Exercise enthusiasts will find hiking and cycling paths extending in every direction. Nearby there’s an abundance of recreation centres, libraries, schools, and easy transit connections — including the brand new Evergreen SkyTrain line and West Coast Express. And when you do need to head into Vancouver, it’s a bridgeless commute whether you choose Lougheed Hwy, the No. 1 Hwy via Mary Hill Bypass, or prefer the scenic Barnet Hwy through Burnaby. And when you feel like challenging your taste buds, the sheer diversity of ethnic cuisines may leave you breathless: Asian, Thai, Mediterranean, East Indian, and traditional favourites like Earl’s and Papa John’s Pizza. Grab your significant other and check out a flight of hoppy, new flavours at one of the many craft beer hotspots such as Burke Beer House or the Gillnetter Pub.

Editors’ Notes

It pays it buy early in the construction process YET AGAIN, CANADA’S RISING HOME PRICES are making world headlines.

LYDIA MCNUTT Senior Editor Yellow Pages NextHome Email: Lydia.McNutt@ypnexthome.ca Twitter: @LydiasTweets

Canada Mortgage and Housing Corp. has issued a warning for the second consecutive quarter, that overvaluation and the rate of price growth of homes are putting Canada’s economy at risk – particularly in Vancouver and Toronto. Earlier that same week, these two cities also made the news with their ranking among the world’s priciest housing markets – Vancouver taking third place worldwide, and Toronto coming in ninth. Every time I read the real estate market reports and monthly sales statistics, I ask myself: how can first-time homebuyers get their foot in the door? Worry not, there’s a solution looming on the horizon – literally, in the form of new construction. If you’re looking for increased affordability and have some time on your hands, look to the pre-sale housing market – condo, lowrise or otherwise. Oftentimes, builders will offer pre-construction pricing to help kick-start sales and get the shovels in the ground. Aside from that initial break on the bottom line, the buyer also builds equity on their new home, simply by virtue of patience. From the time you buy your house or condo to the time you get the keys, which can take a couple of years, you’ll have earned a good chuck of equity on your initial investment. When all is said and done, Canadian real estate has historically been a good financial investment. Ask your parents how much they paid for their home 30 years ago, and compare that to what it’s worth today. How’s that for incentive to buy?

Problematic housing market conditions for second consecutive quarter FOR THE SECOND CONSECUTIVE QUARTER, Canada Mortgage and

Housing Corp. (CMHC) is calling attention to problematic housing market conditions nation-wide. The national housing agency attributes the elevated risk rating to overvaluation and price acceleration in Vancouver and Toronto, where strong price growth has been sprawling into neighbouring cities like Hamilton and Victoria. House prices in Canada rose seven per cent year-over-year by the end of the third quarter last year, after adjusting for inflation. Interestingly, removing Ontario from the equation would have resulted in flat prices. This analysis is the result of insight from CMHC’s quarterly Housing Market Assessment (HMA), CMHC’s HMA examines the largest 15 housing markets across Canada, and identifies problematic conditions based on four key factors: overheating, when sales outpace new listings on the market; the rate of home price growth; overvaluation of homes; and overbuilding when the rental market vacancy rate and/or the inventory of new builds that are unsold is elevated. The HMA serves as an early warning system, alerting Canadians to areas of concern that are developing in our housing markets, so that action can be taken in a way that promotes market stability. HMA Highlights • Overvaluation and overbuilding remain the most prevalent problematic conditions observed across the 15 centres.

14 YPNEXTHOME.CA

• Overvaluation and overbuilding are detected in 8 centres. • Evidence of problematic conditions has increased in Victoria since the previous assessment due to moderate evidence of price acceleration and overvaluation. • Evidence of problematic conditions has decreased in Calgary since the previous assessment as some housing markets in oil-dependent centres are now rebalancing. • Strong evidence of problematic conditions continue to be detected in Vancouver, Toronto, Regina, Saskatoon and Hamilton. • Evidence of problematic conditions in Ottawa and Atlantic Canada remains weak.

“We continue to detect strong evidence of problematic conditions in Canada,” says Bob Dugan, chief economist at CMHC. “Price acceleration in Vancouver, Victoria, Toronto and Hamilton indicates that home price growth may be driven by speculation as it is outpacing what economic fundamentals like migration, employment and income can support. For this reason, home buyers should ensure that their purchases are aligned with their needs as well as the long-term market outlook.”

CMHC to increase mortgage insurance premiums, again By Wayne Karl

CANADIANS ARE ABOUT TO FACE yet

another potential home-buying hurdle, as Canada Mortgage and Housing Corp. (CMHC) has announced that it is increasing its homeowner mortgage insurance premiums effective March 17, 2017. Unlike the latest changes to mortgage regulations, announced late last year, this newest round is expected to have a minor impact. CMHC says the higher premium will result in an increase of just $5 to the monthly mortgage payment of the average CMHC-insured homebuyer. “We do not expect the higher premiums to have a significant impact on the ability of Canadians to buy a home,” says Steven Mennill, senior vice-president, Insurance. “Overall, the changes will preserve competition in the mortgage loan insurance industry and contribute to financial stability.” “The increase in premiums for high ratio mortgages will have a minor effect on the average Canadian,” James Laird, co-founder of RateHub and president of CanWise Financial, told YPNextHome. “Relative to the rule changes that were implemented in late 2016, this is not a major change. Premiums will be increased for all of those Canadians with less than 20 per cent down, but these premiums are added on to the mortgage and paid off over the life of the mortgage, so the cash required on closing does not change. This change specifically will not impact the borrowing habits for the majority of high ratio clients.” Using RateHub’s mortgage payment calculator, based on an average home price of $730,472 with a minimum down payment of 6.6 per cent (or $48,047), the current premium is 3.6 per cent of the mortgage amount (purchase

price less down payment). For that mortgage amount of $682,425, the CMHC premium is $24,567. With the new premium at four per cent of mortgage amount, the CMHC premium becomes $27,297 – an increase of $2,730. This translates to a mortgage payment increase of approximately $12 per month (based on today’s best rate of 2.44 per cent, amortized over 25 years). If that buyer has an 18-per-cent down payment, the total down payment would be $131,485. At the current premium of 1.8 per cent of the mortgage amount, that buyer is paying $10,782 in CMHC insurance. At the new premium of 2.8 per cent of the mortgage amount, the CMHC premium becomes $16,772 – a $5,990 difference for that buyer. This translates to a mortgage payment increase of approximately $27 per month (based on 2.44 per cent amortized over 25 years), RateHub says. Capital requirements are an important factor in determining mortgage insurance premiums. The changes

reflect the Office of the Superintendent of Financial Institutions’ new capital requirements that came into effect on Jan. 1 of this year that require mortgage insurers to hold additional capital. Capital holdings create a buffer against potential losses, helping to ensure the long term stability of the financial system. Prior to the mortgage rule changes... • The average CMHC-insured loan was approximately $245,000. • The average down payment was approximately eight per cent. • The average gross debt service ratio (GDS) was 25.6 per cent. To qualify for CMHC insurance, a homebuyer’s GDS should not exceed 32 per cent of their total monthly household income. Premiums are calculated based on the loan-to-value ratio of the mortgage being insured. The premium can be paid in a single lump sum but more frequently is added to the mortgage principal and repaid over the life of the mortgage as part of regular mortgage payments.

What’s new? Lighting function, spa-inspired ensuites and well-planned kitchens By Cameron McNeill

MORE ADVICE ONLINE ypnexthome.ca/news/advice

NEW DEVELOPMENTS IN 2017 will

showcase exciting architectural and design elements for the home. We are getting inspiration from some of Greater Vancouver’s designer display suites. Here’s a look at three trends that have caught our attention: Lighting function Looking around you’ll see great lighting trends. Take notice of the fixtures in each room and how the lighting works with the space, colour scheme and furniture. The quality of light is important for any space, from its function to setting the mood. The Kirkland luxury homes in Kerrisdale feature modern and elegant fixtures in the bathroom, and thoughtfully placed vanity lighting solutions for your beauty routine. Like The Kirkland, expect to see more thoughtful lighting options in homes. Spa-inspired ensuites Spa-inspired ensuites have been on our radar for quite some time, but we continue to see more and more features become standard across the market. Contemporary master ensuites now feature in-floor heating, frameless glass showers with tiled shower bases, and towel warmers. The high-end bath at Calla at The Gardens by Townline Homes offers practical features including custom-designed mirrored 28 YPNEXTHOME.CA

The Calla at The Gardens in Richmond features a beautiful spa-inspired ensuite

medicine cabinets, heated floors and full-height porcelain tile walls as the backdrop. Some of the city’s more spacious floor plans include beautifully designed ensuites that come with dual sinks, and a mix of open and closed storage providing more personal space. A standalone soaker bathtub inspires deep relaxation at the new luxury residences, Hawthorne by Pennyfarthing Homes. Well-planned kitchens The kitchen, also known as the heart of the home, is also a high-traffic room that requires a well-planned layout. Kitchen design experts are optimizing appliance position to help with efficiency and effectiveness of the space for cooking and daily activities. The

remarkable CresseyKitchen at McKinnon in Kerrisdale incorporates a “chef’s wall” in the kitchen to keep state-of-the-art appliances at eye level and within easy reach while maximizing storage and counterspace. When you visit a presentation centre, walk through the display suites and ask the sales representative about the key design elements to get a better sense of the home and features that cater to your needs.

Neighbourhood Profile | UTOWN@UBC

UTOWN@UBC By Michelle Hopkins

UTown@UBC is a collection of five neighbourhoods, each with its own distinct character and all offering a mix of housing options. Located within the University Endowment Lands, its total land base is 14.13 square kilometres, of which about half is made up of Pacific Spirit Regional Park. Lifestyle There’s an eclectic mix of students, young professionals, upper-end faculty and boomers with deep pockets, as well as retirees. One thing they all have in common – they want to live close to Mother Nature’s playground and they love everything this community offers! From mental challenges to hiking, hanging out with friends in Westbrook Village, or catching a concert at the Chan Centre for the Performing Arts, there is absolutely no reason to be bored living here! 30 YPNEXTHOME.CA

The vibe Residents of all ages and backgrounds say living at UTown@UBC is unlike anywhere else in the Lower Mainland. It’s not hard to see why this jewel of an enclave attracts so many – they are surrounded by gardens, a stunning regional park and the Pacific Ocean. In addition, residents have access to world-class recreational and cultural facilities all within walking distance. It buzzes with film, sport and cultural festivals, and activities yearround, like its popular summertime outdoor family movie night. Meet the neighbours Although its largest population is the over 9,000 university students living in UBC student housing, the other 10,000 or so residents are a diverse mix of faculty, staff and other residents. Those “others” are mostly well-heeled affluent neighbours.

On the other hand, you do have seniors and upwardly mobile young professionals, the newly married, and couples with young children moving into the new condo and townhome developments. In the area Besides a world-class university and an award-winning high school and elementary, there is a childcare centre that provides 700 spaces, making it the largest campus-based childcare provider in North America. You also have numerous beaches and one of Vancouver’s top jewels – the Pacific Spirit Regional Park, which boasts more than 73 kilometres of walking, hiking, biking and riding trails. Planes, trains & automobiles This is one of the most walkable and bikeable communities, yet it is within easy

access to transit as well as several community shuttles. It is the second-busiest transit destination in the province with a whopping 75,000 daily trips to and from UBC. It’s really encouraged that one not travel by car, however, if you must, carpooling or car sharing is your best bet Dollars & sense UTown@UBC is a mix of cheap eats, like Corner Store@bookstore or the Pit Burger Bar, with a plethora of casual restaurants. UBC has been grappling with high housing prices in the neighbourhoods closest to it, and some of the lowest rental vacancy rates for more than two decades. UTown@UBC was born out of those challenges. Although it is still fairly expensive to buy here, there are options – everything form large condominiums and single-family housing to traditional dormitories.

Real Estate Market About 3,200 family housing units, 50 per cent of which are home to UBC students or employees. Apartment, condo, townhome and detached – you can pay from the high $300’s to more than $2 million. The mandate in the creation of UTown@UBC was to create more affordable housing for the students and workforce at UBC. Considering that this is otherwise some prime real estate, the rentals in UTown are competitively priced.

Street Corner “I love living here because it feels like living in a small town within a city.” –Lyndsay, mom and full-time student “I love living next to Pacific Spirit Park’s wooded trails and the Old Barn Community Centre, while also being able to reach downtown Vancouver in 30 minutes.” –Carmen, second-year pediatric medicine student and mother of two “We feel like we are in a self-contained neighbourhood where everything you ever want is right here.” –Chris Mahony, proprietor of Mahony & Sons Public House and resident

Hot Spots Beaty Biodiversity Museum Take in hundreds of dynamic biological collections and exhibits that excite the imagination. The museum attempts to help visitors understand biodiversity, its origins and its importance to mankind. It’s a great place to help shape your children’s love of science. The Chan Centre for the Performing Arts Besides hosting UBC’s graduate students’ commencement ceremonies, the centre offers unique programs, brilliant speakers, as well as artistic and cultural events. Throughout the year, immerse yourself in talks by renowned speakers or concerts by the VSO and UBC School of Music, to name a few. Mahony & Sons Public House After pulling yet another all-nighter of intense studying, students congregate at this popular Irish watering hole for a pint or two, and its wickedly good chipotle coconut mussels. This is hearty and healthy pub fare with a twist. A Guinness-infused soup always hits the spot! Museum of Anthropology The renowned Museum of Anthropology houses one of the world’s best displays of First Nations art in a spectacular building overlooking mountains and the ocean. The Museum hosts truly astounding major temporary exhibits and collections with more than 10,000 objects from around the globe. FEBRUARY 3 - 17, 2017  |  NEW HOME & CONDO GUIDE  31

3 reasons Americans won’t be buying up Canadian homes By Wayne Karl

NOW THAT DONALD TRUMP has been sworn in as the 45th president of the United States, should we prepare for an onslaught of Americans moving north and buying Canadian homes? Don’t bank on it. The “possibility” was well publicized leading up to the election last November, with search terms such as “How to move to Canada” and “How to become a Canadian citizen” skyrocketing on Google during and after the election, even leading to a reported crash of Citizenship and Immigration Canada’s website on election night on Nov. 8. Now, Royal LePage Canada and others are fanning the flames even more. On the morning of the inauguration, the realty firm issued a press release titled 34 YPNEXTHOME.CA

“U.S. Interest in Canadian Real Estate Surges Following U.S. Presidential Election.” “American web traffic on royallepage. ca, the company’s consumer real estate portal, has been highly correlated to recent U.S. political events. U.S.originated sessions surged 329 per cent the day following the election and climbed 210.1 per cent year-over-year the week after Donald Trump’s victory,” the release said. “Looking at the full month of November 2016, U.S. web traffic grew 73.7 per cent year-over-year, when compared to the same period in 2015. This trend continued throughout the remainder of 2016, with American web traffic rising by 40.9 per cent yearover-year during the fourth quarter.”

We can’t blame Royal LePage for publicizing the web search trend. It’s the company’s job, after all, to sell homes. But it’s a bit of a stretch that Canadians should batten down the hatches and prepare for an onslaught of Americans offering wheelbarrows full of U.S. greenbacks for their Canadian homes. (Sorry, Canadian homeowners. And you’re welcome, prospective Canadian homebuyers; prices in some markets are rising fast enough as it is.) Let’s also remember Royal LePage, and every single one if its agent-respondents to its survey, would have a vested interest in a sudden and severe spike in Americans buying Canadian homes. We need a reality check here. Putting aside all jokes about Americans

province has numerous programs,” she told YP NextHome. “As well, we have options for work permits if the person has an employer in Canada, or under NAFTA if they are on the professional list.” Just as Canadians face regulations when wanting to head to the U.S. for employment, there are similar rules for Americans wanting to head the other way. “We also have the labour market impact stream, so employers in many cases must first try to hire a Canadian or permanent resident for the job,” Seligman says. “However, there are many exemptions, including intra-company transfers and NAFTA exemptions.” Even those provisions may change, however, if Trump signs executive orders to renegotiate NAFTA.

TAX ISSUES

crossing the border – in summer – with skis affixed to their car rooftops to hit the slopes and other misconceptions, their fear of their new leadership is no laughing matter. But Americans cannot just pick up and move here, because they don’t like their new president. Here’s why:

IMMIGRATION LAWS Immigration to Canada is complicated, and it depends on a person’s background, according to Robin Seligman, a Toronto-based a specialist in Canadian immigration law, past chair of the Canadian Bar Association and Ontario Bar Association. “We have express entry, and each

Clearly, there are a variety of tax issues to deal with, and certainly legal issues involved in acquiring properties here and moving to Canada. But basic questions can be as simple as, when does a person become a ‘resident’ of Canada for tax purposes? “For U.S., citizens, they will need to deal with various U.S. tax issues as a result of their U.S. citizenship,” says George Dube, a partner at BDO Canada LLP, Waterloo, Ont. “And, they will need to abide by different tax regulations while considered a non-resident of Canada versus as a resident, such as withholding taxes, filing requirements, eligibility for deductions and credits. “It’s quite doable for most, it’s just there are right ways and wrong ways that require guidance from qualified tax and legal professionals. Owning a home for personal use, versus investing in a rental property, from a tax perspective, is easier to deal with, although there are still issues such as changes to the principal residence exemption rules that came about last fall.”

MORTGAGE REQUIREMENTS “Foreign buyers – including Americans – will have a more difficult time qualifying for a mortgage than Canadians,” says James Laird, cofounder of RateHub and president of CanWise brokerage. “The down payment requirement is higher, and there are additional challenges around proving income.” While Canadian citizens and permanent residents have the option of paying a minimum five-per-cent down payment, out-of-country buyers will need to pay roughly 10 times that amount to compensate for their lack of Canadian employment to qualify for competitive financing from an A lender, according to RateHub’s real estate brokerage affiliate, Zoocasa. For those Americans who would manage to pay less than 20 per cent down, they would also need to adjust to a 25-year amortization time-line, rather than the 30-year products available in the U.S. As for Royal LePage’s survey, American interest was primarily focused on Canada’s largest markets, with Ontario, British Columbia and Quebec receiving 72.7 per cent of all U.S. regional page views generated on royallepage.ca Ontario led, with 41.4 per cent of U.S. regional page views directed to the province, with most of the interest (62.5 per cent) in the GTA. British Columbia accounted for 17.4 per cent of U.S. regional page views, though, Victoria – not Vancouver – garnered the most attention, at 32.1 per cent. Provinces affected by recent economic downturns saw minimal interest from American buyers, with Alberta accounting for only 7.6 per cent of total interest, with most of that in Calgary (54.6 per cent) and Edmonton (27.3 per cent). Small but sweet: The homebuy’s mantra of 2017? By Lydia McNutt

MORE ADVICE ONLINE ypnexthome.ca/news/advice

AS THE SAYING GOES, good things come in small packages. In fact, this may be the mantra for many homebuyers in 2017, given the steady rise in real estate prices. National housing affordability hit an eight-year low in the third quarter of 2016, according to the latest Housing Trends and Affordability Report issued by RBC Economics Research. Single-family homes scored a hard-toswallow measure of 49.4 per cent, while condos came in at a more-digestible 35.6 per cent. What does this mean? Those dreaming of the single-detached life in Canada should expect to shell out 49.4 per cent of their pre-tax income – providing they earn at least an “average” income. Sound high? Don’t be mistaken, these numbers are sharply skewed upward by the hot housing markets in Vancouver and Toronto. Vancouver scored 92 percentage points across all housing types, while affordability in the Greater Toronto Area reached 63.7 – the steepest erosion of affordability nation-wide. To cool these overheating markets, Ottawa implemented new mortgage rules late last year, requiring that insured mortgages (those with less than 20-percent down payment) qualify at the central bank’s posted rate of 4.64 per cent. This is the case, even if the rate offered by your lender is lower. When rates do eventually rise, the increase in payments will be manageable. Then there’s your Gross Debt Service 38 YPNEXTHOME.CA

ratio to think about. When applying for a mortgage, the lender combines your total housing costs (including mortgage, property tax and heating) and calculates what percentage they are of your gross monthly income, known as your GDS ratio. Under the new mortgage rules, your GDS ratio must not exceed 39 per cent of your gross income – 10 percentage points below Canada’s average cost of single-detached home ownership, as per RBC Economics Research. “The new mortgage insurance rules may help affordability over time, but 2017 is likely to see a tug of war between these market-cooling policy measures and rising longer-term interest rates, pulling affordability in opposite directions,” Craig Wright, RBC’s chief economist, noted in the report. “The net effect of this on the costs of owning a home is unclear at this point.” Since Q3 of 2016 marked the sixth consecutive time affordability dropped, let’s err on the side of safety and assume that costs will continue rising in the foreseeable future. Forms of home ownership are evolving to survive the storm, so to speak. Increasingly common

are options like secondary suites as sources of supplementary income to help pay off that hefty mortgage debt, and new housing types that are smaller in scale and price – enter the micro condo. Who says the key to happiness is a 2,500-sq.-ft. detached house, anyway? Perhaps your dream home isn’t a house at all. Condo living can afford you the hottest locations, coolest finishes, and five-star luxuries like concierge service, a gym or a rooftop pool, at an affordable price. How much would you pay for a detached house that offers all that? Perhaps on your scale, amenities rank higher than a little extra square footage. Weigh the pros and cons of each housing type, then decide which best suits your lifestyle and budget. You might be surprised at where you end up! Platinum Group of Companies. Just released at Harvest at Bose Farm is a new phase of threebedroom and flex homes with an exciting new floor plan that’s already turning heads. From the street, expansive windows, elegant cement-fiber siding, and ledgestone accents give these homes a unique charm. I pause to admire the majestic mountain views to the north before checking out the fenced yards and inviting entry with trio of textured glass inserts. To my surprise, and delight, there’s also a side-by-side garage. I can’t wait to see inside the showhome.

The life you deserve As I step through the front door, I instantly visualize how I’ll arrange my home office in the ground-floor flex room, but when I step into the main living level with nine-ft. ceiling throughout, I confess I give a sigh of delight. The kitchen island is perfect for entertaining – 10 ft. long with a waterfall finish on both ends. Appliances are KitchenAid – a personal favourite. “And watch this,” says sales manager Luana Matteazzi, remembering my love of all things foodie-oriented. She pushes a button beside the five-burner gas cooktop, and a high-powered, electronic vertical vent slides silently up, ready 42 YPNEXTHOME.CA

to eliminate the most persistent cooking odours — a way-cool feature I’ve only seen in high-end custom homes, until now. In the living room, I discover a dramatic feature wall made from 12-by-24-inch recyclable Italian porcelain tile and featuring an über-modern, lineal fireplace. Windows are big and bright, filling the room with sunshine. And finally, to complete the sense of luxury, a master bedroom with 10-ft. vaulted ceiling and modernist chandelier add an intriguing touch’o’bling – just my style.

Make it your own Need yet another enticement? “Buy now before construction begins, and you’ll get preconstruction pricing,” Luana says. Plus, you can take advantage of Custom Choices — your chance to choose between six different front door colours, two interior colour schemes, two powder-room mirror surrounds, four cabinetry finishes, and two flooring choices. “It’s part of the reason buyers love Harvest at Bose Farm.” The Harvest at Bose Farm presentation centre and display homes are open from 1 to 5 p.m. daily except Fridays, at 16488 – 64th Avenue in Cloverdale. Vancouver’s pre-sale condo market is hot to trot By Lydia McNutt MORE THAN 10,500 NEW CONDO UNITS*

are slated to hit the Greater Vancouver housing market this year, according to MLA Canada’s 2017 Market Intel report – opening up plenty of more-affordable housing options for prospective homebuyers who have been priced out of the single-detached segment. It’s welcome news in the city that has once again taken its usual place atop the unaffordability scale, as per the latest RBC Housing Affordability Report. Vancouver also ranked third least-affordable housing market worldwide in the 2017 Demographia International Housing Affordability Survey, trailing only Hong Kong and Sydney. And most recently, Canada Mortgage and Housing Corp. has issued another warning, flagging Vancouver’s potential housing market risks thanks to overvaluation and the rate of price growth. Greater Vancouver’s hot housing market activity reached its peak in March 2016, followed by a decline before levelling off into 2017. This shift has been attributed to recent provincial and federal policy changes implemented in 2016 – namely the Foreign Buyers’ Tax and the new mortgage rules. While these changes seem to have had their intended effect of cooling Vancouver’s overheated resale market, the pre-construction condo market shows little sign of slowing down. “In December 2016, Vancouver faced a 10-year historical shortage in resale inventory. In addition to this, housing starts are expected to decrease for the next two years with respect to [2016],” Cameron McNeill, co-president of MLA Canada, told YP NextHome. “At the 44 YPNEXTHOME.CA

MORE TRENDING ONLINE ypnexthome.ca/news

same time, we continue to see strong demand with increasing population, both from other areas of the country and internationally, due to our stable economic growth and job creation.” In simple terms, demand continues to outpace supply. 2016 in review Approximately 8,955 condos* were released in Greater Vancouver in 2016. Coquitlam led the pack with the most pre-sale units released – over 1,800, thanks to the completion of the Evergreen Extension in December. More than 87 per cent of the brand new condos released last year in Greater Vancouver were sold, at an average cost of $915 per sq. ft. MLA reports that pre-sales remained strong in the face of the Foreign Buyers’ Tax, with 81 per cent of condos released between August and December 2016 being absorbed. 2017 forecast McNeill expects this demand for pre-sale condos to continue. “With the sheer volume of buyers and lack of housing options, demand will still remain strong for Vancouver homes – especially condos,” he says. “Stability in the single-family market leads to strong demand, and paired with the supply limitations, prices are expected to increase,” McNeill says. While 2016 was a record-setting year, prices are still expected to grow in 2017, though at a much slower pace. “Single-family homes continue to be in high demand and sellers in turn are downsizing into condos, and assisting their children with purchasing a home,” McNeill adds. * Data reported is for concrete construction and does not include wood frame developments.

Advice | MIND OVER MORTGAGE

A little help for first-time homebuyers By Alisa Aragon

MORE ADVICE ONLINE ypnexthome.ca/news/advice

BACK IN DECEMBER, the BC government announced that it would be helping firsttime homebuyers get into the real estate market with its new BC Home Owner Mortgage and Equity (HOME) Partnership program. This will be a welcome relief for some BC residents, especially after the Federal government announced the new mortgage rules this past October. The new HOME Partnership program is particularly important for BC, which has some of the highest home prices in Canada. The new program contributes to the amount that the first-time homebuyer has already saved for a down payment, up to $37,500 or five per cent of the purchase price. The loan will be secured by a second mortgage with no payments required for the first five years. The amortization period for the second mortgage will be 25 years. Payments will start in the sixth year, with monthly payments due at current interest rates. Homebuyers will repay the loan over the remaining 20 years, however they can make extra payments or repay it in full at any time, without penalty. The loan must be repaid in full when the home is sold or transferred to another owner. To be eligible, buyers must be pre-approved for an insured high-ratio first mortgage (mortgage down payment is less than 20 per cent of the home price) and the property must be a principal residence. On the completion date, the funds from the program will be advanced and the loan will be registered as a second mortgage on the property’s title. 46 YPNEXTHOME.CA

The province is investing about $703 million over the next three years to help an estimated 42,000 BC households enter the market. Applications started being accepted as of Jan. 16, 2017. The loans will start being advanced as of Feb. 15, 2017, until March 31, 2020.

How does it work? Once you know you are eligible to qualify for the BC HOME Partnership loan, you: » get pre-approved for a mortgage with the assistance of a mortgage expert or lender; » apply and receive confirmation of eligibility for the BC HOME Partnership program; » find your home and make an offer, subject to financing and any other caveats as per your discretion; » provide your BC HOME Partnership loan commitment to your mortgage expert or lender; » obtain a final approval from the lender and insured mortgage via your mortgage expert; » complete the purchase of your new home and move in.

What type of homes are eligible for a BC Home Partnership loan? » The home must be a legal, self-contained and mortgaged residence (detached, semi-detached, townhomes, condos, etc.) located in BC, with a maximum purchase price of $750,000. » Rental properties and seasonal or recreational properties are not eligible. » The homebuyer must take possession of the home within 30 days of closing and occupy it within six months. » The home must be occupied as the homebuyer’s principal residence for the first five years (or less, if the home is sold).

What’s the application process? » Purchasers need to get mortgage pre-approval from a lender before applying for the BC HOME Partnership loan. » Applicants must obtain a pre-approval letter from their lender and insurer (CMHC, Genworth or Canada Guaranty) before submitting an application. » Application are accepted online to BC Housing.

What happens once an application is approved? » Once the homebuyer has applied online and has been approved by BC Housing, they will receive a homebuyer’s package including a pre-approval letter, a detailed program information and buyer’s checklist, and information to provide to their mortgage expert, lender, real estate agent and solicitor. » The applicant must advise their primary lender that they have received conditional approval for a BC HOME Partnership loan to ensure that the lender will agree to the secondary financing. » Once the applicant has an accepted offer on a home, they must provide BC Housing with the details. They will then receive a conditional loan commitment letter with the amount of the BC Home Partnership loan. The applicant can take this to their primary lender to finalize financing. » The BC HOME Partnership loan approval is a conditional approval only until the final first mortgage insurance underwriting review is conducted and approved.

What is the repayment process?

Who can qualify for the BC HOME Partnership loan? All individuals who will hold both registered and beneficial interests in the home must meet all of the eligibility requirements. These include: » be a Canadian citizen or permanent resident for the past five years; » have resided in BC for the past 12 months; » be a first-time homebuyer who has not owned an interest in a principal residence; » have a gross income of all individuals listed on the title not exceeding $150,000.

The first five years are interest- and payment-free. During this time, the homeowner can make payments or repay the loan in full without a penalty. In the sixth year, interest will start accruing and payments (principal and interest) are amortized over the remaining 20 years. The initial interest rate that will apply on the fifth anniversary will be established in the loan approval letter from BC Housing.

The BC HOME Partnership loan is due and payable in full if... » the homeowner defaults on the first mortgage or the BC HOME Partnership loan; » the homeowner transfers of the home or change of ownership (including addition of a person to title); » the home is no longer the purchaser’s principal residence in the first five years. For more information on the program and help you get started in getting qualified, speak with a mortgage expert. You can also visit online at bchousing.org/housingassistance/bc-home-partnership

Vancouver ranks third most-expensive city in the world

Pacific Boulevard in Vancouver’s Yaletown neighbourhood

WE ALL KNOW THAT VANCOUVER’S HOUSING MARKET is not

for the faint of wallet. Confirming the sky-high costs on a worldwide scale, the 2017 Demographia International Housing Affordability Survey has ranked the city as third most-expensive in the world. The survey examined 92 major housing markets around the world (with a population of one million people or more) and a total of 406 metropolitan housing markets in nine countries – Australia, Canada, China, Ireland, Japan, New Zealand, Singapore, the United Kingdom and the United States, for the third quarter of 2016. The survey rates middle-income housing affordability using the “median multiple,” which is the median house price divided by the median household income. A multiple of 3.0 or less is considered to be “affordable.” Vancouver scored a median multiple of 11.8, making it the third least-affordable housing market in the world, surpassed only by Hong Kong, with an eye-popping median multiple of 18.1, and Sydney, which scored 12.2. Toronto – which is Canada’s second least-affordable housing market and ninth worldwide – has a “severely unaffordable” median multiple of 7.7. Vancouver and Toronto house prices increased the equivalent of a year’s household income in 2016.

“House prices have been rising well above the economic fundamentals in Canada for at least a decade. Vancouver had already developed a severely unaffordable housing market in the first Survey (2004), which has been associated with its urban containment policy, adopted about five decades ago,” according to the Survey, which highlights the city’s most drastic deterioration of housing affordability among major markets, with its median multiple more than doubling, from 5.4 to 11.8. At the opposite end of spectrum, and for the fifth consecutive year, Moncton, NB was Canada’s only market to make the top 10 list of most affordable housing markets, with a median multiple of 2.1.

Located on a tranquil country road and backing onto natural park land, The Crossing has been designed to be a respite from the busy world around it. With numerous walking trails nearby and safe residential streets, The Crossing harkens back to a time when kids played freely, and parents were free from worry.

Advice | DESIGNER ADVICE

7 LUXE LOOKS that won’t break the bank By Yanic Simard WANT TO ELEVATE your condo look

without having to spend a week living in a hotel — or in a construction zone? I’ve put together some of my top tips for giving your home a major boost without tearing open the walls, for a big decor upgrade at any time.

Area rugs » Don’t want to commit to wallpaper? This is where a large area rug comes in to add that sense of richness and texture in a big way. Even if you have beautiful hardwood floors, a large rug adds a layer of new texture (and optionally, a pop of colour) while defining a seating or dining area, with a softness that adds a sense of “home.” When it’s time for change, roll 62 YPNEXTHOME.CA

up the rug and place it in a new space, or resell it as vintage. » Size your rug to tuck fully under the furniture. For the biggest impact, run a custom sized rug from wall to wall, leaving a 12- to 18-inch border of exposed floor. A custom cut, plain, solid colour carpet can achieve this look without breaking the budget.

» Using a grid of 10, 20-by-20-inch frames, you can fill an area over three ft. tall and eight inches wide – perfect for livening up a wall in the sitting area or a hallway.

Layered lighting

» Another way to add the look of wallpaper without the labour is to use a single roll of paper and hang it poster style across one accent wall (for the casual sophistication of a Paris apartment), or cut it to fill oversized gallery frames.

» No amount of pot lights can provide enough even lighting to unlock your space’s full potential. Plug-in sconces with beautiful cords are perfect for flanking a sofa or cabinet, and will help

balance to a heavy furniture piece with some extra light. » Try a long swing-arm sconce to add light over hard-to-reach places, like on a compact desk or over a favourite reading chair.

Headboards » Upgrading to an oversized, upholstered headboard can really fill in the look of a bedroom, especially if you choose an extra-tall style to give some play of height. Many companies supply standalone headboards that can be attached to any bed, so you can make this upgrade without changing your existing frame and mattress. » Choose an oatmeal beige to subtly contrast white walls, or use a royal blue for a restful pop of colour (and leave the sheets clean and white).

Regal mouldings » Whenever possible, now I usually install extra deep baseboards (eight inches plus) in homes to give a high-end European look. You can upgrade just your baseboards to give your walls a new look, or for an even easier solution, simply add an extra strip of moulding above the top of your baseboards to stretch the existing boards a little taller. » Consider crown moulding in places like ceiling coves or windowless bathrooms. It finishes the ceiling in a stately way that lends a sense of history.

Mixed and match » Matching furniture can be pleasant, but can lack personality. Mixing materials and textures lends a sense of energy, so try contrasting opposites like wood versus sleek mirror, or stainless steel against antiqued bronze. This applies to

fabrics too, like leather and wool. » A sofa with two chairs is a classic seating configuration, but there’s no rule that says the chairs have to be the same. Try a low lounger for when you feel like sinking in, and a more formal upright seat for reading or conversation. Blending periods and silhouettes will give your home a little edge.

Flowers » A vase of fresh flowers isn’t only for magazine shoots. A few blossoms can add life to your space. One of my favourite clients would keep vivid carnation blossoms in bud vases and this simple touch gave a sense of care to her entire home. » Blooms in the bathroom are extraunexpected. Add a live tropical orchid to your vanity or perched on a stool next to the shower/tub.

Bank of Canada holds interest rate steady Residential investment tempered by changes to mortgage rules and rising mortgage rates THE BANK OF CANADA has made its first

interest rate announcement of 2017 – and the first since Trump took the presidential election south of the border. As expected, the Bank held its rate steady at 0.5 per cent, noting that uncertainty about the global outlook is undiminished, particularly with respect to policies in the United States. “In our discussions, Governing Council was particularly concerned about the ramifications of US trade policy, because it is so fundamental to the Canadian economy. But we cannot capture these in our projections because they are simply unknown at this point,” Bank of Canada governor Stephen Poloz said in his opening statement at the Monetary Policy Report press conference. The Bank has made initial assumptions about prospective tax policies only, resulting in a modest upward revision to its US growth outlook. Overall, the global economy is strengthening largely as expected and prices of some commodities, including oil, have risen. The rapid back-up in global bond yields, partly reflecting market anticipation of US fiscal expansion, has pulled up Canadian yields relative to the October Monetary Policy Report. In contrast to the US, Canada’s economy continues to operate with material excess capacity. While employment growth has remained firm, indicators still point to significant slack in the labour market. The resource sector’s adjustment to past commodity price declines appears to be largely complete, but negative wealth and income effects will persist. Meanwhile, the Canadian dollar has strengthened along with the US dollar against other currencies, 72 YPNEXTHOME.CA

exacerbating ongoing competitiveness challenges and muting the outlook for exports. Consumption is expected to remain solid, while residential investment will be tempered by previously announced changes to housing finance rules and by mortgage rates that have risen in response to higher bond yields. Federal and provincial fiscal measures are still expected to support growth in 2017. Bearing in mind the important assumptions embedded in its forecast, the Bank projects that Canada’s real GDP will grow by 2.1 per cent in both 2017 and 2018. This implies a return to full capacity around mid-2018, in line with October’s projection. Inflation in Canada has been lower than anticipated since October, mainly because of declines in food prices. Measures of core inflation are below 2 per cent, reflecting material excess capacity in the economy. As consumer energy prices rise and the impact of lower food prices dissipates, inflation is expected to move close to the 2 per cent target in the months ahead and remain there throughout the projection horizon while excess capacity is being absorbed. “In the context of a projection that is largely unchanged, the Bank’s Governing Council judges that the current stance of monetary policy is still appropriate and maintains the target for the overnight rate at 0.5 per cent. Governing Council will continue to assess the impact of ongoing developments, mindful of the significant uncertainties weighing on the outlook,” Poloz concluded. The Bank’s next scheduled overnight rate announcement will be March 1, 2017. The next full update of the Bank’s outlook for the economy and inflation, including risks to the projection, will be published in the Monetary Policy Report on April 12.

Parc East A Place Of Your Own

LONG CONSIDERED ONE OF METRO VANCOUVER’S HIDDEN GEMS, the Eastern Tri-Cities are known for their out-going, friendly ambiance and urban vibe. Shopkeepers here tend to know their customers by name, and it’s common to see diverse gatherings of friends of all ages engaged in lively conversations over coffee, lunch, or even while walking their dogs.

Coquitlam Centre

“Parc East will be the most affordable, designer condominiums in the Tri-Cities market.” - Nicole Castle Best of all, there’s good news coming for anyone looking for a brand new condominium in the heart of it all. Introducing Parc East, a stylish collection of 57 homes, Parc East is located steps from Shaughnessy Village, Coquitlam Centre, the new Evergreen SkyTrain Line, and of the neighbourhood favourites, the Traboulay Trail.

AMAZING VALUE “The Eastern Tri-Cities neighbourhoods have always been the best value in this area, and Parc East will be the most affordable, designer condominium currently on the market,” says Nicole Castle, Sales Manager. She adds that it would also be a welcome addition to the Tri-Cities which has traditionally been an under supplied condo market. “In December, there were only 12 active resale listings in all of Tri-Cities, and only two sales centres open with lowrise homes available. So people are getting extremely excited by this opportunity.” Parc East homes will range from 463 to 1,077 square feet and will offer everything from stylish studio suites for first time home buyers, to spacious three bedroom

homes, perfect for growing families or for active downsizers. And, although Nicole is keeping final details a secret for now, with well-known designer Cristina Oberti creating the interiors, you just know they’re going to be a cut above the rest. Nicole adds that “If you register now, you’ll be able to choose the colour scheme you like best and take advantage of the best selection.”

LOVE YOUR NEIGHBOURHOOD If you’re still thinking the Eastern Tri-Cities is like a sleepy little village, think again. Today, this urban mecca has what it takes to satisfy your cravings. Amenities ranging from farmers markets, to European-style bakeries, art galleries, to live comedy at the Giggle Dam are all within a five-minute walk of Parc East. Coquitlam Centre, where you’ll find a plethora of shops ranging from Lululemon and H&M, to big-box retailers like The Bay, is just under 15-minutes away. You can even expand your mind at the state-of-the-art Douglas College Campus near Lafarge Lake.
