HOPE AT THE HANGAR EVENT:

The 16th NightShift Annual Gala was held Nov. 25, with $190,000 raised to benefit NightShift Street Ministries. Based in Surrey’s Whalley neighbourhood, the nonprofit NightShift Street Ministries provides nightly outreach to people living in poverty, with addictions or experiencing homelessness, and is largely supported by homebuilders, developers, real estate professionals, industry trades and the Homebuilders Association Vancouver (HAVAN). “Vesta is a proud sponsor of Nightshift Street Ministries,” says Christine Turner, director of marketing for Vesta Properties. “At Vesta, we believe in strengthening and giving back to the communities in which we build, work and live.” MaryAnne Connor, founder and president of NightShift, says: “Their faithful, generous support has been paramount in helping us to reach out to thousands of people over the years in both Surrey and Langley.”

Chinese Lunar celebration parade

After a two-year hiatus due to the pandemic, one of Vancouver’s largest festivals is back. On Jan. 22, 2023, the first day of the Year of the Rabbit, the 48th annual Vancouver Chinatown Spring Festival Celebration kicks off with the Chinese Lunar parade. This signature event of Vancouver’s Chinatown is expected to attract more than 100,000 spectators. “We’re looking forward to celebrating the Year of the Rabbit with the community together with the Chinese Benevolent Association of Vancouver, the Chinese Cultural Centre of Greater Vancouver, the Vancouver Chinatown Merchants Association, Chinese Freemasons Vancouver and the Shon Lee Benevolent Association of Canada,” says Queenie Choo, CEO of S.U.C.C.E.S.S. Everyone is invited to celebrate with family-friendly activities, live entertainment, dragon and lion dances and the parade kick-off.

Another new residential development looking to build in Oakridge not far from the redevelopment at Oakridge Centre, is being proposed. The two 18-storey towers would see 248 residential units added to the neighbourhood.

More Year of the Rabbit fun

Wesgroup’s River District is hosting a Lunar New Year celebration in One Town Centre, Jan. 22, 2023 at 3 p.m. Expect to see traditional lion dance performers, and the lettuce ceremony with the dragon touring around the shops and businesses eating lettuce. “We want to celebrate our diverse neighbourhoods and, in the process, learn more about the Chinese community’s exciting New Year traditions during these festivities,” says Joey Coupland from Wesgroup Properties. “We are expecting hundreds of guests to join us as we celebrate the Year of the Rabbit.” Wesgroup’s team will be handing out candy in red envelopes as well.

Legends of housing

HAVAN’s annual Legends of Housing event takes place Wednesday, Jan. 15, 2023, and brings together some of Metro Vancouver’s industry trailblazers. “HAVAN is looking forward to, and is proud to present, Legends of Housing: Trailblazers, which this year will feature three young industry executives who will be directly involved in shaping the future of our residential construction sector in the Metro Vancouver area,” says Ron Rapp, CEO of HAVAN. Moderated by Kirk LaPointe, panelists include Intracorp president Evan Allegretto; Mike Mackay, CEO of Strand; and CEO of Nch’kay Development Corporation, Mindy Wight. The three will discuss First Nations in the residential development and construction sector, their respective positions, and their work in the future to contribute to addressing housing challenges and opportunities.

PLANES, TRAINS & AUTOMOBILES

Lougheed Highway at the south is a major thoroughfare, but Hastings St. up top, while a main street, is quite mellow in terms of traffic,

and Willingdon Ave. isn’t very busy either. Together, the bordering roads provide great transportation in and out of the neighbourhood. Public transportation is great, with multiple bus lines on Willingdon and Hastings and the Brentwood Town Centre Skytrain Station. Bike options are not great.

What’s not to like? With two commercial centres at opposite ends and nothing but peace and quiet in between, it makes for the perfect environment for families. Rising interest rates, a more normalized supply chain, and expedited building permits dominate our experts’ predictions for the 2023 housing market. There’s a general feeling of optimism that the demand for homes will still be strong, and that the new employment landscape will continue to drive new solutions for multifunctional design and larger spaces.

URBAN LIFESTYLE

Jon Bennest, vice-president of product development with Zonda, says he predicts the appeal of

homes in walkable, urban settings won’t diminish in 2023, although those urban hubs are no longer automatically synonymous with downtown Vancouver. He’s watching areas like Surrey City Centre, Port Moody, Metrotown, Brentwood, West Coquitlam, and Langley, where both transit and infrastructure are growing.

Brandon Trent, development manager at Hayer Builders Group, agrees the Fraser Valley will remain appealing in the coming year. “The Township of Langley is seeing an explosion of development, especially in the Willoughby and

Latimer neighbourhoods. I think in 2023, it’s going to be one of the hottest markets outside the City of Vancouver.” He says he is also keeping a close eye on Abbotsford.

THE INTEREST RATE ROLLERCOASTER

Although it was inevitable that interest rates would eventually rise after so many years of historic lows, few people were prepared for seven increases over the last 12 months. And most experts agree it’s not over yet. Consumers can expect at least two more rate hikes in the first half

of 2023 as the Bank of Canada (BoC) attempts to curb inflation.

At the same time, the stress test on uninsured mortgages will remain in place for the foreseeable future. That’s got some property owners concerned whether they will be able to requalify for a mortgage, and some first-time buyers are leaning more heavily on the Bank of Mom and Dad to help compensate for diminished purchasing power.

POLITICAL SHIFT

After what turned into a fractious transfer of power for the provincial NDP government, BC’s new premier, David Eby, wasted no time stepping back into the middle of the housing controversy arena. Promising to expedite the permitting process in 2023—something the industry has been demanding for many years—it appears he’ll be taking a more aggressive, “carrot and stick” approach than was perhaps anticipated. Municipalities that fail to

meet their target number of building starts could face financial penalties and/or government intervention. How long it will take before the full impact of this pledge shows any tangible results is still a subject of debate.

Eby also rapidly enacted legislation to prohibit strata corporations from age or rental restrictions (other than buildings with a 55+ mandate). “We’re making it possible for thousands of condos that are vacant to be rented out as soon as these new laws are passed,” he said in a news release. While technically true, his statement cannot predict how many owners are actually interested in becoming a landlord in 2023 or whether the number of available suites is 2,000 or 20,000. One study indicated it would only affect approximately 2,300 empty units located throughout the entire province—hardly a solid fix for the lack of rental supply.

And while some owners are thrilled with this new opportunity to

rent their property, some who value the security of living in a building of end-users—owners who are typically highly invested in preserving the value of their property with regular maintenance—now find themselves potentially fighting investors who prefer a different approach.

LIGHT AHEAD

Yosh Kasahara, executive vicepresident of Vancouver-based Alabaster Homes, sums up what many people are feeling about the coming year: “Yes, there will be challenges, but we’re optimistic the market will rebound in response to continuing pent-up demand. Consumer confidence will return once there is some stability in supply and interest rates. And homes near good schools, retail and transit will continue to be attractive to savvy buyers.”

NEW LEGISLATIONS

END RENTAL AND AGE RESTRICTIONS FOR STRATA PROPERTIES

The BC government announced on Nov. 21 two significant changes to housing legislation that is of interest to homebuyers: The new Housing Supply Act was introduced and changes to legislation were announced that will remove age rental restrictions in strata properties, and allow the rental of vacant condos.

“B.C.’s housing crisis is stressing out and hurting people while it holds back our economy,” said new Premier David Eby in a press release. “As a first step in my 100-day plan, we are making changes to deliver more homes for British Columbians, faster.”

THE DETAILS

The first piece of legislation includes working with municipalities to set housing targets and make sure the homes people need will be built. The intent is to help speed up housing development and increase supply by giving the province the power to set housing targets in municipalities with the greatest need and highest projected growth.

As well, the plan will make it possible to rent out vacant condos and remove some age restrictions. So, the strata can no longer control rental policies or age restrictions in a building. The aim of the new legislation is to alleviate the housing crisis by helping people find more affordable housing, and to aid individuals who need the income from renting out their home.

Currently, there are approximately 2,300 empty condos throughout BC that can’t be rented due to the strata rental restrictions. It is important to note that strata’s will still be able to continue regulating short-term rentals such as AirBnBs.

As well, strata with 19-plus age restrictions will not be allowed but this rule will not affect any strata bylaws that limit residents to age 55 and over in order to promote and preserve seniors’ housing.

POSITIVE OUTCOMES

The legislation will create more opportunities to purchase a rental property, property owners will be able to rent out their strata properties without restrictions (except for short-term rentals), owners will be able to turn their current owneroccupied condo or townhome

into a rental property and buy a new condo or townhome as their principal residence.

The grandeur of this entryway, located in Shaughnessy, Vancouver, was taken to another level with the addition of faux marble pillars, champagne gold ‘tipping’ on details, faux-finished ceilings and a custom ceiling design. The process of the work was a natural progression of seeing what a space needed next.

Delicate work

The pattern for the custom ceiling in the entryway was first designed then transferred to thick plastic to create a stencil. Once cut out, the stencil was carefully applied to the ceiling using spray adhesive. With a delicate hand, Modern Masters champagne metallic paint was applied to create an elegant glow.

Faux finishing re-imagines

The era of teased perms and parachute pants also introduced the masses to sponge painting and marbleizing kits. Suddenly, the 14th century art technique was being applied to literally everything, from household interiors to entire shopping

This closeup of a faux marbleized rangehood was prepared with custom-matched paint and glaze, and the veins were created using delicate feathers for a realistic touch. The marbleizing technique is a great alternative in areas where the cost or weight of genuine marble would be prohibitive.

“We take the surroundings of a room — furniture, lighting, flooring — and tie it all together so that an area feels well rounded and complete,” explains Solveig, as to how the process works. “There’s a void in so many spaces in a home, and many homeowners, designers and builders don’t even realize that decorative painting is an option.”

Platinum pearl with dark silver shading incorporated the colours of the house, reflecting the water harmoniously. As a finishing touch, the inset walls were painted warm grey tones to imitate the water.

Sometimes it’s impossible to source out the right wood for the job. Here, the decorative wood-grain moulding was matched with the rest of the room. With the help of a wood grain rocker and a keen eye to mimic the colours of the grain, it’s nearly impossible to tell it’s not the real thing. Find
