ou’ve agreed that a new home is the way to go and you’re making headway, but you still have another big decision to make – choosing your home builder.

It pays to check the reputation of the builder/developer before you sign on the dotted line. You can start by finding out how long the company has been in business by asking the sales representative or visiting the company’s website.

Find out if previous purchasers are happy with their homes. Drive around an existing community built by the company and talk to anyone you run into during your tour.

Naturally, you should spend some time visiting several different sales

offices and model homes. Get a feel for each company and the staff employed there. Ask a lot of questions and expect to be treated with consideration and respect. No question is too “dumb.”

Think twice about any development where the salespeople push you to make a decision you’re not ready for, or where they are not happy to provide you with the information you request.

There are certainly many other builders and salespeople out there who pride themselves on putting the customer first.

When you do find the right home and the right company, making that big decision will be a whole lot easier and enjoyable.

At first, you’re afraid to put away winter gear because it is hard to believe that unrelenting, snow-filled season is coming to an end. But as spring slowly slides into place, you’re finding spring jackets and raincoats being layered on hangers atop winter jackets. The hall closet is bursting at the seams trying to contain the collection of everything from mitts and snow boots to umbrellas and Wellies.

It’s time for the seasonal switch-up. Make some space for your spring and summer, and don’t give Jack Frost another thought.

It’s that wonderful time of year again when we can put away the winter gear and lighten the load. Although there’s never enough storage, there are creative ways to better utilize existing spaces when storing out-of-season items.

Here are some ideas to consider: add another shelf above the existing one in all the closets, and purchase under-the-bed organizers. If your bed is not high enough, you can get a bed riser to lift it. Consider creating a document on your computer that serves as an index to outline where you’ve stored what. When winter arrives, you won’t have to rely on your memory to find what you need.

How long have you been putting off that rummage sale? Have you been saving items for years with the intention of selling them, but never seem to get around to it? Pull out your calendar today and book a definite date to have your sale this spring. Blocking the time now increases the likelihood of following through with it later.

Another option is to forgo the big sell-off entirely and donate these items instead. It takes several days to orchestrate a successful sale, so determine whether the money you’ll make is worth the time and energy it will take. After all, you can always get more money but you can never replace lost time.

Jump-start your spring cleaning with baby steps. If you don’t know where to begin when it comes to spring-cleaning your home, start small. Pick just one room. Moving clockwise, remove anything that doesn’t belong in that room and place it in a “move elsewhere” box to deliver to the room it should live in. Pull out anything that doesn’t give you joy or value and place it in a “give away” box. Toss or recycle any papers and garbage that are left over. Designate this room as a “no-clutter zone” so you will always have a sanctuary to escape to, regardless of what your other rooms look like.

Have you stored your winter coats yet? If you’ve been putting off the task of storing your winter coats because you don’t have an extra closet, there’s a solution.

A sturdy, rolling garment rack makes an ideal spot to store winter coats during the summer.

Be sure to dry-clean all items before storing, even if they look clean. Body oils and not-yet-visible food stains attract moths – especially on wool coats. Cover the clothes with a clean, cotton bed sheet or use a zippered canvas wardrobe cover specifically designed for this purpose to keep your clothes dust-free. If you don’t have room for a garment rack, store seasonal items in large garment bags, suitcases or under-bed storage bins.

The CMHC increase will affect new insurable properties for homeowners and one-to-four unit rentals as of May 1st, 2014. The increase will only apply to new mortgages and does not apply to mortgages already insured. CMHC, Canada’s largest mortgage insurer, announced that there would be an announcement for the last day of February, even knowing that our media loves to scare the housing market, and true to form, many reporters raised the high alarm and the industry braced for it!

Initially hinted at in December of 2013, the potential increase had spurred thoughts that this would increase the cost of homeownership. The reality is explained in CMHC’s announcement; this small increase is not intended to affect the market at all.

For easy comparison, the average mortgage in BC is around $300,000. With a 5% down payment, the premium of 2.75% increases to 3.15%, and will equate to a $1200 difference over the mortgage. But bear in mind that the insurance is generally tacked

onto the mortgage and would thus lead to a decidedly non-earth shattering $5.50 increase to the monthly mortgage payment.

The truth is that CMHC premiums have been held low since the late 1990’s and have been due for an adjustment. A premium increase of approximately 15% will serve to strengthen CMHC’s capital holdings, cover increased costs and ultimately reduce exposure to market risks for Canadian Taxpayers.

Incidentally, we have two other insurers to choose from.

Both Genworth and Canada Guarantee are private insurers that have been vying for an increase like this for some time. Genworth matched the rate increase announcement immediately on the heels of CMHC to take effect on the same date; May 1st, 2014. Canada Guarantee has not made a move as of yet but I would expect them to follow suit.

At the risk of sounding like a smart aleck – why the heck not?

Yes, if you’re in a higher tax bracket you will pay more taxes than someone who earns less. But, surely you don’t want to switch places with someone in a lower tax bracket who earns less income? And, if you plan your overall fi nancial situation with a tax accountant who truly understands real estate, it may be possible to save some taxes for you and family. Th is is particularly true for the business owner, doctor or other professional who can incorporate their business, or a family with a lower income taxpayer, such as a spouse, parent or child, with whom you can income split.

A common misconception is that the taxes are so high, that earning the extra income is hardly worth the effort. I’m not trying to argue that taxes are too low on investment income from real estate, but even in a worst-case scenario, you’re still earning more income than you’re paying in taxes.

The alternative, I’d suggest, is that you either put your hard earned money under your mattress or make the decision to “invest” in something that loses money and thus generates a tax deduction, or requires a government subsidy to make the investment attractive.

A common misconception is that the taxes are so high, that earning the extra income is hardly worth the effort.

Ultimately, if you invest, whether in real estate, some stock-based investment, hulahoop factories, or whatever turns your crank, you’re going to pay taxes if you make money. So, you’re simply deciding what makes the most sense to invest in.

Don’t be scared to make money just because of taxes.

You should worry about the investments and consider the advice of your investment advisor. Let your tax accountant help you mitigate the taxes.

Over the last few years, many strata corporations have started charging move-in and move-out fees. These moving fees can range from $50 to $400 dollars or more and often take new owners by surprise.

Many strata corporations don’t realize that they may be charging user fees that are not permitted under the Strata Property Act and Strata Property Regulation. In British Columbia, strata corporations are only allowed to charge user fees if they are reasonable and set out in a bylaw or ratified rule.

In 2010 a man by the name of Mr. De Vuyst took his strata corporation to arbitration over several move-in and move-out fees incurred when tenants moved in and out of his strata lot. Mr. De Vuyst argued that charging an owner $200 every time a person moved in or out of his strata corporation was unreasonable.

The arbitrator hearing the case held that a user fee must be objectively reasonable, meaning that it must be reasonable on objective grounds. When assessing whether the moving fees were objectively reasonable, the arbitrator looked at prevailing market conditions at the time the fees were established and whether or not the fees were based on actual costs incurred by the strata corporation.

in and out of the strata corporation, most of the costs were fixed. For example, while the resident manager had to schedule moves, put up protective pads in the elevator and ensure building security during move-ins and move-outs, these tasks were part of the resident manager’s job and the strata corporation did normally incur additional costs.

The arbitrator found for Mr. De Vuyst and ruled that the strata corporation’s moving fees were unreasonable and therefore not permitted. The strata corporation appealed the arbitrator’s decision to the British Columbia Supreme Court. In The Owners, Strata Plan LMS 3883 v. De Vuyst, 2011 BCSC 1252, the court upheld the arbitrator’s decision and dismissed the appeal.

While it may be tempting for strata corporations to look at user fees as a way to generate extra income, doing so can cause unexpected problems. High moving fees can unfairly target owners that choose to rent their strata lots and hurt tenants. Using common property and common assets to generate a profit may also impact a strata corporation’s taxexempt status.

When it comes to moving, a little homework ahead of time can save a lot of headaches later on.

Home sales and listings continue to follow historical averages

The first two months of 2014, the Greater Vancouver housing market has maintained the steady pace set throughout 2013.

The Real Estate Board of Greater Vancouver (REBGV) reports that residential property sales in Greater Vancouver reached 2,530 on the Multiple Listing Service® (MLS®) in February 2014. This represents a 40.8 per cent increase compared to the 1,797 sales recorded in February 2013, and a 43.8 per cent increase compared to the 1,760 sales in January 2014.

Last month’s sales total mirrors the 10-year sales average for February of 2,547, with just 17 sales separating the two figures.The sales-to-active-listings ratio currently sits at 18.9 per cent in Greater Vancouver, a 4.9 per cent increase from last month.

“Home buyer demand picked up in February, which is consistent with typical seasonal patterns in our housing market,” said Sandra Wyant, REBGV president. “We typically see home buyers become more active in and around the spring months.”

New listings for detached, attached and apartment properties in Greater Vancouver totalled 4,700 in February. This represents a 2.8 per cent decline compared to the 4,833 new listings reported in February 2013 and a 12.1 per cent decline from the 5,345 new listings in January. Last month’s new listing count was 0.5 per cent below the region’s 10-year new listing average for the month.

The total number of properties currently listed for sale on the Greater Vancouver MLS® is 13,412, a 9.3 per cent decline compared to February 2013 and a 6.4 per cent increase compared to January 2014. “With the market continuing to perform at a steady, balanced pace, it’s important for home sellers to ensure their homes are priced correctly for today’s conditions,” Wyant said.

The MLS® Home Price Index composite benchmark price for all residential properties in Metro Vancouver is currently $609,100. This represents a 3.2 per cent increase compared to February 2013.

Sales of detached properties in February 2014 reached 1,032, an increase of 46.6 per cent from the 704 detached sales recorded in February 2013, and a 6.3 per cent decrease from the 1,101 units sold in February 2012. The benchmark price for detached properties increased 3.5 per cent from February 2013 to $932,900.

Sales of apartment properties reached 1,032 in February 2014, an increase of 35.8 per cent compared to the 760 sales in February 2013, and a 1.2 per cent increase compared to the 1,020 sales in February 2012.

The benchmark price of an apartment property increased 3.6 per cent from February 2013 to $373,300.

Attached property sales in February 2014 totalled 466, an increase of 39.9 per cent compared to the 333 sales in February 2013, and a 9.9 per cent increase from the 424 attached properties sold in February 2012. The benchmark price of an attached unit increased 0.6 per cent between February 2013 and 2014 to $458,300.

• Collect cushioning material such as bubble wrap, foam pellets, furniture pads, old blankets, plastic bags, tissue paper, newspapers and small towels to use as padding inside boxes.

• Create a “portable packing kit” with marking pens, a tape measure, packing tape, twine and scissors. Carry it with you as you pack up items in your home.

Christmas 2013 was a magical one for Ken and Mia. Less than a month earlier,

they’d moved into their new townhome at Zen in Surrey, and by the time the holiday was in full swing, their living room was a shimmering wonderland of white and silver. Their new life had begun.

“We’d rented in Burnaby, Richmond, and Surrey City Centre, but we were always attracted to the Clayton Heights area,” Ken says. “We both have family and friends here, plus it’s close to amenities like Willowbrook Mall, infrastructure like schools are already in place, and we’re not going to be surrounded by future construction.”

With two children, David and newborn Sophia, space had always been a priority. “We immediately liked Zen’s floorplans because they were so large — 500 to 600 square feet bigger than several other developments we’d looked at,” Ken says. “And we have a side-by-side garage, not the tandem-style we’d been seeing.”
