LISTENING TO THE EXPERTS There’s something to be said about listening to the experts. So, who are the experts in the housing industry? The Greater Ottawa Home Builders’ Association (GOHBA) immediately comes to mind. From developers and builders to renovators, trade contractors and suppliers, since 1951, GOHBA members have represented a full range of housing experts, all of whom have their thumb on the pulse of the industry. Why is this good news for homeowners? The association has a strict code of ethics, and according to its website, “All GOHBA members have agreed to operate their firm in accordance with the spirit and intent of the GOHBA’s By-Laws and Code of Ethics.” This means that no matter which professional service you require, you can be assured of getting quality and value in their work. In this issue, we are pleased to introduce a new column by GOHBA executive director, Jason Burggraaf. BUILDING HOMES UP, IN AND OUT

Often when I speak with people about the Home Builders’ Association, they picture in their mind new subdivisions – singlefamily homes, semi-detached and townhouses, mostly. And while subdivisions are an important part of new homes in Ottawa, GOHBA home builders also build every other type of home you can think of: Condos, both in the tower and townhome variety; rental apartment buildings; and new infill homes (including duplexes and triplexes) in existing neighbourhoods. As well, renovator members create new accessory suites and enhance and expand the livable space of older homes. Essentially, if you live in it, it’s likely that a GOHBA member built it. GOHBA members know and understand the production of housing and all of the costs that

go into it, and they are dedicated to providing affordability, quality and choice in housing for the citizens of Ottawa. That’s why they work so diligently on issues that affect housing supply, like the availability of land. The most significant part of ensuring that there are enough homes (and a variety of them) available across Ottawa is the management of land. Land for new subdivisions. Land around the city’s Light Rail Transit and Bus Rapid Transit stations. Land for condos and rentals. Land in older neighbourhoods. Land on both sides of the greenbelt that may be underutilized by its current use or zoning. If Ottawa is going to grow (which it will), and we need to think about how we will house two or three million people (as the city is projecting in its Official Plan review, which recently launched), then we need to abandon the idea that building in only certain areas of the city or only certain types of homes is the way forward. Instead, we need to embrace an

Ottawa that will see homes grow up, in and out. The Official Plan will lay out where new homes for our growing city can go, and how densely they can be constructed. This is done by applying a policy lens to land use. I’ve said it before, but it bears repeating – ensuring sufficient supply and having a mix of housing available to Ottawa residents is crucial to protecting affordability, especially in a growing city. That means having the right experts at the table to help identify and quantify the city’s land needs. The members of the Greater Ottawa Home Builders’ Association have the expertise needed, and look forward to working with city planning staff to ensure that highrises become part of the neighbourhood fabric, that infills contribute to the rejuvenation of older neighbourhoods, and that new communities offer a complete living experience. LUXURY OPTIONAL WHEN SHOULD YOU SPRING FOR BUILDER UPGRADES?

It’s always interesting to watch new-home buyers as they choose their upgrades. Naturally, they’re excited about this chance to customize their homes. Some throw caution to the wind, exceeding their budgets by thousands, while others are determined not to go a penny over. Whatever your personality type, the ability to prioritize is key. Now, the types of upgrades available to you will depend largely on your builder. Among the most popular options are hardwood floors, finished basements and gas fireplaces. (In more exclusive communities, these may be considered standard features.) Upgrades can be as modest as a soft-close toilet seat or as dramatic as a coffered ceiling. You may have the opportunity to select crown moulding and taller baseboards, or high-end appliances, custom cabinetry and top-of-the-line hardware. Mosaic tile backsplashes, granite countertops, elegant lighting fixtures, closet organizers, rain showerheads . . . the list goes on and on. As you can imagine, it’s enough to set your head spinning. Write down every option that appeals to you, and then rank them from most to least important. You may be surprised to find that sometimes it’s not the most expensive items that matter most to you. Some people get more excited about a kitchen recycling centre than they do about a bathroom clad in marble. Which make the most sense from an investment point of view?

While it’s hard to imagine selling a home that isn’t even built yet, there will come a day when you’ll want your home to appeal to buyers. Money spent on solid gold bathroom faucets will not be recouped, I promise you. Hardwood floors, on the other hand, tend to be a crowd-pleaser. Which can be easily postponed for a couple of years?

If you’re still having trouble allocating your budget, opt for the upgrades that are most technically difficult to install. Gas fireplaces, for instance, are a good feature to install right off the bat, while cabinet hardware can easily be replaced at a later date. While I wouldn’t advise you to splurge on every bell and whistle, the right touches will make your home feel as special as you are. Like so much in life, it’s about striking the right balance.

Barrhaven is bounded to the north by the Greenbelt, to the east by the Rideau River, to the west by Hwy. 416, and to the south by the Jock River. Buying a condominium as a rental property can be a great investment, but now that you’re a landlord, it’s important to understand the rules and regulations that govern you and your tenant WHAT RULES APPLY?

All landlords and tenants are governed by the Residential Tenancy Act, 2006 (RTA). The RTA outlines the rights and responsibilities of landlords and of tenants who rent residential properties. It also covers the leasing agreement and issues such as maintenance and repairs, tenancy agreements, rent, entering a rental unit and ending a tenancy. In a condo building, the Condominium Act, 1998 also applies. The Condominium Act sets out the relationship between the owners, the condo corporation and the board of directors. This means that you have to give your tenants a copy of the condo rules and make sure they adhere 20 New Home + Condo Guide |

to them. The condominium corporation may have its own rules on rentals as well, which could include a minimum number of months for the rental and other obligations. It is important to read your condo rules prior to entering any lease agreement. DO TENANTS HAVE ACCESS TO AMENITIES?

Tenants must follow the same rules as owners, and have the same rights as owners when using building amenities. However, parking spaces and/or lockers can be included in the lease agreement at the discretion of the unit owner. Owners can choose to retain those for themselves or rent them to another tenant.


HOW MUCH CAN YOU CHARGE?

When you’re renting a unit to a new tenant, you can set the rent based on current market prices. There is no maximum. The market price for a unit may be higher than that paid by a previous tenant. The RTA covers most types of rental units. Generally, landlords can increase rent: • only once every 12 months; • with 90 days written notice; and • based on the guidelines set for that year by the Ontario Ministry of Municipal Affairs and Housing. SUBLETTING AND SHORT-TERM RENTALS

What if your company sends you for three months of training in another city? It is becoming increasingly popular for people to list their condo on a short-term rental site to make some money while they are away. Be careful; lots of new condos have specific rules governing short-term rentals, such as a minimum number of months on a lease. When buying an income property, it is important to read the rules prior to firming up your deal, and express this intention clearly to your realtor and lawyer. These rules prevent owners from converting their units into a vacation rental. Condo declarations can also spell out requirements, such as each unit shall be occupied and used only as a private single-family residence.

If you’re renting out a unit for a longer term, any tenants have to abide by the terms of the rules and declaration, too. Therefore, a tenant cannot lease the unit out for short-term stays. If you decide to sublet your unit, notify your insurance company to see if and how your policy covers damage caused by tenants. When renting out your condo unit, you are responsible for following the rules of the corporation. Always check the rules to make sure you’re not in violation. Make it clear in your rental agreement that your tenant is bound by the condo rules, and give them a copy. A condo can make a great investment, but you’ll save time and money if you put in some work at the beginning to understand your rights and responsibilities as a landlord.
