ou’ve decided now is the time to rent a new space. Now you have another decision to make – choosing your property management company.

How can you check the reputation of the company or landlord you’re considering renting from? First, find out how long the company has been in business by asking the staff or visiting the company’s website. Most property management companies have well-established business practices in place to ensure that the customer comes first . If possible, drive around existing communities managed by the company you’re considering and speak to some of the renters in the building. Many property management companies will be able to put you in touch with people who would be happy to provide a testimonial. Get a feel for each company and the staff. You should be comfortable and courteous asking questions and in turn you should be treated with respect. Think twice about any property management company that doesn’t willingly provide any information you respectfully request. Putting the customer first and offering the best quality rental space for your money is the company’s ultimate goal. WHILE IT MAY SEEM COMPLEX, INSURANCE IS REALLY QUITE SIMPLE: The payments (or premiums) of the many pay for the losses of a few. Your premiums go into a large pool, if you will, at your insurance company. The claims of the few are paid from that pool. Because there are more people contributing to the pool than there are making claims, there is always enough to pay the claims – even large single claims like when someone is permanently disabled as a result of a car collision, or many smaller claims like those resulting from a natural disaster. (The 1998 ice storm that hit parts of Ontario, Quebec and New Brunswick resulted in an estimated 700,000 claims for damage totalling $1.4 billion.) However, large disasters (such as the ice storm) do come close to emptying the pool. TheRentersGuide.ca

INSURANCE FOR INSURANCE COMPANIES Even when the pool comes close to emptying, there is another pool from which insurance companies can draw to pay claims. Some of your premiums are used by your insurance company to buy reinsurance – insurance for insurance companies. Sometimes losses are so big – like those resulting from an earthquake – that there is no way that an insurance company can cover the costs. Reinsurance is an extra layer of protection against large losses.

ANNUAL REPLENISHING Your insurance is an annual contract, so the pool operates for only one year at a time. Your premiums and the premiums of others are based on how much money the insurance companies think they will need to pay the coming year’s claims. Your premiums do not build up over the years – unlike the premiums for some types of life insurance.

HOW PREMIUMS ARE CALCULATED Within reasonable limits, some of which are prescribed by law, your premium is calculated to reflect the probability that you will make a claim – that is, that you will draw funds from the insurance pool. Those who are unlikely to draw from the pool pay less than those who are more likely to draw from it. Insurers take many factors into consideration to determine the likelihood that you will make a claim. A common misconception is that a policyholder who has never made a claim should pay less, little or nothing for insurance. While it is true that past claims history is important, a more reliable indicator of how likely a person or business is to make a claim is the statistical group to which he/she/it belongs.

INDUSTRY EARNINGS Insurance companies generally do not make money on the premiums gathered from policyholders. In 2005, insurance companies paid more than $21 billion in claims while taking in $35 billion in premiums. The difference between the premiums and claims, in this case $14 billion, is used by the companies to pay salaries and taxes ($6.2 billion in 2005), and to cover the overhead costs (such as electricity bills) of running a business. It is also used to pay the administrative costs of settling a claim.

Insurance is generally intended – and priced accordingly – to help policyholders cope with the financial consequences of unpredictable events that are “sudden and accidental.” If, for example, you live on a floodplain by a river, flooding of your property in the spring is not sudden or accidental; it is inevitable and, therefore, uninsurable. The Insurance Bureau of Canada offers information for consumers to help make them aware of their insurance needs and assist them in understanding the types of insurance available. They are the national industry association representing Canada’s private home, car and business insurers. BEING AN EDUCATED CONSUMER IS WISE THESE DAYS, and when shopping for a rental apartment, there are many things to look for that indicate your choice is a good one. Your most powerful tool is communication – before, during and after you make your decision and move in.

If the repair still isn’t completed, you can contact the Investigation and Enforcement Unit. If this step does not resolve the problem, contact your lawyer, municipal Councillor or Community Legal Clinic. It is possible that you can apply for a rent reduction on the basis of the repair not being done, therefore representing a reduction of services in your apartment.

You can tell a lot about an apartment building from your first visit to inquire about vacancies.

The best results happen when staff members respond to your inquiry or request promptly and efficiently.

Are you greeted by friendly, polite, cordial office staff? When you ask questions – and you should ask many – do you receive satisfactory answers? Is the rental office clean and organized, and can the staff members produce requested documents quickly? Pleasant interaction with staff is important on a day-to-day basis. How you are treated at the outset reflects how you will be treated once you are a tenant. “Tenants want professional and courteous property management staff, and in turn the latter group is looking for good, responsive tenants,” says Charlesy Brunne, Director of Operations - GTA for Minto Apartment limited “The CRBP ensures that each property manager has effective two-way communication policies and processes in place.” When you move in, your building manager should provide you with information on how to make general inquiries/complaints, and how to make maintenance requests. If they do not provide you with this information readily, then ask them to explain to you what policies they have in place for dealing with these types of general tenant inquires. If they cannot articulate to you clearly what their complaint/maintenance request policies are, then you may want to raise a red flag about whether this is a place where you want to make your apartment home. Apartment buildings in the CRB program must have clearly documented policies and procedures in place for dealing with tenant inquiries (of any nature) and for dealing tenant requests for maintenance. Additionally they must be able to clearly demonstrate that they respond to all inquiries with two business days or less. The CRB program treats effective two-way communication between property managers and their tenants as integral part of its program. For example, if you make a verbal inquiry for a repair, you should be able to expect owners and property managers to respond within two business days. If the repair involves the landlord or property manager entering the apartment, there must be written notice given at least 24 hours before the time of entry, which should be TheRentersGuide.ca scheduled between 8am and 8pm, unless there is an emergency or if the tenant gives the landlord permission to enter ahead of time. If you receive no response, according to the Ontario Residential Tenancies Act, you should put your request in writing, date it and keep a copy. Landlords have to respect tenants’ privacy, and tenants have to respect the tremendous responsibility that landlords have to keep the building safe and well maintained. SOMETIMES IT FEELS LIKE YOU’RE IN AN IMPOSSIBLE SITUATION. You’ve tried getting a consolidation loan, but with the tight money markets and your crappy credit history, no one wants to be your lender. (Yes, they all get their pound of flesh, so you are paying for this service, even if it doesn’t feel like it.) So you only have to make one payment. But if you’re dealing with lenders who won’t compromise, your debt-management plan won’t

work as well as if your creditors roll over. You should research the company with which you’re going to deal very carefully since these organizations range in quality. After several months your debt management company will contact creditors and attempt to negotiate favourable lump sum settlement that will be paid out of your debt settlement pool. Know that if you take this route your credit history will be shot. If you already have a crappy credit history, this may not be a problem for you. But if you’re in the least bit concerned about keeping your credit score shiny, this isn’t the way to go. While each organization is different, the plans they come up with are pretty much all the same since lenders don’t give preferential treatment to any one company. Your debt management advisor determines how much it will take to pay your creditors off in three to five years. The main benefits are that the interest clock is slowed down (or in some cases stopped completely) and that collectors stop call. And you usually have the option of paying more when you have extra money so you can get back into the black even more quickly. One of the big drawbacks of using a debt counseling or debt management TheRentersGuide.ca company is that they don’t come with any serious advice, so people often fulfill their commitment and then go right back out

and rack up their debt again.You need to work with a company that does a full assessment of your financial picture. If you’re not committed to living without credit, don’t even bother getting started.You’re often required to commit to living without credit until you’re debt free, and if you break this rule there can be dire consequences. Also keep in mind that this kind of service works best for those with unsecured debt, like a credit card or unsecured line of credit. If you owe taxes, child support, or on anything for which someone else is signed, this won’t work. Perhaps the biggest surprise for most

people is the fact that consolidation, credit counseling and debt management may not be bankruptcy, but they are often treated as such by future lenders.Your credit history will take a hit that last as long (or longer, in some cases) than bankruptcy. Anything that says,“He couldn’t manage his bills”is a red flag for lenders. I’M NOT A BIG FAN OF ANY OF THESE SERVICES. I BELIEVE: 1. If you can’t keep a roof over your head and food in your belly, and pay off your debt in three years or less, you need to go and see a bankruptcy trustee.You are exactly the person bankruptcy was meant to help, and if you just can’t make it work, bankruptcy may be your only option. 2. If you can make your payments, then you need to call and negotiate with your creditors, come up with a plan and follow through. Taking personal responsibility is the only way to make sure you never make the same mistakes again. And if you don’t have the wherewithal to make this better, it’s only a matter of time before you back in the hole. It’s your money. Now it’s time to take control of it.

You don’t need to spend your hard-earned money on expensive storage solutions – chances are, you may have the thrifty answers in your home already! QUICK TIPS ON ORGANIZING YOUR HOME Use what you have. Organizing doesn’t have to cost a fortune; just get creative. Before rushing out to buy bins and baskets, look around your home for containers you can re-purpose. Here are some ideas: » Egg cartons or ice cube trays can be used to organize earring sets, cuff links or hair accessories. » Empty plastic baby-wipe containers can be used to store crayons, first aid or sewing supplies, and they stack easily on a shelf. » Empty baby food jars can be used to keep touch-up paint, spare buttons, or screws and nails. » A mug holder can be re-purposed into a scarf or baseball cap holder. » Empty tissue boxes can hold plastic grocery bags or, with the top cut off, packets of gravy and instant soup. » The large clear plastic container that you can buy prewashed salad in is perfect for storing special occasion shoes, keeping them visible yet dust-free. Use the small ones to organize the contents of your drawers. Place elastic bands in one bag, and cotton swabs in another. Use them for band-aids, cosmetic sponges and bobby pins. Items remain sorted, clean and dustfree. Bonus: no need to label because you can see the contents clearly. QUICK TIPS ON ORGANIZING YOUR HOME OFFICE Want to reduce the amount of paper piling up in your office, and save trees and money as well? Pull the paper out of your printer and store it in a file folder across the room. Although this may seem counter-productive, you will actually be saving time in the long run. By making it less convenient to print, you will begin to print more consciously and less often. As a result, you’ll have fewer papers to pile, sort through and file later, and you’ll spend less money on print cartridges and paper. QUICK TIPS ON ORGANIZING YOUR LIFE Why buy when you can rent or borrow? The next time you need something, rather than automatically driving to the

Key points to consider

EVER NOTICE RENTAL COMMUNITIES BOAST THEY ARE “just minutes from shopping, schools and all the amenities!” and that “Everything you need is right at your doorstep!”? This is not just marketing gimmickry at work. These factors really matter, as such attractions are critical in determining appeal to renters – for lifestyle and comfort while living there. However, one of those factors carries a little more weight than the others: proximity to infrastructure. The federal and provincial governments have been spending billions on infrastructure improvements over the last few years to upgrade highways, transit systems, airports and other services such as health care. For rental developments, this means more and better access. It’s no exaggeration to say the infrastructure developments have allowed new communities to literally sprout up along the way. Numerous studies throughout North America and elsewhere show that proximity to mass transit and highways has the most significant impact on property values, since it improves residents’ accessibility to a city’s central business district and other areas with employment opportunities. The greatest benefit, according to Cutting Edge Research Inc., a Vancouverbased real estate consultancy that examines housing trends across the country, is for properties located within 500 metres of stations along new transit lines. “Distance is now measured in minutes, not kilometres,” says Don Campbell, president of Cutting Edge, summarizing a principle that renters anywhere in Canada can follow: as people increasingly factor commuting times into their renting decisions, proximity to transportation is a top determining factor for convenience. Prospective renters, then, while you’re out there shopping for your new home, take a look around and see how close you are to the nearest highway, subway or light rail transit. Then follow the tracks to those housing projects and communities and your new home.

CANADA’S RENTAL VACANCY RATE remains unchanged ACCORDING TO THE SPRING RENTAL MARKET SURVEY 1 RELEASED RECENTLY BY CANADA MORTGAGE AND HOUSING CORPORATION (CMHC), the average vacancy rate for primary purpose-built apartments in Canada’s 35 major centres2 was 2.7 per cent in April 2014, unchanged from April 2013. “The stability of the national vacancy rate is due to supply and demand factors,” said Bruno Duhamel, manager of Economic and Housing Analysis.“Demand for rental housing continues to be supported by population gains from net migration and stable employment levels for young workers aged 20 to 24”. The results of CMHC’s spring survey also revealed that major centres with the lowest vacancy rates in April 2014 were Edmonton and Calgary (1.4 per cent each) and Kelowna (1.5 per cent). The major centres with the highest vacancy rates were Moncton (10.7 per cent), Saint John (10.0 per cent), and Charlottetown (8.7 per cent). The Canadian average two-bedroom rent in new and existing structures was $930 in April 2014. With respect to the census metropolitan areas, the highest average monthly rents for two-bedroom apartments were in Vancouver ($1,274), Calgary ($1,267), and Toronto TheRentersGuide.ca ($1,241). draws on more than 65 years of experience to help Canadians access a variety of high quality, environmentally sustainable and affordable housing solutions. CMHC also provides reliable, impartial and up-todate housing market reports, analysis and knowledge to support and assist consumers and the housing industry in making informed decisions. CMHC’s Rental Market Survey is conducted twice a year in April and October, to provide vacancy, availability and rent information on privately initiated structures in all centres with populations of 10,000 and more across Canada. Reports are released in June and December. Note that there are differences between the fall and spring surveys. The spring survey covers apartment and row structures containing at least three rental units, and, unlike the fall survey, does not report information on: a) Smaller geographic zones within centres; b) Secondary rental market (rented condominium apartments, single detached, semi-detached, duplexes or accessory apartments).
