ost newcomers to Canada tend to settle in larger cities such as Vancouver, Calgary, Edmonton, Toronto and Montreal. Since housing costs vary greatly across Canada, finding the right place to live and work may mean doing some homework. List the most important features that you want to have in your community. Perhaps it’s great schools, affordable housing, close proximity to transit and plentiful job opportunities. Check out the statistics of the potential locations you have in mind online by using reliable sources such as the local school board website and Statistics Canada. There are always tradeoffs in the real world. Smaller cities usually have lower living costs, but you may require multiple vehicles to get your family from point A to B. Larger cities offer more transit and job opportunities, but you will have to deal with traffic, congestion and a possible increase in housing costs. Choosing a place to live is one of the biggest financial decisions you’ll ever have to make. Look for good value in the home you’re considering, and look for a place that offers a reasonable cost of living based realistically on your finances, as well as a great quality of life. You can’t go wrong when you know the realities.

ith an incredible variety of options – from style to location, budget and size – we can all find the perfect apartment. But one other thing is crucial to finding perfecting – renting from the right landlord and/or property management company. I remember thinking my first place was perfect. It was in the heart of the Annex in downtown Toronto. It was freshly renovated and I had my very own ensuite and private deck! Then winter rolled in and the heating bills went up. And up. And up. But my place was cold! It was only when I went to fix a loose piece of trim around the window that I saw behind the wall – the newspaper that had been used in lieu of insulation wasn’t cutting it! My apartment in Mount Royal in Calgary was cool. Lots of space, great neighbours and a huge ball-and-claw tub. But when the building’s washing machines went out of order, one by one until none worked, it was almost a month of long hauls to the laundromat until the landlord got around to fixing a single machine. When it was time to move on and I turned over the keys to my beautiful and spotless, meticulously cared for apartment, my landlord offered no explanation or justification for keeping my damage deposit. I’ve learned my lesson – twice. While size, location, style and budget will always be top priorities in my apartment search, vetting the landlord and/or property management company will always be a crucial element. With this in mind, you’re ready for a move and we’re here to help. Renting a Home KNOW YOUR RIGHTS AND RESPONSIBILITIES
W
hether you’re a firsttime renter or an experienced tenant, when it comes to renting a home, it’s important to make sure you understand your rights and responsibilities.
The first step in looking for a home is to identify your needs as a renter. What’s your budget? Which neighbourhood do you want to live in? How many bedrooms do you need? What amenities are important to you? If you haven’t already created a list of your needs and preferences, CMHC’s Rental Search Worksheet can help give you a head start.

These can range from newspapers, apartment listing websites and bulletin boards in local libraries or community centres, to asking friends for recommendations or simply visiting neighbourhoods you like and looking for signs that say“For Rent.”

to the premises, and whether pets or smoking are allowed. When meeting a landlord, try to make a good impression. Dress neatly and arrive on time. Respect the current tenant’s privacy. And make the landlord’s job easier by bringing your rental history and references, a letter from your current employer, and a cheque so you can leave a deposit in case you’re interested in the home. If you will be viewing more than one apartment, write down the key features of each place so you can compare them later. CMHC’s Rental Unit Evaluation Worksheet can help you evaluate your options and make an informed decision. When you rent a place, the landlord will usually ask you to sign a rental agreement, commonly known as a“lease.”Rental agreements vary from one province or territory to another, but they generally include the names of the landlord and tenant, the address of the property, the amount of the rent and what it includes, the date when the rent is due each month, the amount of any security or damage deposits, the term of the rental period, as well as things like who is responsible for maintaining the property, whether there are any restrictions on the tenant, and when and how the landlord can enter the premises. Once you’ve signed your lease, it’s time to move in! Moving can be a hectic time. A planning checklist, such as CMHC’s Three Weeks to Moving Day, can help you keep track of all the details, and help make sure your move goes as smoothly as possible. Before you move in, you and your landlord should inspect your new home together. Use an Initial Inspection Worksheet to document everything you notice, so you won’t be held liable for any preexisting damage when you leave. Once you’re living in your new home, make sure you and your landlord are clear on who is responsible for what, TheRentersGuide.ca especially with issues such as emergency or regular repairs, rent increases, or how to handle any complaints that might arise. In the event of an emergency (such as a

leaking roof or broken furnace on a cold winter day), try to contact your landlord or emergency contact at least twice, and give them a reasonable amount of time to respond. If you can’t reach your landlord and have to authorize emergency repairs yourself, make sure to document and keep all paperwork related to the repair for later reimbursement. If a problem arises that you can’t work out directly with your landlord, check with your provincial or territorial rental authority to find out if there are any tenant advocacy groups in your community. Do not withhold rent to pay for repairs, as this can be grounds to have you evicted. When your lease expires, you may sign a new lease, or you might shift to a monthto-month lease. Depending on where you live, your landlord could also give notice that they will be increasing your rent. Eventually, the time will come when you’re ready to end your tenancy and move out. When this time comes, you
and your landlord will again inspect the property together, to see if any repairs are needed above and beyond the usual “wear and tear.”Your landlord will also have to return any damage or security deposits you paid when you moved in, plus interest. Remember: you may need your old landlord to give you a reference in the future. So do your best to leave under good terms. Give them the proper amount of notice in writing. Make any necessary repairs. Allow the landlord to show the home to potential new tenants. And leave the place in as good a condition as you found it, so the next tenants will be able to enjoy their new home as much as you did. For example: If your wedding ring or a priceless family heirloom is stolen in a break-in, insurance may cover the actual market value of the item, but the sentimental value cannot be replaced. he average vacancy rate in the primary purpose-built rental apartment market in Canada’s 35 major centres1 increased slightly to 2.7 per cent in October 2013, from 2.6 per cent in
October 2012, according to the fall Rental Market Survey2 released recently by Canada Mortgage and Housing Corporation (CMHC). “An increase in the supply of purposebuilt rental apartments was partially offset by increasing rental housing demand across the country. Demand for rental housing was supported by both higher levels of full-time employment in the 15 to 24 age group, and a rise in net migration. Meanwhile, demand for rental condominium apartments remained strong,” said Mathieu Laberge, Deputy Chief Economist at CMHC’s Market Analysis Centre. The results of CMHC’s fall survey reveal that, in October 2013, the major centres with the lowest vacancy rates in the primary apartment rental market were in Calgary (1.0 per cent), Edmonton (1.4 per cent) and Toronto (1.6 per cent). The centres with the highest vacancy rates were in Saint John (11.4 per cent), TheRentersGuide.ca Moncton (9.1 per cent) and Charlottetown (7.9 per cent). Overall, the average rent for twobedroom apartments in existing structures across Canada’s 35 major TheRentersGuide.ca centres increased 2.5 per cent between
October 2012 and October 2013. The average rent for a two-bedroom apartment in new and existing structures was $920 in October 20133. The highest average monthly rents for two-bedroom apartments in new and existing structures in Canada’s major centres were in Vancouver ($1,281), Calgary ($1,224) and Toronto ($1,213). The lowest average monthly rents for two-bedroom apartments in new and existing structures were in Trois-Rivières ($555), Saguenay ($571) and Sherbrooke ($591). CMHC’s October 2013 Rental Market Survey also covers condominium apartments offered for rent in 11 large urban centres, including Vancouver, Toronto and Montreal. In this particular segment of the secondary rental market, rental condominium vacancy rates ranged from a high of 5.9 per cent in Québec City to a low of 0.7 per cent in Saskatoon, holding steady in most centres from October 2012. Average monthly rents for two-bedroom condominium apartments were highest

Year-over-year comparisons of average rents can be slightly misleading because rents in newly built structures tend to be higher than in existing buildings. Slice the chocolate pound cake into thick pieces and spread generously with cherry jam, rather like making big jam sandwiches, and layer in the bottom of a large, wide trifle bowl, squishing the cake down. Then pour over the cherry brandy so that the cake soaks it up — trifle should be boozy! Top with all of the drained cherries, being sure to push some against the side of the bowl, because that’s what you’ll see when the trifle is served. Cover with cling wrap and leave to macerate while you make the custard. Melt 4 ounces of chocolate in a saucepan, over medium-low. Once the chocolate is melted, set aside while you get on with the custard. In a saucepan warm the milk and cream. Whisk the egg yolks, sugar, and cocoa in a large bowl. Pour the warm milk and cream into the bowl whisking it into the yolks and sugar mixture. Stir in the melted chocolate, scraping the sides well with a rubber spatula to get all of it in, and pour the custard back into the rinsed saucepan.

Nigella suggests cheating and buying some chocolate cake and then tweaking it to make it your own. “I’m all for making life easier, and what makes my life easier when I have a crowd coming for supper, is to buy something and then make it even better. Once liquor and fruits are added, no one will tell the difference!” This is truly heaven in a bowl. INGREDIENTS Serves 16 › 2 chocolate pound cakes, about 12 oz each
› 1 1/3 cups heavy cream plus 1 tablespoon
› 1 cup black cherry jam
› 8 egg yolks
› 1 1/2 cup cherry brandy
› 1/2 cup sugar plus 1 tablespoon sugar
› 4 cups drained sour cherries
› 1/3 cup cocoa powder

Cook over a medium heat until the custard thickens, stirring all the time. Make sure it doesn’t boil, as it will split and curdle. The custard will get darker as it cooks and the flecks of chocolate will melt once the custard has thickened. And you do need this thick, so don’t panic so much that you stop cooking while it is still runny.
Admittedly, it continues to thicken as it cools and also when it’s chilling in the refrigerator. Once it is ready, pour into a bowl to cool and cover the top of the custard with cling wrap to prevent a skin from forming. When the custard is cold, pour and spread it over the chocolate cake layer in the trifle bowl, and leave in the refrigerator to set, covered in cling wrap overnight. (If you’ve saved half the cherries, top the custard with them at this point). When you are ready to decorate, softly whip the cream for the topping and spread it gently over the layer of custard, and grate some good quality chocolate over top, and serve.
