across differing economies, markets and conditions. This resulted in consultations with provincial bodies, industry experts and others – including everyday Canadians. Job 1: tackle the affordable housing issue. The hope is that the consultative process – dubbed “Let’s Talk Housing” – yields solutions that make more sense than unilateral policy changes, such as the latest round of mortgage rule changes. We’ll see what the new year brings on this front.

2017 real estate trends and forecasts Industry insiders chime in by Susan M Boyce

IT’S BEEN A WILD RIDE for everyone

involved in Metro Vancouver’s housing market during the past 12 months. Skyrocketing prices, plummeting supply, and a return of frenzied, opening day lineups and camp outs — 2016 had everything to create a perfect storm. Even veteran real estate analyst Michael Ferreira, principal of Urban Analytics, described it as “one of the craziest years ever.” True, there were some brakes — both actual and potential — applied as well. New regulations for mortgage qualification, Vancouver’s 15-per-cent foreign buyers’ tax and proposed vacant home tax, plus the results of the Nov. 8 US presidential race all translated into headlines ranging from shock to fear to pure outrage. But despite the drama of last year, in looking ahead to 2017, most industry insiders see opportunity and continued growth. Presales continue to soar “There’s been a lot of media noise about how the 15-per-cent foreign buyers’ tax is affecting single-family prices, but no one’s reporting about its impact on the presale condo market — which so far seems to be negligible,” says Karen West, sales and marketing director with Boffo Developments. Tracie McTavish, president of Rennie Marketing, agrees. “The media relies on stats from the real estate boards — stats that accurately cover the resale market but not presales, which have never been busier.” He cites two examples. Primrose on the Cambie Corridor sold all 78 units in less than two weeks for approximately

20 per cent more than the most recent comparables. And in West Vancouver, Grosvenor Ambleside was 50 per cent sold in just 10 days at prices he describes as “the highest per square foot that I can remember in my 36 years in the real estate industry.” Looking ahead, Ferreira anticipates there will be no significant decrease in presale demand in 2017. However, he does suggest that with more projects coming to market, buyers will likely feel a much-needed easing of pressure to buy now or miss out. While he stops short of suggesting instant sell-outs and opening day line ups in desirable areas will be a thing of the past, he does predict price increases will likely flatten — good news for buyers, perhaps not so much for sellers.

Political posturing Surprisingly, an argument is emerging that the Trump presidency could actually bode well for Canada’s housing market in general, and for Vancouver’s in particular. Metro Vancouver’s reputation as a safe, beautiful and sophisticated location won’t change, although a pipeline-friendly America could trigger some inter-provincial migration back to Alberta if employment opportunities reappear. But most insiders agree that on the global stage, living north of the 49th has an allure that will continue to tip the scales in favour of Canada. Few, however, are willing to comment on the upcoming provincial election. “From history, NDP governments have not had a positive impact on the BC economy,” Ferreira

says, adding the caveat that not everyone in the industry has been happy with some of the policies the Liberals have introduced. “I suspect that as we approach the election, we may see a softening in the market, but after that… it’s a wildcard.” Size matters When it comes to size, two diametrically opposed trends will continue gaining traction in 2017. “For many first-time buyers, small is going to be the new big,” says Scott Brown, president of Fifth Avenue Real Estate Marketing. “Efficient floor plans that might be located in a neighbourhood they haven’t considered before — gee, it’s not my father’s Oldsmobile.” The other trend is larger homes aimed squarely at urban-savvy downsizers who want space for the family entertaining they enjoy plus the convenience of lock’n’go, single-level living and the luxury they’ve given up while raising a family. Brown points to The Belmont in Murrayville, which was 60 per cent sold in six weeks. And even though these condominium homes were designed to be larger than average, a

surprising number of buyers chose to accept the option of combining two units into a single, doubly spacious home. Going forward Looking ahead, there appears to be a subtle but undeniable optimism about the 2017 residential market.

“Either the media will convince buyers that the market is not as buoyant as they want to believe, or buyers will realize the downturn they’ve been waiting for isn’t going to happen and decide to purchase now rather than wait,” McTavish says. “I believe the sheer willpower [to own a home] is going to overpower the naysayers.”

Foreign ownership of Canadian real estate low: CMHC Report shows highest rates of foreign ownership in Vancouver and Toronto

THE SHARE OF FOREIGN ownership of

condominiums in Canada’s central metropolitan areas remains low, according to two Housing Market Insight reports from Canada Mortgage and Housing Corp. (CMHC). “Foreign ownership is just one factor influencing Canada’s housing markets – but it’s an important one that continues to gain attention,” says Bob Dugan, chief economist at CMHC. “Our studies show that the share of foreign ownership remains low and concentrated in newer, larger buildings located in the cores of major cities like Vancouver, Toronto and Montreal. We continue to work with our partners in finding new ways to bring this important story into sharper focus.” In the national report, CMHC found foreign ownership of condominiums was highest in Vancouver and Toronto, at 2.2 and 2.3 per cent, respectively. However, both markets saw a decline in share of foreign ownership compared to last year. Other highlights include: » The 2016 shares in both Vancouver and Toronto were more in line with those in 2014. The relatively higher shares observed in 2015 were due to an unusually high proportion of foreign ownership in newly constructed condominiums that year relative to 2014 and 2016. » Foreign ownership in Montreal remained relatively stable at 1.1 per cent. Foreign ownership remains higher in Downtown Montreal and Nuns’ Island, at 4.3 per cent.

MORE TRENDING ONLINE ypnexthome.ca/news

» Outside of these CMAs, the share of foreign owners ranged from a low of 0.2 per cent in Saskatoon and Regina to a high of 1.2 per cent in Halifax. » Foreign ownership continues to be higher among newer and larger buildings in the central areas of Toronto and Vancouver. In Toronto, the share of foreign ownership rose to 3.9 per cent in buildings completed since 2010 and in buildings with more than 500 units, it rose to 5.5 per cent. In Vancouver, newer buildings saw a five-per-cent share of foreign owners, while buildings with more than 100 units reported 3.2-per-cent share of foreign owners. What was your home worth on July 1? It matters for 2017 THE RED-HOT VANCOUVER MARKET is showing very

few signs of slowing down anytime soon. According to a new release from BC Assessments, homeowners in the Greater Vancouver area can expect a “significant increase” in the assessed values of their homes, ranging from 30 to 50 per cent for single-family homes. Home values in 2017 will reflect what was happening around the company’s uniform valuation date of July 1. According to Assessor Jason Grant, “The preliminary market analysis for 2017 property assessments indicates significant increases over last year’s assessment values… Increases of 30 to 50 per cent will be typical for single-family homes in Vancouver, North Shore, Squamish, Burnaby, Tri-Cities, Richmond and Surrey. Typical strata residential increases will be in the 15 to 30 per cent range.” The 2017 property assessments will outpace Greater Vancouver’s 2016 valuations, which saw an increase between 15 and 30 per cent compared to the previous year, while urban residential strata units were up a modest 10 per cent. While the projections are astounding, most Vancouver residents have grown accustomed to increasing property values. When analyzing Greater Vancouver’s historical home price growth, the area has experienced 59-per-cent growth from 2004 to 2008, and continued to climb 23 per cent from 2008 to 2012, as well as from 2012 to 2016. The Greater Victoria area is also projected to experience considerable growth. “Increases of 10 to 40 per cent will be typical for single-family homes in Victoria, Saanich, Sidney and Oak Bay. Typical strata residential increases will be in the five to 25 per cent range,” says Acting Assessor Christopher Whyte. The report also noted that these increases will not be exclusive to residential properties. Commercial and industrial properties will also see a 10- to 30-per-cent increase. Commercial spaces purchased with the intent of redevelopment will likely exceed this range. Each year on July 1, BC Assessment estimates the market value of properties in B.C. The organization’s professional appraisers analyze current sales in the local area, as well as the property’s size, age, quality, condition, view and location. The report notes that analyzing the market on the same date 62 YPNEXTHOME.CA

every year “ensures your property’s assessed value is fair, equitable and uniform compared to the other properties in your community and across B.C.” “It is important to understand that large increases in property assessments do not automatically translate into a corresponding increase in property taxes,” Grant notes. “Your taxes are actually affected by your assessment changes compared to the average change in your community.” All B.C. property owners will receive their annual property assessment notices in early January 2017. Homeowners with properties experiencing significant assessment increases that exceed the typical range of change would have received notifications in December.

Advice | CONDO SENSE

Condo and townhome pre-sales on the rise New Year’s resolutions? Add home ownership to the list

By Cameron McNeill

MORE ADVICE ONLINE ypnexthome.ca/news/advice

THE FIRST QUARTER OF 2016 was a banner year for Metro Vancouver’s real estate market. Following the record highs of this past spring, the market has been moving toward more normal activity. It is great to see a return to a healthier housing market for homebuyers.

Market snapshot and 2017 condo trends In August, the government announced new housing policies to help cool down the market, including the 15-per-cent foreign buyers’ tax, mortgage stress test and vacant home tax. Prior to the new policies, the multi-million-dollar singlefamily home market was starting to slow down, and will continue to experience slower sales rates and likely downward price pressure on higher-end homes in the new year. New pre-sale developments remain active – particularly in the condo and townhome market, with close to 70 per cent sold since August. In 2017, the presale market will experience a trend toward transit-oriented communities, which have been undergoing major revitalization. Keep neighbourhoods and new town centres such as Metrotown, Edmonds, Brentwood, Cambie Corridor and Coquitlam on your radar. These vibrant urban hubs will see upgrades from parks and recreation, retail and dining to infrastructure enhancements. 64 YPNEXTHOME.CA

In 2017, new town centres will start to emerge in transit-oriented communities like Simon by Otivo in West Coquitlam. A collection of 64 modern homes, Simon is a five-minute walk from the new Evergreen Skytrain Line with access to shopping, restaurants, groceries, parks, and schools.

Even if you aren’t in the market for a new home, a visit to a pre-sale presentation centre can be a great way to learn more about changes coming to an area. You may be pleasantly surprised to find new public amenities and upcoming transformations that will benefit the local community. The road to New Year’s Resolutions As you start to think about New Year’s Resolutions, consider putting home ownership at the top of your list for 2017.

A successful home purchase, like any other significant life event, requires preemptive planning, whether you’re a firsttime homebuyer, starting a new family, or seeking to downsize or upgrade. Where do I start? Planning for ownership can be overwhelming, but it doesn’t have to be. First, define your end goals. Whether you want to eventually move into a familysized home, be mortgage-free within 15 years or generate income, understand

July to October 2016: The Greater Vancouver sales-to-listing ratio declined since the foreign buyers tax was implemented on Aug. 2, 2016. However, the three-month trend would indicate a levelling off versus a continued steep decline. The market is still active overall — particularly in apartments and townhomes.

what your goals are. With goals in mind, industry specialists such as your realtor, sales representative and financial advisor can analyze your personal situation and help you develop a plan. During the planning process, factor in your finances, lifestyle and career path. Determine the details of your budget for the down payment, fees, taxes and monthly payments such as strata costs to help you make a good financial decision. Research the neighbourhood that best suits your lifestyle. If necessary, make changes to account for this investment so you are still living within your means and don’t over-extend your commitments. A career assessment may be helpful to see how it aligns with your condo completion date. A promotion or bonus can contribute to your savings plan, but be conservative in your estimate. Identify top priorities What’s important to you? Make a wish list of what you’re looking for, and then identify your top three priorities. As you search, you can refer back to this list to help you make a decision

and ensure you select what makes the most sense for your lifestyle. A checklist can include items such as budget, specific features like in-suite laundry or large outdoor space, building and community amenities, areas of high rental demand, or commuting time to work. Other priorities can be seeking an up-and-coming neighbourhood for a starter home, or looking at a long-term investment and income opportunity. Understand your wants and needs for your property and know what items are non-negotiable to help you narrow it down and keep you within budget. Enlist help, start looking, make it happen Once you know what you’re looking for and understand all of the costs associated, enlist some help to follow through with your plan. A few suggestions include: » Register for pre-sale communities in areas that interest you. » Find a realtor you feel comfortable with to help you find the right property and navigate the real estate transaction.

» Start building relationships with bank or mortgage brokers. If buying presale, you may be able to get preapproved and secure an interest rate early. » Identify a lawyer or notary to help finalize the transaction. » Ask the sales representative at the presentation centre for the floor plan and begin planning your space. » Start planning your move and/or post completion activities. There are many online checklists which can help run through everything you will need to do. This will be one of the biggest investments of your life. It’s important to manage your expectations. In the short-run, you may need to make compromises to your monthly budget, savings strategy and/or lifestyle adjustments. In the long-term, although there may be detours or speedbumps, realize your strategy can change with you and still lead you to the end goal. With a normalizing market, now is a great time to consider a new purchase.

Rising household debt a “key vulnerability” in Canada BY LYDIA MCNUTT

THE BANK OF CANADA IS WARNING of rising

household debt and housing prices... again. This familiar theme was echoed in December 2016 and previously, in June 2016, in the Bank’s Financial System Review (FSR) – a twice-yearly report that examines and analyzes Canada’s overall macrofinancial conditions. The Bank highlighted elevated levels of Canadian household debt as a key vulnerability in most Canadian cities, but particularly in Vancouver, Toronto and Calgary. “The most important risk remains household financial stress and a sharp correction in house prices, triggered by a large and persistent nationwide rise in unemployment,” the report outlines. “The likelihood of this risk materializing, however, remains low.” Canada’s overheating housing markets will experience a cooling effect thanks to recent changes to mortgage financing rules and other housing sector policies, “which will dampen activity in the sector and improve the quality of new mortgages,” the Bank reported. The latest round of mortgage rule changes took effect in October 2016 and now require high-ratio mortgages to qualify at the Bank’s posted rate – currently 4.64 per cent – to guarantee the ability to 68 YPNEXTHOME.CA

make mortgage payments in a more realistic rate environment. The new rules also require that the Gross Debt Service ratio (total housing costs including mortgage, taxes and heating) not exceed 39 per cent of a borrower’s gross income while the Total Debt Service ratio (housing costs plus all other debt payments) not exceed 44 per cent. Other policy measures include Vancouver’s new 15-per-cent foreign buyers’ tax and the new vacant home tax. The Bank calculates that 31 per cent of Canada’s high-ratio mortgages issued in the past year would not have qualified under the new rules. The good news is that the new mortgage rules are expected to have the desired effect of reigning in housing market activity and reducing mortgage debt. “While the impact of these measures will be concentrated in regions where house prices are the highest relative to income, such as Vancouver, Toronto and Calgary, they will also have important effects at a national level.”

B.C. HOME Partnership Program priming 2017 as the year for first-time buyers IT APPEARS THAT 2017 might be the year for aspiring homebuyers enter the market, with Premier Christy Clark’s recent announced that the B.C. government is launching a new program to help first-time homebuyers put a down payment on their mortgage. The program is a much-needed saving grace for B.C. residents, many of whom have been priced out of Canada’s most expensive housing market. The B.C Home Owner Mortgage and Equity (HOME) Partnership Program will be launching in January 2017, allowing first-time buyers to apply for assistance with their down payment of up to five per cent of the purchase price of a home. The province is investing a total of $703 million in the first three years, which will help approximately 42,000 households enter the market for the first time. “We believe every British Columbian deserves a place to call ‘home,’” said Premier Christy Clark. “We’ve invested in affordable rental housing, we’ve invested in transitional and emergency housing, and now we’re partnering with first-time buyers to make the purchase of their first home more affordable.” Saving for a down payment is one of the most difficult aspects of buying a home. This challenge is heightened for those living in the Greater Vancouver Area – the most expensive housing marketing in the country, with the average aggregate price of a home reaching $1,098,599 in July 2016. For those looking to get a foot into the home-ownership market by purchasing a onebedroom condo are still under immense pressure to save a considerable amount of money, with prices going as high as $500,000. The new program, however, will help aspiring homebuyers with the challenges of saving for a down payment by contributing to the amount first-time homebuyers have already saved for their down payment, providing up to $37,500, or up to 70 YPNEXTHOME.CA

five per cent of the purchase price, with a 25year loan that is interest-free and payment-free for the first five years. So, for example, if you’re able to conjure up $35,000 for a down payment, you will be eligible to borrow another $35,000 to go towards the down payment for your home – bringing your payment up from $35,000 to $70,000. The program allows buyers to collect the additional funds without having to turn to a financial institution, which would require them to pay interest on the loan. With the B.C. HOME Purchase Program, no monthly interest or principal payments are required during the first five years. Afterwards, homebuyers can start making payments at current interest rates for the remaining 20 years. The loan, however, must be repaid by the time the home is sold, or transferred to another owner. B.C HOME Partnership Program will start accepting applications on Jan. 16, 2017. Homebuyers who wish to apply to the program must meet a set of qualifications. For example, homebuyers must use the property as their principal residence for the first five years, the home must have a purchase price less than $750,000, buyers must be preapproved for an insured highratio first mortgage for at least 80 per cent of the purchase price, homebuyers must have a gross household income not exceeding $150,000, and buyers must have a down payment for at least the amount for which they applied. Once the sale is complete, program funds will be registered as a second mortgage on the property’s title.
