Justin Trudeau wouldn’t be the first Prime Minister to break an election promise. During what some dubbed the “housing election” last fall, Trudeau included a number of initiatives on this topic in his campaign platform. Now, several months and one inaugural budget later (see page 56), we get a better sense of how important it is to him. While his plan to “modernize” the Home Buyers’ Plan (HBP) was nowhere to be found in Budget 2016, it’s apparent the Canadian housing landscape is fixed in his sights. Indeed, a commitment to develop a

National Housing Strategy, and heavy spending on affordable housing, are good indications he’s paying close attention to a topic that is important to Canadians. Wisely, though, he stopped short of imposing new tools or regulations that could hamper the housing industry – which is key to the Canadian economy. As for the HBP, whether not addressing this program or others in this budget qualifies as promises broken or merely delayed, remains to be seen. One thing is clear – his focus on housing will likely sharpen in the months and years ahead.

Tarion announces finalists for Ontario’s best new home builders as chosen by their customers TARION WARRANTY CORP. has announced the finalists
for the 2016 Homeowners’ Choice Awards. These are the only awards that give Ontario’s new-home buyers the power to have their builder recognized for customer service excellence. Formerly known as the Tarion Awards of Excellence, the Homeowners’ Choice Awards recognize a builder’s excellence in customer service each year in four categories: Small, Medium, Large Volume and Highrise. The process for selecting finalists has not changed, only the name has changed to better reflect how the award recipients are chosen. “These awards have always been about new home buyers in Ontario and their level of satisfaction with their individual builder,” says Tarion President and CEO Howard Bogach. “Changing the name to the Homeowners’ Choice Awards simply reflects the importance of the customer’s experience in the new home buying process, and how each and every home buyer can have a say in whether a new home builder receives recognition.” Finalists were determined based on the results of a comprehensive survey sent to more than 56,000 Ontario homeowners who took possession of a new home between Oct. 1, 2014 and Sept. 30, 2015. Almost 12,000 completed survey responses were received, representing a high response rate of more than 21 per cent. The results were tabulated by Crunch Research and Nielsen. Survey questions focused on homeowners’ satisfaction with their builder, covering every stage in the homeowner-builder relationship from the signing of the Agreement of Purchase and Sale, through construction and the pre-delivery period, to after-sales service. According to Bogach, “This year marks Tarion’s 40th anniversary of protecting new-home buyers in Ontario. Throughout the decades, we’ve witnessed home buyers having an increased impact on the new-home buying experience based on the decisions they make. The Homeowners’ Choice Awards reflects the importance of their opinions, and champions excellence in customer service.” To qualify for the Awards, builders must have at least five new home possessions during the survey timeframe and a specified number of completed questionnaires must have been received. Award recipients will be announced at a luncheon in Toronto on Thursday, April 28, 2016. 14 YPNEXTHOME.CA
The following new home builders compete in four award categories: Small, Medium, Large Volume and Highrise.

THIS IS A TRULY EXCITING YEAR
Hot trends for your new home 22窶ズPNEXTHOME.CA
in home decor, with unlimited possibilities and products that let you express yourself. Whether your style is mid-century modern, urban industrial, Swedish Gustavian, transitional, traditional or eclectic, tranquility is the result everyone desires right now.
To create a personal sanctuary where you can switch off and detox, your serene spaces should be beautiful, simplified and wellorganized. The 2016 design trends make it possible, beginning at the front door, where a heated entryway floor welcomes with warmth you can feel. Extra-large, three-by-six-ft. floor
tiles in geometric patterns establish the residence as something special. Minerals, metals and other materials found in nature accent the house. Doorknobs are made of unpolished semi-precious stones. Accessories glint with chunks of quartz. Platinum, copper, gold or steel are mixed on tile mosaics and lighting fixtures.
Kitchens gleaming with white walls, cabinets and countertops will continue for some years. To stay current, punch up the space with colourful tiles and rough luxe materials. The two-tone kitchen is hot: Upper cabinets are painted white or another neutral, base cabinets go wild in a deeper painted hue or finished wood. Open shelves are crafted from raw materials. Statement pendant chandeliers cast rainbows over the island. To savour delicious meals, entertaining homeowners are opting for formal dining rooms. In the living room, the most desired feature is the fireplace, a calming focal point that trumps the television. Technology is also being downplayed in the bedroom, where laptops are moved out of bed and onto highgloss desks in the home office. For walls, the trend is shifting from cold grey to warm stone shades. Top paint choices are Pantone’s 2016 colours, Rose Quartz and Blue Serenity. Benjamin Moore’s colour of the year, Simply White, works well with black and accented with bold touches. Silks, damasks, colourful indie weaving and outdoor fabrics for upholstery, window treatments and bedding add textural interest. Starting fresh in a brand new home is one of the most exciting things you can ever do. To ensure you enjoy the process without feeling overwhelmed by the many decisions to be made, Sifton Properties Limited provides a free design service. The builder’s professional design consultant can help you customize your new Sifton home according to your style. In the creative ambience of the 3,000-sq.-ft. Sifton Decor Centre, decide on flooring, paint colours, trims, cabinetry, countertops, sinks, faucets and backsplashes, bathroom fixtures, fireplaces, exterior finishes and everything else to complete your one-of-a-kind home. CAPTURING THE HERITAGE SENTIMENTS of an old town square while addressing
the contemporary demands of today, Williamsburg Walk is Kitchener’s village in the city forming the residential heart of Williamsburg Town Centre. With suite sales reaching the 70 per cent mark and construction nearing completion, residents are eagerly anticipating occupancy and the ability to embark on this new lifestyle this spring. A few floorplans have sold out but several layouts, like the model suite, are still available. In this southern pocket of Kitchener, Williamsburg Walk is where business and pleasure combine in a community where all your needs are met as close to home as you can get. Located north of Hwy. 401 and just off Fischer-Hallman Road, this is the first of a trio of four-storey, lowrise urban condominium residences by Reid’s Heritage Homes. True to Reid’s home building philosophy, homes and amenities go hand in hand and Williamsburg Walk is no different. Suites offer luxury and contemporary comforts surrounded by a community of lifestyle options. It presents the ultimate in convenience with more than 30 unique vendors within walking distance of your new urban suite. This complete
pedestrian promenade of shops, dining and amenities embraces everything you need to complete your daily routine, as well as some added extras to pamper and impress. Sobeys, Home Hardware, Starbucks, McDonalds, TD Canada Trust and Good Life Fitness are among the anchor tenants that complement many innovative shops and boutiques. At the heart of the Town Centre is Main Street where festivals take place throughout the year drawing residents and visitors alike while creating a sense of community. Residents are also within easy reach of: » Kitchener Market – every Saturday » Oktoberfest » Waterloo Region Food & Drink Show » K-W Multicultural Festival » Museum » Doon Heritage Village » Centre in the Square Williamsburg Walk will be located directly across from three acres of permanent greenspace – Max Becker Common. Visit the presentation centre and model suite to experience the level of luxury that awaits. Admire the gleaming granite counters, mosaic tile backsplash, seamless expanse of rich cabinetry and specialty features of the kitchen and the decadent bathroom appointments that speak of luxury and relaxation. The Dundee suite of 942 sq. ft. showcases the simplicity and style of these midrise condos. The modern kitchen opens up across granite counters into the spacious dinette area and family room that access the back garden of this ground level suite via patio doors. Dark hardwood is a pleasing contrast to the white palette with dove grey and silver accents. This two-bedroom suite features a master suite that has been dressed up with the comfort of an electric fireplace to create a cosy reading nook, and also offers a luxurious, four-piece ensuite. Expansive windows with operable transoms ensure all spaces are bathed in natural light. All suites offer a choice of pre-

City Focus | MILTON
Go west, go west… to Milton Small town allure, big city amenities BUYERS LOOKING FOR NEW LOWRISE HOMES IN and around the GTA, and feeling priced out of the Toronto market, are heading west… to Milton. Once little more than a Victorian village surrounded by a township of farms, in the last few decades this formerly sleepy community has become an appealing destination for commuters.
Lifestyle Refreshingly modern yet traditional, Milton attracts healthy, happy, outdoorsy types. The city’s new Leisure Centre sees a lot of indoor use by active families. Milton’s commitment to preserving its historic core and beautiful natural surroundings will ensure that it doesn’t become just another faceless suburb. Community involvement has led to some excellent cultural developments (the Arts and Leisure Centres were both driven by public efforts) and you get the sense that this city is what other growing municipalities will be like 10 or 20 years from now. Vibe Hailed as Canada’s Fastest-Growing City Milton’s population rose by a whopping 56.5% between 2006 and 2011. The differences between the original core and the massive housing developments surrounding it are largely architectural. The influx of new exiles from city life has led to improved shopping and dining options in the area, as well as new parks, arts and leisure centres.
30 YPNEXTHOME.CA
Meet the neighbours Milton is a diverse community, in terms of both ethnicity and age. While the majority of residents are white and English speaking, there is a large South Asian community and growing black, Latino and East Asian populations. Younger families, as well as multigenerational ones, are drawn to the area for its excellent schools and affordable housing options. The small-town community spirit doesn’t seem to have been diminished by population growth in Milton, and locals describe it as a very friendly place where neighbours are happy to help each other. In the area In the shadow of the Niagara Escarpment, Milton is an excellent place to access the Bruce Trail. If you’re not up for a hike all the way to Tobermory, there are beautiful trails to be enjoyed in Conservation Halton’s many areas, including Mount Nemo, Mounstberg, Rattlesnake Point, Crawford Lake, and Kelso. The Glen Eden Ski facility and Mohawk Raceway are extremely popular seasonal
destinations for locals and tourists alike. Milton is home to 14 public and eight Catholic elementary schools, as well as four high schools (two public, two separate). The Milton Public Library has two main branches, and the Milton District Hospital is located on Derry Road. Planes, trains & automobiles Located just 40 km west of Toronto via Hwy. 401, Milton is a great choice for commuters by car, train or bus – it’s also the western terminus of the GO line. Within town, cycling and driving appear to be the most popular options, due to the extreme expansion of the city in all directions. Milton also has its own public transit system. The good, the bad & the rest Uniquely positioned between the Niagara Escarpment and an access point to the Bruce Trail, Milton often has to navigate its way through heritage and preservation issues. This doesn’t always sit well with residents, who can’t understand why the Costco they moved for hasn’t been built yet. The old downtown has a great deal of character, and some effort has been made to recreate that classic feel. Real estate Milton isn’t Toronto; it isn’t even Mississauga, so anyone coming from the city (or close to it) will find the cost of living comparatively reasonable. You’ll find most upscale restaurants and boutiques downtown and in the new shopping area near James Snow Parkway and Hwy. 401. It’s impossible to drive through Milton and not gain an appreciation for contributions of new home builders such as Mattamy Homes, which has a new townhome community, Hawthorne South Village, underway here. Mattamy and its founder and CEO Peter Gilgan played vital roles in the development and construction of the Mattamy National Cycling Centre, which hosted the Toronto 2015 Pan-American Games last July. The facility, Canada’s only UCI-approved 250-m indoor velodrome, is now the home training base for Canada’s National Track Cycling program.

Advice | MORTGAGE ADVICE
Is the lowest rate always best? By Alyssa Richard
WHILE AT RATEHUB.CA we’re in the
business of comparing mortgage rates, we know there’s more to consider than simply how the interest rate will affect your mortgage payment. Throughout the year, big banks and even smaller lenders will offer incredible promotional rates to bring in new clients, but many of those offers come with serious restrictions and penalties. Before you jump at the chance to snag the lowest rate, read the fine print in your agreement to see if your new mortgage product comes with any of the following:
Low prepayment privileges Most products give mortgage holders the option to increase their monthly mortgage payment amount once per year and/ or make lump-sum payments throughout the year. While many lenders offer 20 per cent/20 per cent prepayment privileges (meaning you could increase your payment by 20 per cent each year and/or make a lumpsum payment of 20 per cent of your original mortgage), some promotional rates only offer 10 per cent/10 per cent. If your goal is to become mortgage debtfree fast, this may not be the right product for you.
Collateral charge If the lowest rate ends up being for a collateral mortgage, you’ll want to carefully consider how taking one on could affect your finances in the future. Collateral mortgages are readvanceable mortgage products that allow you to borrow money from your home at anytime, without having to refinance (and pay the legal fees to do so). Sounds great, right? Unfortunately, they also lock you into staying with that particular lender, even when your mortgage comes up for renewal. To get out of a collateral mortgage, you would need to hire a real estate lawyer (and pay legal fees).
Of course, if your mortgage product comes with the lowest rate on the market and has few restrictions, you should jump at the chance to get it! But if you have any concerns about what’s included in the mortgage agreement, don’t be scared to shop around and find the right mortgage for you — even if it doesn’t come with the absolute lowest rate.
40 YPNEXTHOME.CA
Closed mortgage While most mortgages in Canada are closed, some mortgage products’ restrictions are tougher than others. For example, the 1.99 per cent fixed-rate mortgage product one lender offered recently didn’t allow borrowers to prepay, negotiate or refinance their mortgage throughout the three-year term. The only way to break your mortgage in that agreement was to sell your home. Again, if you are someone who wants to pay down your mortgage debt fast or may need to borrow from your home in the future, this may not be the best product for you.

Bayview-Wellington Prepares to release another waterfront community in St. Catharines HOMEBUYERS WHO HAVE DISCOVERED Bayview-Wellington
Homes have learned they have a choice of two fabulous new home communities, just moments from the best amenities the Niagara peninsula has to offer. But in a few short months, the choices widen to include Passages on the Canal, a fabulous collection of freehold townhomes. Located just seconds from its popular community of Victoria Village, Passages will be unveiled this June with closings expected later this fall. These 45 executive townhomes will include features and attributes you’ve come to expect in a BW Homes community, along with gourmet kitchens, master ensuites and a single-car garage. Contemporary designs include high ceilings and beautiful interiors, with exteriors of brick and stone. Their appeal is obvious to empty-nesters, young families, professionals and anyone wanting to make an investment in lifestyle within this charming community where the best of Niagara will be at their doorstep. The Welland Canal is the city’s “other” waterfront. Like its sister community of Victoria Village, Passages is right across the street from this world famous waterway. Watch 42 YPNEXTHOME.CA

a spectacular parade of ships from international waters as they climb the staircase of locks from Lock 1 to 7. Residents can walk, stroll, blade or bike for miles between locks or on nearby trails that are part of the Greater Niagara Cycle Route. While hundreds of thousands daytrip to this area, residents will live within minutes of Casino Niagara, Shaw Festival and Brock University’s Centre for the Arts and the new St. Catharines Performing Arts Centre, while wineries along The Wine Route offer a great afternoon destination. This location also offers a new slate of amenities that include the new Meridian Centre in downtown St. Catharines and the new Kiwanis Aquatic Centre on Carlton Street. Seasonal festivals such as Folk Arts and The Blossom Festival are not to be missed. Soon, farmers’ markets will be back in full force providing plenty of fare. It’s a two-minute drive from the QEW so residents can reach Buffalo in a heartbeat and Niagara Falls and Niagara-on-the-Lake even faster.
There is lots of shopping to do at the newly opened Niagara Outlet Mall. Being just five minutes away, residents are literally around the corner and yet will be spared the hustle and bustle of traffic congestion. Literally next door, Victoria Village construction is also well underway on six more homes (two are already sold.) with closings end of summer. The models that stand ready and waiting include spacious homes at both ends of the spectrum: The Preston 1 and 2 at 1,705 and 1,925 sq. ft. Living in the Garden City is as picturesque as it sounds especially adjacent to the canal where banks of wildflowers will soon be in bloom to line its pathway. Along with tulips, daffodils and crocuses, new homes at Victoria Village are also popping out of the ground as construction continues. While Passages offers lowmaintenance, townhome living, Victoria Village presents another version of fine living within luxury homes in this Maritime-influenced
community. Both are not far from their flagship, golf course community of Niagara-On-The-Green. As always, your welcome is warm and friendly. Staff are pleased to offer a tour of existing homes. These spring models feature a double garage, covered entrances, three- or four-bedroom plan, luxury master ensuite, gourmet kitchen and plenty of gracious living space. All homes include central air, gas fireplace and fully sodded lots with paved driveways. BW Homes excels at customization on new construction or modifications to existing homes, so buyers can always achieve a home for their needs. Visit the Victoria Village model home to learn about its upcoming closings or the new townhome offerings at Passages, where both offer waterfront living at its finest – in St. Catharines. Filling your walls Here’s some help for finding great art for your new home By Elisa Krovblit
YOU’VE BEEN WAITING to move in. You’ve thought about your furniture and dreamed about colour schemes. You’ve been eying decor accessories and keeping tabs on the trends. But what about art? How are you going to fill those big, fresh, new walls? Moving into a new home is a great time to re-evaluate your art. Perhaps you’ve got a great mix of family portraits and old favourites — you may want to change frames or clean them up. Or do you need new art to fill those big, beautiful new walls? Generally, people find buying art to be daunting, but it doesn’t have to be. People also assume it’s exorbitantly expensive — but again, it doesn’t have to be. Galleries, dealers and art shows make it easy to explore what you like and want to live with on your walls. Art Interiors is a favourite Toronto gallery. Known for discovering and launching many great talents, it’s a perfect example of the gallery experience. They carry a huge array of media, and in every shape, size, colour and theme you might want. Owner Lisa Diamond suggests working with a reputable dealer or gallery. If you need guidance, having someone that professionally curates art on your team can help you put together a collection with confidence. If you want a more basic starting point, start by exploring to discover what you like. For example, The Artist Project, theartistproject.com, recently staged its ninth year at the Better Living Centre. More than 250 artists, both local and international, displayed their works. Sometimes it’s a matter of defining your style. Do you know what you like? Many people feel they’re at a disadvantage when looking at art because they don’t have a background. They can’t talk periods or styles or even feel comfortable with terminology.
Campbell’s Grenade, from the Exploit Grenade Collection by David Krovblit | krovblit. com Krovblit’s work is an experience, both visual and cerebral. Each new piece exhibits well-crafted, colourful images steeped in highly conceptual, contemporary themes. Exploring social commentary, you can usually find a streak of humour running straight through his work.
When you don’t know your Degas from your Dada you may feel that art shopping will be awkward. You may know what you like but not know where to find it — and at a price point you can handle. Again, Diamond’s recommendation makes sense — seek professional help. You go to a financial advisor for your finances, you go to a mechanic for your car, so go to a gallery, work with a dealer, and talk to the artists when it comes to those walls. While it’s easy enough to go, questions may come up when you start trying to understand what to buy. One piece is easy, perhaps finding a few
for a room is not as difficult as you’d imagine, but buying a quantity for your new home can become harder as you try to decide what works together and how you’ll display it all. Do you need to match your furnishings? Should you poll your friends about your choices? Do you need to buy all in one theme or colour for your home to be cohesive? Art can make you second guess yourself too many times. For the answers to these and other questions, and to bolster confidence in starting off or expanding your art collection, Diamond offers some great professional advice: …continued on page 48
…continued from page 46 Even Odds from the Northland series by Richard Ahnert | mycanvas.ca Richard Ahnert takes anthropomorphic painting to a new level, lacing it with a quiet, yet unmistakable animism — an abiding kinship between human and animal. His work has won awards and can be found in private collections and businesses in North America and Europe.
Pornigami Chikara by Harv Glazer | houseofpornigami.com Pornigami Chikara meaning “strength” The image of a simple folded crane was my inspiration. I use only the basic form of a two dimensional triangle, just like the angular folds of the crane. And it was through this process that Pornigami was born.
MORE INSPIRATION ONLINE nexthome.yp.ca/news/inspiration
1. Don’t be stressed out about “filling” the large walls. 2. Don’t worry about matching the decor — the ultimate idea is to buy what you love and make it work. 3. If you have a budget then start with smaller pieces. Don’t be scared to do a grouping! 4. We know the wall is big, but groupings have great impact and are less expensive, and you can do them over time. Start with three and hang academically - pieces of different sizes shapes and genres hung together along the wall. 5. If the grouping can be anchored by a piece of furniture, for instance, a couch or a sideboard, then that will visually give weight to the wall. 48 YPNEXTHOME.CA
6. Do not ask your friends or family for opinions. You’re the one who has to live with the art! (Do you like the art in your mother-in-law’s house? Then why ask her?) 7. If you’re looking for inspiration, then open up some design magazines or websites. Great ideas from these sources will give you some direction. Enjoy discovering new art, and filling those walls, pieces will not only bring you years of pleasure aesthetically, but may dramatically increase in value, making your walls a beautiful investment! PM Justin Trudeau’s Budget 2016 By Wayne Karl
Economy & job creation
Prime Minister Justin Trudeau unveiled Budget 2016 on March 22 – his inaugural budget - so New Home & Condo Guide took a closer look at it from the housing perspective.
Though perhaps not specifically related to housing, everything evolves around the economy and jobs. After all, a strong economy begets job and wage growth, which begets consumer confidence and the ability to rent or buy – to live. What was promised: To get the economy growing again, Trudeau said we need to immediately invest in helping our businesses and entrepreneurs – including those in manufacturing – become more innovative, competitive and successful. What was delivered: Something equally ambiguous. Budget 2016 “puts people first,” directing billions toward helping the middle class and those less fortunate, with the idea that this will boost economic growth. The hope is that more than 100,000 jobs will be created and the economy will grow by an additional one per cent over existing predictions. The government acknowledges that economic challenges persist in oil and commodities, and is extending Employment Insurance benefits in the hardest hit regions, such as Alberta and Saskatchewan.
What was delivered: Phase 1 of the government’s infrastructure plan proposes to provide $11.9 billion over five years, beginning immediately: » $3.4 billion over three years to upgrade and improve public transit systems across Canada; » $5 billion over five years for investments in water, wastewater and green infrastructure projects across Canada; and » $3.4 billion over five years for social infrastructure, including affordable housing, early learning and child care, cultural and recreational infrastructure, and community health care facilities on reserve.
Home Buyers’ Plan (HBP) The plan as it stands now allows first-time buyers to withdraw up to $25,000 from their RRSP to put toward a down payment on a home. They have up to 15 years to repay the funds.
Leading up to the budget, speculation was that where would be less than what was promised during last fall’s election campaign, and the focus would be on repairs instead of capital projects.
What was promised: To modernize the existing HBP to allow Canadians impacted by sudden and significant life changes to buy a house without tax penalty. Trudeau said this will ease the burden on Canadians facing job relocation, the death of a spouse, marital breakdown or a decision to accommodate an elderly family member.
What was promised: To invest in public transit to shorten commute times, cut air pollution,
What was delivered: Nothing. Any update or revision to the HBP is nowhere to be found in

strengthen our communities and grow our economy. “Over the next decade, we will quadruple federal investment in public transit, investing almost $20 billion more in transit infrastructure.”
Report Card Budget 2016. Through other measures, however, it is clear he’s keeping an eye on the housing market, which is increasingly important given economic and affordability challenges in some areas.
Rental/affordable housing What was promised: To encourage the construction of new rental housing by removing all GST on new capital investments in affordable rental housing. This will provide an estimated $125 million per year in tax incentives to grow and renovate the supply of rental housing. What was delivered: Budget 2016 proposes to invest $2.3 billion over two years, starting in 2016-
17. Of this amount, $2.2 billion reflects the government’s commitment to invest in social infrastructure, including $739 million for First Nations, Inuit and northern housing. A significant portion of the $2.3 billion will be allocated to provinces and territories, which can identify communities where the need for affordable housing is greatest. To encourage the construction of affordable rental housing, Budget 2016 proposes to invest $208.3 million over five years, starting in 2016-17, in an Affordable Rental Housing Innovation Fund administered by Canada Mortgage and Housing Corp. (CMHC). Funding would be used to test innovative business approaches – such as housing models with a mix of rental and homeownership – to lower the costs and risks of financing affordable rental housing projects.

The investment is expected to support the construction of up to 4,000 new affordable housing rental units over five years. CMHC is also to consult with stakeholders on an Affordable Rental Housing Financing Initiative to provide low-cost loans to municipalities and housing developers to build new affordable rental housing projects. Up to $500 million in loans would be available each year for five years, supporting the construction of more than 10,000 new rental units over this period.
Housing policy What was promised: To direct CMHC and the new Canada Infrastructure Bank to provide financing to support the construction of new, affordable rental housing for middle and low income Canadians. To review escalating home prices in high-priced markets such as Toronto and Vancouver, and consider policy tools that could keep homeownership within reach for more Canadians. What was delivered: Budget 2016 proposes to address this data gap by allocating $500,000 to Statistics Canada in 2016-17 to gather data on Canadian housing purchases by foreign buyers. This initiative could involve collaboration with the provinces, such as BC, which recently announced its intention to have homebuyers disclose whether they are citizens or permanent residents of Canada or another country. Also promised to consult with the provinces and territories, Indigenous and other communities, and key stakeholders in the coming year to develop a National Housing Strategy.

First-time buyers left out of Budget 2016 By Wayne Karl
FIRST-TIME HOMEBUYERS —
particularly those in expensive markets — thought they had a powerful friend in Prime Minister Justin Trudeau. Leading up to the election last fall, one of Trudeau’s campaign promises was to modernize the federal Home Buyers’ Plan. The plan as it stands now allows first-time buyers to withdraw up to $25,000 from their RRSP to put toward a down payment on a home. They then have up to 15 years to repay the funds. In 2009, then Prime Minister Stephen Harper raised the withdrawal limit to $25,000 from $20,000. In his own 2015 re-election campaign, Harper was proposing to increase it further, to $35,000. Trudeau had proposed to bring the HBP up to 2016 standards to allow Canadians impacted by sudden and significant life changes to buy a house without tax penalty. He said this would ease the burden on Canadians facing job relocation, the death of a spouse, marital breakdown or a decision to accommodate an elderly family member. However, in his inaugural budget — Budget 2016 tabled on March 22 — here’s what Trudeau’s first financial plan included for first-time homebuyers: absolutely nothing. No update or revision to the HBP was to be found. It would have been welcomed news to first-time buyers. Home prices are rising (which is a good thing, once you own a home, as it’s an indication of market health). But saving and otherwise obtaining the funds to take that important first homebuying step are becoming increasingly difficult. This is especially true in Toronto, where 58 YPNEXTHOME.CA

“Housing costs are rising... This is also where the HBP and other initiatives prove their value.
