he fact is, it’s not an easy market for renters. There’s a lack of great rental opportunity. While condos continue to go up in rapid succession, new apartment buildings are few and far between. With a growing population, most major urban centres are finding the same bottom line, historically low vacancy rates. What does that mean for you? It means that there are less options and more competition. When landlords and property managers have a vacancy they often have a waitlist to go to and multiple applications for a single apartment. If there’s a specific community you’d like to live in, it would be to your advantage to go in for a visit and get yourself on that waitlist. It may be word of mouth that helps you find that elusive vacancy – telling friends, classmates and colleagues that you’re apartment hunting may give you some leads that you’d otherwise never unearth. ver time I’ve become familiar with our advertisers as well as numerous other property management companies and property owners. I’ve learned that, like any other business, no two are the same.

I I find it funny when people tell me where they live. The first thing that pops into my mind is “Oh, I know who manages that building!” and then the second thing is either “You picked a good one!” or “Is it as bad as I think it is?” Of course I keep my opinions to myself, for professional and personal reasons. Each rental company has different goals and different management styles. You’ll find some properties committed to modernization and technology while others are complacent and go with the “if it ain’t broke, don’t fix it” management style. Some are very proactive, others prefer bandaids; some ignore the issue altogether. Some are committed to customer services others to the company’s bottom line. More and more I’m finding that companies are developing a social awareness and making the effort to give back to the community and be stewards of the environment. Because of all of the differences, it’s really important to do your homework. There is a lot of information out there, online and in print, about the different companies and communities. When you pay a visit to the communities you may want to chat with current residents. Take the time to have a good look at what’s in good repair and note what upkeep hasn’t been done. Ask lots of questions and make sure you feel that the company is a good fit for your needs and expectations. This Scarborough neighbourhood is conveniently situated to public transit and many civic amenities, and home to a diverse population. SHOPPING Cedarbrae Mall at Markham and Lawrence is the heart of the community, with a large grocery and discount big box shopping serving as anchors. Within the mall there is a diverse array of retailers, businesses and services, including the liquor store, bank and dining options. The inside has a real neighbourhood feel, with many individually owned bargain clothing, shoe, luggage and bed/bath stores as well as haircutting salon and a level of professional services (doctors, dentists, optometrists, etc.) and a large fitness outlet. On the north side of Lawrence youâ€™ll find more shopping and conveniences, and to the east, a strip plaza with a variety of ethnic groceries offering exotic ingredients.

Should there be anything you canâ€™t find here, Scarborough Town Centre, a 130 store mega-mall with everything from movie theatres to brand names and high end labels as well as many restaurants, is nearby, just south of the 401 on McCowan.

LIVING IN THE AREA You can find a number of suitable, professionally managed highrise buildings in the area, particularly along Markham Road and in some of the adjacent side streets (like Tuxedo Court and Meadowglen Place). There are also a number of good buildings along Lawrence Ave. East, which, in this area is more residential and less commercial.

Her husband who was toting a tot on his shoulders laughed too and said they were living on the jars.

Everyone wants to use the “magic” jars. No matter where I go, people tell me they’re living on the jars and lovin’ it. Wow! Something so simple, eh? Since I put up the website the most questions I’ve had have been about the jars: how much to put in them, how often to refill them, and lots more. There’s no formula for how much goes in each jar. It really does depend on each individual budget. But you can figure this out for yourself by going to Gail’s Guide to Building a Budget and following the instructions, and the link to Gail’s Interactive Budget Worksheet. This worksheet will show you what should go into the jars. It’s a bit of trial-and-error to find the right mix, but keep at the budget until you balance and you’ll have a really good road map to move forward. You can find these tools on my website gailvazoxlade.com. The jars aren’t actually the “magic” in making money work; the budget is. The real magic is the fact that people seem to want to use the jars – people hate to budget – and I think it’s because it’s so tangible. You decide how much to put in the jars, you put the money in, you live on it, you can see when the dough’s running out so you have to stop spending, and you get a real kick out of having money left in the jars.

That’s the part that really blows my mind. I cut the budgets of people I work with by 50 per cent, 70 per cent as much as 90 per cent – what, you didn’t see that show? – and they still manage to have money left at the end of the month. Whazzup with that?

That’s the beauty – often overlooked – of a budget… it’s your road map so you get to say how much you’re spending in each category. If driving a new car isn’t important to you, you can cut back on your transportation costs and beef up your grocery bill, entertainment, debt repayment or savings. The important thing is that the bottom line balance… you can’t spend more money than you make. If you can’t balance, then maybe you have to find a way to make more money.

I was working with a couple who had to figure out how much went into the jars as their first challenge. They loved it. Not at first, though. When I gave them the challenge, they TheRentersGuide.ca were really disappointed. They had hoped I would balance the budget

When I asked why things were going so well, she said she felt empowered being able to figure out the budget and adjust it as their circumstances change. You got it babe!

As for how often you put money into the jars, again that’s a personal choice. When

I worked with my first couple, we put it in monthly. When I followed up on them Tasia says she’s still using the jars, but they switched to putting the money in weekly. People find it easier to work with the shorter time frames. Managing your money isn’t rocket science. And it isn’t magic. It’s discipline. You have to be determined to live on what you make, passionate about getting your consumer debt (credit cards, lines of credit) paid off in three years or less, and convince that it is important to have some money set aside for the future. If you’ve never had a budget that worked before, try it. You may like it. And it may be the first step to eliminating that sinking feeling in your stomach every time you think about your bank account. FOR MY BIRTHDAY, MY CHILDREN GAVE ME A COPY OF “IT’S ALL TOO MUCH,” Professional Organizer Peter Walsh’s advice on how to let go of the physical and emotional clutter that invades one’s living space. Clutter, Walsh asserts, zaps our energy and prevents us from living fully and using our space for what it’s intended. The key to transforming your home into a place that functions well, lies in adhering to a vision of what you want your space to be and changing your habits in order to fully realize that vision. FEELING OVERWHELMED AND WONDERING HOW TO GET STARTED?: Set a reasonable goal, depending on the amount of time you’re committing to the task. Most rooms take about a day to reorganize, says Julie Morgenstern in Organizing from the Inside Out. For example, if you only have one hour during a weekday evening, you may only want to go through your bathroom or bedroom cupboard. If you want to commit the entire weekend, you’ll have time for your entire kitchen and living room. Sort through mail, junk mail, newspapers and magazines every day. Establish a set of files to keep your life in order, deal with your bills and other mail in a timely, organized manner, create a folder or storage box for your receipts and file them regularly. Make a habit of taking out your compost, garbage and recycling when you leave your apartment.

quantity of stuff you’ve accumulated and set aside a fixed time to start sorting through it. Make four piles: Things you need and use and want to keep. Things you want to donate to charity. Things you want to throw away. Things you are holding onto for sentimental reasons. Learn to separate your emotional attachment to the person from the objects you’re saving and you’ll be able

to let go of things more easily. For example, you don’t need to save all the stuffed animals your grandmother gave you, maybe just one or two special ones, to always remember how much she loved you. Likewise, give each child a storage box in which to put only the best artwork and schoolwork from each school year. Discard or give away all clothes you haven’t worn in over a year (unless you have a really good reason for saving them, for example, if you’re saving the tuxedo you wore to your wedding).

STORE COLLECTIONS ARTFULLY: Photographs, books and CD’s are just some of the things we collect. Take the time to plan and place these much-used collections so they are accessible and attractively arranged. Search out the most appropriate storage units for your room. Now that so much content is available for download, you should give serious thought to what you want to have in your physical library. Make a point of going through these collections at least once a year to discard the titles you no longer want, and make room for new ones. Whatever you collect, arrange the objects together in an artful way that creates a commanding presence in the room. My sister has a collection of salt and pepper shakers she’s been amassing for over 20 years that give her kitchen a unique character.

MAXIMIZE YOUR CLOSET SPACE: Organizing your closets will give you some space to breathe, think and put yourself together each day. Apartment closets can be significantly improved by some inexpensive accessories like hanging canvas shoe and accessory bags for shirts, sweaters and other items. No front hall closet? Purchase a portable hall bench with wall mounted hooks for coats and jackets. Use underneath baskets for hats and gloves, and keep shoes and boots neatly arranged at the door on shelves or trays. WORK ON ONE ROOM AT A TIME: Upon moving into your apartment, you may only be able to place furniture and other items in the rooms in which you’d like them. Break down each task, like organizing the kitchen, or your clothing, into smaller and smaller projects, (pantry, pots and pans, bakeware) and you’ll gradually succeed. Fashioning your space is a work in progress. It’s a constant process that must be tackled and periodically re-tackled, closet by TheRentersGuide.ca closet, drawer by drawer, room by room. But once you see the sense of tranquility and harmony that is achievable, you’ll never look back.

DO YOU HAVE A BLAND AND BORING DINING ROOM IN NEED OF SOME DECORATING ON A DIME? You don’t have to spend a fortune to make your dining room look like a million bucks! A while back I wrote about giving your living room an instant makeover with little or no money, and now I’ve got some excellent ideas on how to do the same in your dining area! These tips are so helpful and easy that we even turned it into my own segment on CityLine on Citytv! You can do this quite easily with your own dining room, let me inspire you. 1 POSITIONING

5 WINDOW COVERINGS

The position of your dining room table should make sense with its surroundings. If you have a long, ceiling-mounted light fixture, your table should run the same way it does. You wouldn’t want a horizontally mounted pendant with a vertically positioned table, as that would interrupt the room’s flow. The layout of your room doesn’t have to be the layout the builder suggested in the plans. You may be able to switch the suggested living room with the dining room– just move around your furniture until it feels right.

If your room feels empty even though there’s furniture in it, that’s probably because you’re lacking accessories. A table runner and a few large vases are all you really need to fill up the centre of your table. If you don’t have anything suitable, take a trip to HomeSense and for less than $50 you’re bound to find something!

The way you choose to dress your window can make or break the space. If you can’t find a nice window covering that suits the shape or size of your window, and can’t afford to go custom, think outside the box. Take a decorative piece of art (I suggest something metal or glass) that is a bit smaller in size compared to the window it’s going to be used on, and hang it securely with a piece of transparent line. It will look even prettier once the sun hits it.

2 AREA RUG I always like to put an area rug in the dining room, to add some warmth and character. A rug can completely set the mood of a room. If you’re looking for a more formal dining area, choose an elaborate Persian rug. If you want it to be more informal, try going with a geometric pattern, like a large scale chevron. When choosing your rug, make sure the table and all its chairs will fit properly, no pieces of furniture should sit off of it. If the room is carpeted, you can still use an area rug –TheRentersGuide.ca they’re not just meant to only go on hard surfaces!

4 COLOUR If your room still feels empty even with accessories, it’s probably because you’re missing colour. Choose between one and three accent colours that you like, and use them in that room. I like mixing turquoise, fuchsia and orange. Don’t go with colours that you’re not drawn to, or those that don’t make you happy when you’re in that room. Colour has a huge impact on your mood. Some easy ways to add colour include fresh or faux flowers, and fruit.

need is right at your doorstep”? This is not just marketing gimmickry at work. These factors really matter, as such attractions are critical in determining appeal to renters – for lifestyle and comfort while living there. However, one of those factors carries a little more weight than the others: proximity to infrastructure. The federal and provincial governments have been spending billions on infrastructure improvements over the last few years to upgrade highways, transit systems, airports and other services such as health care. For rental developments, this means more and better access. In Ontario, for example, expansion of the QEW and Hwy. 403 in and around Hamilton, the extension of the GO train north through the GTA and into areas such as Barrie and improvements to the TTC have opened up new or growing areas. In such cases, it’s no exaggeration to say the infrastructure developments have allowed new communities to literally sprout up along the way. Numerous studies throughout North America and elsewhere show that proximity to mass transit and highways has the most significant impact on property values, since it improves residents’ accessibility to a city’s central business district and other areas with employment opportunities. The greatest benefit, according to Cutting Edge Research Inc., a Vancouverbased real estate consultancy that examines housing trends across the country, is for properties located within 500 metres of stations along new transit lines. “Distance is now measured in minutes, not kilometres,” says Don Campbell, president of Cutting Edge, summarizing a principle that renters anywhere in Canada can follow: as people increasingly factor commuting times into their renting decisions, proximity to transportation is a top determining factor for convenience. This is especially true, given that a new travel-time study conducted for the Toronto, York, Durham and Peel regions indicates highway commuting in these areas is taking noticeably longer than even two years ago. The Federation of Rental-Housing Providers of Ontario (FRPO) does a lot of promoting of the Certified Rental Building Program (CRBP), which we established to provide quality assurance to renters at buildings that obtain this certification. It’s about accountability on the part of apartment owners and property managers to do as much as they can to provide a good quality of life for tenants. Respect should be a two-way street, with renters doing their part to abide by the rules and guidelines set out by the management and outlined in the Residential Tenancies Act (www.e-laws.gov.on.ca/html/statutes/english/elaws_ statutes_06r17_e.htm). Keep in mind that these parameters are set for several reasons, one of which is to help ensure the safety and comfort of all tenants. They also protect the investment of apartment building owners, who should be able to expect that their premises will be treated with care. One of the best ways to be a good tenant and encourage a healthy, open relationship with your owner and property manager is to live by the golden rule. Treat your apartment the way you would like it be treated if you owned the building. And the same goes for the people. Paying rent on time, for example, goes a long way toward that goal. So does keeping your apartment relatively clean, which will help keep things like floors and appliances last longer. Owners and property managers understand that over time, buildings experience normal wear and tear. If renters damage something through a deliberate action, however, they should pay for the repairs. You do not own your rental unit, so of course, you do not have the authority to change the locks without the landlord’s or property manager’s permission. For safety and security reasons, being able to access your apartment when you are not TheRentersGuide.ca there may be necessary in an emergency. Remember, too, that an apartment building is a community under one roof. Rules regarding things like pets, noise and what is safe to store and use on your balcony are there for the benefit of all tenants. If in doubt, ask. TheRentersGuide.ca

If the elevators are small, it may pose a safety hazard to have people transporting their bikes in and out. RENTING A HOME Know your rights and responsibilities WHETHER YOU’RE A FIRST-TIME RENTER or an experienced tenant, when it comes to renting a home, it’s important to make sure you understand your rights and responsibilities. To help you through each stage of the rental process, Canada Mortgage and Housing Corporation (CMHC) offers the following tips on how to find the right place to call home, and what you need to know after you move in: The first step in looking for a home is to identify your needs as a renter. What’s your budget? Which neighbourhood do you want to live in? How many bedrooms do you need? What amenities are important to you? If you haven’t already created a list of your needs and preferences, CMHC’s Rental Search Worksheet can

help give you a head start. Once you’ve identified what you’re looking for, it’s time to start looking for your new home. There are a number of resources available to help you find a place to rent. These can range from newspapers, apartment listing websites and bulletin boards in local libraries or community centres, to asking friends for recommendations or simply visiting neighbourhoods you like and looking for signs that say“For Rent.” When you look at a prospective rental, have a list of questions ready to ask the landlord. For example, you may want to know if the rent includes parking or utilities, what type of lease will you be asked to sign, whether or not you can make any changes to the premises, and whether pets or smoking are allowed. When meeting a landlord, try to make a good impression. Dress neatly and arrive on time. Respect the current tenant’s privacy. And make the landlord’s job easier by bringing your rental history

and references, a letter from your current employer, and a cheque so you can leave a deposit in case you’re interested in the home. If you will be viewing more than one apartment, write down the key features of each place so you can compare them later. CMHC’s Rental Unit Evaluation Worksheet can help you evaluate your options and make an informed decision. When you rent a place, the landlord will usually ask you to sign a rental agreement, commonly known as a“lease.”Rental agreements vary from one province or territory to another, but they generally include the names of the landlord and tenant, the address of the property, the amount of the rent and what it includes, the date when the rent is due each month, the amount of any security or damage deposits, the term of the rental period, as well as things like who is responsible for maintaining the property, whether there are any restrictions on the tenant, and when and how the landlord can enter the premises. Once you’ve signed your lease, it’s time to move in! Moving can be a hectic time. A planning checklist, such as CMHC’s Three Weeks to Moving Day, can help you keep track of all the details, and help make sure your move goes as smoothly as possible. Before you move in, you and your landlord should inspect your new home together. Use an Initial Inspection Worksheet to document everything you notice, so you won’t be held liable for any preexisting damage when you leave. Once you’re living in your new home, make sure you and your landlord are clear on who is responsible for what, especially with issues such as emergency or regular repairs, rent increases, or how to handle any complaints that might arise. Choosing the right paint colour:

IT’S EASIER THAN YOU THINK By LAURA STEIN

PICKING COLOUR. WHERE TO BEGIN? If you are like most people, you start with the paint. You head to the paint store, pick up a few swatches, take a good look, compare a few, and then buy your paint. Right? Wrong! You might be surprised, but most people begin their decorating projects with the last step, which is why they have such a hard time getting it right. One of the most common questions people ask me is how to choose paint colours. If you make a mistake, don’t feel bad. Choosing paint is not an easy task, and you are definitely not alone. Luckily, the wrong paint colour is not an expensive mistake to fix, but it’s better to get it right the first time. Below are a few tips on how to get it right, so next time you head to the paint store you won’t make any mistakes. 1 | START AT THE BEGINNING The first thing you need to know when decorating is that you should choose your paint last. Everyone wants to get the painting done first, but it’s really putting the cart before the horse. There are literally thousands of paint colours, so it’s much easier to find paint to match your fabrics or area rugs, than vice versa. Even if you can’t afford to do everything at once, TheRentersGuide.ca plan ahead for your other materials before choosing your paint.

Take a good look at the undertones in your inspiration piece and find paints that complement them. If the neutrals have a yellow undertone, look for paints that are similar. If the undertones are grey, or pink, do the same. There are a lot of colours that might look alike, but if the undertones don’t complement each other they might end up clashing.

When you pick out your swatches hold them up vertically to assess the colour. Unless you are choosing paint for your floor, you should be holding them the same way the colours will appear on the wall. Light affects paint differently when it is horizontal, so to get an accurate representation of colour, view it vertically. 3 | GO HOME It is difficult to determine the exact colour of a swatch under fluorescent lights, which is why you should never decide on your colours in the store. Colours will always look different in your home because of the variation in lighting. Plan to make three trips to the paint store. The first visit is to gather swatches, then narrow down your selections at home. On your second trip buy test pots or large sample cards and try them out on different walls in your home. One of the things I like to do is buy sample paint and a mini roller, and paint a piece of foam core. Use two or three coats to get good coverage. Once it’s dry you can move it around the room and try it out in different light at different times of day. Green is one of the greatest colour shifters so be sure to test it first. Once you’ve tested out your colours you can make your third trip to buy your cans of paint. 4 | THE FINISH LINE Finally, the last thing to consider before buying your paint is the finish. The flatter the finish the richer the colour will appear because of the way it reflects or absorbs light. For walls, my favourite finish is a scrubbable matte. It has a beautiful, deep, velvety look, and it can be cleaned. An important thing to know is the higher the sheen, the more the flaws in the wall show. If your walls are uneven go for matte. If you have smooth new construction and want some drama, try a dark colour in a glossy finish. It will bounce light around the room and make for a brilliant luxurious look (apply in thin layers and sand between coats for a perfectly smooth finish). For wood trim and doors my go-to finish is satin. It has a soft, elegant sheen without the glossy glare. INSIDER TIP Paint isn’t just for your walls. Your ceilings take up a huge amount of space, so they should be treated with some importance. There is no rule that ceilings have to be white. One great trick I often use, especially if ceilings aren’t terribly high, is to paint them a lighter tint of the wall colour. It eliminates that harsh line where the ceiling meets the wall and creates a sense of flow from the walls TheRentersGuide.ca to the ceiling, making the ceilings seem higher. Unless you are going for a special effect, always use flat paint on your ceilings.

DIRECTIONS For the pastry, mix the flour, salt and baking powder together in a food processor fitted with a metal blade. Add butter and pulse about 20 times, to finely mix in the butter. Add the egg and egg yolk and pulse until the dough just begins to form a small ball. Turn out the dough and press into a disc about 1/2-inch thick. Wrap in cling film and refrigerate until ready to use. Preheat oven to 400°F. Lightly brush the inside of six removable-bottom mini quiche pans with canola oil or cooking spray. Roll out the pastry thinly on a lightly floured surface and cut out circles to line the 6 pans. Prick the base of the tart bottoms and refrigerate for 15 minutes. Then bake for five minutes, and remove from oven; let cool on a large baking sheet.

lthough quiche is now a classic dish of French cuisine, it actually originated in Germany in the medieval kingdom of Lothringen, later renamed Lorraine by the French. The term quiche came from küchen, the German word for cake. The original quiche Lorraine was an open pie with an egg and cream custard and smoked bacon or lardons. The addition of Gruyère cheese makes quiche au gruyère or quiche vosgienne. Quiche Alsacienne is similar to Quiche Lorraine, although onions are added to the recipe. These days, there are as many versions of quiche as there are culinary inspired chefs and home cooks. I recently picked up a set of mini tart pans with removable bottoms that inspired me to make these delicious mini Caramelized Onion, Pancetta and Gorgonzola Quiche. Caramelizing the onions gives them a rich, sweet flavor that compliments wonderfully with the salty crisp pancetta. Add some flavourful knobs of Gorgonzola cheese and you have a mouthful of flavours that blossom beautifully in the savoury custard and buttery crust – the perfect addition to any brunch or luncheon buffet.

Melt the butter in a heavy frying pan and then add the chopped onions. Cook over low heat, stirring often until onions are very soft and lightly browned, about 15 minutes. Add the pancetta into the pan and cook over medium heat until crisp and browned, about five to seven minutes. To compose the quiche, divide the cooked onions and sprinkle into the bottom of each of the quiche, followed by the pancetta. Break apart the Gorgonzola and divide into the 6 pans, then add the grated Parmesan cheese. Finally, sprinkle the parsley evenly over the onions and cheese. In a bowl, beat together the cream and egg yolks until light. Add the chopped rosemary and cracked pepper. Pour the egg and cream mixture evenly into each mini quiche leaving just a little room to expand. Bake in the preheated oven for about 20 to 30 minutes or until lightly browned and set, and let stand five minutes before serving.

While this is a very practical way to help the child get a head-start in life, it’s a tactic that’s limited to their education years. One option is a life insurance policy for the child that is purchased by the parents, grand-parents or another friend or family member. How does it work? The insurance policy is purchased by the parents, grand-parent or another friend or family member on behalf of the child. The insurance premium is determined by the child’s age, health and other details. This amount remains level over a set number of years and never increases. Part of the premiums accumulate in a separate, tax-sheltered account and over time a portion of the cash value can be used to pay the policy premiums. What happens when they’ve grown up? When the child reaches the age of majority, the policy ownership can be transferred to them and continues to protect them for life. At this point, all the premiums may have been paid. What’s great about this insurance is that it provides the child with a head-start on life. For example, the policy can be used as collateral when applying for a loan. Also, the child may have the option of purchasing more insurance without a medical review. This is called a Guaranteed Insurability Benefit. Can they access the cash value? Yes, as the child grew so did the cash value. It’s accessible at any time and is subject to the available amount.
