Getting a down payment together for a new suite doesn’t have to be a major obstacle when you have the facts straight. Canada Mortgage and Housing Corp. has a comprehensive website, found at cmhc-schl.gc.ca, which can help guide you.

Not only will you find an extensive list of how-to’s, including tips and mortgage insurance information in the online stepby-step resource guide, the site also outlines Government of Canada homeownership incentives.

As an example, first-time buyers can still take advantage of the Home Buyers’

Plan to withdraw up to $25,000 from their Registered Retirement Savings Plan (RRSP), tax-free, to add to their down payment and for other purchase-related costs. A spouse or partner can also do this, giving you up to a total of $50,000 toward your new home. To avoid tax liability on the withdrawn funds, you will be required to repay the money to your RRSP account through annual payments within 15 years.

If you’re looking to buy a condo and make it your home for a lengthy period, indulge yourself in the perfect place. Get enough space for your comfort. Fall in love with the nuances and details. Invest in upgrades and pick the colours that make you feel most at home.

If real estate is a financial transaction to you, do your homework before you invest. The condo market has been hot, and the demand is still strong. Don’t purchase with your emotions – don’t fall in love with a view or pick colours and upgrades based on your personal taste.

Know which features sell and which don’t.

Learn what will provide a return on investment and which features buyers are most attracted to. Ultimately, go with what will put your property ahead of everyone else’s when you choose to sell.

It might be the choice of floor, the exposure or a floorplan that offers more rooms. It may not be quite your taste, but then your taste doesn’t matter on your way to the bank.

Langley and Cloverdale:

Country charm, with easy urban access // by Steven Threndyle Still known primarily for its large farms and their bountiful produce, the huge area south of the Fraser River from Langley to Cloverdale – technically part of Surrey – is in the throes of a major transition from agriculture to creation of a self-sustaining local economy that isn’t as reliant on cars and commuting to work every day.

Langley and Cloverdale are popular with three home purchasing demographics: recent retirees downsizing from estate-style homes – or even acreages – who want to remain close to their roots, literally speaking. Then, there are families who either want to get into the real estate market for the first time at an affordable price point and who prefer spacious townhomes over 650 square foot condo in a downtown highrise.

And finally, there is the move-up buyer who has always needed more space for the toys – RVs, boats, and a full workshop – and whose family might appreciate a nicesized garden and place for the dogs to run around, too. Prime developments south of the Fraser boast spectacular mountain views south and east to Mount Baker and north of the river to Golden Ears Park and the Coast Range.

Any discussion of real estate in this area has to include the positive effects of the Port Mann Bridge upon moving both commercial and commuter traffic from what was once a terrible bottleneck into a free-moving thoroughfare. Depending on the time of day, the trip from Langley into downtown Vancouver has been reduced by twenty minutes to a half hour. This will positively affect real estate development for years to come.

Known as the place “where British Columbia began” Langley was established as a fur trading ‘fort’ by the Hudson’s Bay Company shortly after an exploratory mission down the Fraser River in the 1820s. Fort Langley even served as BC’s provincial capital for a short period of time after its official proclamation in 1858. Nearby residents included local fur traders, farmers, and fishermen. Then, as now, much of its

bounty came from the soil and the river.

Modern Langley actually consists of two jurisdictions. There’s the city of Langley, whose 25,000 residents are surrounded by the much larger township of Langley to the north, south, and east.

Cloverdale lies just west of Langley City.

To families or businesses contemplating relocating to either one, the distinctions are moot. Centrally located between Surrey and Abbotsford, with the American border to the south and Fraser River to the north, Langley’s commercial lifeline is no longer the Fraser River, but the Fraser and Trans-Canada Highways.

Call it a bedroom community if you will, but there’s no doubt that living in Langley offers outstanding value across a wide variety of housing styles and types.

The City of Langley is has a pedestrian-oriented downtown core that plays homage to its historic past with a host of antique shops, an upscale shopping centre and independently owned retail stores. City residents enjoy over 300 acres of parklands, and there’s even a vibrant arts scene. The much larger Township of Langley consists mostly of farms and several new subdivisions in Willowbrook, Walnut Grove and Brookswood.

Adjoining Langley to the west, Surrey is British Columbia’s second largest city. Measuring over 317 square kilometers and boasting the fastest growing population of any city in BC, Surrey is a hotbed for real estate development. Surrey has annexed several small towns over the past three decades including the farming community of Cloverdale, which includes the Clayton neighbourhood.

Cloverdale residents covet its historic small town charm and neighborliness. Indeed, for years the town served as the fictional location for the long-running ‘Smallville’ television show; there’s even a sign commemorating this moment in TV fame. Cloverdale is home to 35 municipal and regional parks and well-regarded schools, but is best known for hosting BC’s most famous rodeo on Victoria Day weekend each year. Indeed, the rodeo is a celebration of Cloverdale’s strong agricultural tradition, which the community retains to this day.

Within Cloverdale, the Clayton neighbourhood goes all the way back to 1889, when a local postmaster named it for his home town in Ohio. Also known as Serpentine Valley, Clayton includes Clayton Heights – a small bump of land rising from the floodplain of the Serpentine River. Because of its slow, meandering current and the effect of the tidal estuary at nearby Mud Bay, Clayton was prone to flooding back in its early days.

While you’re in the area, Fleetwood is another neighbourhood worth checking out.

Named after a decorated veteran of the Great War, Fleetwood is one of Surrey’s five ‘town centres’ – commercial and residential partnerships that are friendly, welcoming places that bring people together. The original Fleetwood Community Hall was built in the 1930s and quickly became the focal point of social activity. Since 1998, the Association has hosted the Fleetwood Festival which promotes and celebrates the heritage, environment, wellness and spirit found in living here. Recreational facilities in Fleetwood include the Surrey Sport and Leisure Complex and Fleetwood Park, which offers a variety of activities including walking trails, gardens, and playing fields.

It’s the Lower Mainland’s new urban centre, a vibrant and diverse city that consistently attracts 1,000 new residents every month. For four years in a row, it’s been named the best place in BC to invest, and in 2011 alone, some 2,100 new businesses chose to make Surrey their home base. And by the way, this south of the Fraser city also lays claim to the lowest residential taxes and second lowest business taxes in the region.

In April, Surrey’s dynamic Mayor Dianne Watts shared some thoughts about her city’s unique and increasingly sophisticated, new character in an address to the Urban Development Institute (UDI).

Rethinking the City

“We are no longer a bedroom community, we are a livable, sustainable, interconnected, and economically viable city,” Mayor Watts said, adding that 70 per cent of the region’s expansion now occurs south of the Fraser River.

Never one to shy away from the tough questions, Mayor Watts acknowledged Surrey’s rapid growth presents challenges as well as opportunities. Her strategy is straightforward: identify the issues, then roll up your sleeves and ensure whatever needs doing gets done, thus creating stability now and into the future. “It is important

to lay a foundation those coming after us can build on, and that foundation must be very solid. We must continue evolving and moving forward, but we must do it in a thoughtful and relevant way.”

Engaging the people who live in Surrey, she stress, will always be a cornerstone of public policy development. “If you engage all the stake holders, including the general public and industry, then you get the very best results.”

Efficient and Sustainable

Key elements of any great city, Watts said, include good jobs close to home, a vibrant arts and culture community, plus easy access to education, health care, affordable housing and reliable, frequent pubic transit. And Surrey remains committed to finding innovative, creative, and collaborative ways to increase efficiencies when providing them.

She pointed to the recently launched Campus of Learning, Active Living and Sports Excellence as just one example. “This is a new model that can be replicated anywhere. We know stand alone buildings are not an effective way to use taxpayers dollars, so this campus combines an aquatic centre, secondary school, support services, library and shared infrastructure.”

of a successful city, nor that she wants to see changes in the existing system. “There has been no rapid transit expansion in Surrey for 20 years, and we have less than six kilometres of Metro Vancouver’s entire rapid transit network,” she said, adding nothing will, or can, change until there’s a change in provincial legislation.

“Under the current structure, TransLink’s independent, elected board develops a transportation plan. By provincial legislation, the only role the Mayors’ Council has is to accept or reject that plan with no input and no changes. Then, also by provincial legislation, the Mayors’ Council must fund the plan that they had no input on, but the province determines what tools we can use to fund it. The current tools and structure don’t work and aren’t sustainable. This is not about adding taxes or fees, it’s about looking at the whole system to find alternatives that will make sense.”

Two sectors she identified as top priorities in Surrey’s long-term transit plans are youth and seniors.

“One third of our population is under the age of 19 and over next 10 to 15 years, our seniors population is expected to increase by 179 per cent. We must find ways to meet their needs or we will see economic, social and financial impact.”

Transformation Though Partnerships

Partnerships, Watts said, are a critical component of Surrey’s success — partnerships that in the residential construction sector include Century Group (developer of 3 Civic Plaza), Concord Pacific, Tien Sher, Westgroup, Bosa, Rize Alliance, and Porte. “It is truly a collective effort encompassing private sector, government at all three levels, Simon Fraser University, Fraser Health, industry, developers, architects and so many others.”

Growth Sectors

The Mayor identified four sectors that lead Surrey’s economic growth: aerospace industries of which there are already 35 active companies, arts and culture,

recreation and sports and technology.

irst-time brides and grooms are older than ever before, according to recent census figures. The median age for men marrying for the first time is now 28 and it’s 26 for women – that’s 30 per cent older than in 1960.

Because today’s first marriages are occurring later in life – not to mention second or third marriages – more often the modern dilemma is whose couch stays and tallying how many flat-screen TVs the couple has between them.

When couples married 40 years ago, they were barely into their 20s and often still living at home. The traditional wedding shower carried great value as it supplied newlyweds with all the necessities married life required,

including dishes, cookware and bedding.

For the “new couple” combining households for the first time, proper planning is key to starting off on the right foot in the early years of marriage.

Here’s what we suggest the following tips for combining households for first-time marriages: › Go through each house together, and identify which items are duplicates. Talk about each item honestly. If you can legitimately use two of something in your new life, such as televisions or stereos, go ahead and keep both, but don’t wait to have the discussion on moving day. › Do the same evaluation for small items, such as silverware, as you do for the larger items. These smaller items can add

up quickly, and often produce the most basement or attic clutter. › Organize with boxes and coloured markers, available from moving companies like Two Men And A TruckCandada (twomenandatruck.com), purchase a variety of box sizes before you begin so you can appropriately tag and box both items that stay and go. › Think about donating to those in need.

If a garage sale isn’t of interest, consider donating to local churches or synagogues, homeless shelters or the Salvation Army.

First-time buyers expect to spend

$300,000, with average down payment of $48,000: BMO Home Buying Report According to the BMO First-Time Home Buyer’s Report, the average amount Canadians planning

to buy their first home in the next five years plan to spend is approximately $300,000, with an average down payment amount of $48,000 (16 per cent).

The report also revealed:

› On average, first-time homebuyers expect to be mortgage-free in 20 years, with 20 per cent estimating it will take between 10 and 19 years › Those planning to enter the real estate market for the first time are twice as likely to choose a fixed rate over a variable rate mortgage (46 per cent versus 20 per cent) › Furthermore, first-timers who expect interest rates to stay the same or decrease over the next five years, still prefer fixed rate over variable rate mortgages (39 per cent versus 23 per cent)

“Buying a home is one of the most important financial decisions one can make,” says Laura Parsons, mortgage expert, BMO Bank of Montreal.

“It’s crucial that those planning to enter the market are well prepared – not only to manage their costs, but also to pay off their mortgage as soon as possible. Determining what your mortgage payments and overall costs of home ownership will look like, and then living in that financial reality for a year before entering the market, can be an effective strategy.”

Average Spend on First Home $300,000

Parsons adds that it is encouraging to see that buyers say they are in a position to pay down their mortgage in 20 years or fewer. “Homebuyers can shorten that timeline further by choosing a shorter amortization and taking advantage of accelerated payment options.”

According to the report, two-thirds of firsttime buyers (66 per cent) say the latest changes to mortgage regulations – which included reducing the maximum amortization for governmentinsured mortgages to 25 years from 30 years – have not affected their buying timeline, while one-infive (19 per cent) say they will have to wait longer before buying as a result.

“A shorter amortization is the most responsible approach to home financing; it’s something BMO has been encouraging their customers to consider for years, as it means becoming debt-free sooner,” says Parsons.

Additional findings include:

› Six-in-10 (63 per cent) first-time buyers have made cutbacks to their lifestyle to save for their first home, with just one-in-four (27 per cent) expecting their parents or other family members to help them pay for their first home › The majority (59 per cent) of first-time buyers have had to hold off buying their first home because of increasing housing prices › The same number (59 per cent) wish they had bought their first home five years ago.

A We analyzed some of the very specific details we’d received from people who had visited our previous showhomes and projects, and we were surprised how many of those people said they wanted to buy but weren’t able to qualify for a mortgage. So we asked ourselves what would it take for someone who makes an average wage of $10 to $20 per hour to be able to afford to buy a home? Then we set out to build it.

months. Finally, on April 20th, eager buyers got their first glimpse of one creative, elegant solution to housing affordability.

Laying claim to being Canada’s smallest condominium homes, Balance is the brainchild of Charan Sethi, president of the Tien Sher Group of Companies. Charan Sethi Q What’s your answer when someone says they couldn’t possibly live in a condo that’s less than 300 sq. ft. in size?

A You have to look at the day-to-day functionality.

Worldwide there are plenty of examples of how to achieve this. In London and other parts of Europe you’ll see apartments that are 150 sq. ft. – half the size of a Balance suite.

Right here at home in North America, two of the best examples of functional design for small spaces are sailboats and motorhomes. In 100 sq. ft. or even less, you still have all three of those key features. I’ve seen people create some outstanding dinners in a sailboat galley and then serve it as a sit-down dinner for their guests.

We also ensured the design allowed each suite to have a balcony and nine-ft. ceilings — two details that make an incredible difference to how a home feels.

Q But what about furnishing an apartment that’s only 300-sq.ft? a We spent a lot of time sourcing furniture just to show what’s possible. Resource Furniture was fantastic.

We found an Italian manufacturer who makes a Murphy bed that’s a sofa and table during the day but at night, you fold it down and anything up to six inches tall remains undisturbed on the table. It’s not inexpensive, but it’s one option. Or you just use the classic futon.

Q You named this project Balance. What’s the underlying significance? a Balance has always had a deep meaning, but when it comes to defining exactly what balance means, there is definitely a generational gap – a fact my daughter likes to remind me about. The next generation is facing a massive economic crunch – they still want to own their home but they don’t want to be mortgage burdened, so they find a different balance than my generation did.

For example, my daughter lives in a small condo in Yaletown. She considered her car an unnecessary expense, so she sold it because when she needs a vehicle, it’s never more than a 10-minute walk to one of the car co-ops. She’s able to travel a lot, and when she wines and dines with her friends, they meet at a restaurant and everyone pays their own way. In my generation, when you entertained, it was at home and the host paid for everything. As developers, it’s important to understand this is a culturally different outlook that we need to pay attention to.

And it’s not just young people – de-cluttering and downsizing are trends across all ages. One woman who was among the first in line at Balance’s grand opening told me she and her husband planned to travel

eight or nine months a year and just wanted a place to come home to. They weren’t even going to put things in storage – they got rid of everything they didn’t absolutely need.

How important is transit in this value equation?

I would never build a project like Balance without proximity to transit, because it’s such a key component.

The reality is that more and more people want to get rid of their cars but they need reliable alternatives. In cities like Hong Kong, London, or Bombay you can stand on practically any street and if you’ve missed a bus, by the time you turn round, you’ll see another one coming.

Have you got plans for more micro-suites?

Balance was an experiment, but yes, we have plans to replicate it in other municipalities. Young people today are so full of life and energy – they just need to be encouraged. Providing an affordable homeownership option is one way we can do that.

urchasing a home prior to its construction has many benefits including selecting a colour scheme, customizations, spreading out deposits and much more. However, you also need to wait for your home to be built and only see it for the first time when you are invited for your inspection – sometimes called a Deficiency Walkthrough or Pre-Delivery Inspection.

Therefore, I wanted to provide a few helpful tips and notes as to what to expect when the time comes. ›› The inspection is commonly done between one to three months prior to completion. This varies with each developer and ground oriented

›› Unfortunately your inspection is not the time to invite your friends, family or children. At this time you are walking onto a construction site, so only those on title – and perhaps your Realtor – should be present. ›› You can expect your inspection to last between 45 minutes to one hour. ›› Your inspection is a good time to bring a tape measure and measure room sizes.

Unfortunately, this is the only access you will have into your home before you take possession so if you need measurements and photos, this is the time. ›› Often landscaping as well as common areas (hallways and amenity spaces) are the final areas to be completed so don’t be surprised if these are unfinished. ›› You should also expect that there will be some deficiencies in the home, especially the farther away from completion you are. ›› A developer representative, such as a customer service individual, will be leading the inspection. Be thorough and ask as many questions as you like – this is the time!

›› You may also experience some variations in natural materials, which is common. Using wood and natural stone like granite means that there will be variations and it may not match exactly as what you saw in the display home, or even in your neighbour’s home. ›› You should also expect that there will be deficiencies in your home upon closing. Although the developer tries extremely hard to keep it to a minimum, often there will be a handful of items that still require attention. You will still be expected to complete on your home providing the deficiencies are all cosmetic (non life/safety deficiencies).

Every developer does have a slightly different process so feel free to ask questions when you are contacted for your inspection date so you know what to expect.

The only way to fix a poor credit rating is to be smart about how you use credit. Learn from your mistakes and move on.

t university, Dixie was a little slow paying her cell phone bill.

While her service was never discontinued, she did carry a balance from month to month that she cleared at the end of each school year.

Last year, when Dixie applied for a car loan, she was turned down because of her less-than-perfect repayment history. She’s worried about the future and how her past borrowing mistakes will haunt her when it comes time to buy a home. Sound familiar?

If you see yourself reflected in Dixie’s story, no doubt by now you know you’re not the only person in this particular leaky boat. Unfortunately, many people have no experience managing credit and make mistake after mistake: > they make their payments late > they go over their credit limits > they have a b’zillion credit cards in their wallets > they miss making their payments, or worse > they stop making payments completely when they feel there’s no end to their misery.

If you’ve fallen behind and your credit record has become tarnished, where should you go from here?

First, you’ve got to get yourself some credit again so that you can demonstrate what a good job you can do managing it. The only way to establish a credit history is to use and repay credit.

There are a number of ways to go about rebuilding your credit history.

Start by taking out a loan to make an investment (another good reason to start a retirement savings plan). Make your monthly payments on time and build a shiny new credit history. Since the institution that’s giving you the loan will also be holding the retirement savings, the credit procedure is far less stringent than it normally would be.

You can also ask a co-signer or guarantor to help you get a small loan of, say, $1,000, which you would then pay off over three months. It would cost you in interest, but you would be back on track credit-wise.

Don’t want to incur the interest costs? Apply for a “secured” credit card.

With a secured credit card, you put up cash to cover your balance. Lenders often want twice the credit card limit, so if you want a $500 credit limit, you’ll have to ante up $1,000. Once you’ve established your ability to manage the card — anywhere from six months to a year — you can ask for the security requirement to be dropped and your deposit returned.

Thinking of hiring a credit-repair company? Don’t bother. Credit repair companies can’t do anything you can’t do yourself. A credit bureau will not remove accurate negative information from your credit report before the legal time period has expired, so don’t get suckered by anyone who claims they can mop up your credit disasters faster.
