EDITORS’ NOTES

w

hat’s on your wish list when searching for a home to lease? I did an informal survey with a small group of past and present renters to see what people look for, and the results are in. In the top spot – without a doubt – are actually two key items that go hand-in-hand: clean and quiet. A building with reliable security system was also near the top of the list in many cases, as was a property manager that responded quickly to issues, and a laundry room that was readily available and fully functional. New appliances and new paint were also in demand and in one case, a home that offered lots of natural light was a request. While your “Top 10” list may read differently, make sure you do in fact have a list handy so that you can compare apples with apples when shopping for a space to lease. It’s important for property managers to know what you’re looking for when you’re shopping so that they can help you find what you’re looking for or can offer alternatives if they have access to other locations. The more locations you have to compare, the better the chances of finding just the right one that tops your list.

f

riends. Melrose Place. Will and Grace. Big Bang Theory. TV is full of sitcoms set in apartments. Some of TV’s all-time favourites have plot lines that revolve around the building’s community, from Jerry and Kramer on Seinfeld, to Jack Tripper’s antics on Three’s Company. Apartment buildings are a natural setting for great TV shows because a rental building brings together a random community of unique individuals. Your preference for location may be the only thing you have in common with your neighbours. But these shows also illustrate how enjoyable living within a community of unique individuals can be. Get to know the neighbours. While you may never find the guy across the hall has the set of a talk show in his living room like Kramer did, you may meet people you enjoy getting to know and spend time with. From socializing and carpooling to borrowing a cup of sugar and finding a babysitter, getting to know the neighbours can really enrich your rental experience. With Renters Guide in hand you’ll find that perfect community. Our magazine and website, TheRentersGuide.ca, offer the best selection of available apartments, informative articles and advice, making it easy to make your move!

Understanding when yoUr rent can be increased – and by how mUch

By ted whitehead

Renting an apartment in Ontario brings with it numerous privileges and responsibilities. Tenants should know where they stand when it comes to what they are entitled to under the Residential Tenancies Act because it protects renters’ safety and privacy, and also outlines tenant responsibilities. At the Federation of Rental-housing Providers of Ontario (FRPO), we find that consumers often do not understand the parameters of the landlord-rental relationship, especially when it comes to issues around rent and when it can be increased. The rules governing the amount of rent are stipulated in great detail in the Residential Tenancies Act. Landlords can increase rent only in accordance with this document, and in an amount that is not greater than the lawful rent permitted under the appropriate sections. Property managers and property owners, who are members of the Certified Rental Building Program (CRBP) pay strict adherence to these rental-increase regulations. Tenant’s living in CRBP-approved buildings can expect a consistent and straightforward approach with regard to any increases in their rent – no unlawful surprises. For example, there is the “12-month rule” which states that a landlord who is entitled by law to increase rent to a tenant for a rental unit can do so only after at least one year has elapsed. This time frame begins on the day of the last rent increase for that specific tenant in that exact rental unit if there was a previous increase, or since the day the unit was rented to that tenant. In addition, the guideline for each calendar year is determined by the percentage change from year-to-year in the Consumer Price Index for Ontario for the prices of goods and services, as reported monthly by Statistics Canada. These prices are averaged over the 12-month period that ends at the end of May of the previous calendar year, rounded to the first decimal point. Landlords can apply to the Landlord and Tenant Board for permission to raise rents over the established guideline if they are engaging in costly repairs or renovations. TheRentersGuide.ca If the landlord makes such an application, tenants must receive access to a copy of this form and notice of the hearing date. As a tenant, you must receive at least 90 days’ notice in writing of a rent increase, with the amount of increase mentioned. If you don’t receive this notice, you do not have to pay the increase, but are still responsible for the rent. TheRentersGuide.ca

This gives you some idea of the level of detail covered in the Residential Tenancies Act, and there are many more points to consider. There are some exceptions to all of these guidelines, so it is important to check the Act if you are in doubt about your landlord’s responsibilities – or your own. The Certified Rental Building Program (CRBP) was created by FRPO to help ensure a high quality of life for tenants in certified buildings. The apartments that qualify under the program comply with the conditions stipulated in the Residential Tenancies Act. This is a useful tool in helping you to locate buildings that are safe and professionally run. To learn more about your rights and responsibilities as a tenant, you can find the Residential Tenancies Act at www.ontariotenants.ca/law/act.phtml You will also find information at www. frpo.org and www.crbprogram.org

Making the most of your

Balcony BY JANE HERMAN

W

hether your balcony is a sun-drenched southern exposure with a spectacular view or a secluded shady nook, it’s

your own window onto the world below, an oasis in which to enjoy the fresh air, relax, catch some rays, read and entertain. Here are some of my favourite ideas for enjoying this most-under-utilized apartment feature.

TheRentersGuide.ca TheRentersGuide.ca TheRentersGuide.ca TheRentersGuide.ca

renters’help Use your imagination A balcony is useful to check the daily weather – but why not enjoy your morning coffee and the paper outside before you go to work? Perhaps you even have the space to do some stretches outside in the early AM sunshine, or partake of your lunch under an umbrella, with proper table linen and real dishes and a book – and savour the scenery. A cold supper picnic on the balcony with friends or neighbours could add tranquil pleasure to the daily dinner ritual. If you’re romantically inclined, consider a date night close to home at twilight with a nice bottle of wine. After the sun sets, take out your star chart and explore the night sky. Check out www.almanac.com/astronomy for tips on what to see and when. Don’t miss the Meteor Showers, visible this summer on July 30 and August 11 to 13 (visit www.almanac.com/content/meteor-showers-guide for complete details).

Create comfort You don’t need to invest a lot to create an attractive balcony. A couple of inexpensivebut-comfortable lounge chairs, a small side table – an umbrella if you need one – are sufficient to get started. Over time and you could add a waterproof rug, throw pillows, attractive containers, hanging baskets, even a bird feeder. Browse through your local Home Outfitters or Crate and Barrel for inspiration into the season’s patio must-haves. A set of plastic dishes and serving pieces, such as a pitcher and salad bowl will last for years. If you plan to garden on your balcony you’ll also need to invest in some simple tools and a watering can.

Transform your balcony into an urban garden The buzzword of the day is “sustainability,” which connotes greening our homes, workplaces and urban environment. Container-grown flowers, vegetables, and herbs support biodiversity by attracting pollinators such as butterflies and bees, adding to the oxygen in the air and helping to create a calming space in which to relax. In addition, it’s tremendously satisfying to eat or enjoy something that you’ve grown yourself – and don’t let the fact that you live in an apartment deter you. You can successfully grow tomatoes, cucumbers, beans, and other small vegetables in containers on your balcony, along with lettuces and herbs. Right now I am enjoying freshly snipped basil and oregano in my salad every day, and tea made from freshpicked mint leaves. Just make sure that you have adequate sun before setting out edible plants, otherwise, stick to shade-loving flowers.

Banish Clutter Too many apartment dwellers utilize their balconies as storage areas, creating an eyesore from the street and diminishing the building’s aesthetic. Try to store bicycles in your building’s bike racks in the garage along with your snow tires. Consider investing in a large plastic storage cupboard to conceal luggage, golf clubs, skis or other bulky items such as children’s toys. During Canada’s all-too-brief summer season, make your balcony your own personal retreat. The potential is yours to discover.

Get a move on Surviving relocation

N

obody pretends that moving to a new home or condo is a walk in the park – but it needn’t be an out-and-out nightmare either. As moving day approaches, don’t wait to be overwhelmed with a flood of jobs that should have been tended to weeks before.

- If you’re doing the job yourself, book a truck. Self-movers should consult the truck rental company as to the truck size required to accommodate your belongings.

Here, you’ll find a step-by-step guide to easing some of the panic

- Take a good look at the floor plan of your new home and visualize your furniture arrangement. Decide which furniture you want to hang on to, and which, if any, should be set free.

associated with the big day:

8 weeks to go

- If you’re moving to a new town, make a phone call to the local Chamber of Commerce for information about schools, amenities, taxes, etc.

- Get estimates from several different moving companies and book a mover. If you decide to contract the mover to take care of your packing, arrange to have this done one or two days before the moving date.

- Properly dispose of anything you will be unable to move – ie, food in the freezer; flammable painting and cleaning supplies. If you’re moving from a condo, re-familiarize yourself with the contents of your locker.

5 weeks to go - Talk to your mover about costs, insurance, loading delivery and claims procedures. Ask your accountant about tax-deductible moving expenses, and be sure to retain any pertinent records. - Obtain copies of your family’s records from doctors, dentists, lawyers, accountants, etc.

-

TheRentersGuide.ca TheRentersGuide.ca TheRentersGuide.ca

moving Transfer your children’s school records. - Fill out a change of address form at the post office. Inform creditors, magazine subscriptions, etc., of your new address.

4 weeks to go

If necessary, book a baby-sitter for moving day. - Return library books, videos and items long ago borrowed from neighbours.

2 days to go

- Arrange storage if needed.

If you’ve hired movers to pack for you, they should be doing so now.

- If your furniture, curtains or carpets need fixing, now is the time to have the work done.

Set aside a suitcase with the clothing and toiletries you’ll need along the way, or upon arrival in your new home.

- If you don’t want it, unload it at a garage sale: less to move, cash to gain.

3 weeks to go - Estimate how many boxes you’ll need and collect them from neighbourhood stores. Also collect the following: - newspapers - bubble wrap - scissors - utility knife - packing tape and string - labels and markers - furniture pads - dolly Moving day may seem eons away, but it’s time to start packing those things you won’t use before the move. Arrange for cancellation of utilities, television programming, phone, Internet, etc., and arrange for their setup at your new home.

Pack a survival kit for your first day, including: - scissors and utility knife - coffee cups, paper plates and - paper towels - tea kettle, instant coffee, tea and water/ soft drinks - phone book, pens and paper - garbage bags - soap and towels Valuables and important papers should be carefully secured. Bring these with you instead of packing them in the truck. Defrost your refrigerator and freezer. Be prepared to pay the movers on delivery day.

2 weeks to go - Arrange for the transfer of your bank accounts to your new branch. - Cancel or re-direct any direct deposit or automatic payment arrangements.

If you’re taking a lengthy journey, make travel and hotel reservations.

- Talk to your veterinarian about the best way to move your pet.

Have your address changed on your driver’s license, registration and insurance, and your health card. In major city centres, much of this can be easily done at automated kiosks found TheRentersGuide.ca in designated shopping malls.

- Cancel delivery services and newspaper subscriptions.

Moving day - Pick up the truck early, if you’re moving yourself.

1 week to go

- Make a list of every item loaded onto the truck.

- Have medical prescriptions transferred to a pharmacy in your new TheRentersGuide.ca neighbourhood.

- Provide the mover with a phone number through which you can be reached.

- Be available by phone to answer questions and direct the mover as needed. - Read the bill of lading before signing. - Put aside in a safe place until the transaction is seen through to the very end, including any settling of claims. - Ensure water and appliances are turned off in your old house. - Do a final inspection of your old basement, attic and garage. - Lock all doors and windows.

Upon arrival - As the truck is unloaded, check off each item on your list. Examine furniture for damage and settle your bill. - If you have children underfoot, open a box containing their toys and books. - Ensure utilities are in working order.

TheRentersGuide.ca

- Sit back with the comforting beverage

of your choice, ignore the disarray and feel proud.
