Research and due diligence Three simple steps to success
S
hopping for a home online is a great way to narrow your search, but there’s nothing like visiting the sites, models and sales offices to get down to the nittygritty. Before you venture out, here are some pointers: First, be clear about what you want and expect in a new home and in your builder. Remember, the range of prices in the new-home market generally reflects differences in location, features and home styles. There’s no magic involved. If a builder’s pricing seems out of whack with others in the area, ask for an explanation. Higher prices could mean better quality materials, finishings, features and service. Make sure that the price you are paying will deliver the quality you want. Second, understand exactly what is included with the home you are buying and what is optional. Ask the sales representative to show you samples, and request a “spec” sheet that clearly lists what is included, as well as any upgrade options. Third, evaluate any promises that have been made during your visit. Is the builder prepared to put them in writing? Hearsay comments should not be included as part of your evaluation process. Sit down with your sales representative, ask questions and discuss your Agreement of Purchase and Sale in detail – then take it to a lawyer before it’s finalized.

f you’re currently in the market to buy a new home – and doing your due diligence and research – you’re likely hearing more and more about something called Development Charges. DCs are the fees applied by various levels of government when homes are built, to pay for new roads, transit and other infrastructure. Home building associations across the country have been speaking out – and lobbying the appropriate government bodies – on this increasingly challenging issue, since the charges in many cases are skyrocketing. These costs are transferred right on to you, the new-home buyer. No one will argue against the need for new infrastructure, but the industry warns that affordability is increasingly at risk. If fees are allowed to rise unchecked, what will that do for the future of homeownership? And what will it do for a sector that is an important engine of economic growth? Studies are already showing there is a growing disconnect between the ambitions of GenYers and Millennials – homebuyers of the future – and their financial realities. And more sources – including the latest RBC Economics Research Housing Trends and Affordability Report – warn affordability is only going to become increasingly challenged. Add skyrocketing Development Charges to the equation, and – not next year but maybe in five or 10 years – we could be facing a price that none of us can afford to pay.

mpire Communities is pleased to announce a program designed especially for purchasers looking to move into their new homes this year. “At Empire, we understand how important it is for many families to move into their new home as soon as possible. We have some outstanding inventory homes in a number of our locations in Southwestern Ontario that will be ready for new families to move in this year,” says Paul Golini, executive vice-president of Empire Communities. “And to make it that much easier, we are introducing a special Five-Per-Cent Deposit Program to help alleviate some of the stress many face when making that buying decision.” Empire is one of the largest builders of master-planned communities in Southwestern Ontario, building successful new communities for more than 25 years. Those communities that are offering this exciting program include Imagine in Niagara Falls, Summerlea in Binbrook, Wyndfield in Brantford and Victory in Stoney Creek. Here’s a snapshot of each of those communities in Southwestern Ontario where the Five-Per-Cent Deposit Program is currently being offered. Be sure to visit one of the presentation centres for details about this new and exciting program.

TILLSONBURG
Regional hub leaping into the future
T
hey say location, location, location is one of the primary considerations for real estate. And while at first glance Tillsonburg, a town of about 15,000 located in Oxford County, may not strike you as blessed with location, a closer look would certainly change your mind. Located about 50 kilometres southeast of London, Tillsonburg offers everything a homeowner wants in small-town Ontario, by bringing together surrounding rural serenity with all modern amenities, including hospital and schools, shopping and dining pleasures, plus much more. It’s a short drive from London International Airport, and the picturesque shores of beautiful Lake Erie.
The Tillsonburg area enjoys unusually temperate weather, too – perfect for gardening and enjoying outdoor activities, including golf. In fact, there are two golf courses within five minutes of your front door, and dozens more within a half-hour drive. Not far, either, is the downtown Tillsonburg Town Centre Mall, and Norfolk Mall in south Tillsonburg. Together, they offer more than 200 shops and services. There are also three medical clinics, home support services and an ultra-modern hospital. And just 35 minutes away is the city of London, home to two world-class hospital campuses.
“With advancements in technology, there’s no reason a community like Tillsonburg can’t plug into the digital economy as effectively as a city the size of New York,” says Mayor John Lessif.

Indeed, although the town population is oďŹƒcially listed as about 15,000, the town is a regional hub for business, industry, health care, education, agriculture, government and emergency services which serves an area of nearly 225,000 people. Not bad for a community dating back to 1825 as a village catering predominantly to the logging and wood processing industries. In the mid-19th century, Tillsonburg took additional steps toward industrialization through further expansion into forest products. In the 1920s, major enterprises included milk and tobacco production and manufacturing of shoes, farm equipment and textiles. Fast-forward to the 1990s when the current downtown began to take shape with the construction of the Rotary Club Clock Tower, where residents gather to ring in the New Year. Tillsonburg’s adult-lifestyle residential focus began in 2001, with the Baldwin Place subdivision located on the western edge of the town – a development that will have approximately 300 homes when completed. Other recent residential development includes the re-urbanization of the former railway lands on Bridge Street East, which is the site of Tillson Landing condominium, the first such highrise 27

construction in more than a decade. Tillson Landing was completed in January 2006. The Tillsonburg Community Centre was refurbished in 2004 with renovations and expansion of the arena and new recreation and health club facilities. Downtown also recently welcomed big box stores such as Canadian Tire, Shopper’s Drug Mart and StaplesBusiness Depot, as well as expanded The Source store and Mark’s Work Wearhouse in the Tillsonburg Town Centre Mall. In terms of the local economy, Tillsonburg has been positively impacted by General Motors’ CAMI assembly plant in Ingersoll, about 20 kilometres north of the town, which opened in 1986. Toyota’s plant in Woodstock, about 30 kilometres northeast, has had a similar spillover benefit for the town.
The area still has a strong agricultural base, with cash crops, hog farming, milk production, tobacco, ginseng and various tertiary crops. Not content with relying on such history, and with an eye to further diversifying its economy, Tillsonburg is pledging to leap into the future. In 2012, the Town of Tillsonburg launched a new campaign urging residents to “ jump into the digital economy.” “With advancements in technology, there’s no reason a community like Tillsonburg can’t plug into the digital economy as effectively as a city the size of New York,” says Mayor John Lessif. “But it will take conscious, coordinated effort to make it happen.” A new initiative and website, taketheleaptillsonburg.ca, “is designed to showcase the opportunities available to our community through broadband technology,” says marketing coordinator Colleen Pepper. “It’s really intended to be a jumping off point for investment in Tillsonburg’s economic ecosystem – whether financial or otherwise. “At this stage, the focus is on inspiring and informing,” says Pepper. “But over time, we expect the site will serve a networking function as well by connecting idea generators with idea funders, and spawning creative new partnerships.” The site includes a Community Dreams section, where visitors can suggest technology-related projects they’d like to see happen in the community. Facebook and Twitter pages provide additional opportunities for ongoing dialogue and discussion. “As a municipality, we’ve made a strategic investment in broadband infrastructure – one we believe will attract significant interest from outside the community,” says Lessif. “However, we also want to make sure our citizens understand the opportunities available to them through broadband. The more effective we are in communicating those opportunities, the stronger our local economy will become.” Developers, too, are investing in Tillsonburg’s future. Among the builders active in the town is Tillsonburg Developments, which is building Baldwin Place, a community of adult-lifestyle, single-detached custom freehold bungalows. Located just a short walk from downtown, Baldwin Place boasts all-brick, single-detached bungalows starting at $232,900.

G
reat Gulf Homes invites homebuyers to live the dream… in Niagara. The home builder that prides itself on building to perfection, has discovered the perfect location to help its clients live out their dreams in southern Ontario within its two Niagara communities. This is where homebuyers can buy their estate-quality home for less while enjoying luxurious amenities, peaceful landscapes and an active lifestyle. Great Gulf focused on extensive economic and geographical research to determine locations for their master-planned communities: Edgewood in Niagara Falls, and Rolling Meadows in Thorold, to ensure they were a destination. Within reach of farms, pastures and vineyards, these Niagara communities have expansive scenery, lakeside access and recreational opportunities at every turn. Golfers will want to try each of the dozens of Niagara courses found between Fort Erie and St. Catharines. Plus, Edgewood and Rolling Meadows are “10 minutes from everywhere,” explains Great Gulf’s Karen Gold. It’s 10 minutes to Niagara Falls, St. Catharines, Niagara-on-the-Lake, the U.S. border, live theatre, the Wine Route, golf, shopping, recreation… and Hwy. 406 and the QEW offer quick access for commuters. “It’s fun, it’s active, and it’s quiet here,” says Gold. “It’s paradise.” If work is still within the GTA, GO Trains leaving from Hamilton, Burlington and Oakville, offer commuters an efficient mode of transportation enabling them to park at the station and continue on into Toronto without the stress and headaches of traffic.

great gulf | Multi-Site A Great Gulf home generally comes at a premium price, but being in Niagara, homebuyers can expect to save as much as $300,000 and still receive a premium lot and an estate-quality home with features at the top end of the scale. In fact, Rolling Meadows is attracting buyers from the GTA, including repeat and move-up buyers, who are investing their savings in additional upgrades creating a level of luxury seldom seen in Niagara communities. “We’re presenting a quality living experience and our buyers recognize that,” says Gold. “They know they’re getting a Mercedes quality at a huge savings by buying here.” Part of that premium price results from using Brockport home technology, an indoor construction site where all framing is done mechanically and in controlled conditions. With this process, Great Gulf can assure homebuyers their homes will be built square from day one. It’s a robotic process that enables framing to take place in two days rather than two weeks; a process that greatly reduces the incidences of warping and mold in the wood. Every Great Gulf home begins in this manner whether it’s being built in the GTA or one of its newest communities in Niagara. As Niagara embarks on an ambitious plan to cultivate business and manufacturing, home prices here remain stable creating even greater appeal in a Great Gulf home where families can truly live the dream in Niagara.

What if you could have the best of both worlds, and live just minutes from everything, yet wake up to the sound of, well, nothing. Instead of traffic jams and concrete jungles you’ll have conservation areas, bike trails and homemade pies just a hop, skip and jump away. Starting to sound pretty good isn’t it?

Phase I of The Residences of Royal Connaught Once a playground for celebrities and international high society, Hamilton’s Royal Connaught Hotel is reborn with the arrival of the city’s most anticipated developments.
The Residences of Royal Connaught opens nearly 100 years after the original launch of the historic Hamilton icon. With the grand opening on June 7, the city is abuzz as the Royal Connaught gets new life again after sitting vacate for the last decade — signaling a pivotal moment in the country’s fastest appreciating real estate market. “Hamilton’s moment as a destination city has arrived,” says Glen Norton, manager of urban renewal for the City of Hamilton. “Its incredible transformation is capped by the rebirth of The Royal Connaught. The time for Hamilton is now, it is truly a great moment to live in the city.” With more than 100 years combined experience, Valery Homes and Spallacci Group translate their love affair for Hamilton into this landmark restoration and their timing is perfect. “We’re giving Hamilton a new heart, the scope of the Connaught will usher in the next era for the city,” says Rudi Spallacci, president of Spallacci Group. Anchoring the original structure, a seven-storey podium complementing the existing historic facade will introduce galleria shops and cafes into a public square. Designed by KNY Architects, the completed project including three new residential towers will house 700 condominium units in the heart of downtown. “A project of this historical significance is rare. The Connaught represented the pinnacle of society, not just in Hamilton, but across Canada. Its legacy endures as it once again becomes the focal point of the downtown core; it will be a truly remarkable place to call home,” says Ted Valeri, president of Valery Homes. Past the century hotel’s intricate façade, the opulent art-deco lobby is a welcome respite from the busy city core. A decadent entrance opens up to an unparalleled three-storey interior featuring dramatic crystal chandeliers and expansive 23-ft. ceilings. Restored columns illuminate, framing the original glass staircase and mezzanine.
A bold matrix of ebony and granite play against soft white limestone floors, while gold and brass accents weave glamour throughout the décor. Reinforcing the legacy of the Connaught as a social hub, a sleek coffee bar and baby grand piano invite residents to connect. Ascending to the mezzanine, intimate seating and a plush fireside lounge overlook the bustling reception below. “Residents will come home to extravagance every day. No other project will rival the prestige of this address,” says Lisa Boyer, principal of LB Design and interior designer for the project. Now open, Phase I of The Residences of Royal Connaught offers 122 new condominium suites housed in the original 13-storey landmark building. With a selection of elegant condo designs ranging from 555 to 1,084 sq. ft., purchasers can customize their suites with looks ranging from classic to a more contemporary aesthetic. Condominium suites start from the mid $200,000s. Phase I occupancy is expected for 2016. The restored lobby houses the presentation centre and model suite at 112 King Street East, the corner of King and Catherine in Hamilton, open Monday to Thursday from 1 to 6 p.m. and Saturday and Sunday noon to 5 p.m. For more information, call 905.645.0450 or email info@royalconnaught.com. BRANTHAVEN HOMES’ PRESIDENT STEVE STIPSITS
receives coveted Burlington Entrepreneur of the Year Award Steve Stipsits, president of Branthaven Homes, has been awarded the Burlington Chamber of Commerce 2014 Entrepreneur of the Year Award.
A Burlington-based home builder, Stipsits is now in the esteemed company of renowned business titans and past award winners such as Michael Lee Chin, Michael G. DeGroote, Ron Joyce, Ron Foxcroft, Reginald Pollard and Pasquale Paletta. The Entrepreneur of the Year Award is given to an individual who embodies a leadership role in the community, exhibits exceptional drive, has solid business success, and continues to enhance the image of the city of Burlington in all aspects of business. This individual must also have a leadership role in giving back to the community through charitable works and improving the lives of Burlington’s citizens. At a full capacity award presentation and dinner, Stipsits graciously received the award and the accolades. Burlington Mayor Ron Goldring, Burlington’s Chamber of Commerce Board Chair Jean A. MacKinnon, respected business peers and proud friends and family consistently applauded Stipsits’ entrepreneurial spirit, unwavering work ethic, integrity and ability to cultivate a “culture of fairness” – without ever sacrificing business relationships, financial success or cherished family time. The election committee felt Stipsits demonstrated the qualities of entrepreneur, community leader and
compassionate man. Under his direction, Branthaven Homes has become a home building force with deep roots in the community. Branthaven’s imprint on the urban and lifestyle fabric of Burlington is extensive. From custom lakefront estates and executive country homes, to smart growth urban townhome and condo communities, lively retail and plenty of park and green spaces in between, Branthaven Homes has helped make Burlington one of the most livable cities in the world. Highlights of the evening were heartfelt tributes by peers and family highlighting Stipsits’ depth of character in business and commitment to family and fundraising. He regaled the crowd with his tales of painstaking treks to both the North and South Pole to raise millions for local children’s charities. He shared humble beginnings stories and wisdom of life lessons such as personal and corporate mantras – always be respectful; promote mindfulness and fair play; clearly communicate and learn by listening and engaging others; retain your brand integrity at all cost, and finally; never take no for an answer – there is always a way!

Canadians still optimistiC
about housing market: Bmo
According to the 2014 BMO Housing Confidence Report, 44 per cent of homeowners intend to buy a property in the next five years. This represents a slight drop from 2013, but still signals a high level of confidence in Canada’s housing market – particularly among those under 30 years of age.
However, results vary widely in Canada’s major city centres: » Intent to buy has surged in Montreal, with 63 per cent planning to purchase a property in the next five years – up 13 points from last year » Half of those in the Greater Toronto Area (51 per cent) plan to buy in the next five years, a decline of eight points from 2013 » Further west, intent to buy in Calgary is up five points to 54 per cent, while Vancouver is down four points to 54 per cent » After seeing an increase of 15 points last year, Atlantic Canada dropped notably; intent decreased by 18 points to 29 per cent. “The dip in overall intent could reflect expectations of higher interest rates, while the drop in the GTA likely reflects concerns about valuations and a possible price correction,” says Sal Guatieri, senior economist, BMO Capital Markets. “The improvement in buyer confidence in Montreal should help to absorb a moderate overhang of condos in that market.” After seeing an improvement in affordability between fall 2012 and spring of last year, this measure has flattened in 2014, with 45 per cent of homeowners cutting back or dipping into their savings to pay their mortgage. “Seeing consistency in terms of affordability year over year is encouraging, however, interest rates are likely to begin moving up in the near future, resulting in households potentially facing some strain down the

The report, conducted by Pollara, tracks confidence in Canada’s housing market among Canadian homeowners by measuring intentions to buy or sell, price expectations and overall mortgage affordability. While more than half (54 per cent) of those considering a property purchase in the next five years are looking at houses, this is down eight points from 2013. Subsequently, the intention to buy a condo is up five points to 22 per cent. As with 2013, 10 per cent of those planning to buy are looking at recreational properties. Meanwhile, nine per cent plan to purchase an investment property, up three points from a year ago.

their savings to afford their mortgage payments in the past year has decreased by three points to 12 per cent. Furthermore, this measure has decreased by five points since 2012. Additionally, the total percentage of mortgage holders needing to cut spending to make their payments has stayed flat year over year. However, mortgage holders who have needed to cut appear to be doing so in the appropriate places, with a four-point increase in those decreasing their spend on vacations.

Attention to material selection for improved indoor air quality, resource and energy efficiency, environmental responsibility and durability was also considered. The home is targeting (add a rating system like LEED, EnerGuide or HERS) and includes LED potlights, a grey water recycling system, ultra low VOC paints and finishes. In addition to the healthy home benefits, the model also helps to educate prospective buyers on the benefits of investing in energy efficient features and the monthly savings that can be achieved as a result. Brookfield’s energy saving mascot, Forest Green, helps to guide guests through the PANTONE features in the home by pointing out the benefits. “We are thankful to be recognized with this recognition and showcase this model home in Bradford,” says Marc Thibault, vice-president of sales and marketing at Brookfield Residential. “This model is inspiring and provides our homeowners with a glimpse of how they might take advantage of the space, see some great design ideas and also learn about the benefits of living in a healthier and more CMYK energy efficient home.” Brookfield is dedicated to creating the best places to call home and has built more than 25,000 homes in Ontario since 1956. ADi Developments presents…
LINK Condos + Towns
With the addition of many new condos in its future, Burlington is getting an increasingly metropolitan vibe.
But as prices for single-family homes start to reach the $1-milion mark and more in certain neighbourhoods, young professionals and first-time homeowners are finding it increasingly difficult to find housing forms within their financial means. “Typically, we’ve seen extremely sparse building in these exceptional neighbourhoods,” says Adi. “In order for the city to grow and thrive, condos are the future for Burlington.” Brothers Tariq and Saud Adi, the founders of ADI Development Group, shared their vision of the future of Burlington’s real estate market on June 3 at the presentation centre of their most recent project, LINK Condos + Towns. At the corner of Dundas and Sutton, LINK features two multi-level glass pathways connect the four-building community. Tinted by interchanging LED lights at night, the two “links” will be a public work of art inviting residents to easily circulate the complex. MoneySense’s annual best places to live rankings has Burlington as the top mid-sized city in Canada, and while many people would love to call Burlington home, the reality is not many can afford to. “There’s going to be a huge trend upwards towards smaller compact housing forms and a more urban lifestyle,” says Adi. “We are providing these types of forward thinking buildings to allow residents of Burlington to enjoy life in the city in an economical way, and to attract others to migrate to the city to enjoy the sense of community this city offers.” This is why new builds will continue to become even more important, adds the developer. The event came on the heels of ADI bringing home eight prestigious awards from the Hamilton-Halton Home Builders’ Association awards. The company was recognized for leadership across the board, with awards including best sales and marketing project of the year, best sales office, best exterior on a highrise concept, best condominium unit under 1,200 sq. ft., as well as marketing award of the year.
“ In order for the city to grow and thrive, condos are the future for Burlington.” The Adi’s hope to encourage pedestrian-friendly amenities for homeowners to reduce their need for a vehicle and satisfy all theirs need within walking distances: a true metropolitan lifestyle. “That’s the future of our great city.” Located at the corner of Dundas and Sutton in Burlington, LINK Condos + Towns offers studios, one-bedroom, one-bedroom plus den, two-bedroom suites and townhomes, ranging from 437 to 1,392 sq. ft. Condos are priced from the mid $200,000s and towns start in the low $400,000s. The presentation centre is located at 5210 Dundas St. W., Burlington, open Monday to Thursday from noon to 6 p.m. and Saturday to Sunday from noon to 5 p.m. For more information, call 905.592.2028 or email link@bakersales.info. infrastructure investment
Ontario Home Builders’ Association (OHBA) President Eric DenOuden applauds the significant transit and transportation infrastructure investments recently announced in the provincial budget. “The cost of the infrastructure investments outlined in the budget is being equitably allocated from the general tax base and through a targeted repurposing of the existing gas tax as was recommended by the Ontario Home Builders’ Association,” says DenOuden. “I’m pleased the province recognized that all Ontarians benefit from a functional transportation system, rather than unfairly targeting new neighbours and new employers to disproportionately carry the cost burden through new taxes, fees and charges.” OHBA was opposed to the proposed Metrolinx Investment Strategy, which would have made transit-oriented communities less affordable by adding an additional one per cent to the HST, adding parking taxes on new businesses and increasing development charges by 15 per cent. “New-home buyers and new businesses are already doing their fair share,” says OHBA CEO Joe Vaccaro. “The province has reported that new-home buyers and new businesses paid more than $1.8 billion in development

charges to municipalities in 2013 alone for the construction of growthrelated infrastructure.” It is essential that the provincial government support job creation through improvements to the business environment in Ontario, and OHBA supports efforts to streamline regulatory and approvals processes while eliminating red tape where it is redundant or unnecessary. Vaccaro adds, “OHBA looks forward to working with the provincial government to improve housing affordability and support job creation. We continue to work on ensuring the effective implementation of the growth plan, improving the apprenticeship system, and tackling the underground economy by supporting the government’s commitment to combat illegal building. The provincial government needs to create a more business-friendly environment to support economic growth.” The Ontario Home Builders’ Association is the voice of the residential construction industry in Ontario representing 4,000 member companies organized into 31 local associations across the province. The industry contributes more than $43 billion to Ontario’s economy, employing over 325,000 people across the province.

//TARION REPORT
HELPING YOU CHOOSE
the right home builder » by HOWARD BOGACH When buying a new home, one of your first and most important decisions is making sure you choose the right builder. Tarion hopes to

make this decision a little easier by introducing the Ontario Builder Directory, which replaces the former Licensed Builder Directory. These changes are part of an ongoing process of identifying and providing information that helps consumers who are researching a new home builder. The new directory continues to show a 10-year history for all builders, but the listings will now include builders who are no longer registered. The directory will confirm whether a builder’s registration has expired or whether Tarion has revoked their registration or refused to renew it. This is an important consumer protection tool, particularly in regards to illegal building, as many of our investigations are focused on builders who are no longer registered. Buyers will now be able to quickly and easily confirm that those builders are no longer licensed to build homes in Ontario. The directory shows if a builder has been a Tarion Award of Excellence finalist or winner in the past three years; a breakdown of the types of homes built over a 10-year span into freehold homes and condominium units; and lists the names of officers and directors for each company, providing links to companies that share the same officers and directors. The directory continues to show a 10-year history that includes chargeable conciliations and the number and amounts of certain claims paid by Tarion.
A chargeable conciliation occurs when Tarion conducts a conciliation inspection and determines that one or more outstanding items are covered under the warranty but have not been resolved by the builder. Not all chargeable conciliations result in a claim paid, as builders have an opportunity to make a repair after the inspection. Homes with claims and dollars paid in claims refer to situations where the builder did not resolve a homeowner claim and Tarion stepped in to work directly with the homeowner to resolve the issue. Buyers may want to consider these numbers in comparison to the number of new home possessions in the builder’s profile. When buyers ask for advice on how to choose the right builder, I suggest they start their research by visiting the directory. Buyers need to make sure their builder is licensed, which means they have satisfied Tarion’s licensing criteria and have proven their technical and business competencies. And the directory will give you a good idea of your builder’s past performance. The next step is to ask around. You may want to walk around neighbourhoods where the builder has built, and inquire about these homeowners’ experiences. Speaking to other homeowners will give you a good indication of whether the builder stands behind his construction and is attentive to customers over the long term. Most homeowners are happy to talk about their home and their builder. You can also ask for references in online communities and social media platforms. There are a number of active homerelated sites where homeowners share experiences about everything from décor selections to construction delays and after-sales customer service. If there’s one piece of advice I give most often to buyers who are just starting to think about a new home purchase, it’s research. All too often I hear stories of buyers walking into a model home, being dazzled by the stylish décor and gleaming countertops and signing on the bottom line before researching who built that beautiful home. Your home will most likely be the largest purchase of your life, so you owe it to yourself to take the time to thoroughly research your decision. If you have questions about whether a builder is registered or about its customer service records, check out the new Ontario Builder Directory or call Tarion at 1-877-9-tarion.

t Monarch’s Topper Woods in Kitchener’s coveted Doon Mills community, homebuyers will soon be able to purchase a new home from a limited release of single-family homes on 43- and 50-ft. lots. Monarch has built hundreds of homes in this highly desirable neighbourhood and this new release is expected to sell quickly. Home plans are in the process of being finalized and will include a collection of grand designs that include gas fireplaces, four bedrooms, enhanced gourmet style kitchens and spa inspired Master Ensuites. Home sizes range from 1,922 to 3,722 sq. ft. and will be priced from mid $400,000s. Located near the Doon Creek Ravine by the shores of the historic Grand River, the community is named after the neighbouring historic Village of Doon, where picturesque bridges and a century-old mill are symbols of the region’s storied past. The community of Doon Mills captures the feel of a small village with whispers of yesteryear echoing among its trees. Everyone seems to know each other here and social gatherings are the fabric of community life throughout the seasons. Here, families will enjoy the pleasure of their own backyards with inviting summer barbecues and winter ice rinks. At Topper Woods children can

HOW HOWTO TOESTIMATE ESTIMATEYOUR YOUR
home homeinsurance insurance premiums premiums Like all insurance premiums, how much you pay for home insurance depends on a number of factors related to risk. Insurers analyze these risks, and figure out how likely it is that you – or a group of people with the same set of circumstances – will make a claim, and how much that claim will cost.
break-ins. The cost of home insurance, therefore, varies from neighbourhood to neighbourhood, from city to countryside, and is based on knowledge and experience.
THESE FACTORS TYPICALLY AFFECT WHAT YOU PAY FOR HOME INSURANCE:
» Proximity to water Insurers are concerned about fi re, and will look at how far your home is from a source of water (fi re hydrant, fi re station). If you live in an urban area, this is generally not a problem. If you live in the country and the distance is great, however, this will influence the cost of your home insurance. The sooner a potential fi re can be put out, the lower the cost of restoring your home.
» Where you live Insurers keep records about such items as the number, type and cost of claims by neighbourhood. They can tell from past experience what the circumstances are in your neighbourhood, and how likely it is that you will have to make a claim. For example, if you live in an area where most people commute to work and homes are left unoccupied during the day, the statistics may show your neighbourhood has more
» Replacement cost The factor that will make the biggest difference in the cost of your home insurance is simply the size and composition of your house – as well as your contents. The larger the home and the more contents you have, the more it will cost to replace. In addition to the square footage, insurers take into account such matters as the quality of construction used to build your house, as that can vary greatly from home to home. » Heating Not usually an issue with new homes, oil tanks have the potential for causing costly environmental hazards, so your insurance representative will ask questions about the age and condition of your tank. There is far less risk with forced-air gas furnaces or electric heat, so you may pay more for your home insurance if your home is heated by oil.
74
SWO 06-07-14.indd 74
6/5/14 1:23 PM
Insurers analyze these risks, and figure out how likely it is that you – or a group of people with the same set of circumstances – will make a claim, and how much that claim will cost. » Electricity There are several factors concerning electricity. Do you have breakers or fuses? What is the flow of electricity coming into your house? And what kind of wiring do you have? Insurers know from experience that breakers pose less risk than fuses, and that a minimum of 100-amp service is better than a lower level of service, as a lower amp can lead to overloading and fi re. » Pipes Galvanized or lead piping usually means that the plumbing is older, and older plumbing is more likely to crack, leak or run into other problems. Insurance companies generally prefer homes where the plumbing is made of copper or plastic. » Age of roof Not usually an issue with new homes, insurers generally prefer a roof that has been updated within the last 20 years. Some policies will pay only depreciated values, as low as 25 per cent of the replacement cost, for damaged roofs that are near the end of their designated service life. » Other uses of your home Insurers will want to know if you have built or are planning to build a secondary rental suite in your home; begin operating a business there; or make any other significant alterations to the structure or the way your home is used. » Other factors Insurers will ask if you have a security alarm and a fi re alarm, and whether they are monitored by an outside service. They will also want to know if you have a swimming pool and other structures on your property, such as pool houses or storage sheds, that are worth more than 10 per cent of the insured value of your home. » Basic or full coverage Once all of the above is taken into consideration, you can choose the types of coverage you’d like – which will also influence the cost you pay. While there are government regulations dictating how much insurance drivers must have, there are no such laws when it comes to home insurance. The only requirement may be one set by your bank or mortgage holder. From there, it’s up to you to decide whether you prefer basic or more comprehensive coverage. And
this is something your independent insurance representative can help you with. THE FOLLOWING FACTORS TYPICALLY DO NOT AFFECT WHAT YOU PAY FOR HOME INSURANCE:
» Gas versus electric appliances The types of appliances in your home do not affect the cost of your home insurance.
» Brick exterior versus aluminum siding Most insurance companies do not use type of construction as a rating factor when calculating home insurance premiums. However, construction type is used when calculating the building replacement cost (what it would cost to rebuild the dwelling with materials of like kind and quality, if it were destroyed).

Follow these steps to see if you’ll qualify for a mortgage on your dream home
01 02 03
Calculate the combined monthly before-tax income of you and your spouse. Divide by three. This figure is the monthly payment you can afford to make on your home. Take the total price of the home and subtract the amount of money you expect to make as a down payment. This is the money you will have to borrow.
04
Refer to the chart on the opposite page. Look down the left column and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most firsttime buyers take the 25-year amortization.)
05
06 07
Add to this your estimated monthly heating costs and monthly property taxes. If this figure is equal to or less than one-third of your gross monthly income (calculated in Step 2), you’ll qualify for a mortgage on your dream home.
Multiply this figure by the amount you need to borrow. Divide by 1,000. » Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice andget pre-qualified.

BUYERS SHOULD ACT NOW TO AVOID RISING
Development Charges » by WAYNE KARL

If you’re looking to buy a new home or condo, you might want to hurry: prices in many markets are about to take a bit of a jump, and it has nothing to do with supply and demand. Nor will you get any more bang for your buck. The cause of the increases? Development Charges. The City of Mississauga, for example, is proposing whopping increases to Development Charges – the fees applied by various levels of government when new homes are built, to pay for new infrastructure such as roads, transit and other necessities. Builders pay the charges, but typically pass on the cost to buyers. Prospective buyers of new lowrise homes in that market are looking at a 54-per-cent increase in Development Charges – to an average of about $26,000, up from $16,000. For condos, buyers will be on the hook for more than $17,000 in DCs, rather than $13,000. The City is poised to vote on the proposal this month, and the new charges could be implemented as early as July, so the clock is ticking. In Toronto, City Council late last year voted to increase Development Charges by 75 per cent, to almost $30,000 for a semi or single-detached home. These new fees began to be phased in on Feb. 1, 2014 and are to be fully implemented by Feb. 1, 2016. Development Charges are even steeper further out in the GTA. According to a recent report from Altus Group, an economic consulting fi rm, municipal fees and charges collected by Toronto, Markham, Oakville, Brampton, Bradford-West Gwillimbury and Ajax average out to about $116,200 on a new single-detached home, representing 22 per cent of the cost. For a new highrise, the fees average $64,000 – or 20 per cent. In Ottawa, DCs and other government-imposed fees today account for about 23 per cent of the cost of a new home – or about $100,000 of a single-family home. Twenty-five years ago, the costs accounted for just three per cent. In Vancouver, the various government taxes, fees and levies range from 16 to 27 per cent of the cost of a new home, depending on the city and the type of housing. Closer to home in Southwestern Ontario, the Hamilton-Halton Home
Builders’ Association and other industry voices are speaking out on the matter, causing the Ontario government to revisit how cities and towns can better plan and pay for development. “Development Charges are a tax,” Bryan Tuckey, president of the Building Industry and Land Development Association (BILD) told New Home & Condo Guide. “The rates have increased exponentially, and it has shifted the burden of paying for critical infrastructure onto the newest residents and businesses moving into a neighbourhood. It is not fair that new homeowners are the only ones paying for new and upgraded infrastructure when all residents – new and old – will be using it.” Though the problem may differ slightly from one city and province to the next, with critics arguing the fee increases are largely arbitrary, the concern is universal: new-home buyers are picking up a disproportionate part of the tab for infrastructure development. “As costs associated with building new communities increase, it is becoming increasingly difficult for buyers to find a new home they can afford to purchase,” says Tuckey. “While we understand that growth must pay for growth, the building industry has expressed the need for these fees to remain reasonable, fair and accountable to new-home purchasers across the GTA.” Some builders are even resorting to freezing the Development Charges they pass on to buyers at the existing rates, even while the increases take place, to give consumers a break. So, as you’re out there scouting for your prospective new home or condo, ask your builder about DCs, and if there’s a tangible benefit to buying sooner than later.
