STAYING WARM INSIDE WHEN IT’S COLD OUTSIDE Ah winter, you’re almost at our doorstep once again.

While most Winnipegers are experts at getting through the season’s long frosty days and frigid nights, there’s nothing more comforting than coming back into a warm home after a few hours outside. In Manitoba, it is the landlord’s responsibility to keep rental properties heated if it is included in the rent. In Winnipeg, the guidelines for how much to heat are outlined in the Neighbourhood Livability Bylaw.

If heat is included in your rent, the minimum temperature your landlord must maintain in every room in your unit between 7 a.m. and 11 p.m. is 21 degrees Celsius. At night, between 11 p.m. and 7 a.m., your landlord must heat your apartment to at least 18 degrees Celsius.

Most landlords want to keep their tenants happy and warm. It’s within their interest to do so. But if you find yourself living in your outdoor clothing while you’re inside, know your rights. You can file a complaint with the city, and your landlord can be fined if they don’t turn up the heat.

ST. VITAL BETWEEN TWO RIVERS

DAWN PETER St. Vital is a sprawling suburban area in Winnipeg wading far and wide between two rivers.

The Red River marks the west boundary and the Seine River marks the east. Carriere Avenue is the northern boundary and the rural municipality of Ritchot is the southern boundary.

Newer, amenity-oriented neighbourhoods dominate the landscape in clusters in smiling St. Vital. The suburban style of family living close to the country gets richer in the south, but all homes and residents seem fairly prosperous and settled. Old St. Vital has some francophone history, yet it’s largely overshadowed by modern cosmopolitan consumers who want to shop and live in luxury by the river.

malls braided alongside a huge shopping mall and cosy middle-class lots near the river.

Furthest south, the landscape suddenly becomes rural, running past shops into pastures of prairie grass and corn mazes.

Professional residents know how to maneouvre around roadblocks from busy Bishop Grandin Boulevard to the farmers’ markets.

Starting out traditionally Francophone, St. Vital has grown and significantly changed over the years. Decades ago, she became overwhelmingly Anglophone, but now there is a lot of variation between neighbourhoods and more ethnic diversity among new residents. More seniors typically reside along the northwest and residents with higher incomes and education are located further south.

St. Vital offers a lot for middleincome families. A smaller budget might find North St. Vital more central and affordable. Big budgets build in the south.

The growing trend toward diversity and demand for new housing has made St. Vital

homeownership-competitive. With Baby Boomers retiring, there is also a growing need for multi-family homes and services. Apartments, condos and townhouses situated close to the malls and main bus routes have much to offer with balconies, granite counters, large suites with lofts and some with a highrise view.

Traffic is constant east to west and on main cross streets, covering large expanses of land by high-speed roads. Buses are frequent, especially at the northern intersections. Pedestrians and cyclists congregate closer to the south by the mall or on residential streets. A trip to the airport could be half an hour.

Major parks and centres include St. Vital Park near the Red River, Maple Grove at the southern tip, plus Jonathan Toews Community Centre and St. Vital Centennial Arena.

St. Vital is loved by residents and visitors. The shopping is stupendous, but a car is a must.

AIM FOR A SAFE, SECURE MOVE CHUCK RESNICK When you move, you want your belongings to arrive at their destination safely.

But there are other forms of safety and security to consider.

For example, as items are being transferred to and from the truck, how can you be sure nothing goes missing?

Make sure those involved don’t leave vehicles unattended for too long. This is particularly important when moving in or out of an apartment building, when trips to the elevator may mean those

carrying the items are gone from the moving vehicle for extended periods of time.

Untrained people who help you move may inadvertently cause damage because they lack the know-how to move certain items.

Movers have special packing materials, labels and loading/ unloading techniques in place to protect these cherished pieces.

Moving electronic storage equipment and servers can be tricky. Does your mover have a strategy in place with information security as a goal? It’s also a good idea to have specific items appraised and insured personally to protect them. Create an inventory, take photos and provide a copy to the mover.

Another aspect of a move

is the ability of the drivers. Are they skilled, experienced or even trained to drive the vehicle safely?

If you are not used to driving with a heavy load, it can be risky.

A mover who offers full insurance with professional and bonded employees relieves you of safety and security issues. You can DIY, but in the end, is it worth it?

1. ConstruCtion noise. If you are moving into an area that has properties under construction, or scheduled construction, be prepared to experience longterm noise.

2. Buses. Find out where the local public transit routes are and their schedules.

3. neighBours. Seniors tend to be quiet, working professionals tend to be working, resting or out of the house while

students and families with children are more generally active in the home and hence make more noise.

4. CommerCial zoning. If you live in a mixed-use area, there may be businesses that stay open late, like bars with loud music playing.
